PHÊ DUYỆT CHƯƠNG TRÌNH MỤC TIÊU QUỐC GIA GIẢM NGHÈO BỀN VỮNG GIAI ĐOẠN 2021 - 2025

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015; Luật sửa đổi, bổ sung một số điều của Luật Tổ chức Chính phủ và Luật Tổ chức chính quyền địa phương ngày 22 tháng 11 năm 2019;

Căn cứ Luật Đầu tư công ngày 13 tháng 6 năm 2019;

Căn cứ Luật Ngân sách nhà nước ngày 25 tháng 6 năm 2015;

Căn cứ Nghị quyết số 24/2021/QH15 ngày 28 tháng 7 năm 2021 của Quốc hội phê duyệt chủ trương đầu tư Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025;

Theo đề nghị của Hội đồng thẩm định nhà nước và Bộ trưởng Bộ Lao động - Thương binh và Xã hội tại các văn bản số 25/BC-HĐTĐNN ngày 05 tháng 01 năm 2022 và số 124/TTr-LĐTBXH ngày 09 tháng 12 năm 2021 về kết quả thẩm định Báo cáo nghiên cứu khả thi và phê duyệt Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025.

QUYẾT ĐỊNH:

Điều 1. Ban hành kèm theo Quyết định này Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025.

Điều 2. Quyết định này có hiệu lực thi hành kể từ ngày ký ban hành.

Điều 3. Các Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Thủ trưởng cơ quan thuộc Chính phủ, Chủ tịch Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương, Thủ trưởng các cơ quan, đơn vị có liên quan chịu trách nhiệm thi hành Quyết định này./.

CHƯƠNG TRÌNH

MỤC TIÊU QUỐC GIA GIẢM NGHÈO BỀN VỮNG GIAI ĐOẠN 2021 - 2025
(Kèm theo Quyết định số 90/QĐ-TTg ngày 18 tháng 01 năm 2022 của Thủ tướng Chính phủ)

Nhằm thực hiện Nghị quyết số 24/2021/QH15 ngày 28 tháng 7 năm 2021 của Quốc hội về phê duyệt chủ trương đầu tư Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025 được đồng bộ, kịp thời, thống nhất và có hiệu quả, Thủ tướng Chính phủ phê duyệt Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025 (sau đây gọi tắt là Chương trình), với các nội dung sau:

I. MỤC TIÊU CỦA CHƯƠNG TRÌNH

1. Mục tiêu tổng quát:

Thực hiện mục tiêu giảm nghèo đa chiều, bao trùm, bền vững, hạn chế tái nghèo và phát sinh nghèo; hỗ trợ người nghèo, hộ nghèo vượt lên mức sống tối thiểu, tiếp cận các dịch vụ xã hội cơ bản theo chuẩn nghèo đa chiều quốc gia, nâng cao chất lượng cuộc sống; hỗ trợ các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo thoát khỏi tình trạng nghèo, đặc biệt khó khăn.

2. Mục tiêu cụ thể

- Tỷ lệ hộ nghèo theo chuẩn nghèo đa chiều duy trì mức giảm 1,0 - 1,5%/năm;

- Tỷ lệ hộ nghèo dân tộc thiểu số giảm trên 3,0%/năm;

- 30% huyện nghèo, 30% xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo thoát khỏi tình trạng nghèo, đặc biệt khó khăn;

- Tỷ lệ hộ nghèo ở các huyện nghèo giảm từ 4 - 5%/năm.

3. Các kết quả và chỉ tiêu chủ yếu cần đạt được đến năm 2025

a) Các kết quả và chỉ tiêu chủ yếu của Chương trình

- Phấn đấu giảm 1/2 số hộ nghèo và hộ cận nghèo so với đầu kỳ theo chuẩn nghèo đa chiều của quốc gia;

- 100% các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo được hỗ trợ đầu tư phát triển cơ sở hạ tầng kinh tế - xã hội liên kết vùng, phục vụ dân sinh, sản xuất, thương mại, lưu thông hàng hóa và cung cấp các dịch vụ xã hội cơ bản; ưu tiên đầu tư cơ sở hạ tầng thiết yếu, gồm: đường giao thông, trường học, cơ sở y tế, cầu, hạ tầng điện, công trình thủy lợi;

- Hỗ trợ xây dựng, nhân rộng trên 1.000 mô hình, dự án giảm nghèo hỗ trợ phát triển sản xuất, kinh doanh, dịch vụ, du lịch, khởi nghiệp, khởi sự kinh doanh nhằm tạo sinh kế, việc làm, thu nhập bền vững, thích ứng với biến đổi khí hậu, dịch bệnh cho hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo; người dân sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo;

- Phấn đấu 80% người có khả năng lao động, có nhu cầu thuộc hộ nghèo, hộ trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo được hỗ trợ nâng cao năng lực sản xuất nông, lâm, ngư, diêm nghiệp nhằm đổi mới phương thức, kỹ thuật sản xuất, bảo đảm an ninh lương thực, đáp ứng nhu cầu dinh dưỡng, tăng thu nhập;

- Phấn đấu hỗ trợ hộ nghèo, hộ cận nghèo có ít nhất một thành viên trong độ tuổi lao động có việc làm bền vững;

- 100% cán bộ làm công tác giảm nghèo được bồi dưỡng, tập huấn kiến thức, kỹ năng cơ bản về quản lý, tổ chức thực hiện các chương trình, chính sách, dự án giảm nghèo; lập kế hoạch có sự tham gia, xây dựng kế hoạch phát triển cộng đồng và nghiệp vụ giảm nghèo.

b) Các chỉ tiêu giải quyết mức độ thiếu hụt các dịch vụ xã hội cơ bản

Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025 cùng với hệ thống chính sách giảm nghèo và an sinh xã hội góp phần giải quyết mức độ thiếu hụt các dịch vụ xã hội cơ bản như sau:

- Chiều thiếu hụt về việc làm:

+ 100% người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo có nhu cầu được hỗ trợ kết nối, tư vấn, định hướng nghề nghiệp, cung cấp thông tin thị trường lao động, hỗ trợ tìm việc làm;

+ Tối thiểu 100.000 người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, vùng nghèo, vùng khó khăn được hỗ trợ kết nối việc làm thành công;

+ Tối thiểu 9.500 người lao động thuộc các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo được hỗ trợ đào tạo; trong đó, có khoảng 5.700 lao động đi làm việc ở nước ngoài theo hợp đồng (ít nhất 80% hộ gia đình có người đi làm việc ở nước ngoài sẽ thoát nghèo). Hỗ trợ khoảng 1.200 người lao động tham gia các khóa đào tạo nâng cao trình độ ngoại ngữ trước khi đi làm việc ở nước ngoài theo các Hiệp định ký giữa Chính phủ Việt Nam và Chính phủ nước tiếp nhận.

- Chiều thiếu hụt về y tế: 100% người thuộc hộ nghèo, hộ cận nghèo được hỗ trợ tham gia bảo hiểm y tế; giảm tỷ lệ suy dinh dưỡng thấp còi trẻ em dưới 16 tuổi tại các huyện nghèo, các xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo xuống dưới 34%.

- Chiều thiếu hụt về giáo dục, đào tạo:

+ Tỷ lệ trẻ em thuộc hộ nghèo, hộ cận nghèo đi học đúng độ tuổi đạt 90%;

+ Tỷ lệ người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo và tỷ lệ người lao động thuộc vùng nghèo, vùng khó khăn qua đào tạo đạt 60%, trong đó có bằng cấp chứng chỉ đạt 25%; 100% người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, người lao động có thu nhập thấp có nhu cầu được hỗ trợ đào tạo kỹ năng nghề phù hợp.

- Chiều thiếu hụt về nhà ở: Tối thiểu 100.000 hộ nghèo, hộ cận nghèo trên địa bàn các huyện nghèo được hỗ trợ nhà ở, đảm bảo có nhà ở an toàn, ổn định, có khả năng chống chịu tác động của thiên tai, góp phần nâng cao chất lượng cuộc sống và giảm nghèo bền vững.

- Chiều thiếu hụt về nước sinh hoạt và vệ sinh: 90% hộ nghèo, hộ cận nghèo sử dụng nước sinh hoạt hợp vệ sinh; ít nhất 60% hộ nghèo, hộ cận nghèo sử dụng nhà tiêu hợp vệ sinh.

- Chiều thiếu hụt về thông tin: 90% hộ nghèo, hộ cận nghèo có nhu cầu được tiếp cận sử dụng các dịch vụ viễn thông, internet; 95% các hộ gia đình sinh sống địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo được tiếp cận thông tin về giảm nghèo bền vững thông qua các hình thức xuất bản phẩm, sản phẩm truyền thông.

II. PHẠM VI, ĐỐI TƯỢNG VÀ THỜI GIAN THỰC HIỆN CỦA CHƯƠNG TRÌNH

1. Phạm vi của Chương trình

Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025 thực hiện trên phạm vi cả nước, trọng tâm là các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

2. Đối tượng của Chương trình

a) Hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo (trong vòng 36 tháng, kể từ thời điểm hộ được cấp có thẩm quyền công nhận thoát nghèo) trên phạm vi cả nước. Ưu tiên hỗ trợ hộ nghèo dân tộc thiểu số, hộ nghèo có thành viên là người có công với cách mạng; trẻ em, người khuyết tật, phụ nữ thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo.

b) Người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo; người dân sinh sống trên địa bàn các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo; các tỉnh có huyện nghèo.

c) Các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

d) Cơ sở giáo dục nghề nghiệp, tổ chức dịch vụ việc làm, doanh nghiệp, hợp tác xã trên địa bàn các tỉnh có huyện nghèo.

đ) Các tổ chức, cá nhân liên quan.

3. Thời gian thực hiện Chương trình: đến hết năm 2025.

III. CÁC DỰ ÁN THÀNH PHẦN CỦA CHƯƠNG TRÌNH

1. Dự án 1: Hỗ trợ đầu tư phát triển hạ tầng kinh tế - xã hội các huyện nghèo, các xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo

a) Tiểu dự án 1: Hỗ trợ đầu tư phát triển hạ tầng kinh tế - xã hội các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo

- Mục tiêu: Xây dựng cơ sở hạ tầng liên kết vùng, thiết yếu, phục vụ dân sinh, sản xuất, lưu thông hàng hóa trên địa bàn các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo; hỗ trợ các địa bàn nghèo phát triển cơ sở hạ tầng kinh tế - xã hội, nâng cao chất lượng cuộc sống cho người dân và thúc đẩy tăng trưởng kinh tế.

- Đối tượng:

+ Các huyện nghèo theo quyết định của cấp có thẩm quyền;

+ Các xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo theo quyết định của cấp có thẩm quyền.

- Nội dung hỗ trợ: đầu tư cơ sở hạ tầng kinh tế - xã hội, cơ sở hạ tầng trên địa bàn nghèo. Cụ thể:

+ Đầu tư phát triển cơ sở hạ tầng kinh tế - xã hội liên kết vùng, thiết yếu trên địa bàn huyện nghèo (công trình đầu tư cấp huyện, liên xã) phục vụ dân sinh, sản xuất, thương mại, lưu thông hàng hóa và tiếp cận các dịch vụ xã hội cơ bản, gồm:

. Các công trình giao thông, cầu, hạ tầng điện phục vụ dân sinh, sản xuất;

. Các công trình giáo dục đạt chuẩn quốc gia;

. Các công trình y tế đạt chuẩn quốc gia;

. Các công trình phục vụ nước sinh hoạt cho người dân;

. Công trình thủy lợi phục vụ sản xuất;

. Các công trình phục vụ nhu cầu về hoạt động văn hóa thể thao;

. Các loại công trình xây dựng cơ sở hạ tầng phát triển kinh tế - xã hội khác do cộng đồng nghèo trên địa bàn huyện nghèo đề xuất, phù hợp với phong tục, tập quán, bản sắc dân tộc, văn hóa, nhu cầu của cộng đồng, phù hợp với mục tiêu của Chương trình và quy định của pháp luật, ưu tiên công trình cho các cộng đồng nghèo, công trình có nhiều người nghèo, phụ nữ hưởng lợi.

