ON
APPROVAL OF THE SCHEME FOR DOCUMENTATION AND DIGITAL TRANSFORMATION OF THE
NATIONAL STATISTICAL SYSTEM
THE MINISTRY OF PLANNING AND INVESTMENT
Pursuant to the Law on Government Organization
dated June 19, 2015; the Law on amendment to some articles of the Law on
Government Organization and the Law on Local Government Organization dated
November 22, 2019;
Pursuant to the Law on Statistics dated November
23, 2015; the Law on amendments to certain articles and Appendix on the list of
national statistical indicators of the Law on Statistics dated November 12,
2021;
Pursuant to the Law on Information Technology
dated June 29, 2006;
Pursuant to the Law on Cybersecurity dated
November 19, 2015;

Pursuant to Decree No. 94/2016/ND-CP dated July
01, 2016 of the Government detailing and guiding the implementation of a number
of articles of the Statistics Law;
Pursuant to Decree No. 47/2020/ND-CP dated April
09, 2020 of the Government on management, connection and share of digital data
of regulatory agencies;
Pursuant to Decision No. 749/QD-TTg dated June 03,
2020 of the Prime Minister introducing program for national digital
transformation by 2025 with orientations towards 2030;
Pursuant to Decision No. 942/QD-TTg dated June
15, 2021 of the Prime Minister approving strategy for development of
e-Government towards digital government for 2021 - 2025 with orientations
towards 2030;
Pursuant to Decision No. 411/QD-TTg dated March
31, 2022 of the Prime Minister on approval for the national strategy for
development of digital economy and digital society by 2025, orientation towards
2030;
Pursuant to Decision No. 2014/QD-TTg dated
December 01, 2021 of the Prime Minister approving Vietnam Statistical
Development Strategy in 2021 - 2030 period, with a vision to 2045;
At the request of the Director General of the
General Statistics Office of Vietnam.
HEREBY DECIDES:
Article 1. The Scheme for documentation and digital transformation of
the National statistical system (hereinafter referred to as “Scheme”) is
approved with the following contents:

1. The documentation and digital transformation of
national system of statistical organizations shall comply with guidelines of
the Communist Party of Vietnam, policies, and laws of the State. The
objectives, tasks and solutions for implementation of the Scheme shall be
feasible to ensure the successful documentation and digital transformation.
2. The digital transformation is an urgent and
essential requirement to fundamentally and comprehensively transform
statistical activities to create national competitive capabilities.
3. Effective application of the achievements of the
Fourth Industrial Revolution to innovate methods and means of collecting
information, revamp statistical compilation and publication tasks, provide a
diverse range of statistical products and data in conformity with the needs
domestic and foreign users.
4. Documentation and digital transformation is a
driving force for modernizing statistical activities; a central, continuous,
and long-term task that must be actively and continuously carried out with firm
and focused steps to avoid duplication and overlap; embrace the developments in
technology, digital data, innovation and creativity. The outcome of the
documentation of statistical activities is an important mean to improve the
quality of statistics to facilitate the standardization, automation of
professional procedures and restructuring of statistical activities.
5. The use of administrative data, big data and
open data is a breakthrough solution for production of statistical data as the
core of digital transformation to maximize the country's existing resources in
state statistical activities.
6. The digital foundation in the national system of
statistical organizations shall use advanced technologies with long-term
usability; comply with the requirements for developing and launching a shared
platform for all applications to ensure information security.
II. OBJECTIVES AND SCOPE
1. General objectives
Modernize statistical activities by digital
transformation starting with digitizing documents, materials, administrative
data, and circulating them in a digital environment; automating the
professional procedures for statistical activities to restructuring
professional procedures by using advanced technologies. Documentation and
digital transformation aim to effectively use statistical data, intensify
transparency and accountability, eliminate data gaps to form a foundation for
the statistical data revolution. The Scheme contributes to advancing Vietnam's
statistics to an advanced level within the ASEAN region by 2030 and becoming a
modern statistical system globally by 2045.

a) Formulate regulations and guidelines on
successful documentation and digital transformation in statistical activities.
- By 2025
+ Promulgate professional procedures, regulations,
technical solutions, mechanisms for cooperation between ministries, central

records and reports of statistics sector will have been digitized.
+ 95% of statistical activities will have been
recorded and managed in an integrated and uniform system with security and
convenient connection.
c) Conduct collection and process of statistical
data on the digital environment
- By 2025
+ 100% reports in statistics sector will have been
conducted on the digital environment.
+ 85% of the statistical surveys and general
censuses will have been conducted by electronic survey forms.
- By 2030
+ 100% of statistical reports of ministries,
central authorities, and local authorities will have been conducted on the
digital environment.

