CIRCULAR

ON EXTENDING EFFECTIVE PERIOD OF CIRCULAR NO. 14/2020/TT-BTC DATED MARCH 18, 2020 BY MINISTER OF FINANCE ON AMENDMENTS TO CIRCULAR NO. 127/2018/TT-BTC DATED DECEMBER 27, 2018 OF THE MINISTER OF FINANCE PRESCRIBING PRICES OF SECURITIES-RELATED SERVICES RENDERED BY STOCK EXCHANGES AND VIETNAM SECURITIES DEPOSITORY FOR ASSISTING ORGANIZATIONS AND INDIVIDUALS FACING DIFFICULTIES AMID COVID-19 PANDEMIC

Pursuant to the Law on Securities dated November 26, 2019;

Pursuant to the Law on Fees and Charges dated November 25, 2015;

Pursuant to the Law on Prices dated June 20, 2012;

Pursuant to the Law on Public Debt Management dated November 23, 2017;

Pursuant to Decree No. 177/2013/ND-CP dated November 14, 2013 and the Government's Decree No. 149/2016/ND-CP dated November 11, 2016 on amendments to the Government’s Decree No. 177/2013/ND-CP dated November 14, 2013 on elaboration of the Pricing Law;

Pursuant to the Government’s Decree No. 155/2020/ND-CP dated December 31, 2020 elaborating Law on Securities;

At the request of Director of the Department of Price Management and Chairman of State Securities Commission of Vietnam (SSC);

The Minister of Finance promulgates a Circular on extending effective period of Circular No. 14/2020/TT-BTC dated March 18, 2020 by Minister of Finance on amendments to Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance prescribing prices of securities-related services rendered by Stock Exchanges and Vietnam Securities Depository (VSD) for the purpose of assisting organizations and individuals facing difficulties amid Covid-19 Pandemic.

Article 1. Extension of effective period

Effective period of Circular No. 14/2020/TT-BTC dated March 18, 2020 by Minister of Finance on amendments to Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance prescribing prices of securities-related services rendered by Stock Exchanges and Vietnam Securities Depository (VSD) for the purpose of assisting organizations and individuals facing difficulties amid Covid-19 Pandemic, which has been extended according to Circular No. 70/2020/TT-BTC dated July 17, 2020 by the Minister of Finance, shall be extended to December 31, 2021 inclusive.

After December 31, 2021, prices of securities-related services rendered by Stock Exchanges and Vietnam Securities Depository shall be applied as prescribed in the aforementioned Circular No. 127/2018/TT-BTC. Based on the COVID-19 situation and securities market situation, the Minister of Finance will consider and promulgate amendments to prices of securities-related services where necessary.

Article 2. Effect

1. This Circular takes effect from July 01, 2021.

2. Any difficulty arising during the implementation of this Circular should be promptly reported to the Ministry of Finance for research and guidance./.
