QUYẾT ĐỊNH

PHÊ DUYỆT ĐỀ ÁN TĂNG CƯỜNG CÔNG TÁC QUẢN LÝ CHẤT THẢI NHỰA Ở VIỆT NAM

THỦ TƯỚNG CHÍNH PHỦ

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015; Luật sửa đổi, bổ sung một số điều của Luật Tổ chức Chính phủ và Luật Tổ chức chính quyền địa phương ngày 22 tháng 11 năm 2019;

Căn cứ Luật Bảo vệ môi trường ngày 23 tháng 6 năm 2014;

Căn cứ Luật Bảo vệ môi trường ngày 17 tháng 11 năm 2020;

Căn cứ Nghị quyết số 36-NQ/TW ngày 22 tháng 10 năm 2018 của Hội nghị lần thứ tám Ban Chấp hành Trung ương Đảng khóa XII về Chiến lược phát triển bền vững kinh tế biển Việt Nam đến năm 2030, tầm nhìn đến năm 2045;

Căn cứ Nghị định số 38/2015/NĐ-CP ngày 24 tháng 4 năm 2015 của Chính phủ về quản lý chất thải và phế liệu;

Căn cứ Nghị định số 40/2019/NĐ-CP ngày 13 tháng 5 năm 2019 của Chính phủ sửa đổi, bổ sung một số điều của các nghị định quy định chi tiết, hướng dẫn thi hành Luật Bảo vệ môi trường;

Căn cứ Quyết định số 491/QĐ-TTg ngày 07 tháng 5 năm 2018 của Thủ tướng Chính phủ về việc phê duyệt điều chỉnh chiến lược quốc gia về quản lý tổng hợp chất thải rắn đến năm 2025, tầm nhìn đến năm 2050;

Căn cứ Nghị quyết số 01/NQ-CP ngày 01 tháng 01 năm 2019 của Chính phủ về nhiệm vụ, giải pháp chủ yếu thực hiện Kế hoạch phát triển kinh tế - xã hội và Dự toán ngân sách nhà nước năm 2019;

Căn cứ Nghị quyết số 09/NQ-CP ngày 03 tháng 02 năm 2019 của Chính phủ về Phiên họp thường kỳ Chính phủ tháng 01 năm 2019;

Căn cứ Quyết định số 1746/QĐ-TTg ngày 04 tháng 12 năm 2019 của Thủ tướng Chính phủ về Kế hoạch hành động quốc gia về quản lý rác thải nhựa đại dương;

Căn cứ Chỉ thị số 33/CT-TTg ngày 20 tháng 8 năm 2020 của Thủ tướng Chính phủ về tăng cường quản lý tái sử dụng, tái chế, xử lý và giảm thiểu chất thải nhựa;

Theo đề nghị của Bộ trưởng Bộ Tài nguyên và Môi trường.

QUYẾT ĐỊNH:

Điều 1. Phê duyệt Đề án tăng cường công tác quản lý chất thải nhựa ở Việt Nam (sau đây gọi tắt là Đề án) với những nội dung chủ yếu sau đây:

I. MỤC TIÊU CỦA ĐỀ ÁN

1. Mục tiêu tổng quát

a) Tăng cường quản lý chất thải nhựa từ trung ương đến địa phương, góp phần thực hiện thành công chiến lược quốc gia về quản lý tổng hợp chất thải rắn đến năm 2025, tầm nhìn đến năm 2050 được Thủ tướng Chính phủ phê duyệt tại Quyết định số 491/QĐ-TTg ngày 07 tháng 5 năm 2018; Quyết định số 1746/QĐ-TTg ngày 04 tháng 12 năm 2019 của Thủ tướng Chính phủ về Kế hoạch hành động quốc gia về quản lý rác thải nhựa đại dương; Chỉ thị số 33/CT-TTg ngày 20 tháng 8 năm 2020 của Thủ tướng Chính phủ về tăng cường quản lý tái sử dụng, tái chế, xử lý và giảm thiểu chất thải nhựa.

b) Góp phần xây dựng mô hình nền kinh tế tuần hoàn ở Việt Nam với định hướng giảm sử dụng sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy; tăng cường tái sử dụng, tái chế và xử lý chất thải nhựa.

2. Mục tiêu cụ thể

a) Hoàn thiện cơ chế, chính sách, pháp luật về: Quản lý chất thải nhựa; sản xuất và tiêu thụ túi ni lông khó phân hủy sử dụng trong sinh hoạt; sản phẩm nhựa dùng một lần sử dụng trong sinh hoạt (bao gồm cốc, chén, bát, đĩa, thìa, dĩa, ống hút, bao gói nhựa/hộp đựng thực phẩm sử dụng một lần, màng bọc thực phẩm, bộ đồ ăn nhựa dùng một lần...).

b) Phấn đấu đến năm 2025: Sử dụng 100% túi ni lông, bao bì thân thiện với môi trường tại các trung tâm thương mại, siêu thị phục vụ cho mục đích sinh hoạt thay thế cho túi ni lông khó phân hủy; đảm bảo thu gom, tái sử dụng, tái chế, xử lý 85% lượng chất thải nhựa phát sinh; giảm thiểu 50% rác thải nhựa trên biển và đại dương; phấn đấu 100% các khu du lịch, các cơ sở lưu trú du lịch, các khách sạn không sử dụng túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần; giảm dần mức sản xuất và sử dụng túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần trong sinh hoạt.

c) Nâng cao nhận thức của các cơ quan, tổ chức, doanh nghiệp, cộng đồng và người dân trong sản xuất, tiêu thụ, thải bỏ chất thải nhựa, túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần trong sinh hoạt.

II. NHIỆM VỤ VÀ GIẢI PHÁP THỰC HIỆN ĐỀ ÁN

1. Điều tra, khảo sát đánh giá hiện trạng phát sinh, thu gom, xử lý chất thải nhựa và hoàn thiện chính sách, quy định về quản lý chất thải nhựa

a) Điều tra, khảo sát, đánh giá hiện trạng phát sinh, thu gom, tái chế và xử lý chất thải nhựa

- Đánh giá tổng thể thực trạng sản xuất, sử dụng các sản phẩm nhựa, sản phẩm thân thiện với môi trường, sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy.

- Khảo sát, đánh giá tình hình sản xuất và nhập khẩu sản phẩm hàng hóa chứa vi nhựa và ảnh hưởng của vi nhựa đến môi trường.

