QUYẾT ĐỊNH

BAN HÀNH KẾ HOẠCH HÀNH ĐỘNG ĐẢM BẢO CHẤT LƯỢNG, AN TOÀN THỰC PHẨM, GIA TĂNG CHẾ BIẾN VÀ PHÁT TRIỂN THỊ TRƯỜNG NÔNG LÂM THỦY SẢN NĂM 2024

Căn cứ Nghị định số 105/2022/NĐ-CP ngày 22/12/2022 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ Nông nghiệp và Phát triển nông thôn;

Căn cứ Chỉ thị số 17-CT/TW ngày 21/10/2022 của Ban Bí thư Trung ương Đảng về tăng cường bảo đảm an ninh, an toàn thực phẩm trong tình hình mới;

Căn cứ Quyết định số 4509/QĐ-BNN-CCPT ngày 30/10/2023 của Bộ Nông nghiệp và PTNT ban hành Kế hoạch triển khai thực hiện Quyết định số 426/QĐ- TTg ngày 21/4/2023 của Thủ tướng Chính phủ ban hành Kế hoạch triển khai Chỉ thị số 17-CT/TW ngày 21/10/2022 của Ban Bí thư Trung ương Đảng về tăng cường bảo đảm an ninh, an toàn thực phẩm trong tình hình mới.

Theo đề nghị của Cục trưởng Cục Chất lượng, Chế biến và Phát triển thị trường.

QUYẾT ĐỊNH:

Điều 1. Ban hành kèm theo Quyết định này "Kế hoạch hành động đảm bảo chất lượng, an toàn thực phẩm, gia tăng chế biến và phát triển thị trường nông lâm thủy sản năm 2024".

Điều 2. Quyết định này có hiệu lực kể từ ngày ký ban hành.

Điều 3. Thủ trưởng các cơ quan, đơn vị thuộc Bộ Nông nghiệp và PTNT, Trưởng ban Ban Quản lý An toàn thực phẩm, Giám đốc Sở An toàn thực phẩm, Giám đốc Sở Nông nghiệp và PTNT các tỉnh, thành phố trực thuộc Trung ương, Thủ trưởng các cơ quan, đơn vị có liên quan chịu trách nhiệm thi hành Quyết định này./.

I. MỤC ĐÍCH, YÊU CẦU

1. Triển khai đầy đủ, kịp thời, hiệu quả các nhiệm vụ và giải pháp theo chỉ đạo của Trung ương Đảng, Chính phủ, Thủ tướng Chính phủ, Bộ Nông nghiệp và PTNT về đảm bảo an ninh, an toàn thực phẩm và nâng cao khả năng cạnh tranh của nông lâm thủy sản Việt Nam tại thị trường trong nước và quốc tế.

2. Thống nhất chỉ đạo từ Trung ương tới địa phương, đảm bảo sự phối hợp chặt chẽ, hiệu quả, kịp thời giữa các bộ, ngành, địa phương và các cơ quan, tổ chức có liên quan trong công tác tham mưu, đề xuất và tổ chức triển khai thực hiện các nhiệm vụ, giải pháp đề ra tại các chương trình, kế hoạch, đề án về chất lượng, an toàn thực phẩm, chế biến và phát triển thị trường.

II. KẾT QUẢ VÀ CÁC CHỈ SỐ CẦN ĐẠT

1. Về hoàn thiện thể chế, nâng cao năng lực

- 100% các văn bản quy phạm pháp luật, tiêu chuẩn, quy chuẩn được hoàn thành theo kế hoạch được giao;

- 100% các địa phương rà soát, kiện toàn hệ thống quản lý chất lượng, chế biến và phát triển thị trường nông lâm thủy sản phù hợp với phân công, phân cấp;

- Trên 85% cán bộ quản lý chất lượng, an toàn thực phẩm, chế biến và phát triển thị trường nông lâm thủy sản các cấp được bồi dưỡng, cập nhật hàng năm về chuyên môn nghiệp vụ.

2. Về an toàn thực phẩm

- Tỷ lệ cơ sở sản xuất, kinh doanh nông lâm thủy sản được chứng nhận đủ điều kiện bảo đảm an toàn thực phẩm đạt 99,1%;

- Tỷ lệ cơ sở sản xuất, kinh doanh nông lâm thủy sản nhỏ lẻ ký cam kết tuân thủ quy định an toàn thực phẩm đạt 93,0%;

- Tỷ lệ mẫu thực phẩm nông lâm thủy sản được giám sát vi phạm các quy định ATTP giảm 10% (so với năm 2023);

- Tỷ lệ cơ sở sơ chế, chế biến thực phẩm nông lâm thủy sản được chứng nhận HACCP, ISO 2200 hoặc tương đương tăng 10% (so với năm 2023);

- Tỷ lệ gia súc, gia cầm được giết mổ tập trung công nghiệp đạt 20%;

- Diện tích trồng trọt, diện tích nuôi thủy sản, số cơ sở chăn nuôi được chứng nhận Thực hành nông nghiệp tốt - GAP (như VietGAP, GAHP và tương đương tăng 10% (so với năm 2023);

- Số lượng sản phẩm thuốc bảo vệ thực vật sinh học đăng ký vào trong Danh mục thuốc bảo vệ thực vật được phép sử dụng tại Việt Nam và lượng sử dụng thuốc bảo vệ thực vật sinh học tăng 20% (so với năm 2023).

