DECISION
ON APPROVAL OF THE SCHEME FOR
OVERALL REFORM OF FINANCIAL MARKET OF VIETNAM IN ASSOCIATION WITH THE
ATTAINMENT OF HIGH AND SUSTAINED GROWTH TARGET THROUGH 2045
THE PRIME MINISTER
Pursuant
to the Law on Government Organization dated February 18, 2025;
Pursuant
to Conclusion No. 18-KL/TW dated April 02, 2026 of the 14th Central
Committee of the Communist Party of Vietnam on the plan for economic and social
development, national finance, public debt borrowing and repayment, and
medium-term public investment plan for the 2026–2030 period in association with
striving for double-digit growth;
Pursuant
to Resolution No. 25/2026/QH16 dated April 24, 2026 of the National Assembly on
the 5-year socio-economic development plan for the 2026–2030 period;
Pursuant
to Resolution No. 109/NQ-CP dated April 16, 2026 of the Government on updating
and supplementing the Government's Action Program for implementing the
Resolution of the 14th National Party Congress and Conclusion No.
18-KL/TW in association with striving for double-digit growth;

request of the Minister of Finance.

Article 1. The scheme for overall reform of
financial market of Vietnam in association with the attainment of high and
sustained growth target through 2045 (hereinafter referred to as “Scheme”) is
approved with the following main content:
I. VIEWPOINTS
1.
Financial market reform shall be included in the overall reform of the economy
in association with the renewal of the growth model in accordance with
requirements for rapid and sustainable development through 2045, and socio-economic
development strategy of Vietnam; and synchronized with other reforms
(enterprise, land, labor, and administrative reform) in order to ensure
macroeconomic stability, risk management capabilities, financial system safety,
national financial and monetary sovereignty and security, while enhancing
resilience against domestic and international shocks.
2.
Institutional reform shall serve as the central pillar to improve the operating
efficiency of the financial market; enhance openness, transparency, and the
effectiveness of state management and supervision; and maximize the
mobilization of resources from the private sector, foreign investment sector,
and international financial institutions for investment in the economy. The
financial market reform shall be carried out in accordance with the roadmap
with appropriate steps. Pilot programs shall be carried out with timely review
and evaluation. Perfectionism may not be required while remaining steadfast in
long-term goals.
3. The
financial market shall be developed with a more balanced structure in order to
reduce the reliance on the bank credit market and ensure the interconnectedness
among market components. Market infrastructure shall be upgraded and modernized
to support the development of new products, and drive digital transformation,
green transition, and innovation.
II. REFORM TARGETS
1.
General targets
Develop
the financial market of Vietnam into a synchronized and modern system
integrated with the region and the world; possess a balanced and rational
structure capable of efficiently mobilizing and allocating domestic and
international resources for socio-economic development; serve as a key supplier
of medium- and long-term capital for the economy; drive the achievement of high
and sustained economic growth targets through 2045; strive to bring the
financial market of Vietnam to a high level of development by 2045; operate in
accordance with market principles with an institutional framework,
infrastructure, products, investors, and international supervisory mechanisms
where the stock market plays a vital role, the banking system develops safely
and modernly, the insurance market achieves sustainable growth, and the Vietnam
International Financial Hub gradually becomes an essential component in connecting
capital flows, financial services, and financial institutions in the region.

Gradually develop the domestic capital market into a vital channel for medium-
and long-term capital mobilization for the economy, and reduce the reliance on
the bank credit market in association with striving for double-digit growth.
-
Comprehensively reform the management and supervisory mechanisms of the
financial market; fully identify subjects and behaviors to establish
appropriate supervisory methods contributing to the stable and sustainable
development of the financial market, while ensuring national financial safety
and security.
b)
Develop an open and transparent capital and stock market, expand its scale and
depth, elevate the efficiency of medium- and long-term capital mobilization for
enterprises and the economy, and promote capital mobilization through public
offerings of shares and bonds; elevate the operational efficiency of
securities-trading organizations and financial intermediaries.

