DECISION
APPROVING
THE NATIONAL TARGET PROGRAM ON PREVENTION AND CONTROL OF A NUMBER OF SOCIAL
DISEASES, DANGEROUS EPIDEMICS AND HIV/AIDS IN THE 2006-2010 PERIOD
THE PRIME MINISTER
Pursuant to the December 25,
2001 Law on Organization of the Government;
Pursuant to the June 30, 1989 Law on Protection of Peoples Health;
At the proposal of the Minister of Health,
DECIDES:
Article 1. To approve the
national target program on prevention and control of a number of social
diseases, dangerous epidemics and HIV/AIDS in the 2006-2010 period with the
following principal contents:
1. Program title:
Prevention and control of a number of social diseases, dangerous epidemics and
HIV/AIDS.
2. Managing agency: The
Ministry of Health.

4. Scope of program
implementation: Provinces and cities nationwide.
5. General objectives: To
proactively prevent and combat a number of social diseases and dangerous
epidemics. To early detect epidemics, promptly zone off and stamp out epidemics
to avoid major outbreaks. To reduce the morbidity and mortality rates of a
number of social diseases and dangerous epidemics. To raise public awareness
about protection and care of peoples health to meet requirements of
industrialization, modernization and national construction and defense.
6. Up-to-2010 objectives
of projects under the national target program on prevention and control of a
number of social diseases, dangerous epidemics and HIV/AIDS:
a/ Tuberculosis prevention and
control project:
To reduce the new infection rate
of tuberculosis AFB(+) to 70/100,000 persons;
To reduce the mortality and
infection rates of tuberculosis, to prevent drug-resistant tuberculosis.
b/ Leprosy prevention and
control project:
- To eradicate leprosy under
four Vietnamese criteria;
- 100% disabled leprosy patients
will receive treatment and functional rehabilitation.

- To prevent major malaria
outbreaks;
- To reduce the malaria
morbidity rate to under 1.5/1,000 persons; to reduce the mortality rate to
under 0.03/100,000 persons.
d/ Cancer prevention and control
project:
- To gradually reduce the cancer
morbidity and mortality rates;
- To improve the living quality
of cancer patients.
dd/
HIV/AIDS prevention and control project:
- To limit the HIV/AIDS
infection rate to under 0.3% of the population by 2010;
- To reduce adverse impacts of
HIV/AIDS on socio-economic development.
e/ Child malnutrition prevention
and control project:

- To continue propagation,
mobilization, monitoring and supervision of iodine salt consumption.
g/ Community mental health
protection project:
- 100% of provinces/cities will
implement the project; 70% of wards/communes will integrate community mental
healthcare into activities of grassroots health clinics;
- To detect and manage
community-based treatment for 50% of mental disease patients (schizophrenia,
depression, epilepsy);
- To treat 70% of diagnosed
mental disease patients back to stable conditions; to assist these patients in
integrating into their families and communities.
h/ Reproductive health care
project:
- To improve the health of
mothers and children;
- To reduce the maternal mortality
rate to 70/100,000 live births; to reduce the mortality rate of under-1
children to less than 25 of live newborns.

- Over 90% of under-1 children
in urban and rural districts will fully receive seven vaccines (tuberculosis,
diphtheria, whooping cough, tetanus, poliomyelitis, hepatitis B and measles);
to eradicate measles by 2010;
- To step by step immunize
under-5 children with Japanese encephalitis B vaccine, to immunize children in
high-risk areas with typhoid and cholera vaccines;
- To reduce the diphtheria
morbidity rate to 0.01/100,000 persons, and whooping cough morbidity rate to
0.1/100,000 persons, through booster vaccination of DPT (diphtheria, pertussis, tetanus);
- To study a number of new
vaccines for children.
k/ Civil and army medical
service combination project: To protect and care the health of the people and
the army and contribute to consolidating national defense and security in
mountainous, deep-lying, remote, border and island areas.
7. Organization of
implementation:
The Ministry of Health shall:
- Establish the Committee for
the national target program on prevention and control of a number of social
diseases, dangerous epidemics and HIV/AIDS in the 2006-2010 period-with the
Ministry leader as its head and directors of departments and institutes and
heads of concerned units as its members;
- Set up directorates of the
projects under this program. To direct heads of project directorates to
elaborate these projects and submit them for approval according to regulations;

8. Funds for implementation
- The state budget, including
funds for capital construction investment and non-business activities;
- ODA capital and other sources
of international aid;
- Other lawful capital sources.
Article 2. Program
management and implementation mechanism
The mechanism for managing and
implementing the national target program on prevention and control of a number
of social diseases, dangerous epidemics and HIV/AIDS in the 2006-2010 period
complies with regulations on management and implementation of national target
programs and relevant current regulations.
The Ministry of Planning and
Investment and the Ministry of Finance shall coordinate with the Ministry of
Health in allocating funds in annual state budget estimates under the Law on
State Budget and, at the same time, adopting mechanisms and policies to
mobilize resources for the program implementation.
Pursuant to current regulations
and within the ambit of their functions, the Ministries of Health; Planning and
Investment; and Finance shall provide specific guidance for ministries,
branches and localities to implement this program.
Article 3. This Decision
takes effect 15 days after its publication in CONG BAO.
