VỀ TĂNG CƯỜNG SỰ LÃNH ĐẠO CỦA ĐẢNG ĐỐI VỚI CÔNG TÁC NGƯỜI KHUYẾT TẬT

Thời gian qua, Đảng, Nhà nước và xã hội luôn quan tâm đến công tác người khuyết tật, đã ban hành, triển khai nhiều chủ trương, chính sách chăm lo, bảo đảm quyền và phát huy vai trò của người khuyết tật, góp phần thúc đẩy tiến bộ xã hội và phát triển bền vững. Công tác người khuyết tật đạt được nhiều kết quả đáng ghi nhận. Nhận thức, trách nhiệm của cấp uỷ, chính quyền, đoàn thể các cấp đối với người khuyết tật được nâng cao hơn, người khuyết tật ngày càng tự tin, thuận lợi hơn hoà nhập vào đời sống xã hội. Các cơ quan nhà nước triển khai nhiều hoạt động trợ giúp người khuyết tật, phát huy trách nhiệm của các cấp, các ngành, các tổ chức, cá nhân trong việc chăm lo cuộc sống của người khuyết tật, tạo cơ hội bình đẳng nhằm đáp ứng tốt hơn quyền lợi chính đáng, hợp pháp, động viên để người khuyết tật phát huy năng lực, vươn lên hoà nhập, đóng góp cho xã hội. Việc đẩy mạnh xã hội hoá hoạt động trợ giúp người khuyết tật đã huy động được sự tham gia của nhiều cơ quan, tổ chức và đông đảo các tầng lớp nhân dân, trong đó có các tổ chức tôn giáo, nhân đạo, từ thiện. Mặt trận Tổ quốc Việt Nam và các tổ chức thành viên có nhiều hình thức hỗ trợ, tạo điều kiện để các tổ chức người khuyết tật đẩy mạnh hoạt động chăm sóc, trợ giúp người khuyết tật.

Tuy nhiên, một số cấp uỷ đảng, chính quyền chưa quan tâm đầy đủ, thiếu sâu sát trong lãnh đạo, chỉ đạo tổ chức thực hiện chính sách, pháp luật đối với người khuyết tật. Đời sống của một bộ phận không nhỏ người khuyết tật còn nhiều khó khăn, nhất là người khuyết tật đặc biệt nặng. Vẫn còn người khuyết tật chưa được tiếp cận hoặc tiếp cận chưa đầy đủ các chính sách trợ giúp của Nhà nước về y tế, giáo dục, dạy nghề, việc làm, tín dụng… Mức trợ cấp xã hội cho người khuyết tật chậm được điều chỉnh. Số người khuyết tật được nuôi dưỡng tại các cơ sở bảo trợ xã hội còn ít, cơ sở vật chất thiếu thốn. Một bộ phận cán bộ và người dân nhận thức chưa đầy đủ, xem công tác người khuyết tật là hoạt động nhân đạo, từ thiện, là trách nhiệm của ngành lao động - thương binh và xã hội. Vẫn còn tình trạng kỳ thị, phân biệt đối xử với người khuyết tật. Một số nơi công tác tổ chức thực hiện pháp luật về người khuyết tật còn chậm, chưa toàn diện. Hiệu quả hoạt động của một số tổ chức người khuyết tật chưa cao.

Nguyên nhân chủ yếu của những hạn chế nêu trên là công tác tuyên truyền, quán triệt, triển khai các chủ trương của Đảng, chính sách, pháp luật của Nhà nước về người khuyết tật chưa được quan tâm đúng mức. Một số chủ trương của Đảng liên quan đến người khuyết tật chưa được thể chế hoá kịp thời, đồng bộ, thống nhất. Công tác quản lý nhà nước, nhất là việc bố trí nguồn lực để thực hiện chính sách, công tác thống kê và quản lý người khuyết tật, công tác thanh tra, kiểm tra còn hạn chế. Việc huy động các nguồn lực xã hội cho công tác người khuyết tật chưa được phát huy. Số lượng người khuyết tật, đặc biệt là khuyết tật vận động tăng dần trong những năm qua và tiếp tục gia tăng, tạo áp lực đối với việc bảo đảm an sinh xã hội.

