No. 72/2020/QH14;
Pursuant to the Law on Medical Examination and
Treatment No. 40/2009/QH12;
Pursuant to the Law on Occupational Safety and
Hygiene No. 40/2009/QH13;
Pursuant to Decree No. 75/2017/ND-CP dated June
22, 2017 of the Government on functions, tasks, powers, and organizational
structures of Ministry of Health;

Article 1. The “Criteria Set for green -
clean - beautiful medical establishments” consisting of 32 Criteria regarding
scenery, environmental hygiene, biomedical waste management in medical
establishments.
Article 2. The “Criteria Set for green -
clean - beautiful medical establishments” apply to public and non-public
medical establishments.
Article 3. The Health Environment Management
Agency is tasked with acting as liaison for the purpose of guiding
implementation of the “Criteria Set for green - clean - beautiful medical
establishments” and further studying, developing, and adding more criteria
accordingly.
Article 4. This Decision comes into force
from the date of signing and replaces Decision No. 3638/QD-BYT dated July 15,
2016 of the Ministry of Health approving plan for implementation of green -
clean - beautiful medical establishments, Decision No. 6573/QD-BYT dated November
3, 2016 of the Ministry of Health guiding implementation of green - clean -
beautiful medical establishments.
Article 5. Chief of the Ministry Office;
Director of Health Environment Management Agency, Directors, General Director,
heads of public service providers affiliated to the Ministry of Health,
directors of Departments of Health of provinces and central-affiliated cities,
heads of medical authority of all ministries, central departments, and relevant
entities shall be responsible for the implementation of this Decision./.

1. OBJECTIVES
Ensure a “green - clean - beautiful” environment in
medical establishments in order to improve medical service quality and
community health.
2. REGULATED
ENTITIES
All medical examination and treatment
establishments; preventive healthcare establishments; healthcare training
facilities; medical and pharmaceutical research, testing, inspection,
examination, experimentation facilities hereinafter referred to as medical
establishments.
3. DEFINITION
The terms below are construed as follows:
3.1. Green - clean - beautiful
Refers to all matters pertaining to environment and
scenery relating to patients (NB), patient family members (NNNB), and
healthcare workers (NVYT).

Refer to factors employed for the purpose of
measuring, inspecting, supervising level of satisfaction of a specific aspect
of quality.
Each criterion is a combination of factors that are
to be measured and monitored at medical establishments as to whether or not
they are complied with; whether or not they are qualified; whether or not they
pass.
3.3. Evaluation rating
Refers to levels of quality of a criterion. There
are 32 criteria under this document. Each criterion is evaluated from 1 to 5
with 1 being the lowest and 5 being the highest.

5. NUMBER OF
CRITERIA APPLIED
- Medical establishments apply all 32 criteria
under parts A, B, and C to evaluate and calculate quality score.
- Commune-level medical stations are not required
to meet criterion B2.2
- In respect of criterion B3.4, there are 2 methods
of delivering wastes to treatment entities. Where a medical establishment
performs two methods of delivery, score of criterion B3.4 shall be the
arithmetic mean of both methods of delivery.
- In respect of criterion B3.5, where a medical
establishment does not handle solid biomedical waste on-site, this criterion
shall not apply to the establishment. Maximum score shall be given to this
criterion and added to the total score.
- In respect of criterion B3.9, where a medical
establishment is not required to perform medical environment monitoring, this
criterion shall not apply to the establishment. Maximum score shall be given to
this criterion and added to the total score.
