DIRECTIVE

IMPLEMENTATION OF URGENT MEASURES FOR PREVENTION AND CONTROL OF COVID-19

Heeding the General Secretary cum President Nguyen Phu Trong’s call, the Prime Minister’s Directive No. 16/CT-TTg dated 31/3/2020 on implementation of urgent measures for prevention and control of COVID-19, the President of the People’s Committee of Hanoi hereby request that the Departments, agencies, the People’s Committees of districts and district-level towns (hereinafter referred to as “districts”) of Hanoi keep implementing directives on epidemic prevention and control of the Politburo, the Secretariat of Communist Party, the Government, the Prime Minister, the National Steering Committee for Prevention and Control of COVID-19 (hereinafter referred to as “National Steering Committee”), instructions of the Ministry of Health, directives of the People’s Committee of Hanoi, COVID-19 Control Committee of Hanoi, and especially the Prime Minister’s Directive No. 15/CT-TTg dated 27/3/2020. Specifically concentrate on the implementation of the following urgent measures:

1. Carry out nationwide quarantine in the whole city for 15 days from 12 am April 01, 2020 between families, villages, communes, districts, between Hanoi and other provinces. Workers in factories shall keep a safety distance, wear facemasks, and sanitize the workplace as prescribed. The people are advised to stay at home and only go outside when strictly necessary such as buying food or medicines, providing emergency treatment, going to work at facilities that are allowed to maintain operation to provides essential goods or services, and in other urgent circumstances; maintain a safety distance of 2 m during communication. Do not form groups of more than 2 people outside office buildings, schools, hospitals and in public places.

The People’s Committee of Hanoi requests that the people comply with the Prime Minister's directives. "nationwide quarantine” will have a large-scale decisive effect on the prevention of community transmission and widespread transmission. People and family, neighbors and friends of people who are involved in the infection cluster at Bach Mai Hospital should put themselves in home quarantine and inform health authorities for testing. People who visited or have contact with people who visited Bach Mai Hospital during the period from 10/3/2020 to 28/3/2020 are at a high risk of infection. Every individual shall be responsible for epidemic prevention and control activities of the authorities and the community; Heads of enterprises, factories, service providers are responsible for implementation of epidemic prevention and control at their premises and protection of their workers’ health.

2. The people of Hanoi should be calm and believe in and support the ongoing epidemic prevention and control measures. Every epidemic prevention and control effort is closely controlled. The chance of success of this effort depends on the will and responsibility of all people of Hanoi. The authorities of Hanoi have ordered adequate supply of food and essential consumables, thus mass buying and hoarding are not recommended. Crowds pose a high risk of community transmission. Households and management boards of apartment buildings shall enhance inspection of electrical devices and fire safety devices to prevent electrical accidents and fire hazards.

3. State agencies and unit shall apply information technology to enable officials and public employees to work from home, except for those whose presence at work is strictly necessary such as keeping guard, keeping watch, provision of essential goods and services, processing confidential documents, participation in epidemic prevention and control activities. Other cases are subject to written approval by the COVID-19 Control Committee of Hanoi and National Steering Committee. The heads of these agencies and units shall compile lists of people working at the offices; assume responsibility for transmission of the disease among their personnel due to failure to comply with regulations on epidemic prevention and control in offices.

All service establishments shall be temporarily closed except: supermarkets (except entertainment and eating areas); shopping malls (including supermarkets and hospitals therein); common markets (including food, vegetable, dried food stands); convenient stores, mini supermarkets (except eating areas); grocery, vegetable, fruit stores; tourist accommodations; pharmacies; medical services; postal services; banking and electronic payment services; telecommunications and television services; security services; oil and gas outlets; cemeteries; funeral, burial, cremation services; rehabilitation centers, social protection establishments. Workers and guests in these establishments should wear facemasks and maintain a safety distance of 2m, and practice hygiene as recommended by health authorities.

4. All meetings and events that involve more than 20 people in 1 room shall be suspended; strictly maintain the 2-meter safety distance during communication; wear facemasks; do not form a group of more than 2 people outside offices, schools, hospitals and in public places. Stop all religious rites and any activity that involves more than 20 people in one place at religious establishments; Stop all art, sport and entertainment activities in public places. In any event that consists of fewer than 20 people, it is necessary to ensure use disinfectants, take body temperatures of participants, and maintain a safety distance of 2m between two people.

5. Directors of Departments and agencies in the cities shall uniformly implement the directives of Hanoi; do not issue their own plans without permission and instead promptly perform the following tasks:

5.1. Department of Health shall:

- Cooperate with Hanoi City Police Department (HCPD), Presidents of the People’s Committees of districts in concentrating all effort and resources on elimination of the infection clusters at Bach Mai Hospital; put into home quarantine all people who have contact with patients, visitors, inpatients and carers in Bach Mai Hospital. During the quarantine process, do not have direct contact with family members, wear facemasks, open doors and windows to provide ventilation, make health declaration and contact district health authorities for testing. Cooperate with HCPD in making a list of people involved in operation of Truong Sinh Company and other companies that provides services for Bach Mai Hospital. Closely monitor employees who visited Bach Mai Hospital during the period from 10/3/2020 to 28/3/2020 to quickly isolate and eliminate any sources of infection.

