DECISION

APPROVING THE SCHEME FOR ANIMAL HUSBANDRY RESTRUCTURING WITH THE AIM OF VALUE ADDED IMPROVEMENT AND SUSTAINABLE DEVELOPMENT

MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No.199/2013/ND-CP dated November 26, 2013 of the Government on functions, duties, rights and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No.10/2008/QD-TTg dated January 16, 2008 of the Prime Minister approving the scheme for animal husbandry development up to 2020;

Pursuant to Decision No.124/QD-TTg dated February 02, 2012 of the Prime Minister approving general planning on development of agricultural production by 2020 with visions towards 2030;

Pursuant to Decision No.899/QD-TTg dated June 10, 2013 of the Prime Minister approving the scheme for agriculture restructuring with the aim of value added improvement and sustainable development;

Article 1. Approving the Scheme for animal husbandry restructuring with the aim of value added improvement and sustainable development (hereinafter referred to as “the Scheme”) with the main following contents:

I. OBJECTIVES AND VIEWPOINTS

1. Objectives

Exploit the advantage in production of certain domesticated animals for the purpose of improving the productivity, quality, competitiveness and value added and sustainable development in order to ensure social security and environment protection.

2. Development viewpoints

- Restructure animal husbandry upon consideration of viewpoints on general restructuring of agriculture suitable for the general planning on agriculture and rural development and the strategy for animal husbandry development by 2020.

- Focus on development of potential and beneficial products with the aim of rapidly increasing the productivity and efficiency to improve the competitiveness, satisfy requirements of domestic market and export in connection with environment protection.

- Restructure animal husbandry under market mechanism, re-organize production based upon the value chain through linkages in production and attain basic objectives of welfare of the animal raisers and consumers.

Gradually transfer livestock farms from the areas with high population density (delta) to the ones with low population density (midlands and mountains); establish disease-resistant zones used for livestock production far from the cities and residential areas. Create key zones/communes of livestock production in each local authority (communes, inter-communes, districts, inter-districts) according to the planning and develop main products for investment concentration.

a) For pig breeding

- Decrease the pigs in Red River delta from 25.74% in 2013 to 15% by 2020; from 10.21% to 5% in the Southeast Vietnam.

- Increase the pigs in northern midlands and mountains from 24.1% in 2013 up to 30% by 2020, from 19.38% to 24% in the North Central Region and 6.58% to 15% in Central Highlands.

b) For poultry breeding

- For chicken breeding: Firstly maintain the structure and size of broods of chickens in Red River Delta and northern midlands and mountains, North Central Region and Mekong Delta; then extend the size of broods of chickens in Central Highlands (increase from 5.5% to 20% by 2020).

- For duck breeding: Firstly maintain the size of paddling of ducks in Red River Delta and Mekong Delta; then expand the size of duck paddling in northern midlands and mountain from 9.48% (2013) to 15% by 2020 and from 23.3% to 31% in Central Coast Vietnam.

c) For cow breeding:

- With regard to cows raised for food: Develop the size of herds of cows in Central Coast Vietnam and Northern midlands and mountains.

d) Breeding of bee, buffalo and rabbit: Develop such breeding in advantageous zones used for livestock production.

2. Livestock restructuring

- Types of livestock:

+ The production of pork accounts for 74.2%, 17.3% for poultry meat and 8.5% for beef/buffalo meat of total output of animal products in 2013. Decrease proportion of pork to 62% and increase that of poultry meat and beef/buffalo meat to 28% and 10%, respectively by 2020.

+ Develop other types of livestock with potential for sale: such as bees, buffaloes and rabbits

- In terms of structure of production of each type of livestock:

+ For pigs: increase the proportion of imported sows from 19.8% (2013) to 30-33% by 2020 and cross-bred or imported pigs raised for food to more than 75% of total industrial production of imported animals.

+ For poultry: Develop broods of chickens plumage and free rangers with the aim of increasing the proportion of chicken plumage meat from 50-52% in 2013 to 60-62% by 2020 and stably maintain the structure of broods of solid white in industrial production.