Công trình đầu tư phải đảm bảo tính kết nối về giao thông, kinh tế, xã hội để hỗ trợ phát triển sản xuất, lưu thông hàng hóa, dịch vụ, tiếp cận các dịch vụ xã hội cơ bản liên xã, giữa xã với huyện hoặc kết nối huyện với các khu vực trung tâm, vùng động lực phát triển.

Công trình đầu tư phải phục vụ trực tiếp cho sản xuất và dân sinh, đáp ứng nhu cầu của người dân hưởng lợi, ưu tiên các công trình có nhiều người hưởng lợi là người thuộc hộ nghèo, cận nghèo, mới thoát nghèo, dân tộc thiểu số, phụ nữ.

+ Đầu tư phát triển cơ sở hạ tầng thiết yếu trên địa bàn các xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo (công trình đầu tư cấp xã, liên xã) phục vụ dân sinh, sản xuất, tiếp cận các dịch vụ xã hội cơ bản, gồm:

. Công trình y tế cấp xã đạt chuẩn quốc gia theo quy định;

. Công trình, cơ sở vật chất trường mầm non, mẫu giáo, tiểu học, trung học cơ sở đạt chuẩn quốc gia; phòng học kiên cố cho nhà trẻ, lớp mẫu giáo;

. Công trình phục vụ nước sinh hoạt hợp vệ sinh cho người dân (nguồn nước sinh hoạt hợp vệ sinh: nước máy, nước giếng khoan, nước giếng đào có thành bảo vệ, nước khe mó được bảo vệ);

. Công trình giao thông đường trục chính, nội đồng được cứng hóa, xe cơ giới đi lại thuận tiện; cầu, hạ tầng điện phục vụ dân sinh, sản xuất, lưu thông hàng hóa;

. Công trình thủy lợi nhỏ do xã quản lý được kiên cố hóa, phục vụ sản xuất, dân sinh;

. Công trình phục vụ sinh hoạt văn hóa, thể thao, vui chơi giải trí cho người dân của xã;

. Công trình thích ứng với biến đổi khí hậu đối với vùng ngập mặn và vùng thường xuyên bị bão, lũ;

. Các loại công trình xây dựng cơ sở hạ tầng khác do cộng đồng nghèo trên địa bàn xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo đề xuất, phù hợp với phong tục, tập quán, bản sắc dân tộc, văn hóa, nhu cầu của cộng đồng, phù hợp với mục tiêu của Chương trình và quy định của pháp luật, ưu tiên công trình cho nhiều người nghèo, phụ nữ hưởng lợi;

Công trình ở cấp xã và thôn, bản phải đảm bảo tính kết nối giữa các thôn, giữa các thôn với trung tâm xã để hỗ trợ phát triển sản xuất, sinh kế và thích ứng với biến đổi khí hậu.

+ Hỗ trợ duy tu và bảo dưỡng các công trình phục vụ dân sinh, sản xuất, thiết yếu trên địa bàn các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

- Phân công thực hiện:

+ Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì, phối hợp với các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 22.110 tỷ đồng, trong đó:

+ Ngân sách trung ương: 16.940 tỷ đồng (vốn đầu tư phát triển: 15.400 tỷ đồng, vốn sự nghiệp: 1.540 tỷ đồng);

+ Ngân sách địa phương: 2.920 tỷ đồng (vốn đầu tư phát triển: 1.800 tỷ đồng, vốn sự nghiệp: 1.120 tỷ đồng);

+ Vốn huy động hợp pháp khác: 2.250 tỷ đồng.

b) Tiểu dự án 2: Triển khai Đề án hỗ trợ một số huyện nghèo thoát khỏi tình trạng nghèo, đặc biệt khó khăn giai đoạn 2022 - 2025 do Thủ tướng Chính phủ phê duyệt.

- Mục tiêu: Hỗ trợ một số huyện nghèo thoát khỏi tình trạng nghèo, đặc biệt khó khăn giai đoạn 2022 - 2025; góp phần nâng cao chất lượng cuộc sống cho người dân, thúc đẩy tăng trưởng kinh tế và giảm nghèo bền vững.

- Đối tượng: Các huyện nghèo đăng ký kế hoạch thoát khỏi tình trạng nghèo, đặc biệt khó khăn giai đoạn 2022 - 2025 được Thủ tướng Chính phủ xem xét, quyết định hỗ trợ.

- Nội dung hỗ trợ: Đầu tư trọng tâm, trọng điểm một số công trình, cơ sở hạ tầng kinh tế - xã hội (công trình đầu tư cấp huyện, liên xã) nhằm tạo sự đột phá, thúc đẩy hiệu quả phát triển sản xuất, kinh doanh, dịch vụ, lưu thông hàng hóa, phát triển kinh tế và nâng cao thu nhập cho người dân theo Đề án hỗ trợ một số huyện nghèo thoát khỏi tình trạng nghèo, đặc biệt khó khăn giai đoạn 2022 - 2025.

- Phân công thực hiện:

+ Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì, phối hợp với các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 3.050 tỷ đồng, trong đó:

+ Ngân sách trung ương: 2.200 tỷ đồng (vốn đầu tư phát triển: 2.000 tỷ đồng; vốn sự nghiệp: 200 tỷ đồng);

+ Ngân sách địa phương: 300 tỷ đồng (vốn đầu tư phát triển: 200 tỷ đồng; vốn sự nghiệp 100 tỷ đồng);

+ Vốn huy động hợp pháp khác: 550 tỷ đồng.

2. Dự án 2: Đa dạng hóa sinh kế, phát triển mô hình giảm nghèo

a) Mục tiêu: Hỗ trợ đa dạng hóa sinh kế, xây dựng, phát triển và nhân rộng các mô hình, dự án giảm nghèo hỗ trợ phát triển sản xuất, kinh doanh, dịch vụ, du lịch, khởi nghiệp, khởi sự kinh doanh nhằm tạo việc làm, sinh kế bền vững, thu nhập tốt, nâng cao chất lượng cuộc sống và thích ứng với biến đổi khí hậu, dịch bệnh cho người nghèo; góp phần thực hiện mục tiêu chuyển dịch cơ cấu kinh tế, cơ cấu lao động, phát huy các giá trị văn hóa của dân tộc, bảo vệ môi trường, tăng trưởng kinh tế và mục tiêu giảm nghèo bền vững.

b) Đối tượng:

- Người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, người khuyết tật (không có sinh kế ổn định) trên phạm vi cả nước; người dân sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo. Ưu tiên hỗ trợ hộ nghèo dân tộc thiểu số, hộ nghèo có thành viên là người có công với cách mạng và phụ nữ thuộc hộ nghèo;

- Hộ gia đình, tổ, nhóm hợp tác, hợp tác xã, doanh nghiệp và tổ chức, cá nhân; cơ sở đào tạo, cơ sở giáo dục nghề nghiệp; trung tâm nghiên cứu, khoa học, công nghệ, kỹ thuật; cơ sở sản xuất, kinh doanh khác xây dựng, nhân rộng, phát triển mô hình, dự án giảm nghèo hỗ trợ phát triển sản xuất, kinh doanh, dịch vụ, du lịch, khởi nghiệp, khởi sự kinh doanh nhằm tạo việc làm, sinh kế, thu nhập và chuyển giao khoa học, công nghệ, kỹ thuật, mô hình giảm nghèo cho người nghèo. Ưu tiên hỗ trợ các mô hình, dự án giảm nghèo triển khai trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo; mô hình, dự án giảm nghèo, khởi nghiệp, khởi sự kinh doanh do người khuyết tật, dân tộc thiểu số, phụ nữ, học sinh, sinh viên thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo chủ trì thực hiện;

- Tạo điều kiện để người yếu thế, dễ bị tổn thương, có hoàn cảnh khó khăn được tham gia thực hiện mô hình, dự án giảm nghèo.

c) Nội dung hỗ trợ:

- Xây dựng, phát triển, nhân rộng các mô hình, dự án giảm nghèo hỗ trợ phát triển sản xuất, kinh doanh, dịch vụ, thương mại, du lịch, khởi nghiệp, khởi sự kinh doanh nhằm tạo việc làm, sinh kế bền vững, thu nhập tốt cho hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, người dân sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo; tập huấn, chuyển giao khoa học, kỹ thuật, công nghệ; dạy nghề, hướng nghiệp, tạo việc làm; hỗ trợ giống cây trồng, vật nuôi, nguyên liệu sản xuất, vật tư, công cụ, máy móc, thiết bị, nhà xưởng sản xuất và điều kiện cơ sở vật chất; xúc tiến thương mại, tiếp cận thị trường, liên kết phát triển sản xuất, phát triển ngành nghề với bảo quản, chế biến, tiêu thụ sản phẩm giữa hộ nghèo, cận nghèo, hộ mới thoát nghèo, cộng đồng với hợp tác xã, doanh nghiệp, tổ chức, cá nhân liên quan và các nội dung khác theo quy định của pháp luật; mô hình giảm nghèo gắn với quốc phòng, an ninh;

- Tổ chức các hoạt động đa dạng hóa sinh kế khác do cộng đồng đề xuất, phù hợp với phong tục, tập quán, nhu cầu của cộng đồng; phù hợp với mục tiêu của Chương trình và quy định của pháp luật.

d) Phân công thực hiện

- Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các bộ, ngành cơ quan liên quan tổ chức thực hiện;

- Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì, phối hợp với các sở, ban, ngành liên quan để tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

đ) Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 10.550 tỷ đồng, trong đó:

- Ngân sách trung ương: 7.550 tỷ đồng (vốn sự nghiệp);

- Ngân sách địa phương: 1.000 tỷ đồng (vốn sự nghiệp);

- Vốn huy động hợp pháp khác: 2.000 tỷ đồng.

3. Dự án 3: Hỗ trợ phát triển sản xuất, cải thiện dinh dưỡng

a) Tiểu dự án 1: Hỗ trợ phát triển sản xuất trong lĩnh vực nông nghiệp

- Mục tiêu: hỗ trợ nâng cao năng lực sản xuất nông, lâm, ngư, diêm nghiệp; đẩy mạnh phát triển sản xuất liên kết theo chuỗi giá trị, ứng dụng công nghệ cao nhằm đổi mới phương thức, kỹ thuật sản xuất, bảo đảm an ninh lương thực, đáp ứng nhu cầu dinh dưỡng, tăng thu nhập; gắn với quy hoạch sản xuất, đề án chuyển đổi cơ cấu sản xuất của địa phương theo hướng sản xuất hàng hóa, nâng cao năng suất, chất lượng, hiệu quả sản xuất, phát triển các sản phẩm có tiềm năng, thế mạnh tại địa phương, tạo giá trị gia tăng cho người sản xuất, thoát nghèo bền vững.

- Đối tượng:

+ Người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, người khuyết tật (không có sinh kế ổn định) trên phạm vi cả nước; người dân sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo;

+ Hỗ trợ hộ nghèo dân tộc thiểu số, hộ nghèo có thành viên là người có công với cách mạng và phụ nữ thuộc hộ nghèo.

- Nội dung hỗ trợ;

+ Phát triển sản xuất nông, lâm, ngư, diêm nghiệp: Tập huấn kỹ thuật, tư vấn chuyển giao kỹ thuật, cung cấp cây trồng, vật nuôi, vật tư, công cụ, dụng cụ sản xuất; phân bón, thức ăn chăn nuôi, thuốc bảo vệ thực vật, thuốc thú y và hỗ trợ khác theo quy định;

+ Phát triển hệ thống lương thực, thực phẩm đảm bảo đủ dinh dưỡng;

+ Tập huấn, tư vấn quản lý tiêu thụ nông sản, thí điểm, nhân rộng các giải pháp, sáng kiến phát triển sản xuất nông nghiệp gắn với chuỗi giá trị hiệu quả.