Maintain the stock market classification in accordance with FTSE Russell
standards and criteria for upgrading to Emerging Market status by MSCI and
Advanced Emerging Market status by FTSE Russell from now through 2030.
- During
2026 – 2030 period: the average total capital mobilized through the capital
market may reach VND 2 quadrillion per year; the total capital mobilized by
enterprises via the stock market may reach VND 5,4 quadrillion; the total
government bond issuance value may cover approximately 60% - 65% of the
Government's borrowing needs for the entire period; the total local government
bond issuance value may satisfy around 20% of local budgets' borrowing demands
for the entire period.
During
2031 – 2045 period: the capital mobilized through the capital market may
contribute 30 – 35% of total realized social investment capital (excluding the
foreign investment sector); the market capitalization of the stock market may
reach 120% of GDP by 2045; the total outstanding debt of the bond market may
reach 60% of GDP by 2045.
Develop a
sustainable investor base, prioritize the growth of institutional investors
with strong financial capacity (investment funds, pension funds, insurance
companies, etc.); increase the proportion of institutional investors to achieve
a better balance between institutional and retail investors; through 2030,
strive to reach approximately 15% of GDP regarding the investment asset value
of foreign investors in the capital and stock markets, and reach 5% of GDP
regarding the net asset value of securities investment funds; and reach 11.5%
per year regarding the average total assets of pension funds during the 2026 –
2030 period.
d)
Modernize the banking system, improve credit quality, develop digital banking
and financial inclusion, and ensure the safety of the system of credit
institutions.
Develop a
modern system of credit institutions that operates safely and efficiently based
on digital technology platforms; by 2030, 100% of commercial banks shall apply
safety ratios in accordance with regulations of the State Bank of Vietnam and
approach Basel III standards; and elevate the effectiveness and efficiency of inspection
and supervision by the State Bank of Vietnam.

d) Develop
a comprehensive, safe, and sustainable insurance market that contributes
positively to financial stability, social security, and long-term investment.
Strive to
reach approximately 3,3% – 3,5% of GDP regarding the insurance market revenue
scale, expand insurance coverage, and develop new insurance products tailored
to market demand.
During
2026 – 2045: Insurance sector revenue may reach an average growth rate of 6–8%
per year; average annual growth rates for total assets, total investment
capital, total technical reserves, and total owner's equity may reach an
average of 5% per year; 20% of the population may participate in life
insurance; and average per capita insurance premiums may reach VND 7 million
per person per year by 2045.
e)
Modernize financial infrastructure and promote digital transformation;
establish a modern, synchronized, smooth, and autonomous payment infrastructure
that is connected via bilateral and multilateral payment systems with regional
and international partners by 2028; implement the central counterparty clearing
mechanism in the grassroots-level stock market in 2027; develop a shared
database for management and supervision across the financial market during 2030
– 2035 period.
g)
Efficiently operate new products and new markets, and promulgate breakthrough
mechanisms to expand the capital market in both scale and liquidity.
Build a
transparent market in accordance with international standards after conducting
pilot implementation based on operating a crypto asset market with stringent
requirements on financial capacity, technology, and compliance.
Complete
synchronized infrastructure for the official operation of the carbon credit
market starting in 2029.
Efficiently
operate the Vietnam International Financial Hub in Ho Chi Minh City and Da Nang
under the "one center, two destinations" model aiming for development
at regional level by 2035 and at international level by 2045.
Research
and establish a securities market for startup enterprises; develop a diverse
array of derivative securities products; refine and complete operational
techniques to strongly develop the stock market in terms of both scale and
liquidity.