- Điều tra, khảo sát đánh giá hiện trạng phát sinh, thu gom, tái chế, xử lý chất thải nhựa và đề xuất các giải pháp nâng cao hiệu quả quản lý.

- Điều tra, thống kê, phân loại và đánh giá tình hình phát sinh, thu gom, xử lý, quản lý chất thải nhựa từ các hoạt động trên biển và hải đảo Việt Nam.

- Đánh giá việc triển khai các hoạt động thu thuế xuất khẩu, nhập khẩu các sản phẩm nhựa; thu thuế bảo vệ môi trường đối với hoạt động sản xuất túi ni lông khó phân hủy.

b) Xây dựng và hoàn thiện chính sách, quy định về quản lý chất thải nhựa

- Xây dựng và triển khai chính sách thúc đẩy phát triển nền kinh tế tuần hoàn trong lĩnh vực sản xuất, tiêu dùng các sản phẩm nhựa; quy định trách nhiệm tái chế của nhà sản xuất, nhập khẩu các sản phẩm nhựa, bao bì nhựa.

- Hoàn thiện cơ chế, chính sách nhằm hạn chế sản xuất và sử dụng túi ni lông khó phân hủy, sản phẩm nhựa dùng một lần. Nghiên cứu, đề xuất lộ trình hạn chế sản xuất, nhập khẩu sản phẩm nhựa sử dụng một lần, bao bì nhựa khó phân hủy sinh học và sản phẩm, hàng hóa chứa vi nhựa.

- Rà soát, hoàn thiện cơ chế, chính sách ưu đãi, hỗ trợ đối với hoạt động sản xuất các sản phẩm thân thiện với môi trường, sản phẩm thay thế sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy; khuyến khích hoạt động tái sử dụng, tái chế chất thải nhựa phục vụ hoạt động sản xuất hàng hóa, sản xuất vật liệu xây dựng và tái sử dụng chất thải nhựa trong các công trình giao thông.

- Nghiên cứu, đề xuất lộ trình tăng thuế bảo vệ môi trường đối với túi ni lông khó phân hủy; bổ sung thuế bảo vệ môi trường đối với sản phẩm nhựa dùng một lần phục vụ mục đích sinh hoạt.

- Ban hành và thực hiện quy định, quy chế trong cơ quan, văn phòng, công sở để hạn chế tối đa việc sử dụng túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần trong tổ chức sự kiện và hoạt động thường nhật.

- Xây dựng chính sách đồng bộ để phân loại, thu gom, tái chế, xử lý chất thải nhựa tại nguồn phù hợp với điều kiện của từng địa phương nhằm tăng cường tái sử dụng, tái chế chất thải nhựa.

- Rà soát, hoàn thiện quy định của pháp luật về quản lý rác thải nhựa đại dương; quản lý chất thải nhựa phát sinh từ hoạt động nuôi trồng và khai thác thủy sản.

2. Triển khai các hoạt động đào tạo, truyền thông và hợp tác quốc tế về quản lý chất thải nhựa

- Đẩy mạnh các hoạt động đào tạo, truyền thông nâng cao nhận thức về tác hại của các sản phẩm có nguồn gốc từ nhựa, túi ni lông và sản phẩm nhựa dùng một lần đối với môi trường, hệ sinh thái và sức khỏe con người; nâng cao nhận thức, thay đổi thói quen sử dụng sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy sang sử dụng các sản phẩm thân thiện với môi trường.

- Tuyên truyền, vận động các doanh nghiệp sản xuất, phân phối các sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy chuyển sang sản xuất, phân phối các sản phẩm thân thiện môi trường.

- Đào tạo, tập huấn, nâng cao nhận thức và thay đổi hành vi xả rác thải nhựa, ngư cụ, sản phẩm nhựa thải bỏ ra môi trường biển và đại dương đối với các doanh nghiệp, cư dân ven biển, ngư dân, thủy thủ, khách du lịch biển.

- Hình thành mạng lưới tuyên truyền viên hướng dẫn phân loại, thu gom, tái chế, xử lý, quản lý chất thải nói chung và chất thải nhựa nói riêng trên các địa phương. Tổ chức tập huấn, bồi dưỡng kiến thức, kỹ năng nghiệp vụ thông tin, tuyên truyền về bảo vệ môi trường, quản lý chất thải nhựa cho đội ngũ cán bộ, phóng viên, biên tập viên của các cơ quan thông tin, báo chí và đội ngũ cán bộ làm công tác thông tin cơ sở. Khen thưởng, biểu dương kịp thời các tổ chức, cá nhân có các hoạt động, giải pháp, sáng kiến hay về quản lý chất thải nhựa.

- Xây dựng nội dung giáo dục về quản lý chất thải nhựa, túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần để đưa vào chương trình các cấp học theo các hình thức, nội dung phù hợp.

- Tăng cường hợp tác quốc tế, thu hút các tổ chức, cá nhân nước ngoài tham gia đào tạo, nghiên cứu và chuyển giao công nghệ, chia sẻ thông tin, kinh nghiệm nhằm nâng cao hiệu quả quản lý, xử lý chất thải nhựa ở Việt Nam.

- Vận động, thu hút các nguồn tài trợ, nguồn vốn từ các nước, tổ chức quốc tế trong việc đầu tư, phát triển, tiếp nhận công nghệ tái chế, xử lý chất thải nhựa và sản xuất sản phẩm thân thiện với môi trường thay thế sản phẩm nhựa dùng một lần và chuyển đổi sang nền kinh tế tuần hoàn, tăng trưởng xanh.

- Tăng cường vai trò tham gia, giám sát của các tổ chức chính trị - xã hội, cơ quan thông tấn báo chí trong việc triển khai thực hiện các cơ chế chính sách hạn chế sử dụng túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần.

3. Nghiên cứu, ứng dụng công nghệ, triển khai mô hình, hoạt động quản lý chất thải nhựa và sản xuất các sản phẩm thân thiện với môi trường

- Xây dựng kế hoạch và triển khai đồng bộ trên cả nước mô hình trung tâm thương mại, siêu thị không sử dụng túi ni lông hoặc sử dụng túi ni lông thân thiện với môi trường thay thế cho túi ni lông khó phân hủy; thành lập và mở rộng các mô hình tổ chức tái chế chất thải, các phong trào chống rác thải nhựa.

