CIRCULAR
ON PROMULGATION OF REGULATION ON HIGH SCHOOL
GRADUATION EXAM
Pursuant to the Law on
Education dated June 14, 2019;
Pursuant to the Law on
Higher Education dated June 18, 2012; the Law on amendments to the Law on
Higher Education dated November 19, 2018;
Pursuant to Decree No.
86/2022/ND-CP dated October 24, 2022 of the Government on function, tasks,
powers and organizational structure of the Ministry of Education and Training;
At the request of the
Director of Department of Quality Control;
The Minister of
Education and Training hereby promulgates a Circular on Regulation on high
school graduation exam.
Article
1.
The Regulation on high school graduation exam is enclosed
herewith (hereinafter referred to as “the Exam Regulation”).

1. Candidates who have completed
the General education program before 2025 but have not passed/taken the high
school graduation exam will enter for an exam following the question paper of General
education program enclosed with Decision No. 16/2006/QD-BGDDT dated May 5,
2006, the Continuing education program enclosed with Decision No. 50/2006/QD-BGDDT
dated November 7, 2006, and the guiding documents on implementing the
adjustments of the teaching content by the Ministry of Education and Training.
2. Candidates who have
obtained a high school diploma and/or Diploma Level 4 of VQF/Intermediate
Professional Education Diploma and wish to enter for the 2025 high school
graduation exam as a basis for university and college admission may choose to enter
for the exam following the question paper specified in Clause 1 of this Article
or the question paper specified in Clause 2 of Article 4 of the Exam Regulation
enclosed herewith.
3. From the year 2026,
The Ministry of Education and Training shall organize a high school graduation
exam with a single type of question paper as stipulated in Clause 2, Article 4
of the Exam Regulation.
Article
3.
Implementation clauses
1. This Circular comes
into force from February 08, 2025.
2. This Circular annuls
Circular No. 15/2020/TT-BGDDT dated May 26, 2020 issuing the Exam Regulation of
the Minister of Education and Training, Circular No. 05/2021/TT-BGDDT dated
March 12, 2021, Circular No. 06/2023/TT-BGDDT dated March 24, 2023, and
Circular No. 02/2024/TT-BGDDT dated March 6, 2024, of the Minister of Education
and Training.
3. The candidates entering
for exams following the question paper specified in clause 1 Article 2 of this
Circular may continue to apply Circular No. 15/2020/TT-BGDDT dated May 26, 2020
which is amended by Circular No. 05/2021/TT-BGDDT dated March 12, 2021, Circular
No. 06/2023/TT-BGDDT dated March 24, 2023, Circular No. 02/2024/TT-BGDDT dated
March 03, 2024 of the Minister of Education and Training to December 31, 2025.
4. The Chief of the
Ministry Office, the Director of the Department of Quality Control, the Director
of the Finance - Plan Department, Heads of relevant units affiliated to the
Ministry of Education and Training of Vietnam; Chairpersons of the People’s
Committees of provinces or central-affiliated cities; Directors of the
Departments of Education and Training; Directors of parent universities or
institutions; Principals of universities and Principals of high schools are
responsible for the implementation of this Circular./.

THE EXAM REGULATION
(enclosed

dated December 24, 2024 of the Minister of Education and Training)
Chapter I
GENERAL PROVISIONS
Article 1. Regulated
scope and entities
1. This Regulation
provides for the high school graduation exam (hereinafter referred to as “the
Exam Regulation”), including: general provisions; exam conduct and
administration; exam application and preparation; the printing-copying of question
papers; invigilation; grading; appeal of exam results, grade verification; consideration
of high school graduation recognition and issuance of certificates of completion
of the General education program; reporting and storing; inspection,
commendation and reward, handling of unexpected situations and violations; organization
of implementation.
2. The Exam Regulation
applies to high schools, continuing education centers, vocational education and
continuing education centers, and other education institutions which apply the
upper secondary education program (referred to as "high schools"); departments
of education and training; higher education institutions; relevant
organizations and individuals.

1. The high school
graduation exam is aimed at: Accurately evaluating learning outcomes of
learners according to education objectives and requirements of the General
education program to be met; using exam results for consideration of high
school graduation recognition and as one of the bases for evaluating teaching
and learning quality of general education institutions/continuing education
institutions and directive actions of education authorities; only providing
reliable and honest data that accurately assesses students' abilities for
higher education and vocational education institutions to use in admissions according
to the spirit of autonomy.
2. The high school
graduation exam (referred to as “exam”) must be administered in a safe, formal,
truthful, objective and fair manner.
Article 3. Subjects
The exam conducted
consists of 03 exam sessions. 01 session for the Literature exam, a session for
the Mathematics exam, and a session for the elective/optional exam consisting
of two subjects from the following subjects: Physics, Chemistry, Biology,
History, Geography, Economic and Legal Education, Informatics, Industry-oriented
Technology (shortened to Industrial Technology), Agriculture-oriented
Technology (shortened to Agricultural Technology), Foreign Languages (English,
Russian, French, Chinese, German, Japanese, and Korean).
Article 4. Exam date,
exam schedule, exam content, exam format, time allotted for exam and question
papers
1. Exam date, exam
schedule: Regulated in the guidelines for conducting the annual high school
graduation exam by the Ministry of Education and Training.
2. Exam content: Strictly
adhering to the content of the current upper secondary education program,
primarily the 12th-grade curriculum.
3. Exam format, allotted
time : Following the regulations on the structure and format of the question
papers of the high school graduation exam set by the Ministry of Education and
Training.

papers and requirements for confidentiality and declassification of question
papers

a) The content of the question
paper meets the provisions specified in Clause 2, Article 4 of this Regulation;
b) The content of the question
paper must be accurate, scientific, and have pedagogical value; the wording and
phrasing must be clear;
c) The questions must adhere
strictly to the requirements to be met in the General education program; make
sure that candidates are classified;
d) In each essay-like question
paper, the point for each question must be indicated clearly; the scores for
the subjects are calculated on a scale of 10 (ten);
dd) Each question paper
comes with an accompanying answer key, while the essay-like question paper is
accompanied by a mark scheme;
e) The question paper
shall state the number of pages (if 2 pages and above) and clearly indicate the
word “HẾT" (THE END) at the end of the paper.
2. The question paper
and answer key that have not been publicly disclosed are classified as state
secrets at the “Secret" level. <0} The
period of protecting the state secret classified at the “secret” level of the
question papers:
a) For the essay-like question
paper, it concludes only after two-thirds (2/3) of the allotted time has
elapsed; for the multiple-choice exam, it concludes only once the allotted time
for the exam session has expired;
b) The unused backup question
paper will be declassified immediately after the final exam session ends.

1. Each exam officer or
staff must:
a) have a sense of
morality, awareness of compliance with the law and a high sense of responsibility;
b) be professionally
proficient in exam administration;
c) not currently be under
disciplinary action or consideration for disciplinary action, nor be subject to
criminal prosecution, nor be a person who has committed a violation that is
under disciplinary action, or has been convicted but has not yet completed the
period for expunging the disciplinary record or the criminal record.
2. An individual whose
spouse, father, mother, child, sibling; parent-in-law, sibling-in-law;
guardian; and ward (collectively referred to as “kindred”) takes the exam shall
not be involved in the setting of question papers and conduct of the exam in
the administrative division where his/her kindred takes the exam.
Chapter II
EXAM CONDUCT AND
ADMINISTRATION
Article 7. The National
Steering Committee for high school graduation examination (collectively
referred to as "The National Steering Committee”)
1. The Minister of
Education and Training shall establish the National Steering Committee,

b) Deputy Chiefs are
leaders of affiliates of MOET; Standing Deputy Chiefs are leaders of the
Quality Control Department;
c) Members are leaders
of some affiliates of MOET, other ministries, departments and central
authorities; <0}
d) Other special
persons shall be decided by the Minister of Education and Training.
2. Tasks and powers of
the National Steering Committee:
a) Assist the Minister
of Education and Training in: Directing and initiating the plan for conducting
the exam nationwide; and the setting of question papers, dispatch and
printing-copying of question papers, decisions in special circumstances in
connection with question paper-related works; directing and inspecting the
performance of tasks of the Steering Committees of provinces/central-affiliated
cities (hereinafter referred to as “Provincial Steering Committees”) and Exam
board; addressing problems arising during the conduct of exam; send reports on
the exam conduct to Minister of Education and Training and competent
authorities;
b) Establish a Secretary
Team to assist the National Steering Committee; the Leader of Secretary Team
shall be held by a member of the National Steering Committee; other members
shall be officials and public employees of affiliates of Ministry of Education
and Training and other ministries, departments and central authorities;
c) Decide the
appropriate disciplinary actions (in special cases, proposing decision by the
Minister of Education and Training): suspension of the exam conduct or
re-conduct of exam in certain Exam boards or nationwide; suspension of
operations and request for taking disciplinary actions against leaders of the Exam
board violating the Exam Regulation;
d) Request the Minister
of Education and Training to establish a Council for exam paper scrutiny and
inspectorates of the National Steering Committee;
dd) Request the
Minister of Education and Training to issue decisions on commendation and
reward, disciplinary action (if any) for members of the National Steering
Committee and the Secretary Team.

a) The Chief shall
decide whether to organize performance of the tasks and powers, to take
responsibility for the results of the performance of tasks of the National
Steering Committee as stipulated in this Regulation;
b) The Deputy Chiefs,
members and secretaries shall take responsibility for the results of the
performance of the tasks and powers as assigned or entrusted by the Chief.
Article 8. Provincial
Steering Committees
1. The Chairperson of
the People's Committee of a province or central-affiliated city (collectively
referred to as "province”) shall establish the Provincial Steering
Committee, comprised of:
a) The Chief is the
leader of the Provincial People's Committee;
b) Deputy Chiefs are
leaders of some departments, local authorities of the province; Standing Deputy
Chiefs are leaders of the Department of Education and Training;
c) Members are leaders
of divisions of the Department of Education and Training, leaders of
departments, local authorities and relevant agencies and leaders of the
People's Committees of urban districts/rural districts/district-level
towns/provincial cities (hereinafter collectively referred to as “districts”);
d) Secretaries are
officials and public employees of the Department of Education and Training and
some relevant departments and local authorities of the province;
dd) Other special
persons shall be decided by the Chairperson of the Provincial People's
Committee.

a) Take responsibility
for comprehensively directing the exam preparation and conduct in accordance
with this Regulation;
b) Direct relevant
departments, local authorities, organizations and educational institutions
within the province to cooperate, support and ensure the necessary conditions
for the activities of the Exam board; consider and address the petitions of the
Chairperson of the Exam board; direct related units to collaborate with law
enforcement agencies to implement solutions and technical equipment to prevent
candidates from cheating during the exam if deemed necessary;
c) Submit reports on
the exam conduct and the implementation of the Exam Regulation in their
province to the National Steering Committee and the Chairperson of the
Provincial People's Committee and propose handling of situations arising during
the conduct of the exam;
d) Implement related
decisions and directives of the National Steering Committee.
3. The Chief of the
Provincial Steering Committee shall:
a) Manage the entire
operation of the Provincial Steering Committee in accordance with its tasks and
powers;
b) Take responsibility
before the Chairperson of the Provincial People's Committee and the National
Steering Committee for the performance of tasks of the Provincial Steering
Committee in accordance with this Regulation;
c) Request commendation
and reward, disciplinary action (if any) for members of the Provincial Steering
Committee and members of the Exam board.
4. Members of the
Provincial Steering Committee shall take responsibility for the results of
performance of tasks and powers assigned or entrusted by the Chief of the
Provincial Steering Committee.

1. The Minister of
Education and Training has decided to establish the Board of paper-setters for
the High School Graduation Exam (referred to as the “Board of paper-setters”)
and issue specific regulations regarding the setting of question papers,
including: Requirements for confidentiality for the setting of question papers;
working principles; responsibilities and powers; question paper setting
procedures.
2. Composition of the
Board of paper-setters:
a) The Chairperson of
the Board who is the leader of the Quality Control Department;
b) Deputy Chairpersons
of the Board who are Deputy Directors of the Quality Control Department (or
shortened to QCD), leaders of some relevant units affiliated to MOET, leaders
of higher education institutions/Department of Education and Training (or
shortened to DET);
c) Members,
secretaries, and individuals tasked with information technology - technical
duties who are officials and public employees of units affiliated to MOET;
among them, the permanent members are officials of the Quality Control
Department;
d) Setters and vetters
who are officials and public employees in the education and training sector or
institutes; permanent lecturers who are working at educational institutions. Each
exam script/subject has a team of setters including the Team leader, setters
and vetters;
dd) The police force
deployed by the Ministry of Public Security, and the cryptographic forces
deployed by the Government Cipher Committee;
e) The security
personnel, medical staff, and service personnel assigned by MOET;
g) Other special
persons decided by the Minister of Education and Training.

1. The DET of a
province shall take charge in organizing an Exam board for all candidates to
register for the exam in the province. The School Department affiliated to the
Ministry of National Defense may arrange for candidates to participate in the
exam at the exam sites managed by the DET or chair an Exam board. The Director
of the DET shall decide the establishment of the Exam board of the high school
graduation exam (collectively referred to as "Exam board”). Each Exam
board has a certain number of exam venues where the exam takes place.
2. Composition of the Exam
board:
a) The Chairperson who
is the Standing Deputy Chief of the Provincial Steering Committee;
b) Deputy Chairpersons
who are Leaders of the DET and/or divisional leaders of the DET and/or leaders
of the high school;
c) Members who are: Leaders
of some divisions affiliated to the DET and/or leaders of the high school;
including 01 permanent member.
3. Tasks and powers of
the Exam board:
a) Direct and handle
the issues arising in the Panels of the Exam board during the conduct of exam,
ensuring the compliance with this Exam Regulation; develop plans and organize
the distribution and preservation of question papers, exam scripts and related
documents in a safe and confidential manner in accordance with this Exam
Regulation;
b) Organize the receipt
and processing of information and evidence regarding violations against the
Exam Regulation as prescribed in Article 55 of this Decree; address inquiries
and resolve complaints and accusations related to the conduct of the exam in
areas;
c) Submit reports and transfer
the examination data to the MOET within the stipulated timescale; promptly
submit reports to the National Steering Committee on the conduct of exam by the
Exam board;

dd) The Exam board uses
the seal of the DET.
4. Tasks and powers of
the Chairperson of the Exam board:
a) Establish Panels of
the Exam board: Panel of secretaries, Question paper printing-copying panel (shortened
to “Printing-copying panel”), Panel of invigilators, Panel of examiners, Panel of
distribution and handover of question papers to the Exam board at exam venues (shortened
to “Distribution and handover panel”), Header handling Panel, and Appeal panel;
b) Administer all
activities during the conduct of exam within the jurisdiction of the Exam
Board;
c) Take responsibility
before the Chief of the Provincial Steering Committee for the performance of
tasks of the Exam Board in accordance with this Regulation.
5. Chiefs, Deputy
Chairpersons and members of the Exam Board shall take responsibility for the
performance of the tasks and powers as assigned or entrusted by the Chairperson
of the Exam Board.
6. The Exam Board must issue
lanyard cards for all participants in the conduct of the exam; the cards must
be stamped with the seal of the DET (or of the Exam venues where the
participants assigned to work); a lanyard card must clearly indicate the name
of the Exam board, the name of the Exam venue (or name of the Panel), and the
full name of the assigned participant (different lanyard card colors may be
used for various groups).
Article 11. Panel of
secretaries
1. Composition:

