Quy định cụ thể nhiệm vụ của Điều độ viên tại các cấp điều độ

Bộ Công Thương đã ban hành Thông tư 22/2017/TT-BCT quy định về khởi động đen và khôi phục hệ thống điện quốc gia.

Theo đó, quy định nhiệm vụ của Điều độ viên (ĐĐV) tại các cấp điều độ, đáng chú ý là nhiệm vụ của ĐĐV quốc gia, cụ thể:

- Chỉ huy điều khiển tần số và điện áp nhà máy điện tách lưới phát độc lập nối với cấp điện áp 500 kV; chỉ huy khởi động đen và khôi phục hệ thống điện cấp điện áp 500 kV.

- Chỉ huy sự cố mất điện toàn nhà máy điện, trạm điện và khởi động đen, khôi phục hệ thống điện thuộc quyền điều khiển theo Quy trình xử lý sự cố hệ thống điện quốc gia và Phương án đã được phê duyệt.

- Phối hợp với ĐĐV miền khôi phục hệ thống điện thuộc quyền điều khiển từ hệ thống điện miền, khôi phục liên kết giữa các hệ thống điện miền qua đường dây 220 kV.

- Lập báo cáo và thông báo về sự cố theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện truyền tải do Bộ Công thương ban hành.

Thông tư 22/2017/TT-BCT có hiệu lực từ ngày 12/12/2017 và thay thế Quyết định 35/2017/QĐ-BCN ngày 02/8/2007.

QUY ĐỊNH KHỞI ĐỘNG ĐEN VÀ KHÔI PHỤC HỆ THỐNG ĐIỆN QUỐC GIA

Căn cứ Nghị định số 98/2017/NĐ-CP ngày 18 tháng 8 năm 2017 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ Công Thương;

Căn cứ Luật Điện lực ngày 03 tháng 12 năm 2004 và Luật sửa đổi, bổ sung một số Điều của Luật Điện lực ngày 20 tháng 11 năm 2012;

Căn cứ Nghị định số 137/2013/NĐ-CP ngày 21 tháng 10 năm 2013 của Chính phủ quy định chi tiết thi hành một số điều của Luật Điện lực và Luật sửa đổi, bổ sung một số điều của Luật Điện lực;

Theo đề nghị của Cục trưởng Cục Điều tiết điện lực,

Bộ trưởng Bộ Công Thương ban hành Thông tư quy định khởi động đen và khôi phục hệ thống điện quốc gia.

Chương I

QUY ĐỊNH CHUNG

Điều 1. Phạm vi điều chỉnh

Thông tư này quy định về nguyên tắc và trách nhiệm của các cá nhân, đơn vị thực hiện khởi động đen để xử lý sự cố rã lưới nhằm khôi phục lại chế độ vận hành bình thường của hệ thống điện quốc gia.

Điều 2. Đối tượng áp dụng

Thông tư này áp dụng đối với các đối tượng sau:

1. Đơn vị điều độ hệ thống điện quốc gia.

2. Đơn vị phát điện.

3. Đơn vị truyền tải điện.

4. Đơn vị phân phối điện.

5. Đơn vị phân phối và bán lẻ điện.

6. Đơn vị cung cấp dịch vụ viễn thông điện lực.

7. Nhân viên vận hành của các đơn vị.

8. Tập đoàn Điện lực Việt Nam.

9. Tổ chức, cá nhân khác có liên quan.

Điều 3. Giải thích từ ngữ

Trong Thông tư này, các thuật ngữ dưới đây được hiểu như sau:

1. Cấp điều độ có quyền điều khiển là cấp điều độ có quyền chỉ huy, điều độ hệ thống điện theo phân cấp điều độ.

2. Cấp điều độ quốc gia là cấp chỉ huy, điều độ cao nhất trong công tác điều độ hệ thống điện quốc gia. Cấp điều độ quốc gia do Trung tâm Điều độ hệ thống điện quốc gia đảm nhiệm.

3. Cấp điều độ miền là cấp chỉ huy, điều độ hệ thống điện miền, chịu sự chỉ huy trực tiếp của Cấp điều độ quốc gia. Cấp điều độ miền do Trung tâm Điều độ hệ thống điện miền Bắc, Trung tâm Điều độ hệ thống điện miền Nam và Trung tâm Điều độ hệ thống điện miền Trung đảm nhiệm.

4. Cấp điều độ phân phối tỉnh là cấp chỉ huy, điều độ hệ thống điện phân phối trên địa bàn tỉnh, thành phố trực thuộc trung ương, chịu sự chỉ huy trực tiếp về điều độ của Cấp điều độ miền tương ứng. Cấp điều độ phân phối tỉnh do đơn vị điều độ trực thuộc Tổng công ty Điện lực Thành phố Hà Nội, Tổng công ty Điện lực Thành phố Hồ Chí Minh và các Công ty Điện lực tỉnh, thành phố trực thuộc Tổng công ty Điện lực đảm nhiệm.

5. Cấp điều độ phân phối quận, huyện là cấp chỉ huy điều độ hệ thống điện phân phối quận, huyện trên địa bàn tỉnh, thành phố trực thuộc trung ương, chịu sự chỉ huy trực tiếp về điều độ của Cấp điều độ phân phối tỉnh, được thành lập tùy theo cơ cấu tổ chức, quy mô và mức độ tự động hóa lưới điện phân phối tỉnh, thành phố trực thuộc trung ương.

6. Chế độ vận hành bình thường là chế độ vận hành có các thông số vận hành trong phạm vi cho phép theo Quy định hệ thống điện truyền tải và Quy định hệ thống điện phân phối do Bộ Công Thương ban hành.

7. Điều độ hệ thống điện là hoạt động chỉ huy, điều khiển quá trình phát điện, truyền tải điện, phân phối điện trong hệ thống điện quốc gia theo quy trình, quy chuẩn kỹ thuật và phương thức vận hành đã được xác định.

8. Điều độ viên là người trực tiếp chỉ huy, điều độ hệ thống điện thuộc quyền điều khiển, bao gồm:

a) Điều độ viên quốc gia;

b) Điều độ viên miền;

c) Điều độ viên phân phối tỉnh, thành phố trực thuộc Trung ương (sau đây viết là Điều độ viên phân phối tỉnh);

d) Điều độ viên phân phối quận, huyện.

9. Điều độ viên quốc gia là người trực tiếp chỉ huy điều độ hệ thống điện quốc gia theo phân cấp điều độ tại Quy trình Điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành.

10. Điều độ viên miền là người trực tiếp chỉ huy điều độ hệ thống điện miền theo phân cấp điều độ theo Quy trình Điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành.

11. Điều độ viên phân phối tỉnh là người trực tiếp chỉ huy, điều độ hệ thống điện phân phối theo phân cấp điều độ theo Quy trình Điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành.

12. Điều độ viên phân phối quận, huyện là người trực tiếp chỉ huy, điều độ hệ thống điện phân phối theo phân cấp điều độ theo Quy trình Điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành.

13. Đơn vị cung cấp dịch vụ viễn thông điện lực là đơn vị được cấp giấy phép kinh doanh dịch vụ viễn thông có cung cấp dịch vụ kênh truyền thông tin cho các đơn vị điện lực để phục vụ công tác điều độ, vận hành hệ thống điện.

14. Đơn vị điều độ hệ thống điện quốc gia là đơn vị chỉ huy, điều khiển quá trình phát điện, truyền tải điện, phân phối điện trong hệ thống điện quốc gia, bao gồm các cấp điều độ:

a) Cấp điều độ quốc gia;

b) Cấp điều độ miền.