+ 70% of statistical indicators of statistical
indicator system will have been compiled by administrative data.
+ Use big data, open data to compile statistical
indicators.
+ Complete smart applications for processing data
to serve as a shared tool for the national system of statistical organizations.
d) Use modern statistical analysis tools to support
the compilation of statistical reports
- By 2025: Statistical reports of some sectors are
compiled by smart tools, AI applications.
- By 2030: Socio-economical statistical reports and
forecasting analysis reports are compiled by smart tools, AI applications and
data mining technology.
dd) Apply technical solutions for dissemination,
share and use of statistical data on the digital environment
- By 2025: Tools and technical solutions are
applied to provide statistical services and products that satisfy up to 30% of
the societal needs and 85% of the user satisfaction rate. 80% of statistical
services and products shall be promptly updated and provided. The provision of
statistical microdata shall satisfy at least 30% of the needs of domestic and
foreign statistical data users.
- By 2030: Tools and technical solutions shall be
applied to ensure the following objectives:

+ Statistical services and products shall satisfy
60% of the societal needs and 95% of the user satisfaction rate. 90% of
statistical services and products shall be promptly updated and provided.
+ Provision of statistical microdata shall satisfy
at least 60% of the demands of domestic and foreign statistical information
users.
e) Modernize information technology infrastructure
of the statistics sector to serve digital transformation.
- By 2025
+ Information technology infrastructure capacity is
sufficient to support the production of statistical information from data of
statistical surveys and general censuses, and to compile statistical indicators
from administrative data.
+ Develop a uniform platform integrated with
applications.
- By 2030
+ Ensure the information technology infrastructure
capacity for all activities related to the production of statistical
information; archive, share, and use of statistical information; and
operational activities within the centralized system of statistical
organizations.
+ Complete the uniform platform integrated with
applications.

a) Scope
The Scheme shall be applied for the centralized
system of statistical organizations, statistical organizations of ministries,
central authorities and local authorities for activities related to the
production of statistical information; direction and management tasks within
the centralized system of statistical organizations.
b) Duration for implementation
Duration for implementation of the Scheme: From
2024 to 2030.
III. MAIN TASKS
1. a) Formulate regulations and guidelines on
documentation and digital transformation in statistical activities.
- Promulgate guidelines on documentation and
digital transformation in statistical activities including transfer of
professional procedures, operational organization, provision of statistical
services and products, and information technology services in statistical
sector.
- Formulate, complete regulations, policies,
technical solutions, mechanisms for cooperation between the Ministry of
Planning and Investment (General Statistics Office of Vietnam (hereinafter
referred to as “GSO”)) and ministries, central authorities and local
authorities in performing statistical tasks on the digital environment.
b) Formulate regulations on development, share and
use of statistical data after conducting documentation at state authorities.

a) Restructure the professional procedures for data
production in conformity with the digital transformation roadmap. Standardize
the following procedures for data production by application of information
technology: (i) Procedures for production of general statistical information;
(ii) Procedures for production of statistical information from statistical
surveys; (iii) Procedures for production of statistical information from
statistical reports; (iv) Procedures for production of statistical information
from administrative data; (v) Procedures for production of statistical
information from big data, open data; (vi) Procedures for provision of
statistical products and services.
b) Restructure operational procedures for
management and administration of the centralized statistical system in
conformity with the digital transformation roadmap. Standardize operational
procedures for management and administration of the following statistical tasks
by application of information technology: (i) Organization and personnel
task; (ii) Financial management task; (iii) Inspection task; (iv) Record and
archive task; (v) Conferences, Meetings; (vi) External affairs.
c) Determine and update the components and model of
the comprehensive architecture of the centralized statistical system including
business architecture; information architecture; technology architecture;
application architecture; information security architecture.
3. Develop shared digital information for
collecting, processing, consolidating and compiling statistical indicators and
statistical analysis report
a) Develop tools for collecting and processing data
of statistical surveys and general censuses on the digital environment, ensure
the uniformity of procedures for statistical tasks in conformity with the
metadata and information architecture framework standards.
b) Develop platform and tools for consolidating and
compiling statistical indicators from different data sources.
c) Research and apply technology to use data by
applying data science and statistics to use big data, open data for providing
information and compiling statistical indicators.
d) Develop the shared platform for compiling
reports on statistical analysis and forecasting socio-economy on the digital
environment integrated with the national statistics databases.
dd) Develop system for dissemination of information
and statistical data that is usable, customizable, and visualizable.

a) Develop and upgrade information technology
infrastructure, ensure the smooth operation, information security, and
cybersecurity in the centralized statistical system in accordance with the
architecture of the e-Government of Vietnam and the architecture of
e-Government of the Ministry of Planning and Investment.
- Upgrade, expand and optimize the information
technology application infrastructure for conducting surveys, general censuses,
and using administrative data in statistical tasks.
- Develop the system for cybersecurity control.
- Use high-performance specialized computers with parallel
computing capabilities, graphic processing, machine learning model training,
big data analysis, and artificial intelligence application in producing
statistical information.
b) Develop and upgrade information technology
infrastructure to serve digital transformation in statistical tasks at
ministries, central authorities and local authorities.
5. Conduct documentation of statistical activities
and digitalization of statistical documents and reports for digital
transformation in the centralized statistical system

on the digital environment
b) Conduct digitalization of archived statistical
documents and reports to facilitate quick and convenient search and use, ensure
the safe preservation of original documents.
6. Disseminate to raise awareness, provide training
to raise capacity of statistical personnel in documentation and digital
transformation tasks