b) Deputy Chiefs who
are divisional leaders of the DET and/or leaders of high schools;
c) Members who are
officials and public employees of the DET and/or leaders and teachers of high
schools and/or leaders and teachers of secondary schools.
2. Tasks and powers:
a) Receive and manage
data of registration for the exam of the DET; assign candidate numbers, arrange
exam rooms; prepare documents/materials and forms to be used at Exam venues,
exam rooms;
b) Receive and preserve
essay-like exam scripts of candidates completely sealed by the Exam venue in
envelopes; hand over such essay-like exam scripts to the Header handling Panel;
receive and preserve the essay-like exam scripts that have been processed and completely
sealed in envelopes by the Header handling Panel; hand over the processed essay-like
exam scripts completely sealed by the Header handling Panel in envelopes to the
Panel of examiners; receive and preserve the headers completely sealed by the Header
handling Panel in envelopes after the grading of the essay-like exam scripts has
been completed; receive the essay-like exam scripts from the Panel of examiners;
consolidate the grading results on a daily basis and report to competent
authorities as required; manage documents/materials related to the essay-like
exam scripts; prepare grading records (if any); organize entry of the
essay-like exam scripts’ scores;
c) Receive and preserve
the multiple-choice answer sheets of candidates completely sealed the Exam
venue in envelopes; hand over multiple-choice answer sheets completely sealed
in envelopes by Exam venues to the Panel of examiners and perform related
professional works; manage documents/materials related to the multiple-choice
answer sheets;
d) Enter scores,
compare, review and analyze exam results and grade distributions of exam
scripts, subjects as per regulations; manage exam result data;
dd) Perform other tasks
as assigned by the Chairperson of the Exam Board.
3. Working principles:

b) Members of the Panel
of secretaries are not allowed to act as members of the Header handling Panel,
Panel of examiners and Appeal panel.
4. The Chief of the
Panel of secretaries shall:
a) Administer all
activities during the conduct of exam within the jurisdiction of the Panel;
b) Take responsibility
before the Chairperson of the Exam Board for the performance of tasks of the Panel
of secretaries in accordance with this Regulation;
d) Request competent
authorities to issue decisions on commendation and reward, disciplinary actions
(if any) to members of the Panel of Secretaries;
5. Members of the Panel
of Secretaries shall take responsibility for the performance of tasks and
powers assigned or entrusted by the Chief of the Panel of Secretaries.
Article 12.
Printing-copying panel
1. Composition:
a) The Chief of the
Panel who is concurrently held by the leader of the Exam Board.

c) Secretaries and
members (including 01 member acting as a supervisor) who are: Officials and
public employees of the DET and/or leaders and teachers of high schools and/or
leaders and teachers of secondary schools;
d) Cryptographic
forces;
dd) Police force
assigned by the provincial police authorities;
e) Security personnel,
medical staff, and service personnel.
2. Working principles:
a) The Printing-copying
panel shall work in complete isolation from the time the original question
papers are unsealed (or from the commencement of the exam decoding process) to
the end of the exam;
b) Persons who have
entered the 1st zone of the area where the question papers are
copied or printed (collectively referred as "copying and printing
area") must be thoroughly isolated until the end of the last exam session.
In special cases, the Chairperson of the Exam Board shall decide whether to
allow the members of the Printing-copying panel to leave the isolated area and
prepare the plan for remaining the closely guarded secret of the question
papers;
c) The machinery and
equipment that are damaged during the printing and copying of question papers
shall only be removed from the copying and printing area upon the conclusion of
the last exam session.

b) Perform tasks as
required and instructed by the Chairperson of the Board of paper-setters,
Chairperson of the Exam Board (if any).
4. The Chief of the
Printing-copying panel:
a) The Chief of the
Printing-copying panel shall take responsibility before the Chairperson of the
Exam Board and before the Law for the process of printing and copying question
papers;
b) Administer all
activities during the process of printing and copying of question papers;
assign and stipulate tasks and locations where members of the Printing-copying
panel perform their tasks; assign at least 01 member to act as a supervisor
during the printing and copying of question papers, during the process of
communication and contact via telephone within the 2nd zone of the copying and
printing area;
c) Assign specialized
members (if any) to review the format and content of question papers before the
printing and copying process. Any doubts or discoveries of errors in the
content of the question papers during the printing and copying process must be
immediately reported to the Board of paper-setters for verification and
guidance on how to handle the situation;
d) Take responsibility
before the Chairperson of the Exam Board for the performance of tasks of the
Printing-copying panel in accordance with this Regulation;
dd) Request competent
authorities to issue decisions on commendation and reward, disciplinary actions
(if any) to members of the Printing-copying panel.
5. Members of the
Printing-copying panel shall take responsibility for the performance of tasks
and powers assigned or entrusted by the Chief of the Printing-copying panel.
Article 13. Panel of
invigilators

a) The Chief of the
Panel who is concurrently held by the leader of the Exam Board.

of invigilators;

d) Request competent
authorities to issue decisions on commendation and reward, disciplinary actions
(if any) to members of the Panel of invigilators.
4. Members of the Panel
of invigilators shall take responsibility for the performance of tasks and
powers assigned or entrusted by the Chief of the Panel of invigilators.
Article 14. Exam venues
1. The Chairperson of
the Exam Board shall, based on the number of candidates registering for the
exam with the Exam Board, facilities, and staff, set up Exam venues in high
schools and other educational institutions that meet the requirements for
conduct of the exam; arrange a sufficient number of reserve personnel to
perform tasks at the exam venues to make sure there are enough invigilators.
2. Composition:
a) The Head of an Exam
venue who is: a leader of a high school or leader of a secondary school;
b) Deputy Heads of an
Exam venue who are: Leaders and/or professional team leaders of high schools
and/or secondary schools. Including 01 Deputy Head of the Exam venue taking
charge in facilities who is a person working for the educational institution where
the Exam venue is situated; other Deputy Heads of the Exam venue are members of
other educational institutions;
c) Secretaries of the

g) The Head and Deputy
Heads of the Exam venue must not come from the same school. The Head and Deputy
Heads of the Exam venue (not be in charge of facilities) and invigilators are
not permitted to perform tasks at the Exam venue where their own school’s 12th-grade
students are taking the exam during the year the exam is held.
3. Working principles:
a) Properly perform the

out the tasks at the Exam venue, the leadership of the Exam venue is authorized
to use the seal of the secondary school or educational institution where the
Exam venue is situated.

b) At the gathering for
processing and disseminating the Exam Regulation, organize registration of
specimen signatures of the Head of the Exam venue, Deputy Heads of the Exam venue,
secretaries, invigilators, and exam room supervisors; additionally, photocopy
two more sets of specimen signatures and place them in three envelopes, with
each envelope clearly labeled as original/copy. Each set of specimen signatures
shall be packed and sealed at the Exam venue and handed over to the Panel of
secretaries. The Panel of secretaries will hand over the originals to the
Chairperson of the Exam Board for storage; hand over the photocopies to the Header
handling Panel and the Panel of examiners (to be forwarded to the
Multiple-choice exam grading team) when handing over envelopes of exam scripts;
c) Before each exam
session: Make sure that any personal communication devices (if available) of
all individuals assigned to perform tasks at the Exam venue are kept in the
Exam venue’s control room which is secured and sealed until the end of the exam
session; check that the phone of the Exam venue is operable when necessary;
assign invigilator 1, invigilator 2, and exam room supervisor; organize a draw
for positions of supervision; arrange a draw for the positions of invigilation
and methods of numbering candidates in exam rooms, ensuring that one invigilator
does not invigilate more than once in a particular exam room during the exam, and
at least 05 methods of numbering candidates in exam rooms are stipulated; hand
over invigilation records, exam papers/multiple-choice answer sheets, scrap
papers, list of photographs of the candidates in each exam room, and the
necessary tools to invigilators;
d) Arrange areas for
storage of candidates' items (personal belongings, materials unauthorized to be
brought into exam rooms), ensuring a minimum distance of 25 meters from the
storage areas to the exam rooms of the respective candidates.
dd) Take responsibility
before the Chief of the Panel of invigilators, the Chairperson of the Exam
Board for the performance of tasks of the Exam venue in accordance with this
Regulation;
e) Promptly report any
unusual incidents (if any) to the Exam Board (especially incidents related to
question papers and those affecting candidates' rights); promptly communicate
with the police forces regarding information affecting security, safety, and
the protection of state secrets related to question papers to cooperate in
handling as per regulations;
g) Request competent
authorities to issue decisions on commendation and reward, disciplinary actions
(if any) to members of the Exam venue.
6. Invigilators:
a) Organize the
invigilation at exam rooms in accordance with this Exam Regulation; do not
leave exam rooms during the allotted exam period (except in cases of force
majeure and with the approval of the Head of the Exam venue);
b) Preserve question
papers from the time of receiving them until the end of the allotted exam
periods of exam sessions;

d) During the
invigilation process, any unusual situations (if any), particularly those
affecting the candidates' rights, must be reported to the Head of the Exam
venue via the exam room supervisors for consideration and decision before
handling.
7. Exam room
supervisors:
a) Exam room
supervisors shall perform their tasks at designated areas; each exam room
supervisor supervises no more than 03 consecutive exam rooms on the same floor
and in the same building;
b) Exam room
supervisors shall supervise candidates permitted by invigilators to leave exam
rooms, ensuring that such candidates do not contact or communicate with other
candidates during the period of leaving the exam room; timely remind
invigilators, security guards, police, medical staff, and document any
violations of the Exam Regulation if discovered.
c) Exam room
supervisors shall petition the Head of the Exam venue to suspend the
performance of tasks or replace invigilators, security guards, police, medical
staff if they commit violations;
d) Exam room
supervisors shall request invigilators to draw up reports on candidates
committing violations against the Exam Regulation (if any); cooperate with
inspectorates in conducting inspections and handling violations.
8. Security guards,
police, military police:
a) Maintain order and
security in the assigned areas; do not go to other areas;
b) Do not allow any
irresponsible persons into the areas they are responsible for; do not leave
their positions, do not enter exam rooms;

d) Regarding the
police, besides assisting the Exam venue as assigned, they also must escort and
ensure the safety of question papers and exam scripts.
9. Medical staff:
a) To be present
regularly throughout the exam period at the location designated by the Head of
the Exam venue to handle cases of candidates who are ill;
b) Upon receiving
information from the Head of the Exam venue regarding the unusual illness of a
candidate during the exam period, medical treatment must be timely administered
or the candidate must be taken to the hospital for emergency care if necessary
(accompanied by the exam room supervisor on duty at the Exam venue and the
police); the opportunity for on-site medical examination and treatment must not
be abused to commit violations of the Exam Regulation.
10. The Deputy Heads of
the Exam venue, invigilators and other members performing their tasks at the
Exam venue shall task responsibility for the performance of tasks and powers as
assigned or delegated by the Head of the Exam venue.
Article 15.
Distribution and handover panel at the Exam Board
1. Composition:
a) The Chief of the
Panel who is concurrently held by the leader of the Exam Board.
b) Members and the
police acting as security personnel and supervisors: decided by the Chairperson
of the Exam Board.

a) Only transport and

b) It is necessary to

authorities to issue decisions on commendation and reward, disciplinary actions
(if any) to members of the Distribution and handover panel.

Article 16. Header
handling Panel
1. Composition:
a) The Chief of the
Panel who is concurrently held by the leader or a member of the Exam Board.

c) Members of the Panel

3. Tasks and powers:

Panel to the Panel of secretaries after the grading of essay-like exam scripts

d) Cooperate with the
Panel of secretaries in manually matching headers with the relevant parts of essay-like

dd) The header handling
for appealed essay-like exam scripts shall follow the same procedures as that
for essay-like exam scripts for grading.
4. The Chief of the
Header Handling Panel shall:
a) Administer all
activities of the Header Removal Panel; assign at least 01 member to supervise
the header handling process, the phone communication and exchange process in
the header handling area (for the two-round header handling method, individuals
who participated in supervising the first round of header handling shall not
supervise the second round of header handling);
b) Take responsibility
before the Chairperson of the Exam Board for the performance of tasks of the
Header Removal Panel in accordance with this Regulation;

5. Members of the Panel
of invigilators shall take responsibility for the performance of tasks and
powers assigned or entrusted by the Chief of the Header Handling Panel.
Article 17. Panel of examiners
1. Composition:
a) The Chief of the
Panel who is concurrently held by the leader of the Exam Board.
b) Deputy Chiefs who
are: Divisional leaders of the DET and/or leaders of high schools; including 01
specialized Deputy Chief who has expertise in essay-like exam scripts assigned
to concurrently serve as the chief examiners of subjects;
c) An essay-like exam
grading team, including: Officials/public employees/teachers who have taught or
are currently teaching the same subjects as the essay-like exam papers being
graded. Each essay-like exam grading team has a team leader and examiners. Essay-like
exam grading teams shall perform their tasks under the management and
administration of chief examiners of subjects;
d) A grade verification
team, including: Officials/public employees/teachers who have taught or are
currently teaching the same subjects as the essay-like exam papers being
graded. The grade verification team shall perform their tasks under the
management and administration of a leader of the Panel of examiners (who is not
assigned to act as the chief examiner of a subject);
dd) A multiple-choice
exam grading team, including: Officials/public employees/teachers of the DET
and/or high schools and/or secondary schools;
e) A multiple-choice
exam grading supervision team, including: Officials/public employees/teachers
of the DET and/or high schools;

2. The Chief of the
Panel of examiners:
a) Administer all
activities of the Panel of examiners; have rights to replace or suspend any
member who is deemed irresponsible, has made numerous mistakes in performing
the assigned tasks; be responsible for conducting inspection and verification
when abnormalities occur;
b) Enable participants
involved in the essay-like/multiple-choice exam grading to register specimen
signatures in accordance with the specimen signature provided by the Ministry
of Education and Training. The List of specimen signature registration shall be
packed and sealed. Specimen signatures shall be retained at the DET for a
minimum period of one year;
c) Organize or assign
individuals to collect communication devices from those performing tasks of the
Panel of examiners immediately before and throughout each grading session, and
cooperate with the police in ensuring security and safety during the exam
session;
d) The Chief of the
Panel of examiners may authorize Deputy Chiefs to perform some tasks within
his/her jurisdiction, depending on the practical implementation of the grading
by the Exam Board;
dd) Take responsibility
before the Chairperson of the Exam Board for the process, progress, quality of
grading and the performance of tasks of the Panel of examiners in accordance
with this Regulation;
e) Request competent
authorities to issue decisions on commendation and reward, disciplinary actions
(if any) to members of the Panel of examiners.
3. The chief examiner
of a subject is responsible before the Chairperson of the Exam Board and the
Chief of the Panel of examiners for the management and organization of
essay-like exam grading of the Exam Board in accordance with the Exam
Regulation; perform the following tasks:
a) Develop exam grading
plans, organize discussions about mark schemes, answer keys, grading scale, and
collective grading; organize exchanges and after-action reviews; hold a final
meeting to summarize and share experiences after completing the essay-like exam
grading by the Exam Board;

c) May authorize the
essay-like exam grading team leader to perform some tasks under the authority
of the chief examiner of the subject, depending on the practical implementation
of the grading by the Exam Board;
4. The essay-like exam
grading team leader shall assist the chief examiner of the subject in managing
and organizing the grading by the assigned grading team and performing tasks
under the authority of the chief examiner of the subject when authorized.
5. Members of the Panel
of examiners shall comply with the assignment of the Chief of the Panel and
adhere to the Exam Regulation; the examiners shall follow the direct management
of the grading team leader and the instructions of the chief examiner of the
subject.
6. Members of the Panel
of invigilators shall take responsibility for the performance of tasks and
powers assigned or entrusted by the Chief of the Panel of examiners.
Article 18. Appeal panel
1. Composition of the
Appeal panel is the same as that of the Panel of examiners specified in points
a, b, c, dd, e, g clause 1 Article 17 of this Regulation. Individuals who
participated in the Header Removal Panel and the Essay-like exam grading team are
not allowed to participate in the Essay-like exam appeal team; individuals who
participated in the Multiple-choice exam grading team are not allowed to
participate in the Multiple-choice exam appeal team.
2. The Essay-like exam
appeal team shall: Check for errors such as wrong calculation of scores,
misrecording of exam scores; re-grade the exam scripts as requested by candidates.
3. The Multiple-choice
exam appeal team shall: Review the errors in the multiple-choice exam
processing procedure; check and verify any technical errors; re-grade the exam
scripts as requested by candidates.
4. The Appeal panel
shall submit a proposal for deciding scores of exam scripts after being regraded
to the Chairperson of the Exam Board.

