TOWARD 2045

Pursuant to Law on Governmental Organization
dated June 19, 2015; Law on amendments to Law on Government Organization and
Law on Local Governmental Organization dated November 22, 2019;
Pursuant to Resolution No. 06-NQ/TW dated
January 24, 2022 of the Politburo on planning, construction, management and
sustainable development of urban areas in Vietnam by 2030, orientation toward
2045;
At the request of the Minister of Construction;
Based on the voting results of the Government

Article 2. This Resolution comes into force from the date on which it
is signed.
Article 3. Ministers, Heads of ministerial agencies, Heads of
Governmental agencies, Presidents of People’s Committees of provinces and
centrally affiliated cities, and relevant organizations and individuals are
responsible for the implementation of this Resolution./.

IMPLEMENTING RESOLUTION NO. 06-NQ/TW DATED JANUARY 24, 2022 OF THE POLITBURO ON
PLANNING, BUILDING, MANAGEMENT AND SUSTAINABLE DEVELOPMENT OF URBAN AREAS IN
VIETNAM BY 2030, ORIENTATION TOWARD 2045
(Attached to Resolution No. 148/NQ-CP dated November 11, 2022 of the Government)
Resolution No. 06-NQ/TW dated January 24, 2022 of
the Politburo on planning, construction, management and sustainable development
of urban areas in Vietnam by 2030, orientation toward 2045 (hereinafter
referred to as “Resolution No. 06-NQ/TW”) sets out the following overall
objective: “Increase the speed and improve the quality of urbanization, develop
network-based urban areas, and form smart urban areas and chains of smart and
motivational urban areas connected with the ASEAN region and the world.
Legislation and policies on planning, construction, management, and sustainable
urban development are basically completed. Urban infrastructure, especially
framework technical infrastructure and essential social infrastructure is
constructed and developed in a synchronous and modern manner. Economic growth
in urban areas is fast, efficient, and sustainable. The living quality in urban
areas is high, basically meeting the needs for housing and social
infrastructure of urban residents. Urban architecture is developed in a modern,
green, and identity-rich manner; typical cultural elements are preserved and
promoted.”

I. PURPOSES, REQUIREMENTS
1. The development and issuance of the Action
Program of the Government aims to unify the direction of authorities at all
levels to thoroughly introduce the contents and seriously and effectively
implement Resolution No. 06-NQ/TW, creating a clear change in the awareness and
actions of leaders of authorities at all levels in planning, construction, and
management of urban development towards the goal of sustainable development.
2. Elaborate the objectives, tasks and solutions
stated in Resolution 06-NQ/TW of the Politburo with practical tasks and
solutions of the Government associated with the implementation plan with a
specific roadmap to achieve the objectives of the Resolution.
3. Promote the Government's role as the originator
and coordinator following the rules for clear, concentrated and democratic
assignment of tasks and responsibilities. Assign specific tasks to the
presiding agency and coordinating that are appropriate to their ability so that
the Government and ministries, ministerial agencies, agencies of the
Government, and People's Committees of provinces and centrally affiliated
cities can focus on directing and organizing the successful implementation of
the general objectives and specific objectives of Resolution 06-NQ/TW.
4. Strive to achieve specific objectives:
- The urbanization rate will reach at least 45% by
2025 and above 50% by 2030. The ratio of land for urban construction to the
total natural land area will reach about 1,5-1,9% in 2025 and about 1,9-2,3% by
2030.
- The number of urban areas in the country will be
about 950 – 1.000 by 2025, 1.000 - 1.200 by 2030. By 2025, 100% of existing and
new urban areas will have master plans, subdivision planning and urban
renovation, embellishment, reconstruction, and development programs; ensure
that at least 100% of grade-III urban areas or higher complete the criteria for
urban classification regarding urban infrastructure, especially infrastructure
of health care, education, training, and cultural works at urban levels. By
2030, form a number of urban centers at national or regional levels that meet
the criteria for healthcare, education, training, and culture at urban levels
equivalent to the average level of urban areas in the group of 4 leading ASEAN
countries.
- The ratio of traffic land to urban construction
land will reach about 11 – 16% by 2025, and 16 – 26% by 2030. The average tree
planting area per urban resident will reach about 6-8 m2 by 2025,
and 8 – 10 m2 by 2030. The average residential floor area per capita
in urban areas will reach at least 28 m2 by 2025 and at least 32 m2
by 2030.
- By 2025, fiber-optic broadband network
infrastructure will cover over 80% of households in urban areas, universalizing
4G and 5G mobile network services and smart phones; the percentage of the adult
population in urban areas with electronic checking accounts will reach over
80%. By 2030, universalize fiber-optic broadband internet services and 5G
mobile network services and the percentage of the adult population in urban
areas with electronic checking accounts will reach over 100%.

