CIRCULAR
PROMULGATION OF
HIGHER EDUCATION INSTITUTION STANDARD
Pursuant to the Law on Higher Education dated
June 18th 2012; the Law dated November 19th 2018 on
amendments to the Law on Higher Education;
Pursuant to the Government’s Decree No.
86/2022/ND-CP dated October 24th 2022 on functions, tasks, powers
and organizational structure of the Ministry of Education and Training;
At the request of the Director of Higher
Education Department,
The Minister of Education and Training
promulgates a Circular promulgating the Higher Education Institution Standard.
Article 1. Scope and regulated entities
1. The Higher Education Institution Standard
promulgated together with this Circular includes standards and criteria that
are minimum requirements for quality and operational indicators of a higher
education institution.

Article 2. Purposes of the Higher Education
Institution Standard
The Higher Education Institution Standard is the
basis for planning and arrangement of the higher education institution network;
assessment and supervision of conditions for quality assurance and
accountability of higher education institutions as prescribed by law.
Article 3. Organization of implementation
1. The Ministry of Education and Training shall:
a) Instruct higher education institutions to
provide and update data serving determination of indicators and assessment of
fulfillment of the criteria set out in the Higher Education Institution
Standard to the higher education database system;
b) Announce the results of implementation of the
Higher Education Institution Standard by higher education institutions before
every June 30th, starting from 2025 for the preceding reporting
year.
2. Higher education institutions shall:
a) Adequately, accurately and uniformly provide and
update data serving determination of indicators and assessment of fulfillment
of the criteria set out in the Higher Education Institution Standard to the
higher education database system. Data shall be finalized every December 31st;
financial data shall be finalized on March 31st of the succeeding
year.
b) Implement necessary measures to frequently
supervise, improve quality and efficiency of higher education, satisfy all
standards and criteria in the Higher Education Institution Standard applicable
to higher education institutions from 2025;

Article 4. Implementation clauses
1. This Circular comes into force as of March 22nd
2024.
2. Circular No. 24/2015/TT-BGDDT dated September 23rd
2015 of the Minister of Education and Training on national standards for higher
education institution is annulled.
3. The Chief of Office, Director of Higher
Education Department, heads of relevant units of the Ministry of Education and
Training; principals and Directors of higher education institutions, heads of
relevant organizations and relevant individuals are responsible for the
implementation of this Circular./.

I. DEFINITIONS
1. Students are people who are studying and doing
scientific research at a higher education institution, including students
following higher education programs, specialized training programs procedures
award Level 6 or Level 7 diplomas according to Vietnamese Qualifications
Framework (hereinafter referred to as "undergraduate students");
people following master's training programs or any program that awards an
equivalent diploma (hereinafter referred to as "master's students");
graduate students following doctoral training programs or any program that
awards an equivalent diploma. Full-time students are students following
full-time programs at higher education institutions.
2. Converted quantity of students equals (=) the
actual quantity of students multiplied by (x) the coefficient of training
level, academic discipline and mode of training. The converted quantity of
full-time students equals (=) the actual quantity of full-time students
multiplied by (x) a coefficient according to the level and discipline of
training.
3. Graduates are qualified people who have been
awarded graduation certificates by higher education institutions, or have been
granted bachelor's degrees, master's degrees, doctoral degrees or equivalent
diplomas by higher education institutions. University graduates are people who
have graduated from undergraduate programs or specialized programs that award
diplomas that are equivalent to Level 7 of Vietnamese Qualifications Framework.
4. Full-time lecturers include:
b) Lecturers who have full-time employment
contracts with duration of at least 12 months in the year with the higher
education institution according to regulations on the Ministry of Education and
Training on works of university lecturers and do not have an employment
contract with duration of at least 3 months with any other employer.
5. An official lecturer in the working age is an
official lecturer who has not reached the retirement age, including the
extended period for senior lecturers, assistant professors and professors as
prescribed by law. Working age of official lecturers in private higher
education institutions is the same as those in public higher education
institutions.
6. Land area of a higher education institution is
the total land area for long time use as prescribed by law, limited-time land
legally owned by the higher education institution serving higher education in
the local area where the headquarters or branch of the higher education
institution is located.
7. Permissible floor area of construction for
serving training is the total floor area of construction owned by the higher
education institution directly serving training activities, including usable
areas of auditoriums, lecture halls, classrooms, multi-purpose rooms, technical
rooms, studios; laboratories, practice rooms, training rooms, libraries,
learning resource centers; offices of managers, lecturers, employees, master's
students, doctoral students, and other areas intended for teaching, study,
practice, research (excluding areas of works serving domestic purposes,
commercial purposes, or for lease).