15. Đơn vị phát điện là đơn vị điện lực sở hữu một hoặc nhiều nhà máy điện đấu nối vào hệ thống điện quốc gia, được cấp giấy phép hoạt động điện lực trong lĩnh vực phát điện.

16. Đơn vị phân phối điện là đơn vị điện lực được cấp giấy phép hoạt động điện lực trong lĩnh vực phân phối và bán điện, bao gồm:

a) Tổng công ty Điện lực;

b) Công ty Điện lực tỉnh, thành phố trực thuộc Tổng công ty Điện lực (sau đây viết tắt là Công ty Điện lực tinh).

17. Đơn vị phân phối và bán lẻ điện là đơn vị điện lực được cấp giấy phép hoạt động điện lực trong lĩnh vực phân phối và bán lẻ điện, mua buôn điện từ Đơn vị bán buôn điện hoặc Đơn vị phân phối điện để bán lẻ điện cho Khách hàng sử dụng điện.

18. Đơn vị truyền tải điện là đơn vị điện lực được cấp phép hoạt động điện lực trong lĩnh vực truyền tải điện, có trách nhiệm quản lý vận hành lưới điện truyền tải quốc gia

19. Hệ thống điện là hệ thống các trang thiết bị phát điện, lưới điện và các trang thiết bị phụ trợ được liên kết với nhau.

20. Hệ thống điện miền là hệ thống điện có cấp điện áp đến 220 kV và ranh giới phân chia theo miền Bắc, miền Trung, miền Nam.

21. Hệ thống điện phân phối là hệ thống điện bao gồm lưới điện phân phối và các nhà máy điện đấu nối vào lưới điện phân phối cung cấp điện cho khách hàng sử dụng điện.

22. Hệ thống điện quốc gia là hệ thống điện được chỉ huy thống nhất trong phạm vi cả nước.

23. Hệ thống điện truyền tải là hệ thống điện bao gồm lưới điện truyền tải và các nhà máy điện đấu nối vào lưới điện truyền tải.

24. Khả năng khởi động đen là khả năng của một nhà máy điện có thể khởi động ít nhất một tổ máy phát điện từ trạng thái dừng hoàn toàn và hòa đồng bộ vào lưới điện mà không cần nhận điện từ lưới điện khu vực.

25. Khôi phục hệ thống điện là các thao tác được thực hiện theo trình tự nhất định nhằm đưa các thiết bị của hệ thống điện vào vận hành trở lại sau sự cố rã lưới.

26. Khởi động đen là quá trình khôi phục lại toàn bộ (hoặc một phần) hệ thống điện từ trạng thái mất điện toàn bộ (hoặc một phần) bằng cách sử dụng các tổ máy phát điện có khả năng khởi động đen.

27. Nhà máy điện khởi động đen là nhà máy điện có khả năng khởi động đen và được lựa chọn để tham gia vào quá trình khởi động đen và khôi phục hệ thống điện quốc gia.

28. Nhà máy điện tách lưới giữ tự dùng là nhà máy điện được trang bị hệ thống tự động tách một số tổ máy phát điện ra khỏi hệ thống điện để cung cấp điện cho hệ thống tự dùng của nhà máy điện hoặc phụ tải địa phương.

29. Nhà máy điện tách lưới phát độc lập là nhà máy điện tách khỏi hệ thống điện quốc gia nhưng vẫn phát công suất cung cấp điện cho phụ tải điện của một khu vực qua đường dây liên kết nhà máy điện với trạm điện của khu vực đó.

30. Nhân viên vận hành là người tham gia trực tiếp điều khiển quá trình sản xuất điện, truyền tải điện và phân phối điện, làm việc theo chế độ ca, kíp, bao gồm:

a) Điều độ viên tại các cấp điều độ;

b) Trưởng ca, Trưởng kíp, Trực chính, Trực phụ tại nhà máy điện hoặc trung tâm điều khiển cụm nhà máy điện;

c) Trưởng kíp, Trực chính, Trực phụ tại trạm điện hoặc trung tâm điều khiển nhóm trạm điện;

d) Nhân viên trực thao tác lưới điện.

31. Rã lưới là sự cố mất liên kết giữa các nhà máy điện, trạm điện dẫn đến mất điện một phần hay toàn bộ hệ thống điện miền hoặc hệ thống điện quốc gia.

32. Thiết bị điện quan trọng là thiết bị sử dụng điện mà khi bị mất điện có khả năng ảnh hưởng đến an ninh quốc gia, gây ô nhiễm môi trường nghiêm trọng, đe dọa tính mạng con người, gây thiệt hại lớn về kinh tế.

33. UPS là hệ thống đảm bảo cung cấp nguồn điện liên tục cho các thiết bị điện quan trọng trong một thời gian nhất định khi bị mất nguồn cung cấp điện.

Chương II

NGUYÊN TẮC KHỞI ĐỘNG ĐEN VÀ KHÔI PHỤC HỆ THỐNG ĐIỆN QUỐC GIA

Điều 4. Lựa chọn nhà máy điện khởi động đen

Nhà máy điện khởi động đen trong hệ thống điện quốc gia phải có đủ các tiêu chí sau:

1. Đấu nối trực tiếp với hệ thống điện có cấp điện áp từ 220 kV trở lên đối với nhà máy điện khởi động đen chính; điện áp từ 110 kV trở lên đối với nhà máy điện khởi động đen dự phòng.

2. Được trang bị hệ thống tự động điều chỉnh tần số và có khả năng duy trì tần số trong khoảng giới hạn cho phép theo Quy định hệ thống điện truyền tải do Bộ Công Thương ban hành.

3. Được trang bị hệ thống tự động điều chỉnh điện áp và có khả năng duy trì điện áp trong khoảng giới hạn cho phép theo Quy định hệ thống điện truyền tải, Quy định hệ thống điện phân phối do Bộ Công Thương ban hành.

4. Có thời gian khởi động đen tổ máy phát điện không quá 10 phút đối với nhà máy điện khởi động đen chính, không quá 20 phút đối với nhà máy điện khởi động đen dự phòng.

Điều 5. Xác định vị trí nhà máy điện khởi động đen

1. Tại các vị trí quan trọng trong hệ thống điện quốc gia có ít nhất một nhà máy điện có khả năng khởi động đen. Yêu cầu về trang bị khả năng khởi động đen của nhà máy điện phải được ghi rõ trong Thỏa thuận đấu nối, trong Hợp đồng mua bán điện hoặc Hợp đồng cung cấp dịch vụ khởi động đen.

2. Đơn vị điều độ hệ thống điện quốc gia có trách nhiệm:

a) Xác định các vị trí quan trọng trong hệ thống điện quốc gia phải xây dựng các nhà máy điện có khả năng khởi động đen;

b) Căn cứ quy hoạch phát triển điện lực quốc gia đã được phê duyệt, đề xuất danh sách các nhà máy điện cần trang bị khả năng khởi động đến trong từng giai đoạn;

c) Phối hợp với Đơn vị truyền tải điện, Đơn vị phân phối điện, Đơn vị phát điện trong quá trình thỏa thuận đấu nối để xác định các yêu cầu cụ thể về khởi động đen đối với từng nhà máy điện.

3. Bộ Công Thương công bố danh sách các nhà máy điện cung cấp dịch vụ khởi động đen.

Điều 6. Nguyên tắc xử lý sự cố rã lưới và khôi phục hệ thống điện

Việc xử lý sự cố rã lưới và khôi phục hệ thống điện phải bảo đảm các nguyên tắc sau:

1. Áp dụng các biện pháp phù hợp để khôi phục hệ thống điện trong thời gian ngắn nhất.

