DECISION
ON
THE PROMULGATION OF THE OVERALL PLAN FOR IMPLEMENTATION OF THE PROGRAM TO
SUPPORT PERSONS WITH DISABILITIES FOR THE PERIOD 2021-2030
MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS
Pursuant to Decree No.
62/2022/ND-CP dated September 12, 2022 of the Government on the functions,
duties, powers, and organizational structure of the Ministry of Labor, Invalids
and Social Affairs;
Pursuant to Decision No.
1190/QD-TTg dated August 5, 2020 of the Prime Minister on approval for the
Program to Support Persons with Disabilities for the period 2021-2030;
At the proposal of the Director
General of the Department of Social Protection,
HEREBY DECIDES:
Article 1. Approve the
Overall Plan for the Implementation of the Program to Support Persons with
Disabilities for the Period 2021-2030, as attached to this Decision.

Article 3. Assign the
Department of Social Protection as the coordinating unit responsible for
urging, guiding, inspecting, and directly collaborating with relevant units to
organize the implementation of the plan, consolidate information, and report to
the Ministry in accordance with regulations.
Article 4. This Decision
shall enter into force upon signing.
Article 5. The Chief of the
Ministry’s Office, the Director General of the Department of Social Protection,
the Director of the Planning and Finance Department, Directors of the
Departments of Labor, War Invalids, and Social Affairs of provinces and
centrally affiliated cities (hereinafter referred to as provinces) and the heads
of relevant units shall implement this Decision./.

Decision No. 1190/QD-TTg dated
August 5, 2020 of the Prime Minister on approval for the Program to Support
Persons with Disabilities for the period 2021-2030 (hereinafter referred to as
the Program), sets forth the following objectives:
To contribute to the implementation
of the United Nations Convention on the Rights of Persons with Disabilities and
the Law on Persons with Disabilities, aiming to improve the quality of life for
persons with disabilities; enable them to participate equally in social
activities; build a barrier-free environment that ensures the legitimate rights
and benefits of persons with disabilities; and support them in realizing their
potential.
To effectively implement the
Program, the Ministry of Labor, Invalids, and Social Affairs, in coordination
with relevant ministries and sectors, issues the Overall Plan for implementing
the Program with the following main contents:
I. PURPOSES AND REQUIREMENTS
1. The issuance of the Overall Plan
for implementing the Program is based on the principles and objectives outlined
in Decision No. 1190/QD-TTg dated August 5, 2020 of the Prime Minister on
approval for the Program to Support Persons with Disabilities for the period
2021-2030.
2. The Plan aims to specify the
tasks and solutions proposed in the Program through practical measures tied to
the implementation plans of the Ministry of Labor, Invalids, and Social Affairs
and relevant ministries and sectors. It provides a clear roadmap to address
challenges and achieve the Program's objectives. The Plan serves as a
foundation for ministries, sectors, and provincial People’s Committees to
develop their respective action plans, ensuring synchronized and effective
implementation to achieve the highest goals set out in the Program.
3. The Plan emphasizes the
proactive role and coordinated efforts among agencies, units, and
organizations, based on clear assignments of responsibilities. It aims to
improve institutional frameworks, enhance mechanisms and policies, mobilize and
allocate resources for task implementation, and ensure the achievement of the
set objectives.
II. TARGET
GROUPS AND SCOPE
1. Target groups: persons with
disabilities, prioritizing those in difficult circumstances; families with
members who have disabilities; organizations representing or supporting persons
with disabilities; and agencies and organizations involved with persons with
disabilities.

III. KEY
TASKS AND SOLUTIONS
To achieve the Program’s specific
objectives and targets, the Ministry of Labor, Invalids, and Social Affairs, in
coordination with relevant ministries, sectors, and provincial People’s
Committees, shall focus on directing and implementing the following key tasks
and solutions:
1. Proper
and comprehensive understanding of the nature, position, role, and importance
of persons with disabilities, as well as efforts to protect, care for, and
support them
1.1. Implementation activities:
a) Foster changes and unity in
perceptions regarding persons with disabilities, as well as efforts to protect,
care for, and support them;
b) Ministries, sectors, and
localities shall coordinate with media agencies to enhance communication and
raise awareness about persons with disabilities, in accordance with Point a,
Clause 12, Section II, Article 1 of Decision No. 1190/QD-TTg dated August 5,
2020 of the Prime Minister on approval for the Program to Support Persons with
Disabilities for the period 2021-2030, and the Overall Plan for implementing
the Program at an appropriate scale. Develop content and methods tailored to
specific audiences to ensure practicality and effectiveness, employing diverse
and engaging communication formats;
c) Promote campaigns to encourage
participation in protecting, caring for, and supporting persons with
disabilities; promptly reward, honor, and replicate effective and exemplary
models and individuals in various localities.