EXAM REGISTRATION AND

Article 19: Regulated
entities and eligibility requirements for exam
1. Candidates include:
a) Individuals who have
finished the general education program/continuing education program in the year
of exam;
b) Individuals who have
completed the general education program/continuing education program but have
not taken or passed high school graduation exams of the previous years;
c) Individuals who
obtain high school graduation diplomas now sit for exams as the basis for
university and college admission;
d) Individuals who
obtain Diplomas Level 4 of VQF/ Intermediate Professional Education Diplomas
now sit for exams as the basis for university and college admission.
2. Eligibility

Article 20. Exam registration
1. Exam registration
places:
a) Candidates specified
in point a clause 1 Article 19 hereof will register for exams online or
directly at their high schools where they are in 12th grade;
b) Candidates specified
in points b, c and d clause 1 Article 19 hereof will register for exams online
or directly at given places (hereinafter referred to as “exam registration
places") laid down by the DET. The heads of the exam registration places
shall perform the tasks as prescribed in Article 63 hereof.
2. Registration of
exams in subjects:
a) In order to consider
high school graduation recognition: A candidate must register for exams in
Literature and Mathematics subjects and one elective/optional exam with two
subjects to be selected from the following subjects: Physics, Chemistry,
Biology, History, Geography, Economic and Legal Education, Informatics,
Industrial Technology, Agricultural Technology, Foreign Languages. Candidates
choose 2 subjects from the above subjects in the 12th grade.
Candidates may register for exams in Foreign languages other than those that
they are learning at their high schools;
b) Candidates falling
into the entities defined in points c and d clause 1 Article 19 hereof only register
for exams in subjects in accordance with their wishes. A candidate may only
choose either one or two subjects for the optional exam.
3. An exam application:

took the exam in cases where the candidate takes the exam in another province.
4. Submission of exam
applications, for candidates specified in point a clause 1 of Article 19:
a) In cases where a
candidate registers for an exam online: He/she shall submit an online
application via the web portal as decided by the MOET and submit the original
or a certified true copy or a copy made from the master register or a copy
enclosed with the original for comparison (collectively referred to as “copy”)
of documentation to enjoy incentives or privileges to the exam registration
place;
b) Any candidate that
cannot register for an exam online may submit an application in person as
follows: Prepare an exam application using the form issued by the MOET and
submit it to the exam registration place enclosed with copies of documentary
proofs of eligibility for incentives and privileges (if any).
5. Submission of exam
applications, for candidates specified in points b, c and d clause 1 of Article
19:

b) Any candidate that
cannot register for an exam online may submit an application in person as
follows: Prepare an exam application using the form issued by the MOET and
submit it to the exam registration place enclosed with copies of documentary
proofs of eligibility for incentives and privileges (if any).
6. Deadline for submission
of exam applications
Candidates shall submit
their applications within the period specified in the instructions on
conducting the annual high school graduation exam by the MOET. If any mistake
or misstatement is found after the submission deadline, the candidate must
promptly send a notification to the registration place or to the Exam venue on the
check-in date for corrections or additions.
7. Organization of exam
registration:
a) Candidates shall
follow regulations and instructions of the MOET;
b) Candidates shall
submit their applications for consideration of high school graduation
recognition together with exam applications;
c) Principals of high
schools or Heads of units in registration places shall:
- Grant accounts and
passwords to the candidates specified in point a, clause 1, Article 19 of this
Regulation; provide online instructions to candidates on preparing applications
for exams; provide instructions on exam registration to candidates; collect
exam registration forms, input candidates' information (for candidates
registering in person);
- Collect exam
applications of the candidates specified in points b, c and d clause 1 Article
19 of this Regulation; grant accounts to candidates immediately when collecting
applications (for candidates registering online);

- Consider approval for
exam applications and publicly announce those who do not meet the eligibility
requirements for exams as stipulated in Clause 2 of Article 19 of this
Regulation no later than 15 days prior to the exam date; manage exam
applications and transfer the exam applications and registration data to the DET;
d) Accounts of
candidates are ID card numbers/citizen ID card numbers/personal identification
numbers (PINs) granted by police authorities. For candidates who do not have ID
cards/citizen ID cards/personal identification numbers or do not obtain
Vietnamese nationality, the candidates’ passport numbers shall be used as a
substitute. In the event that a candidate does not possess an ID card/citizen
ID card/personal identification number/passport number, the Exam Management
System will provide a 12-character code to the candidate for management
purposes;
dd) The DET shall
manage registration data of candidates and send data to the MOET;
e) The MOET shall
manage registration data nationwide.
8. Review of data:
a) The DET shall direct
high schools and exam registration units: To check and cross-check the
information of candidates, information on consideration of high school
graduation recognition, information about eligibility requirements for incentives
or privileges in consideration of high school graduation recognition; organize
the storage of exam applications of candidates;
b) To ensure the
accuracy of the exam conduct data, registration units will print the
information of 12th-grade students from the Exam management system (Exam
registration form, application form for consideration of high school graduation
recognition) and allow students to review and countersign.
Article 21.
Responsibilities of candidates
1. Register for exams
in accordance with the provisions of Article 20 of this Regulation and
instructions on conduct of annual high school graduation exam provided by the
MOET. Candidates are responsible for securing their accounts and passwords
provided for logging into the Exam Management System. In case candidates forget
their accounts and passwords, they must contact the exam registration place for
support purposes.

a) Candidates must be
present at the designated exam rooms on time to complete the exam procedures;
b) Candidates shall
present their ID cards/citizen ID cards/passports and receive their candidate

c) Any mistake or error
with respect to the surname, middle name, first name, date, month, year of
birth, or eligible entities and areas for incentives and privileges should be
promptly reported to the invigilator or the officer on duty at the Exam venue

3. During each exam
session, candidates shall be present at their designated exam rooms on time,

later than 15 minutes after official start of the exam shall not be admitted to
exam rooms.
4. Each candidate must
follow these rules in their exam room:
a) Sit on the seat allotted
to his/her candidate number; present ID card/citizen ID card/passport and candidate
card at the request of the invigilator or officer on duty at the Exam venue;
b) To facilitate the
exam process, the candidate is allowed to bring the following stationery into
the exam room: Writing pen; ruler; pencil; eraser; protractor; graphing ruler;
drawing tools; handheld calculator without text editing functions, without
memory card.
Unauthorized items in
the exam room/waiting room: Carbon paper, correction pen, alcoholic beverages;
weapons and explosive, flammable substances; communication documents,
communication devices (receiving and broadcasting information, recording sound
and images) or documents and devices containing information for cheating during
the exam process;

d) During the exam
period, the candidate must keep quiet; report immediately to the invigilator if
someone else copies their work or deliberately interferes with their work; do
not exchange, discuss, copy another person's work, allow someone else to copy
their work, use unauthorized materials to complete the exam, or engage in any
cheating gestures or actions; if the candidate wishes to express an opinion,
they must raise their hand to request permission from the invigilator, and
after receiving permission, the candidate may publicly present their opinion. Do
not mark or make any personal symbols, do not take the exam in pencil, except
for filling in circles on the multiple-choice answer sheet; use only one ink
color (blue or back) to write in the script;
dd) For an essay-like
exam, the candidate may only leave the exam room after two-thirds of the
allotted time and must submit their answers, question paper, and scrap papers before
leaving the exam room and area; For a multiple-choice exam, the candidate is
not permitted to leave the exam room during the exam period and the interval
between the two exams in two optional subjects; if the candidate must
temporarily leave the exam room, the invigilator must inform the exam room
supervisor to coordinate; if the candidate needs to leave the exam room or area
for emergency reasons, they must be supervised by the police along with the exam
room supervisor until the end of the exam session, and the leave of the
candidate is subject to the decision of the head of the Exam venue;
e) When having a
notification indicating that the allotted time for an exam is concluded, the
candidate must immediately stop writing and preserve their exam scripts. When
submitting essay-like exam scripts, the candidate must write the number of exam
papers submitted and countersign on the Receipt; candidates who are unable to
complete the exam must also submit their essay-like exam scripts and their
multiple-choice answer sheets.
5. When taking a
multiple-choice exam, a candidate must comply with the following rules in
addition to the provisions of clause 4 of this Article:
a) The candidate must
fill in the pre-printed multiple-choice answer sheet according to the
regulations of the MOET; they are allowed to only shade the candidate number,
exam code and answer circles with a black pencil; in case of marking
incorrectly or wanting to change an answer, the candidate must erase completely
without leaving any stray pencil mark in the old circle before shading the
expected one;
b) Fill in correctly
all required fields printed on the multiple-choice answer sheet; for the
candidate number field, all digits must be written and filled in (even “0”
digits at the beginning); write the exam code correctly on the two copies of
the Receipt;
c) Check the question
paper to ensure that the number of questions, the number of pages, as specified
in the paper, is sufficient and that all pages of the question paper bear the
same code.
d) Do not submit the
exam script before the time is up; when the time is over, the candidate must
submit the multiple-choice answer sheet to the invigilator and put their
signature on two copies of the Receipt;
dd) Only leave the exam
room after the invigilator has checked the total number of multiple-choice
answer sheets of all candidates in the exam room and granted permission to exit
the exam room;

g) The candidate who
only take the exam in the second optional subject must be present at the
designated location at least 10 minutes before the question paper is
distributed for preparation work.
6. When an unusual
event occurs, it is essential to strictly adhere to the guidance of the
invigilator(s) and the individuals responsible at the Exam venue.
Article 22. Issuance of
list of candidates and arrangement of exam rooms
1. Issuance of list of
candidates:
a) Each Exam Board (with
a unique code nationwide) shall issue lists of candidates for every Exam venue
as follows: List all names of the candidates who registered for the exam at
each Exam venue in alphabetical order and assign corresponding candidate
numbers;
b) Each candidate has a
unique candidate number. The candidate number consists of 2 digits of Exam
Board’s code and the next 6 digits that are issued in ascending order from
000001 to the end of the list of candidates to ensure that two different
candidates should not be assigned a single candidate number.
2. Arrangement of exam
rooms:
a) Candidates who have obtained
high school diploma, candidates who have completed the general education
program/continuing education program but have not passed/taken the high school
graduation exams in the previous years, candidates who have obtained Diploma
Level 4 of VQF/Intermediate Professional Education Diploma, and candidates who
have completed the continuing education program shall be arranged to take the
exam together with students in twelfth grade of high schools in the year of
exam (hereinafter referred to as “high school 12th-grade candidates”)
at a given Exam venue decided by the Director of the DET, provided that high
school 12th-grade candidates accounts for at least 50% in total candidates in
that Exam venue (special cases shall be subject to decision of the MOET); the
issuance of lists of candidates for the purpose of arranging exam rooms shall
comply with the provisions of point a clause 1 of this Article;
b) Exam rooms shall be
arranged by type of optional exam paper. The maximum number of candidates in
each room is 24. The minimum horizontal distance between two candidates is 1,2
meters. The listing for exam room arrangement purpose shall be made in
accordance with the provisions of point a clause 1 of this Article;

d) Each exam room has a
list of photographs of the candidates in the room which are arranged in the
same order as the candidates' list in the exam room;
dd) The list of
candidates of each exam session and responsibilities of candidates prescribed
in Article 21 of this Regulation must be posted at the entrance of the exam
room.
Article 23. Use of
information technology and communications devices and software
1. Exam Boards shall
uniformly use an exam management software and multiple-choice grading software
provided by the MOET; establish a system of accurate and updated information
exchange between high schools and the DETs, between the DETs and the MOET;
strictly follow the process, structure, deadline of data processing and reporting
as prescribed in the MOET’s guidance for conduct of a high school graduation
exam.
2. Exam Boards must clearly
designate officials and public employees responsible for managing the accounts
of DETs and the Exam Boards on Exam management software systems to carry out
the assigned tasks of conducting exams; they must have an email address and a
phone number registered with the MOET.
3. In each copying and
printing area, invigilation area, header handling area, grading area, and
appeal area of an Exam Board, at least one (1) landline telephone having an
integrated speakerphone function (specifically, for the copying and printing
area and header handling area, this telephone must have a recording function or
a landline and recording device with a speakerphone and without internet
connectivity) shall be placed in the communal working room/security control
room to ensure security and safety (especially, at the Exam venue, if it is
impossible to arrange a landline telephone due to force majeure, the
Chairperson of the Exam Board will decide to arrange a mobile phone that does
not have a video recording function, does not have a memory card, does not have
internet connectivity, and is sealed when not in use). Only the phone's calling
and listening functions is used to communicate with Exam Boards and Steering
Committees at all levels; all phone communications must be conducted on
loudspeaker for public listening, must be recorded in logbooks, and must be
established in the presence of supervisors (for copying and printing areas) or
the Deputy Heads of the Exam venues in charge of facilities (for invigilation areas)
or the police (for header handling areas) or the secretaries of the Exam Boards
(for grading and appeal areas).
4. In each Exam venue,
01 computer and 01 printer shall be arranged at its control room and the
computer is allowed to be connected to the internet only when submitting a
quick report to the Exam Board. A log of computer usage must be maintained.
5. The use of
communication devices in invigilation, grading, and appeal areas of Exam Boards
is prohibited, except for the devices specified in Clause 3 of this Article. In
each invigilation, grading, or appeal area, the Exam Board must arrange
provisions for storing communication devices of individuals carrying out their
duties there; these provisions must be sealed in the presence of the police and
must be preserved at a secure location throughout the duration of each working
session.
Article 24. Management
and use of exam data

2. The MOET shall
organize candidates’ exam data management and use the date for the proper
purposes of the exam; DETs shall use the data to consider high school
graduation recognition.
Chapter IV
PRINTING AND COPYING,
DISPATCH AND PRESERVATION OF QUESTION PAPERS
Article 25. Copying and
printing areas
1. The process of
printing and copying of question papers shall be conducted at a secure and
isolated location, where the police force inspects security and safety,
ensuring strict protection throughout the printing and copying process until
the end of the time allotted for the final exam. Adequate arrangements/equipment
for security, information leakage prevention, and fire protection must be in
place. The isolation of three independent zones of a copying and printing area
is implemented as follows:
a) Zone 1: the
individuals shall be absolutely isolated from the outside starting from the printing
and copying of question papers or the opening of original question papers for printing
and copying until the end of the time allotted for the final exam. Before
printing and copying of question papers, the Printing-copying panel must
cooperate with the police in developing a plan to ensure security and safety
for the exam preparation work, It is essential to ensure that the windows of
the rooms are securely sealed and that the police, along with the leaders of
the Printing-copying panel, seal them to prevent any visibility from the
outside;
b) Zone 2 (adjacent to
Zones 1 and 3): the individuals shall be completely isolated from the outside
until the end of the time allotted for the final exam. The individuals on duty
in Zone 2 shall: Monitor all communications via landline telephone; serve as
the focal point of contact for information exchange with the outside; control
individuals and objects moving from Zone 3 to Zone 2 and vice versa.
c) Zone 3 (adjacent to
Zone 2 and the outside). The individuals on duty in Zone 3 shall: Ensure
security and order around the copying and printing area 24 hours a day; control
access to prevent unauthorized personnel or communication devices from entering
the copying and printing area; record the entry and exit of individuals and
objects in the protected area; require all individuals entering or exiting to
wear lanyard card granted by the Exam Board.
d) The organization of
security and safety measures for the process of printing and copying question
papers shall be carried out in accordance with the general guidance document
issued by the MOET and the Ministry of Public Security.