2. Điều khiển tần số và điện áp trong khoảng giới hạn cho phép trong quá trình khôi phục hệ thống điện, đảm bảo điều kiện hòa điện hoặc khép mạch vòng theo Quy trình thao tác trong hệ thống điện quốc gia do Bộ Công Thương ban hành, tránh rã lưới trở lại hoặc gây hư hỏng thiết bị điện trong quá trình khôi phục hệ thống điện.

3. Nhanh chóng khôi phục việc cung cấp điện cho hệ thống tự dùng của các nhà máy điện, trạm điện bị mất điện và khách hàng sử dụng điện. Việc khôi phục cấp điện cho khách hàng sử dụng điện phải căn cứ theo thứ tự ưu tiên đã được Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương xác định.

4. Trong quá trình xử lý sự cố rã lưới và khôi phục hệ thống điện, Nhân viên vận hành phải tuân thủ các quy định tại Thông tư này, các quy chuẩn kỹ thuật, Tiêu chuẩn Việt Nam, quy trình, quy định chuyên ngành, quy định khác của pháp luật có liên quan và tiêu chuẩn an toàn của thiết bị điện do nhà chế tạo quy định.

Điều 7. Nguyên tắc thực hiện khởi động đen và khôi phục hệ thống điện

1. Khởi động tổ máy phát điện của nhà máy điện khởi động đen trong hệ thống điện để cung cấp điện cho tự dùng của nhà máy điện.

2. Khôi phục trạm điện của nhà máy điện khởi động đen chính hoặc nhà máy điện khởi động đen dự phòng. Trong trường hợp hệ thống điện không có nhà máy điện khởi động đen hoặc nhà máy điện tách lưới phát độc lập thì khôi phục trạm điện bằng đường dây liên kết từ hệ thống điện khác.

3. Lần lượt đóng điện các đường dây liên kết trạm điện đã có điện với các nhà máy điện, trạm điện lân cận. Khôi phục các trạm điện, hòa điện các tổ máy phát điện của nhà máy điện, hòa điện các nhà máy điện tách lưới giữ tự dùng, nhà máy điện tách lưới phát độc lập với hệ thống điện. Trong quá trình khôi phục trạm điện, phụ tải của trạm điện được khôi phục theo yêu cầu về điều chỉnh điện áp và tần số.

4. Đóng điện đường dây liên kết và hòa điện với hệ thống điện khác, khôi phục chế độ vận hành bình thường của hệ thống điện quốc gia

5. Khôi phục phụ tải theo khả năng đáp ứng của hệ thống điện quốc gia và thứ tự ưu tiên theo danh sách khách hàng sử dụng điện quan trọng thuộc diện ưu tiên cấp điện đã được Ủy ban nhân dân tỉnh, thành phố trực thuộc trung ương phê duyệt đến khách hàng sử dụng điện khác.

Điều 8. Chi phí đầu tư, duy trì hệ thống khởi động đen

1. Chi phí duy trì hệ thống khởi động đen sẵn sàng là chi phí hợp lý, hợp lệ của nhà máy điện xác định theo các nguyên tắc sau:

a) Đối với nhà máy điện lớn, có ý nghĩa đặc biệt quan trọng về kinh tế - xã hội, quốc phòng, an ninh: Là một phần trong tổng chi phí hàng năm do Tập đoàn Điện lực Việt Nam xây dựng, trình Bộ Công Thương xem xét phê duyệt trong giai đoạn vận hành thị trường phát điện cạnh tranh và được tính trong giá điện của nhà máy khi thị trường bán buôn điện cạnh tranh vận hành chính thức;

b) Đối với nhà máy điện đã cung cấp dịch vụ dự phòng khởi động nhanh hoặc dự phòng vận hành phải phát vì an ninh hệ thống điện: Được tính toán trong giá dịch vụ phụ trợ hàng năm của nhà máy điện;

c) Đối với nhà máy điện đã có giá hợp đồng mua bán điện: Đơn vị phát điện tính toán chi phí hàng năm phục vụ duy trì, bảo dưỡng sẵn sàng hệ thống thiết bị khởi động đen, thỏa thuận ký hợp đồng cung cấp dịch vụ khởi động đen với Tập đoàn Điện lực Việt Nam.

2. Đối với nhà máy điện có yêu cầu đầu tư hệ thống khởi động đen khởi công xây dựng sau ngày Thông tư này có hiệu lực, ngoài thỏa thuận ký hợp đồng mua bán điện theo quy định, Đơn vị phát điện có trách nhiệm thỏa thuận ký hợp đồng cung cấp dịch vụ khởi động đen với Tập đoàn Điện lực Việt Nam để cung cấp dịch vụ khởi động đen, đảm bảo chi phí khấu hao, chi phí duy trì, bảo dưỡng sẵn sàng phần hệ thống thiết bị khởi động đen.

Chương III

TRÁCH NHIỆM CỦA CÁC ĐƠN VỊ THAM GIA KHỞI ĐỘNG ĐEN VÀ KHÔI PHỤC HỆ THỐNG ĐIỆN QUỐC GIA

Điều 9. Trách nhiệm của Tập đoàn Điện lực Việt Nam

1. Phê duyệt Phương án khởi động đen và khôi phục hệ thống điện quốc gia do Cấp điều độ quốc gia lập hoặc cập nhật, sửa đổi.

2. Báo cáo Cục Điều tiết điện lực về Phương án khởi động đen và khôi phục hệ thống điện quốc gia cập nhật hàng năm khi trình phê duyệt Kế hoạch vận hành hệ thống điện quốc gia năm tới hoặc khi có cập nhật, sửa đổi.

3. Trình Bộ Công Thương công bố danh sách các nhà máy điện cung cấp dịch vụ khởi động đen.

4. Thỏa thuận, ký kết hợp đồng cung cấp dịch vụ khởi động đen với các Đơn vị phát điện có hợp đồng mua bán điện hoặc hợp đồng cung cấp dịch vụ phụ trợ trong danh sách các nhà máy điện cung cấp dịch vụ khởi động đen.

5. Tính toán trong phương án giá điện hàng năm các chi phí duy trì hệ thống khởi động đen sẵn sàng để thanh toán cho nhà máy điện cung cấp dịch vụ khởi động đen.

Điều 10. Trách nhiệm của Cấp điều độ quốc gia

1. Chỉ huy khởi động đen và khôi phục hệ thống điện có cấp điện áp 500 kV.

2. Hàng năm, lập Phương án khởi động đen và khôi phục hệ thống điện quốc gia có cấp điện áp từ 220 kV trở lên và cập nhật, sửa đổi khi có thay đổi lớn về nguồn điện và lưới điện làm thay đổi đáng kể các phương án này, trình Tập đoàn Điện lực Việt Nam phê duyệt.

3. Lập, bổ sung danh sách các nhà máy điện cung cấp dịch vụ khởi động đen phù hợp với Phương án khởi động đen và khôi phục hệ thống điện quốc gia; loại bỏ những nhà máy điện không thể duy trì khả năng khởi động đen và không còn cần thiết trong Phương án khởi động đen và khôi phục hệ thống điện quốc gia và báo cáo Tập đoàn Điện lực Việt Nam.

4. Lập báo cáo và thông báo về sự cố rã lưới hệ thống điện quốc gia theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện truyền tải do Bộ Công Thương ban hành.

