LAW
AMENDMENTS
TO LAW ON EMULATION AND COMMENDATION
Pursuant to the Constitution of the Socialist Republic of Vietnam,
amended by Resolution No. 203/2025/QH15;
The National Assembly of Vietnam hereby promulgates the Law on
amendments to the Law on Emulation and Commendation No. 06/2022/QH15.
Article 1. Amendments to Law on Emulation and Commendation
1. Amendments to Points c
and d Clause 2 Article 5:
“c)
One commendation form may be awarded many times to one subject; commendation
shall be granted commensurate with the achievement attained.
No
multiple awards or multiple commendation forms shall be granted for the same
achievement, except for commendations for meritorious services;

2. Amendments to Clauses 1 and 3 Article 8:
a)
Amendments to Clause 1:
“1.
Commendations for meritorious services are commendations for individuals and
collectives that have undergone a continuous striving process, accumulated
numerous achievements, and whose achievements are recognized through the review
of regular emulation movements and annual assessment and classification
results.”;
b)
Amendments to Clause 3:
“3.
Commendations for thematic emulation movements are commendations for
individuals, collectives, and households with excellent achievements in
thematic emulation movements launched and directed by competent authorities
within a specific period.
Thematic
commendations are commendations for achievements serving the political tasks of
the CPV, the State, Ministries, departments, central authorities, local
authorities, agencies, organizations, and units within a specific period.”.
3. Amendments to Article 12:
“Article 12. Commendation items
1.
Commendation items are special products protected by the State to be gifted to
collectives and households, gifted or posthumously gifted to individuals when
competent authorities issue commendation decisions, including orders, medals;
badges of honorary titles of the state and the title of “Chiến sĩ thi đua toàn
quốc” (National Emulation Fighter); commemorative medals; diplomas, flags, and
certificates of emulation titles and commendation forms.

3.
Ministries, departments, central authorities, and provincial authorities shall,
within their scope of tasks and entitlements, elaborate and provide guidelines
on procedures for the exchange and re-issuance of commendation items of
emulation titles and commendation forms under the jurisdiction of Ministries,
departments, central authorities, and provincial authorities and of agencies,
organizations, and units under their management.”.
4. Amendments to Point c
Clause 2 Article 16:
“c)
Within emulation clusters and blocks organized by Ministries, departments,
central authorities, provinces, and the Central Emulation-Commendation
Council;”.
5. Amendments to Article 21:
“Article 21. “National Emulation Fighter” title
1.
The “National Emulation Fighter” title shall be awarded to individuals who
satisfy the following criteria:
a)
Have excellent achievements selected among individuals who have been awarded 2
consecutive titles of Emulation Fighter of the Ministry, Department, and
Central or Provincial Authority;
b)
Have initiatives effectively applied with a nationwide expansion capacity or
scientific, technological, and innovation tasks assessed as effective in
accordance with the law on science, technology, and innovation and having a
nationwide scope of influence, or are clever and creative in combat and armed
services with a nationwide scope of influence.
2.
Heads of Ministries, departments, central authorities, and provinces shall
consider recognizing the effectiveness and nationwide expansion capacity of
initiatives; and consider recognizing the nationwide scope of influence of
scientific, technological, and innovation tasks.

6. Amendments to Article 22:
“Article 22. Emulation Fighter of Ministry, Department, and Central or
Provincial Authority
1.
The Emulation Fighter of Ministry, Department, and Central or Provincial
Authority shall be awarded to individuals who satisfy the following criteria:
a)
Have excellent achievements selected among individuals who have been awarded 3
consecutive titles of “Grassroots-Level Emulation Fighter”;
b)
Have initiatives effectively applied with an expansion capacity within
Ministries, departments, central authorities, or provinces, or scientific,
technological, and innovation tasks assessed as effective in accordance with
the law on science, technology, and innovation and having a scope of influence
within Ministries, departments, central authorities, or provinces, or are
clever and creative in combat and armed services with a scope of influence over
the whole army or the entire People’s Public Security force.
2.
Heads of Ministries, departments, central authorities, and provinces shall
consider recognizing the effectiveness and expansion capacity of initiatives
within Ministries, departments, central authorities, and provinces; and
consider recognizing the scope of influence of scientific, technological, and
innovation tasks within Ministries, departments, central authorities, and
provinces.
The
Minister of National Defense of Vietnam and the Minister of Public Security of
Vietnam shall consider recognizing the cleverness and creativity in combat and
armed services with a scope of influence over the whole army or the entire
People’s Public Security force.”.
7. Amendments to Article 23:
“Article 23. “Grassroots-Level Emulation Fighter” title