3. Machinery and
equipment at the location where question papers are prepared, whether damaged
or unused, shall only be removed from the isolation area upon the conclusion of
the final exam session.
Article 26. Process of
printing and copying, dispatch and handover of question papers
1. General provisions:
a) The Chairperson of
the Exam Board shall decide the time for printing and question papers; the
quantity of printed/copied question papers; methods and time of dispatching and
handing over question papers to the Exam venues in a manner that ensures
practicality, safety, and confidentiality.
b) The Chief of the
Printing-copying panel must conduct inspections to ensure that there are
appropriate equipment and facilities serving the printing and copying of
question papers, such as high-speed photocopiers, document sorting machines,
and page-counting machines (if available), etc. Machines and equipment that do
not have and are not equipped with communication components, and are not
connected to the Internet, must be inspected by the police who will seal the
connection ports and prepare inspection and sealing records. All means,
equipment, and materials within a copying and printing area may only be removed
from this area upon the conclusion of the final exam session, regardless of
whether they are damaged or no longer in use. Rooms within the copying and
printing area that are not used shall be sealed as prescribed;
c) The landline
telephone shall be placed in the zone 2 and continuously controlled by the
police 24 hours a day; all communications must be recorded and conducted using
the speakerphone to ensure public listening, and a log must be maintained with
the signatures of the person directly communicating, as well as the witnesses
and confirmations from the police and those assigned to supervise in this area.
2. The receipt of
question papers transferred by the Board of paper-setters via the system of the
Government Cipher Committee shall comply with the instructions of the
MOET.
3. Process of printing
and copying question papers:
a) After reviewing the
original question paper/decoded question paper, scrutinize the draft printout,
and compare it with the original exam paper before printing; any errors or
questionable content in the original question paper should be reported
immediately to the Chairperson of the Exam Board for a resolution.

c) For each exam
subject in an Exam venue, it is required to have at least 01 envelope of backup
question papers, clearly labeled “Backup question papers”.
d) The Chief of the
Printing-copying panel shall manage sealed envelopes of question papers for
each subject as well as excess printouts, damaged printouts, unclear printouts,
poor-quality printouts, torn or soiled ones that are to be discarded.
4. Envelopes used for
dispatching and handing over question papers from the printing-copying location
to Exam venues must be made of sufficiently durable and opaque papers, must be
tightly sealed with no peeled edges, and must be labeled, sealed, and classified
as “top secret” as per regulations. Additionally, the name of the Exam venue,
exam room, exam subject, the quantity of question papers, and whether they are
used for the first or second subject exam (for exam sessions of optional exams).
5. The entire process
of dispatching and handing over question papers must be supervised by the
police; envelopes containing question papers must be placed in sealed
boxes/containers; records of delivery and dispatch process must be established.
Article 27.
Preservation and use of question papers and preservation of exam scripts at
Exam venues
1. Question papers and
exam scripts must be preserved in separately cabinets. Cabinets containing
question papers and cabinets containing exam scripts must be secure, locked,
and sealed (seal labels must have the signatures of the Heads of Exam venues,
Secretaries of the Exam venues, and the police), with the keys held by the Heads
of Exam venues.. When opening the seal, the witnesses of the individuals who
signed the sealing labels must be present, and a record must be made clearly
stating the time of the opening, the reason for the opening, and the condition
of the seal.
2. The area for the preservation
of question papers and exam scripts of candidates is continuously guarded by
police officers 24 hours a day, ensuring safety against fire and explosion
risks. An exam preservation room must be safe and secure; it must be equipped
with security cameras that continuously record activities in the room around-the-clock;
there must be police and security guards on duty continuously around-the-clock;
a Deputy Head of the Exam venue who is a staff member of the school where no
candidates are taking the exam at the Exam Venue must be on duty in the room while
the question papers and exam scripts are being preserved there. During the exam
days, the on-duty period at the exam preservation room of the Deputy Head of
the Exam venue begins from the end of the work for the last exam session of an
exam day to the start of work for the first exam session of the following exam
day.
a) The surveillance
cameras in the exam preservation room must: Be able to cover all items
containing exam papers and exam scripts within the room, as well as any actions
affecting those items; store all data related to the process of preserving the
question papers and exam scripts at the Exam Venue; and operate continuously,
even in the event of a power outage. The camera system must be not connected to
the internet and can only be connected via a wired connection to the display
screen (if available). Daily, the Head of the Exam Venue must coordinate with
the police force to inspect the operational status of the cameras. In the case
of using a camera system with a display screen, the screen must be placed in a
position that is easily observable and managed by the police force;
b) The data storage
devices (hard drives/memory cards) of the cameras must be sealed immediately
after the exam scripts are removed from the room, in the presence of the Head
of the Exam Venue and the police. The data storage devices of the cameras,
after being sealed, shall be handed over to the DET or the educational
institution where the Exam venue is located for preservation and retention in
accordance with the regulations of the Exam Regulation.

Chapter V
Article 28. Exam
procedures for candidates
1. On the basis of the
data of candidates registered for an exam, the Panel of secretaries shall
complete a list of candidates for each exam room (including the list of
photographs of the candidates); create candidate cards; arrange places for
candidates to complete the exam procedures.
2. On the check-in
date, the Head of the Exam venue shall assign members guiding candidates to
complete exam procedures at the Exam venue, disseminate the Exam Regulation;
confirm any discrepancies in the candidates' information on the exam
registration forms, and forward this information to the Panel of secretaries
for consideration and update on the exam management software.
Article 29.
Invigilation process
1. General provisions
a) Exam papers,
multiple-choice answer sheets, and scrap papers of candidates in an exam room
must bear the signatures of the invigilators; the invigilators must ensure the
security of the question papers during the exam session and prevent any leakage
of the question papers outside the exam room;
b) Upon candidates
leaving an exam room: comply with the provisions of point dd clause 4 of
Article 21;
c) If a candidate
violates the Exam Regulation, the invigilator must make a record of handing in
accordance with the regulations; in the event of an unusual situation, it must
be reported immediately to the Head of the Exam venue for resolution.

dd) The Head of an Exam
venue shall assign 01 Secretary of the Exam venue to prepare reports on data in
the Exam Management System. The head of the Exam venue shall assign the
Secretaries of the Exam venue to check the number of absent candidates in the
exam room (15 minutes after the exam time starts) and to compile and enter the
list of absent candidates into the exam management system. During the exam
conduct process, if any candidates are penalized for violating the Exam
Regulation, it must be immediately updated in the exam management system.
e) At Exam venues where
candidates only take the first subject of the elective exams, the Heads of the
Exam venues shall: arrange departure waiting rooms for candidates who are only
taking the first subject to sit in while waiting until the end of the time
allotted for the second subject; arrange at least one invigilator or exam room
supervisor for each waiting room to manage the candidates;
g) At Exam venues where
candidates only take the second subject of the elective exams, the Heads of the
Exam venues shall: arrange arrival waiting rooms for candidates who are only
taking the second subject to sit in before entering the exam rooms; arrange at
least one invigilator or exam room supervisor for each waiting room to manage
the candidates; remind the candidates about the time they should arrive at
their exam rooms to take the exam as per regulations.
2. When a notice of the
entrance into exam rooms is issued,
a) The invigilator 1 shall
call out the candidates’ names;
b) The invigilator 2
shall use the List to photographs of the candidates in the exam room to cross-check
and identify the candidates, verify the candidates' identification documents;
instruct the candidates to sit in the designated places and check the items
that the candidates bring into the exam room, ensuring that no candidates bring
any unauthorized items and materials into the exam room as specified in Article
21 of this Regulation. In the case where a candidate does not bring his/her
identification documents, the invigilator 2 shall inform the Head of the Exam
venue of the case for handling in accordance with regulations.
3. When a notice of
receiving question papers is issued,
a) The invigilator 1
shall receive question papers;
b) The invigilator 2
shall remind the candidates of the necessary regulations in the exam room;
clearly write down his/her full name and his/her signature on the exam papers/multiple-choice
answer sheets, as well as scrap papers for the candidates based on the number
of candidates present (redundant papers with signatures are not allowed); guide
and check the candidates in folding their exam papers correctly (for the essay-like
exam); guide and check the candidates in filling in their registration numbers
and providing all required information in the necessary sections of the exam
papers/multiple-choice answer sheets.

In each exam room, the
invigilator 1 shall raise all the exam envelopes (including the envelopes of
question papers for the second subject of the elective exams) so that the
candidates could clearly see both the front and the back of the envelopes to
ensure they are still completely sealed, and request two candidates to witness
and add their signatures to a record to confirm that the exam envelopes
remained sealed.
5. When a notice of
distributing question papers is issued,
a) Both invigilators
shall open the envelope containing the question papers, check the quantity of
the question papers (if there are excess, deficiencies, or mixed question
papers, it is necessary to report immediately to the Head of the Exam venue for
further handling);
b) The invigilator 1
shall distribute the question paper to each candidate in order from top to
bottom, from right to left (as viewed from the teacher's desk); for elective
exams, the question papers for each subject shall be distributed in succession.
The invigilator 2 shall oversee the exam room comprehensively;
c) Upon receiving the
question paper, each candidate must place it under the answer
sheet/multiple-choice answer sheet, not view the content of the question paper
until the last candidate has received the question paper, check the question
paper’s condition, subject/exam code to ensure accuracy and write down the exam
code or fill in the circles of the exam code on the multiple-choice answer
sheet.
6. When a notice of
starting the exam time:
a) The invigilator 1
shall cross-check the candidates’ photos in the list of photographs of
candidates in the exam room with the candidates’ faces and their identification
documents to identify the candidates; clearly write his/her full name and
signature on the candidates' exam papers and scrap papers; check and remind
candidates of recording adequate information on their exam papers, scrap papers,
and question papers; the invigilator 2 shall provide overall supervision.
b) During the exam
period, one invigilator shall oversee the room from the front to the back,
while the other invigilator shall oversee the room from the back to the front
until the exam concludes.
c) The invigilators are
not allowed to stand close to the candidates or assist them in any way during
the exam; they may only respond publicly in the exam room to the candidates'
questions within the prescribed limits.

a) Invigilator 1 shall
request candidates to stop working on their papers immediately and start
collecting the exam scripts, including those of candidates who have been
sanctioned; collect exam scripts, check the number of papers recorded on the
candidates’ exam scripts, and arrange the papers in ascending order of
registration numbers in the exam room; upon receiving the exam scripts, the
invigilator 1 must count the number of exam papers of each candidate to ensure
the accuracy, request candidates to accurately record the number of exam papers
submitted and write their signatures on 02 (two) copies of the Receipt; for
multiple-choice exams, it is necessary to verify the candidate numbers and exam
codes to make sure that they are recorded or filled in the correct circles on
the multiple-choice answer sheets in comparison with the codes of the question
papers distributed and those written on the copies of the Receipt;
b) Invigilator 2 shall
call out each candidate's name to submit exam scripts and maintain the order of
the exam room;
c) For the first
elective exam: As soon as the time allotted for the first elective exam ends,
the invigilators shall collect the multiple-choice answer sheets and arrange
them in ascending order of the candidate numbers in the exam room, collect the
question papers and scrap papers from the candidates; allow candidates who only
take the first elective exam and not the second elective exam to leave the exam
room and move to the departure waiting room; call candidates who only take the
second elective exam into the exam room; distribute scrap papers and
multiple-choice answer sheets for the second elective exam; and distribute the
question papers for the second elective exam according to the exam schedule. The
multiple-choice answer sheets received shall be sealed in the same exam
envelope; the scrap papers and question papers shall be sealed in the same
envelope and kept in the exam room until the end of the second elective exam.
The seal label must bear the signatures of the invigilators in the exam room.
d) After completing the
collection of exam scripts for Mathematics, Literature, and the second elective
subject, the Invigilators shall check and arrange the exam scripts of each
candidate in ascending order of their registration numbers in the exam room and
place them in an envelope for exam scripts, then allow the candidates to leave
the exam room. The invigilator 1 shall directly hand over the exam envelope,
two (2) copies of the Receipt, any disciplinary records, and accompanying
exhibits (if any), together with the invigilator 2, to the secretary of the
Exam venue immediately after each exam session; during the handover, a public
count and verification of the number of exam scripts and the number of papers
of each exam script, the Receipt and disciplinary records along with
accompanying exhibits (if any) must be conducted.
8. Handover of exam
scripts to the Exam venue:
a) At the Exam venue’s
control room, the invigilators of the exam room shall hand over the exam
scripts to the secretary of the Exam venue, along with the invigilation records
of the exam room; during the handover, it is necessary to count the number of exam
scripts and the number of papers of each exam script to ensure they match those
written on the Receipt before proceeding to seal the envelope of exam scripts;
one copy of the Receipt shall be placed inside the envelope of exam scripts, while
the other one shall be kept outside and submitted along with the envelope of
exam scripts;
b) After counting, the
Secretary of the Exam venue along with the Invigilators in that exam room shall
proceed to seal the envelope of exam scripts. The seal label must bear the
signature of the Secretary who directly counted and the Head of the Exam venue.
The two Invigilators shall sign across the seal label and the envelop of exam
scripts, then affix a crossing seal on the label. Subsequently, clear adhesive
tape shall be used to encircle the length of the adhesive edge of the envelope
and cover the seal label. The exterior of the envelope must be clearly marked
with the following information: The Exam Board; Exam venue; Exam room; Exam
session (time and date); exam name; full names and signatures of 02
invigilators; full name and signature of the Secretary directly counting the
exam scripts and the Head of the Exam venue;
c) For each elective
exam session, at least 02 envelopes of exam scripts shall be distributed: 01 of
which shall contain multiple-choice answer sheets of the first elective exam
and the other one shall contain multiple-choice answer sheets of the second
elective exam in the exam room;
d) The Secretary of the
Exam venue and the two invigilators shall clearly write their full names and
signatures into the handover record;