- Số lượng chuỗi cung ứng nông sản thực phẩm an toàn tăng 10% (so với năm 2023).

3. Về chất lượng, xây dựng thương hiệu, chỉ dẫn địa lý, nông nghiệp hữu cơ

- Số lượng sản phẩm OCOP lũy kế được công nhận đạt từ 3 sao trở lên năm 2024 đạt từ 11.500 sản phẩm trở lên;

- Số lượng sản phẩm nông lâm thủy sản được xếp hạng theo bình chọn của Chương trình thương hiệu quốc gia tăng 10% (so với năm 2023);

- Diện tích nhóm đất nông nghiệp sản xuất hữu cơ đạt 1,0% tổng diện tích nhóm đất nông nghiệp; Diện tích đất trồng trọt hữu cơ đạt 1,0% tổng diện tích đất trồng trọt; Tỷ lệ sản phẩm chăn nuôi hữu cơ đạt 1,0% tính trên tổng sản phẩm chăn nuôi sản xuất trong nước; Diện tích nuôi trồng thủy sản hữu cơ đạt 0,5% tổng diện tích nuôi trồng thủy sản; Diện tích sản xuất muối dinh dưỡng hữu cơ đạt 1,0% tổng diện tích sản xuất muối dinh dưỡng;

- Số lượng sản phẩm nông lâm thủy sản được bảo hộ dưới hình thức chỉ dẫn địa lý, số lượng sản phẩm nông lâm thủy sản chủ lực, sản phẩm gắn với nguồn gốc địa lý được bảo hộ tại nước ngoài tăng 10% (so với năm 2023).

4. Về chế biến và phát triển thị trường

- Tốc độ tăng giá trị tăng thêm lĩnh vực công nghiệp chế biến nông sản đạt 7,5%; Tốc độ tăng giá trị gia tăng của sản phẩm chăn nuôi chế biến đạt 3,5%;

- Tỷ lệ tổn thất sau thu hoạch của nông sản chủ lực giảm 1,0%/năm;

- Số sản phẩm, số doanh nghiệp được phép xuất khẩu nông lâm thủy sản đi các thị trường có yêu cầu cấp phép tăng 10% (so với năm 2023)

- Tổng kim ngạch xuất khẩu nông lâm thủy sản đạt 54,0 tỷ USD;

III. CÁC NHIỆM VỤ TRỌNG TÂM NĂM 2024

1. Hoàn thiện chính sách pháp luật, tiêu chuẩn, quy chuẩn kỹ thuật đảm bảo chất lượng, an toàn thực phẩm và thúc đẩy chế biến, phát triển thị trường.

2. Kiện toàn tổ chức bộ máy; sắp xếp, nâng cao chất lượng nguồn nhân lực và tăng cường cơ sở hạ tầng kỹ thuật đảm bảo chất lượng, an toàn thực phẩm, gia tăng chế biến và phát triển thị trường.

3. Đẩy mạnh ứng dụng công nghệ thông tin, chuyển đổi số trong công tác đảm bảo chất lượng, an toàn thực phẩm, gia tăng chế biến và phát triển thị trường.

4. Phổ biến chính sách pháp luật, thông tin, truyền thông về chất lượng, an toàn thực phẩm nông lâm thủy sản, gia tăng chế biến và phát triển thị trường.

5. Triển khai công tác đảm bảo chất lượng, an toàn thực phẩm, gia tăng chế biến, phát triển thị trường đáp ứng yêu cầu tiêu dùng trong nước và xuất khẩu.

6. Chủ động thanh tra, kiểm tra, giám sát, phát hiện kịp thời, xử lý nghiêm cơ sở, sản phẩm vi phạm quy định về chất lượng, an toàn thực phẩm.

IV. NGUỒN KINH PHÍ

1. Ngân sách nhà nước về an toàn thực phẩm, hoạt động xúc tiến thương mại và phát triển thị trường.

2. Ngân sách nhà nước cấp cho các Chương trình, Kế hoạch, Đề án phục vụ phát triển Ngành, các dự án xây dựng tiêu chuẩn, quy chuẩn.