- Phân công thực hiện:

+ Bộ Nông nghiệp và Phát triển nông thôn chủ trì, phối hợp với Bộ Lao động - Thương binh và Xã hội và các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Nông nghiệp và Phát triển nông thôn chủ trì phối hợp với Sở Lao động - Thương binh và Xã hội các sở, ban ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 5.500 tỷ đồng, trong đó:

+ Ngân sách trung ương: 3.000 tỷ đồng (vốn sự nghiệp);

+ Ngân sách địa phương: 1.000 tỷ đồng (vốn sự nghiệp);

+ Vốn huy động hợp pháp khác: 1.500 tỷ đồng.

b) Tiểu dự án 2: Cải thiện dinh dưỡng

- Mục tiêu: Cải thiện tình trạng dinh dưỡng và giảm suy dinh dưỡng thấp còi, chăm sóc sức khỏe, nâng cao thể trạng và tầm vóc của trẻ em dưới 16 tuổi thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo và trẻ em sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

- Đối tượng:

+ Trẻ em dưới 16 tuổi thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo; trẻ em sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo;

+ Phụ nữ mang thai và cho con bú, hộ gia đình, cơ sở y tế, trường học trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

- Nội dung hỗ trợ:

+ Hỗ trợ tiếp cận, can thiệp trực tiếp phòng chống suy dinh dưỡng, thiếu vi chất dinh dưỡng cho bà mẹ, trẻ em dưới 5 tuổi thuộc hộ gia đình nghèo và cận nghèo; người dân sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo;

+ Tăng cường hoạt động cải thiện chất lượng bữa ăn học đường và giáo dục chăm sóc dinh dưỡng; can thiệp phòng chống thiếu vi chất dinh dưỡng; bảo vệ, chăm sóc dinh dưỡng cho trẻ học đường (trẻ từ 5 đến dưới 16 tuổi).

- Phân công thực hiện:

+ Bộ Y tế chủ trì, phối hợp với các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Y tế chủ trì, phối hợp với các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 2.000 tỷ đồng, trong đó:

+ Ngân sách trung ương: 1.000 tỷ đồng (vốn sự nghiệp);

+ Ngân sách địa phương: 500 tỷ đồng (vốn sự nghiệp);

+ Vốn huy động hợp pháp khác: 500 tỷ đồng.

4. Dự án 4: Phát triển giáo dục nghề nghiệp, việc làm bền vững

a) Tiểu dự án 1: Phát triển giáo dục nghề nghiệp vùng nghèo, vùng khó khăn

- Mục tiêu: Phát triển giáo dục nghề nghiệp cả về quy mô và chất lượng đào tạo, hỗ trợ đào tạo nghề cho người nghèo, người dân sinh sống trên địa bàn tỉnh có huyện nghèo, gắn kết chặt chẽ giáo dục nghề nghiệp với tạo việc làm, sinh kế bền vững, tăng thu nhập và nâng cao chất lượng cuộc sống.

- Đối tượng:

+ Người học nghề, lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo; người lao động có thu nhập thấp;

+ Các cơ sở giáo dục nghề nghiệp trên địa bàn tỉnh có huyện nghèo;

+ Các doanh nghiệp, hợp tác xã, tổ chức và cá nhân có liên quan;

+ Các bộ, ngành, địa phương được giao nhiệm vụ thực hiện các hoạt động của Tiểu dự án.

- Nội dung hỗ trợ:

+ Về cơ sở vật chất, thiết bị, phương tiện đào tạo cho các cơ sở giáo dục nghề nghiệp trên địa bàn tỉnh có huyện nghèo;

+ Xây dựng các chuẩn về giáo dục nghề nghiệp (gồm: tiêu chuẩn kỹ năng nghề; định mức kinh tế - kỹ thuật; quy định kiến thức tối thiểu, yêu cầu về năng lực mà người học đạt được sau tốt nghiệp; danh mục thiết bị đào tạo tối thiểu; tiêu chuẩn cơ sở vật chất trong thực hành, thực nghiệm và thí nghiệm; giá tối đa dịch vụ giáo dục nghề nghiệp sử dụng ngân sách nhà nước); phát triển hệ thống đánh giá cấp chứng chỉ kỹ năng nghề quốc gia và hệ thống bảo đảm chất lượng giáo dục nghề nghiệp; phát triển chương trình, học liệu; phát triển nhà giáo và cán bộ quản lý phù hợp với đối tượng, trình độ phát triển kinh tế - xã hội trên địa bàn tỉnh có huyện nghèo;

+ Khảo sát, thống kê, dự báo nhu cầu học nghề; truyền thông, hướng nghiệp, hỗ trợ khởi nghiệp và tạo việc làm trên địa bàn tỉnh có huyện nghèo;

+ Phát triển mô hình gắn kết giáo dục nghề nghiệp với doanh nghiệp, hợp tác xã trên địa bàn tỉnh có huyện nghèo;

+ Đào tạo nghề cho người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, người lao động có thu nhập thấp.

- Phân công thực hiện:

+ Bộ Lao động - Thương binh và Xã hội chủ trì phối hợp với các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì phối hợp với các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 15.300 tỷ đồng, trong đó:

+ Ngân sách trung ương: 7.000 tỷ đồng (vốn đầu tư phát triển: 2.000 tỷ đồng; vốn sự nghiệp: 5.000 tỷ đồng);

- Ngân sách địa phương: 4.800 tỷ đồng (vốn đầu tư phát triển: 300 tỷ đồng; vốn sự nghiệp: 4.500 tỷ đồng);

+ Vốn huy động hợp pháp khác: 3.500 tỷ đồng.

b) Tiểu dự án 2: Hỗ trợ người lao động đi làm việc ở nước ngoài theo hợp đồng

- Mục tiêu: Đẩy mạnh hoạt động đưa người lao động sinh sống trên địa bàn các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo đi làm việc ở nước ngoài theo hợp đồng; hỗ trợ hoạt động đào tạo nâng cao trình độ ngoại ngữ, kỹ năng nghề cho người lao động trước khi đi làm việc ở nước ngoài theo hợp đồng, góp phần tạo việc làm, nâng cao thu nhập và giảm nghèo bền vững, nhất là người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, người lao động trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

- Đối tượng:

+ Người lao động có nhu cầu đi làm việc ở nước ngoài, cư trú trên địa bàn các huyện nghèo (không bao gồm các địa bàn được hưởng cơ chế, chính sách hỗ trợ người lao động đi làm việc ở nước ngoài quy định tại Chương trình mục tiêu quốc gia phát triển kinh tế - xã hội vùng đồng bào dân tộc thiểu số và miền núi giai đoạn 2021 - 2030), xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo; ưu tiên người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo;

+ Cơ sở đào tạo, doanh nghiệp, tổ chức sự nghiệp đưa người lao động đi làm việc ở nước ngoài theo hợp đồng; các tổ chức, cá nhân tư vấn cho người lao động đi làm việc ở nước ngoài theo hợp đồng;

+ Người lao động tham gia các khóa đào tạo nâng cao trình độ ngoại ngữ để đi làm việc ở nước ngoài theo các hiệp định ký giữa Chính phủ Việt Nam và Chính phủ nước tiếp nhận.

- Nội dung hỗ trợ:

+ Người lao động sinh sống trên địa bàn các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo đi làm việc ở nước ngoài theo hợp đồng: tiền đào tạo, bồi dưỡng kỹ năng nghề, ngoại ngữ; hỗ trợ tiền ăn, sinh hoạt phí, tiền ở trong thời gian tham gia đào tạo (bao gồm cả thời gian tham gia giáo dục định hướng), trang cấp đồ dùng cá nhân thiết yếu; chi phí khám sức khỏe, hộ chiếu, thị thực và lý lịch tư pháp; giới thiệu, tư vấn cho người lao động và thân nhân người lao động;

+ Một phần chi phí đào tạo nâng cao trình độ ngoại ngữ cho người lao động đi làm việc ở nước ngoài theo các hiệp định ký giữa Chính phủ Việt Nam và Chính phủ nước tiếp nhận, ưu tiên người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, người dân tộc thiểu số, người lao động sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

- Phân công thực hiện;

+ Bộ Lao động - Thương binh và Xã hội chủ trì phối hợp với các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì phối hợp với các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 570 tỷ đồng, trong đó:

+ Ngân sách trung ương: 270 tỷ đồng (vốn sự nghiệp);

+ Ngân sách địa phương: 200 tỷ đồng (vốn sự nghiệp);

+ Vốn huy động hợp pháp khác: 100 tỷ đồng.

c) Tiểu dự án 3: Hỗ trợ việc làm bền vững

- Mục tiêu: Cung cấp thông tin thị trường lao động, đa dạng hóa các hoạt động giao dịch việc làm, kết nối cung cầu lao động, hỗ trợ tạo việc làm bền vững cho người lao động, ưu tiên người lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo; người lao động sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

- Đối tượng:

+ Người lao động, ưu tiên lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo;

- Người lao động sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo;

+ Các trung tâm dịch vụ việc làm, doanh nghiệp hoạt động dịch vụ việc làm trên địa bàn tỉnh có huyện nghèo và cơ quan, tổ chức có liên quan;

+ Cơ quan quản lý nhà nước các cấp.

- Nội dung hỗ trợ:

+ Về cơ sở hạ tầng, trang thiết bị công nghệ thông tin để hiện đại hóa hệ thống thông tin thị trường lao động, hình thành sàn giao dịch việc làm trực tuyến và xây dựng các cơ sở dữ liệu;

+ Xây dựng cơ sở dữ liệu việc tìm người - người tìm việc;

+ Hỗ trợ giao dịch việc làm;

+ Quản lý lao động gắn với cơ sở dữ liệu quốc gia về dân cư và các cơ sở dữ liệu khác;

+ Thu thập, phân tích, dự báo thị trường lao động;

+ Hỗ trợ kết nối việc làm thành công.

- Phân công thực hiện:

+ Bộ Lao động - Thương binh và Xã hội chủ trì phối hợp với các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì phối hợp với các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện : 2.610 tỷ đồng, trong đó:

+ Ngân sách trung ương: 1.950 tỷ đồng (vốn đầu tư phát triển: 600 tỷ đồng; vốn sự nghiệp: 1.350 tỷ đồng);

+ Ngân sách địa phương: 550 tỷ đồng (vốn đầu tư phát triển: 400 tỷ đồng; vốn sự nghiệp: 150 tỷ đồng);

+ Vốn huy động hợp pháp khác: 110 tỷ đồng.