Article 30. Dispatch
and handover of exam scripts
1. The dispatch and
handover of exam scripts of candidates from an Exam venue to the Exam Board
shall be regulated by the Chairperson of the Exam Board or carried out
immediately after the conclusion of the final session of the exam. During the
entire process of dispatching and handing over the exam scripts, the presence
of the leaders of the Exam venue and police is required. Upon handing over the
exam scripts, it is necessary to check the seals and prepare a record that
bears the signatures of all parties involved in the handover.
2. The Chairperson of
the Exam Board shall specify the time and place for the submission of exam
scripts and implement security and safety measures for the exam scripts stipulated
in Article 27 of this Regulation; there must be the police and the Chief or
Deputy Chiefs of the Panel of secretaries to continuously monitor the storage room
24 hours a day until the handover of the exam scripts to the Header Handling
Panel and the Panel of examiners (for multiple-choice exams) is completed.
Chapter VI
GRADING
Article 31. Grading
area
1. The grading of each
Exam Board is conducted in up to 2 assigned areas; in which, the grading of
essay-like exams/multiple-choice exams shall be completed in a single area. The
grading area shall meet security and safety requirements, be fully equipped
with fire safety devices and under the surveillance of guards around the clock;
locations for grading and grade verification of essay-like exam papers and locations
for preservation of essay-like exam papers shall be situated close to each
other; multiple-choice answer sheets shall be kept in a room reserved for
handling and grading multiple-choice exam papers or kept in a separate paper
storage room, depending on the actual condition there.
2. Paper storage rooms,
rooms reserved for grading, cabinets, boxes or containers in which papers are
stored must be safe and secure. They must be locked and sealed; each seal must
bear all signatures of the key keeper, a leader of the Panel of examiners and the
police. The keys to the doors of the paper storage rooms shall be kept by the
leaders of the Panel of examiners; the keys to the cabinets, boxes, or any
containers holding the envelopes of essay-like exam papers shall be kept by the
secretary of the Exam Board on duty at the Panel of examiners; the keys to the
cabinets, boxes, or any containers holding the envelopes of multiple-choice
exam papers shall be kept by the team leader of the Multiple-choice exam
grading team. Rooms where answer sheets/scripts are stored, multiple-choice
answer sheets/essay-like exam papers are graded, the Panel of secretaries
performs their tasks within the grading area must be equipped with
fire/explosion safety devices and surveillance cameras. These cameras must be
in active around the clock, not connected to the Internet and can only have a
wired connection to a display screen (if available). There must be police
officers providing protection and monitoring continuously around the clock. The
rooms where answer sheets/scripts are stored or graded and cabinets, boxes or
any containers where envelopes are stored shall be opened and closed in the
presence of the leaders of the Panel of examiners, secretaries, police
officers, and the opening or closing of these rooms shall be recorded in
logbooks.
3. It is strictly
prohibited to bring any devices for information recording and transmission or
document copying, personal documents, correction pens, pencils, and any writing
instruments not permitted by the Exam Board when entering and exiting the grading
area.

1. The header handling
area must meet security and safety requirements and be fully equipped with fire
safety devices and under surveillance of police officers and guards around the
clock; be equipped with no devices for recording and transmitting information and
images. Participants in the handling of headers must not bring any
communication devices to the header handling area. Those working in the header
handling area are permitted to operate only within the designated space, in
accordance with their assigned duties and responsibilities. The duties of
individuals working in circles are as follows:
a) Inner circle: A
closed area, which is completely isolated from the outside, consists only of
members directly involved in the handling of headers of essay-like exam papers
and supervising personnel appointed by the Director of the DET; before the
handling, the Header handling Panel must coordinate with the police to develop
a plan to ensure security and safety for the header handling work, and ensure
that the windows of the rooms are sealed and enclosed under the supervision of
both the police and the leaders of the Header Handling Panel to prevent any
visibility from the outside. Every day, those in the inner circle receive
materials and food and drink from outside, which are transferred in through the
outer circle;
b) Outer circle: The
area that borders the inner circle and the outside, which serves as a
communication hub between the inner circle and the outside; comprises security
personnel, police, medical staff, and service personnel; is equipped with one
(1) telephone as stipulated in Clause 3, Article 23 of this Regulation. The
personnel working at the outer circle are responsible for receiving materials
and food and beverages from the outside and transferring them into the inner
circle; they also check the materials and items being transferred out from the
inner circle.
2. General provisions:
a) Before cutting the
envelopes of exam scripts, the members must check the seals, cut the opening of
the envelopes (taking care not to completely detach the opening), count the
number of exam scripts and the number of exam papers, and compare them with
those indicated on the envelopes. In the event of any irregularities (an
envelope is not completely sealed, the number of exam scripts or the number of exam
papers does not match the information recorded on the envelope or on the
Receipt, etc.) a report must be sent to the Chief/team leader and a record must
be made;
b) Computers used
during the header handling process must be sealed immediately after the
completion of the header handling tasks and can only be unsealed after the grading
work has been completed as per regulations; the data extraction and sealing of
the CDs must be conducted in the presence of the leadership of the Header
Removal Panel and a record must be prepared to document this;
c) After completing the
input of scores for all exam scripts into the software (as confirmed in writing
by the Chief of the Panel of examiners) and receiving directives from the
Chairperson of the Exam Board, the Chief of the Header Handling Panel/Team
Leader of the Header handling team of each round shall organize the extraction
of the information along with header numbers of candidates for the purpose of matching
headers.
3. Methods of handling
headers: The Chairperson of the Exam Board shall decide which method for
handling headers. The generation of header numbers may only be performed in an
isolation area under the supervision of the monitoring officer appointed by the
Director of the DET, and it must be conducted using the MOET’s grading support
software.
a) Handling headers in
one round: The Header Removal Panel must be completely isolated during the
process of handling of headers until the grading of essay-like exam papers is
completed; the Chief of the Header Removal Panel shall directly conduct the
generation of header numbers using the MOET’s grading support software;

4. Process of handling
headers in one round:
a) Step 1. Combining
envelopes: After conducting the header number generation process, the Chief of
the Header Removal Panel shall distribute the envelopes of exam scripts to the
members of the Header Removal Panel for the purpose of combining the envelopes
according to the information provided in the envelope combination instructions.
b) Step 2. Adding
header numbers: Members of the Header Removal Panel shall, based on the table
for collation of header numbers and candidate numbers, add header numbers for
each exam scripts. The header numbers must be added according to each envelope
of scripts whose headers have been removed; each exam script shall have 01 header
number that matches the candidate number recorded in the table for collation of
header numbers and candidate numbers; the person adding the header numbers must
write the header numbers in the designated boxes on all the exam papers of the
candidates.
c) Step 3. Removing
headers and sealing envelopes of scripts whose headers have been removed: The
exam scripts to which header numbers have been added must have their headers
removed and be placed in sealed envelopes (referred to as “envelopes of scripts
whose headers have been removed”). The envelopes of scripts whose headers have
been removed must be clearly labeled with all of the following information:
subject, envelop number, number of exam scripts, number of exam papers Headers
are bundled into specific envelopes clearly labeled with the number of scripts
and the number of headers, and are then packaged and sealed; on the outside of
the package, it is required to indicate the headers belonging to corresponding
envelopes of headers.
d) The Header Removal
Panel shall organize the extraction of data serving the entry of scores from
the software to produce 02 CDs/DVDs (collectively referred to as “CDs”), then
seal and hand over 01 CD to the Exam Board for the entry of essay-like exam scores,
while keeping the remaining CD at the Header Removal Panel. The data extraction
and the sealing of the CDs shall be conducted under the supervision of the
leadership of the Header Removal Panel and must be documented in a report.
5. Process of handling
headers in 2 rounds:
In order to handle
headers in 2 rounds, the Header Removal Panel shall be divided into two header
handling teams: Header handling team of the 1st round and header handling team
of the 2nd round. The header handling team of the 1st round shall be led by a
Deputy Chief; the header handling team of the 2nd round shall be led by the
chief. The process of handling headers:
a) The 1st
round: the process of handling in this round is the same as the process of
handling headers in one round. The assignee of the account used for handling
headers of the 1st round shall be the team leader of the header handling team
of the 1st round as well as the generator of header numbers and printer of
relevant documents (envelope combination instructions, tables for collation of
header numbers and candidate numbers). After completing the handling of headers
of the 1st round, the leader of the header handling team of the 1st round shall
organize the extraction of data serving the header handling of the 2nd round to
produce 02 CDs, then seal and hand over one CD to the leader of the header
handling team of the 2nd round, while keeping the remaining CD together with
the documents of the header handling team of the 1st round. The leader of the
header handling team of the 1st round shall hand over envelopes of scripts
whose headers have been removed in their completely sealed condition to the
leader of the header handling team of the 2nd round; this handover and receipt must
be conducted within the header handling area and an handover and receipt record
must be made;
b) The 2nd round: only
after the conclusion of the 1st round.

Step 2. Re-encoding the
envelopes of scripts whose headers have been removed: The leader of the header
handling team of the 2nd round shall, based on the envelope
permutation charts, transfer all exam scripts from the original envelope (the envelope
of scripts whose headers have been removed and to which header numbers have
been added of the 1st round) to the new envelope (the permuted envelope). The
new envelope is labeled with: Subject; envelope number; number of exam scripts;
number of exam papers;
Step 3. Assigning permuted
envelopes to add headers of the 1st round: the leader of the header handling
team of the 2nd round shall assign the permuted envelopes to the persons
directly adding headers by means of a draw.
Step 4. Adding header
numbers: The 2nd round header numbers shall be the numbers of
permuted envelopes; the persons directly adding the header numbers shall write
these numbers as a prefix for the 1st round header numbers on all
papers of scripts within each envelope. The exam scripts within each envelope
must be counted to be collated with the number of exam scripts, the number of exam
papers written on the envelope. Envelopes containing scripts whose headers have
been handled completely after the 2nd round shall be sticked and
sealed as per regulations;
The leader of the
header handling team of the 2nd round shall organize extraction of data serving
the entry of scores to produce 02 CDs and seal them; hand over 01 CD containing
the data showing the entered scores to the Exam Board for entering the
essay-like exam scores; while keeping the remaining CD together with the
documents of the header handling team of the 2nd round.
6. Handover of
essay-like exam scripts whose headers have been handled to the Exam Board:
a) The chairperson of
the Exam Board shall decide to hand over exam scripts either at once or
according to the grading schedule. The Chief of the Header Removal Panel shall
hand over exam scripts whose headers have been handled to the Chief of the
Panel of secretaries in accordance with the written directive from the
Chairperson of the Exam Board;
b) The headers shall be
preserved by the Header Removal Panel and only be handed over to the Chief of
the Panel of secretaries after essay-like exam scripts have been graded
completely.
Article 33. Grading of
essay-like exam scripts
1. General provisions

b) The Panel of
secretaries shall assign envelopes of exam scripts whose headers have been
handled and grading sheets to the chief examiner;
c) The chief examiner
shall conduct a thorough review of the Exam Regulation, discuss the answer
keys, and provide mark schemes for all leaders of essay-like exam grading
teams, examiners and organize grading of at least ten (10) exam scripts;
subsequently, organize grading according to the independent two-round grading
procedure in separate grading rooms. For Exam Boards with at least 30.000
(thirty thousand) candidates, the Chief examiner or the Leaders of the essay-like
exam grading teams that are authorized by the Chief examiner shall organize a
collective grading according to each separate grading team or group of grading
team;
d) The envelopes of
exam scripts shall be assigned to examiners by means of a draw. Upon receiving
an envelope of exam scripts, the examiner must check the seals, verify the
quantity, and assess the condition of the exam scripts/exam papers contained
within the envelope. If any issues arise, they must immediately report to the
Chief examiner (or the Leader of the Grading team) for preparation of measures
to cooperate with the Secretary of the Exam Board for timely resolution;
dd) Members of the
Panel of secretaries performing their tasks at the Panel of examiners shall be
arranged to work at separate and independent rooms/areas from the grading
rooms/areas;
e) After finishing the
grading of the assigned envelope of exam scripts, the examiner shall count the
exam scripts/exam papers conducted within the envelope; check the information
written on the envelope (Subject, envelope number/code, number of exam scripts,
number of exam papers) and then hand it over to the Chief examiner or the
authorized leader of grading team;
g) At the end of each
grading session:
- The Chief examiner or
the authorized leader of grading team shall hand over the envelopes of exam
scripts to the Secretary of the Exam Board; Upon handover, it is required to
count the exam scripts/exam papers, check the information written on the
envelopes of exam scripts and seal them; The seal labels must bear the
signatures of the Secretary of the Exam Board and the Chief Examiner (or the
authorized team leader). Envelopes of exam scripts that have not yet graded
shall be sealed by the examiners and handed over to the Chief examiner or the
authorized team leader to be transferred to the Secretary of the Exam Board for
safekeeping until the next grading session begins.
- The Secretary of the
Exam Board shall report the situation and progress of grading, produce
statistics for scores according to the header numbers of each envelope of exam
scripts to the Chief of the Panel of examiners to serve the purpose of
directing the grade verification and promptly reporting to the Chairperson of the
Exam Board.
h) Any unusual
situation arising during the process of grading and producing grading results
must be reported immediately to the National Steering Committee.

names. After finishing grading one envelope, examiners shall hand over that
marked envelope to the authorized Leader of essay-like exam grading team for
further handover to the panel of secretaries.
3. The process of
second-round grading:
a) After receiving
envelopes of scripts from the first-round grading, members of the Panel of
secretaries shall take the grading sheets out of the envelopes and hand over
the envelopes to the chief examiner or the authorized Leader of the essay-like
exam grading for further organization of a draw for the second-round grading,
ensuring that the envelope of graded scripts should not be given back the
examiner who graded those scripts in the first round;
The examiners of the
second round shall record the scores directly on the candidates’ scripts and
the grading sheets. Points for each part of an answer shall be noted in the
left margin of the graded part;
c) After finishing one
envelope, the examiner shall hand over this envelope and the grading sheets to
the chief examiner or the authorized Leader of the essay-like exam grading team
for further handover to the Panel of secretaries.

a) Score entry team is
affiliated to the Panel of secretaries, the position of the team leader is held
by the leader or member of the Panel of secretaries; Score entry team consists
of at least two different sub-teams, each sub-team shall have at least three
members;
b) Score entry team
shall enter scores of essay-like exam scripts in two independent rounds
provided that the score entry in each round into grading support software is
made by a different sub-team. When entering scores, there must be at least
three participants: one reader, one person entering scores into the software,