1. Group of solutions regarding institutions and policies
a) Review,
amend, and supplement specialized laws
- For
capital markets, securities, and crypto assets:
+
Continue reviewing, amending, and completing the Law on Securities to encompass
and regulate new products and services in the securities market, and to facilitate
management and supervisory activities.
+ Review,
amend, and supplement overlapping regulations between the Law on Securities,
the Law on Real Estate Business, the Law on Housing, the Law on Land, the Civil
Code, and foreign exchange regulations of the State Bank of Vietnam, thereby
creating favorable conditions for development of new products (real-world asset
(hereinafter referred to as “RWA”) tokenization, bonds secured by project cash
flows, real estate investment trust models, etc.) and attracting foreign
capital flows.

categorize bonds according to their risk levels.

Research and promulgate legislative documents guiding the application of

Complete the legal framework under a digital asset classification model, and
research for promulgation of a Law on Digital Assets to clearly classify groups
of crypto asset in order to provide a foundation for management tailored to the
nature of each category including: (i) crypto assets used for payment; (ii)
utility tokens; and (iii) security tokens/RWA.

Complete regulations on ESG standards and green finance in the securities market.

Complete the legal framework regarding banking operations, payment, and foreign
exchange management mechanisms by replacing, amending, supplementing, or
annulling outdated regulations in order to create the consistency with the
applicable legal system.

Regarding the Law on the State Bank of Vietnam: review and complete regulations
on management, supervision, and services related to payment, credit, banking,
and foreign exchange management.

Regarding the Law on Credit Institutions: review, amend, and supplement
regulations on operational safety for credit institutions; non-performing loan
(hereinafter referred to as “NPL”) resolution, funding sources for NPL

standards for banking sector to support data connection, sharing, and
utilization within the banking sector, and between the banking sector and other
sectors.

Complete institutions and laws on operational safety, administration,
management, and risk management of credit institutions, while improving risk
management capability of credit institutions in conformity with international
practices, standards, and practical activities. To be specific:

Synchronously implement and concretize the Law on Credit Institutions in 2024
by promulgating Circulars on guiding credit exposure limits, shareholding ratio
limits, and standards for selecting senior executive personnel at credit
institutions.
. Require
large-scale joint-stock commercial banks to fully and comprehensively comply
with Basel III standards and International Financial Reporting Standard 9 (IFRS
9) to ensure transparency in loan classification and risk provisioning.

Establish a sandbox mechanism for new financial technologies (Fintech), digital
lending, and green finance in order to balance the promotion of innovation with
the control of emerging risks.

activities toward a lean, specialized, and modern structure in alignment and

- For the
insurance business sector
Conduct a
comprehensive review of difficulties, shortcomings, and bottlenecks arising
during the implementation of the Law on Insurance Business and its guidelines
to amend, supplement, or replace them; approach the standards of the
International Association of Insurance Supervisors (IAIS) and enhance customer
protection; focus on completing the risk-based capital and supervisory
management framework for insurers; strengthen information transparency
regarding the market and enterprises; promulgate regulations and solutions to
drive digital transformation in insurance; build a shared database, and develop
insurance products and distribution channels tailored to new market trends.
- For the
International Financial Hub:
Review
and complete legislative documents to comprehensively regulate the
relationships between members of the Financial Hub, domestic organizations and
individuals; complete operating regulations, review policies applied within the
International Financial Hub, and move toward enacting a dedicated Law on
International Financial Hub.
b)
Research international experiences to propose the drafting of a Law on
Supervision of Financial Markets and Financial Services in order to regulate
all activities related to the creation, trading, and exchange of financial
products at an appropriate time.
c)
Continue completing laws on inspection, examination, and supervision in the
fields of finance, banking, insurance, financial market, and financial
services.
d) Review
and assess to formulate and update development strategies for each constituent
market component - banking, securities, insurance, and development strategy for
the International Financial Hub; propose specific objectives, solutions, tasks,
and implementation roadmaps in accordance with development requirements.

a) For
the equity market
- Review and
amend regulations on the principles for applying the List of conditional
business lines for foreign investors in the securities market in accordance
with laws on investment; expand opportunities for foreign investors to access
suitable sectors; attract large-scale enterprises with solid financial
positions and strong corporate administration to list on the stock market.

