CIRCULAR
STATISTICAL REPORTING IN TOURISM
Pursuant to the Law on
Statistics dated November 23, 2015;
Pursuant to the Government’s
Decree No. 60/2018/ND-CP dated April 20, 2018 on elaboration of the detail
content of the national statistical reporting;
Pursuant to Decree No.
85/2017/ND-CP dated July 19, 2017 of Government on functions, tasks, powers and
organizational structure of the centralized statistics organization system and
statistics organizations in ministries, ministerial-level agencies;
Pursuant to Decree No.
79/2017/ND-CP dated July 17, 2017 of Government on functions, tasks, powers,
and organizational structure of the Ministry of Culture; Sports and Tourism of
Vietnam;
At requests of the
Director of Planning and Finance Department and Director General of the General
Department of Tourism;
The Minister of Culture,
Sports and Tourism hereby promulgates a Circular on statistical reporting in
tourism.

This Circular provides
regulations on statistical reporting in tourism, including contents of the
statistical reporting; making and submission of statistical reports and
responsibilities of agencies, organizations and individuals for the
implementation of the statistical reporting.
Article 2. Regulated
entities
1. Organizations, individuals or enterprises involved in
tourism activities, including:
a) Travel service
providers;
b) Organizations,
individuals that provide tourist accommodation services;
c) Organizations,
individuals that manage tourism areas and tourist attractions;
d) Organizations,
individuals that provide other tourism services qualified for provision of
services for tourists.
2. Department of Culture; Sports and Tourism; Department of
Tourism.
3. Relevant organizations, individuals, authorities.

1. The statistical reporting in tourism shall include report
forms and explanation of report forms in order to collect and consolidate
statistical information on tourism under the national statistical indicator
system and the statistical indicator system in culture, sports and tourism
sectors. In which:
- List and statistical report forms as prescribed Appendix I
issued with this Circular.
- Instructions and explanation for completion of statistical
report forms as prescribed in Appendix II issued with this Circular.
2. Symbol
The symbols shall include
numbers and letters. A number consists of 2 digits, in ascending order 01, 02,
03 and indicates the quantity of reports. The uppercase letters are the
abbreviations of the reporting period (H: monthly and annual reporting
periods), statistical sectors (DL) and subjects who are responsible for report
(CSLT: organizations, individuals that provide tourist accommodation services;
DNLH: travel service provider; KDDL: organizations, individuals that manage
tourist areas and attractions; organizations, individuals that provide other
tourism services qualified for provision of services for tourists).
3. Reporting period
Statistical reporting
period is a specific span of time for which a reporting entity is required to
express their business performance in figures according to statistical items
included in statistical report forms. Statistical reporting periods shall be
stated in each report form (under the names of report forms) and determined
according to solar calendar. To be specific:
a) The period of a monthly
statistical report begins on the first day and ends on the last day of each
month
b) The period of an
annual statistical report begins on January 01 and ends on December 31.

4. Reporting organizations, individuals or enterprises
(hereinafter referred to as "reporting entities")
and receiving authorities
a) Reporting entities:
The name of the reporting
entity shall be specified in the upper right-hand corner of each statistical
report form.
- Organizations, individuals that provide tourist
accommodation services shall make statistical reports according to Form No.
01H/DL-CSDL.
- Travel service providers shall make statistical reports
according to Form No. 02H/DL-DNLH.
- Organizations, individuals that manage tourism areas and
tourist attractions; organizations, individuals that provide other tourism
services qualified for provision of services for tourists shall make
statistical reports according to Form No. 03H/DL-KDDL
b) Receiving authorities:
Department of Culture; Sports and Tourism; Department of Tourism.

6. Method for submitting reports:
a) Directly submit and
receive reports on http://thongke .tourism.vn, which is the software system for
receiving and submitting statistical reports on tourism managed by the General
Department of Tourism and authenticated by the account registered on the
software.
b) If the reports cannot
be sent according to the method specified at Point a of this Clause, the
organizations, individuals or enterprises shall submit reports according to the
following methods:
- Send electronic files via email system or other electronic
forms of the receiving authorities.
- Send physical statistical reports, which must bear
signature and seal of the reporting entity.
Article 4.
Responsibility for implementation
1. The organizations, individuals or enterprises involved in
tourism activities shall:
a) Actively collect and
produce statistics on data for the targets specified in the report forms.
b) Make complete and
accurate statistical reports and submit them on time according to the reporting
period specified in this Circular.