Orientation toward 2045: The urbanization rate will
be in the averagely high group of the ASEAN region and Asia. The urban system
is connected to a synchronous, unified, and balanced network among regions,
capable of fighting against, adapting to climate change, managing natural
disasters, and epidemics, protecting the environment, and typical architecture
that is identity-rich, green, modern, and smart. Develop at least 5 urban areas
of international stature, holding the role of a focal point for connection and
development with regional and international networks. The economic structure of
urban areas will develop in a modern direction with sectors of green economy
and digital economy accounting for a large proportion.
II. SPECIFIC TASKS
Ministry, ministerial agencies, Governmental
agencies, People’s Committees of provinces and centrally affiliated cities,
within jurisdiction, shall focus on directing and organizing the implementation
of the following 05 main groups of tasks:
1. Unifying awareness and action
on planning, construction, management and sustainable development of urban
areas in Vietnam
Competent agencies at all levels shall organize dissemination,
implement widespread and in-depth propaganda and education about the position,
role and importance of urban planning, construction, management and sustainable
development in the process of industrialization and modernization ; regularly
and periodically organize forms of propaganda, dissemination and assessment of
the implementation of the contents of Resolution No. 06-NQ/TW, as well as other
Resolutions of the Party and State related to urban planning, construction,
management and sustainable development.
2. Improve the quality of
planning and planning management to satisfy the requirement for construction
and management of urban sustainable development
a) Task 1: Formulating the Urban and Rural System
Planning for the 2021 - 2030 period, orientation toward 2050.
- Implementation content: According to the
progress, the tasks are approved.
- Implementing agencies: The Ministry of
Construction take charge and cooperate with ministries, central and local
authorities.

- Implementation content: By 2025, complete the
review and coverage of general planning in existing and new urban areas; medium
and large cities will all have architectural management regulations approved by
competent authorities. By 2030, at least cover subdivision planning in central
areas, areas expected to develop and areas expected to establish new urban
administrative divisions (districts, wards). Continue to complete the
establishment and approval of urban architectural management regulations in
urban areas nationwide; pay attention to and promote the establishment and
approval of underground space planning, especially in centrally affiliated
cities.
- Implementing agencies: The Prime Minister, the
Ministry of Construction, and the People's Committees of provinces and
centrally affiliated cities within their jurisdiction as prescribed.
c) Task 3: Reviewing and assessing the Steering
committee model for implementing planning and investing in construction in
Hanoi and Ho Chi Minh City and the model of organizing coordination of the
development of key economic regions; proposing a suitable urban management
model for the 2022 - 2030 period.
- Implementation content: Send report and proposal
to the Prime Minister on reviewing and assessing the Steering committee model
for implementing planning and investing in construction in Hanoi and Ho Chi
Minh City and the model of organizing coordination of the development of key
economic regions. Propose an urban management model
- Implementing agencies:
The Ministry of Construction shall take charge in
reviewing and assessing the Steering committee model for implementing planning
and investing in construction in Hanoi.
+ The Ministry of Planning and Investment shall
take charge in reviewing and assessing the model of organizing coordination of
the development of key economic regions in the 2015 - 2020 period; propose an
urban management model for the 2022 - 2030 period in line with regional
planning approved by competent authorities.
d) Task 4: Formulating the Master plan for
administrative divisions at all levels by 2030, orientation toward 2045.
- Implementation content: By the fourth quarter of
2025, complete the formulation of the Master Plan for administrative divisions
at all levels by 2030, orientation toward 2045, ensuring synchronous
compatibility between the master plan for administrative divisions and the
planning of urban and rural systems.