- Xây dựng kế hoạch và triển khai đồng bộ các khu du lịch, các cơ sở lưu trú du lịch, dịch vụ trên địa bàn cả nước, đặc biệt là vùng ven biển không sử dụng sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy.

- Xây dựng chương trình, kế hoạch tổ chức thu gom chất thải nhựa trôi nổi trong môi trường (thu gom, tái chế, xử lý chất thải nhựa trên lưu vực sông, vùng ven biển, các bãi tắm, các khu du lịch, các âu thuyền, chợ cá ven biển).

- Tăng cường kiểm tra, giám sát việc thực hiện các quy định về thu gom và xử lý chất thải nhựa phát sinh từ hoạt động du lịch biển, vận tải biển, nuôi trồng và khai thác thủy sản; giảm thiểu việc thải bỏ, làm thất lạc ngư cụ khai thác thủy sản.

- Tổ chức kiểm tra, giám sát các hoạt động thu thuế bảo vệ môi trường đối với hoạt động sản xuất và tiêu thụ túi ni lông khó phân hủy trên địa bàn thuộc trách nhiệm quản lý của các địa phương; đảm bảo thu đúng, thu đủ thuế bảo vệ môi trường.

- Nghiên cứu, ứng dụng công nghệ tiên tiến, hiện đại trong thu gom, tái chế và xử lý chất thải nhựa; công nghệ tái chế chất thải nhựa thành nhiên liệu, vật liệu xây dựng, giao thông và sản phẩm nhựa khác.

- Tăng cường đầu tư và phát triển công nghệ sản xuất các sản phẩm thân thiện với môi trường thay thế sản phẩm nhựa; nghiên cứu, thiết kế, sản xuất bao bì, sản phẩm nhựa tối ưu nhằm giảm tối đa định mức nguyên liệu nhựa/sản phẩm.

- Đẩy mạnh nghiên cứu, sản xuất các thiết bị thu gom, vận chuyển chất thải nhựa trên sông, suối, kênh, rạch, vùng biển.

- Nâng cao năng lực các phòng thí nghiệm trọng điểm đáp ứng yêu cầu nghiên cứu, thử nghiệm, đánh giá và chứng nhận chất lượng các sản phẩm bao bì thay thế sản phẩm nhựa và sản phẩm túi ni lông phân hủy sinh học, thân thiện với môi trường đáp ứng quy định của Việt Nam.

- Ứng dụng công nghệ thông tin trong giám sát, quản lý hoạt động sản xuất, thu gom, vận chuyển, tái chế và xử lý chất thải nhựa; thúc đẩy phát triển thị trường tái chế, xử lý chất thải; xây dựng, cập nhật và tích hợp cơ sở dữ liệu về quản lý chất nhựa vào hệ thống cơ sở dữ liệu môi trường quốc gia.

- Tăng cường triển khai hoạt động kiểm tra, thanh tra xử lý các tổ chức, cá nhân có hành vi vi phạm pháp luật về bảo vệ môi trường trong lĩnh vực sản xuất, phân phối sản phẩm nhựa và thu gom, vận chuyển và xử lý chất thải trong đó có chất thải nhựa.

III. KINH PHÍ VÀ THỜI GIAN THỰC HIỆN ĐỀ ÁN

1. Kinh phí thực hiện Đề án

- Kinh phí thực hiện Đề án được đảm bảo từ các nguồn vốn ngân sách nhà nước và vốn huy động từ các nguồn khác (vốn tự có của doanh nghiệp, vốn vay của các tổ chức tín dụng, tài trợ quốc tế).

- Kinh phí thực hiện các nội dung phục vụ quản lý nhà nước như: rà soát, hoàn thiện hệ thống tổ chức, cơ chế, chính sách và quy định của pháp luật; xây dựng tiêu chuẩn, quy chuẩn kỹ thuật; đào tạo, phát triển nguồn nhân lực; phát triển thị trường; tuyên truyền, nâng cao nhận thức ...; được bố trí từ nguồn vốn ngân sách nhà nước thông qua các kế hoạch, chương trình hàng năm của các bộ, ngành, địa phương.

- Kinh phí thực hiện các hoạt động đầu tư phát triển công nghệ sản xuất các sản phẩm thân thiện với môi trường, thiết bị xử lý chất thải nhựa được huy động từ các nguồn của doanh nghiệp, nguồn vốn vay trong và ngoài nước, vốn tài trợ, hỗ trợ một phần từ Quỹ bảo vệ môi trường Việt Nam và Quỹ bảo vệ môi trường địa phương, Quỹ đầu tư phát triển địa phương, hợp tác công tư (PPP) và các nguồn vốn hợp pháp khác.

2. Thời gian thực hiện Đề án: 2021 - 2026.

IV. TỔ CHỨC THỰC HIỆN ĐỀ ÁN

1. Bộ trưởng, Thủ trưởng cơ quan ngang bộ, cơ quan thuộc Chính phủ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc trung ương trong phạm vi trách nhiệm quản lý chủ động xây dựng kế hoạch và triển khai thực hiện các nhiệm vụ theo chức năng, nhiệm vụ được Chính phủ giao; định kỳ hàng năm gửi báo cáo kết quả thực hiện về Bộ Tài nguyên và Môi trường để tổng hợp, báo cáo Thủ tướng Chính phủ.

2. Bộ Tài nguyên và Môi trường

a) Chủ trì tổng kết, đánh giá, kiểm tra, giám sát việc thực hiện Đề án trên phạm vi cả nước.

b) Rà soát, nghiên cứu, đề xuất ban hành hoặc ban hành theo thẩm quyền quy định về quản lý chất thải nhựa; nghiên cứu, đề xuất lộ trình hạn chế sản xuất, nhập khẩu sản phẩm nhựa sử dụng một lần, bao bì nhựa khó phân hủy sinh học và sản phẩm, hàng hóa chứa vi nhựa trong Nghị định quy định chi tiết một số điều của Luật Bảo vệ môi trường; đề xuất quy định trách nhiệm tái chế của nhà sản xuất, nhập khẩu các sản phẩm nhựa, bao bì nhựa; đề xuất quy định về nhãn sinh thái đối với túi ni lông thân thiện môi trường và các sản phẩm thân thiện với môi trường theo quy định.

c) Nghiên cứu, xây dựng và ban hành quy định hoặc hướng dẫn thực hiện các quy định về môi trường trong sản xuất các sản phẩm, hàng hóa chứa vi nhựa và túi ni lông thân thiện với môi trường.

d) Chủ trì tổ chức thực hiện Quyết định số 1746/QĐ-TTg ngày 04 tháng 12 năm 2019 của Thủ tướng Chính phủ ban hành Kế hoạch hành động quốc gia về quản lý rác thải nhựa đại dương đến năm 2030; Chỉ thị số 33/CT-TTg ngày 20 tháng 8 năm 2020 của Thủ tướng Chính phủ về tăng cường quản lý, tái sử dụng, tái chế, xử lý và giảm thiểu chất thải nhựa.

