ON UNILATERAL RECOGNITION OF CONFORMITY ASSESSMENT RESULTS
REGARDING CIVIL CRYPTOGRAPHY PRODUCTS OF FOREIGN CONFORMITY ASSESSING BODIES
THE MINISTER OF NATIONAL
DEFENSE
Pursuant to the Law on
Cybersecurity No. 116/2025/QH15;
Pursuant to the Law on
Standards and technical Regulations No. 68/2006/QH11 amended by the Law No.
35/2018/QH14 and the Law No. 70/2025/QH15;
Pursuant to Decree No.
22/2026/ND-CP dated January 16, 2026 of the Government elaborating the Law on
Standards and Technical Regulations;
Pursuant to Decree No.
01/2022/ND-CP dated November 30, 2022 of the Government on functions, tasks,
powers, and organizational structures of the Ministry of National Defense
amended by Decree No. 03/2025/ND-CP dated February 28, 2025 of the Government;
Pursuant to Decree
No.09/2014/ND-CP dated January 27, 2014 of the Government on functions, tasks,
powers, and organizational structures of the Government Cipher Board;

dated August 10, 2026.
HEREBY DECIDES:
Article 1. To unilaterally recognize conformity assessment results
regarding civil cryptography products of foreign conformity assessing bodies
under Appendix attached hereto.
Article 2. Scope, regulated entities, and applicable fields
a) Scope and regulated
entities: enterprises providing civil cryptography products and services;
exporting, importing civil cryptography products; engaged in conformity
assessment regarding civil cryptography products, and other relevant
organizations, individuals.
b) Applicable fields:
Civil cryptography.
Article 3. Technical standards and technical regulations applicable in
unilateral recognition of conformity assessment results regarding civil
cryptography products of foreign conformity assessing bodies
1. QCVN 15:2023/BQP
National Technical regulation on security of cryptographic used in civil
cryptography products belong to data storage security product group attached to
Circular No. 96/2023/TT-BQP dated November 29, 2023 of the Minister of National
Defense.
2. Amendment No. 1:2026
QCVN 15:2023/BQP National Technical regulation on security of cryptographic
used in civil cryptography products belong to data storage security product
group attached to Circular No. 07/2026/TT-BQP dated January 20, 2026 of the
Minister of National Defense.

specification used in civil cryptography products under IP security products
group with IPsec and TLS attached to Circular No. 07/2026/TT-BQP dated January
20, 2026 of the Minister of National Defense.

National technical regulation on data encryption used in banking attached to
Circular No. 07/2026/TT-BQP dated January 20, 2026 of the Minister of National
Defense.
6. QCVN 5:2016/BQP
National technical regulation on digital signature used in banking attached to
Circular No. 161/2016/TT-BQP dated October 21, 2016 of the Minister of National
Defense.
7. QCVN 6:2016/BQP
National technical regulation on key management used in banking attached to
Circular No. 161/2016/TT-BQP dated October 21, 2016 of the Minister of National
Defense.
8. List of cryptography
standards mandatory for hardware safety modules in electronic identification
and authentication attached to Circular No. 07/2026/TT-BQP dated October 21,
2016 of the Minister of National Defense.
Article 4. Effective period of recognition
1. Effective period of
recognition shall conform to duration of certificate of conformity assessment
results issued by foreign conformity assessing bodies to products.
2. Recognition shall be
expired from the date on which foreign conformity assessing bodies have their
certificate of eligibility revoked; be temporarily suspended if foreign
conformity assessing bodies are temporarily suspended from operating; be
temporarily suspended or cancelled if further recognition risks affecting
national defense, security, or national - people interest according to
conclusions, request of competent authorities.

2. Monitor and supervise
unilateral recognition of conformity assessment results regarding civil
cryptography products; review and recommend addition, temporary suspension, or
cancellation of unilateral recognition of conformity assessment results regarding
civil cryptography products to the Minister of National Defense; promptly
communicate with the Ministry of Public Security upon discovering issues
related to cybersecurity and national security.
Article 6. This Decision comes into force from the date of signing.
Article 7. Director of the Government Cipher Board, figureheads of
relevant agencies, entities, organizations, and individuals are responsible for
the implementation of this Decision./.