5. Dự án 5: Hỗ trợ nhà ở cho hộ nghèo, hộ cận nghèo trên địa bàn các huyện nghèo

a) Mục tiêu: hỗ trợ nhà ở cho khoảng 100.000 hộ nghèo, cận nghèo trên địa bàn các huyện nghèo có nhà ở an toàn, ổn định, có khả năng chống chịu tác động của thiên tai, góp phần nâng cao chất lượng cuộc sống và giảm nghèo bền vững.

b) Đối tượng:

- Hộ nghèo, hộ cận nghèo (theo chuẩn nghèo đa chiều quốc gia giai đoạn 2021 - 2025) trong danh sách hộ nghèo, hộ cận nghèo do Ủy ban nhân dân cấp xã quản lý, đang cư trú trên địa bàn huyện nghèo và là hộ độc lập có thời gian tách hộ đến khi Chương trình có hiệu lực thi hành tối thiểu 03 năm;

- Đối tượng thụ hưởng dự án không bao gồm các hộ đã được hỗ trợ nhà ở thuộc Chương trình mục tiêu quốc gia phát triển kinh tế - xã hội vùng đồng bào dân tộc thiểu số và miền núi giai đoạn 2021 - 2030 và các chương trình, đề án, chính sách khác.

c) Nội dung hỗ trợ:

Xây mới hoặc sửa chữa, nâng cấp nhà ở hiện có; đảm bảo diện tích sử dụng tối thiểu 30m^2 “3 cứng” (nền cứng, khung - tường cứng, mái cứng) và tuổi thọ căn nhà từ 20 năm trở lên.

d) Phân công thực hiện:

- Bộ Xây dựng chủ trì, phối hợp với Bộ Lao động - Thương binh và Xã hội và các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

- Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Xây dựng chủ trì, phối hợp với Sở Lao động - Thương binh và Xã hội và các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

đ) Vốn và nguồn vốn

Tổng nhu cầu vốn thực hiện: 8.000 tỷ đồng, trong đó:

- Ngân sách trung ương: 4.000 tỷ đồng (vốn sự nghiệp);

- Ngân sách địa phương: 1.000 tỷ đồng (vốn sự nghiệp);

- Vốn huy động hợp pháp khác: 3.000 tỷ đồng.

6. Dự án 6: Truyền thông và giảm nghèo về thông tin

a) Tiểu dự án 1: Giảm nghèo về thông tin

- Mục tiêu:

+ Hỗ trợ hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo; người dân sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo sử dụng dịch vụ viễn thông, tiếp cận thông tin, giảm nghèo về thông tin;

+ Nâng cao năng lực, hiệu quả hoạt động của hệ thống thông tin cơ sở; đảm bảo 100% xã có điều kiện kinh tế - xã hội đặc biệt khó khăn, xã đảo, huyện đảo có hệ thống đài truyền thanh hoạt động, phục vụ tốt cho công tác thông tin, tuyên truyền và quản lý, điều hành tại địa phương;

+ Tăng cường thông tin, tuyên truyền phục vụ nhiệm vụ chính trị, thông tin thiết yếu cho xã hội, nhất là cung cấp thông tin về cơ sở miền núi, vùng sâu, vùng xa, biên giới, hải đảo, thông tin cho người dân sinh sống trên địa bàn các xã có tỷ lệ hộ nghèo cao, vùng đồng bào dân tộc thiểu số, bao gồm thông tin về kiến thức, kỹ năng, mô hình, kinh nghiệm lao động, sản xuất, kinh doanh; truyền thông nâng cao nhận thức, trách nhiệm của toàn xã hội, của người nghèo về công tác giảm nghèo, đảm bảo an sinh xã hội bền vững;

+ Tăng cường tiếp cận thông tin thiết yếu cho cộng đồng dân cư; đảm bảo 100% xã có điều kiện kinh tế - xã hội đặc biệt khó khăn, xã đảo, huyện đảo có điểm cung cấp thông tin công cộng phục vụ người dân sử dụng dịch vụ thông tin thiết yếu, góp phần thúc đẩy phát triển kinh tế - xã hội ở các khu vực này.

- Đối lượng:

+ Hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo; người dân sinh sống trên địa bàn huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo;

+ Các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo; khu vực biên giới;

+ Các tổ chức và cá nhân có liên quan.

- Nội dung hỗ trợ:

+ Nâng cao năng lực cho cán bộ thông tin và truyền thông;

+ Thiết lập các cụm thông tin điện tử công cộng phục vụ thông tin, tuyên truyền đối ngoại tại cửa khẩu biên giới và cung cấp nội dung thông tin phục vụ tuyên truyền ở các xã biên giới;

+ Cung cấp dịch vụ thông tin công cộng tại các điểm cung cấp dịch bưu chính công cộng phục vụ tiếp cận thông tin của nhân dân ở các xã có điều kiện kinh tế - xã hội đặc biệt khó khăn, xã đảo, huyện đảo;

+ Tăng cường cơ sở vật chất cho hoạt động thông tin cơ sở (bao gồm cơ sở vật chất cho hoạt động của Đài truyền thanh xã có điều kiện kinh tế - xã hội đặc biệt khó khăn, xã đảo, huyện đảo), đồn biên phòng để cung cấp nội dung thông tin thiết yếu cho xã hội. Trên cơ sở ứng dụng công nghệ số, đẩy mạnh trang bị cơ sở vật chất, nền tảng cung cấp nội dung thông tin thiết yếu cho xã hội;

+ Hỗ trợ tăng cường nội dung thông tin thiết yếu cho xã hội, ưu tiên đối với xã có điều kiện kinh tế - xã hội đặc biệt khó khăn, xã đảo.

- Phân công thực hiện:

+ Bộ Thông tin và Truyền thông chủ trì, phối hợp với Bộ Lao động - Thương binh và Xã hội và các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân tỉnh chỉ đạo Sở Thông tin và Truyền thông chủ trì, phối hợp với Sở Lao động - Thương binh và Xã hội và các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 2.120 tỷ đồng, trong đó:

+ Ngân sách trung ương: 1.500 tỷ đồng (vốn sự nghiệp);

+ Ngân sách địa phương: 120 tỷ đồng (vốn sự nghiệp);

+ Vốn huy động hợp pháp khác: 500 tỷ đồng.

b) Tiểu dự án 2: Truyền thông vè giảm nghèo đa chiều

- Mục tiêu: Tăng cường truyền thông, nâng cao nhận thức, trách nhiệm của toàn xã hội về công tác giảm nghèo đa chiều, bao trùm, bền vững nhằm khơi dậy tinh thần tự lực, tự cường vươn lên thoát nghèo của người dân và cộng đồng; nâng cao khả năng tiếp cận và thụ hưởng trợ giúp pháp lý, huy động nguồn lực để thực hiện mục tiêu giảm nghèo bền vững; tuyên truyền các gương điển hình, sáng kiến, mô hình tốt về giảm nghèo để thúc đẩy, nhân rộng và lan tỏa trong xã hội.

- Đối tượng:

+ Người nghèo, người dân tại các địa bàn thực hiện Chương trình;

+ Các tổ chức và cá nhân có liên quan.

- Nội dung:

+ Xây dựng, tổ chức thực hiện các chương trình, sự kiện, chuyên trang, chuyên mục, phóng sự, ấn phẩm truyền thông về giảm nghèo bền vững;

+ Tuyên truyền, giáo dục, nâng cao nhận thức và trách nhiệm các cấp, các ngành và toàn xã hội về công tác giảm nghèo;

+ Hỗ trợ các cơ quan báo chí, xuất bản thông tin, tuyên truyền về công tác giảm nghèo, kịp thời giới thiệu các cá nhân, tập thể, mô hình, kinh nghiệm hay trong giảm nghèo bền vững;

+ Tổ chức thực hiện phong trào thi đua “Cả nước chung tay vì người nghèo - Không để ai bị bỏ lại phía sau”, biểu dương, khen thưởng các địa phương, cộng đồng, hộ nghèo và tổ chức, cá nhân có thành tích xuất sắc trong lĩnh vực giảm nghèo;

+ Xây dựng, tổ chức thực hiện các chương trình thông tin và truyền thông định hướng cho người dân tham gia, thụ hưởng Chương trình; tiếp cận các dịch vụ xã hội cơ bản về việc làm, giáo dục nghề nghiệp, đi làm việc ở nước ngoài theo hợp đồng, y tế, giáo dục, nhà ở, nước sạch và vệ sinh, thông tin, trợ giúp pháp lý, trợ giúp xã hội và bình đẳng giới;

+ Tổ chức các hoạt động đối thoại chính sách về giảm nghèo ở các cấp, các ngành, nhất là cơ sở;

+ Phát triển hoạt động trang thông tin điện tử về giảm nghèo.

- Phân công thực hiện:

+ Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với Bộ Thông tin và Truyền thông và các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì, phối hợp với Sở Thông tin và Truyền thông và các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn

Tổng nhu cầu vốn thực hiện: 800 tỷ đồng, trong đó:

+ Ngân sách trung ương: 600 tỷ đồng (vốn sự nghiệp);

+ Ngân sách địa phương: 100 tỷ đồng (vốn sự nghiệp);

+ Vốn huy động hợp pháp khác: 100 tỷ đồng.

7. Dự án 7: Nâng cao năng lực và giám sát, đánh giá Chương trình

a) Tiểu dự án 1: Nâng cao năng lực thực hiện Chương trình

- Mục tiêu: Nâng cao năng lực đội ngũ cán bộ làm công tác giảm nghèo ở các cấp nhằm hỗ trợ người nghèo vươn lên thoát nghèo, phòng ngừa, hạn chế người dân rơi vào tình trạng nghèo đói; bảo đảm thực hiện Chương trình đúng mục tiêu, đúng đối tượng, hiệu quả, bền vững.

- Đối tượng:

+ Cán bộ làm công tác giảm nghèo các cấp, nhất là cấp cơ sở (cán bộ thôn, bản, đại diện cộng đồng, lãnh đạo tổ nhóm, cán bộ chi hội đoàn thể, cộng tác viên giảm nghèo, người có uy tín), chú trọng nâng cao năng lực cho cán bộ nữ;

+ Các tổ chức và cá nhân có liên quan.

- Nội dung:

+ Xây dựng tài liệu và đào tạo, tập huấn, bồi dưỡng kiến thức, kỹ năng, nghiệp vụ cho đội ngũ cán bộ làm công tác giảm nghèo; chú trọng các nội dung thực hiện Chương trình, giải quyết các chiều thiếu hụt dịch vụ xã hội cơ bản cho người nghèo về việc làm, giáo dục nghề nghiệp, đi làm việc ở nước ngoài theo hợp đồng, y tế, giáo dục, nhà ở, nước sạch và vệ sinh, thông tin. Nâng cao kiến thức, kỹ năng, nghiệp vụ cho đội ngũ cán bộ làm công tác trợ giúp pháp lý, công tác xã hội, bình đẳng giới nhằm hỗ trợ hiệu quả cho người nghèo, đối tượng yếu thế, có hoàn cảnh khó khăn;

+ Tổ chức học tập, trao đổi kinh nghiệm trong và ngoài nước; tổ chức hội thảo, hội nghị và các hoạt động khác về công tác giảm nghèo.

- Phân công thực hiện:

+ Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các bộ, ngành, cơ quan liên quan hướng dẫn tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì, phối hợp với các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 1.500 tỷ đồng. Trong đó:

+ Ngân sách trung ương: 1.300 tỷ đồng (vốn sự nghiệp);

+ Ngân sách địa phương: 100 tỷ đồng (vốn sự nghiệp);

+ Vốn huy động hợp pháp khác: 100 tỷ đồng.

b) Tiểu dự án 2: Giám sát, đánh giá

- Mục tiêu:

+ Thiết lập quy trình, hệ thống giám sát, đánh giá đồng bộ, toàn diện đáp ứng yêu cầu quản lý Chương trình;

+ Tổ chức giám sát, đánh giá việc tổ chức thực hiện Chương trình, đảm bảo thực hiện đúng mục tiêu, đúng đối tượng và quy định của pháp luật.

- Đối tượng:

+ Cơ quan chủ trì Chương trình các cấp, các cơ quan chủ trì các dự án thành phần/nội dung trong các dự án thành phần các cấp và các cán bộ được phân công phụ trách và tổ chức thực hiện công tác giám sát, đánh giá;

+ Các tổ chức và cá nhân có liên quan.