đ) Phối hợp nghiên cứu, ứng dụng và chuyển giao công nghệ tái chế chất thải nhựa, sản xuất các sản phẩm thân thiện với môi trường thay thế túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần. Hướng dẫn, thực hiện chứng nhận nhãn sinh thái Việt Nam đối với sản phẩm túi ni lông thân thiện môi trường và các sản phẩm thân thiện với môi trường khác theo quy định của pháp luật. Tổ chức và hướng dẫn thực hiện trách nhiệm tái chế của nhà sản xuất, nhập khẩu các sản phẩm nhựa, bao bì nhựa theo quy định của pháp luật.

e) Hướng dẫn thực hiện các chính sách ưu đãi của Nhà nước đối với dự án đầu tư xây dựng cơ sở tái chế chất thải nhựa và các dự án sản xuất các sản phẩm thân thiện môi trường thay thế túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần.

g) Tổ chức giám sát, đánh giá hiện trạng rác thải nhựa tại một số cửa sông chính, khu vực ven biển, đảo tiền tiêu có tiềm năng phát triển du lịch và kinh tế biển.

h) Tổ chức triển khai hoạt động kiểm tra, thanh tra xử lý các tổ chức, cá nhân có hành vi vi phạm pháp luật về bảo vệ môi trường trong lĩnh vực quản lý chất thải nói chung và chất thải nhựa nói riêng.

i) Tổ chức triển khai các hoạt động đào tạo, truyền thông, nâng cao nhận thức của nhà sản xuất, nhập khẩu, phân phối, tiêu dùng và các cơ quan liên quan về giảm thiểu, tái chế, tái sử dụng và xử lý chất thải nhựa. Mở rộng chiến dịch truyền thông nâng cao nhận thức của các tổ chức, cá nhân trong giảm thiểu, quản lý chất thải nhựa trên toàn bộ các tỉnh, thành phố trực thuộc trung ương.

k) Phát hiện, phổ biến và trao giải thưởng môi trường đối với các mô hình, giải pháp, sáng kiến về giảm thiểu, phân loại, thu gom, tái chế và xử lý chất thải nhựa; nghiên cứu và đưa tiêu chí giảm thiểu, phân loại, thu gom chất thải nhựa trong đánh giá, xếp hạng kết quả hoạt động bảo vệ môi trường của các tỉnh, thành phố trực thuộc trung ương.

l) Xây dựng lộ trình và hướng dẫn phân loại chất thải rắn sinh hoạt, chất thải nhựa tại nguồn cho phù hợp với hạ tầng và điều kiện của các địa phương nhằm tái sử dụng, tái chế chất thải nhựa tối đa, hiệu quả; thí điểm triển khai các mô hình công nghệ, mô hình quản lý, mô hình xử lý chất thải nhựa tiên tiến ở Việt Nam.

m) Tổ chức triển khai các hoạt động hợp tác quốc tế trong sản xuất và tiêu thụ bền vững; đầu mối thúc đẩy hợp tác song phương, đa phương trong quản lý chất thải nhựa (triển khai Chương trình Đối tác Hành động Quốc gia về Nhựa ở Việt Nam với Diễn đàn Kinh tế Thế giới; giảm thiểu rác thải nhựa đại dương ở Việt Nam với WWF...); đầu mối tham gia các Công ước, điều ước quốc tế liên quan đến quản lý chất thải, chất thải nhựa đại dương.

n) Từng bước triển khai xây dựng nền kinh tế tuần hoàn phù hợp với mục tiêu không phát thải; sử dụng công nghệ hiện đại trong sản xuất các sản phẩm nhựa; tối ưu hóa việc sử dụng nguyên liệu, nhiên liệu trong sản xuất sản phẩm nhựa; tái sử dụng, tái chế tối đa chất thải nhựa thành nguyên liệu, nhiên liệu phục vụ sản xuất và sinh hoạt của người dân; hỗ trợ xây dựng và hình thành thị trường tái chế chất thải; xây dựng, cập nhật và tích hợp cơ sở dữ liệu về quản lý chất nhựa vào hệ thống cơ sở dữ liệu môi trường quốc gia.

3. Bộ Tài chính

a) Rà soát, hoàn thiện cơ chế, chính sách về tài chính nhằm hạn chế sử dụng túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần; khuyến khích đầu tư sản xuất, tiêu thụ sản phẩm thân thiện với môi trường; nghiên cứu, đề xuất cấp có thẩm quyền sửa đổi mức thuế bảo vệ môi trường đối với túi ni lông khó phân hủy và bổ sung thuế bảo vệ môi trường đối với sản phẩm nhựa dùng một lần phục vụ mục đích sinh hoạt vào thời điểm thích hợp.

b) Tổ chức kiểm tra hoạt động thu thuế bảo vệ môi trường đối với hoạt động sản xuất sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy.

4. Bộ Công Thương

a) Hướng dẫn các cơ sở sản xuất thay đổi thiết kế bao bì nhựa, sản phẩm nhựa theo hướng giảm tối đa định mức nguyên liệu nhựa/sản phẩm nhựa; hỗ trợ, thúc đẩy các cơ sở sản xuất tăng dần tỷ lệ nguyên liệu nhựa tái chế trong các sản phẩm hàng hóa.

b) Chỉ đạo tổ chức, thực hiện vận động các doanh nghiệp sản xuất, các trung tâm thương mại, siêu thị, cửa hàng bán lẻ đăng ký tham gia phong trào chống rác thải nhựa; chỉ đạo triển khai xây dựng mô hình trung tâm thương mại, chợ, siêu thị không sử dụng sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy.

c) Đề xuất cơ chế, chính sách phát triển sản xuất và tiêu dùng các sản phẩm nhựa tái chế, lĩnh vực sản xuất các sản phẩm nhựa có sử dụng phế liệu nhựa gắn với phát triển ngành công nghiệp môi trường.

d) Chủ trì, phối hợp với Bộ Tài nguyên và Môi trường đánh giá nhu cầu sử dụng phế liệu nhựa làm nguyên liệu sản xuất trong nước và nhu cầu nhập khẩu phế liệu nhựa từ nước ngoài làm cơ sở để điều chỉnh danh mục phế liệu được phép nhập khẩu từ nước ngoài theo từng thời kỳ phát triển của đất nước.

