PROMULGATING INFORMATION INDICATORS AND FORMS OF DOCUMENTS USED FOR CUSTOMS DECLARATION OF OUTBOUND, INBOUND AND IN-TRANSIT AIR, ROAD, RAILWAY, AND WATERWAY VEHICLES UNDER REGULATIONS IN DECREE NO.59/2018/ND-CP DATED APRIL 20, 2018 OF THE GOVERNMENT

Pursuant to the Customs Law No.54/2014/QH13 dated June 23, 2014;

Pursuant to Decree No.08/2015/ND-CP dated January 21, 2015 of the Government on methods for enforcement of the Customs Law regarding customs procedures, inspection, supervision and control procedures;

Pursuant to Decree No.59/2018/ND-CP dated April 20, 2018 amending a number of articles of Decree No.08/2015/ND-CP dated January 21, 2015 of the Government;

Pursuant to Decree No.102/2015/ND-CP dated October 20, 2015 of the Government on management and operation of airports and airfields;

Pursuant to Decree No.80/2009/ND-CP dated October 01, 2009 of the Government on operation of foreigners’ overseas-registered right-hand drive cars in Vietnam;

Pursuant to Decree No.27/2011/ND-CP dated April 09, 2011 of the Government on supplying, development, processing and use of passenger information before entering into border gate of Vietnam by air traffic;

Pursuant to Decree No.152/2013/ND-CP dated November 04, 2013 of the Government on management of motor vehicles put into Vietnam by foreigners for tourism purpose;

Pursuant to Decree No.57/2015/ND-CP dated June 16, 2015 of the Government on amendments to a number of articles of Decree No.152/2013/ND-CP dated November 04, 2013;

Pursuant to Decree No.87/2017/ND-CP dated July 26, 2017 of the Government on functions, duties, rights and organizational structure of the Ministry of Finance;

Pursuant to Decree No.112/2014/ND-CP dated November 21, 2014 of the Government on management of land border checkpoints;

At the request of Director General of General Department of Vietnam Customs,

The Minister of Finance promulgates a Circular providing for information indicators and forms of documents for customs declaration of inbound, outbound and in-transit air, road, railway and waterway vehicles under regulations in Decree No.59/2018/ND-CP dated April 20, 2018 of the Government.

Article 1. Scope

This Circular provides for information indicators and forms of documents for customs declaration of incoming, outgoing and in-transit air, road, riverway and railway vehicles.

a) General declaration;

b) Manifest of cargoes exported or imported by waterway transport;

c) Master bill of lading;

d) House bill of lading;

dd) List of ship crew;

6. Forms of documents for customs declaration of outgoing, incoming and in-transit waterway vehicles shall be consistent with forms of documents used in maritime issued together with Decree No.58/2017/ND-CP dated May 10, 2017 of the Government on elaboration of a number of articles of the Vietnam Maritime Code regarding maritime operations.

2. Circular No.42/2015/TT-BTC dated March 27, 2015 of the Minister of Finance on providing for customs procedures applied for outgoing, incoming and in-transit vehicles will be annulled.

3. Should any question arise, entities concerned shall promptly inform the Ministry of Finance (General Department of Vietnam Customs) for further instructions./.