5. Tổ chức đào tạo và bồi dưỡng, huấn luyện nghiệp vụ khởi động đen và khôi phục hệ thống điện quốc gia, tổ chức diễn tập khởi động đen và khôi phục hệ thống điện quốc gia cho Điều độ viên quốc gia ít nhất 01 năm một lần.

6. Tham gia kiểm tra diễn tập khởi động đen và khôi phục hệ thống điện miền cho:

a) Điều độ viên miền;

b) Trưởng ca các nhà máy điện, cụm nhà máy điện thuộc quyền điều khiển;

c) Trưởng kíp hoặc trực chính các trạm điện 500 kV trực tại trạm điện hoặc Trung tâm điều khiển nhóm trạm điện.

7. Chủ trì triệu tập các đơn vị liên quan phân tích, tìm nguyên nhân các sự cố rã lưới hệ thống điện quốc gia, hệ thống điện miền và đề ra các biện pháp phòng ngừa.

8. Tính toán chỉnh định rơle bảo vệ và tự động chống sự cố rã lưới hệ thống điện quốc gia và hệ thống điện miền. Tính toán chỉnh định rơle bảo vệ và tự động khởi động đen, tách lưới giữ tự dùng, tách lưới phát độc lập của nhà máy điện thuộc quyền điều khiển.

Điều 11. Trách nhiệm của Cấp điều độ miền

1. Chỉ huy điều chỉnh tần số, điện áp hệ thống điện miền (hoặc một phần hệ thống điện miền) trong trường hợp hệ thống điện miền (hoặc một phần hệ thống điện miền) tách ra ngoài hệ thống điện quốc gia.

2. Chỉ huy khởi động đen và khôi phục hệ thống điện miền thuộc quyền điều khiển.

3. Tham gia lập Phương án khởi động đen và khôi phục hệ thống điện quốc gia có cấp điện áp 220 kV thuộc quyền điều khiển.

4. Lập Phương án khởi động đen và khôi phục hệ thống điện miền có cấp điện áp 110 kV và trình Cấp điều độ quốc gia phê duyệt.

5. Lập báo cáo và thông báo về sự cố rã lưới trong hệ thống điện miền theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện truyền tải do Bộ Công Thương ban hành.

6. Tổ chức đào tạo, huấn luyện nghiệp vụ khởi động đen và khôi phục hệ thống điện miền, tổ chức diễn tập khởi động đen và khôi phục hệ thống điện miền có cấp điện áp từ 110 kV trở lên thuộc quyền điều khiển cho Điều độ viên miền ít nhất 01 năm một lần.

7. Tham gia kiểm tra diễn tập khởi động đen và khôi phục hệ thống điện cho:

a) Điều độ viên phân phối tỉnh thuộc miền;

b) Trưởng ca các nhà máy điện, cụm nhà máy điện thuộc quyền điều khiển;

c) Trưởng kíp hoặc trực chính các trạm điện thuộc quyền điều khiển trực tại trạm điện hoặc trung tâm điều khiển trạm điện.

8. Chủ trì triệu tập các đơn vị liên quan phân tích, tìm nguyên nhân các sự cố rã lưới khu vực trong hệ thống điện miền và đề ra các biện pháp phòng ngừa.

9. Tham gia tính toán chỉnh định rơle bảo vệ và tự động chống sự cố rã lưới hệ thống điện miền. Tính toán chỉnh định rơle bảo vệ và tự động khởi động đen, tách lưới giữ tự dùng, tách lưới phát độc lập của nhà máy điện thuộc quyền điều khiển.

Điều 12. Trách nhiệm của Cấp điều độ phân phối tỉnh

1. Chấp hành sự chỉ huy, điều độ của Cấp điều độ miền trong việc khôi phục công suất của phụ tải trong hệ thống điện phân phối.

2. Chỉ huy khôi phục hệ thống điện phân phối thuộc quyền điều khiển.

3. Tham gia lập Phương án khởi động đen và khôi phục hệ thống điện miền có cấp điện áp 220 kV, 110 kV.

4. Lập Phương án khôi phục hệ thống điện phân phối thuộc quyền điều khiển trên cơ sở khôi phục phụ tải theo khả năng đáp ứng của hệ thống điện quốc gia và thứ tự ưu tiên theo danh sách khách hàng sử dụng điện quan trọng thuộc diện ưu tiên cấp điện đã được Ủy ban nhân dân tỉnh, thành phố trực thuộc trung ương phê duyệt đến khách hàng sử dụng điện khác.

5. Lập báo cáo và thông báo về sự cố rã lưới trong hệ thống điện phân phối theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện phân phối do Bộ Công Thương ban hành.

6. Tổ chức đào tạo, huấn luyện nghiệp vụ khôi phục hệ thống điện thuộc quyền điều khiển, tổ chức diễn tập khôi phục hệ thống điện phân phối thuộc quyền điều khiển cho Điều độ viên phân phối tỉnh ít nhất 01 năm một lần.

7. Tham gia kiểm tra diễn tập khôi phục hệ thống điện phân phối cho:

a) Điều độ viên phân phối quận, huyện thuộc địa bàn tỉnh;

b) Trưởng ca các nhà máy điện, cụm nhà máy điện thuộc quyền điều khiển;

c) Trưởng kíp hoặc trực chính các trạm điện thuộc quyền điều khiển trực tại trạm điện hoặc trung tâm điều khiển trạm điện.

8. Chủ trì triệu tập các đơn vị liên quan phân tích, tìm nguyên nhân các sự cố rã lưới hệ thống điện phân phối và đề ra các biện pháp phòng ngừa.

9. Tham gia tính toán chỉnh định rơle bảo vệ và tự động chống sự cố rã lưới hệ thống điện phân phối.

Điều 13. Trách nhiệm của Cấp điều độ phân phối quận, huyện

1. Chấp hành sự chỉ huy, điều độ của Cấp điều độ phân phối tỉnh trong việc khôi phục công suất của phụ tải trong hệ thống điện phân phối.

2. Chỉ huy khôi phục hệ thống điện phân phối thuộc quyền điều khiển.

3. Tham gia lập Phương án khôi phục hệ thống điện phân phối cấp điện áp 110 kV, trung áp có liên quan.

4. Lập Phương án khôi phục hệ thống điện phân phối thuộc quyền điều khiển.

5. Lập báo cáo và thông báo về sự cố rã lưới trong hệ thống điện phân phối thuộc quyền điều khiển theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện phân phối do Bộ Công Thương ban hành.

Điều 14. Trách nhiệm của Đơn vị phát điện có nhà máy điện khởi động đen

1. Đảm bảo phương thức, thiết bị sẵn sàng khởi động đen thành công.

2. Khẩn trương thực hiện công tác khắc phục sự cố thiết bị của nhà máy điện, nhanh chóng bàn giao thiết bị để đưa vào vận hành trong thời gian ngắn nhất sau sự cố.

3. Ban hành Quy trình khởi động đen của nhà máy điện sau khi đã được Cấp điều độ quốc gia thông qua.

4. Thực hiện theo Quy trình khởi động đen của nhà máy điện khi xảy ra sự cố rã lưới, đảm bảo sẵn sàng đóng điện đường dây đấu nối nhà máy điện với hệ thống điện quốc gia theo sự chỉ huy, điều độ của Cấp điều độ có quyền điều khiển.

5. Tham gia lập Phương án khởi động đen và khôi phục hệ thống điện quốc gia hoặc hệ thống điện miền.

6. Định kỳ kiểm tra, bảo dưỡng hệ thống tự dùng một chiều theo quy trình do đơn vị ban hành, đảm bảo hệ thống tự dùng một chiều không bị sự cố khi mất điện hệ thống tự dùng xoay chiều.