5. Bộ Khoa học và Công nghệ

a) Tiếp tục đầu tư, nâng cao năng lực các phòng thí nghiệm trọng điểm đáp ứng yêu cầu nghiên cứu, thử nghiệm, đánh giá các sản phẩm thân thiện với môi trường thay thế túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần.

b) Tổ chức triển khai các chương trình, dự án nghiên cứu khoa học về tái chế, xử lý chất thải nhựa thành nguyên liệu, nhiên liệu; sản xuất các sản phẩm thân thiện với môi trường thay thế cho sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy.

c) Chủ trì, phối hợp với Bộ Tài nguyên và Môi trường nghiên cứu, tiếp nhận, chuyển giao công nghệ tiên tiến, hiện đại trong tái chế, xử lý chất thải nhựa.

6. Bộ Thông tin và Truyền thông

a) Chỉ đạo các cơ quan thông tin, báo chí và hệ thống thông tin cơ sở tuyên truyền nâng cao nhận thức và trách nhiệm cộng đồng về tác hại của túi ni lông khó phân hủy, sản phẩm nhựa dùng một lần đối với môi trường, khuyến khích sử dụng các sản phẩm thân thiện với môi trường.

b) Phối hợp với Bộ Tài nguyên và Môi trường tổ chức tuyên truyền, phổ biến các quy định về bảo vệ môi trường, quy định về giảm thiểu, xử lý chất thải nhựa, tác hại của chất thải nhựa đối với môi trường và con người thông qua các loại hình báo chí và hệ thống thông tin cơ sở nhằm nâng cao nhận thức và ý thức trách nhiệm của người dân.

7. Bộ Giáo dục và Đào tạo

a) Xây dựng nội dung giáo dục về quản lý chất thải nhựa, túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần để đưa vào chương trình các cấp học theo các hình thức, nội dung phù hợp.

b) Hướng dẫn hoạt động giảm thiểu, phân loại, thu gom chất thải nhựa thành một tiêu chí đánh giá trường học xanh - sạch - đẹp - an toàn trên địa bàn cả nước.

8. Bộ Nông nghiệp và Phát triển nông thôn

a) Tổ chức triển khai có hiệu quả Chương trình mục tiêu quốc gia về xây dựng nông thôn mới, trong đó bổ sung tiêu chí quản lý, xử lý chất thải nhựa. Hoàn thiện hướng dẫn thực hiện và công nhận đạt chuẩn tiêu chí môi trường các xã, huyện theo quy định hiện hành.

b) Xây dựng kế hoạch và triển khai các hoạt động về giảm thiểu phát sinh, thu gom, tái chế, xử lý và quản lý chất thải nhựa trong hoạt động sản xuất nông, lâm, ngư nghiệp.

c) Chỉ đạo kiểm tra, giám sát, hướng dẫn quản lý ngư cụ thải bỏ trong hoạt động nuôi trồng và khai thác thủy sản.

9. Bộ Kế hoạch và Đầu tư

a) Chủ trì, phối hợp với Bộ Tài nguyên và Môi trường, Bộ Tài chính và các địa phương bố trí nguồn vốn cho công tác quản lý chất thải nhựa theo đúng chương trình, kế hoạch đã được các cấp có thẩm quyền phê duyệt; hướng dẫn hạn chế triển khai các dự án đầu tư sản xuất các sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy.

b) Kiểm soát, hạn chế vốn đầu tư công cho các dự án sản xuất các sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy.

c) Chỉ đạo triển khai hoạt động hợp tác công tư trong lĩnh vực giảm thiểu, tái chế, xử lý chất thải nhựa.

d) Chủ trì, phối hợp với Bộ Tài nguyên và Môi trường, Ủy ban nhân dân tỉnh, thành phố trực thuộc trung ương rà soát, đề xuất thành lập khu công nghiệp tái chế chất thải và tái chế chất thải nhựa.

10. Bộ Y tế

a) Chỉ đạo thực hiện các hoạt động giảm thiểu, phân loại, tái sử dụng, tái chế và xử lý chất thải nhựa tại các cơ sở y tế, các nhà thuốc, các cơ sở sản xuất dược phẩm.

b) Ban hành quy định về chất lượng đối với các sản phẩm nhựa tái chế làm bao bì đựng thực phẩm, chai nhựa đựng đồ uống đảm bảo không ảnh hưởng xấu đến sức khỏe con người.

c) Tăng cường đầu tư, nghiên cứu, ứng dụng công nghệ mới, hiện đại trong phát triển các sản phẩm, vật liệu thân thiện với môi trường thay thế sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy trong ngành y tế.

11. Bộ Văn hóa, Thể thao và Du lịch

a) Xây dựng kế hoạch và tổ chức triển khai hoạt động, phong trào không sử dụng túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần tại các khu du lịch, các cơ sở lưu trú du lịch, các khách sạn trên cả nước.

b) Chỉ đạo các tổ chức, cá nhân không sử dụng túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần trong các sự kiện văn hóa, thể thao, du lịch trên địa bàn cả nước.