3. Invest in developing a
synchronous, modern, interconnected urban infrastructure system that is
adaptable to climate change
Continue to synchronously and effectively implement
ongoing programs and projects on upgrading and developing urban areas. Research
and develop programs on construction, renovation, embellishment, reconstruction
and investment in urban development, urban infrastructure development at the
national, provincial levels and each urban to elaborate the targets of
Resolution No. 06-NQ/TW for each province and urban area to unify the review
and establish urban development programs to make targeted investments in at
least 100 typical urban areas that are resilient, able to reduce emissions, are
smart, have their own identity and complete urban infrastructure conditions;
focusing on the following main groups of tasks:
a) Task 5: Reviewing, adjusting or establishing,
appraising and approving the urban development program of the province and the
urban development program of each urban area.
- Implementation content: Approve and organize the
implementation of the urban development program of the province and the urban
renovation, embellishment, reconstruction and development program for urban
areas of Class IV and above, elaborating the targets of Resolution No. 06-NQ/TW
for the province and each urban area in the province; review and establish an
urban development program for 100 typical urban areas that are resilient, able
to reduce emissions, smart, have identity and complete urban infrastructure
conditions.
- Implementing agencies:
+ People's Committees of provinces and centrally
affiliated cities, within their jurisdiction, shall cooperate with the Ministry
of Construction in accordance with law.
+ The Ministry of Construction shall consolidate
the need for support to complete the set targets for the Urban Development
Program and report to the Prime Minister for review and decision.
+ The Ministry of Construction shall consolidate
and propose the development of the National Program on urban development in
accordance with applicable regulations.
b) Task 6: Investing in developing technical
infrastructure and social infrastructure systems in urban areas.

+ Develop technical infrastructure and social
infrastructure parameters for the entire urban area in accordance with the
National Technical Regulations on urban planning and urban technical
infrastructure standards, specific requirements in Resolution No. 06-NQ/TW, in
which the national average ratio of traffic land to urban construction land
will reach about 11 – 16% by 2025, and 16 – 26% by 2030; the average tree
planting area per urban resident will reach about 6-8 m2 by 2025,
and 8 – 10 m2 by 2030.
+ Prioritize the following aspects of urban
infrastructure: urban greenery, urban traffic, drainage and treatment of
domestic wastewater and urban solid waste.
+ Synchronously build a system to monitor and
supervise environmental quality in urban areas.
- Implementing agencies: People's Committees of provinces
and centrally affiliated cities and Ministries of: Construction, Planning and
Investment, Finance and related ministries and central authorities in
accordance with regulations on investment and public investment.
c) Task 7: Renovating and embellishing medium and
large cities of Class III and above.
- Implementation content:
+ Complete standards for urban classification by
infrastructure, especially infrastructure for healthcare, education, training
and urban cultural works of urban areas of Class III or above. Address the
current shortage of schools and classes, especially preschool, primary and
secondary education in large cities and industrial parks.
+ By 2030, basically minimize flooding, improve
traffic capacity to prevent traffic jams; execute projects for renovation and
reconstruction of old apartment buildings associated with urban renovation and
embellishment, in line with construction planning, land use planning, housing
development programs and plans for renovation and reconstruction of apartment
buildings approved by competent authorities; renovate and embellish residential
areas along canals associated with resettlement; form new axes of unique urban
architectural landscapes; preserve and embellish valuable architectural works;
develop urban public spaces.
- Implementing agencies: People's Committees of
provinces and centrally affiliated cities cooperating with Ministries of:
Construction, Planning and Investment, Finance and related ministries and
central authorities in accordance with regulations on investment and public
investment.