7. Định kỳ kiểm tra, bảo dưỡng, chạy thử nguồn điện diesel dự phòng theo quy trình do đơn vị ban hành, đảm bảo hoạt động tốt cung cấp điện cho hệ thống tự dùng xoay chiều trong trường hợp tổ máy phát điện không đủ điều kiện để khởi động đen.

8. Vận hành khởi động thử các tổ máy phát điện và các thiết bị điện chính, hệ thống, thiết bị phụ trợ liên quan để kiểm tra khả năng khởi động đen của nhà máy điện ít nhất 03 tháng một lần.

9. Tổ chức đào tạo, huấn luyện nhân viên vận hành đảm bảo đủ trình độ tham gia khởi động đen theo chức danh vận hành.

10. Tổ chức diễn tập khởi động đen toàn nhà máy điện ít nhất 01 năm một lần có sự tham gia của các Cấp điều độ có quyền điều khiển, bao gồm bố trí lực lượng vận hành, vật tư thiết bị và diễn tập theo các kịch bản từ khâu chỉ huy đến thao tác vận hành khởi động đen toàn nhà máy điện.

Điều 15. Trách nhiệm của Đơn vị phát điện có nhà máy điện tách lưới giữ tự dùng

1. Đảm bảo phương thức, thiết bị sẵn sàng tách lưới giữ tự dùng thành công.

2. Khẩn trương thực hiện công tác khắc phục sự cố thiết bị của nhà máy điện, nhanh chóng bàn giao thiết bị vào vận hành trong thời gian ngắn nhất sau sự cố.

3. Ban hành Quy trình tách lưới giữ tự dùng của nhà máy điện sau khi đã được Cấp điều độ có quyền điều khiển cao nhất đối với nhà máy điện thông qua.

4. Thực hiện theo Quy trình tách lưới giữ tự dùng của nhà máy điện khi xảy ra sự cố rã lưới, đảm bảo sẵn sàng đóng điện đường dây đấu nối nhà máy điện với hệ thống điện quốc gia theo sự chỉ huy, điều độ của Cấp điều độ có quyền điều khiển.

5. Tham gia lập Phương án khởi động đen và khôi phục hệ thống điện quốc gia hoặc hệ thống điện miền.

7. Định kỳ kiểm tra, bảo dưỡng, chạy thử nguồn điện diesel dự phòng (nếu được trang bị) theo quy trình do đơn vị ban hành, đảm bảo hoạt động tốt cung cấp điện cho hệ thống tự dùng xoay chiều trong trường hợp tách lưới giữ tự dùng không thành công.

8. Vận hành chạy thử các tổ máy phát điện và các thiết bị điện chính, hệ thống, thiết bị phụ trợ liên quan để kiểm tra khả năng tách lưới giữ tự dùng của nhà máy điện ít nhất 03 tháng một lần.

9. Tổ chức đào tạo, huấn luyện nhân viên vận hành đảm bảo đủ trình độ tham gia vận hành thiết bị tách lưới giữ tự dùng theo chức danh vận hành. Tổ chức diễn tập tách lưới giữ tự dùng toàn nhà máy điện ít nhất 01 năm một lần, bao gồm bố trí lực lượng vận hành, vật tư thiết bị và diễn tập theo các kịch bản từ khâu chỉ huy đến thao tác vận hành tách lưới giữ tự dùng toàn nhà máy điện.

Điều 16. Trách nhiệm của Đơn vị phát điện khác

Các Đơn vị phát điện có nhà máy điện không thực hiện nhiệm vụ khởi động đen hoặc không được trang bị hệ thống tự động tách lưới giữ tự dùng phải thực hiện các nhiệm vụ sau:

1. Đảm bảo phương thức vận hành của Cấp điều độ có quyền điều khiển.

3. Ban hành Quy trình xử lý sự cố mất điện toàn nhà máy điện.

4. Tham gia lập Phương án khởi động đen và khôi phục hệ thống điện quốc gia hoặc hệ thống điện miền.

5. Định kỳ kiểm tra, bảo dưỡng hệ thống tự dùng một chiều theo quy trình do đơn vị ban hành, đảm bảo hệ thống tự dùng một chiều không bị sự cố khi mất điện hệ thống tự dùng xoay chiều.

6. Định kỳ kiểm tra, bảo dưỡng, chạy thử nguồn điện diesel dự phòng (nếu được trang bị) theo quy trình do đơn vị ban hành, đảm bảo hoạt động tốt cung cấp điện cho thiết bị điện quan trọng trong trường hợp rã lưới.

7. Tổ chức đào tạo, huấn luyện nhân viên vận hành đảm bảo đủ trình độ tham gia xử lý sự cố mất điện toàn nhà máy điện. Tổ chức diễn tập xử lý sự cố mất điện toàn nhà máy điện ít nhất 01 năm một lần.

Điều 17. Trách nhiệm của Đơn vị truyền tải điện

1. Bảo đảm chất lượng dịch vụ truyền tải.

2. Khẩn trương thực hiện công tác khắc phục sự cố đường dây và trạm điện, nhanh chóng bàn giao thiết bị vào vận hành trong thời gian ngắn nhất sau sự cố.

3. Định kỳ kiểm tra, bảo dưỡng hệ thống tự dùng một chiều tại trạm điện theo quy trình do đơn vị ban hành, đảm bảo hệ thống tự dùng một chiều không bị sự cố khi mất điện hệ thống tự dùng xoay chiều.

4. Định kỳ kiểm tra, bảo dưỡng, chạy thử nguồn điện diesel dự phòng (nếu được trang bị) theo quy trình do đơn vị ban hành, đảm bảo hoạt động tốt cung cấp điện cho thiết bị điện quan trọng trong trường hợp rã lưới.

5. Tổ chức đào tạo, huấn luyện nhân viên vận hành đảm bảo đủ trình độ tham gia xử lý sự cố mất điện toàn trạm điện theo chức danh vận hành. Tổ chức diễn tập xử lý sự cố mất điện toàn trạm điện cho nhân viên vận hành ít nhất 01 năm một lần.

Điều 18. Trách nhiệm của Đơn vị phân phối điện, đơn vị phân phối và bán lẻ điện

1. Khẩn trương thực hiện công tác khắc phục sự cố đường dây và trạm điện, nhanh chóng bàn giao thiết bị vào vận hành trong thời gian ngắn nhất sau sự cố.

2. Định kỳ kiểm tra, bảo dưỡng hệ thống tự dùng một chiều tại trạm điện 110 kV theo quy trình do đơn vị ban hành, đảm bảo hệ thống tự dùng một chiều không bị sự cố khi mất điện hệ thống tự dùng xoay chiều.

3. Cung cấp danh sách khách hàng sử dụng điện quan trọng thuộc diện ưu tiên cấp điện đã được Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương phê duyệt cho Cấp điều độ phân phối tỉnh.

4. Thông báo về ngừng, giảm cung cấp điện cho khách hàng sử dụng điện theo Quy định điều kiện, trình tự ngừng, giảm mức cung cấp điện do Bộ Công Thương ban hành.

5. Tham gia kiểm tra hệ thống chuyển đổi nguồn điện nhận từ lưới điện quốc gia sang nhận từ nguồn điện dự phòng của khách hàng sử dụng điện khi được cơ quan có thẩm quyền yêu cầu.

