NEWORK PLANNING FOR THE PERIOD OF 2021 - 2030 AND VISION TO 2050

Pursuant to Decision No. 82/QD-TTg dated January
14, 2020 of the Prime Minister approving the tasks for preparation of railway
network planning for the period of 2021 - 2030 and vision to 2050;
At request of Minister of Transport under
Presentation No. 6810/TTr-BGTVT dated July 13, 2021, Presentation No.
10618/TTr-BGTVT dated October 10, 2021 and Report No. 69/BC-HDTDQH dated July
13, 2021 of the Council for appraising Railway network planning for the period
of 2021 - 2030 and vision to 2050,
HEREBY DECIDES:
Article 1. Approve the Railway network
planning for the period of 2021 - 2030 and vision to 2030 as follows:
I. PRINCIPLES AND OBJECTIVES
1. Principles
- Railway is an important
aspect in transport infrastructures and is deemed one of the three strategic
breakthroughs that must be prioritized for socio-economic development, national
defense and security assurance, adaptation to climate change, and sustainable
development.
- Develop railway
infrastructures in a concentrated manner that aims for breakthroughs on major
transport corridors with huge transport demands; take advantage of mass cargo
and passenger transport with medium to long transport range. Focus on utilizing
capacity of available railway network and investing in new and modern railway
routes to connect sea ports and major economic centers.
- Gradually diversify
resources in infrastructure investment, industrial and railway transport
development; prioritize central resources in investing in railway
infrastructures; tap into and mobilize local resources, promote participation
of types of ownership in investing in infrastructure, equipment, instruments,
and railway business.

- Apply modern science and
technology, especially achievements of the fourth industrial revolution in
developing, managing, utilizing railway infrastructure in order minimize
environmental pollution, save energy, and effectively use natural resources.
2. Objectives
a) Objectives by 2030
Renovate and upgrade in order to effectively
utilize available railway routes and connect international railway routes;
prepare for investment, arrange resources to commence construction of new
railway routes prioritizing North-South express railway, routes connecting sea
ports and international gateways, international airports, primary railway in
major cities, and research in order to implement Ho Chi Minh City - Can Tho
railway route with the following specific objectives:
- Regarding transport: Cargo
transportation reaches 11,8 million tonne and accounts for approximately 0,27%;
passenger transportation reaches 460 million passengers and accounts for
approximately 4,40% (in which, national railway reaches 21,5 million passengers
and accounts for approximately 1,87%). Cargo transit reaches 7,35 billion
tonne.km and accounts for approximately 1,38%; passenger transit reaches 13,8
billion passenger.km and accounts for approximately 3,55% (in which, national
railway reaches 8,54 billion passengers and accounts for approximately 2,22%).
- Regarding infrastructures:
Upgrade and renovate in order to ensure safety for the currently available 7
railway routes; invest in the 2 priority stages of North-South express railway
(Hanoi - Vinh, Nha Trang - Ho Chi Minh City); prioritize railway routes
connecting sea ports and international gateways, especially Hai Phong and Ba
Ria - Vung Tau areas; connect Ho Chi Minh City with Can Tho, connect with
China, Laos, and Cambodia in a manner adhering to international transport
conventions and simultaneous with investment progress of other countries in the
region.
b) Vision until 2050
Finalize North-South express railway; continue to
invest and finalize new railway routes in Hanoi, Ho Chi Minh City, railway
routes connecting sea ports, industrial parks, economic zones, the central
highlands, coastal railway and international railways. Maintain, renovate, and
upgrade available railway routes to meet passenger and cargo transport demands.

a) There are 7 currently available railway routes
with total length of approximately 2.440 km:
- Hanoi - Ho Chi Minh City
route from Hanoi railway station to Saigon railway station: single-track, 1.000
mm of track gauge, 1.726 km in length.
- Hanoi - Lao Cai route from
Yen Vien railway station to Lao Cai railway station: single-track, 1.000 mm of
track gauge, 296 km in length. Develop connectors between Lao Cai railway
station and Hekou North railway station (China): single-track, 1.000 mm and
1.435 mm of mixed gauge, approximately 4.8 km in length.
- Hanoi - Hai Phong route from
Gia Lam railway station to Hai Phong railway station: single-track, 1.000 mm of
gauge, 102 km in length.
- Hanoi - Thai Nguyen route
from Dong Anh railway station to Quan Trieu railway station: single-track,
1.000 mm and 1.435 mm of mixed gauge, 55 km in length.
- Hanoi - Lang Son route from
Hanoi railway station to Dong Dang railway station: single-track, 1.000 mm and
1.435 mm of mixed gauge, 167 km in length.
- Kep - Chi Linh route from
Kep railway station to Chi Linh railway station: single-track, 1.435 mm of
track gauge, 38 km in length.
- Kep - Luu Xa route from Kep
railway station to Luu Xa railway station: single-track, 1.435 mm of track
gauge, 56 km in length.
- Continue to maintain and
effectively utilize currently available branch lines: Bac Hong - Van Dien, Pho
Lu - Xuan Giao, Mai Pha - Na Duong, Dieu Tri - Quy Nhon, Binh Thuan - Phan
Thiet, etc.