a) Collect information
according to statistical reports of organizations, individuals and enterprises
involved in tourism activities; make statistical reports and submit to the
General Department of Tourism. If the Department of Culture, Sports and Tourism
and the Department of Tourism have developed and made statistical reports
tourism on their own software, they shall link and integrate with the software
system for receiving and submitting statistical report on tourism managed by
the General Department of Tourism.
b) Guide, urge, inspect
and report the results of the implementation of the statistical reporting.
Article 5. Entry into
force
1. This Circular comes into force as of February 15, 2022.
2. The Circular No. 26/2014/TT-BVHTTDL dated December 31, 2014
of the Minister of Culture, Sports and Tourism on grassroots statistical
reports applied to tourism facilities and enterprises managed and licensed by
the tourism industry will expire from the date on which this Circular comes
into force.
3. Difficulties that arise during the implementation of this
Circular should be reported to the Ministry of Culture, Sports and Tourism of
Vietnam (via Planning and Finance Department and General Department of Tourism)
for amendments./.

1. Concept and methods of calculation
A tourist accommodation
establishment is a place that provides services in order to serve the
accommodation needs of tourists. Tourist accommodation establishments include
the following types: hotels, tourist villas, tourist apartments, tourist boats,
tourist motels, houses with rooms for tourists to rent, tourist campsites.
tourism and other tourist accommodation establishments.
Indicator 1: Rooms
- Total number of rooms (code: 01): the total number of
tourist accommodation rooms of the establishment. In a room, there are
available bedrooms, living rooms, bathrooms... in order to serve tourists.
- Total number of available room nights (code: 02): the total
number of nights of the available rooms. The number of nights of a room shall
be calculated as the average number of tourists who are served in one night (or
beds) of that room.
- Total number of room nights sold (code 03): the total
number of nights of rooms that was rented by tourists in the reporting period.
Indicator 2:
Overnight stays
- Overnight stays (code: 04): the total number of arrivals of
tourists who stay overnight and are served by the establishment is calculated
from the time on which the staff pick up tourists and the tourists start to use
the services until they check out. In which:
- International tourists (code 05): the number of stays of
tourists who are foreigners or Vietnamese staying abroad, served by the
establishment.

- Overnight stays (code 04) = international tourists (05) +
domestic tourists (06).
* It is not considered
as one stay in the following cases:
+ The tourists rent rooms
by the hour.
+ The tourists only rent
support services such as conference rooms, food and beverage...
* It is considered as
one stay in the following cases:
+ A tourist uses many
rooms and services at the same time.
+ If a tourist rents a
service room many times at different times, each arrival shall be considered as
one stay.
+ If a tourist pays money
for a room in order to stay overnight without staying overnight at the
establishment, this tourist shall be considered as an overnight tourist.
* If the time to stay
is longer than the reporting period, it is considered as one stay at the
time on which the tourist receives room and uses services.

* Introduction and
transfer of tourists: The establishment
where the tourists stay shall report on visits of tourists who are served.
Indicator 3: Total
number of nights
- Total number of nights (code: 07): the total number of
nights that the tourists stay at the establishment from the time on which the
tourists check in, use services and check out. The number of nights shall be
calculated according to the number of arrivals. It shall not be calculated
according to the number of rooms
Eg: If the establishment
provides a double room for one tourist to stay 2 nights, the total number of
nights shall be 2. If the establishment provides a double room for two tourists
to stay 2 nights, the total number of nights shall be 2 nights x 2 tourists = 4
nights.
In which:
- International tourists (code 08): the number of nights that
the tourists who are foreigners or Vietnamese staying abroad stay at the
establishment.
- Domestic tourists (code 09): The number of nights that the
tourists who are Vietnamese citizens and foreigners residing in Vietnam stay at
the establishment.
- Total number of nights (code 07) = nights of international
tourists (08) + nights of domestic tourists (09).
* If the time to stay
is longer than that of the reporting period, the number of nights that the tourists can stay is divided by the
reporting period. The stay of a period will be recorded for that period.

Indicator 4: Total
revenue
- Total revenue (code 10): the total value of economic
benefits obtained by the enterprise in the reporting period arising from the business
and service activities of the enterprise, paid by customers. In which:
+ Revenue from
accommodation services (code 11): the total amount that the accommodation
business unit receives from provision of accommodation services for tourists
(rental of rooms).
+ Revenue from food and
beverage services (code 12): the total amount that the accommodation business
unit receives from provision of food and beverage services for tourists.
+ Revenue from other
services (code 13): the total amount that the accommodation business unit
receives from provision of other services for tourists including entertainment,
sports, health care, beauty care...
- Total revenue (code 10) = revenue from accommodation
services (code 11) + revenue from food and beverage services (code 12) +
revenue from other services (code 13).
Indicator 5: Total
number of employees
- Total number of employees (code 14): the total number of
employees who are directly managed by the establishment. The employees have
labor contracts and receive monthly salary (except for seasonal employees,
part-time employees). ...). In which:
+ Managers (code 15):
Total number of employees who work for management (department, division,
leadership) of the establishment.