- Nội dung thực hiện:

+ Xây dựng khung kết quả của Chương trình, gồm: hệ thống các mục tiêu, chỉ tiêu đánh giá kết quả thực hiện các chính sách, chương trình, dự án giảm nghèo tiếp cận đa chiều; xây dựng quy trình, chi tiết hệ thống giám sát và đánh giá, hệ thống các biểu mẫu báo cáo, cơ chế thu thập thông tin; nội dung, cơ chế báo cáo; cách thức sử dụng thông tin của hệ thống giám sát và đánh giá cho quản lý và tổ chức thực hiện;

+ Kiểm tra, giám sát, đánh giá kết quả thực hiện các chính sách, chương trình, dự án giảm nghèo định kỳ, hằng năm hoặc đột xuất;

+ Rà soát hộ nghèo, hộ cận nghèo hằng năm; tổ chức điều tra, đánh giá đầu kỳ, giữa kỳ và cuối kỳ ở các cấp;

+ Xây dựng hệ thống cơ sở dữ liệu và phần mềm quản lý dữ liệu giảm nghèo ở các cấp.

- Phân công thực hiện:

+ Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các bộ, ngành, cơ quan liên quan tổ chức thực hiện;

+ Ủy ban nhân dân cấp tỉnh chỉ đạo Sở Lao động - Thương binh và Xã hội chủ trì, phối hợp với các sở, ban, ngành liên quan tổ chức thực hiện trên địa bàn; kiểm tra, giám sát, đánh giá và tổng hợp báo cáo kết quả thực hiện theo quy định.

- Vốn và nguồn vốn:

Tổng nhu cầu vốn thực hiện: 890 tỷ đồng, Trong đó:

+ Ngân sách trung ương: 690 tỷ đồng (vốn sự nghiệp);

+ Ngân sách địa phương: 100 tỷ đồng (vốn sự nghiệp);

+ Vốn huy động hợp pháp khác: 100 tỷ đồng.

IV. KINH PHÍ THỰC HIỆN CHƯƠNG TRÌNH

1. Tổng nguồn vốn thực hiện Chương trình giai đoạn 2021 - 2025 tối thiểu là 75.000 tỷ đồng, trong đó:

a) Vốn ngân sách trung ương: 48.000 tỷ đồng (vốn đầu tư phát triển: 20.000 tỷ đồng; vốn sự nghiệp: 28.000 tỷ đồng);

b) Vốn ngân sách địa phương: 12.690 tỷ đồng (vốn đầu tư phát triển: 1.700 tỷ đồng; vốn sự nghiệp: 10.990 tỷ đồng);

c) Huy động hợp pháp khác: 14.310 tỷ đồng.

2. Chính phủ có giải pháp huy động các nguồn lực hợp pháp khác để cùng với nguồn lực ngân sách nhà nước thực hiện Chương trình bảo đảm hiệu quả.

V. CÁC GIẢI PHÁP THỰC HIỆN CHƯƠNG TRÌNH

1. Về nguyên tắc thực hiện Chương trình

a) Đầu tư có trọng tâm, trọng điểm và bền vững, trọng tâm là các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang ven biển và hải đảo; ưu tiên hỗ trợ hộ nghèo dân tộc thiểu số, hộ nghèo có thành viên là người có công với cách mạng và trẻ em, phụ nữ thuộc hộ nghèo.

b) Quy định cơ chế đặc thù trong tổ chức thực hiện một số hoạt động của Chương trình bảo đảm phù hợp với tình hình thực tế, đặc điểm, điều kiện huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang ven biển và hải đảo; khắc phục tình trạng đầu tư phân tán, dàn trải, lãng phí; không sử dụng vốn của Chương trình để chi cho các hoạt động thuộc nhiệm vụ quản lý nhà nước đã được bố trí đầy đủ từ nguồn vốn chi thường xuyên.

c) Bảo đảm công khai, dân chủ, phát huy quyền làm chủ và sự tham gia tích cực, chủ động của cộng đồng và người dân. Ưu tiên các công trình sử dụng nguyên vật liệu địa phương và sử dụng lao động tại chỗ để tạo thêm sinh kế cho người dân.

d) Phân quyền, phân cấp cho địa phương trong xây dựng, tổ chức thực hiện Chương trình phù hợp với điều kiện, đặc điểm, tiềm năng, thế mạnh, bản sắc văn hóa, phong tục tập quán tốt đẹp của các dân tộc, các vùng miền gắn với củng cố quốc phòng, an ninh.

đ) Tăng cường thanh tra, kiểm tra, giám sát, đánh giá việc thực hiện Chương trình ở các cấp, các ngành. Có biện pháp phòng ngừa, kịp thời ngăn chặn các biểu hiện tiêu cực và xử lý nghiêm hành vi tham nhũng, lãng phí và các vi phạm trong quá trình thực hiện Chương trình.

2. Về giải pháp huy động vốn, lồng ghép nguồn lực

a) Ngân sách nhà nước giữ vai trò dẫn dắt, tạo động lực, đồng thời huy động tối đa các nguồn lực xã hội thực hiện mục tiêu giảm nghèo bền vững; bố trí vốn đối ứng từ ngân sách địa phương hợp lý, phù hợp với tình hình thực tế và tăng cường các nguồn huy động, đóng góp hợp pháp của doanh nghiệp, nguồn tài trợ của các tổ chức, cá nhân trong và ngoài nước; vốn đối ứng, tham gia, đóng góp của người dân, đối tượng thụ hưởng.

b) Bảo đảm cân đối, bố trí, huy động đầy đủ, kịp thời theo đúng cơ cấu nguồn vốn đã được quyết định; bảo đảm tỷ lệ vốn đối ứng của các địa phương và trách nhiệm tham gia thực hiện Chương trình của người dân, đối tượng thụ hưởng.

c) Lồng ghép nguồn lực thực hiện các chương trình mục tiêu quốc gia, việc thực hiện các chính sách giảm nghèo nói chung và các chính sách giảm nghèo đặc thù với các dự án, nội dung thuộc Chương trình mục tiêu quốc gia giảm nghèo bền vững trên địa bàn các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo.

3. Về cơ chế quản lý, thực hiện

a) Ban Chỉ đạo các cấp

- Cấp Trung ương: thực hiện theo quy định tại Điều 2 Quyết định số 1945/QĐ-TTg ngày 18 tháng 11 năm 2021 của Thủ tướng Chính phủ về việc thành lập Ban Chỉ đạo Trung ương các chương trình mục tiêu quốc gia giai đoạn 2021 - 2025;

- Cấp địa phương: thực hiện theo quy định tại Điều 7 Quyết định số 1945/QĐ-TTg ngày 18 tháng 11 năm 2021 của Thủ tướng Chính phủ về việc thành lập Ban Chỉ đạo Trung ương các chương trình mục tiêu quốc gia giai đoạn 2021 - 2025.

b) Văn phòng điều phối Chương trình

- Ở cấp Trung ương: Văn phòng Quốc gia về giảm nghèo đặt tại Bộ Lao động - Thương binh và Xã hội, giúp việc Ban Chỉ đạo Trung ương và trực tiếp giúp việc Bộ trưởng Bộ Lao động - Thương binh và Xã hội - Phó Trưởng Ban Chỉ đạo Trung ương trong quản lý, điều phối, tổ chức thực hiện Chương trình. Văn phòng Quốc gia về giảm nghèo sử dụng biên chế của Bộ Lao động - Thương binh và Xã hội;

- Ở địa phương: Giao Chủ tịch Ủy ban nhân dân cấp tỉnh quyết định kiện toàn hoặc thành lập Văn phòng điều phối Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025 giúp việc cho Ban Chỉ đạo chung các chương trình mục tiêu quốc gia ở địa phương theo quy định tại Nghị quyết số 24/2021/QH15 ngày 28 tháng 7 năm 2021 và Nghị quyết số 25/2021/QH15 ngày 28 tháng 7 năm 2021 của Quốc hội.

c) Về cơ chế thực hiện

- Cơ chế đặc thù thực hiện Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025 được thực hiện theo quy định của Chính phủ về cơ chế quản lý, tổ chức thực hiện các chương trình mục tiêu quốc gia;

- Thực hiện cơ chế hỗ trợ, phân cấp, trao quyền cho địa phương, cơ sở; tăng cường sự tham gia của người dân trong thực hiện Chương trình. Khuyến khích, mở rộng hoạt động tạo việc làm công cho lao động thuộc hộ nghèo, hộ cận nghèo, hộ mới thoát nghèo, người dân trên địa bàn nghèo thông qua các dự án xây dựng cơ sở hạ tầng, đa dạng hóa sinh kế, mô hình giảm nghèo và dự án hỗ trợ phát triển sản xuất;

- Thực hiện cơ chế đấu thầu, đặt hàng, giao nhiệm vụ theo quy định hiện hành về giáo dục nghề nghiệp, tạo việc làm, hỗ trợ người lao động đi làm việc ở nước ngoài theo hợp đồng, giảm nghèo về thông tin và truyền thông về giảm nghèo đa chiều; tập huấn, tư vấn chuyển giao kỹ thuật, quản lý mô hình, dự án sinh kế; cơ chế hỗ trợ trực tiếp cho người lao động đi làm việc ở nước ngoài theo hợp đồng, người học nghề thuộc đối tượng của Chương trình;

- Áp dụng thống nhất các cơ chế, quy trình trong thực hiện các dự án, tiểu dự án của Chương trình; ưu tiên lựa chọn các nội dung hỗ trợ có định mức cao hơn; đảm bảo nguyên tắc không trùng lặp giữa các hoạt động, nội dung hỗ trợ đầu tư của các dự án, tiểu dự án thuộc Chương trình trên cùng một địa bàn, cùng một đối tượng thụ hưởng;

- Trên cơ sở tổng nguồn lực được giao, địa phương sẽ chủ động bố trí ngân sách, xây dựng Kế hoạch thực hiện Chương trình trung hạn giai đoạn 2021 - 2025 và hằng năm để bảo đảm hoàn thành các mục tiêu, nhiệm vụ Chương trình đề ra;

- Áp dụng cách tiếp cận giảm nghèo dựa vào cộng đồng; mở rộng và tạo điều kiện để tăng cường sự tham gia của người dân về các hoạt động của Chương trình; bảo đảm công khai, minh bạch trong quá trình thực hiện Chương trình.

4. Về công tác tuyên truyền

a) Đẩy mạnh công tác tuyên truyền, giáo dục, nâng cao nhận thức và trách nhiệm của các cấp, các ngành và toàn xã hội, nhất là người dân nhằm tạo sự chuyển biến mạnh mẽ về nhận thức và hành động trong giảm nghèo bền vững; phát huy mạnh mẽ truyền thống đoàn kết, tinh thần "tương thân, tương ái" của dân tộc ta đối với người nghèo. Khơi dậy ý chí tự lực tự cường của người nghèo, chủ động vươn lên thoát nghèo, không trông chờ, ỷ lại vào sự giúp đỡ của Nhà nước và xã hội.

b) Đổi mới phong trào thi đua “Cả nước chung tay vì người nghèo - không để ai bị bỏ lại phía sau”; khơi dậy ý chí tự lực, tự cường, phát huy nội lực vươn lên “thoát nghèo, xây dựng cuộc sống ấm no” của người dân và cộng đồng, phấn đấu “Vì một Việt Nam không còn đói nghèo”.

5. Về mở rộng hợp tác quốc tế: Tăng cường hợp tác với các tổ chức quốc tế, cả đa phương, song phương và các tổ chức phi chính phủ để chia sẻ thông tin và kinh nghiệm, đồng thời tranh thủ sự trợ giúp về kỹ thuật và nguồn lực để thực hiện thành công mục tiêu của Chương trình.