b) Provide training, refresher training to develop
human resources for statistical tasks; provide training for the technical team
with a focus on core information technology staff to meet digital
transformation requirements.
IV. SOLUTIONS
1. Solutions for raising awareness of documentation
and digital transformation
a) Regularly organize study, dissemination, and
effective implementation of guidelines and policies of the Communist Party of
Vietnam and the State on digital transformation for officials in the national
system of statistical organizations.
b) Organize training for guiding and disseminating
information on digital skills including: information security; protection of
data on the Internet; behavior on the Internet, use of digital services.
c) Integrate awareness-raising activities to
highlight the potential, benefits, and necessity of using administrative data,
big data, and open data in compiling statistical indicators.
2. Solutions for completing regulations, methods
for production of statistical information and documentation tasks
a) Formulate documents, regulations guiding the
synchronized and uniform implementation of documentation and transformation in
statistical tasks from central level to local level.
b) Formulate and standardize detailed professional
procedures for production of statistical information, requirements for
technical infrastructure for digital transformation.

d) Formulate regulations on technical
specifications for specialized computers for processing big data and data
science for data mining in statistical tasks.
3. Solutions for application technical and
technological science to form the foundation for documentation and digital
transformation
a) Apply smart document digitalization for
statistical activities; inherit and transfer existing data for synchronized
management and use on the digital environment.
b) Apply modern technology to establish digital
library and digitized documents for easy search and use on a uniform interface
that allows exchange data with other standards and has backup tools; ensure
data security.
c) Apply modern technology to expend information
technology infrastructure, inherit current information technology
infrastructure to save the costs.
d) Select smart technologies to drive digital
transformation in statistical data collection and processing.
dd) Apply virtualization technology, cloud
computing for implementation of information systems; apply machine learning,
AI, Internet of Things, blockchain, natural language processing, etc. in data
mining, production of statistical information, archive and management of data;
apply interactive technology in provision of statistical services, etc.
e) Develop shared tools for ministries, central
authorities and local authorities to save investment costs.
4. Solutions for provision of statistical products
and services

5. Solutions for improvement of capabilities of
human resources
a) Formulate contents; plans for training,
refresher training, professional training; and laws on statistics, information
technology for performing documentation and digital transformation in
statistical tasks.
b) Organize international conferences and seminars
on the digital revolution, documentation and digital transformation in
statistical activities.
6. Solutions for cooperating with ministries,
central authorities, local authorities, enterprises, countries and
international organizations
a) Cooperate with ministries, central authorities
and local authorities in synchronizing procedures for statistical tasks, share
of experience for development of information system, administration of data and
use of statistical information.
b) Conduct surveys and learn from countries with
advanced statistical systems that have achieved significant success in using
administrative data, big data, and open data for statistical activities.
Collaborate with international organizations and national statistical agencies
to organize and participate in domestic and international seminars on
documentation and digital transformation in statistical activities.
V. FUNDING FOR IMPLEMENTATION

2. Other legal donation, aids and other legal
funding sources (if any).
VI. IMPLEMENTATION
1. GSO
GSO shall take charge in implementation of general
contents and programs of the Scheme; formulate and implement tasks and projects
in Appendix attached to this Decision and the following tasks:
a) Take charge in formulating a comprehensive
implementation plan for the Scheme; provide guidelines for ministries, central
authorities, and local authorities on developing detailed implementation plan
for carrying out contents of the Scheme.
b) Take charge and cooperate with ministries,
central authorities, and local authorities in performing tasks of the Scheme.
c) Consolidate the implementation plans for the
Scheme of ministries, central authorities, and local authorities; conduct
inspections, supervision and evaluation of the implementation process; propose
amendments to the Scheme (if necessary); organize the review and
implementation, and report the implementation results of the Scheme to
competent authorities
d) Mobilize domestic and foreign resources to
implement the Scheme; report to the Ministry of Planning and Investment and
Ministry of Finance for consolidation and report to competent authorities for
allocation of budget for implementation of the Scheme as prescribed by the Law
on State Budget and the Law on Public Investment.

b) Implement contents related to the Scheme within
their jurisdiction.
c) Report to competent authorities for mobilization
of domestic and foreign resources to implement the Scheme at the units.
d) Conduct annual inspection, evaluation and report
the implementation process of the Scheme at the authorities and units, submit
to the Ministry of Planning and Investment (GSO) for consolidation.
3. Provincial statistical authorities
a) Develop detailed implementation plan for the
Scheme at local authorities in accordance with the comprehensive plan for
implementation of the Scheme, and report to the Presidents of People’s
Committees provinces and central-affiliated cities for promulgation.
b) Take charge and cooperate with Departments and
central authorities in performing tasks related to the Scheme at
provinces/cities.
c) Report to the People’s Committees provinces and
central-affiliated cities for mobilization of resources to implement the Scheme
at provinces/cities.
d) Conduct annual inspection, evaluation and report
the implementation process of the Scheme at the local authorities, submit to
the Ministry of Planning and Investment (GSO) for consolidation.
Article 2. This Decision comes into force from January 01, 2024.