Để tăng cường sự lãnh đạo của Đảng, phát huy trách nhiệm của cả hệ thống chính trị đối với công tác người khuyết tật, Ban Bí thư yêu cầu các cấp uỷ, tổ chức đảng tập trung thực hiện tốt một số nhiệm vụ sau:

1. Nâng cao nhận thức, trách nhiệm của các cấp uỷ, tổ chức đảng, các cơ quan, tổ chức và nhân dân trong thực hiện chủ trương, quan điểm của Đảng, chính sách, pháp luật của Nhà nước về trợ giúp người khuyết tật

Đẩy mạnh công tác tuyên truyền, vận động, tạo chuyển biến sâu sắc về nhận thức, trách nhiệm trong cán bộ, đảng viên, công chức, viên chức và các tầng lớp nhân dân về công tác người khuyết tật. Tích cực đổi mới nội dung, hình thức tuyên truyền, phổ biến đường lối, quan điểm của Đảng, chính sách, pháp luật của Nhà nước cho người khuyết tật bằng hình thức phù hợp. Tăng cường công tác lãnh đạo, chỉ đạo, kiểm tra, giám sát của cấp uỷ, tổ chức đảng trong thực hiện đường lối, quan điểm của Đảng và chính sách, pháp luật của Nhà nước đối với người khuyết tật; hỗ trợ, tạo điều kiện phát huy năng lực của người khuyết tật và các tổ chức người khuyết tật để làm tốt vai trò đại diện, tập hợp, đoàn kết, là cầu nối giữa người khuyết tật với Đảng, Nhà nước; bảo đảm kết hợp chặt chẽ, hợp lý giữa phát triển kinh tế với phát triển văn hoá, xã hội, thực hiện tiến bộ và công bằng xã hội, hướng tới một xã hội không rào cản đối với người khuyết tật.

2. Tăng cường hiệu lực, hiệu quả quản lý nhà nước trong thực hiện chính sách, pháp luật về người khuyết tật

Tiếp tục thể chế chủ trương, quan điểm của Đảng; sửa đổi, bổ sung, hoàn thiện chính sách, pháp luật về người khuyết tật bảo đảm thống nhất, đồng bộ, khả thi, phù hợp với từng giai đoạn phát triển kinh tế - xã hội đất nước và các cam kết quốc tế, góp phần hoàn thiện hệ thống chính sách xã hội và an sinh xã hội, thực hiện mục tiêu công bằng xã hội. Nâng dần mức trợ cấp xã hội phù hợp với các mức sống trong xã hội, khả năng ngân sách nhà nước; có chính sách tăng số lượng người khuyết tật tham gia mạng lưới an sinh xã hội; tạo điều kiện thuận lợi để người khuyết tật tiếp cận các chính sách giáo dục, học nghề, việc làm, tín dụng, bảo trợ xã hội, hoạt động văn hoá, thể dục, thể thao, giải trí, du lịch, đi lại.

Xây dựng và tổ chức thực hiện có hiệu quả chương trình trợ giúp người khuyết tật; khuyến khích người khuyết tật có khả năng học tập, lao động khắc phục khó khăn, vươn lên sống độc lập, hoà nhập xã hội, góp phần vào phát triển kinh tế - xã hội và giúp đỡ người khuyết tật khác. Xây dựng tiêu chuẩn các cơ sở hạ tầng thiết yếu phù hợp cuộc sống của người khuyết tật, tạo cơ hội bình đẳng cho người khuyết tật.

Tăng cường kiểm tra, thanh tra, xử lý vi phạm pháp luật trong việc thực hiện chính sách, pháp luật về người khuyết tật.

3. Đẩy mạnh xã hội hoá hoạt động trợ giúp người khuyết tật

Nâng cao trách nhiệm của toàn xã hội trong việc chăm lo, giúp đỡ người khuyết tật và các tổ chức của người khuyết tật; vận động nguồn lực xã hội hỗ trợ cho cuộc sống người khuyết tật và hội viên các tổ chức của người khuyết tật. Có cơ chế, chính sách khuyến khích sự tham gia của khu vực ngoài nhà nước đầu tư cho các mô hình phi lợi nhuận chăm sóc người khuyết tật, nhất là người khuyết tật nặng, đặc biệt nặng, phụ nữ, trẻ em khuyết tật, người khuyết tật cao tuổi. Tạo điều kiện cho tổ chức của người khuyết tật có đủ năng lực tham gia thực hiện các dịch vụ công của Nhà nước.