6. Matching headers of
essay-like exam scripts
a) Headers of scripts
shall only be matched after the grading has been completed and the scores have

b) Matching headers on
the software: Matching all the entered scores of essay-like exam scripts with
the candidates' information and header numbers (provided by the Header Handling
Panel after completing the score entry);
c) Checking the
matching: After successfully performing the matching work on the software, the
checklist shall be printed from the software for the Panel of secretaries to
randomly match at least 20% of the essay-like exam scripts by hand; if there
are errors, they must make a record and submit it to the Chairperson of the
Exam Board to clearly identify the causes and take remedial measures.
d) The envelopes of
exam scripts opened and used in the process of matching must be resealed; on
the sealing labels of the envelopes, there must be the signatures of the
individuals who directly perform them.
Article 34. Grading

b) Members of Multiple-Choice
exam grading team shall strictly comply with the Multiple-Choice exam grading
process as prescribed; any suspicion shall be promptly reported to the Leader
of Multiple-Choice exam grading team for, together with the Leader of the
Grading panel, taking a record, and submit it to the Leader of the Grading
panel for further handling;
c) The multiple-choice
exam grading supervision team shall operate independently of the
multiple-choice exam grading team and closely supervise the multiple-choice
exam grading process and the answer sheet preservation process in the
multiple-choice exam grading room in accordance with the Exam Regulation. Any
suspicion shall be promptly reported to the leader of the Grading panel for
suspension of the grading process and the leader of grading panel shall verify

d) Multiple-choice
answer sheets must be graded by the same specialized software provided by the
MOET, from the scanning stage to the time when the scores of the answers are
given;
dd) Computers used for
multiple-choice exam grading must be connected to the internal LAN network;
computer cases and connection ports and slots that are not needed and the
server must be sealed before the grading is performed.
e) Before opening an
envelope of answer sheets, it is necessary to check the seal and match the
signature on the envelope with the specimen signature from the Exam venue;
g) During the grading
process, the Grading panel must strictly update and promptly report to the MOET
as prescribed.
2. Preparation for
multiple-choice exam grading:
Before organizing the
grading, the leader of the multiple-choice exam grading team shall perform the
following tasks:
a) Assign tasks to
members and organize the grading as prescribed (assign individuals to keep logs
and make records of tasks performed during the grading process, etc.); organize
the study of detailed installation and preparation instructions integrated in
the multiple-choice exam grading software for members of the multiple-choice
exam grading team.

c) Receive the software
key code from the MOET, the list of candidates and the list of exam venues in
Excel files from the Exam Board, save all of them to a CD/DVD (collectively
referred to as “CD”) to bring to the multiple-choice exam grading area;
d) Enter the list of
candidates from the file exported from the Exam management system handed over
by the Exam Board; this information includes: full name, date of birth, gender,

3. Scanning of

a) Each computer used

operated by at least 02 members of the multiple-choice exam grading team; 01 of
them directly operates the computer, and 01 member is responsible for opening
envelopes, counting answer sheets, and packaging the envelopes.
b) The scanning of
multiple-choice answer sheets and recognition of images shall be performed for
each envelope of answer sheets. After scanning all answer sheets of an
envelope, the envelope must be sealed; it is necessary to check the quantity of
sheets scanned on the software and the number of candidates taking each subject
to ensure they match the number of candidates taking the exam on the Receipt
and the quantity of multiple-choice answer sheets;
c) The Receipt and
other documents (if any) shall be withdrawn from the envelope for use during
the process of correction;
d) After completing the
scanning and image recognition of all answer sheets, the multiple-choice exam
grading team shall submit a report to the leadership of the Panel of examiners
and extract data on the scanning of answer sheets and image recognition from
the software. The extracted data shall be stored on two CDs with identical
content (referred to as CD0).

b) Correcting
candidates' information: involves amending the candidate numbers and the codes
of the question papers. The multiple-choice exam grading team shall use the Receipt
to verify information and correct errors (if any) for each envelope of answer
sheets (batch) on the software.
c) Correcting
candidates' answers: involves rectifying the errors in the candidates' answers
that the software could not identify from the candidates' selections. The
multiple-choice exam grading team must check and correct each error (if any);
d) Printing records of
corrections: After completing the correction of errors, the multiple-choice
exam grading team shall print a record of corrections, which shall be
countersigned by the corrector and other relevant parties.
dd) After correcting
all errors of all answer sheets, the multiple-choice exam grading team shall
submit a report to the leadership of the Panel of examiners and extract data
collected after the error correction from the software. The extracted data
shall be stored on two CDs with identical content (referred to as CD1).
5. Grading:
a) After completing the
tasks specified in clauses 3 and 4 of this Article and obtaining the consent of
the leadership of the Panel of examiners, the multiple-choice exam grading team
shall input data on answers to multiple-choice exams into the multiple-choice
grading software;
b) Implementing the grading
function on the software;
c) After completing the
grading on the software, the multiple-choice exam grading team shall send a
report to the leadership of the Panel of examiners and extract data on the
grading results from the software. The extracted data shall be stored on two
CDs with identical content (referred to as CD2).
6. The CDs produced at
each step in Clauses 3, 4, and 5 of this Article must be packaged and sealed
under the supervision of the Supervision Team and the police; and a record must
be made. Accordingly, a CD shall be sent to the MOET (via the Quality Control
Department), and the other shall be sent to the Chairperson of the Exam Board
for storage (the use of CD0, CD1, CD2 must be approved by the National Steering
Committee); after sending the CDs and obtaining the permission from the leadership
of the Panel of examiners, the next step can then be taken.

2. Scripts for
verification shall be selected randomly by the leadership of the Panel of
examiners; they may select the entire envelop of scripts that have been graded
or scripts graded by 2 examiners with a significant difference in scores before
being standardized, or scripts with high scores in the Exam Board (based on the
consensus reached between the leadership of the Panel of examiners and the
Chairperson of the Exam Board). These selected scripts shall be then handed
over to the secretary of the Exam Board to consolidate and assign to the grade
verification team for verification. Notes: Priority should be given to grade
verification of the scripts with scores that have been standardized by the two
examiners.
3. The secretary of the
Exam Board shall hand over the entire envelope of scripts or some scripts,
along with the grading sheets as requested by the grade verification team, and
shall receive them back at the end of each grading session for preservation in
accordance with regulations; the handover shall be carried out according to the
established procedure at the end of each grading session of the grading team. Notes:
The verifier only records scores on the individual grading sheet and does not record
scores on the candidates’ scripts.
4. At the end of each
grading session or when deemed necessary, the leader of the grade verification
team shall conduct a comprehensive review and report the grade verification results,
as well as provide recommendations and proposals to the leader of the Panel of
examiners for applying appropriate measures to ensure that the grading is
conducted fairly, objectively, and rigorously.
5. The grade verification
team shall only directly work with the essay-like exam grading team and
relevant examiners (a work record must be prepared) upon the request of the
leader of the Panel of examiners.
6. The leader of the
Panel of examiners shall decide whether to hold a dialogue or not between the
examiners and the verifiers.
1. After completing the
grading of all subjects, the Chairperson of the Exam Board shall send the data
on exam results to the MOET (via the Quality Control Department) for storage
and comparison. The data on exam results must be saved onto two identical CDs.
These CDs shall be sealed. The sealing shall be recorded in writing in the
presence of the police; one CD shall be handed over to the Chairperson of the
Exam Board for storage, and one CD shall be submitted to the MOET (via the
Quality Control Department).
2. To ensure the
accuracy of the data on exam results, the MOET shall update the results from
the CDs sent by the Exam Board on the system; Exam Boards shall update the
results from the stored CDs on the exam management system after comparing with
the existing data in the system; only after all the Exam Boards have completed
the data comparison and prepared all necessary conditions will the exam results
be announced in accordance with regulations.
3. After announcing the
exam results, the Chairperson of the Exam Board shall direct the Panel of
secretaries to print the Certificates of Exam Results for the candidates
(according to the standardized template established by the MOET); sign, seal,
and send them to the high schools where the candidates registered for the exam.
Each candidate is issued a Certificate of exam results with a uniquely
identifiable code.
4. All documents
related to the exam scores must be sealed and preserved by the Chairperson of
the Exam Board in accordance with regulations.

2. The Exam
registration places shall receive the appeals of the candidates within 10 days
from the day of publishing the candidates’ scores and forwarding the data of
candidates who have submitted their appeals to the Exam Board. Within 15 days
from the date of the expiration for submitting appeals, the Exam Board must
announce and inform the candidates of the appeal results.
3. The location for the
appeal process is arranged in an area that meets the conditions specified in
Article 31 of this Regulation.
4. Before handing over
the answer sheets/exam scripts to the Appeal panel, the Panel of secretaries
shall carry out the following tasks:
a) Search by candidate
number to identify the header number of the essay-like exam script or the
multiple-choice answer sheet of the candidate who submitted an appeal; retrieve
the exam script and cross-check it against the Receipt for verification;
b) Collect the exam
scripts requiring review by each exam subject into one or more envelopes,
clearly indicating the number of exam scripts and the number of exam papers of
each exam script contained in the envelope(s);
c) For essay-like exam
scripts: hand over the exam scripts of candidates who submitted an appeal to
the Header Removal Panel for handling headers; receive the exam scripts whose
headers have been removed from the Header Removal Panel and deliver them to the
Appeal panel for regrading;
d) The handover of exam
scripts between the Panel of secretaries and the Appeal panel shall be
conducted in accordance with Article 33 of this Regulation; when handing over
multiple-choice answer sheets, the corresponding Receipt shall also be
delivered.
5. Regrading of
essay-like exam scripts: Each essay-like exam script shall be regraded by two
Examiners in accordance with Article 33 of this Regulation and must be graded
using ink of a different color from that previously used on the candidate’s
script. During the performance of tasks related to regrading, there must be at
least two members of the Appeal panel present. The results of the regrading of
essay-like exam scripts shall be processed by the Panel of secretaries as
follows:
a) If the regrading
results of the two Examiners conducting the regrade are identical, such result
shall be taken as the regraded score, and the exam script shall be returned to
the two Examiners for signing for confirmation;

c) If the regrading
results of any two of the three Examiners conducting the regrade are identical,
such identical score shall be taken as the regraded score. If the regrading
results of all three Examiners differ, the Head of the Appeal panel shall
determine the regraded score as the average of the three regrading results,
rounded to two decimal places, and sign for confirmation;
d) Any exam script with
a regraded score differing from the initial score (as announced) by 0,25 points
or more shall have its score adjusted.. Where the difference is 0,5 points or
more, a direct consultation between the initial Examiners and the Examiners
conducting the regrade must be conducted (with minutes recorded). If any
indication of irregularity is detected, it must be reported to the Head of the
Appeal panel for handling in accordance with regulations.
6. Regrading of
multiple-choice answer sheets:
a) The sealed envelope
of exam scripts shall only be opened when all assigned members responsible for
regrading multiple-choice answer sheets are present. Exam Board with a large
number of regrading cases may divide into groups for implementation. The
regrading must ensure the principle that each envelope, once opened, must be
fully processed, resealed, and only then may another envelope be opened;
b) Regrading procedure:
- The Multiple-choice
exam appeal team shall upload the list of candidates requesting regrade into
the multiple-choice grading software;
- Each shaded circle
corresponding the answer on the multiple-choice answer sheet shall be
cross-checked against the scanned image stored in the computer and the machine-recognized
result; where discrepancies are detected, the cause must be clearly identified
and handled; the grading results shall be printed from the grading software
both before and after error correction for record-keeping;
- The regrading data
shall be exported from the software and recorded onto 02 identical CDs, which
shall be sealed under the supervision of the Supervisory Team and the police,
with minutes prepared and signed by the Head of the Appeal panel; one CD shall
be sent to the MOET (via the Quality Control Department) for management, and
one CD shall be handed over to the Chairperson of the Exam Board for updating
into the examination management software database and for archiving;
c) Upon completion of
the regrading, the Multiple-choice exam appeal team shall prepare a
consolidated report, signed by the Head of the Appeal panel, all members, and
the Supervisory Team;

7. Adjusted scores of
exam scripts after regrading shall be submitted by the Head of the Appeal panel
to the Chairperson of the Exam Board for decision. The Chairperson of the Exam
Board shall update candidates’ scores after regrading into the examination
management software system in accordance with the regulations of the MOET, and
report and submit data to the MOET (via the Quality Control Department).
8. The Exam Board shall
print and issue Certificates of Exam Results after regrading to candidates
whose scores have been adjusted; concurrently, previously issued Certificates
of Exam Results prior to regrading shall be recalled and invalidated.
Article 38. Grade
verification
1. Where necessary, the
Minister of Education and Training shall decide the establishment of a Council
for exam paper scrutiny to conduct grade verification of all or part of the
exam scripts, or to verify the results of the regrading conducted by one or
more Exam Boards.
2. The Council for exam
paper scrutiny of the MOET shall comprise: a Chairperson who is a leader of the
Quality Control Department; Vice Chairperson(s) who are leader(s) of the
Quality Control Department or of certain units under the MOET; members and the
secretary who are leaders and officials of units under the MOET and relevant
units (if any); and Examiners conducting grade verification, who are officials,
public employees, teachers and lecturers.
3. Any person
conducting grade verification shall not conduct grade verification of any exam
script that he or she has previously graded at the Panel of examiners or the
Appeal panel.
4. The Council for exam
paper scrutiny of the MOET shall have the authority to make the final decision
on the official score of an exam script.
5. The Chairperson of
the Council for exam paper scrutiny shall decide whether to organize a
consultation or not between those who conducted the initial grading, regrading
and grade verification.
6. The Council for exam
paper scrutiny of the MOET shall use the seal of the Quality Control
Department.