- North-South express railway
route from Ngoc Hoi railway station to Thu Thiem railway station: double-track,
1.435 mm in track gauge, approximately 1.545 km in length.
- Yen Vien - Pha Lai - Ha Long
- Cai Lan route from Yen Vien Bac railway station to Cai Lan railway station:
single-track, 1.000 mm and 1.435 mm of mixed gauge, 129 km in length.
- Eastern route of Hanoi City
from Ngoc Hoi - Lac Dao - Bac Hong: double-track, 1.000 mm and 1.435 mm of
mixed gauge, approximately 59 km in length; convert the Ngoc Hoi - Yen Vien,
Gia Lam - Lac Dao segments into urban railroad to meet progress of Hanoi No. 1
urban railroad and Eastern railroad.
- Hanoi - Hai Phong route (a
part of Lao Cai - Hanoi - Hai Phong route) parallel with Hanoi Hai Phong
expressway (to Nam Hai Phong railway station) connecting Hai Phong
international sea port to Dinh Vu, Nam Do Son, and Lach Huyen ports:
double-track, 1.435 mm of track gauge, approximately 102 km in length.
- Vung Ang - Tan Ap - Mu Gia
route from Vung Ang port to Vietnam - Laos border (Mu Gia Pass): singe-track,
1.435 mm of track gauge, approximately 103 km in length.
- Bien Hoa - Vung Tau route
from Trang Bom railway station to Vung Tau railway station: approximately 84 km
in length, 1.435 mm of track gauge; in which, Bien Hoa - Thi Vai segment in
double-track, Thi Vai - Vung Tau segment in single-track.
- Ho Chi Minh City - Can Tho
route from An Binh railway station to Cai Rang railway station: double-track,
1.435 mm of track gauge, approximately 174 km in length.
- Ho Chi Minh City - Loc Ninh
route from Di An railway station to Vietnam - Cambodia railway connection point
(Hoa Lu border checkpoint): 1.435 mm of track gauge, approximately 128 km in
length; in which, Di An - Chon Thanh segment in double-track, Chon Thanh - Loc
Ninh segment in single-track.
- Thu Thiem - Long Thanh route
from Thu Thiem railway station to Long Thanh International Airport serving
passenger transport only: double-track, 1.435 mm of track gauge, approximately
38 km in length.

National railway network under planning consists of
25 routes with a total length of 6.354 km. To be specific:
a) Currently available railway routes
Maintain currently available railway routes;
invest, upgrade, modernize in order to meet local passenger and cargo transport
demand; finalize railway connection in branching points; maintain branch lines
that connect to sea ports; continue to renovate and expand railway stations
connecting to special-use railway and urban railway.
b) New railway routes
- Finalize railway routes
along key corridors: remaining segments of North-South express railway, Lao Cai
- Hanoi - Hai Phong, Vung Ang - Tan Ap - Mu Gia, Bien Hoa - Vung Tau, Ho Chi
Minh City - Loc Ninh, Ho Chi Minh City - Can Tho, Hanoi - Dong Dang routes.
- Develop railway routes
connecting regions and multiple regions to meet demands from time to time: Nam
Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway (including the Nam
Hai Phong - Ha Long segment), Ha Long - Mong Cai, Thai Nguyen - Tuyen Quang -
Yen Bai, My Thuy - Dong Ha - Lao Bao railway (connecting to Laos), Ho Chi Minh
City - Tay Ninh railway, railway connecting provinces in the central highlands
(Da Nang - Kon Tum - Gia Lai - Dak Lak - Dak Nong - Binh Phuoc (Chon Thanh));
restore Thap Cham - Da Lat route for tourism purpose; finalize railway routes
in branching points.
3. International connection
Vietnam’s railway network connects across Asia and
connects Asia - Europe via China’s railway system at Huu Nghi and Lao Cai
border checkpoints; connect to ASEAN's railway through Lao (in Mu Gia, Lao
Bao), through Cambodia (in Loc Ninh), to be specific:
- Connect to China's railway
through 2 currently available routes that are Hanoi - Dong Dang and Hanoi - Lao
Cai.