framework for disability assessment, rehabilitation, and health insurance for persons

educational programs and materials for preschool and general education to meet
the diverse needs of persons with disabilities;
c) Continue integrating inclusive
education and education for persons with disabilities into teacher training
programs at universities and colleges offering pedagogical training;
d) Develop materials and organize
training sessions for teachers, administrators, and staff supporting the
education of persons with disabilities at the preschool and general education
levels, focusing on skills for educating persons with disabilities;
dd) Develop educational models for
persons with disabilities and an effective system of educational institutions
at the central and local levels tailored to the diverse needs of persons with
disabilities. These include early detection and intervention, education within
institutions, family- and community-based education, and distance education;
e) Review, update, and manage data
on the educational needs of persons with disabilities using a software platform
for managing the education support system for persons with disabilities.

4. Vocational
education support, job creation, and livelihood assistance

b) Develop plans and organize
vocational training programs for persons with disabilities with flexible
schedules, locations, and training progress, suitable to specific trades and
training methods, through vocational training institutions, enterprises, or
organizations of persons with disabilities; business, production, and service
establishments employing persons with disabilities or owned by persons with
disabilities;
c) Expand livelihood support models
for persons with disabilities; develop models to support entrepreneurship among
persons with disabilities; create vocational training models linked to
employment solutions for persons with disabilities; and establish cooperative
models involving persons with disabilities in product value chains;
d) Prioritize loans with
preferential interest rates to support employment creation and expansion for
young persons with disabilities starting businesses, women with disabilities,
persons with disabilities in general, and enterprises or establishments
employing a large number of persons with disabilities.
4.2. Implementation
responsibilities: The Ministry of Labor, Invalids, and Social Affairs, the
Social Policy Bank, the Vietnam Women’s Union Central Committee, the Ho Chi
Minh Communist Youth Union Central Committee, the Vietnam Cooperative Alliance,
relevant agencies, and localities.

5. Disease
prevention and disaster risk reduction
5.1. Implementation activities:
a) Develop materials and organize
training sessions to enhance the capacity of officials assisting persons with
disabilities, persons with disabilities themselves, and their organizations in
disease prevention and disaster risk reduction;
b) Develop disease prevention and
disaster risk reduction models that ensure accessibility for persons with
disabilities;

Ministry of Labor, Invalids, and Social Affairs, relevant agencies, and

to buildings and infrastructure
6.1. Implementation activities:
a) Strengthen the enforcement of
the National Technical Regulations on Accessibility in Building Structures
through appraisal, inspection, acceptance testing, audits, and monitoring in
construction activities;
b) Review, supplement, and
synchronize the system of standards and technical regulations for construction
to ensure accessibility to public facilities and residential buildings; develop
guidance materials to ensure accessibility for persons with disabilities to
existing buildings;
c) Research and promote solutions
to support accessibility to buildings; develop illustrative materials,
implementation guidelines, and teaching curricula on designing accessible
buildings for training, workshops, and raising community awareness.

universal accessibility criteria framework for transportation systems;
b) Research, draft, and publish a
Handbook on Accessible Transportation Infrastructure Design to guide localities
in developing transportation systems;
c) Enhance the capacity for
guiding, inspecting, and monitoring the implementation of regulations on
transportation accessibility to ensure persons with disabilities can access and
use the systems;
d) Develop pilot routes and expand
accessible public passenger transport vehicles for persons with disabilities;
e) Conduct surveys and assess the
accessibility of public transportation systems and the transportation needs of
persons with disabilities to support the development of an accessibility
strategy for transportation systems through 2030, with a vision toward 2050.