CONSIDERATION OF HIGH
SCHOOL GRADUATION RECOGNITION
Article 39. Exemption
from taking exams in the high school graduation exam
1. Exemption from
taking all exams in all subjects of the high school graduation exam:
a) Persons summoned to
participate in the selection of national teams for International Olympiads or
Regional Olympiads in academic subjects shall be granted exemption from taking
all exams of the high school graduation exam, provided that the following
conditions are satisfied:
- Being summoned in the
second semester of Grade 12;
- Having training
results for the entire Grade 12 year rated as good and learning outcomes for
the entire Grade 12 year rated from fairly good or above;
- Having their names
included in the list of exemption approved by the MOET.
b) Members of teams
participating in International or Regional Olympiads in science and
engineering, culture and arts shall be granted exemption from taking all exams
of the high school graduation exam if they satisfy the following conditions:
- Being summoned in the
second semester of Grade 12;

- Having their names
included in the official dispatch requesting exemption from taking exams and
certification of participation in training and exams for completion thereof in
accordance with regulations, sent by the selecting authority to the DET prior
to the date of the high school graduation exam.
c) Persons with
extremely severe disabilities and persons with severe disabilities as
prescribed in Clauses 1 and 2, Article 3 of Decree No. 28/2012/ND-CP dated
April 10, 2012 of the Government; persons engaged in resistance activities exposed
to toxic chemicals resulting in a working capacity reduction of 61% or more;
biological children of persons engaged in resistance activities exposed to
toxic chemicals who themselves suffer a working capacity reduction of 61% or
more shall be granted exemption from taking exams of the high school graduation
exam, provided the following conditions are satisfied:
- For persons with
disabilities following the general education program: Completion of the high
school program; satisfaction of the eligibility requirements for the exam as
prescribed in Clause 2, Article 19 of this Regulation; and possession of a
certificate of disability issued by a competent authority;
- For persons with
disabilities unable to follow the general education program: certification by
the Principal of the high school where they are enrolled of the results of
implementation of the Individual Education Plan for each year at the high
school level; and possession of a certificate of disability issued by a
competent authority;
- For persons engaged
in resistance activities and their biological children exposed to toxic
chemicals: Completion of the high school program; satisfaction of the
eligibility requirements for the exam as prescribed in Clause 2, Article 19 of
this Regulation; and possession of a certificate of exposure to toxic chemicals
and working capacity reduction of 61% or more issued by a competent authority.
2. Exemption from
taking the Foreign Language exam for the purpose of recognition of high school
graduation:
a) Members of national
teams participating in international Olympiads in Foreign Languages under
decisions of the Minister of Education and Training shall be granted exemption
from taking the Foreign Language exam for the purpose of recognition of high
school graduation;
b) Persons holding one
of the foreign language certificates specified in the Appendix to this
Regulation or certificates recognized by the MOET as equivalent to the 6-level
Foreign Language Proficiency Framework for Vietnameses (achieving Level 3 or
higher and remaining valid up to the check-in date) shall be granted exemption
from taking the Foreign Language exam for the purpose of recognition of high
school graduation;
c) Persons eligible for
exemption from taking the Foreign Language exam but who still wish to take the
exam must use the result of the Foreign Language exam for the calculation of
high school graduation recognition scores.

Foreign nationals
holding Vietnamese language certificates in accordance with the Vietnamese
Language Proficiency Framework for Foreigners (achieving Level 3 or higher)
shall be granted exemption from taking the Literature exam for the purpose of
recognition of high school graduation. Persons eligible for exemption from
taking the Literature exam but who still wish to take the exam must use the
result of the Literature exam for the calculation of high school graduation
recognition scores.
Article 40. Exceptional
graduation approval
1. Learners falling
under the categories specified at Points a and b, Clause 1, Article 19 of this
Regulation shall be considered for exceptional graduation approval in cases
where they suffer an accident, illness or an unexpected special circumstance
within no more than 10 days prior to the exam date or during the first exam
session, rendering them unable to take the exam.
a) Requirements: Being
eligible to take the exam; having training results and learning outcomes for
the entire Grade 12 year both rated from fairly good or above;
b) Dossier includes: Hospital
admission and discharge documents (or certification of ongoing treatment)
issued by a hospital at district level or higher (in cases of accident or
illness), or certification by the commune-level People’s Committee of the place
of residence (in cases of unexpected special circumstances); minutes requesting
exceptional graduation approval issued by the high school where the candidate
registers for the exam, together with supporting documents evidencing training
results and learning outcomes in Grade 12.
2. Learners falling
under the categories specified at Points a and b, Clause 1, Article 19 of this
Regulation shall be considered for exceptional graduation approval in cases
where they suffer an accident, illness or an unexpected special circumstance
after having taken at least one exam in a subject and are unable to continue
taking the remaining exams or voluntarily take the remaining exams after such
incident.
a) Requirements: Being
eligible to take the exam; having scores of the exams already taken used for
high school graduation recognition all reaching 5,0 (five) points or higher;
having training results for the entire Grade 12 year rated from fairly good or
above and learning outcomes rated from pass or above;
b) Dossier includes: Application
for exceptional graduation approval submitted by the candidate; hospital
admission and discharge documents issued by a hospital at district level or
higher (in cases of accident or illness), or certification by the commune-level
People’s Committee of the place of residence (in cases of unexpected special
circumstances); and supporting documents evidencing training results and
learning outcomes in Grade 12.
3. Athletes eligible
for exceptional graduation approval in accordance with Article 5 of Decree No.
36/2019/ND-CP dated April 29, 2019 of the Government.

b) Dossier includes: Application
for exceptional graduation approval submitted by the candidate; evidence of
outstanding achievements in national or international sports competitions; and
evidence that the time of the high school graduation exam coincides with the
period of overseas training or participation in international sports
competitions.
4. Procedures:
a) No later than 07
days after the last exam session of the exam, the candidate must submit the
dossier for exceptional graduation approval to the head of the unit where the
candidate registers for the exam. The head of such unit shall be responsible
for receiving and forwarding the dossier to the DET;
b) Within 30 days from
the end of the last exam session, the Council for recognition of high school
graduation shall review and decide exceptional graduation approval for
candidates based on the dossiers and the provisions in Clauses 1 and 2 of this
Article.
Article 41.
Preservation of exam scores
1. Candidates who have
taken all required exams but have not been recognized as having graduated from
high school, and who are not subject to disciplinary measures resulting in the
cancellation of exam results, shall be entitled to preservation of exam scores
for the purpose of recognition of high school graduation in the immediately
following exam year. Exam subjects eligible for preservation must have achieved
a score of 5,0 points or higher.
2. Candidates with
preserved scores in accordance with Clause 1 of this Article, in order to be
considered for recognition of high school graduation in the immediately
following exam year, must register for the exam in accordance with point a,
clause 2, Article 20 of this Regulation (including the exam subjects with
preserved scores), and shall only take those exam subjects for which no
preserved scores are available. In cases where a candidate retakes an exam in
the subject for which a score has been preserved, the new exam result must be
used for the purpose of recognition of high school graduation.
Article 42. Priority
points
1. Recognition of high
school graduation shall be based on three categories, namely Category 1,
Category 2, and Category 3. Candidates in Category 1 are ordinary candidates
who are not entitled to priority points; candidates in Categories 2 and 3 shall
be granted priority points.

a) War invalids, sick
soldiers and persons entitled to policies equivalent to war invalids with a
working capacity reduction of less than 81% (applicable to continuing
education);
b) Children of war
invalids, sick soldiers and persons entitled to policies equivalent to war
invalids with a working capacity reduction of less than 81%; Heroes of the
People’s Armed Forces, Heroes of Labor; children of Vietnamese Heroic Mothers;
children of Heroes of the People’s Armed Forces and Heroes of Labor;
c) Persons belonging to
ethnic minorities;
d) Kinh persons and
foreigners residing in Vietnam who have had permanent residence during their
high school education for 03 years or more in extremely disadvantaged communes,
border communes or liberated communes under the investment scope of Program 135
pursuant to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister
(calculated up to the time such communes completed Program 135); extremely
disadvantaged communes in coastal and island areas; communes in Regions I, II,
III and communes with extremely disadvantaged villages in ethnic minority and
mountainous areas as prescribed by applicable regulations of the Prime Minister
or the Minister-Chairperson of the Committee for Ethnic Minority Affairs; and
who have studied at high schools not located in urban districts of
central-affiliated cities for at least two-thirds of the duration of high
school education;
dd) Persons exposed to
toxic chemicals; children of persons exposed to toxic chemicals; children of
persons engaged in resistance activities who were exposed to toxic chemicals;
persons recognized by competent authorities as having deformities, disabilities
or reduced self-care or working capacity due to the consequences of toxic
chemicals;
e) Candidates aged 35
or above as of the exam date (applicable to continuing education).
3. Category 3: An
addition of 0,5 points shall be granted to candidates falling under one of the
following categories:
a) Persons belonging to
ethnic minorities who have had permanent residence during their high school
education for 03 years or more in extremely disadvantaged communes, border
communes or liberated communes under the investment scope of Program 135
pursuant to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister
(calculated up to the time such communes completed Program 135); extremely
disadvantaged communes in coastal and island areas; communes in Regions I, II,
III and communes with extremely disadvantaged villages in ethnic minority and
mountainous areas as prescribed by applicable regulations of the Prime Minister
or the Minister-Chairperson of the Committee for Ethnic Minority Affairs; and
who have studied at ethnic minority boarding schools or at general education
institutions not located in urban districts of central-affiliated cities;
b) War invalids, sick
soldiers and persons entitled to policies equivalent to war invalids with a

4. Candidates meeting
multiple criteria for priority points shall only be entitled to the highest
applicable priority level.
5. Other priority
categories as provided in applicable legal documents shall be considered and
decided by the Minister of Education and Training.
Article 43. Incentive
points
Learners who
participate in the following competitions and activities during their high
school education shall be granted incentive points for the purpose of
recognition of high school graduation:
1. Any learner winning an
individual prize in a competition for excellent students, such as: First,
Second or Third Prize in a national-level competition, or First Prize in a
competition at the provincial level, shall be awarded 2,0 points; Consolation
Prize in a national-level competition or Second Prize in a competition at the
provincial level shall be awarded 1,5 points; Third Prize in a competition at
the provincial level shall be awarded 1,0 point.
2. For a learner
winning an individual or team prize in a competition in practical experiments
in Physics, Chemistry and Biology; arts performances; physical education and
sports; national defense education sports festivals; science and engineering
competitions; and international letter-writing competitions organized by the
education sector in coordination with relevant specialized sectors at the
provincial level or higher:
a) In case where the
learner wins an individual prize such as: First, Second or Third Prize in a
national-level competition, or First Prize in a competition at the provincial
level, or a Gold Medal, shall be awarded 2,0 points; Consolation Prize in a
national-level competition, or Fourth Prize in a national-level science and engineering
competition, or Second Prize in a provincial-level competition, or a Silver
Medal, shall be awarded 1,5 points; Third Prize in a provincial-level
competition, or a Bronze Medal, shall be awarded 1,0 point;
b) In case where the
learner wins a team prize such as: Incentive points shall only be awarded to
the learner if he/she wins a prize in a national-level competition; the number
of players, athletes or performers shall comply with the specific regulations
of the organizing body of each competition; the level of incentive points
awarded to each member shall be the same as that applicable to an individual
prize specified in this Clause.
3. Learners winning
multiple prizes in different competitions or contests shall only be entitled to
one level of incentive points corresponding to the highest prize achieved.

5. The average learning
outcomes shall be calculated only for the academic years during which the
candidate studied under the Vietnamese general education program or Continuing
education program.
Article 45. Recognition
of high school graduation
1. Candidates who
satisfy the eligibility requirements for the exam, are not subject to
disciplinary measures resulting in the cancellation of exam results, obtain
more than 1,0 point (on a 10-point scale) in each exam subject, and achieve a
high school graduation recognition score of 5,0 (five) points or higher shall
be recognized as having graduated from high school.
2. Candidates who
satisfy the eligibility requirements for the exam and are granted exemption
from taking all exams for the purpose of recognition of high school graduation
in accordance with Clause 1, Article 39 of this Regulation shall be recognized
as having graduated from high school.
Article 46. Council for
recognition of high school graduation
1. The Director of the
DET shall decide the establishment of the Council for recognition of high
school graduation, comprising:
a) The Chairperson,
being a leader of the DET;
b) The Deputy
Chairpersons, being heads of divisions under the DET;
c) Members and the
Secretary, being leaders and officials of divisions under the DET and leaders
of high schools.

Article 47. Approval of
recognition of high school graduation
1. Dossier for approval
of recognition of high school graduation includes:
a) The information
sheet for recognition of high school graduation;
b) The list of
candidates proposed for recognition of high school graduation;
c) The list and
dossiers of candidates granted exceptional graduation approval, exemption from
taking exams, or recognized as having graduated due to regrading results or
resolution of complaints regarding exam dossiers;
d) A CD containing exam
data;
dd) Relevant minutes;
e) Other dossiers as
guided annually by the MOET.
2. Procedures for
approval of recognition of high school graduation:

b) After reporting to
the MOET, the Director of the DET shall announce the results of recognition of
high school graduation and notify high schools to publicly post the list of
candidates recognized as having graduated and to issue Temporary Certificates
of High School Graduation to candidates;
c) The Temporary
Certificates of High School Graduation shall be signed by the principals of the
high schools where the candidates register for the exam and shall remain valid
until the official High school diploma is issued;
d) DETs shall submit
the lists of candidates recognized as having graduated to the MOET immediately
after the conclusion of the exam for management and monitoring purposes.
Article 48. Issuance
and management of High school diplomas
1. Candidates falling
under the categories specified at Points a and b, Clause 1, Article 19 of this
Regulation who satisfy the conditions for graduation shall be issued a High school
diploma.
2. The Director of the
DET shall be responsible for the management and direction of the issuance of
High school diplomas, issuance of copies of such diplomas, and issuance of
certificates related to incentive points, priority categories, and preservation
of exam scores in the exam, in accordance with the regulations of the MOET.
Article 49. Issuance of
Certificates of completion of the general education program
1. Learners falling
under the categories specified at Points a and b, Clause 1, Article 19 of this
Regulation who satisfy the eligibility requirements for the exam as prescribed
by the Minister of Education and Training but do not take the exam or do not
meet the requirements for recognition of high school graduation shall be issued
a Certificate of completion of the general education program.
2. The form of the
Certificate of completion of the general education program shall comply with
Circular No. 18/2020/TT-BGDDT dated June 29, 2020 of the Minister of Education
and Training promulgating regulations on the form of the Certificate of
completion of the general education program.

4. The master register
recording the issuance of a Certificate of completion of the general education
program must fully and accurately include all contents of the Certificate;
pages must be numbered and a seal shall be affixed across adjoining edges of pages;
no erasures shall be permitted; and strict management and permanent archival
shall be ensured.
Chapter VIII
REPORTING REGIME AND
ARCHIVING
Article 50. Reporting
regime
1. Each DET shall
assign a number of officials and public employees to collect data, documents
and information before, during and after the high school graduation exam; to
prepare documents; and to submit reports in accordance with regulations.
2. The reporting regime
during the exam shall be implemented in accordance with the annual guidelines
on the organization of the high school graduation exam issued by the MOET.
Article 51. Archiving
of exam dossiers
From the last exam date
of the exam, education management authorities shall archive dossiers as
follows:
1. The MOET shall

a) Permanently archive
documents including: Exam score sheets; information sheets for recognition of
high school graduation; lists of candidates recognized as having graduated from
high school; registers recording the issuance of High School Graduation
Diplomas;
b) Archive for at least
09 months: data storage devices (hard drives, memory cards) of the camera
surveillance system used during the exam; hard drives of servers used for
grading multiple-choice answer sheets;
c) Archive for 12
months documents and equipment, including: decisions on the establishment of
Provincial Steering Committees, Exam Boards, and their subordinate bodies;
final reports on the exams together with statistical data; minutes of Exam
Boards; other minutes related to the exams; summary minutes, lists of
candidates with score adjustments due to regrading, and other related minutes;
disciplinary dossiers (if any); and other dossiers in accordance with annual
guidelines on the organization of high school graduation exams issued by the
MOET;
d) Archive for 24
months documents, including: candidates’ exam scripts and related grading
dossiers; dossiers of candidates granted exceptional graduation approval,
exemption from taking exams, and dossiers relating to complaints or settlement
of complaints regarding exam dossiers.
3. High schools shall
archive candidates’ exam applications for 12 months. High school transcripts
and original certificates included in candidates’ exam applications shall be
returned to candidates after the announcement of results of recognition of high
school graduation.
Chapter IX
INSPECTION, COMMENDATION, HANDLING OF ABNORMAL
INCIDENTS AND HANDLING OF VIOLATIONS
Article 52. Inspection
1. Inspection of all
stages of the high school graduation exam shall be carried out in accordance
with the guidelines on inspection issued by the MOET.