a)
Be assessed as having excellently completed assigned tasks;
b)
Satisfy the criteria for the title of “Advanced Laborer” or “Advanced Fighter”
and have an initiative recognized at the grassroots level;
c)
Satisfy the criteria for the title of “Advanced Laborer” or “Advanced Fighter”
and have a scientific, technological, and innovation task assessed as effective
in accordance with the law on science, technology, and innovation;
d)
Satisfy the criteria for the title of “Advanced Laborer” or “Advanced Fighter”
and be clever and creative in combat and armed services as recognized by the
unit.
2.
The Government of Vietnam shall prescribe the ratio for consideration for
awarding the title of “Grassroots-Level Emulation Fighter” prescribed in Points
b, c, and d Clause 1 of this Article.”.
8. Amendments to Clause 1
Article 29:
“1.
The title of typical commune, ward, or special zone shall be annually awarded to
communes, wards, and special zones with typical achievements in
provincial-level emulation movements and satisfying the following criteria:
a)
Have good performance of assigned socio-economic, national defense, security,
social order, and safety tasks;
b)
Have a stable economic life that is gradually developing;

d)
Have a safe and friendly environment with clean and beautiful scenery;
dd)
Comply with the guidelines of the CPV and policies and laws of the State in a
good manner;
e)
Achieve satisfaction of organizations and individuals regarding the activities
of the local authority.”.
9. Amendments to Clause 4
Article 35:
“4.
Collectives that have been awarded the “Ho Chi Minh Order” and thereafter
continuously achieve many excellent achievements for at least 15 years up to
the time of nomination, maintain internal solidarity, and whose CPV
organizations are continuously assessed as having completed tasks well or
better shall be considered for the next award of the “Ho Chi Minh Order”.
During such period, if they are awarded the first-class “Independence Order” or
first-class “Military Exploit Order”, the criteria for consideration for the
next award of the “Ho Chi Minh Order” shall comply with Clauses 2 and 3 of this
Article.”.
10. Amendments to Article 42:

and the State;”;

Commemorative medals shall be awarded to individuals who contribute to the
development of Ministries, departments, central authorities, provinces,
political organizations, socio-political organizations at the central level,
and mass associations assigned tasks by the CPV and the State at the central
level.
The
names of commemorative medals, subjects, and criteria for awarding
commemorative medals shall be prescribed by Ministries, departments, central
authorities, provincial People’s Councils, central agencies of political
organizations, socio-political organizations at the central level, and mass
associations assigned tasks by the CPV and the State at the central level.”.
17. Amendments to Article 73:
a)
Amendments to Point a Clause 1:
“a)
Have typically excellent achievements selected during the preliminary review or
summary of emulation movements launched by the President of Vietnam or the
Prime Minister of Vietnam, or emulation movements launched by Ministries,
departments, central authorities, or provinces and implemented for at least 3
years;”;
b)
Amendments to Point b Clause 1:
“b)
Have been awarded the Diploma of Merit of the Ministry, Department, and Central
or Provincial Authority and thereafter, for at least 5 consecutive years up to
the time of nomination, be recognized as having completed tasks well or better,
during which period the individual has been awarded the title of
“Grassroots-Level Emulation Fighter” 3 times;”;

Have contributions to the socio-economic development, national defense,
security, and foreign affairs of the country; the application of science and
technology, innovation, and digital transformation; and social work and
humanitarian charity.”.

Regarding workers, have initiatives bringing high-value benefits recognized by
the enterprise or other economic organizations where they work, or having a
scope of influence within the commune, and have contributions to training,
fostering, and assisting colleagues in improving professional qualifications
and vocational skills;”;

“d)
Regarding farmers, have effective production models that are stable for at
least 2 years, have a scope of influence within the commune, and assist other
farming households in economic development and job creation for laborers.”;

security, and foreign affairs of the country; the application of science and

Prize”, the “State Prize”, and honorary titles of the state to full-time
National Assembly deputies at the central level, agencies of the National
Assembly of Vietnam, full-time civil servants, agencies advising and assisting
the CPV Committee of the National Assembly of Vietnam, civil servants, and
specialized departments under the Ethnic Council and Committees of the National
Assembly of Vietnam.
Full-time
National Assembly deputies at the local level shall be proposed for
commendation by local competent persons in accordance with the decentralization
of management competence of local cadres.”

of the “Certificate of Merit of the Prime Minister of Vietnam” and the title
“National Emulation Fighter” for full-time National Assembly deputies at the
central level, agencies of the National Assembly of Vietnam, full-time civil