9. HEMIS (Higher Education Management
Information System) means the higher education database system developed
and uniformly managed by the Ministry of Education and Training.
II. HIGHER EDUCATION INSTITUTION STANDARD
CONTENTS
The Higher Education Institution Standard includes
6 standards with 20 criteria. The criteria shall be assessed via the indicators
specified in Part IV. Data shall be finalized on December 31st of
the reporting year and completed by March 31st of the year
succeeding the reporting year.
Standard 1: Organization and administration
Each higher education institution shall have a
stable organization structure, and an effective and transparent administration
system.
Criterion 1.2. Internal regulations are fully
promulgated in accordance with the Law on Higher Education.
Criterion 1.3. The strategies and plans for
development of the higher education institution is promulgated, implemented and
supervised effectively via the key performance indicators. At least 50% of the
primary performance indicators improve every year.
Criterion 1.4. Student management database, quality
assurance conditions and performance of the higher education institution are
inter-connected, fully, accurately, promptly and uniformly updated on HEMIS.

Criterion 2.1. The converted quality of students to
full-time lecturers according to level, discipline and training mode does not
exceed 40.
Criterion 2.2. The ratio of official lecturers in
the working age to total full-time lecturers is not smaller than 70%.
Criterion 2.3. The ratio of full-time lecturers
having doctoral degrees:
a) is not smaller than 20%, and from 2030 not
smaller than 30% for higher education institutions that do not provide doctoral
training; is not smaller than 5%, and from 2030 not smaller than 10% for
special training schools that do not provide doctoral training;
b) is not smaller than 40%, and from 2030 not
smaller than 50% for higher education institutions that provide doctoral
training; is not smaller than 10%, and from 2030 not smaller than 15% for
special training schools that provide doctoral training.
Standard 3: Infrastructure
The premises, infrastructure, information and
learning material system of the higher education institution satisfies
requirements for assurance of teaching, study and research quality.
Criterion 3.1. From 2030, the average land area
(multiplied by coefficient of location) per full-time student converted
according to training level and discipline is not smaller than 25 m2.
Criterion 3.2. The average floor area of
construction per full-time student converted according to training level and
discipline is not smaller than 2,8 m2, at least 70% of the full-time
lecturers have separate work space.

a) There are at least 40 titles of textbooks,
monographs per academic discipline of each level;
b) The quantity of copies of textbooks, monographs
per student converted according to training level is not smaller than 5.
Standard 4: Finance
The higher education institution is able to
maintain financial balance, efficiency and the ability to develop sustainably.
Criterion 4.1. Operating margin, which is the
average ratio of difference between revenue and expense to total revenue over
the last 3 years, is from 0% to 30%.
Criterion 4.2. The sustainable development
indicator, which is the arithmetic mean of the growth of total revenue and
growth of non-tuition revenue and assistance in recurrent expenses from the
State and investors over the last 3 years, is not a negative number.
Standard 5: Recruitment and training
The higher education institution is able to
maintain the quality and effectiveness of recruitment, training and support for
students.
Criterion 5.1. The average ratio of enrolled
students to annual enrolment target over the last 3 years is at least 50%; The
training scale is not downsized by more than 30% compared to the last 3 years,
unless the downsizing is part of the development orientation of the higher
education institution.

Criterion 5.3. The graduation ratio, which is the
ratio of students who graduate late by less than 2 years from the normal
graduation time, is at least 60%; the on-time graduation ratio is at least 40%.
Criterion 5.4. The ratio of students who are
satisfied with lecturers in terms of teaching quality and effectiveness is not
lower than 70%; the ratio of graduates who are satisfied with the overall study
process and experience is not lower than 70%.
Criterion 5.5. The ratio of university graduates
who have jobs that match their education, are self-employed or take
postgraduate courses within 12 months is not lower than 70%.
Standard 6: Research and innovation
The higher education institution is capable of
research and innovation, displayed through revenue from these activities and
scientific publications.
Criterion 6.1. The average ratio of revenue from
science and technology activities to total revenue of the higher education
institution that provides doctoral training (multiplied by coefficient of
academic discipline) of the last 3 years is not lower than 5%.
Criterion 6.2. The average number of scientific and
technological publications per full-time lecturer is at least 0,3 article per
year. If the higher education institution provides doctoral training and is not
a special training school, this number shall be at least 0,6 article per year.
Among them, the number of articles on Web of Science or Scopus (multiplied by coefficient
of academic discipline) shall be at least 0,3 article per year.
III. APPLICATION OF THE HIGHER EDUCATION
INSTITUTION STANDARD
a) If the higher education institution is recently
established and has not carried out student recruitment, only apply Standards
1, 2 and 3, except Criteria 1.4 and 3.4, where the recruitment targets are
estimates.

c) Higher education institutions affiliated to the
Ministry of National Defense and the Ministry of Public Security shall not apply
Standards 4, Criteria 1.1 And 6.1.
d) If the higher education institution has been
operating for less than 10 years, do not apply Criterion 4.1.
2. Branches of higher education institutions shall
apply Standards 3 and 5.
3. If the higher education institution is a parent
university that has member universities: All Standards and Criteria shall apply
to the parent university and member universities, where shared resources
(lecturers, infrastructure) shall be determined according to the usage
coefficient of each member university.