12. Ủy ban nhân dân các tỉnh, thành phố trực thuộc trung ương

a) Phối hợp với các bộ, ngành tổ chức thực hiện các cơ chế, chính sách, pháp luật, các giải pháp về quản lý chất thải nhựa trên địa bàn quản lý. Rà soát, sửa đổi, bổ sung, xây dựng mới các quy định về giảm thiểu, tái sử dụng, tái chế, xử lý chất thải nhựa cho phù hợp với quy định hiện hành và điều kiện thực tế của địa phương; hướng dẫn xây dựng quy chế quản lý, hương ước, quy ước nhằm huy động sự tham gia của cộng đồng trong quản lý chất thải nhựa và bảo vệ môi trường; quy định quản lý dịch vụ giao hàng đồ ăn nhanh theo hướng giảm thiểu sử dụng bao bì bằng chất liệu nhựa; thúc đẩy sử dụng vỏ hộp, bao bì bằng chất liệu tái sử dụng, thân thiện với môi trường.

b) Có giải pháp hạn chế việc đầu tư mới cơ sở sản xuất sản phẩm nhựa dùng một lần, túi ni lông khó phân hủy phục vụ cho mục đích sinh hoạt trên địa bàn quản lý.

c) Xây dựng kế hoạch, lộ trình hạn chế và tiến tới cấm sử dụng túi ni lông khó phân hủy tại các trung tâm thương mại, siêu thị, chợ dân sinh; yêu cầu các siêu thị, trung tâm thương mại, cửa hàng tiện ích niêm yết công khai giá bán túi ni lông cho khách hàng; chỉ đạo thực hiện đồng bộ các giải pháp phân loại, thu gom, tái chế, xử lý chất thải nhựa cho đô thị và khu dân cư nông thôn tập trung; mở rộng phạm vi thu gom, vận chuyển, xử lý chất thải rắn sinh hoạt tại các xã nông thôn, miền núi trên địa bàn quản lý.

d) Bố trí kinh phí sự nghiệp môi trường hàng năm của địa phương hỗ trợ cho việc thu gom, xử lý chất thải nhựa; xây dựng và triển khai các mô hình tốt về quản lý chất thải từ việc sử dụng sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy cho phù hợp với đặc thù của địa phương; rà soát, thống kê, công bố danh sách các tổ chức, cá nhân sản xuất sản phẩm nhựa dùng một lần, túi ni lông khó phân hủy, túi ni lông phân hủy sinh học và các sản phẩm thân thiện môi trường trên địa bàn quản lý.

đ) Phối hợp với Bộ Kế hoạch và Đầu tư, Bộ Tài nguyên và Môi trường để rà soát, bố trí quỹ đất và đề xuất thành lập khu công nghiệp, cụm công nghiệp tái chế chất thải, tái chế chất thải nhựa theo quy định của pháp luật.

e) Chỉ đạo các khu du lịch, các cơ sở lưu trú du lịch, các khách sạn không sử dụng túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần trên địa bàn quản lý; chỉ đạo tổ chức thu gom, xử lý chất thải nhựa trôi nổi trong môi trường (tại các dòng sông, suối, kênh, rạch, bãi tắm, bãi biển, cảng cá ven biển, khu bảo tồn biển).

g) Thực hiện các chính sách ưu đãi theo quy định đối với dự án đầu tư xây dựng cơ sở tái chế, xử lý chất thải nhựa và các dự án sản xuất các sản phẩm thân thiện môi trường thay thế túi ni lông khó phân hủy và sản phẩm nhựa dùng một lần.

h) Chủ động tìm kiếm, huy động các thành phần kinh tế tham gia đầu tư trong lĩnh vực phân loại, thu gom, vận chuyển, xử lý chất thải tại địa phương; hướng dẫn và tổ chức thực hiện công tác phân loại chất thải rắn sinh hoạt, chất thải nhựa tại nguồn cho phù hợp với điều kiện tự nhiên, kinh tế - xã hội cụ thể của mỗi địa phương.

i) Tổ chức đào tạo, tuyên truyền, nâng cao năng lực, nhận thức và trách nhiệm của các đơn vị sản xuất, phân phối, tiêu thụ sản phẩm nhựa cũng như các tổ chức, cá nhân sử dụng, thải bỏ chất thải nhựa; có giải pháp khuyến khích người tiêu dùng mang túi, bao gói khi mua sắm; khen thưởng kịp thời các cá nhân, tổ chức có thành tích tốt trong phong trào chống rác thải nhựa hoặc sáng kiến có giá trị về quản lý rác thải nhựa.

k) Phối hợp kiểm tra, giám sát hoạt động thu thuế bảo vệ môi trường đối với hoạt động sản xuất sản phẩm nhựa dùng một lần và túi ni lông khó phân hủy trên địa bàn.

l) Tăng cường thanh tra, kiểm tra, giám sát các đơn vị thu gom, vận chuyển, xử lý chất thải nhựa trên địa bàn; có biện pháp giám sát và xử lý các trung tâm thương mại, siêu thị, cửa hàng tiện ích cung cấp miễn phí túi ni lông cho khách hàng trên địa bàn.

Điều 2. Quyết định này có hiệu lực từ ngày ký ban hành.

Điều 3. Bộ trưởng Bộ Tài nguyên và Môi trường, các Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Thủ trưởng cơ quan thuộc Chính phủ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc trung ương và các tổ chức, cá nhân có liên quan chịu trách nhiệm thi hành Quyết định này.

Pursuant to the Prime Minister’s Directive No. 33/CT-TTg dated August 20, 2020 regarding the strengthened management of reuse, recycling, disposal and minimization of plastic waste;

Article 1. Approving the Proposal for the strengthened management of plastic waste in Vietnam (hereinafter referred to as Proposal), including the following main contents:

a) Strengthening management of plastic waste from the central to local level, contributing to the successful implementation of the national strategy for comprehensive solid waste management by 2025, scheduled for 2050, approved by the Prime Minister in the Decision No. 491/QD-TTg dated May 7, 2018; the Decision No. 1746/QD-TTg dated December 4, 2019 on the National Action Plan for ocean plastic waste management; the Directive No. 33/CT-TTg dated August 20, 2020 on the strengthened management of reuse, recycling, disposal and reduction of plastic waste.

b) Contributing to designing a circular economy model in Vietnam with the orientation towards reducing the use of non-biodegradable disposable plastic products and plastic bags; increasing the reuse, recycling and disposal of plastic waste.