- Establish quick test stations to test people who visited or have contact with people in Bach Mai Hospital or enter Hanoi from affected territories during the period from 10/3/2020 to 28/3/2020.

- Establish quick test stations at some major entrances to Hanoi city.

- Implement Official Telegrams No. 01/CD-UBND, 02/CD-UBND and 03/CD-UBND of the President of the People’s Committee of Hanoi on COVID-19 control.

- Request hospitals to strictly follow procedures for prevention of secondary transmission in hospitals; make health declaration mandatory to patients, their family and carers; allow only one carer for each patient; stop receiving visitors at the hospitals. Impose strict rules for patient admission. Do not let the operation of the entire hospital be affected by an infected person. Review the personnel, origins of food and goods in the nutrition departments of hospitals; ensure food safety and good nutrition, health and qualification of nurses in nutrition departments in accordance with regulations of the Ministry of Health.

5.2. Hanoi City Police Department (HCPD) shall:

- Take charge and cooperate with police authorities of districts in inspecting the social quarantine process in accordance with the PM’s directives.

- Cooperate with health authorities in eliminating infection clusters in the city; inspect the quarantine of the people as prescribed.

- Ensure social order and security; implement epidemic prevention and control measures in detention centers under the management of the police.

- Enhance inspection of fire safety of apartment buildings; maintain 100% of fire department personnel; be prepared for emergencies.

5.3. Military Command Center of Hanoi

- Cooperate with health authorities in maintaining management of quarantine facilities in the city; separate the waves; maintain an appropriate quarantine density to avoid secondary transmission in quarantine facilities.

- Propose mobilization of the chemical troops to spray disinfectants where necessary.

5.4. Department of Industry and Trade shall ensure adequate supply of food and essential consumables for the people; have a reserve plan for prolonged quarantine. Determine the types of vehicles allowed to be used for transport and distribution of foods, medicines, essential consumables, medical devices serving epidemic control and national defense.

5.5. Department of Transport shall:

- Cooperate with HCPD in setting up checkpoints to supervise the people implementing the PM’s directives. Enable operation of diplomatic vehicles, official vehicles, vehicles transporting food and/or medicines, ambulances, fire engines, utility trucks, garbage trucks, vehicles serving response to accidents such as road accidents, fallen trees; vehicles transporting medical supplies serving epidemic control and/or national defense; vehicles transporting supplies for construction sites, factories; vehicle transporting workers and specialists at facilities allowed to maintain operation mentioned above.

- Enable transport of goods in accordance with guidance of the Ministry of Transport.

- Allow up to 10 workers to continue repairing the gaps of elevated ring road 3; make sure the workers have adequate personal protection equipment, wear facemasks and keep a safety distance from each other.

5.6. Department of Construction shall:”

- Suspend of all construction sites.

- Request water supply, drainage and sanitation companies to maintain operation to serve the people in the city.

5.7. Department of Agriculture and Rural development shall: order continuous agricultural production and provision of irrigation services serving agricultural production, other activities serving animal breeding and aquaculture; implement epidemic prevention measures: wearing facemasks, maintaining a minimum distance of 2m between workers.  

5.8. Department of Labor, War Invalids and Social Affairs shall: ensure social welfare of beneficiaries of incentive policies, the poor, unemployed people without unemployment insurance; cooperate with Social Security Administration of Hanoi in providing unemployment insurance benefits for workers. Request strict implementation of Covid-19 control measures in rehabilitation centers, social protection centers and retirement homes.

5.9. Department of Finance shall propose adequate funding for COVID-19 prevention control as requested.

5.11. Management boards of industrial zones and export processing zones in Hanoi shall request enterprises therein to implement COVID-19 prevention and control measures in accordance with the PM’s directives.

6. Providers of power, clean water, telecommunications services, etc. shall enable card payment, online payment; it is recommended to delay collection of these service charges until the end of 15/4/2020.

7. Presidents of the People’s Committees of districts shall:

- Preside over the organization of social quarantine in their districts in accordance with the directives of the PM and the People’s Committee of Hanoi. Request the commune authorities and rapid response teams to keep watch 24/24/7 to receive information from the people about suspected cases and perform quick tests. Assign officials to frequently supervise the quarantine process; maintain order and security in their communes (always wear facemasks and keep a safety distance during patrols and supervision).

- Ensure adequate supply of essential consumables and goods for people in their districts. Cooperate with Department of Industry and Trade in assurance of adequate supply of food and essential consumables where necessary.

- Fully implement the Covid-19 prevention and control measures in their districts in accordance with guidance of the People’s Committee of Hanoi, COVID-19 Control Committee of Hanoi and health authorities.

- Rapidly identify, quarantine and test people coming from affected areas, people having close contact with confirmed cases (F1, F2, F3) and relevant cases (especially people related to the infection cluster at Bach Mai Hospital).

- Implement appropriate measures to ensure social welfare, provide benefit for beneficiaries of incentive policies, the poor and disadvantaged people. Make sure no one suffers from shortage of food. Pay pension through ATM cards or at home.

8. Vietnamese Fatherland Front of Hanoi and other socio-political organizations shall enhance communication and encourage people to fully implement quarantine measures, believe in the epidemic prevention and control effort of the Government and Hanoi.