VI. PHÂN CÔNG QUẢN LÝ VÀ TỔ CHỨC THỰC HIỆN

1. Bộ Lao động - Thương binh và Xã hội

a) Là cơ quan chủ trì quản lý Chương trình; chủ trì, phối hợp với các bộ, ngành Liên quan và Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương tổ chức triển khai, thực hiện Chương trình theo quy định.

b) Chủ trì, phối hợp với các bộ, ngành liên quan và địa phương xây dựng, trình Thủ tướng Chính phủ quy định nguyên tắc, tiêu chí, định mức phân bổ vốn ngân sách Trung ương và tỷ lệ vốn đối ứng của ngân sách địa phương thực hiện Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025.

c) Chủ trì, phối hợp với các bộ, ngành liên quan và địa phương xây dựng, trình Thủ tướng Chính phủ quy định tiêu chí xác định huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo; phê duyệt danh sách các huyện nghèo, xã đặc biệt khó khăn vùng bãi ngang, ven biển và hải đảo giai đoạn 2021 - 2025; phê duyệt Đề án hỗ trợ một số huyện nghèo thoát khỏi tình trạng nghèo, đặc biệt khó khăn đến năm 2025.

d) Tổng hợp, đề xuất kế hoạch và dự kiến phương án phân bổ vốn ngân sách trung ương thực hiện Chương trình giai đoạn 2021 - 2025 và hằng năm, gửi Bộ Kế hoạch và Đầu tư, Bộ Tài chính theo quy định.

đ) Chủ trì xây dựng phương án giao chỉ tiêu phấn đấu, nhiệm vụ cụ thể hằng năm, giai đoạn 2021 - 2025 để thực hiện Chương trình cho các tỉnh, thành phố trực thuộc trung ương, gửi Bộ Kế hoạch và Đầu tư tổng hợp.

e) Chủ trì hướng dẫn các bộ, ngành liên quan và địa phương thực hiện hiệu quả Kế hoạch thực hiện Chương trình giai đoạn 2021 - 2025 và hằng năm sau khi được Thủ tướng Chính phủ phê duyệt.

g) Chủ trì, phối hợp với các bộ, ngành liên quan và địa phương hướng dẫn quy trình giám sát, đánh giá thực hiện Chương trình.

h) Chủ trì, phối hợp với các bộ, ngành kiểm tra, giám sát việc thực hiện Chương trình của các địa phương; tổng hợp kết quả thực hiện Chương trình, báo cáo Chính phủ, Thủ tướng Chính phủ theo quy định.

2. Bộ Kế hoạch và Đầu tư

a) Thực hiện chức năng cơ quan tổng hợp Chương trình.

b) Tổng hợp nhu cầu, dự kiến phân bổ kinh phí, chỉ tiêu, nhiệm vụ cụ thể thực hiện Chương trình vào kế hoạch giai đoạn 2021 - 2025 và kế hoạch hằng năm, trình cấp có thẩm quyền xem xét, quyết định theo quy định.

c) Chủ trì, phối hợp với Bộ Tài chính tổng hợp, cân đối, bố trí nguồn vốn đầu tư từ ngân sách trung ương cho Chương trình theo tiến độ và kế hoạch đầu tư trung hạn, hằng năm, trình cấp có thẩm quyền xem xét, quyết định theo quy định.

3. Bộ Tài chính

a) Chủ trì phối hợp với Bộ Lao động - Thương binh và Xã hội và các bộ, cơ quan liên quan xây dựng kế hoạch hằng năm, tổng hợp kinh phí chi sự nghiệp nguồn ngân sách trung ương để đảm bảo hoạt động của Chương trình.

b) Cân đối, bố trí đủ vốn sự nghiệp và có kế hoạch bổ sung vốn cho Chương trình theo tiến độ và kế hoạch đầu tư trung hạn, hàng năm, trình cấp có thẩm quyền xem xét, quyết định.

c) Chủ trì hướng dẫn cơ chế quản lý, sử dụng, thanh quyết toán kinh phí nguồn ngân sách trung ương thực hiện Chương trình.

4. Các bộ, cơ quan trung ương chủ trì dự án, tiểu dự án, nội dung thành phần thuộc Chương trình:

a) Tổng hợp kết quả thực hiện; hướng dẫn xây dựng kế hoạch tổ chức thực hiện; tổng hợp và đề xuất các chỉ tiêu, nhiệm vụ, nguồn vốn và phương án phân bổ kế hoạch vốn ngân sách trung ương giai đoạn 2021 - 2025 và hàng năm giao cho các bộ, cơ quan trung ương và các địa phương thực hiện đối với dự án, tiểu dự án, nội dung thành phần thuộc lĩnh vực quản lý của bộ, ngành, gửi Bộ Lao động - Thương binh và Xã hội tổng hợp vào kế hoạch chung theo quy định.

b) Lập kế hoạch vốn ngân sách trung ương giai đoạn 2021 - 2025 và hằng năm để triển khai các hoạt động phục vụ công tác chỉ đạo, điều hành, hướng dẫn thực hiện Chương trình, gửi Bộ Lao động - Thương binh và Xã hội tổng hợp theo quy định.

c) Hướng dẫn các bộ, ngành, địa phương triển khai các chỉ tiêu, nhiệm vụ và tổ chức thực hiện nội dung thành phần thuộc chương trình được phân công chủ trì.

d) Rà soát, xác định địa bàn, đối tượng, nội dung chính sách, hướng dẫn địa phương để tổ chức thực hiện bảo đảm không chồng chéo, trùng lắp với các chương trình, dự án, đề án khác và nhiệm vụ thường xuyên của các bộ, ngành, địa phương.

đ) Theo chức năng, nhiệm vụ, thẩm quyền được giao, rà soát, quyết định hoặc hướng dẫn các đơn giá, định mức hỗ trợ, đầu tư, bảo đảm phù hợp và tuân thủ quy định của pháp luật.

e) Chủ trì, phối hợp với Bộ Lao động - Thương binh và Xã hội và bộ, ngành có liên quan tổ chức kiểm tra, giám sát, đánh giá kết quả thực hiện nguồn lực và các chỉ tiêu, nhiệm vụ, nội dung thành phần của Chương trình chủ trì theo quy định, gửi Bộ Lao động - Thương binh và Xã hội tổng hợp, báo cáo Thủ tướng Chính phủ và Ban Chỉ đạo Trung ương.

g) Báo cáo kết quả thực hiện nội dung thành phần và sử dụng nguồn vốn được giao, gửi về Bộ Lao động - Thương binh và Xã hội tổng hợp theo quy định.

h) Xây dựng và hướng dẫn cơ chế huy động nguồn lực để thực hiện các nội dung của các bộ, ngành.

i) Thường xuyên, định kỳ tổ chức các đoàn kiểm tra ở các địa phương được phân công; giám sát, kiểm tra kết quả thực hiện các nội dung của Chương trình theo lĩnh vực quản lý nhà nước được phân công.

5. Các bộ, cơ quan trung ương tham gia thực hiện Chương trình

Nghiên cứu, lồng ghép thực hiện Chương trình với các chương trình, dự án, đề án khác được giao bảo đảm hiệu quả, không chồng chéo.

6. Các cơ quan thông tin và truyền thông có trách nhiệm thực hiện nhiệm vụ tuyên truyền theo chức năng, nhiệm vụ được giao và yêu cầu của Chương trình.

7. Ủy ban nhân dân các tỉnh, thành phố trực thuộc trung ương

a) Chỉ đạo, thành lập Ban Chỉ đạo chung các chương trình mục tiêu quốc gia và đơn vị giúp việc Ban Chỉ đạo các cấp theo nguyên tắc, yêu cầu như đối với Ban Chỉ đạo Trung ương. Sở Lao động - Thương binh và Xã hội là cơ quan chủ trì, điều phối Chương trình mục tiêu quốc gia giảm nghèo bền vững giai đoạn 2021 - 2025 tại địa phương.

b) Phê duyệt kế hoạch thực hiện Chương trình trong giai đoạn 2021 - 2025 và hằng năm trên cơ sở tổng hợp, đề xuất của Sở Lao động - Thương binh và Xã hội, bao gồm các nội dung: kế hoạch thực hiện Chương trình, dự kiến kinh phí và gửi cơ quan chủ trì dự án, tiểu dự án thành phần, cơ quan chủ trì quản lý Chương trình và các cơ quan liên quan theo quy định.

c) Tổ chức triển khai thực hiện Chương trình trên địa bàn, bố trí nguồn vốn đối ứng từ nguồn ngân sách của địa phương và chủ động huy động thêm các nguồn lực khác thực hiện Chương trình.

d) Chịu trách nhiệm về việc sử dụng các nguồn vốn đúng mục tiêu, bảo đảm hiệu quả, tiết kiệm và tránh thất thoát, lãng phí.

đ) Phân công, phân cấp trách nhiệm của các cấp và cơ quan liên quan trong việc tổ chức thực hiện Chương trình theo nguyên tắc đẩy mạnh phân cấp và đề cao tinh thần trách nhiệm cho cơ sở.

e) Ban hành cơ chế, chính sách, hướng dẫn tổ chức triển khai Chương trình trên địa bàn theo thẩm quyền và nhiệm vụ được giao.

g) Tổ chức giám sát, đánh giá và báo cáo thực hiện Chương trình trên địa bàn định kỳ, đột xuất theo quy định.

8. Đề nghị Ủy ban Trung ương Mặt trận Tổ quốc Việt Nam và các tổ chức chính trị, xã hội thực hiện giám sát, phản biện xã hội trong quá trình tổ chức triển khai Chương trình./.

At the request of the State Appraisal Council and the Minister of Labor, War Invalids and Social Affairs in Documents No. 25/BC- HDTDNN dated January 05, 2022 and No. 124/TTr-LDTBXH dated December 09, 2021 on the results of appraisal of the Feasibility Study Report and approval of the national target program for sustainable poverty reduction in the 2021-2025 period.

Article 1. The national target program on sustainable poverty reduction in the 2021-2025 period is promulgated together with this Decision.

Article 2. This Decision takes effect from the date on which it is signed.

Article 3. The Ministers, Heads of the ministerial-level agencies, Heads of agencies affiliated to the Government, the Presidents of the People's Committees of provinces and Heads of relevant agencies and units shall be responsible for the implementation of this Decision.

I. OBJECTIVES

1. General objectives:

Achieve the goal for multidimensional, inclusive and sustainable poverty reduction, prevent households from entering and returning to poverty; assist the poor and poor households to raise the standard of living, access the basic social services according to the national multidimensional poverty line and improve the quality of life; assist poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands to get rid of poverty and especially difficult circumstances.

2. Specific objectives:

- The rate of multidimensional poverty household is expected to reduce by 1,0 - 1,5%/year;

- The rate of poor ethnic minority households is expected to decrease by over 3,0%/year;

- 30% of poor districts, 30% of communes with special difficulties in coastal sand dunes, coastal areas and islands will get rid of poverty and especially difficult circumstances;

- The rate of poor households in poor districts is expected to decrease by 4-5%/year.

3. Results and key targets that are expected to be achieved by 2025:

- The number of poor and near-poor households is expected to decrease by half compared to the beginning of the period according to the national multidimensional poverty line;

- All poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands will receive assistance to invest in development of socio-economic infrastructure linking the region, serve people’s lives, production, commerce, circulation of commodities, provide the basic social services; prioritize investment in essential infrastructure, including: roads, schools, medical facilities, bridges, electricity infrastructure, irrigation works.