2. Specific objectives

a) Completing mechanisms, policies and legal or regulatory frameworks regarding: Plastic waste management; production and consumption of non-degradable plastic bags used in daily life; disposable plastic products used in daily life (including plastic cups, bowls, plates, spoons, forks, straws, packaging/disposable food containers, food wrap, single-use plastic tableware...).

b) By 2025, striving to use 100% of eco-friendly plastic bags and packaging at commercial centers, supermarkets for domestic or household purposes to replace non-biodegradable plastic bags; ensure the collection, reuse, recycling and disposal of 85% of the generation of plastic waste; reduce 50% of plastic waste in the sea and ocean; strive to reach 100% of tourist resorts, tourist accommodation establishments and hotels that do not use non-biodegradable plastic bags and single-use plastic products; gradually reduce the production and use of non-degradable plastic bags and disposable plastic products in daily life.

c) Raising awareness of the production, consumption and disposal of non-biodegradable plastic waste, plastic bags and single-use plastic products in daily life amongst agencies, organizations, businesses, communities and people.

II. MISSIONS AND SOLUTIONS

1. Conducting investigation and survey into the generation, collection and disposal of plastic waste, and improving policies and regulations regarding plastic waste management.

- Strengthening the inspection and supervision of compliance with regulations on collection and disposal of plastic waste released from marine tourism, shipping, aquaculture and fishing activities; minimizing abandoned, lost or discarded fishing gear.

- Conducting the inspection and supervision of collection of the environmental protection tax levied on the production and consumption of non-degradable plastic bags under the management local authorities; ensuring collection of correct and sufficient environmental protection tax.

- Studying and applying advanced and modern technologies for the collection, recycling and disposal of plastic waste; technologies for recycling of plastic waste into fuels, materials, for construction and transportation purposes, and other plastic products.

- Increasing investment in and development of technologies for production of environmentally friendly products to replace plastic products; researching, designing and manufacturing best plastic packaging and products to minimize the norms of plastic materials/products.

III. PROPOSAL IMPLEMENTATION BUDGET AND PERIOD

1. Budget

- Costs and expenses for implementation of the Proposal are covered by the state budget and other funds (e.g. corporate equity and funds borrowed from credit institutions and international grants or aids).  

- Costs and expenses for performing tasks to enable state management activities, such as reviewing and perfecting organizational systems, mechanisms, policies and regulations of laws; formulating technical standards and regulations; training and developing human resources; developing markets; carrying out propaganda and awareness raising activities, etc. are covered by the state budget according to annual plans and programs of ministries, central and local authorities.

- Funds for implementation of investment activities and development of technologies for manufacturing of environmentally friendly products and equipment used for plastic waste treatment are mobilized from enterprises, domestic and foreign loans, partial grants or aids from the Vietnam’s Environmental Protection Fund and local Environmental Protection Funds, local Development Investment Funds, public-private partnerships (PPP) and other legitimate capital.

IV. IMPLEMENTATION ASSIGNMENTS

1. Ministers, Heads of Ministry-level agencies, Governmental bodies and Presidents of People’s Committees of centrally-affiliated cities and provinces shall, within their respective remit, proactively formulate plans and carry out missions under their authority delegated by the Government; sending annual performance review reports to the Ministry of Natural Resources and Environment for its preparation of a general report for submission to the Prime Minister.

2. Ministry of Natural Resources and Environment

a) Take charge of examining, inspecting and supervising the implementation of the Proposal nationwide.

b) Reviewing, studying, proposing the promulgation or, under its delegated authority, promulgating regulations on plastic waste management; studying and proposing a roadmap to limit the production and importation of non-biodegradable disposable plastic products, plastic packaging, products and goods containing microplastics in the Decree specifying implementation of a number of articles of the Environmental Protection Law; proposing regulations on recycling responsibilities of manufacturers and importers of plastic products and plastic packaging; proposing regulations on eco-labels for environmentally friendly plastic bags and products according to regulations.

c) Studying, formulating and issuing regulations or guidelines for the implementation of environmental regulations in the production of environmentally friendly products and goods containing microplastics and plastic bags.

d) Undertaking the implementation of the Prime Minister’s Decision No. 1746/QD-TTg dated December 4, 2019, issuing the National Action Plan on management of ocean-based plastic waste by 2030; the Prime Minister’s Directive No. 33/CT-TTg dated August 20, 2020 on strengthening of management, reuse, recycling, disposal and reduction of plastic waste.

dd) Cooperating on studying, applying and transferring technologies for recycling of plastic waste and manufacturing of eco-friendly products in place of non-degradable plastic bags and disposable plastic products. Providing instructions about certification and granting certificates of Vietnam’s eco-labels for environmentally friendly plastic bags and other eco-friendly products in accordance with law. Taking charge of and providing guidance on the implementation of recycling responsibilities of manufacturers and importers of plastic products and plastic packaging in accordance with law.

e) Guiding the implementation of the State's incentive policies for investment projects on construction of plastic waste recycling facilities and projects on manufacturing of environmentally friendly products in place of non-degradable plastic bags and disposable plastic products.

h) Conducting the examination and inspection of organizations and individuals that violate legislation on environmental protection in terms of waste management in general and plastic waste in particular.

i) Conducting training, communication and awareness raising activities for manufacturers, importers, distributors, consumers and related agencies on reduction, recycling, reuse and disposal of plastic waste. Expanding communication and awareness raising campaigns involving organizations and individuals in reduction and management of plastic waste throughout provinces and centrally-affiliated cities.

k) Seeking, disseminating and offering environmental rewards to models, solutions and initiatives related to the reduction, separation, segregation, collection, recycling and disposal of plastic waste; studying criteria for reduction, separation, segregation and collection of plastic waste and taking them into consideration for the assessment and ranking of environmental protection performance results of provinces and centrally-run cities.

l) Developing a roadmap and guidelines for sorting of household solid waste and plastic waste at source to suit local infrastructure and conditions in order to reuse and recycle plastic waste in at the greatest extent and in an efficient manner; piloting state-of-the-art technological models, plastic waste  management and disposal models in Vietnam.

m) Undertaking activities of international cooperation in sustainable production and consumption; acting as the lead agency specializing in promoting bilateral and multilateral cooperation in plastic waste management (effecting the National Plastic Action Partnership in Vietnam with the World Economic Forum; reducing ocean plastic waste in Vietnam with WWF...); acting as the lead agency for participation in international conventions and treaties related to waste and ocean plastic waste management.

n) Step by step developing the circular economy in line with the net zero emissions target; using modern technologies for the production of plastic products; optimizing the use of raw materials and fuels in the production of plastic products; maximally reusing and recycling plastic waste into raw materials and fuels for industrial and domestic uses; supporting the construction and formation of the waste recycling market; building, updating the plastic management database and integrating it into the national environmental database.