- Connect to Cambodia through
Ho Chi Minh City - Di An - Long Ninh route.
4. Railway connection in urban
areas and major traffic connectors
a) Railway of Hanoi connectors
- National railway crosses
Hanoi along eastern route to connect Ngoc Hoi - Lac Dao - Bac Hong - Thach Loi
and western route to connect Ngoc Hoi - Thach Loi (without entering the center
of Hanoi); Ngoc Hoi - Yen Vien segment and Gia Lam - Lac Dao segment are to be
converted to urban railway when eastern route enters into operation. Assign
People’s Committee of Hanoi to research and invest in No. 1 urban railway route
from Yen Vien to Ngoc Hoi.
- Stations connecting national
railway and Hanoi urban railway includes: Ngoc Hoi, Lac Dao, Yen Vien, Bac
Hong. In which, Ngoc Hoi railway station complex acts as the connector of Hanoi
- Ho Chi Minh City route, marshalling yard of national railway and urban
railway, and depot of urban railway.
b) Railway of Ho Chi Minh City connectors
- National railway in Ho Chi
Minh City includes the currently available Hanoi - Ho Chi Minh City route
(terminal at Saigon railway station), North-South express railway (terminal at
Thu Thiem railway station), Bien Hoa - Vung Tau route (starting point at Trang
Bom railway station), Ho Chi Minh City - Can Tho, Ho Chi Minh City - Tay Ninh
routes connecting to Hanoi - Ho Chi Minh railway through An Binh - Tan Kien
route. Convert Binh Trieu - Saigon segment (Hoa Hung) to urban railway when
North-South express railway is fully built; connect from Thu Thiem railway
station to Tan Son Nhat International Airport through urban railway.
- Trang Bom, An Binh, and Tan
Kien railway stations act as connector stations for cargo transport; Thu Thiem,
Binh Trieu, and Tan Kien railway stations act as connector stations for
passenger transport.
c) Railway in sea ports and international gateways

- Bien Hoa - Vung Tau railway
route parallel with Bien Hoa - Vung Tau expressway connects to Cai Mep - Thi
Vai port: 1.435 mm of track gauge, approximately 84 km in length, Bien Hoa -
Thi Vai in double-track, Thi Vai - Vung Tau in single-track.
d) Railway of Da Nang, Quy Nhon, Nha Trang
- In Da Nang: relocate Da Nang
railway station away from the city center westwards of the current station’s
location, renovate the currently available railway traveling eastwards and
parallel to expressway in the same corridor as express railway; build cargo
terminal in Kim Lien in order to connect to Lien Chieu port.
- In Binh Dinh: maintain Dieu
Tri - Quy Nhon branch line and Quy Nhon railway station.
- In Khanh Hoa: maintain Nha
Trang passenger terminal, rebuild cargo terminal in Vinh Trung Commune of Nha
Trang to replace the current cargo terminal (Nha Trang railway station).
dd) Railway connection orientation
- In case of major sea ports:
Mobilize investment in construction of railway segments and special-use railway
stations to connect sea ports with large quantity of cargo in transit that need
to be collected and released via railway such as Nghi Son, Vung Ang, Lien
Chieu, Quy Nhon, Van Phong, Hiep Phuoc, etc.
- In case of dry ports and
inland waterway ports: Aiming to build stations along currently available
railway routes and new railway routes that facilitate dry ports or build
special-use railway branch lines that connect dry ports with large cargo demand
such as: Lao Cai, Huong Canh, Van Lam, Lang Son, Nghi Son, Hoa Vang, etc.
Continue to maintain stations that connect to Viet Tri port and Ninh Binh -
Ninh Phuc ports via railway.
- In case of special-use
railway routes: Continue to maintain, renovate, and expand railway stations
that facilitate special-use railway and fulfill demand on Hanoi - Ho Chi Minh
City, Hanoi - Dong Dang, Yen Vien - Lao Cai, Hanoi - Hai Phong, Yen Vien - Pha
Lai - Ha Long - Cai Lan.