6. Vận hành hệ thống điện phân phối khi xử lý sự cố rã lưới và khôi phục hệ thống điện phân phối theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện phân phối do Bộ Công Thương ban hành.

7. Tổ chức đào tạo, huấn luyện nhân viên vận hành đảm bảo đủ trình độ tham gia xử lý sự cố mất điện toàn trạm điện theo chức danh vận hành. Tổ chức diễn tập xử lý sự cố mất điện toàn trạm điện cho nhân viên vận hành ít nhất 01 năm một lần.

Điều 19. Trách nhiệm của Đơn vị cung cấp dịch vụ viễn thông điện lực

1. Đảm bảo kênh truyền thông tin phục vụ điều độ, vận hành hệ thống điện hoạt động thông suốt, ổn định, an toàn và tin cậy.

2. Nhanh chóng khắc phục sự cố, bất thường liên quan đến kênh truyền thông tin phục vụ điều độ, vận hành hệ thống điện do đơn vị quản lý. Kịp thời thông báo cho các đơn vị liên quan về các sự cố làm ảnh hưởng hoặc gián đoạn thông tin trong quá trình điều độ, vận hành hệ thống điện.

3. Định kỳ kiểm tra, bảo dưỡng, chạy thử nguồn điện diesel dự phòng, UPS theo quy trình do đơn vị ban hành, đảm bảo các thiết bị này luôn hoạt động tốt.

4. Tổ chức đào tạo, huấn luyện nhân viên vận hành của đơn vị đảm bảo đủ trình độ xử lý tình huống sự cố, bất thường liên quan đến kênh truyền thông tin phục vụ điều độ hệ thống điện khi mất điện lưới điện quốc gia.

Điều 20. Trách nhiệm của Đơn vị có thiết bị điện quan trọng

1. Trang bị hệ thống chuyển đổi nguồn điện nhận từ lưới điện quốc gia sang nhận từ nguồn điện dự phòng khác theo quy định của pháp luật, đảm bảo các thiết bị điện quan trọng làm việc bình thường hoặc không bị hư hỏng trong trường hợp mất điện lưới điện quốc gia.

2. Định kỳ kiểm tra, bảo dưỡng, chạy thử nguồn điện diesel dự phòng (nếu có) hoặc UPS theo quy trình do đơn vị ban hành, đảm bảo các thiết bị này luôn hoạt động tốt.

3. Tổ chức đào tạo, huấn luyện nhân viên vận hành của đơn vị đảm bảo đủ trình độ xử lý tình huống mất điện lưới điện quốc gia.

Chương IV

NHIỆM VỤ CỦA NHÂN VIÊN VẬN HÀNH

Điều 21. Nhiệm vụ của trưởng ca nhà máy điện khởi động đen, trưởng ca trung tâm điều khiển cụm nhà máy điện có nhà máy điện khởi động đen

1. Chỉ huy khởi động các tổ máy phát điện để cung cấp điện cho hệ thống tự dùng của nhà máy điện.

2. Xử lý sự cố mất điện toàn nhà máy điện theo Quy trình khởi động đen của đơn vị và Quy trình xử lý sự cố hệ thống điện quốc gia do Bộ Công Thương ban hành.

3. Chuẩn bị mọi điều kiện cần thiết để đóng điện đường dây liên kết nhà máy điện với hệ thống điện theo lệnh của Cấp điều độ có quyền điều khiển.

Điều 22. Nhiệm vụ của trưởng ca nhà máy điện tách lưới giữ tự dùng, trưởng ca trung tâm điều khiển cụm nhà máy điện có nhà máy điện tách lưới giữ tự dùng

1. Chỉ huy điều khiển công suất và điện áp của tổ máy phát điện cung cấp điện cho hệ thống tự dùng và phụ tải địa phương (nếu có).

2. Xử lý sự cố theo Quy trình tách lưới giữ tự dùng do đơn vị ban hành và Quy trình xử lý sự cố hệ thống điện quốc gia do Bộ Công Thương ban hành.

3. Chuẩn bị mọi điều kiện cần thiết để hòa điện nhà máy điện với hệ thống điện theo lệnh của Cấp điều độ có quyền điều khiển.

Điều 23. Nhiệm vụ của trưởng ca nhà máy điện tách lưới phát độc lập, trưởng ca trung tâm điều khiển cụm nhà máy điện tách lưới phát độc lập

1. Xử lý sự cố theo Quy trình xử lý sự cố hệ thống điện quốc gia do Bộ Công Thương ban hành và Quy trình tách lưới phát độc lập (nếu có); chủ động điều chỉnh tần số và điện áp đưa về giới hạn cho phép theo Quy định hệ thống điện truyền tải và Quy định hệ thống điện phân phối do Bộ Công Thương ban hành.

2. Thông báo cho Cấp điều độ hệ thống điện cấp trên về dao động tần số và điện áp để phối hợp xử lý. Chuẩn bị mọi điều kiện cần thiết để hòa điện nhà máy điện với hệ thống điện theo lệnh của Cấp điều độ có quyền điều khiển.

Điều 24. Nhiệm vụ của nhân viên vận hành tại nhà máy điện, trung tâm điều khiển cụm nhà máy điện, trạm điện, trung tâm điều khiển nhóm trạm điện

Nhân viên vận hành tại nhà máy điện (trừ nhà máy điện khởi động đen, nhà máy điện tách lưới giữ tự dùng, nhà máy điện tách lưới phát độc lập), trung tâm điều khiển cụm nhà máy điện, trạm điện, trung tâm điều khiển nhóm trạm điện có trách nhiệm thực hiện các nhiệm vụ sau:

1. Xử lý sự cố mất điện toàn nhà máy điện, trạm điện theo Quy trình xử lý sự cố hệ thống điện quốc gia do Bộ Công Thương ban hành và Quy trình xử lý sự cố của đơn vị.

2. Khởi động nguồn điện diesel dự phòng (nếu được trang bị), chuyển đổi hệ thống tự dùng sang nhận từ nguồn điện diesel dự phòng để cung cấp điện cho các thiết bị điện quan trọng theo quy trình do đơn vị ban hành.

3. Chuẩn bị mọi điều kiện cần thiết để đưa các thiết bị của nhà máy điện, trạm điện vào vận hành theo lệnh của nhân viên vận hành cấp trên.

Điều 25. Nhiệm vụ của Điều độ viên quốc gia

1. Chỉ huy điều khiển tần số và điện áp nhà máy điện tách lưới phát độc lập nối với cấp điện áp 500 kV; chỉ huy khởi động đen và khôi phục hệ thống điện cấp điện áp 500 kV.

2. Chỉ huy xử lý sự cố mất điện toàn nhà máy điện, trạm điện thuộc quyền điều khiển theo Quy trình xử lý sự cố hệ thống điện quốc gia do Bộ Công Thương ban hành.

3. Chỉ huy khởi động đen và khôi phục hệ thống điện thuộc quyền điều khiển theo Phương án đã được phê duyệt.

4. Phối hợp với Điều độ viên miền khôi phục hệ thống điện miền hoặc khôi phục hệ thống điện thuộc quyền điều khiển từ hệ thống điện miền.

5. Phối hợp các Điều độ viên miền liên quan trong việc khôi phục liên kết giữa các hệ thống điện miền qua đường dây 220 kV.

6. Lập báo cáo và thông báo về sự cố theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện truyền tải do Bộ Công Thương ban hành.