4. Phát huy vai trò, trách nhiệm của Mặt trận Tổ quốc Việt Nam, các tổ chức chính trị - xã hội và các tổ chức xã hội đối với các tổ chức của người khuyết tật

Mặt trận Tổ quốc Việt Nam, các tổ chức chính trị - xã hội, các tổ chức xã hội tiếp tục nâng cao hiệu quả các cuộc vận động, các phong trào chăm lo, giúp đỡ người khuyết tật; tăng cường quan hệ phối hợp trong các hoạt động trợ giúp người khuyết tật; lồng ghép các cuộc vận động, các phong trào thi đua gắn với việc chăm lo đời sống người khuyết tật ngày càng tốt hơn. Tạo điều kiện thúc đẩy quan hệ phối hợp giữa các tổ chức của người khuyết tật với các tổ chức trong và ngoài nước nhằm trao đổi kinh nghiệm, hỗ trợ, giúp đỡ lẫn nhau nâng cao hiệu quả hoạt động.

5. Nâng cao chất lượng, hiệu quả hoạt động của các tổ chức của người khuyết tật

Tích cực đổi mới, nâng cao chất lượng, hiệu quả hoạt động của các tổ chức của người khuyết tật theo phương châm "Tăng cường đoàn kết, chủ động vươn lên, bình đẳng, hoà nhập với cộng đồng". Đề cao trách nhiệm và sự chủ động của các tổ chức của người khuyết tật trong việc triển khai thực hiện các nhiệm vụ, các phong trào, các cuộc vận động trong người khuyết tật. Thường xuyên giới thiệu, tuyên truyền để nhân rộng trong cả nước những tấm gương tiêu biểu vượt khó vươn lên của người khuyết tật, những cách làm hay trong hoạt động của các tổ chức của người khuyết tật.

6. Tổ chức thực hiện

Các tỉnh uỷ, thành uỷ, các ban đảng, ban cán sự đảng, đảng đoàn, đảng uỷ trực thuộc Trung ương tổ chức quán triệt và chỉ đạo thực hiện Chỉ thị này.

Ban cán sự đảng Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các cơ quan có liên quan theo dõi, kiểm tra, đôn đốc việc triển khai, định kỳ báo cáo Ban Bí thư kết quả thực hiện Chỉ thị.

Chỉ thị này phổ biến đến chi bộ.

DIRECTIVE OF THE SECRETARIAT

ON THE INCREASE OF THE LEADERSHIP OF THE COMMUNIST PARTY IN TERMS OF WORKS RELATED TO THE DISABLED

Over the past time, the Communist Party, State, and society have always been concerned about works related to the disabled and have promulgated and implemented many caring guidelines and policies in order to ensure the right and promote the role of the disabled; which contribute to the promotion of social progress and sustainable development. The disabled work has achieved many remarkable results. The awareness and responsibilities of provincial Communist Party organizations, authorities, and unions at all levels towards the disabled have improved. The disabled are becoming more confident and comfortable to integrate into social life. State agencies have implemented many supportive activities for the disabled in order to promote responsibilities of authorities at various levels, organizations, and individuals in caring for the lives of the disabled; create equal opportunities to improve, meet the legitimate and legal interests of the disabled; encourage them to develop their capabilities and integrate and contribute to society. The promotion of private investment in supportive activities for the disabled has mobilized the participation of many agencies, organizations, and a large number of people of all classes including religious, humanitarian, and charitable organizations. The Vietnam Fatherland Front and its members have many methods of support and facilitation for the disabled organizations to promote activities of caring and supporting people with disabilities.

However, some provincial Communist Party organizations and authorities have not paid enough attention and lack of depth in leading and directing the implementation of policies and laws for the disabled. The life of a large number of people with disabilities still faces many difficulties, especially those with extremely severe disabilities. There are still people with disabilities who do not have access or have inadequate access to the State's support policies on healthcare, education, vocational education, job, credit, etc. The level of social allowance for the disabled is still slowly adjusted. The number of people with disabilities nurtured in social protection facilities is still small and the physical facilities of such places are still poor. A number of officers and people are not fully aware and still consider the disabled work as a humanitarian and charitable activity and as the responsibility of the sector of labor - war invalids and social affairs. There is still stigma and discrimination against the disabled. In some places, the organization and implementation of the law on people with disabilities are still slow and incomprehensive. The efficiency of some organizations of the disabled is still low.