- Implementation content: Piloting location
selection and implementation of urban reconstruction projects in central areas,
creating dynamic areas to promote urban economic development; piloting
breakthrough and innovative models to attract investment in urban development
in 6-8 central urban areas at the regional level.
- Implementing agencies: People's Committees of
provinces and centrally affiliated cities cooperating with Ministries of:
Construction, Planning and Investment, Finance and related ministries and
central authorities in accordance with regulations on investment and public
investment.
dd) Task 9: Investing in developing regional and
inter-regional technical infrastructure systems.
- Implementation content:
+ Invest in key technical infrastructure projects,
inter-regional waste treatment projects and water supply projects in accordance
with regional planning, with priority given to the Mekong Delta region.
+ Invest in finishing ring roads, radial roads, and
the public transportation system with high carrying capacity, stations, and
parking lots in urban areas.
- Implementing agencies: People's Committees of
provinces and centrally affiliated cities cooperating with Ministries of:
Construction, Planning and Investment, Finance and related ministries and
central authorities in accordance with regulations on investment and public
investment.
e) Task 10: Investing in development to ensure
housing security
- Implementation content: Implement housing
security targets in accordance with the National Housing Development
Strategy to 2030, orientation toward 2045, in which the average residential
floor area per capita in urban areas nationwide will reach at least 28 m2
by 2025, and at least 32 m2 by 2030.

g) Task 11: Constructing and developing smart urban
areas
- Implementation content:
+ Implement priority tasks by 2025, tasks and
solutions by 2030 in accordance with the Scheme for sustainable development of
smart urban areas in Vietnam for the period 2018 - 2025 and orientation toward
2030 approved by the Prime Minister in Decision No. 950/QD-TTg dated August 1,
2018.
+ Research, develop and finish the legal framework
for sustainable development of smart urban areas; the system of national
technical standards and regulations; the data infrastructure system, the system
of parameters to assess the operational efficiency of smart urban areas.
Clearly determine the pilot roadmap and select urban areas for pilot
implementation of smart urban area; allow pilot implementation of some specific
mechanisms during the pilot implementation of sustainable development of smart
urban areas to ensure effectiveness and practicality.
- Implementing agencies: In accordance with
assignment specified in Decision No. 950/QD-TTg .
h) Task 12: Constructing and developing urban areas
that are resilient, adapting to climate change, with green buildings and green
urban quarters in urban areas, ensuring environmental quality, reducing
greenhouse gas emissions, and promoting green growth.
- Implementation content:
+ Implement programs and projects for development
of urban areas in Vietnam adapting to climate change in the 2021 - 2030 period
approved by the Prime Minister in Decision No. 438/QD-TTg dated March 25, 2021.
+ Encourage and promote investment, construction,
management and operation of Investment projects on construction of works in
accordance with green work criteria and standards, and urban area projects in
accordance with green urban area criteria.

- Implementing agencies: People's Committees of
provinces and centrally affiliated cities cooperating with the Ministry of
Construction, the Ministry of Natural Resources and Environment and relevant
ministries and central authorities.
i) Task 13: Further implementation of the national
target program on construction of new rural areas for urbanized rural areas.
- Implementation content: Pursue the parameters of
the new rural construction program for the 2021–2025 period; gradually satisfy conditions
regarding urban infrastructure and services; have synchronous and modern
infrastructure connected with urban areas.
- Implementing agencies: People's Committees of
provinces and centrally affiliated cities; the Ministry of Agriculture and
Rural Development.
k) Task 14: Overall review and rearrangement of
grassroots-level cultural and sports institutions in urban areas.
- Implementation content: Comprehensively review
and rearrange grassroots-level cultural and sports institutions in urban areas
in a practical, effective, multi-functional direction, serving a wide range of
subjects, in accordance with the Strategy for Cultural and Sports Development
by 2030.
- Implementing agencies: People's Committees of
provinces and centrally affiliated cities cooperating with the Ministry of
Culture, Sports and Tourism:
l) Task 15: Limiting private vehicles and
encouraging uses of public, environmentally friendly means of transport.
- Implementation content: Develop a roadmap and
feasible solutions to limit private vehicles, especially motorcycles, in large
cities. Synchronously build infrastructure and issue incentive policies to
encourage the use of environmentally friendly public transport in urban areas.