8. Assistance
in accessing and using information and communication technology

technical standards and regulations to assist persons with disabilities in
accessing information and communication technology;
b) Maintain, develop, and upgrade
electronic portals/websites that support persons with disabilities;
c) Develop tools and produce
materials for training persons with disabilities in accessing and using
information and communication technology; create systems and solutions for
online education and training for persons with disabilities, including general
education at all levels and vocational training;

financially disadvantaged persons with disabilities and those eligible for
legal assistance. Provide legal assistance as requested at Disabled Persons’
Associations, social protection facilities, schools, production, and business
establishments, and other organizations of persons with disabilities, depending
on local conditions;

c) Conduct communication campaigns
on legal assistance for financially disadvantaged persons with disabilities and
others eligible for legal aid through appropriate activities.

for persons with disabilities in cultural, sports, and tourism activities

establishing and developing a network of sports and fitness clubs for persons
with disabilities;
b) Enhance and develop 15 sports
disciplines for persons with disabilities to practice and compete in;
c) Provide guidance to provinces
and cities to direct their library systems to create accessible reading
environments, diversify services and information products, and improve library
conditions to support persons with disabilities;
d) Increase the application of
technology to enable persons with disabilities to access information about
tourist attractions, restaurants, hotels, transportation, and the accessibility
of these places;

gender mainstreaming in programs for persons with disabilities; enhance the capacity
of association staff at all levels in supporting women with disabilities,
etc.);
b) Carry out activities to improve
the material and spiritual lives of women with disabilities (enhancing
knowledge and skills, developing networks, sharing experiences, promoting
social welfare activities; reviewing and evaluating existing models, and
piloting new models or activities, etc.);
c) Strengthen intersectoral
collaboration in supporting women with disabilities.

domestic and international businesses, organizations, and individuals.
2. Ministries, sectors, and localities
shall prepare annual budget estimates to implement the Program and manage the
funds in accordance with the state budget law.
V. IMPLEMENTATION
1. Responsibilities for
implementation:
Ministries, sectors, relevant
agencies, and People’s Committees of provinces shall implement effectively and
practically the tasks and solutions assigned by the Prime Minister in Decision
No. 1190/QD-TTg dated August 5, 2020, including:
1.1. The Ministry of Labor,
Invalids, and Social Affairs assigns the Department of Social Protection to:
a) Take the lead in coordinating
with relevant agencies to evaluate the implementation results and propose
improvements to policies and laws on persons with disabilities; develop and
replicate livelihood support models, entrepreneurship models for persons with
disabilities, and the “smart white cane” model for visually impaired
individuals to support independent living, etc.
b) Conduct communication campaigns
to raise awareness; survey, evaluate, and collect information on persons with disabilities;
build capacity for officials, public employees, organizations of persons with
disabilities, and volunteers engaged in social assistance and community-based
rehabilitation, and provide access to preferential loans and resources for
production, caregiving, and employment skills;
c) Coordinate with functional units
to monitor, consolidate, and periodically report on the Program's
implementation, as well as organize mid-term and final reviews.

1.3. The People’s Committees of
provinces shall develop, approve, and organize the implementation of the
Program locally; proactively allocate budgets and human resources for the
Program; and periodically inspect and report on the implementation of the
Program.
1.4. It is proposed that the
Vietnam Fatherland Front Central Committee, the Vietnam General Confederation
of Labor, the Central Vietnam Women’s Union, the Central Committee of the Ho
Chi Minh Communist Youth Union, the Vietnam Chamber of Commerce and Industry,
the Vietnam Cooperative Alliance, the Vietnam Red Cross Society, the Vietnam
Federation on Disability, the Vietnam Association for the Support of People
with Disabilities and Orphans, the Vietnam Blind Association, the Vietnam
Association of Enterprises for Invalids and People with Disabilities, the
Vietnam Association for Victims of Agent Orange/Dioxin, and the Vietnam
Children's Relief Association, within their respective functions and
responsibilities, participate in organizing and implementing the Program;
promote communication and education efforts to enhance awareness of support for
people with disabilities; contribute to the development of policies and laws;
and monitor the implementation of policies and laws regarding people with
disabilities.
2. Reporting requirements
Ministries, sectors, relevant
agencies, and People’s Committees of provinces shall submit annual reports on
the Program’s implementation to the Ministry of Labor, Invalids, and Social
Affairs by December 15 each year, as well as ad hoc reports upon request.

Program is issued along with this Decision)./.