Điều 26. Nhiệm vụ của Điều độ viên miền

1. Chỉ huy điều khiển tần số và điện áp nhà máy điện tách lưới phát độc lập nối với cấp điện áp 220 kV, 110 kV; chỉ huy khởi động đen và khôi phục hệ thống điện miền có cấp điện áp 220 kV, 110 kV thuộc quyền điều khiển.

3. Chỉ huy khởi động đen và khôi phục hệ thống điện miền thuộc quyền điều khiển theo Phương án đã được phê duyệt.

4. Phối hợp với Điều độ viên quốc gia trong khôi phục hệ thống điện quốc gia hoặc khôi phục hệ thống điện miền từ hệ thống điện quốc gia. Khôi phục công suất của phụ tải hệ thống điện miền theo yêu cầu của Điều độ viên quốc gia.

5. Phối hợp với Điều độ viên quốc gia, Điều độ viên miền khác trong việc khôi phục liên kết giữa các hệ thống điện miền qua đường dây 220 kV, 110 kV.

Điều 27. Nhiệm vụ của điều độ viên phân phối tỉnh

1. Chỉ huy điều khiển tần số và điện áp nhà máy điện tách lưới phát độc lập nối với cấp điện áp đến 35 kV; chỉ huy khôi phục hệ thống điện phân phối thuộc quyền điều khiển theo Phương án đã được phê duyệt.

3. Khôi phục công suất của phụ tải hệ thống điện phân phối theo yêu cầu của Điều độ viên miền và theo thứ tự ưu tiên đã được phê duyệt.

4. Phối hợp với Điều độ viên miền, Điều độ viên phân phối tỉnh khác trong việc khôi phục liên kết giữa các hệ thống điện phân phối qua đường dây có cấp điện áp từ 35 kV trở xuống.

5. Lập báo cáo và thông báo về sự cố theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện phân phối do Bộ Công Thương ban hành.

Điều 28. Nhiệm vụ của điều độ viên phân phối quận, huyện

1. Chỉ huy khôi phục hệ thống điện phân phối thuộc quyền điều khiển theo Phương án đã được phê duyệt.

3. Khôi phục công suất của phụ tải hệ thống điện phân phối theo yêu cầu của Điều độ viên phân phối tỉnh và theo thứ tự ưu tiên đã được phê duyệt.

4. Phối hợp với Điều độ viên phân phối tỉnh, Điều độ viên phân phối quận, huyện khác trong việc khôi phục liên kết giữa các hệ thống điện phân phối qua đường dây từ 35 kV trở xuống.

5. Lập báo cáo và thông báo về sự cố theo Quy trình xử lý sự cố hệ thống điện quốc gia và Quy định hệ thống điện phân phối do Bộ Công Thương ban hành.

Chương V

TỔ CHỨC THỰC HIỆN

Điều 29. Tổ chức thực hiện

1. Cục Điều tiết điện lực có trách nhiệm phổ biến, hướng dẫn và kiểm tra việc thực hiện Thông tư này; báo cáo Bộ Công Thương công bố danh sách các nhà máy điện cung cấp dịch vụ khởi động đen.

2. Tập đoàn Điện lực Việt Nam có trách nhiệm chỉ đạo các đơn vị thành viên thực hiện Thông tư này.

Điều 30. Hiệu lực thi hành

1. Thông tư này có hiệu lực kể từ ngày 12 tháng 12 năm 2017, thay thế Quyết định số 35/2007/QĐ-BCN ngày 02 tháng 8 năm 2007 của Bộ trưởng Bộ Công nghiệp quy định khởi động đen và khôi phục hệ thống điện quốc gia.

2. Trong quá trình thực hiện Thông tư này, nếu có vấn đề vướng mắc, yêu cầu các đơn vị có liên quan phản ánh trực tiếp về Cục Điều tiết điện lực để xem xét, giải quyết theo thẩm quyền hoặc báo cáo Bộ Công Thương để giải quyết./.

CIRCULAR

PRESCRIBING BLACK START AND RESTORATION OF NATIONAL ELECTRICAL SYSTEM

Pursuant to the Government’s Decree No. 98/2017/ND-CP dated August 18, 2017 defining the Functions, Tasks, Powers and Organizational Structure of the Ministry of Industry and Trade of Vietnam;

Pursuant to the Law on Electricity dated December 03, 2004 and the Law on amendments to the Law on Electricity dated November 20, 2012;

Pursuant to the Government’s Decree No. 137/2013/ND-CP dated October 21, 2013 providing guidelines for implementation of the Law on Electricity and the Law on amendments to the Law on Electricity;

At the request of the General Director of the Electricity Regulatory Authority of Vietnam;

The Minister of Industry and Trade of Vietnam promulgates a Circular prescribing black start and restoration of the national electrical system.

Article 1. Scope

This Circular provides principles and responsibilities of individuals and entities involved in the black start that restores the national electrical system to normal operation in the event of a blackout.

Article 2. Regulated entities

This Circular applies to:

1. National load dispatch entity.

2. Electrical generation entities.

3. Electrical transmission entities.

4. Electrical distribution entities.

5. Electrical distribution and retailing entities.

8. Vietnam Electricity (EVN).

9. Other relevant organizations and individuals.

Article 3. Definitions

For the purposes of this Circular, these terms are construed as follows:

1. “dispatch body vested with control authority” means a dispatch body that has the rights to command and dispatch the electrical system in accordance with applicable regulations on hierarchical management of dispatch tasks.

2. “national dispatch body” means the dispatch body vested with the highest authority to command and dispatch the national electrical system. The National Load Dispatch Center shall act as the national dispatch body.

3. “regional dispatch body” means a dispatch body that takes charge of commanding and dispatching a regional electrical system and bears the command management of the national dispatch body. Regional dispatch bodies include Northern load dispatch center, Southern load dispatch center, and Central load dispatch center.

4. “provincial distribution dispatch body” means a dispatch body that takes charge of commanding and dispatching the electrical distribution system of a province or central-affiliated city, and bears the command management of the relevant regional dispatch body. Provincial distribution dispatch bodies include dispatch bodies affiliated to Hanoi City Power Corporation and Ho Chi Minh City Power Corporation, and provincial/city power companies affiliated to Power Corporations.

6. “normal operation” means the mode of operation of which operation parameters are maintained within the permissible limits set out in regulations on electrical transmission systems and regulations on electrical distribution systems adopted by the Ministry of Industry and Trade of Vietnam.

7. “dispatching” means the act of commanding and controlling the generation, transmission and distribution of electricity in the national electrical system according to defined procedures, technical regulations and methods of operation.

8. “dispatcher” means a person who directly takes charge of commanding and dispatching the electrical system under his/her control authority, including:

a) National dispatchers;

b) Regional dispatchers;

c) Distribution dispatchers of provinces or central-affiliated cities (hereinafter referred to as “provincial distribution dispatchers”);

d) District distribution dispatchers.

9. “national dispatcher” means a person who directly takes charge of commanding and dispatching the national electrical system in accordance with applicable regulations on hierarchical management of dispatch tasks set out in Procedures for dispatching of national electrical system promulgated by the Ministry of Industry and Trade of Vietnam.

10. “regional dispatcher” means a person who directly takes charge of commanding and dispatching the regional electrical system in accordance with applicable regulations on hierarchical management of dispatch tasks set out in Procedures for dispatching of national electrical system promulgated by the Ministry of Industry and Trade of Vietnam.

12. “provincial distribution dispatcher” means a person who directly takes charge of commanding and dispatching the electrical distribution system in accordance with applicable regulations on hierarchical management of dispatch tasks set out in Procedures for dispatching of national electrical system promulgated by the Ministry of Industry and Trade of Vietnam.