m) Task 16: Reduction, reuse, and recycling of
solid waste in urban areas.
- Implementation content:
+ Comply with regulations of the Law on
Environmental Protection 2020, classify domestic solid waste at source, reuse
and recycle solid waste in the direction of maximizing the value of waste, and
the roadmap for restricting treatment of domestic solid waste using direct
landfill disposal technology through promoting the application of modern,
environmentally friendly technology.
+ Focus on activities to mobilize financial
resources from the state budget as well as diversify investment sources from
important economic sectors in encouraging the classification of solid waste at
source, improving recycling and environmentally friendly technologies in waste
management.
+ Encourage urban areas to plan and build waste
collection and classification sites in urban and residential areas to ensure
sanitation of the environment and urban landscape.
- Implementing agencies: The Ministry of Natural
Resources and Environment, People's Committees of provinces and centrally
affiliated cities cooperating with relevant ministries and central authorities.
n) Task 17: Proposing measures to control and improve
air quality.
- Implementation content: Implement in accordance
with regulations of the Law on Environmental Protection 2020 and the tasks
assigned under Decision No. 1973/QD-TTg dated November 23, 2021 of the Prime
Minister on approving the National Plan for air quality management for the 2021
– 2025 period; mobilize resources to develop and implement a provincial-level
air quality management plan; address hot spots of dust and gas pollution in
concentrated production areas, residential areas and urban traffic
intersections.
- Implementing agencies: The Ministry of Natural
Resources and Environment, People's Committees of provinces and centrally
affiliated cities taking charge and cooperating with relevant ministries and
central authorities.

- Implementation content: Increase investment and
payrolls to ensure the development of the preventive health system and
grassroots health care in urban areas to satisfy actual requirements. Complete
the model of central and local disease control and prevention agencies to
ensure consistency with the urban development process, meeting the requirements
of protecting, caring for, and improving the health of urban residents. Upgrade
infrastructure and complete the emergency management system; improve the
ability to prevent, combat, and mitigate the impacts of natural disasters and
epidemics in urban areas.
- Implementing agencies: People's Committees of
provinces and centrally affiliated cities cooperating with the Ministry of
Health and relevant ministries and central authorities.
4. Develop specialized tasks and
schemes
a) Task 19: Preliminary review of the organization
of the urban government model in accordance with the Resolutions of the
National Assembly.
- Implementation content: Preliminary review and
review of the organization of the urban government model in accordance with the
Resolutions of the National Assembly; complete the institution on the urban
government organization model.
- Implementing agencies:
+ People's Committees of Hanoi, Ho Chi Minh City
and Da Nang shall take charge in conducting the preliminary review, cooperate
with the Ministry of Home Affairs, Ministry of Construction, Government Office,
Ministry of Finance, Ministry of Justice, Ministry of Public Security, Ministry
of National Defense, Ministry of Planning and Investment and relevant agencies.
+ The Ministry of Home Affairs shall submit a
consolidated report to competent authorities.
b) Task 20: Developing human resources for urban
development.

- Implementing agencies: Ministry of Construction
cooperating with the Ministry of Home Affairs, ministries, central authorities,
People's Committees of provinces and centrally affiliated cities.
c) Task 21: Reviewing traffic planning ensuring
smoothness and regional linkages.
- Implementation content: Conduct periodic review
of traffic planning, ensuring smoothness and regional linkages, creating
momentum for development of socio-economy, national defense and security.
- Implementing agencies: The Ministry of Transport,
the Ministry of Planning and Investment, the Ministry of Construction, People's
Committees of provinces and centrally affiliated cities.
d) Task 22: Studying models of social security,
order, and safety assurance in urban management.
- Implementation content: Develop and complete
models of social security, order, and safety assurance in urban management
consistent with actual requirements, focusing on applying digital technology
during the implementation.
- Implementing agencies: The Ministry of Public
Security shall take charge and cooperate with ministries, central authorities
and People's Committees of provinces and centrally affiliated cities.
5. Develop mechanisms policies,
and legislative documents
Focus on researching, developing, and completing
institutions; issue the following legislative documents, mechanisms, and
policies within jurisdiction or submit them to competent authorities for
issuance:

- Researching and propose formulation of the Law on
Urban and Rural Planning.
Implementing agencies: The Ministry of Construction
shall take charge and cooperate with ministries, central and local authorities.
- Researching and comprehensively innovating
methods, processes, contents, and products of the urban planning.
+ Research contents: Submit a report to the Prime
Minister on urban planning innovation in the direction of multi-sectoral
approach, covering a long-term, comprehensive, and strategic vision, respecting
the market principles and rules on sustainable development; ensure the
hierarchy, continuity, unity, completeness and integration of the planning
system, closely linked with rural planning; clearly define regions in the
content of urban planning and apply development control tools in accordance
with planning and plans; apply GIS in planning and management, associate urban
planning with implementation resources; integrate in amendments to the Law on
Urban and Rural Planning.
+ Implementing agencies: The Ministry of
Construction shall take charge and cooperate with ministries, central and local
authorities.
b) Task 24: Researching and proposing formulation
of the Law on Urban Management and Development.

c) Task 25: Formulating the Housing Law (amended)

- Researching and reviewing the Law on State Budget
(amended)
+ Implementation content: Research policies
including amendments to existing policies or issuance of new policies on
further review and completion of mechanism and policies on financial management
and specific budget for Hanoi and Ho Chi Minh City and some large cities;
review and determine a more rationally rate of retaining revenues for
special-class urban areas to ensure the promotion of the role of dynamic urban
areas nationwide, with a mechanism for generating revenue, decentralizing the
retaining budget for urban areas with plans to upgrade their class; increase

III. IMPLEMENTATION
1. On the basis of thoroughly grasping and closely
following the contents of Resolution No. 06-NQ/TW, pursuant to the main tasks
in this Action Program and assigned functions and tasks, Ministers, Heads of
ministerial agencies, Heads of Government agencies, Presidents of People's
Committees of provinces and centrally affiliated cities shall focus on
directing, intensifying inspection, and urging the implementation of the
Government's Action Program; widely inform, propagate, and disseminate
Resolution No. 06-NQ/TW and the Government's Action Program to organizations,
agencies, and people nationwide. Ministries and central and local authorities
shall send periodic reports to the Prime Minister on the implementation status
and, at the same time, send reports to the Ministry of Construction for
monitoring and reviewing.

- Take charge and coordinate with ministries,
central and local authorities in coordinating, inspecting, urging and
supervising the implementation of targets as required by Resolution No.
06-NQ/TW in provinces and cities; take charge and provide guidance to local
authorities in implementing the Action Program, submit a consolidated report on
requests and proposals to competent authorities; be agency in charge of
organizing research, review theories and practices, refresher training, coaching
and guiding measures to organize the implementation of tasks and solutions of
Resolution No. 06-NQ/TW; send periodic report and requests to the Prime
Minister on necessary measures to ensure the implementation of national urban
development targets in each period by 2025 and 2030.
3. The Ministry of Planning and Investment shall:
- Take charge in developing the total level and
balance of development investment capital from the state budget; develop
orientations for attracting and using ODA and concessional loans; provide
guidance to competent agencies on developing a list of priority programs and
projects to mobilize ODA and concessional loans, and prioritize the allocation
of sufficient resources to implement the objectives of the Action Program.
- Direct the organization of periodic national
surveys and statistics on the implementation of specific targets specified in
Resolution No. 06-NQ/TW.
4. Ministries, branches, and People's Committees at
all levels are responsible for studying and thoroughly understanding the
contents, proactively integrating the guiding viewpoints, main tasks, and
solutions of Resolution No. 06-NQ/TW and the 05 groups of tasks and solutions
stated in this Action Program into relevant planning, plans, and programs to
successfully organize the implementation of Resolution No. 06-NQ/TW.
5. c) If the Plan need to be revised during the
implementation process, ministries, central and local authorities, and relevant
agencies shall proactively send proposals to the Ministry of Construction,
which shall send a consolidated report to the Government for review and
decision.