3. Kinh phí hỗ trợ của các Dự án, Tổ chức Quốc tế.

4. Kinh phí huy động xã hội hóa từ các nguồn hợp pháp.

V. TỔ CHỨC THỰC HIỆN

1. Trách nhiệm của các cơ quan

a) Các cơ quan thuộc Bộ Nông nghiệp và PTNT:

- Cơ quan được phân công chủ trì chịu trách nhiệm xây dựng kế hoạch triển khai từng nhiệm vụ cụ thể để đảm bảo tiến độ, hiệu quả;

- Cơ quan được phân công chủ trì báo cáo Bộ (qua Cục Chất lượng, Chế biến và Phát triển thị trường) kết quả thực hiện hàng tháng (trước ngày 22 hàng tháng), 6 tháng (trước ngày 15/6), cả năm (trước ngày 15/12), trong đó nêu rõ những việc đã hoàn thành, việc chưa hoàn thành, nguyên nhân và đề xuất giải pháp tiếp tục hoàn thiện;

- Cục Chất lượng, Chế biến và Phát triển thị trường chủ trì theo dõi, đôn đốc việc triển khai thực hiện kế hoạch, định kỳ hàng tháng, sơ kết 6 tháng, tổng kết năm báo cáo Bộ.

b) Ban Quản lý an toàn thực phẩm, Sở Nông nghiệp và PTNT, Sở An toàn thực phẩm các tỉnh/thành phố trực thuộc Trung ương:

- Xây dựng kế hoạch đảm bảo chất lượng, an toàn thực phẩm, gia tăng chế biến và phát triển thị trường nông lâm thủy sản năm 2024 tại địa phương trình cấp có thẩm quyền phê duyệt; tổ chức triển khai đảm bảo đúng tiến độ, hiệu quả;

- Chỉ đạo cơ quan, đơn vị trực thuộc thực hiện nghiêm túc Kế hoạch trên địa bàn quản lý;

- Ban Quản lý an toàn thực phẩm, Sở Nông nghiệp và PTNT, Sở An toàn thực phẩm báo cáo Ủy ban nhân dân tỉnh, thành phố và Bộ Nông nghiệp và PTNT (qua Cục Chất lượng, Chế biến và Phát triển thị trường) kết quả thực hiện hàng tháng (trước ngày 22 hàng tháng), 6 tháng (trước ngày 15/6), cả năm (trước ngày 15/12), trong đó nêu rõ những việc đã hoàn thành, việc chưa hoàn thành, nguyên nhân và đề xuất giải pháp tiếp tục hoàn thiện.

2. Sơ kết và tổng kết

Bộ Nông nghiệp và PTNT chủ trì tổ chức sơ kết và tổng kết để đánh giá kết quả triển khai kế hoạch; thống nhất giải pháp, biện pháp khắc phục các khó khăn vướng mắc trong thực hiện làm cơ sở cho việc triển khai kế hoạch giai đoạn tiếp theo.

Trong quá trình tổ chức thực hiện, nếu cần sửa đổi, bổ sung kế hoạch, Thủ trưởng các cơ quan chủ động báo cáo Bộ (qua Cục Chất lượng, Chế biến và Phát triển thị trường) để xem xét, quyết định./.

Pursuant to the Government's Decree No. 105/2022/ND-CP dated December 22, 2022 on functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Directive No. 17-CT/TW dated October 21, 2022 of Central Secretariat of the Communist Party of Vietnam on strengthening food security and safety in new circumstance;

Pursuant to the Decision No. 4509/QD-BNN-CCPT dated October 30, 2023 of the Ministry of Agriculture and Rural Development on promulgation of Plan for implementation of Decision No. 426/QD- TTg dated April 21, 2023 of the Prime Minister on promulgation of Plan to implement Directive No. 17-CT/TW dated October 21, 2022 of Central Secretariat of the Communist Party of Vietnam on strengthening food security and safety in new circumstance.

ASSURANCE OF FOOD QUALITY AND SAFETY, INCREASED PROCESSING AND DEVELOPMENT OF AGRICULTURE, FORESTRY AND FISHERY MARKETS IN 2024

I. PURPOSES AND REQUIREMENTS

2. Unify directions provided by central and local authorities, thereby ensuring close, effective and prompt cooperation among ministries, central and local authorities, relevant agencies and organizations in consultation, proposal and organization of performance of tasks and solutions set out in projects, programs and plans for food quality and safety, processing and development of markets.

II. RESULTS AND TARGETS TO BE ACHIEVED

1. Regarding improvement in regulatory institutions and increase in capacity

- 100% of legislative documents, standards and regulations will be completed according to the assigned plan;

- All local authorities will review and improve systems for managing quality and processing, and developing agriculture, forestry and fishery markets within their jurisdiction;

- Over 85% of officials in charge of management of food quality and safety, processing and development of agriculture, forestry and fishery markets at all levels will undergo professional training and refresher training on an annual basis.

