NOTE: Safety
distance between walls and clusters of CNG storage are allowed to be reduced to
1,0 m if minimum fire-resistance rating of walls is R240. Fire-resistance
rating of structures and materials is mentioned under QCVN 06:2010/BXD.
2) CNG stations that
utilize mobile containers
- CNG
stations that utilize CNG mobile containers (CNG container vehicles) must
prepare isolated areas to allow the CNG mobile containers to park;
- Isolated
areas for CNG container vehicles must be easy to enter, exit, safe for humans
and other work items of CNG stations in case CNG container vehicles are
damaged.
3) CNG
stations that utilize fixed cylinders
- Cylinders
must be positioned on stable, firm, and well-drained platform where the
cylinders are held at an elevated position. The platform section 2 m away from
the front and the sides of cylinder clusters must be raised;
- Cylinders
clusters must be protected by barbed wire or similar measure which is
positioned 1 m away from the cylinders;
- Sheltering
structures or roofs are allowed to protect CNG cylinders from weathering. The
sheltering structures must be designed to allow easy gas dispersion or reduced
gas concentration if gas is discharged or leaking during operation;
- When
multiple cylinder clusters are placed near one another, these clusters must be
at least 2 m away from other clusters; in case of vertically oriented CNG
cylinder clusters, the clusters must not exceed 1,1 m in width, 5,5 m in
length, and 1,6 m in height; in case of horizontally oriented CNG cylinder
clusters, the clusters must not exceed 1,8 m in height, 7 m in length, and a
cylinder’s length in width but no more than 2m;

- When
clusters are positioned horizontally and parallel to each other, auxiliary
equipment of cylinders must be prevented from being tangled with auxiliary
equipment of other cylinders;
- Each
horizontally oriented cylinder in a cluster must be at least 30 mm away from
one another.
4)
Requirements for pipelines, accessories, containers and cylinders
Pipelines and
accessories thereof, containers and cylinders must meet technical requirements
of applied standards.
2.3.5. LNG
stations
1)
Requirements for storage, transport of LNG and technical requirements for LNG
containers must conform to TCVN 8616:2010 and applied standards.
2) Safety
distance from the edge of anti-overflowing system or water drainage system to
the edge of a space where construction is permitted and distance between
containers are specified under Schedule 2.

place storage unit with volume larger than 0,5 m3 in factories.
2.3.6.
Decompression station (if gas is carried by high pressure natural gas
pipelines)
1) Design
pressure of systems in front of decompression stations must be greater than or
equal to maximum operating pressure of systems positioned in front of the
stations. Design pressure of systems behind decompression stations must be
greater than or equal to maximum operating pressure of systems positioned
behind the stations;
2) Factories
and equipment must be positioned in a manner that ensures safe isolation,
inspection, maintenance, and testing. The systems must be equipped with
adequate isolating valves, pulse valves, and gas discharge locations in order
to depressurize the system and allow inspection;
3) Prepare
safety systems to protect equipment downstream from decompression stations in
case decompression equipment is not functioning;
4) Ensure
reliability and functionality of the systems taking into account requirements
for operational safety and the ability to couple with provisional supply
systems.
5) Minimize
the possibility of gas discharge to the environment by utilizing control
system. Gas discharge locations must be placed in well-ventilated areas while
keeping safety distance from power lines, communication line, and sources of
sparks.
2.3.7.
Regulations on pipelines
1) Technical
requirements for pipeline system whose operational pressure exceeds 7 bar must
conform to applicable regulations on safety for petrol and gas works on land.