III. INVESTMENT
ORIENTATION
1. Scale and length in the
planning are calculated according to forecasted demand. During implementation,
depending on transport demand, investment resource availability and connection
capacity, authorities that issue investment guidelines shall issue decision on
phased investment in order to ensure project effectiveness.
2. Regarding projects with
investment planning after 2030, if local governments or investors wish to
invest sooner, request Prime Minister to approve.
3. During production of
regional planning and/or province planning, authorities that produce planning
shall rely on approved Railway planning to integrate and ensure consistency; at
the same time, produce planning for railway routes (including scale, direction,
etc.) in order to connect major sea ports, dry ports, inland waterway ports,
economic zones, tourist resorts, etc. with national railway in order to meet
transport demand and investment resource mobilization of local governments;
plan land fund suitable for railway station area to develop urban areas,
special-use areas (traffic-oriented development), generate resources to
participate in development of national railway infrastructures; local
governments shall take change and mobilize resources to invest in railway
routes which connect locations above to national railway.
IV. ENVIRONMENTAL
PROTECTION AND LAND USE DEMAND
1. Environmental protection
- Perform environmental impact
assessment for projects during planning implementation; integrate details
regarding climate change, rising sea level, and effective use of resources in
projects; supervise compliance with regulations on environmental protection for
construction and traffic works utilization projects, prioritize new and
environmentally friendly technologies in order to minimize negative impact to
the environment.
- Railway transport means must
meet technical standards and quality associated with environmental protection.

2. Land use demand
Total land fund demand for railway purpose by 2030
is approximately 16.377 ha.
V. INVESTMENT CAPITAL DEMAND
Total capital demand by 2030 is approximately
240.000 billion VND, and uses state budget funding, non-budget capital, and
other legal funding sources.
VI. PROJECTS OF
NATIONAL IMPORTANCE AND PROJECTS PRIORITIZED FOR INVESTMENT IN THE PERIOD OF
2021 - 2030
1. The North-South express
railway from Hanoi to Ho Chi Minh City (prioritize Hanoi - Vinh segment and Nha
Trang - Ho Chi Minh City segment).
2. Renovate and upgrade
available railway routes.
3. Implement new railway
routes and segments to improve connectivity (prioritize routes connecting sea
ports for Hai Phong, Cai Mep - Thi Vai, Hanoi connector railway).

- Review and amend
regulations, standards, technical regulations, procedures, etc. to create legal
corridor for investment, management, utilization, and maintenance of railway
infrastructures, prioritizing regulations relating to investment, operation,
and utilization of express railway and urban railway.
- Develop and promulgate
regulations incentivizing, assisting, facilitating, and protecting legal
rights, benefits of domestic and foreign organizations, individuals that
invest, engage in railway transport business, transport auxiliary services;
develop regulations on land fund utilization (especially in railway stations)
to mobilize investment capital and develop national railway infrastructures.
- Develop and promulgate
development policies for railway industry and auxiliary industries to
facilitate railway development.
- Continue to finalize
policies and regulations in order to attract investment from all types of
ownership; finalize regulations on assigning, leasing the right to utilize,
temporarily transferring the right to trade railway infrastructures.
2. Regarding investment
resources
- Renovate mindset and
awareness regarding the role and position of railway in order to prioritize
state resources for development, upgrade, and maintenance of railway
infrastructures so as to take advantage of railway transport.
- Continue to attract and
effectively utilize ODA, concessional loans of international sponsors; channel
investment capital into influential railway works.
- Promote private sector
involvement in railway service and auxiliary transport services; attract types
of ownership, including foreign investors to invest in transport and works
assisting transport activities. Create healthy and equal competition between
types of ownership engaging in railway transport.
3. Regarding the environment,
science, technology, and railway industry