The Prime Minister of Vietnam shall prescribe the competence to award
commendations and propose commendations for enterprises and other economic
organizations; the competence to award commendations and propose commendations
for associations at the central and local levels; and the competence to award
commendations and propose commendations for private vocational education
institutions and private higher education institutions.”.
24. Amendments to Article 84:
a)
Amendments to Clause 3:
“3.
In cases where orders, honorary titles of the state, the “Ho Chi Minh Prize”,
the “State Prize”, the “Emulation Flag of the Government of Vietnam”, the title
“National Emulation Fighter”, or the “Certificate of Merit of the Prime Minister
of Vietnam” are proposed, the application must contain opinions of relevant
central agencies or organizations or provincial People’s Committees.”;
b)
Amendments to Clause 4:
“4.
In cases where emulation titles or commendation forms are submitted to the Government
of Vietnam or the Prime Minister of Vietnam for consideration, or where the
Prime Minister of Vietnam is requested to submit commendation proposals to the
President of Vietnam, the persons competent to propose the award of emulation
titles or commendation forms as prescribed in Clauses 2, 3, and 4 Article 83 of
this Law shall send 1 original dossier together with relevant electronic files,
except for documents containing state secrets, to the central specialized
emulation and commendation agency.

Amendments to Clause 7:
“7.
Within its tasks and entitlements, the Government of Vietnam shall:
a)
Elaborate on the applications and procedures for consideration of emulation
titles and commendation forms under the competence of the President of Vietnam,
the Government of Vietnam, and the Prime Minister of Vietnam;
b)
Prescribe the publication of lists of individuals and collectives before
commendation proposals are made in accordance with Clause 5 of this Article;
c)
Prescribe procedures for correction of information in commendation decisions
under the competence of the President of Vietnam, the Government of Vietnam,
and the Prime Minister of Vietnam.”;
d)
Addition of Clause 8 after Clause 7:
“8.
Ministries, departments, central authorities, and provinces shall, within their
tasks and entitlements:
a)
Elaborate and provide specific guidelines on applications and procedures for
proposing the award of emulation titles and commendation forms under the
competence of Ministries, departments, central authorities, provinces, and
agencies, organizations, and units under their management;

Elaborate and provide guidelines on procedures for correction of information in

authorities, provinces, and agencies, organizations, and units under their

Prescribe the recognition of the effectiveness of application and replicability
of initiatives and the scope of influence of scientific, technological, and
innovation tasks.”.

Commendations in service of the political tasks of the CPV and the State;
commendations under the direction of competent authorities aimed at promptly
encouraging collectives, individuals, and households with exemplary outstanding
achievements;”.
26. Amendments to Article 88:
“Article 88. Responsibilities of the Standing Committee of the National
Assembly of Vietnam
The
Standing Committee of the National Assembly of Vietnam shall prescribe
emulation and commendation for National Assembly deputies, agencies of the
National Assembly of Vietnam, full-time civil servants, agencies advising and
assisting the CPV Committee of the National Assembly of Vietnam, civil
servants, and specialized departments under the Ethnic Council and Committees
of the National Assembly of Vietnam.”.

Providing training and advanced training to personnel engaged in emulation and
commendation work;

Appraising applications submitted for consideration of emulation titles and
commendation forms;
e)
Applying information technology in state management of emulation and
commendation and within the emulation and commendation system; developing
databases on emulation and commendation; implementing digital transformation in
emulation and commendation work;
g)

Prescribing the proportion of years in which CPV organizations are assessed as
having excellently completed tasks for commendation forms applicable to collectives

3.
Point d Clause 1 Article 75, Clause 2 Article
80, Point d Clause 1, and Point d Clause 2 Article 84 are annulled.
Article 3. Implementation provisions
1.
This Law comes into force as of October 1, 2026.
2.
In the event of changes to regulations on the assessment and classification of
the quality of CPV organizations and CPV members, the Government of Vietnam
shall prescribe the application of these standards to ensure consistency,
uniformity, and compatibility with the emulation titles and commendation forms
prescribed in the Law on Emulation and Commendation after reaching an agreement
with central CPV agencies.
Article 4. Transitional provisions
1.
Scientific research projects, scientific schemes, and scientific and
technological works that have been accepted or are being implemented under the
Law on Science and Technology No. 29/2013/QH13; scientific, technological, and
innovation tasks assessed as effective under the Law on Science, Technology,
and Innovation No. 93/2025/QH15 before October 1, 2026 shall continue to have
their effectiveness of application and scope of influence recognized by
competent authorities as a basis for consideration of the title of Emulation
Fighter and commendation forms in accordance with the Law on Emulation and
Commendation No. 06/2022/QH15.
2.
Emulation clusters and blocks organized and operating in 2026 by the
Emulation-Commendation Councils of Ministries, departments, central
authorities, and provinces, or by the Emulation-Commendation Councils of
agencies, organizations, and units under Ministries, departments, central
authorities, and provinces, may continue operating until completion of the
annual review.
3.
Emulation titles and commendation forms that have been awarded or posthumously
awarded before the effective date of this Law shall retain their legal
validity, and no review or re-issuance of commendation certificates or
commendation items shall be conducted, except where otherwise provided
regarding correction of information.