2. Regarding food safety

- The percentage of establishments producing and trading agriculture, forestry, fishery products that meet food safety requirements will reach 99,1%;

- The percentage of small and separate establishments producing and trading agriculture, forestry, fishery products that sign commitments to comply with regulations on food safety will reach 93,0%;

- The percentage of establishments pre-processing and processing agriculture, forestry, fishery products that achieve HACCP, ISO 2200 certification (or equivalent) will increase by 10% (compared to that in 2023);

- The percentage of livestock and poultry slaughtered in a concentrated and industrial manner will reach 20%;

- The farming area, the aquaculture area, the quantity of husbandry facilities granted GAP certificates (VietGAP, GAHP and equivalent) will increase by 10% (compared to those in 2023);

- The quantity of biopesticides registered for inclusion in the List of approved plant protection chemicals in Vietnam and the amount of biopesticides used will increase by 20% (compared to those in 2023)

- The quantity of safe agriculture-food supply chains will increase by 10% (compared to that in 2023).

3. Regarding quality, branding, geographical indications and organic agriculture

- The accumulative number of OCOP products given 3-star rank or higher in 2024 will be at least 11.500 products;

- The quantity of agriculture, forestry and fishery products ranked by the National Brand Program will increase by 10% (compared to that in 2023).

- The agricultural land area for organic production will reach 1,0% of the total area of agricultural land; the organic arable land area will reach 1.0% of the total area of arable land; the percentage of organic livestock products will reach 1.0% of the total of organic livestock products produced in Vietnam; the area of organic aquaculture will reach 0.5% of the total area of aquaculture; the production area of ​​organic nutritional salts will reach 1.0% of the total production area of ​​nutritional salts;

4. Regarding processing and development of markets

- The growth rate of added value in the aquaculture product processing industry will be 7,5%; the growth rate of added value of processed livestock products will be 3,5%;

- The post-harvest loss rate of main agriculture products will decrease by 1,0%/year;

- The quantity of products and enterprises allowed to export aquaculture, forestry and fishery products to markets where licenses are required will increase by 10% (compared to that in 2023).

- The total export turnover of aquaculture, forestry and fishery products will reach 54,0 billion USD;

III. KEY TASKS IN 2024

1. Complete legal policies, standards, technical regulations in order to ensure food quality and safety and promote processing and development of markets.

2. Consolidate organizational apparatus; arrange and improve the quality of human resources and enhance technical infrastructure so as to ensure food quality and safety, increased processing and development of markets.

3. Promote the application of information technology and digital transformation to assurance of food quality and safety, increased processing and development of markets.

6. Proactively inspect, check, supervise, promptly detect, and strictly handle establishments and products that fail to comply with regulations on food quality and safety.

IV. FUNDING SOURCES

2. State budget allocated for Programs, Plans and Projects which serve the development of the Industry, and projects on establishment of standards and regulations.

V. IMPLEMENTATION

1. Responsibilities of authorities

- Authorities are assigned to preside over and assume responsibilities for development of plans to perform each specific task in an effective and punctual manner.

- Authorities are assigned to preside over submission of monthly reports (before 22^nd of each month), 6-month reports (before June 15^th) and annual reports (before December 15^th) on implementation results to the Ministry of Agriculture and Rural Development (through Quality, Processing and Market Development Department). Completed tasks, tasks which have not yet been completed, reasons and proposed solutions for further performance shall be specified in these reports;

- The Quality, Processing and Market Development Department shall preside over monitoring and urging implementation of monthly, 6-month and annual plans and sending reports to the Ministry of Agriculture and Rural Development.

b) Food Safety Management Boards, Departments of Agriculture and Rural Development, Food Safety Departments of provinces and central- affiliated cities:

- Develop plans for assurance of food quality and safety, increased processing and development of agriculture, forestry and fishery markets in 2024 in their provinces and cities and submit them to competent authorities for approval; organize implementation of these plans in an effective and punctual manner;

- Direct affiliates to strictly implement these plans in provinces and cities under their management;

- Send monthly reports (before 22^nd of each month), 6-month reports (before June 15^th) and annual reports (before December 15^th) on implementation results to People's Committees of provinces and cities and the Ministry of Agriculture and Rural Development (through Quality, Processing and Market Development Department). Completed tasks, tasks which have not yet been completed, reasons and proposed solutions for further performance shall be specified in these reports;

2. Preliminary and final reviews

The Ministry of Agriculture and Rural Development presides over organizing preliminary and final reviews to assess results of the implementation of the plan; unifying solutions and measures to overcome difficulties in and obstacles to the implementation, thereby serving as the basis for implementation of the plan in the next phase.