- Promote the application of
technology, effective use of energy, use of clean energy, electric energy,
renewable energy, and other forms of alternative energy in railway transport.
- Research policies
incentivizing application of novel science and technology achievements, new and
modern materials in researching, training, investing in construction, utilization,
and maintenance of railway infrastructure, industry, and services.
- Prioritize application of
information technology in producing plans for utilizing, collecting, and
processing passenger information; develop automatic ticket selling and controlling
system, improve quality control operation, standardize industrial products in
accordance with regulations of Vietnam and international railroad
organizations.
- Develop railway industry
together with researching, transferring advanced technology, especially express
railway and urban railway. Develop commitment policies and regulations from
preparation stage to allow domestic enterprises to engage in material,
component, product supply chains. Encourage other industries to engage in
railway industry production chain, especially auxiliary mechanical engineering
industries.
- Research policies and
regulations facilitating investment capital attraction and technology transfer
in order to develop railway industry and build new car types; renovate and assemble
locomotives domestically for national railway; repair and renovate trains that
run on urban railway.
4. Human resource development
Promote research and training of high quality human
resources regarding railway management, development, and operation by
establishing training, research, experimenting facilities in railway sector.
Cooperate in training, attracting experts in high-speed railway, urban railway
and gradually master core technologies, etc. Prioritize enrolment target in
foreign countries in railway sector.
5. Regarding international
cooperation
- Expand international
cooperation, especially cooperation with countries with developed railway in
order to absorb science, technology, and experience and fulfill nationwide
demand, expand the market to other countries in the region and around the
world.

- Develop roadmap and plans
for cooperating with countries with developed railway; cooperate in training
human resources that meet development demand of current railway and new
railway.
- Cooperate in promoting
implementation of projects connecting railway infrastructures between Vietnam
and Laos, Cambodia, China; promote implementation of signed agreements and
conventions; continue to implement the amended Convention on Vietnam - China
border railway; maintain and develop international transport railway between
Vietnam - China and transit railway that crosses China to countries in the OSJD
block and Europe; negotiate and reach an agreement with China regarding railway
connection point at Lao Cai (Vietnam) - Hekou (China), cooperate in strengthening
and facilitating cross-border railway transport.
6. Organizing implementation
and supervising implementation of planning
- Publicize railway network
planning to generate high consensus among political organizations, enterprises,
investors, and the general public.
- Ensure strict cooperation in
implementation between central governments and local governments, compliance of
local planning with orientation of railway network planning in approving land
use plans and managing land fund in order to develop railway infrastructures;
ensure cooperation between ministries, departments, and local governments in
dealing with interdisciplinary issues, ensure consistency (especially for urban
planning, industry planning, etc.) to utilize effectiveness of railway network.
- Utilize the role of the
general public, enterprises, socio-political organizations, and community in
supervising planning implementation.
- Increase inspection and
supervision of planning management and implementation in order to ensure
adherence to regulations. Take strict actions against violations of planning
regulations.
7. Other solutions
- Develop railway
infrastructure management and utilization apparatus; thoroughly separate
authority management activities from business activities of enterprises,
railway infrastructure business activities and railway transport business
activities invested by the Government.

- Develop fees, charges to
regulate on a macro scale and coordinate reasonable development of railway
transport.
- Continue to promote
dissemination regarding railway safety (especially in road and railway
crossing).
VIII. ORGANIZING
IMPLEMENTATION
1. Ministry of Transport shall
- Take charge and cooperate
with ministries, People’s Committees of provinces and cities in managing and
organizing implementation of railway network planning. Periodically organize
assessment of planning implementation, review, and revision as per the law.
Publicize planning as per the law.
- Provide national planning database,
include information on planning in information system and national planning
database as per the law.
- Develop plans, propose
necessary solutions for implementing the planning synchronously and
effectively.
- Produce and request
competent authorities to approve railway planning until 2030.
- Cooperate with Ministry of
Finance and Ministry of Planning and Investment in allocating medium-term
budget and annual budget to implement railway development planning.

Cooperate with Ministry of Transport and People’s
Committees of provinces and central-affiliated cities within their functions,
tasks, and powers in allocating resources, proposing policies to effectively
implement the planning, ensure consistency with implementation of 10-year
socio-economic development strategy of 2021-2030, socio-economic development
plans of each department and local government.
3. Relevant People’s
Committees of provinces and central-affiliated cities shall
- People’s Committees of all
levels within their tasks and powers are responsible for carrying out state
management in railway transport in accordance with applicable laws; closely
monitor land fund serving the planning; improve protection to railway traffic
corridor.
- Review, revise, and develop
planning, projects in a consistent manner with this planning. Update provincial
planning while adhering to local traffic development orientation under this
planning;
- Actively mobilize legal
funding sources to invest in railway routes connecting urban railway,
special-use railway, major sea ports, dry ports, inland waterway ports,
economic zones, tourist resorts, etc. to national railway network and assist in
investment of national railway routes that cross their area.
Article 2. This Decision comes into effect
from the day of signing.
Article 3. Ministers, heads of ministerial
agencies, heads of Governmental agencies, Chairpersons of People’s Committees
of provinces and central-affiliated cities are responsible for implementing
this Decision./.