Accelerate the progress of equitizing and divesting state capital in major
corporations and general companies (in accordance with the List attached to
Decree No. 57/2026/ND-CP); continue reviewing and resolving obstacles related
to land laws, enterprise valuation, and public asset appraisal; research and
apply flexible mechanisms such as electronic book-building and electronic

administration indicators out of the lower-ranking group in ASEAN.

Establish a roadmap for developing the green capital segment in the stock
market by expanding green equity products, green corporate bonds, and
specialized ESG investment funds; build a Green Stock Index set and upgrade
existing ESG index sets to approach international standards in order to
establish a comprehensive green investment ecosystem.

Research and build a specialized trading market dedicated to startup
enterprises to foster appropriate capital mobilization for the knowledge
economy; research the establishment of specialized market segments in
accordance with the demands of investors based on their risk appetite.
b) For
the Government bond market
-
Proactively manage issuance volume, maturities, and yields in accordance with Resolution
No. 26/2026/QH15 on the national financial plan, public debt borrowing and
repayment for 2026 - 2030 period; closely supervise market conditions to
mobilize funds for the state budget at reasonable costs in association with
restructuring the sustainable Government debt portfolio; construct a standard
benchmark Government bond yield curve to serve as a reference for financial
products.

the money and credit market

services for the citizens: Strongly promote digital banking and agency banking,
and develop financial products and services to serve citizens and enterprises,
especially in rural, remote, border, and island areas, as well as vulnerable
groups, low-income earners, micro-enterprises, and groups without adequate
access to official financial services; expand financial coverage, reduce
black-market credit, and enhance the capital access for micro-enterprises,
business households, and informal employees.
- Direct
credit flows into production lines, priority areas (including small- and
medium-sized enterprises), and economic growth drivers in conformity with guidelines
of the Government and the Prime Minister; promote green credit to support the
economy's transition toward green growth, low-carbon emissions, and climate

digital environment; continue implementing the National Financial Inclusion
Strategy for 2026 - 2030 period; and implement solutions to create favorable
conditions for customers and enterprises (small- and medium-sized enterprises)
to access credit capital.

Research and implement risk-hedging products in the foreign exchange market for
foreign indirect investment (FII) activities.
- Develop
the debt trading market toward modernization, transparency, and high liquidity.
The core focus is to establish and operate the National Debt Exchange on a
digital platform. The exchange shall serve not merely as a debt trading venue,
but as an integrated platform enabling (i) the standardization and public
disclosure of information regarding debt claims and collateral (including legal
status, cash flows, physical state of assets, etc.); (ii) the organization of
transparent electronic trading and auctions reducing reliance on bilateral negotiation
mechanisms; (iii) the formation of supply-and-demand pricing mechanisms for
special bonds issued by debt trading and asset management organizations in
connection with NPL purchases from credit institutions and overdue corporate
bonds held by credit institutions; and (iv) the connection and development of
an NPL resolution ecosystem consisting of credit institutions, domestic and
foreign investors, investment funds, intermediary organizations (valuation,
auditing, legal-financial advisory, brokerage), asset operations and
restructuring entities, regulatory bodies, and data infrastructure serving
market supervision and support; develop an industry-wide NPL Data Center to
create trust and enhance the operational efficiency of the debt trading market.
- Research
and formulate a Scheme on the establishment of a Gold Exchange in Vietnam
according to a roadmap in accordance with practical conditions, domestic
circumstances, and national financial and monetary security and safety.

Research and evaluate the feasibility of deploying a Central Bank Digital
Currency (hereinafter referred to as “CBDC”).
e) For
the insurance market
- Build a
modern digital insurance ecosystem and InsurTech: Research and propose
mechanisms to promote the application of digital technology in the insurance
sector; study the feasibility of implementing a sandbox mechanism for insurance
business models using appropriate new technologies.
- Develop
an ecosystem of insurance products serving social security and adapting to
population aging: Promote voluntary pension insurance products and long-term
elderly care insurance products; build an integrated ecosystem combining
insurance, healthcare, and elderly care services.