The main cause of the above limitations is the dissemination, grasp, and implementation of guidelines of the Communist Party, policies and laws of the State on the disabled, have not been paid due attention. Some guidelines of the Communist Party related to the disabled have not been institutionalized in a timely, synchronous, and unified manner. The state management work, especially the allocation of resources to implement policies, statistical work, management of the disabled, and inspection work are still limited. The mobilization of social resources for the disabled work has not been promoted. The number of people with disabilities, especially movement disabilities, has gradually increased in recent years and continues to increase, putting pressure on ensuring social security.

In order to increase the leadership of the Communist Party and promote the responsibility of the entire political system for the disabled, the Secretariat shall request provincial Communist Party organizations, Communist Party organizations to focus on performing the following duties:

1. Improve the awareness and responsibilities of provincial Communist Party organizations, Communist Party organizations, agencies, organizations, and individuals in implementing guidelines and viewpoints of the Communist Party and policies and laws of the State on supporting the disabled.

Promote the dissemination and mobilization to create in-depth changes in the awareness and responsibilities of officers, members of the Communist Party, officials, and people of all classes on the disabled work. Actively renovate the content and method of dissemination of paths and viewpoints of the Communist Party and policies and laws of the State for the disabled in an appropriate manner. Increase the work of leading, directing, inspecting, and supervising of provincial Communist Party organizations and Communist Party organizations in implementing directions and viewpoints of the Communist Party and policies and laws of the State for the disabled; provide support and facilitate the promotion of the capability of people with disabilities and organizations of the disabled in order to perform well the role of representative, gathering, unification and be the bridge between the disabled and the Communist Party and State; ensure the closely and logically combination between economic development and socio-cultural development; make progress and conduct social justice to create a society without barriers for the disabled.

Continue to institutionalize guidelines and viewpoints of the Communist Party; amend and complete policies and laws on the disabled, ensuring that they are unified, synchronized, possible, and suitable for each stage of the country socio-economic development and international commitments; contribute to the completion of the system of social policies and social security and conduct the target of social justice. Gradually increase the level of social allowance in line with the living standards in society and the state budget capacity; create policies to increase the number of people with disabilities who participate in the social security network; conveniently facilitate the disabled to approach policies of education, vocational education, job, credit, social protection, cultural activities, sports, entertainment, tourism, and travel.

Develop and effectively organize the implementation of supporting programs for the disabled; encourage the disabled who have the ability to study and work to overcome their difficulties, strive to live independently, integrate into society, contribute to socio-economic development, and help other people with disabilities. Develop the standard of essential infrastructure suitable for the lives of the disabled, facilitating opportunities for equality for them.

Increase inspection and handling of law violations in performing policies and laws on the disabled.

3. Promote private investment in supporting the disabled

Improve the responsibility of the entire society in caring and helping people with disabilities and organizations of the disabled; mobilize social resources to support the lives of people with disabilities and members of the organizations of the disabled. Create mechanisms and policies to encourage areas outside the state to participate in the investment in non-profit models of taking care of the disabled, especially for people with severe disabilities, disabled women and children, and disabled elderly people. Facilitate organizations of the disabled that are qualified to participate in the implementation of public services of the State.

4. Promote the role and responsibility of the Vietnam Fatherland Front, socio-political organizations, and social organizations regarding organizations of the disabled

The Vietnam Fatherland Front, socio-political organizations, and social organizations shall continue to improve the efficiency of mobilizations and movements to care for and help the disabled; increase cooperative relations in supporting activities for the disabled; integrate mobilizations and emulation movements into the caring of the disabled for a better life. Facilitate the promotion of cooperative relations between organizations of the disabled and organizations inside or outside the country in order to exchange experience, support, and assist each other to improve the efficiency of operation.

5. Improve the quality and efficiency of operation of organizations of the disabled

Actively innovate and improve the quality and efficiency of operation of organizations of the disabled under the precept of “Increasing unification, proactively rising up for equality, and integrating into the community”. Uphold the responsibility and initiative of organizations of the disabled in performing duties, movements, and mobilizations for people with disabilities. Regularly provide introduction and dissemination to nationally intensify typical examples of people with disabilities overcoming difficulties and good practices in the activities of organizations of the disabled.

Provincial Communist Party organizations, central Communist Party unions and committees shall thoroughly grasp and direct the implementation of this Directive.

The staff committee of the Ministry of Labor – War Invalids and Social Affairs shall take charge and cooperate with relevant agencies in monitoring, inspecting, and urging the implementation; periodically report to the Secretariat the performance of the implementation of the Directive.

This Directive shall be disseminated to all internal Communist Party organizations.