- Increase the size of paddling of duck raised for eggs and meat: Increase the total number of ducks from 84 million in 2013 to 100 million by 2020, in which the number of ducks raised for eggs is increased from 29 to 40 million and proportion of duck meet accounts for 40% of total poultry meat.

+ For cows raised for milk: Strive to achieve the number of 300,000 cows and more than 0.9 million tonnes of milk per year by 2020.

3. Restructuring modes of livestock production

- Gradually change from family farm to livestock farm. Determine the size of farm suitable for each type of livestock, region and local authority, especially breeding of pigs, ducks and chickens plumage.

Develop family farms based upon industrial farming under control with technique advances, bio-security and reduction of environment pollution.

- By 2020, the structure of livestock and products thereof kept on livestock farms shall be:

+ for pigs: increased from 30% to 52 % and from 40% to 60% for number of pigs and pork output, respectively.

+ for chickens: increased from 30% to 60% and from 45% to 75% for number of chickens and output of chicken eggs/meat, respectively.

+ for ducks: increased from 20% to 60%, 25% to 50% and 25% to 45% for number of ducks, duck meat output and egg output, respectively.

+ For cows raised for milk: Achieve 300.000 cows in number and 0.9 million tonnes of milk per year by 2020; 100% of cows raised for milk shall be kept on livestock farm and in the form of industrial farming.

- Establish a product-based linkages from the stage of production to putting products on sale, in which enterprises act as central points for associating with production organizations such as cooperative groups, groups, article line associations; focus on brand building.

- For pork, strive to export 1 million tonnes of pork by 2020.

- For salted duck eggs and duck meals, strive to export 1-2 billion of salted duck eggs and 70-100 thousand of duck meat by 2020.

III. SOLUTIONS

1. General solutions

a) For pig breeding

- Carry out review of and planning scheme for zones used for pig breeding in connection with disease resistance and environment control.

- Improve the quality of prototypal and parental breed stock and create high-productivity male breeds.

- Firstly check, assess; select and eliminate the unqualified male breeds. Then create standard male breeds under strict control.

- Provide training/re-training for inseminators.

- Conserve and exploit certain of domestic breeds of pig in an efficient manner.

b) For poultry breeding

- Improve the quality of pure and prototypal breed stock for production of high-quality parental ducks and chickens.

- Select and create breed of free chickens plumage with productivity and quality suitable for each local authority to ensure each one only has 1-2 main breeds.

- Build a system of 4-level breeds. Facilities keeping parental breeds shall be included in such system and registered with the commune-level government authority. It is prohibited to sell breeders not in the breed system.

- Strictly manage breeders’ quality, do not use commercial ducks and chickens as parental breeders and compel breed producers and traders to declare standards for breed quality.

- Closely control facilities incubating poultry eggs or producing and providing breeds (check the inputs and control the outputs).

- Encourage duck breeding facilities to keep the ducks on ground without water. Zone to control running-ducks and restrict the ducks to running far away from farm.

- Add more imported bulls with high productivity and quality.

- Continue to renewal the herd of cows with the aim of producing Bos indicus and beef. Wildly apply the artificial insemination technique.

- Increase the pressure for cow breed selection.

- Provide training for new inseminators in order to increase the number of inseminators in conjunction with assistance policies on artificial insemination in cows.

- Apply technique advances in caring and nurturing in order to enhance the quality of meat and milk.

d) For animal feed

- Develop industrial animal feed processing.

- Use available ingredients such as paddy, rice, cassava, corn, etc. and mix them together with high-protein concentrated feed to create animal feed with the aim of reducing the buying price and improving efficiency in animal feed use.

