CIRCULAR
PERIOD OF RETENTION OF BANKING DOCUMENTS
Pursuant
to the Law on Archives dated June 21, 2024;
Pursuant to the Law on
State Bank of Vietnam dated June 16, 2010;
Pursuant to the Law on
Credit Institutions dated January 18, 2024;
Pursuant
to the Government’s Decree No. 26/2025/ND-CP dated February 24, 2025 on
functions, tasks, powers and organizational structure of the State Bank of
Vietnam;
At
the request of the Chief of Office of the State Bank of Vietnam;
The Governor of the
State Bank of Vietnam hereby promulgates a Circular prescribing period of
retention of banking documents.

2. Regulated entities
1. Units affiliated to
SBV, credit institutions, foreign bank branches, deposit insurance organizations,
intermediary payment service providers, organizations engaged in provision of
credit information services.
2. Relevant authorities,
organizations and individuals.

3. Document retention period
1. Document retention
period means the length of time that documents need to be retained
beginning from the year in which the tasks involved in such documents are
completed.
2. A schedule of
retention of banking documents is enclosed with this Circular. To be specific:

3. Regulations on period
of retention of banking documents according to this Circular shall be complied
with as follows:
a) The retention period
determined for each document must not be shorter than that specified in the
Appendix enclosed with this Circular;
b) If any document
produced during the operation of an authority, unit or organization is yet to be
mentioned in this Circular, the period of retention of such document may be
equivalent to the period of retention of groups of corresponding documents
specified in this Circular and relevant laws.
Article
4. Implementation clauses
1. This Circular takes
effect from July 01, 2025./.
2. From the effective
date of this Circular, the Circular No. 22/2021/TT-NHNN dated December 29, 2021
of Governor of the State Bank of Vietnam shall cease to have effect.

5. Implementation organization
Heads of units affiliated
to SBV, credit institutions, foreign bank branches, Deposit Insurance of
Vietnam, intermediary payment service providers, organizations engaged in
provision of credit information services and relevant organizations and
individuals shall be responsible for implementing this Circular.