3. Chief Inspectors of
DETs shall decide the establishment of inspectorates to oversee exam
preparation, invigilation, grading, regrading, and recognition of high school
graduation within the Departments; where necessary, the Directors of the DETs
shall decide the conduct of inspections.
4. Chairpersons of the
Provincial People’s Committees shall direct the implementation of inspections
of the high school graduation exam in their provinces in accordance with the
guidelines of the MOET and relevant laws.
Article 53.
Commendation
1. Subjects eligible
for commendation: Officials, public employees, lecturers, teachers, pupils,
students, trainees and support staff who achieve outstanding performance in
organizing the exam.
2. Forms of
commendation:
a) Public recognition
before Boards of paper-setters and Exam Boards, and notification to their
working or educational institutions;
b) Certificates of
merit awarded by Directors of DETs;
c) Certificates of
merit awarded by the Minister of Education and Training, Chairpersons of the
Provincial People’s Committees, or the Chief of the General Staff of the
Vietnam People’s Army.
3. Dossiers and
procedures: The National Steering Committee, Provincial Steering Committees,
Boards of paper-setters and Exam Boards shall be responsible for considering
and deciding commendation within their competence and for preparing applications
for commendation for submission to competent authorities for conferring
commendation on officials, public employees, lecturers, teachers, pupils,
students, trainees participating in the organization of the exam and support staff
who have achieved outstanding performance.

Article 54. Handling of
abnormal cases related to question papers
1. In cases where
errors in question papers are detected during the printing and duplication
process, such errors must be immediately reported to the Chairperson of the
Board of paper-setters; if detected during invigilation, the leadership of the
Exam Board must promptly report to the National Steering Committee for
appropriate handling measures.
2. All abnormal cases
related to question papers must be reported to the Steering Committees at
relevant levels for consideration and decision.
3. The National
Steering Committee shall bear full responsibility for handling situations
involving leakage of question papers. Upon an official conclusion that a
question paper has been leaked, the National Steering Committee shall decide to
suspend the affected exam subject and organize a re-examination using a backup
question paper at an appropriate time after the last exam session of the exam.
Article 55. Receipt and
handling of information and evidence of violations of the Exam Regulation
1. Authorities
responsible for receiving information and evidence of violations of the Exam
Regulation:
a) The National
Steering Committee, Provincial Steering Committees;
b) The leadership of
Exam Boards, Heads of Exam venues;
c) Provincial
Inspectorates and Education Inspectorates at all levels.

3. Provision of
information and evidence of violations of the Exam Regulation:
a) Candidates, members
of Exam Boards and all citizens are encouraged to detect and report violations
of the Exam Regulation;
b) Persons detecting
violations of the Exam Regulation shall promptly report them to the authorities
specified in Clause 1 of this Article for appropriate handling measures;
c) Persons possessing
evidence of violations of the Exam Regulation shall immediately report such
evidence to the authorities specified in Clause 1 of this Article for timely
handling in accordance with the law. The receipt and handling of denunciations
of violations of the Exam Regulation shall comply with the laws on
denunciation;
d) Persons providing
information and evidence of violations of the Exam Regulation shall be legally
responsible for the reliability and accuracy of the information and evidence
provided and shall not misuse this for purposes that negatively affect the
exam.
4. Organizations and
individuals assigned to receive information and evidence of misconduct or
violations of the Exam Regulation shall:
a) Organize the receipt
of information and evidence in accordance with regulations; preserve the
integrity of evidence; verify the information and evidence after receipt; and
propose handling measures to competent authorities;
b) Promptly implement
measures to prevent misconduct and violations of the Exam Regulation in
accordance with regulations;
c) Handle cases within
their competence or report to competent persons or authorities for handling and
publicly announce the results of handling organizations and individuals
committing misconduct or violations of the Exam Regulation;

Article 56. Handling of
individuals participating in the organization of the exam and related
individuals violating the Exam Regulation
1. Officials and public
employees participating in the organization of the exam who commit violations
of the Exam Regulation (detected during or after the exam) shall be suspended
from exam-related duties and proposed to their managing authorities for
disciplinary action in accordance with the laws on officials and public
employees, in one of the following forms:
a) Reprimand for
first-time violations of acts below the levels specified at points b, c, and d
of this Clause committed during the performance of duties;
b) Warning for
committing one of the following violations: Allowing candidates to cheat or
bring unauthorized documents or items into the exam room as prescribed at point
b, clause 4, Article 21 of this Regulation; grading exam scripts not in
accordance with the grading guidelines or making multiple errors in totaling
scores; setting question papers outside the prescribed scope as specified in
Clause 2, Article 4 of this Regulation; transmitting exam data in an incorrect
format, beyond the prescribed time limit, or not in compliance with the
regulations of the MOET;
c) Depending on the
severity of the violation, salary reduction, demotion, dismissal from position
or reassignment may be applied to individuals committing one of the following
violations: Setting question papers with incorrect scientific content for the
exam subject; directly solving exam questions or providing guidance to
candidates during the exam; taking an exam script from one candidate and giving
it to another; committing fraud in grading, awarding scores not in accordance
with regulations, exceeding prescribed limits, or deliberately lowering
candidates’ scores;
d) Dismissal from
employment or criminal prosecution applied to individuals committing one of the
following violations: Taking question papers out of the exam area or bringing
solutions from outside into the exam room during the exam; leaking question
papers or engaging in the buying or selling of question papers; disclosing
header numbers of exam scripts; altering, adding to, or removing content from
candidates’ scripts; intentionally altering scores on exam scripts, grading
records or school transcripts; substituting exam scripts, header numbers or exam
scores of candidates; committing fraud in the alteration of high school
transcripts or candidates’ dossiers;
dd) Individuals who
lose candidates’ exam scripts during collection, transportation, storage or
grading, or commit other violations in the organization of the exam, shall,
depending on the nature and severity of the violation, be subject to one of the
disciplinary measures specified in this Article.
2. Officials and public
employees not participating in the organization of the exam but committing acts
such as impersonating candidates, organizing the removal of question papers
and delivery of solutions to candidates, providing false information adversely
affecting the exam, or causing disorder in the exam area shall be subject to
administrative penalties and proposed for dismissal from employment.
3. Individuals
participating in the organization of the exam and related individuals who are
not officials or public employees and who commit violations of the Exam
Regulation (detected during or after the exam), depending on the severity,
shall be subject to administrative penalties by competent authorities and
handled in accordance with labor laws; or be subject to temporary suspension of
study or expulsion (in the case of pupils, students, or trainees) if committing
one of the violations specified at points b, c, d, and D, clause 1 of this
Article.

Article 57. Handling of
candidates violating the Exam Regulation
All violations of the
Exam Regulation shall be recorded in minutes, subject to disciplinary action
and notified to the violating candidates.
1. Reprimand:
a) Applied to a
candidate committing a violating for the first time, including looking at
another candidate's answers or exchange answers with another candidate;
b) This form of
discipline shall be decided by the invigilators and recorded in written
minutes.
2. Warning:
a) Applied to a
candidate committing one of the following violations: having already received a
reprimand but continuing to commit a violation at the reprimand level during
the same exam session; exchanging exam scripts or scrap papers with another
candidate; copying answers from another candidate or allowing another candidate
to copy their answers;
b) This warning shall
be decided by the invigilators and recorded in written minutes, together with
confiscated exhibits (if any).
3. Suspension from the
exam:

b) The invigilator
shall prepare a written minutes, confiscate exhibits (if any), and report to
the Head of the Exam venue for a decision on suspension. If the Head of the Exam
venue does not agree, the matter shall be reported to the Head of the Panel of
invigilators for decision. A suspended candidate must submit the exam script,
question paper and scrap paper to the invigilator, leave the exam room
immediately after the decision, and may only leave the exam area after the end
of the exam session;
c) A candidate
suspended from the exam in a given year shall have all results for that exam
year cancelled.
4. Deduction of exam
scores:
a) A candidate
receiving a reprimand in a given exam subject shall have 25% of the total exam
score for that subject deducted;
b) A candidate
receiving a warning in a given exam subject shall have 50% of the total exam
score for that subject deducted;
c) Exam scripts bearing
unauthorized markings detected during grading shall have 50% of their total
score deducted;
d) A score of 0 (zero)
shall be given in the following cases: exam scripts copied from materials brought
into the exam room without permission; submission of two or more scripts for
one exam; scripts containing handwriting of two or more persons; portions of
the script written on scrap paper or non-compliant paper;
dd) A candidate
suspended from an exam subject shall receive a score of 0 (zero) for the exam
script of that exam subject and shall not be permitted to continue taking exams
in subsequent subjects;
e) The deduction of
scores specified at points c and d of this clause shall be decided by the leadership
of the Panel of examiners based on a written report from the chief examiner
responsible for the grading of essay-like exam papers.

6. Cancellation of exam
results and submission of applications for competent authorities' consideration
and handling in accordance with laws for candidates committing one of the
following violations:
a) Falsifying dossiers
to benefit from priority points or incentive points;
b) Using illegal
diplomas or certificates;
c) Sitting the exam on
behalf of another candidate, or arranging for another person to take the exam
or complete the exam on one’s behalf in any form;
d) Causing disorder or
sabotage of the exam; assaulting persons involved in organizing the exam or
other candidates;
dd) Using invalid
certificates of exam results.
7. Violations showing
signs of criminal offenses shall be documented and referred by education
management authorities to competent authorities for criminal prosecution in
accordance with the law. Other violations shall, depending on their nature and
severity, be subject to disciplinary measures as prescribed in this Article.
Article 58.
Verification and resolution of complaints and denunciations related to the exam
after the dissolution of Exam Board
The verification and resolution
of complaints and denunciations related to the exam after the Exam Board dissolves
shall comply with the provisions of law on resolution of complaints and
denunciations.

ORGANIZATION OF IMPLEMENTATION
Article 59.
Responsibilities of the MOET
1. Direct the
organization of the exam; decide measures for handling special cases and other
abnormal situations.
2. Provide software
systems, guiding documents, and organize training to serve the organization of
the exam, ensuring nationwide uniformity.
3. Establish the
National Steering Committee to direct the organization of the exam.
4. Direct, guide and
organize inspections of the exam in accordance with the law.
5. Prescribe the
structure and format of question papers and publish sample question papers for
the exam.
6. Promulgate
regulations and requirements applicable to the Board of paper-setters.
7. Organize the setting
of question papers and provide guidance on the procedures for transporting
question papers from the Board of paper-setters to Printing-copying panels.

9. Compare exam results
with the grade 12 year-end average scores of Grade 12 candidates in the year of
the exam; analyze score adjustments among exam subjects for the purpose of
evaluating exam results of subjects.
Article 60.
Responsibilities of the Provincial People's Committees
1. Bear overall
responsibility for directing the organization of the exam within their
provinces.
2. Establish Provincial
Steering Committees; approve plans, schemes and budgets for the organization of
the exam as proposed by the DETs; direct and assign the DETs, relevant
provincial departments and agencies, and district-level People’s Committees to
organize the high school graduation exam, ensuring full and strict compliance
with the Exam Regulation and guiding documents issued by the MOET.
3. Direct and organize
inspections of the exam within their competence in their provinces in
accordance with the guidelines of the MOET and relevant laws.
Article 61.
Responsibilities of DETs
1. Mobilize and create
all necessary conditions for officials, public employees and teachers to
participate in training, development of exam questions, and setting of question
papers for the exam as requested by the MOET.
2. Direct and inspect
the completion of teaching plans and the assessment and classification of
students in high schools; organize the development of exam questions and
question papers to contribute to the open question bank of the MOET; where
province-wide surveys/tests/mock exams for Grade 12 students are organized, the
soft copy of question papers (Word file) must be submitted to the MOET within
07 days from the last exam date; direct high school to review and update
information of Grade 12 students in the sector database within the prescribed
deadlines.
3. Submit proposals to
the Provincial People's Committees for decision on the establishment of
provincial Steering Committees. Advise the provincial Steering Committees in
directing the organization of the exam in their provinces in accordance with
the Exam Regulation and guidance of the MOET. Submit reports to provincial
Steering Committees on the implementation of exam organization tasks and
arising issues during the exam process.

5. Take charge in the
establishment, direct and organize the implementation of tasks of Exam Boards
and their subordinate bodies; organize professional training for the exam;
direct educational institutions to prepare facilities for the exam.
6. Organize consideration
of high school graduation recognition for candidates; direct the issuance of
Temporary Certificates of High School Graduation, High School Diplomas, and
Certificates of Completion of the General Education Program; direct the
issuance of Certificates of Exam Results upon request of candidates; publicly
announce grade distributions of exam subjects and compare average exam scores
with corresponding subject average scores of Grade 12 in high schools within
their provinces.
7. Carry out
commendation and disciplinary measures for officials, public employees,
teachers and candidates within its authority; propose competent authorities to
implement commendation and disciplinary measures in accordance with the Exam
Regulation and relevant laws for participants in exam-related duties; archive
exam dossiers in accordance with regulations.
8. Cooperate with
Departments of Finance and relevant agencies in submitting proposals to the
Provincial People’s Committees for ensuring funding for organization of the exam.
Article 62.
Responsibilities of the School Department affiliated to the Ministry of
National Defense
1. The School
Department shall bear responsibilities equivalent to those of a DET before the
General Staff of the Ministry of National Defense and the MOET for the overall
direction and management of the high school graduation exam within the Vietnam
People’s Army.
2. The Director of the
School Department shall have duties and powers equivalent to those of a
Director of a DET in relation to the direction and management of the exam.
Article 63.
Responsibilities of high schools
1. Mobilize and create
all necessary conditions for public employees and teachers to participate in
the exam as requested by the MOET and DETs; complete teaching programs as
directed by DETs; organize revision for students; guide students in obtaining
Citizen ID Cards no later than the end of the first semester of Grade 12;
organize assessments of academic proficiency for self-study learners when
assigned by the DETs; update Grade 12 students’ data in the sector database
within prescribed deadlines.

3. Organize training on
the Exam Regulation for public employees, teachers and candidates; ensure
facilities and safety conditions for Exam Boards if selected as Exam Venues or
grading/regrading location
4. Receive appeals,
compile lists of candidates requesting regrading and submit them to DETs;
return Certificates of Exam Results to candidates who submitted registration
forms at the schools.
5. Issue Temporary
Certificates of High School Graduation and Certificates of completion of the
General education program.
6. Archive exam-related
dossiers as prescribed by law.
7. Compare average exam
scores of exam scripts of exam subjects with corresponding subject average
scores of Grade 12 students of the high schools as a basis for improving
teaching and learning quality.
Article 64.
Responsibilities of higher education institutions
1. Mobilize and create
all necessary conditions for public employees, lecturers and teachers to
participate in the exam as requested by the MOET.
2. Organize the
implementation of exam-related duties, inspection-related duties as required by
the Minister of Education and Training./.