- Assist in formulation and expansion in over 1.000 models and projects on poverty reduction to support for the development of production, trade, services, tourism, entrepreneurships in order to create livelihoods, jobs and sustainable incomes, adapt climate change and epidemics for poor households, near-poor households and households that have just got rid of poverty; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands;

- 80% of people who have ability to work and demands from poor households and households in poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands will receive assistance to improve the capacity for agriculture, forestry and fishery production and salt production in order to renovate methods and techniques for production, ensure food security, meet nutritional needs and increase incomes;

- At least one member under working age of poor households and near-poor households will receive assistance to have a stable job;

- All officials who are engaged in poverty reduction will receive training courses on the basic knowledge and skills in management, organization and implementation of programs, policies and projects on poverty reduction. Make plan with participation and formulation of the plan for development of community and poverty reduction.

b) Targets of solutions to the shortage of basic social services

The national target program for sustainable poverty reduction in the 2021-2025 period associated with the system of policies on poverty reduction and social security contribute to solution to the shortage of basic social services. To be specific:

- Shortage of jobs:

+ At least 100.000 workers from poor households, near-poor households and households that have just got rid of poverty, poor areas and disadvantaged areas will receive assistance to successfully connect to jobs;

+ At least 9.500 workers who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands will receive assistance in training. In which, about 5.700 participate in guest worker programs (at least 80% of households that have members working abroad will get rid of poverty). About 1.200 workers will receive assistance to participate in training courses to improve foreign language skills before working abroad under the Agreements signed between the Government of Vietnam and the Government of the receiving country.

- Shortage of healthcare: All the poor and near-poor households will receive assistance to participate in health insurance. The rate of malnutrition and stunting of children who are under 16 years old in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands is expected to reduce to under 34%.

- Shortage of education:

+ The rate of children from poor and near-poor households going to school at the right age is expected to reach 90%;

+ The rate of workers from poor households, near-poor households, households that have just got rid of poverty and the rate of trained workers in poor and disadvantaged areas are expected to reach 60%. In which, the rate workers who have certificates is expected to reach 25%. All low-income workers and workers who belong to poor households, near-poor households, households that have just got rid of poverty and have demands will receive assistance in training in vocational skills.

- Housing shortage: At least 100.000 poor and near-poor households in poor districts will receive assistance with housing, assurance about the safe, stable housing which is capable of withstanding the impact of natural disasters. It contributes to improvement of the quality of their lives. and poverty reduction.

- Shortage of domestic water and sanitation: 90% of poor and near-poor households will use clean water. At least 60% of poor and near-poor households use hygienic latrines.

- Information shortage: 90% of poor and near-poor households that have demands will receive assistance to access and use telecommunications and internet services. 95% of households of poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands will access to information on sustainable poverty reduction through publications and communication products.

1. Scope

The national target program for sustainable poverty reduction in the 2021-2025 period has been carried out in the whole of country. In particular, the Program focuses on poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

2. Subjects

a) Poor households, near-poor households, households that have just got rid of poverty (within 36 months from the time on which the competent authorities recognize that the households have got rid of poverty) in the whole of country. The priority is given to assist poor ethnic minority households and poor households whose members are people with meritorious services to the revolution; children, the disabled, women from poor households, near-poor households and households that have just got rid of poverty.

b) Workers from poor households, near-poor households and households that have just got rid of poverty; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands; provinces with poor districts.

c) Poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands.

d) Vocational education institutions, employment service organizations, enterprises and cooperatives in provinces with poor districts

dd) Relevant organizations, individuals.

3. Time for implementation of the Program: By the end of 2025.

1. Project 1: Investment in development of socio-economic infrastructure in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

a) Subproject 1: Assistance in investing in development of socio-economic infrastructure in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

- Objective: Build infrastructure linking regions, essential infrastructure, serve people's lives, production and circulation of goods in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands; assist poor areas to develop socio-economic infrastructure, improve the quality of people's lives and promote economic growth.

- Subject:

+ Poor districts according to decision of the competent authorities;+ Communes with special difficulties in coastal sand dunes, coastal areas and islands according to decision of the competent authorities.

- Contents of assistance: investment in socio-economic infrastructure, infrastructure in poor areas. To be specific:

+ Investment in the development of socio-economic infrastructure linking regions, essential infrastructure in poor districts (district and inter-commune level investment works) that serve the people's lives, production, commerce and circulation of goods and access to basic social services, including:

. Traffic works, bridges, electricity infrastructure that serve people's lives and production;

. Education works that meet national standards;

. Irrigation works that serve production;

. Works that serve the demands for cultural and sports activities;

. Other types of socio-economic development infrastructure construction works proposed by poor communities in poor districts in conformity with customs, practices, national identity, culture and demands of the poor, the Program's objectives and regulations of the law. Prioritize works for poor communities, works from which the poor and women can receive benefit.

Investment works shall ensure connection in terms of traffic, economy and society to assist the development of production, circulation of goods, services and access to basic social services among communes, between communes and districts or between districts and central areas, development dynamic areas.

Investment works shall directly serve production and people's lives, meet the demands of beneficiaries, give priority to works with many beneficiaries who are members of poor households, near-poor households, households that have just got rid of poverty, ethnic minorities and women.

+ Investment in the development of essential infrastructure in communes with special difficulties in coastal sand dunes, coastal areas and islands (commune and inter-commune level investment works) that serve people's lives, production and access to basic social services, including:

. Medical works at commune level that achieve national standards according to regulations;

. Works and facilities for preschools, kindergartens, primary schools and lower secondary schools that meet national standards; solid classrooms for kindergartens;

. Traffic works on main roads and fortified field roads, roads for motor drive vehicles; bridges, electricity infrastructure that serve people's lives, production and circulation of goods;

. Small irrigation works under the management of communes that are fortified. The works serve production and people's lives;

. Works that serve cultural, sports and leisure activities for the people of communes;

. Works that adapt to climate change for mangrove areas and areas that are affected by storms and floods;

. Other types of infrastructure construction works proposed by poor communities in communes with special difficulties in coastal sand dunes, coastal areas and islands in conformity with customs, practices, national identity, culture and demands of the poor, the Program's objectives and regulations of the law. Prioritize works for the poor, works that women can receive benefit.

Works at commune and village level shall ensure the connection among villages, between villages and centers of communes to assist the development of production, livelihoods and adaptation to climate change.

+ Maintenance and repair of works that serve people's lives and production, essential works in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

- Assignment of tasks:

+ The Ministry of Labor, War Invalids and Social Affairs shall take charge and cooperate with ministries, central authorities and relevant agencies in implementation:

Total capital demand in reality: VND22.110 billion, in which:

+ Central government budget: VND 16.940 billion (development investment capital: VND 15.400 billion, non-business capital: VND 1.540 billion);

b) Subproject 2: Implementation of the Scheme to assist some poor districts to get rid of poverty, special difficulties in the period of 2022 - 2025, approved by the Prime Minister.

- Objective: Assist some poor districts to get rid of poverty, special difficulties in the period of 2022 -2025; contribute to improvement of the quality of people’s lives, promote economic growth and sustainable poverty reduction.

- Subjects: Poor districts that have registered the plans to get rid of poverty, special difficulties in the period of 2022 - 2025, which are considered and assisted by the Prime Minister.

- Contents: Key investment in some socio-economic infrastructure works and infrastructure (district and inter-commune level investment works) for creation of a breakthrough and promotion of the effectiveness of development of production, business, services, circulation of goods, economic development and increase in income for people under the Scheme to assist some poor districts to get rid of poverty, special difficulties in the period of 2022 - 2025.

2. Project 2: Diversification of livelihood, development of models of poverty reduction

a) Objective: Assist to diversify livelihoods, build, develop and expand the models and projects of poverty reduction to assist in the development of production, business, services, tourism, entrepreneurships in order to create jobs, sustainable livelihoods, good income, improve the quality of life and adapt to climate change and epidemics for the poor; contribute to economic restructuring, labor restructuring, promotion of the cultural values ​​of the nation, environmental protection, economic growth and sustainable poverty reduction.

- b) Workers from poor households, near-poor households and households that have just got rid of poverty; the disabled who do not have stable livelihood in the whole of country; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands. The priority is given to assist poor ethnic minority households and poor households whose members are people with meritorious services to the revolution; women of poor households.

- Households, groups, cooperative groups, cooperatives, enterprises and organizations and individuals; training institutions, vocational education institutions; centers for research, science, technology and engineering; other production and business establishments that build, expand and develop models and projects of poverty reduction to assist in the development of production, business, service, tourism, entrepreneurships in order to create jobs, livelihoods, income and transfer of science, technology and techniques, models of poverty reduction for the poor. The priority is given to models and projects on poverty reduction that are deployed in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands; models and projects on poverty reduction, entrepreneurships that are carried out by the disabled, ethnic minorities, women, students from poor households, near-poor households and households which have just got rid of poverty;

- Create conditions for the weak, the vulnerable people and the disadvantaged to participate in the implementation of models and projects on poverty reduction.

c) Contents:

- Formulation, development and expansion in models and projects on poverty reduction to assist in the development of production, business, services, commerce, tourism, entrepreneurships for creation of jobs, sustainable livelihoods, sustainable income for poor households, near-poor households, households that have just got rid of poverty, people who live in poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands; training and transfer of science, techniques and technology; vocational training, vocational guidance and job creation; plant varieties, animal breed, production materials, supplies, tools, machines, equipment, production workshops and facilities; promotion of commerce, access to market, connection between the development of production and industries and preservation, processing and consumption of products among poor households, near-poor households, households that have just got rid of poverty, community and cooperatives, relevant enterprises, organizations and individuals and other contents as prescribed by law; models of poverty reduction associated with national defense and security;

- Organization of other activities relevant to the diversification of livelihood proposed by the community in conformity with customs, practices and the community's demands; the Program's objectives and regulations of the law.

d) Assignment of tasks:

- The Ministry of Labor, War Invalids and Social Affairs shall take charge and cooperate with ministries, central authorities and relevant agencies in implementation:

- The People's Committees of provinces shall direct the Departments of Labor, War Invalids and Social Affairs to take charge and cooperate with relevant provincial authorities in implementation in their provinces; inspect, supervise, evaluate and summarize reports on the results of implementation according to regulations.

3. Project 3: Development of production and improving nutrition

a) Subproject 1: Assistance in developing production in the agriculture

- Objective: Assist to increase the capacity for agriculture, forestry and fishery production and salt production; promote the development of linking production according to the value chain, apply high technology to innovation of the methods and techniques for production in order to ensure the security of food, meet nutritional needs and increase income; associate with the planning for production, the project on transfer of the structure of production of the local area towards production of goods, improvement of the productivity, quality and effectiveness of production, development of the potential products in Vietnam, creation of added values ​​for producers, and escape from sustainable poverty.

- Subjects:

+ Workers from poor households, near-poor households and households that have just got rid of poverty, the disabled who do not have stable livelihood in the whole of country; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

+ Development of agriculture, forestry, fishery and salt production: technical training, technical transfer consultancy, provision of plants, livestock, materials, tools, equipment for production; fertilizers, animal feed, plant protection drugs, veterinary drugs and other assistance as prescribed;

+ Development of a food system for assurance about adequate nutrition;

+ Training, provision of guidance on managing consumption of agricultural products, piloting and expanding solutions and initiatives for development of agricultural production associated with effective value chains.

- Assignment of tasks:

+ The Ministry of Agriculture and Rural Development shall take charge and cooperate with the Ministry of Labor - Invalids and Social Affairs, ministries, central authorities and relevant agencies in implementation;

+ The People's Committees of provinces shall direct the Departments of Agriculture and Rural Development to take charge and cooperate with Departments of Labor - Invalids and Social Affairs, relevant provincial and local authorities in implementation in their provinces; inspect, supervise, evaluate and summarize reports on the results of implementation according to regulations.

- Objective: Encourage to send workers who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands to participate in guest worker program; assist in training activities to improve the foreign language skills and vocational skills for workers before they participate in guest worker program, contribute to job creation, increase in income and sustainable poverty reduction, especially workers from poor households, near-poor households, households that have just got rid of poverty and workers in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

- Subjects:

+ Workers who have demands for working abroad and live in poor districts (other than areas that receive mechanisms and policies on assistance for workers in working abroad specified in the national target program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period), communes with special difficulties in coastal sand dunes, coastal areas and islands. Give priority to workers from poor households, near-poor households, and households that have just got rid of poverty;

+ Training institutions, enterprises and non-business organizations that send workers to guest worker program; organizations and individuals that advise workers to participate in guest worker program;

The households are independent that have been separated for at least 03 years until the Program takes effect;

- + Beneficiaries that fall outside households that have received assistance in housing under the national target program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period and other programs, projects and policies.

