DECISION
DISCLOSURE OF THE CATEGORY OF THE ELECTRONIC TOLL
COLLECTION PROJECT REGARDING TOLL BOOTHS IN CENTRAL VIETNAM, SOUTHERN VIETNAM
AND TOLL BOOTHS FUNDED BY VIETINBANK ACCORDING TO THE BOO CONTRACT
MINISTER OF TRANSPORT OF VIETNAM
Pursuant to Decree No.
107/2012/ND-CP dated December 20, 2021 of the Government of Vietnam on
functions, tasks, entitlements, and organizational structure of the Ministry of
Transport of Vietnam;
Pursuant to Decree No.
15/2015/ND-CP dated February 14, 2015 of the Government of Vietnam on
public-private partnership investment;
Pursuant to Decree No.
30/2015/ND-CP dated March 17, 2015 of the Government of Vietnam elaborating
certain Articles of the Law on Bidding on Investor Selection;
Pursuant to Decision
No. 1759/QD-BGTVT dated June 7, 2016 of the Minister of Transport of Vietnam
approving the proposal of the electronic toll collection project regarding toll
booths in Central Vietnam, Southern Vietnam, and toll booths funded by
VietinBank according to the BOO Contract;

Article 1. Disclosure of the category of the electronic toll
collection (ETC) project regarding toll booths in Central Vietnam, Southern
Vietnam, and toll booths funded by VietinBank according to the BOO Contract as
an attached appendix.
Article 2. The Office of the Ministry of Transport of Vietnam is
assigned to cooperate with the Information Technology Center of the Ministry of
Transport of Vietnam in posting and disclosing the category of projects
according to Decree No. 15/2015/ND-CP and current regulations.
Article 3. Chief of Ministry Office, Director – Chief of Department of
Public-Private Partnership Project Management and Investment, Director of
Department of Planning and Investment, General Director of Directorate for
Roads of Vietnam, Director of Department of Construction and Transport Quality
Management, Director of Information Technology Center, and Directors of
relevant agencies, units shall implement this Decision./.

ETC project regarding
toll booths in Central Vietnam, Southern Vietnam, and toll booths funded by
VietinBank according to the BOO Contract.
2. The
investment aims to:
- Modernize the traffic infrastructure.
- Obtain economic and social benefits regarding the
elimination of traffic jams at toll booths, saving costs for people and goods
in traffic and making toll collection sources transparent.
- Assist State Agencies in managing types of vehicles in
traffic, making traffic statistics supervising speed, and reducing road traffic
accidents.
3. Project
implementation location
BOT toll booths on
expressways and highways in Central Vietnam and Southern Vietnam and all of the
toll booths funded by Vietinbank.
The Investor shall select
the appropriate location for the Back-End System, which includes the Data
Center to be hired from service providers and the central operating system.
4. Scope, scale, technical
standards, and design solutions

- Investment scale: Invest in ETC systems according to RFID
technology with ISO/IEC 18000-63 standard, including the whole system of
equipment, information technology infrastructure, software, training, and
technology transfer to operate the toll collection system. Fundamental
compositions:
a) The Front-End
system:
The expectation of the
completion of the ETC systems at toll booths on national highways and
expressways in Central Vietnam, Southern Vietnam, and every toll booth funded
by Vietinbank. Each system includes:
- The system of ETC equipment: Vehicle identification device,
card reader, cameras for photos and videos, etc.
- The system of equipment and infrastructure of information
and technology includes:
+ Technical
infrastructure of information and technology at toll booths;
+ Software system applied
at toll booths.
b) The Back-End
System:
The Back-End System is
developed for purposes of administration and handling of data information sent
from the Front-End System and management centers of concentrated toll
collection services.

- The host system.
- The security and network system.
- The software system for concentrated data processing,
monitoring, and operation.
- The storage equipment system.
c) The system of
supervision, operation, and maintenance centers
The expectation of
concentrated supervision and operation centers that monitor and supervise the
daily activity of the whole system from the data center (Back-End) to automatic
toll booths (Front-End), detect and handle technical issues on the system 24/7;
supervision and maintenance centers shall receive requests for support and
maintenance from toll booths, and remotely handle them or directly at toll
booths; abnormal transaction handling centers.
d) Transmission line
system: The transmission line system uses
optical fiber lines of telecommunications providers to connect and ensure data
transmission between Front-End systems, Back-End systems, and supervision,
operation, and maintenance centers.
5. Preliminary cost of total
investment: 2.122 billion VND (Two
thousand, one hundred and twenty-two billion VND).