Encourage the development of insurance products for new risks in the digital
economy and climate change such as cybersecurity insurance, data insurance,
digital asset insurance, climate insurance, and national disaster risk
insurance.

- Promote
public communication and disseminate insurance knowledge.
g) For
the crypto asset market
-
Implement a sandbox mechanism for products, services, and business models
applying technology in the financial and banking sectors.

Establish a roadmap starting with a sandbox mechanism, subsequently expanding
to tokenized securities, RWA tokenization, digital bonds, tokenized investment
funds, and depository and payment services that are built on Distributed Ledger
Technology (hereinafter referred to as “DLT”) platforms.
3. Group of solutions regarding investor base
a) For
domestic institutional investors
-
Implement solutions to restructure the investor base and develop the securities
investment fund; focus on developing and diversifying types of investment funds
and stock indices, expanding open-end fund investment limits, and diversifying
fund certificate distribution channels; encourage fund types serving long-term
investments in infrastructure, real estate, startup, green and sustainable
programs/projects, etc.

Research regulations allowing insurers to make long-term investments in
infrastructure bonds and Real Estate Investment Trusts (REITs).
-
Innovate the investment mechanism of Vietnam Social Security in a professional
manner; proactively participating in the primary and secondary Government bond
markets in conformity with management needs of insurance funds.

- Expand
the participation of investment funds, insurers, and credit institutions in the
derivatives market.
b) For
retail investors

Encourage retail investors to participate in the capital market and securities
market through professional investment institutions to minimize risks and
enhance investment efficiency.
- Provide
training, and disseminate knowledge for investors, particularly retail
investors to elevate their investment knowledge and skills.
c) For
foreign investors
-
Gradually simplify account opening procedures, foreign currency conversion
procedures, and profit repatriation for foreign investors.
-
Accelerate the roadmap for adopting International Financial Reporting Standards
(IFRS) to increase transparency, foster international comparability, and
support the attraction of long-term foreign investment capital.
- Review
and expand market access for foreign investors according to an appropriate roadmap
based on comprehensive assessment to ensure uniform application between
domestic and foreign investors.
4. Group of solutions on developing financial intermediary
institutions and service providers

- Research
the establishment of large-scale banks with regional competitiveness and
administration approaching international standards and practices; continue
encouraging a number of systemically important commercial banks to adopt
prudential ratios in advance in accordance with Basel III standards starting
from 2026; accelerate NPL resolution, prevent and restrict cross-ownership, and
continue innovating supervisory practices by transitioning from
compliance-based supervision to risk-based supervision in accordance with
international standards and best practices.

Strengthen supervision over credit institutions, particularly regarding
potential high-risk activities such as credit extension to real estate,
securities, corporate bond investments, etc.
- Develop
the Vietnam Asset Management Company (VAMC) into a central institution in
creating and expanding the debt trading market, while remaining an effective
tool of the State in resolving NPLs and restructuring credit institutions;
develop the Debt Exchange into a core infrastructure component of the national
debt trading market; establish a database on NPLs and collateral; complete the
legal framework on NPL resolution, collateral disposal, and debt trading;
increase the charter capital of the VAMC in accordance with approved
guidelines.

Continue directing credit institutions to (i) enhance credit quality and
strictly control credit extension to high-risk sectors; promote substantive NPL

- Elevate
the financial capacity, operational quality, and risk management capabilities
of securities business institutions (securities companies, securities
investment fund management companies) in a professional and modern manner, and
the capacity to provide integrated financial services.