(code 17): Total number of employees who professionally work for accommodation

- Name of the establishment: Clearly and completely write the
name of the tourist accommodation establishment in capital letters
- Tax Identification Number: Write tax identification number

manages the unit (example: Company/Corporation /Ministry...)
- Phone number, email: Write phone number and email of the
enterprise or its representative.
* Enterprises with
many establishments in the same area:
Same ranking: If the
establishments jointly declare tax, they shall use one declaration. If the
establishment separately declare tax, they shall use different declarations.
Different ranking: the
establishments shall use different declarations in order to declare tax.

a part or the whole of tour program for tourists. Tour program: a document that
shows the predetermined schedule, services and prices for a trip of tourist (s)
from the starting point to the end point of the trip.
- Domestic travel service business: serve domestic tourists.
- International travel service business: serve inbound
tourists and outbound tourists (%).

Total number of arrivals (code
01): the total number of arrivals is calculated from the time on which the
staff pick up tourists and the tourists start to use the services until they
check out and return to the staring point. If the tourists do not use the tour
of the enterprises (cancellation, transfer of tourists to other enterprises,
customer agency contracts)...the arrivals shall not make statistics

- Inbound tourists (code 02): total number of arrivals of
tourists who are foreigners or Vietnamese staying abroad, served by the
establishment.
- Domestic tourists (code 03): Total number of arrivals of
tourists who are Vietnamese citizens and foreigners residing in Vietnam, served
by the enterprises.
- Outbound tourists (code 04): Total number of arrivals of
tourists who are Vietnamese citizens and foreigners residing in Vietnam, served
by the enterprises.

of inbound tourists by regions and territories
The number of inbound
tourists by regions and territories (05) that is equal to the number of inbound
tourists (02) shall be calculated according to countries of residence,
including: Asia (code 06), Europe (code 07), Americas (code 08), Oceania (code
09), Africa (code 10).
Indicator 3: Number
of outbound tourists by regions and territories
The number of outbound
tourists by regions and territories (05) that is equal to the number of
outbound tourists (02) shall be calculated according to countries of residence,
including: Asia (code 06), Europe (code 07), Americas (code 08), Oceania (code
09), Africa (code 10).
Indicator 4: Total
revenue
Total revenue (code 17):
the total value of economic benefits obtained by the enterprise in the
reporting period arising from the business and service activities of the
enterprise, paid by customers (including the amount paid under customers'
authorization) In which:
- Revenue from inbound tourists (code 18): total revenue from
foreign tourists, Vietnamese people staying abroad, served by enterprises;
- Revenue from domestic tourists (code 19): total revenue
from tourists who are Vietnamese citizens and foreigners residing in Vietnam,
served by the enterprises.
- Revenue from outbound tourists (code 20): Total revenue

Indicator 5: Total
number of employees
Total number of employees
(code 21): the total number of employees who are directly managed by the
enterprises. The employees have labor contracts and receive monthly salary
(except for seasonal employees, part-time employees…). In which:
- Managers (code 22): Total number of employees who work for
management (department, division, leadership) of the enterprises.
+ Administrative staff
(code 23): Total number of employees who work for administration of the unit.
+ Travel staff (code 24):
Total number of employees who professionally work for travel services;
+ Tour guide (code 25):
Total number of employees who professionally work for guidance;
+ Transport staff (code
26): Total number of employees who work for transport of tourists;
+ Staff of other services

- Tax Identification Number: Write the tax identification
number/business license number/enterprise identification number issued when the
enterprise registers and recorded on the Business Registration Certificate.

- Scope of operation: Write the scope of international and

- A tourist area is an area with advantages in tourism
resources that is planned, invested and developed in order to meet the diverse
needs of tourists. The tourist areas include provincial tourist areas and
national tourist areas that have been planned or recognized by authorities at
all levels.
- A tourist attraction is a place where the tourism resources
are invested and extracted in order to serve tourists. The tourist attractions
include tourist attractions that have been planned or recognized by authorities
at all levels.
- Other tourist service business establishments that meet the
standards in provision of services for tourists are establishments that provide
other types of tourism services specified in Article 54 of the Law on Tourism,
including food and beverage services, purchasing services, sports services,
amusement and entertainment services, health care services and relevant
services for tourists.

Number of arrivals (code