- Apply bio-technology in animal feed processing in order to enhance the efficiency in animal feed use.

dd) For animal health

- Control and prevent the spread of diseases, constrain then eliminate certain dangerous animal diseases, infectious diseases spreading from animals to human; carry out quarantine and inspection of veterinary hygiene during production, processing, transport and sale of animal-originated food to ensure food safety for consumers; tighten management of veterinary medicines, probiotics, microorganism and chemicals used in veterinary science to ensure quality, safety and efficiency.

- Establish and operate the public veterinary network in an efficient manner.

- Establish disease-resistant zones serving export.

- Formulate and issue technical standards, regulations and procedures for disease prevention and control applied to disease-resistant animal breeding facilities, control veterinary hygiene and food safety in animal slaughter/processing facilities.

- Intensify the work of quarantine and control of import and export and prevention of smuggling of cattle, poultry and animal products.

- Set up, reinforce and standardize the system of centers for analysis of animal health and food safety in consistent with regional and international standards.

- Negotiate and sign agreements on animal health with countries in exchange with science and technology or commerce for Vietnam’s animal products.

e) For agricultural extension in animal husbandry

- Provide training and practice courses for owners of livestock farms and family farms for acquiring the knowledge of cattle and poultry breeding following procedures for disease resistance, market economy and international integration.

2. Policy solutions

- Formulate, strengthen and complete the system of legislative documents on animal husbandry.

- With regard to land: Set aside a land fund for intensive breeding zone planning project and extend the land lease period to enable the livestock raisers to invest in construction of infrastructure for animal breeding.

- With regard to tax: Provide tax incentives for importers of feed ingredients and grant exemption from value-added tax imposed on animal feed products.

- With regard to credit: Diversify types of credit and modes of loan asking with the aim of enabling investors in animal breeding, slaughter and processing to easily access to loan sources with preferential interests.

- With regard to commerce: Simplify administrative procedures for organizations and individuals to easily access to domestic products and export animal products; complete standards and regulations on control of quality and food safety applied to exported goods.

Article 2. Implementation

- Take charge and cooperate with relevant Departments in developing and implementing priority programs, policies and projects.

- Cooperate with Departments of Agriculture and Rural Development of provinces and centrally-affiliated cities in performing tasks included in the Scheme in an efficient manner.

2. Relevant ministerial departments

Cooperate with Department of Livestock Husbandry in well performing tasks included in this Scheme as authorized and assigned.

3. National Agriculture Extension Center

- Take charge of and provide guidelines for launching livestock production models.

- Develop programs and hold training courses in economic-technical management for animal farm owners.

4. Institutes and Schools

- Study and transfer advances in science and technology for new livestock breeds with high productivity, quality and competitive advantages to raise the value added of the animal raisers. And conduct research on conservation of genetic resources of native livestock breeds.

- Take charge and cooperate with relevant universities and research institutes in carrying out research and testing solutions for treatment of animal breeding environment.

- Conduct a study on establishment of models for linkages in livestock production.

- Cooperate with local government authorities in providing training for breeding technicians and veterinarians.

5. Departments of Agriculture and Rural Development

- Review and adjust the livestock planning project and structure suitable for competitiveness advantages and local socio-economic conditions.

- Disseminate contents of the Scheme.

- Develop and perform the task of animal husbandry restructuring in the areas under management.

- Boost the inspection of livestock breed, animal feed and breeding environment; animal slaughter and processing.

- Propose and formulate policies on development of local animal husbandry.

- Prepare appropriate general plans for investment and animal breeding with the aim of developing large-size production with value chain-based linkages under market mechanism towards export of animal products and offshore investment in animal husbandry according to orientation planning projects of the Ministry of Agriculture and Rural Development and local government authorities.

- Strictly comply with technical regulations on livestock breeds, animal feed and breeding environment; veterinary, animal slaughter and processing.

Article 3. This Decision comes into force from the day on which it is signed.

Article 4. Chief of the Ministry Office, Director of the Department of Livestock Husbandry, Directors of relevant ministerial entities and Departments of Agriculture and Rural Development of provinces and centrally-affiliated cities shall take responsibility to implement this Decision./.