Research and issue regulations in order to promote the application of financial
technology (Fintech), artificial intelligence (AI), digital data, and digital
trading.
c) For
insurers
Enhance
financial capacity and strengthen financial management; improve corporate
administration and risk management capabilities in a modern and professional
manner; enhance full, comprehensive, and timely public information disclosure;
encourage eligible enterprises to list on the stock market; promote insurers
and reinsurers to undergo credit rating evaluation.

international expert networks to enhance research, analytical, negotiation,
promotion, and investment support capabilities, as well as international
expertise in digital transformation, green finance, and financial market reform
for regulatory entities.
- Elevate
the quality of human resources in banking, securities, insurance, and
accounting-auditing toward standardizing human resource quality within
enterprises; promote the socialization of training activities; strengthen training
operations and standardize professional competency frameworks; enhance training
cooperation with international training institutions; innovate CPA and
accounting-auditing training programs by increasing content on technology,
data, and modern risk management; promote mutual recognition of professional
certifications with major countries and international organizations to raise
the competitiveness of Vietnam's human resources; strengthen the role of
professional associations in establishing professional standards, supervising
occupational ethics, updating professional knowledge, and providing policy
feedback.

Standardize competency frameworks and practice certificates in the fields of

Article 2. Implementation
1. The
Ministry of Finance shall take charge and implement tasks regarding the capital
market, insurance market, and capital market financial services (accounting -
auditing, credit rating, etc.), and focus on the following tasks:
a)
Review, amend, and supplement specialized legal documents on securities,
insurance, accounting - auditing, crypto assets, and international financial
hubs; formulate and update sectoral strategies to define goals, tasks, and
solutions for 2026 - 2030 period with a vision toward 2045; proactively review
and recommend amendments to inappropriate regulations, enhance supervisory
management and sanctioning mechanisms against violations, and protect
legitimate rights and interests of market participants; research international
experience to propose drafting the Law on Supervision and Management of
Financial Market and Financial Service of Vietnam at an appropriate time.
b)
Implement solutions to upgrade and sustainably maintain the upgrade of the
stock market; develop it into a pivotal component of the capital market; strive
to achieve targets by 2030 and 2045.
Direct
the State Securities Commission, the Vietnam Exchange, and the Vietnam Securities
Depository and Clearing Corporation to review procedures and regulations
relating to securities activities and operational practices; execute tasks
assigned under the Scheme on stock market upgrading, this Scheme, and
directives from the CPV, National Assembly, Government, and Prime Minister.
c) Deploy
the pilot operation of the crypto asset market; proactively assess and research
the formulation of a legal framework for digital assets, crypto assets, and
licensed digital asset exchanges.
d) Conduct
a comprehensive review of difficulties, obstacles, and shortcomings in the
implementation of the Law on Insurance Business and its guidelines; propose
competent authorities for amendment to legislative documents to create
favorable conditions for enterprise operations and insurance market
development.
dd)
Cooperate closely with the State Bank of Vietnam in execution of fiscal and
monetary policy to mobilize capital for the state budget at reasonable costs;
maximize resource mobilization for economic development while preserving
macroeconomic stability.
e)
Develop green financial products, sustainable financial products, and digital
economy-linked financial products across the capital and stock markets.

3. The
Ministry of Public Security shall:
a) Take
charge and cooperate with relevant Ministries and central authorities in timely
detecting and strictly handling violations in securities, money - banking, and
insurance markets; protecting the legitimate rights and interests of investors;
and contributing to a transparent, stable, safe, and sustainable financial
market that fosters economic growth.
b) Direct
specialized units and operational forces to investigate and verify cases to
strictly handle violations as prescribed by laws, particularly acts of
disseminating false or inaccurate information that threaten financial market
security and safety; timely release updates on handling status to ensure market
stability.
c)
Cooperate with the Ministry of Justice, the Government Inspectorate, the
Ministry of Finance, and the State Bank of Vietnam in lawmaking, economic and
financial crime prevention, anti-banking crime, anti-money laundering, and
counter-terrorist financing; managing the national population database system
that is connected to financial and credit management systems for management and
supervision.
4. The
Ministry of Science and Technology shall ensure telecommunications, information
technology, digital infrastructure, and data infrastructure creating favorable
conditions for digital financial infrastructure development; cooperate with the
Ministry of Finance and the State Bank of Vietnam in researching and developing
new financial products linked to the digital economy.
5. The
Ministry of Agriculture and Environment shall issue guidelines for identifying
green projects and circular economy projects, as well as the application of
circular criteria and ESG frameworks; cooperate with the Ministry of Finance
and the State Bank of Vietnam in researching and developing new environmental-
and ESG-linked financial products.
6. The
Ministry of Culture, Sports and Tourism shall:
a)
Cooperate with the Commission for Publicity and Mass Mobilization of Central
Committee of the CPV, the Vietnam Journalists’ Association, and relevant
authorities in directing and orienting press agencies during periodic press
meetings to strengthen news coverage and public communication on financial
market developments and corporate operations to attract domestic and foreign
investors; promote public communication on laws for market participants.
b)
Cooperate with relevant units in strictly handling acts of disseminating
misleading or inaccurate information that affect the financial market and
investor sentiment.

