NOTICE
RECEIPT OF ADMINISTRATIVE PROCEDURE DOSSIERS AT DEPARTMENT
OF ANIMAL HEALTH AND PRODUCTION FROM JULY 01, 2025
Pursuant to the
Government’s Decree No. 131/2025/ND-CP dated June 12, 2025 providing for
distinction of powers of 02-tier local governments in the field of state
management by the Ministry of Agriculture and Environment;
Pursuant to the
Government’s Decree No. 136/2025/ND-CP dated June 12, 2025 providing for
devolution and decentralization of powers in the field of agriculture and
environment;
Pursuant to the
Government’s Decree No. 133/2025/ND-CP dated June 12, 2025 providing for
devolution and decentralization of powers in the field of state management by
the Ministry of Science and Technology;
Pursuant to the
Government’s Decree No. 158/2025/ND-CP dated June 12, 2025 providing for
decentralization and devolution of powers in the field of industry and
commerce;
Pursuant to the
Circular No. 09/2025/TT-BNNMT dated June 19, 2025 of the Ministry of
Agriculture and Environment providing for devolution, decentralization and
distinction of powers in the field of state management of animal health and
production;
Pursuant to the
Decision No. 2303/QD-BNNMT dated June 23, 2025 of the Ministry of Agriculture
and Environment on announcement of administrative procedures in the field of
Animal Health and Production under management of the Ministry of Agriculture
and Environment;

1. Dossiers for 28 administrative procedures in the field of
animal health and production will not be received from July 01, 2025 due
to implementation of regulations on power decentralization and devolution. A
detailed list of administrative procedures subject to decentralization is
provided in the Appendix I hereto.
Names of receiving
authorities, composition of dossiers and procedures for implementation with
respect to administrative procedures subject to decentralization are elaborated
under the Government’s Decree No. 136/2025/ND-CP dated June 12, 2025,
Government’s Decree No. 133/2025/ND-CP dated June 12, 2025 and Circular No.
09/2025/TT-BNNMT dated June 19, 2025 of the Ministry of Agriculture and
Environment and announced under the Decision No. 2303/QD-BNNMT dated June 23,
2025 of the Ministry of Agriculture and Environment.
2. The Department of Animal Health and Production receives and
handles 56 administrative procedures within its jurisdiction. A detailed list
thereof is provided in the Appendix II hereto.
3. Documents, licenses and certificates which are issued by the
Department of Animal Health and Production as results of administrative
procedure handling prior to July 01, 2025 and remain valid or have not expired
shall continue to be applied and used until their expiry dates.
If any organization or
individual wishes to amend or supplement or apply for re-issuance of a
document, license or certificate, they shall submit a written request to a
competent authority/competent person to which/whom the handling power to handle
is decentralized or devolved.
4. Where any administrative procedure dossier is received by
the Department of Animal Health and Production before July 01, 2025 and the
result of administrative procedure handling is unavailable, such dossier shall
continue to be processed as per the law in force at the time of receipt; unless
such dossier is requested to be processed according to Decrees on power
decentralization and devolution.
5. The Department of Animal Health and Production implements
online administrative procedures regarding inspection, exemption and reduction
of inspection of imported animal feeds and veterinary drugs on the National
Single Window Portal until December 21, 2026 inclusive.
If the authority to which
power is decentralized or devolved has a specialized system connected to the
National Single Window Portal to handle these administrative procedures before
December 31, 2026, the power to handle 03 administrative procedures will be
exercised by such authority from the date of connection.