- Gas
velocity in pipelines must not exceed 30 m/s;
- Flammable
gas pipelines must be placed undergrounds; above-ground pipelines are allowed
in specific cases - when crossing over rivers, channels, canals, or other
man-made structures. Underground steel pipes must be protected from corrosion.
Pipe segments carrying flammable gas across roads of motorized vehicles must be
protected by encasement pipes;
- Structures
of pipelines must be able to withstand gas pressure in the pipelines, pipe
weight, pipeline accessory weight, soil pressure, water pressure, train, motor
vehicle weight, buoyant force, other primary load; change of temperature,
tremor or earthquake, wave, tide, weight of other work items, and stress caused
by secondary load;
- Install
landmarks and signs signifying pressure level and contact number along the
pipelines in case of any irregularity of the pipelines.
3)
Underground pipelines in urban areas
- Install
gate valves on pipelines: before connecting with supply pipelines leading to
buildings; before and after pressure-reducing valves; before and after pipe
segments crossing over rivers, railway or pipe segments crossing over other
work items whose operation may impact integrity of pipe intersections. Install
gate valves in order to isolate each segment for maintenance and repair (gas
discharge, installation, air tightness testing) or in case of emergency;
- Underground
pipelines that travel under walkway must be installed in a manner which the
distance from the highest point of the pipelines to the walkway surface is not
smaller than 0,6 m;
- Underground
pipelines that travel under roads or across roads which motorized vehicles run
on must be installed in a manner which the distance from the highest point of
the pipelines to the road surface is not smaller than 0,8 m;
- If the
required depth of pipelines cannot be met, install pipelines in encasement
pipes or other protective structures;

4) Pipelines
parallel, crossing over railway
- In case of
pipelines parallel to railway: the distance from the outer surface of the pipes
to the center of the railway must not be less than 4 m. The previously
mentioned distance is not required if the railway is parallel to a road in a
manner that:
+ The
pipeline is not affected by load of trains; or
+ The
pipeline is protected from load of trains by appropriate protective measures;
or
+ Load of
railway has already been accounted for when calculating pipeline structure.
- In case of
pipelines crossing over railway
+ Underground
or overhead pipelines carrying flammable gas are allowed to cross over railway;
or
+ The
distance from the highest point of pipelines protected by encasement pipe to
the railway must not be less than 1,7 m.

- When
pipelines cross over river or waterway, pipelines must be protected by
encasement pipes or protective structures suitable with pressure of gas
involved and protected from buoyant force of encasement pipes/protective
structures or anchoring, mooring of ships and vessels. Pipe installation must
conform to regulations on installing underground pipes in urban areas.
2.4.
Electricity supply and lightning arrester system
2.4.1. Electricity
supply
- Electrical
wires, cables, and equipment of petrol and gas stores must conform to TCVN
5334:2007;
- Small-size
electricity generators are allowed as a backup power source. Exhaust pipes of
generators must be installed with devices for extinguishing fire sparks and
coated with thermal insulation layer;
- Electrical
cables installed in petrol stores and gas stations must comply with fire safety
regulations;
- Grounding
systems of petrol stores and gas stations must have ground resistance of at
most 4 Ω. All neutral metal components of electrical equipment and pumps must
be safely connected with grounding system.
2.4.2.
Lightning arrester
- Above-ground
container clusters must be designed so as to be protected from direct lightning
strike; when breather valves are installed at an elevated position beyond the
protection of nearby structures, protect breather valves from direct lightning
strike by lightning arresters equipotentially bonded. The rod of a lightning
arrester must be at least 5 m away from breather valves;

- Grounding
lightning protection system must have grounding resistance no more than 10 Ω;
- Vehicles
filling petrol and gas in containers, cylinders of petrol, gas stations must be
grounded.
2.5.
Maintenance and repair
Structures
and work items supplying petrol and gas must be regularly maintained, repaired,
or replaced throughout their service life.
3. REGULATIONS ON MANAGEMENT
3.1. Construction investment
projects, design dossiers of investment projects for new construction,
renovation, and upgrade of petrol and gas supply works regulated by QCVN 07-6:2016/BXD must
provide presentation regarding compliance with these Regulations.
3.2. Inspection and appraisal
of construction projects, construction design of petrol and gas supply works
shall be carried out in accordance with applicable regulations and QCVN 07:6-2016/BXD for
works regulated by these Regulations.
4. ORGANIZATION FOR IMPLEMENTATION
4.1. Ministry of Construction
is responsible for organizing dissemination and guiding application of QCVN 07-6:2016/BXD.