Formulate and implement educational programs to universalize financial
knowledge from general education through to specialized financial training
programs at undergraduate and postgraduate levels.

Cooperate with international universities to implement articulation training
programs and grant international financial certificates.
8.
Ministries, central authorities, People’s Committees of provinces and cities
shall:
a)
Cooperate in implementing relevant content, particularly Ho Chi Minh City and
Da Nang City regarding the International Financial Hub.
b) Ministries,
ministerial authorities, and People's Committees of provinces and cities shall,
based on their functions and assigned tasks, proactively monitor developments
in sectors under their management; cooperate with the Ministry of Finance, the
State Bank of Vietnam, and the Ministry of Public Security in building a
sustainable, transparent, and effective financial market.
9.
Evaluation of the implementation of the Scheme
a) The
Ministry of Finance shall take charge and cooperate with the State Bank of Vietnam,
relevant Ministries and authorities in reporting to the Prime Minister on the
establishment of the Steering Committee for Financial Market Reform headed by a
Deputy Prime Minister. The Steering Committee shall operate on a
concurrent-duty basis, hold periodic meetings, and implement an independent
reporting and evaluation regime to review and assess the implementation of
targets, solutions, and tasks under this Scheme.
b) The
Ministry of Finance, the State Bank of Vietnam, and relevant authorities shall
proactively cooperate in formulating a set of financial market supervisory
indicators for each sector and phase; and submit a mid-term evaluation report
to the Prime Minister in 2030 to propose appropriate policy amendments.
c) The
Ministry of Finance and the State Bank of Vietnam shall proactively cooperate
with international organizations in researching, proposing, and implementing a
comprehensive financial sector and financial service assessment program for
Vietnam to objectively evaluate the current status of the financial market as
well as the impact of the Scheme's implementation on socio-economic
development.

Article 3. Roadmap for implementation
The
Ministry of Finance; the State Bank of Vietnam; the Ministry of Public
Security; the Ministry of Science and Technology; the Ministry of Agriculture
and Environment; the Ministry of Education and Training; the Ministry of
Culture, Sports and Tourism; relevant Ministries, central authorities, and
local authorities shall organize the execution of tasks in the Appendix
attached to this Decision.
Article 4. Funding for implementation
The
funding for the implementation of the Scheme shall be allocated within the
scope of state budget estimates, and annual and medium-term public investment
plans assigned by competent authorities to Ministries, central authorities, and
local authorities; funded by legitimate financial resources of authorities,
units, and organizations; corporate funds; and other lawful funding sources in
accordance with the laws.
Ministries,
authorities, and local authorities shall proactively allocate the funding for
implementation within the scope of their assigned budget estimates and capital
plans. The estimation, management, utilization, and finalization of funds shall
comply with the laws on the state budget, public investment, and relevant laws.
Article 5. Effect
1. This
Decision comes into force from the day on which it is signed.
2. The
Minister of Finance; the Governor of the State Bank of Vietnam; Ministers;
heads of ministerial authorities; Presidents of People's Committees of
provinces and cities; and heads of relevant authorities are responsible for
implementing this Decision./.