3. Ministry of Finance

a) Reviewing and completing financial mechanisms and policies for reduction in the use of non-degradable plastic bags and single-use plastic products; encouraging investment in production and consumption of environmentally friendly products; studying and providing competent authorities with recommendations about adjustment in the environmental protection tax rate applied to non-degradable plastic bags and addition of the environmental protection tax on single-use plastic products for household use at the appropriate time.

b) Conduct the examination of the collection of environmental protection tax levied on the production of non-degradable disposable plastic products and bags.

a) Guiding production facilities to change the design of plastic packaging and plastic products with a view to minimizing the norm of plastic materials/plastic products; supporting and encouraging production facilities to gradually increase the proportion of recycled plastic materials contained in merchandise.

b) Commanding or carrying out activities of persuading manufacturers, commercial centers, supermarkets, outlet or retail stores to register participation in the movement against plastic waste; directing the process of constructing a model of commercial centers, markets and supermarkets that do not use non-degradable disposable plastic products and plastic bags.

c) Proposing mechanisms and policies to boost the production and consumption of recycled plastic products, and the industry of manufacturing plastic products using plastic scrap together with the development of the environmental industry.

d) Acting as the lead agency and cooperating with the Ministry of Natural Resources and Environment in assessing the demands for plastic scrap for use as raw materials in domestic production activities, and the demands for plastic scrap imported from foreign countries, as a basis to revise the list of scrap or waste permitted for import over time periods of development of our country.

5. Ministry of Science and Technology

a) Continuing to invest in and improve the capacity of key laboratories to meet the requirements as to research, testing and evaluation of eco-friendly products replacing non-degradable plastic bags and disposable plastic products.

b) Implementing scientific research programs and projects on recycling and disposal of plastic waste to turn them into raw materials and fuels; manufacturing of environmentally friendly alternatives to disposable plastic products and non-biodegradable plastic bags.

c) Acting as the lead agency and cooperating with the Ministry of Natural Resources and Environment in researching, receiving and transferring advanced and modern technologies for recycling and disposal of plastic waste.

6. Ministry of Information and Communications

b) Cooperating with the Ministry of Natural Resources and Environment in propagating and disseminating regulations on environmental protection, regulations on the reduction and disposal of plastic waste, and the harmful effects of plastic waste on the environment and people through various methods of press and grassroots-level communication systems to raise public awareness and sense of responsibility.

7. Ministry of Education and Training

a) Designing school syllabuses appropriate in terms of formats and contents in the management of non-biodegradable plastic waste, plastic bags and disposable plastic products for integration into curriculums at all educational levels.

b) Providing instructions about arranging activities of reducing, sorting and collecting plastic waste into criteria for evaluation of a green - clean - beautiful - safe school to be applied nationwide.

8. Ministry of Agriculture and Rural Development

a) Effectively implementing the national target program on construction of new rural areas which is supplemented with criteria for management and disposal of plastic waste. Providing complete guidance on implementation and recognition of conformance to environmental standards of communes and districts according to current regulations.

b) Planning and implementing activities of reducing the generation, collection, recycling, disposal and management of plastic waste in agricultural, forestry and fishery production activities.

c) Providing directives on inspecting, supervising and providing instructions about the management of discarded fishing gear in aquaculture and fishing activities.

b) Promulgating quality regulations relating to recycled plastic products used as food packaging and plastic beverage bottles to ensure that they do not adversely affect human health.

c) Increasing investment, research and application of new and modern technologies in the development of environmentally friendly products and materials to replace disposable plastic products and non-degradable plastic bags in the health industry.

11. Ministry of Culture, Sports and Tourism 

a) Planning and carrying out activities and movements against non-biodegradable plastic bags and single-use plastic products at tourist resorts, tourist accommodation establishments and hotels nationwide.

12. People’s Committees of centrally-affiliated cities and provinces

a) Cooperating with ministries and central authorities to implement mechanisms, policies, laws and solutions on plastic waste management within their respective remit. Reviewing, amending, supplementing existing regulations and formulating new regulations on the reduction, reuse, recycling and disposal of plastic waste to suit current regulations and actual local conditions; providing instructions about the development of regulatory mechanisms, local regulations and conventions aimed at involving the community in plastic waste management and environmental protection activities; regulations on management of fast food delivery services with a view to minimizing the use of plastic packaging; promoting the use of boxes and packaging made from reusable or environmentally friendly materials.

b) Having solutions to restricting the investment in construction of new facilities producing disposable plastic products and non-degradable plastic bags for domestic use within their remit.

c) Putting forward plans and roadmaps to reduce and gradually ban the use of non-biodegradable plastic bags at commercial centers, supermarkets and open markets; requiring supermarkets, commercial centers and convenience stores to publicly announce the selling prices of plastic bags to customers; directing the synchronous implementation of solutions to sorting, collecting, recycling and disposing of plastic waste for urban centers and concentrated rural residential areas; expanding the scope of collection, transportation and disposal of domestic solid waste in rural and mountainous communes within their remit.

d) Allocating annual local environmental funds to support the collection and disposal of plastic waste; developing and implementing good practice models of management of waste discharged from the use of single-use plastic products and non-biodegradable plastic bags to suit local characteristics; reviewing, making statistics of and publishing a list of organizations and individuals manufacturing disposable plastic products, non-degradable plastic bags, biodegradable plastic bags and environmentally friendly products within their remit.

dd) Cooperating with the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment to check and allocate vacant land for and propose the establishment of industrial parks and clusters for recycling of waste and plastic waste in accordance with legislative regulations.

e) Commanding tourist resorts, tourist accommodation establishments and hotels not to use non-degradable plastic bags and disposable plastic products within their remit; directing the collection and disposal of plastic waste floating in the environment (on rivers, streams, canals, channels, coasts, beaches, coastal fishing ports, marine reserves).

g) Implementing prescribed incentive policies for investment projects on construction of plastic waste recycling and disposal facilities, and projects on manufacturing of environmentally friendly products in place of non-degradable plastic bags and disposable plastic products.

h) Actively seeking and calling for involvement of all economic sectors in investment in the waste sorting, collection, transportation and disposal within their jurisdiction; providing instructions about and implementing the sorting of domestic solid waste and plastic waste at source to suit specific natural and socio-economic conditions of each locality.

Article 2. This Decision shall enter into force from the signature date.