Education Institution Standard that can be automatically, accurately and
promptly calculated according to the database of the higher education
institution and have been updated to HEMIS by March 31st of the year
succeeding the reporting year (the mandatory information and data specified in
the templates of Part V and finalized on every December 31st).

This is the ratio of full-time lecturers who are
assigned separate working areas and furniture at the higher education
institution in a common room or private rooms with at least 6 m2 per
person.
3.3.1 Number of book titles per academic discipline
The total number of titles of textbooks and
monographs in the library, learning resource center of the higher education
institution divided to the total number of academic discipline being taught at
the higher education institution, where:
- The number of titles of textbooks and monographs
include printed and electronic books according to requirements of the training
programs and can be read online, onsite or borrowed free of charge by students
and lecturers.
- Total number of academic disciplines = Number of
undergraduate discipline + Number of master's training disciplines or
equivalent disciplines + Number of doctoral training disciplines or equivalent
disciplines
3.3.2 Book copies per student
The number of copies of textbooks and monographs
per student converted according to training level shall be calculated using the
following formula:

accessed online by students and school personnel;
- M2: Number of printed book titles;

- N1, N2, N3 are the total numbers of undergraduate
students, master's students and doctoral students of the higher education
institution or branch, respectively.
3.4.1 Ratio of subjects ready for online teaching
The number of subjects more than 50% of the volume
of which is ready for online teaching divided by (:) the total number of
subjects being taught in the year.
A subject will be considered ready for online
teaching when the higher education institution has sufficient conditions for
management and organization of online teaching of more than 50% of the volume
of the subject.
3.4.2 Internet connection speed per one thousand of
students

The average fixed broadband network speed of
Vietnam is the arithmetic mean of the average download speed and upload speed
of the fixed broadband network nationwide in December of the reporting year
according to announcement of the Ministry of Information and Communications
(available on speedtest.vn).
Standard 4: Finance
4.1 3-year average operating margin
The average operating margin of the last 3 years:

- R(n): total revenue in reporting year (n) from
regular operations (including those funded by state budget) and performance of
ad hoc duties (excluding funding provided by the State or investors);
- E(n): total expense in reporting year (n),
including regular expenditures, expenditures on performance of ad hoc duties,
and asset depreciations.
- M(n-1), M(n-2): operating margins of the
preceding 2 years.

Ratio of students satisfied with lecturers T1 = M1/N1
Where:
- M1: number of positive feedbacks
("Satisfied" or "Very satisfied") regarding the quality and
effects of the lecturers' teaching on their academic progress;
- N1: total number of valid feedbacks regarding the
quality and effects of the lecturers' teaching on their academic progress;
Survey requirement:
a) The higher education institution shall carry out
the survey on paper or online using one of the following 2 methods:
- Carry out a survey in each class on all
lecturers. A student may participate in the survey multiple times (once per
class per lecturer). The survey result shall be the average results of separate
lecturers;
- Carry out a survey of each student on all
lecturers. Each student shall participate in one survey. The number of surveys
shall equal the number of students. The survey result shall be the aggregation
of all lecturers.
b) State management agencies may carry out
independent surveys (for verification) of at least 20% of the students by
random selection in a manner that represents all training programs and courses.

d) Invalid feedbacks are survey forms that are
empty or contain conflicting information; one student's survey forms that are
submitted multiple times for a survey. The valid feedbacks must make up at
least 70% of the surveyed students.
5.4.2 Overall ratio of satisfied graduates
Overall ratio of satisfied graduates T2 = M2/N2
Where:
- N2: number of graduates that participated in the
survey and provide feedbacks about their academic process and experience at the
higher education institution regarding their improvement in knowledge, capacity
and qualities;
Survey requirement:
a) The higher education institution shall carry out
the survey on paper or online for all students who graduate in the year;

(2) The number of survey forms
handed out (including all modes of training). In case of survey by class, a
student may receive multiple survey forms (one for each lecturer). If all
students are surveyed, the number of survey forms handed out shall equal the
number of students. If only a number of students are surveyed, the number of
survey forms handed out shall be at least 20% of the number of students,
provided the participants are selected randomly and representative of all
training courses and programs.
(3) Number of valid feedbacks (after
discarding survey forms that are empty or contain conflicting information;
one student's survey forms that are submitted multiple times for a survey,
etc.)
(4) Number of feedbacks with the
two best responses:
- For questions 1 and 2: Satisfied, Very
satisfied.