Construction or repair or upgradation of existing houses; assurance about a minimum usable area of ​​30m^2 (hard foundation, hard frame-wall, hard roof) and the life of the house (20 years or more).

- Objective: Improve the capacity of officials who work on poverty reduction at all levels to assist the poor to get rid of poverty, limit and prevent people from falling into poverty; ensure the implementation of the Program according to the right objectives, right subjects in an effective  and sustainable manner.

- Subjects:

+ Officials who work on poverty reduction at all levels, especially at the grassroots level (officials of villages, representatives of the community, leaders of groups and unions, collaborators of poverty reduction, reputable people). Focus on improvement of the capacity for female officials;

+ Relevant organizations, individuals.

- Contents:

+ Development of documents and training in knowledge, skills, professional skills for officials who work on poverty reduction; focus on the contents of implementation of the Program, handling of the shortage of basic social services for the poor in terms of employment, vocational education, guest worker program, health care, education, housing, clean water and sanitation, information. Improvement of knowledge, skills and professional skills for officials who work on legal aid, social work and gender equality for effective assistance for the poor, the disadvantaged people;

+ Organization of study and exchange of experience at home and abroad; organization of seminars, conferences and other activities on poverty reduction.

IV. SOLUTIONS FOR IMPLEMENTATION OF THE PROGRAM

1. Principles for implementation of the Program

a) Make investment in a focused, targeted and sustainable manner. Focus on poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands. The priority is given to poor ethnic minority households, poor households whose members are people with meritorious services to the revolution,  children and women from poor households.

b) Make regulations on specific mechanisms for organization of the implementation of a number of activities of the Program in order to ensure the conformity with actual situation, characteristics and conditions of poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands. Overcome the situation of scattered and wasteful investment. Do not use capital of the Program for activities under the tasks of state management which have been fully allocated from capital sources of recurrent expenditure.

c) Ensure transparency, democracy, promote ownership and active and proactive participation of the community and people. The priority is given to works that use local materials and workers in order to create livelihoods for people.

d) Distribute power to local authorities in the formulation and implementation of the Program in conformity with the conditions, characteristics, potential, strength, cultural identity, fine customs and habits of ethnic groups, regions associated with consolidation of national defense and security.

2. Solutions for mobilization of capital and integration of resources

a) The state budget plays key role, creates motivation, at the same time, effectively mobilize social resources to achieve the goal for sustainable poverty reduction; allocate reciprocal capital from the local budget in a reasonable manner in conformity with the actual situation. Strengthen sources of mobilization and legal contributions of enterprises, funding sources of domestic and foreign organizations and individuals; reciprocal capital, participation and contributions of people, beneficiaries.

b) Ensure adequate and prompt mobilization, balance and allocation of capital in conformity with the decided structure of capital; ensure the rate of reciprocal capital of the local authorities and the responsibility of the people and beneficiaries for participation in the implementation of the Program.

c) Integrate resources for implementation of the national target program, implementation of poverty reduction policies in general and poverty reduction policies that are specific with projects and contents of the national target program for sustainable poverty reduction in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

3. Management and implementation mechanism

a) Steering Committees at all levels

- Central level: comply with regulations of Article 2 of the Prime Minister's Decision No. 1945/QD-TTg dated November 18, 2021 on the establishment of the Central Steering Committee for the national target programs in the 2021 - 2025 period;

- Local level: comply with regulations of Article 7 of the Prime Minister's Decision No. 1945/QD-TTg dated November 18, 2021 on the establishment of the Central Steering Committee for the national target programs in the 2021 - 2025 period;

b) Coordination office

- Local level: Assign Chairpersons of the provincial People's Committees to decide improvement or establishment of a coordination office for the national target program for sustainable poverty reduction in the 2021-2025 period in order to assist the Joint Steering Committee of national target programs in local areas according to regulations of Resolution No. 24/2021/QH15 dated July 28, 2021 and Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly.

c) Implementation mechanism

- The specific mechanism for the implementation of the national target program on sustainable poverty reduction in the 2021 - 2025 period shall be implemented in accordance with the Government's regulations on mechanism for management and implementation of the national target programs;

- Implement mechanisms for assistance, distribution of power to local authorities and establishments; increase the participation of the people in the implementation of the Program. Encourage and expand activities to create public jobs for workers from poor households, near-poor households, households that have just got rid of poverty and people who live in poor areas via projects on construction of infrastructure and diversification of livelihoods, models of poverty reduction and projects on support for the development of production;

- Implement mechanism for bidding, ordering and assigning tasks according to applicable regulations on vocational education, job creation, assistance for workers in participating in guest worker program, reduction in poverty of information and communication on reduction in multidimensional poverty; carry out training and consult about transfer of technology, management of models and projects on livelihood; implement mechanism for direct assistance for workers in participating in guest worker program and apprentices under the Program;

- Apply mechanisms and processes to the implementation of the Program's projects and sub-projects in a consistent manner; give priority to contents of assistance with higher norms; ensure the principle of non-repetition between activities and contents of assistance in investment of projects and sub-projects under the Program in the same area and the same beneficiaries;

- According to the total resources that have been allocated, the local authorities will proactively allocate budget and develop the plan for implementation of the medium-term Program in the 2021 - 2025 period and the annual Program to ensure the completion of the Program's objectives and tasks;

- Approach community-based poverty reduction; expand and create conditions to increase the participation of the people's in the Program's activities; ensure transparency throughout the implementation of the Program.

5. At the same time, according to the support for techniques and resources from these organizations, successfully accomplish the Program's objectives.

VI. ASSIGNMENT OF MANAGEMENT AND ORGANIZATION OF IMPLEMENTATION

1. Ministry of Labor; War Invalids and Social Affairs

a) The Ministry of Labor; War Invalids and Social Affairs is an authority that takes charge of management of the Program. Take charge and cooperate with relevant ministries and central authorities and the People's Committees of provinces in organization of the implementation of the Program according to regulations.

b) Take charge and cooperate with relevant ministries, central and local authorities in formulation and submission of regulations on principles, criteria and norms for allocation of central budget capital and the rate of reciprocal capital of local budgets for implementation of the national target program on sustainable poverty reduction in the 2021-2025 period to the Prime Minister

c) Take charge and cooperate with relevant ministries, central and local authorities in formulation and submission of regulations on criteria for identification of poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands to the Prime Minister; approve the list of poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands in the period of 2021 - 2025; approve the Scheme to assist some poor districts to get rid of poverty, special difficulties by 2025.

d) Summarize, propose the plans and provide measures for allocation of central budget capital to implement the Program in the 2021 - 2025 period and the annual Program, send them to the Ministry of Planning and Investment and the Ministry of Finance according to regulations.

dd) Take charge of development of the plan for assignment of specific targets and tasks every year, in the period of 2021 - 2025 to implement the Program for the provinces and centrally-run cities and submit to the Ministry of Planning and Investment for synthesis.

g) Take charge and cooperate with relevant ministries, central and local authorities in provision of guidance on the process of monitoring and evaluation of the implementation of the Program.

2. Ministry of Planning and Investment

a) The Ministry of Planning and Investment is an authority that takes charge of synthesizing the Program

b) Synthesize the demands, proposals for allocation of the funding, specific targets and tasks for the implementation of the Program into the plan in the 2021-2025 period and the annual plan; submit them to competent authorities for consideration and decision in accordance with regulations.

c) Take charge, cooperate with the Ministry of Finance in synthesis, balance and allocation of investment capital from the central budget for the Program according to the progress and the medium-term and annual plans for investment and submit them to competent authorities for consideration and decision according to regulations.

3. Ministry of Finance

a) Take charge and cooperate with the Ministry of Labor, War Invalids and Social Affairs, relevant ministries and agencies in formulation of the annual plans and synthesis of non-business expenditure from the central budget to ensure operation of the Program.

b) Balance, allocate non-business capital in an adequate manner, make the plan for addition of capital for the Program according to the progress and the medium-term and annual plans for investment and submit them to competent authorities for consideration and decision.

4. Ministries and central agencies that take charge of projects, sub-projects, contents of the components of the Program:

a) Synthesize the result of implementation; provide guidance on formulation of the plan for implementation; synthesize, propose targets, tasks, capital sources and methods of allocation of the plan for central budget capital in the period of 2021 - 2025 and the annual plan for central budget capital, assign them to ministries, central agencies and local agencies in order to implement for projects, sub-projects and contents of components under the management of ministries and central authorities and submit to the Ministry of Labor, War Invalids and Social Affairs for synthesis into the general plan according to regulations.

b) Make the plan for central budget capital in the period of 2021 - 2025 and the annual plan for central budget capital to implement activities that serve direction, operation and provision of guidance on implementation of the Program and submit to the Ministry of Labor, War Invalids and Social Affairs for synthesis according to regulations.

c) Direct ministries, central and local authorities to implement the assigned targets, tasks and contents of components of the Program.

d) Review, identify areas, subjects, contents of local policies and provide guidance for local authorities on organization of implementation in order to avoid repetition with other programs, projects, schemes and regular tasks of ministries, central and local authorities.

dd) According to the assigned tasks, functions and power, review, decide or provide guidance on unit prices, norms of assistance and investment, ensure the conformity and compliance with regulations of the law.

e) Take charge, cooperate with the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and central authorities in organization of inspection, supervision and assessment of the result of implementation of resources, targets, tasks and contents of the components of the Program according to regulations and submit to the Ministry of Labor, War Invalids and Social Affairs for synthesis and report to the Prime Minister and the Central Steering Committee.

g) Report the result of implementation of contents of components and use of the allocated capital and submit to the Ministry of Labor, War Invalids and Social Affairs for synthesis according to regulations.

h) Develop and provide guidance on mechanism for mobilization of resources to implement the contents of ministries and central authorities.

5. Ministries and central agencies that participate in implementation of the Program

Research and integrate the implementation of the Program with other programs, projects and schemes that have been assigned to ensure effectiveness and avoid repetition.

6. Information and communication agencies shall be responsible for communication according to their assigned tasks, functions and requirements of the Program.

7. The People’s Committees of provinces:

a) Direct, establish the Joint Steering Committee of national target programs and units that assist the Steering Committees at all levels according to the same principles and requirements as those of the Central Steering Committee. The Department of Labor, War Invalids and Social Affairs is an agency that take charge and coordinate the national target program on sustainable poverty reduction in the period of 2021 - 2025 in province.

b) Approve the plan for implementation of the Program in the period of 2021 - 2025 and the annual Program according to the synthesis and proposal of the Department of Labor - Invalids and Social Affairs, including the following contents: the plan for implementation of the Program, estimate for the funding and submit them to the agency that takes charge of projects, component sub-projects, the agency that takes charge of management of the Program, relevant agencies according to regulations.

c) Organize the implementation of the Program in provinces, allocate the reciprocal capital from the local budget and actively mobilize other resources to implement the Program.

d) Take responsibility for use of capital sources at right purposes, ensure effectiveness, thrift and avoid loss and waste.

dd) Assign, distribute responsibilities of relevant levels and agencies for organization of the implementation of the Program on the principle of promotion of distribution and the responsibility spirit for the grassroots.

g) Monitor, evaluate and make periodic and ad hoc reports on the implementation of the Program in provinces according to regulations.

8. Request the Central Committee of the Vietnam Fatherland Front, political and social organizations to carry out social supervision and criticism throughout the implementation of the Program./.