13. “electrical telecommunication service provider” means an entity that is licensed to provide telecommunication services and provides communication channel services for electricity entities to serve their dispatching and operation of electrical systems.

14. “national load dispatch entity” means an entity that takes charge of commanding and controlling the process of generation, transmission and distribution of electricity within the national electrical system, including:

a) National dispatch body;

b) Regional dispatch bodies.

15. “electrical generation entity” means an electricity entity that owns one or several power plants connected to the national electrical system and is licensed to operate in the electrical generation sector.

16. “electrical distribution entity” means an electricity entity that is licensed to distribute and sell electricity, including:

a) Power Corporations;

b) Provincial/city power companies affiliated to power corporations (hereinafter referred as “provincial power companies”).

18. “electrical transmission entity” means an electricity entity that is licensed to operate in the electrical transmission sector, and is responsible for management and operation of the national transmission system.

19. “electrical system” means a system consisting of interconnected generation facilities, electrical grids and other auxiliary facilities.

20. “regional electrical system” means an electrical system with a voltage of up to 220 kV and boundaries determined according to those of Northern, Central and Southern regions.

21. “eletcrical distribution system” means an electrical system consisting of the electrical distribution grid and power plants connected thereto for supply of electricity for electricity customers.

22. “national electrical system” means an electrical system that is synchronously controlled on a nationwide scale.

23. “electrical transmission system” means an electrical system consisting of an electrical transmission grid and power plants connected thereto.

24. “black start capability” means the ability of a power plant to start up at least one of its generating sets from a whole shutdown and be synchronized to the electrical grid without receiving the supply from a regional electrical grid.

25. “electrical system restoration” means a sequence of operations performed to restart equipment of an electrical system after a blackout.

26. “black start” means the process of restoring the entire (or parts) of the electrical system from a total (or partial) shutdown by using black start capable generating sets.

28. “ off-grid self-consumption power plant” means a power plant that is designed in a manner that allows some of its generating sets to be automatically disconnected from the electrical system to supply power to its self-consumption system or support local loading.

29. “off-grid independent-generation power plant” means a power plant that is disconnected form the national electrical system but still generates electricity to meet load demand of a region through the power lines connecting the power plant to the electrical substation of that region.

30. “operation executive” means a person who directly participates in the control of generation, transmission and distribution of electricity, and works in shifts, including:

a) Dispatchers of dispatching bodies at all levels;

b) Shift leaders, team leaders, chief watch officers and deputy chief watch officers of power plants or operation control centers for clusters of power plants;

c) Shift leaders, chief watch officers and deputy chief watch officers of electrical substations or operation control centers for groups of electrical substations;

d) Grid operators.

31. “blackout” means the disconnection between power plants and/or electrical substations resulting in the total or partial loss of power to a regional or national electrical system.

32. “important electrical equipment” means electricity-consumed equipment which may adversely affect the national security, cause serious environmental pollution, pose threat to human life, or cause significant economic loss when the power is lost.

Chapter II

PRINCIPLES FOR BLACK START AND RESTORATION OF NATIONAL ELECTRICAL SYSTEM

Article 4. Selection of black start power plants

A power plant that is selected as a black start power plant of the national electrical system shall be required to meet all of the following criteria:

1. The power plant is directly connected to an electrical system of a voltage of at least 220 kV, if it is a major black start power plant, or of at least 110 kV if it is a standby black start power plant.

2. It is equipped with an automatic frequency control system and is capable of maintaining the frequency within the permissible limits according to regulations on electrical transmission systems promulgated by the Ministry of Industry and Trade of Vietnam.

3. It is equipped with an automatic voltage control system and is capable of maintaining the voltage within the permissible limits according to regulations on electrical transmission systems and regulations on electrical distribution systems promulgated by the Ministry of Industry and Trade of Vietnam.

4. The period for black start of generating sets does not exceed 10 minutes, in case of a major black start power plant, or does not exceed 20 minutes, in case of a standby black start power plant.

2. National load dispatch entities shall:

a) determine important locations of the national electrical system at which power plants capable of black start are established;

b) based on the approved national power development plan, propose the list of power plants to be equipped to have black start capability in each period;

c) cooperate with electrical transmission entities, electrical distribution entities, and electrical generation entities in the course of reaching connection agreements in determining specific black start requirements for each power plant.

3. The Ministry of Industry and Trade of Vietnam shall make the list of black start power plants available to the public.

Article 6. Principles for response to blackouts and restoration of electrical systems

Response to blackout and restoration of an electrical system must adhere to the following principles:

1. Appropriate measures must be employed to restore the electrical system in the shortest amount of time.

2. Frequency and voltage must be maintained within the permissible limits during the process of restoration of the electrical system, provided that synchronization or loop automation requirements must be met according to operations procedures for national electrical system promulgated by the Ministry of Industry and Trade of Vietnam so as to prevent the recurrence of blackout or damage to electrical equipment in the course of restoration of the electrical system.

4. During the process of response to blackout and restoration of the electrical system, operation executives shall comply with the provisions of this Circular, technical regulations and standards of Vietnam, specialized regulations and procedures, other provisions of relevant laws, and safety standards of electrical equipment announced by their manufacturers.

Article 7. Principles for black start and restoration of electrical system

1. Restart generating sets of the black start power plant of the electricity system to supply power for self-consumption by the power plant.

2. Restore electrical substations of the major black or standby start power plant. In case the electrical system has no black start power plant or off-grid independent-generation power plant, substations will be restored through power lines connected from other electrical systems.

3. Shut down electrical lines connecting the restored substation to surrounding power plants and/or substations in turn. Restore electrical substations, synchronize generating sets of the power plant, and synchronize off-grid self-consumption power plants and off-grid independent-generation power plants. During the restoration of an electrical substation, the load of the electrical substation will be restored in a manner that meets frequency and voltage control requirements.

4. Shut down connection lines and synchronize with other electrical systems, and restore the national electrical system to normal operation

5. Restore load according to the capability of the national electrical system and in a manner that the electricity customers included in the list of critical electricity customers approved by the provincial People’s Committee will be prioritized over other electricity customers.

Article 8. Costs of investment and maintenance of black start system

1. Costs of maintenance of the availability of the black start system are considered legitimate and valid expenses of the power plant, and will be determined according to the following rules:

b) With regard to power plants providing quick-start reserve or must-run operation reserve services for ensuring security of the electrical system: Such costs will be included in the annual auxiliary service prices of power plants;

c) With regard to power plants that have entered into power purchase agreements of which prices have been determined: Electrical generation entities shall calculate annual costs of maintaining the availability of their black start systems, and carry out negotiation and conclusion of black start service contracts with EVN.

2. With regard to power plants that wish to build black start systems after this Circular becomes effective, in addition to the conclusion of power purchase agreements as prescribed, electrical generation entities shall carry out negotiation and conclusion of black start service contracts with EVN, and ensure costs of depreciation and maintenance of their black start systems.

Chapter III

RESPONSIBILITIES OF ENTITIES PARTICIPATING IN BLACK START AND RESTORATION OF NATIONAL ELECTRICAL SYSTEM

Article 9. Responsibilities of Vietnam Electricity

1. Consider giving approval for the plan for black start and restoration of the national electrical system which is formulated, updated or revised by the national dispatch body.

2. Submit reports to the Electricity Regulatory Authority of Vietnam on the annually updated plan for black start and restoration of the national electrical system when approving the plan for operation of the national electrical system for the following year or when it is updated or revised.

3. Submit the list of black start power plants to the Ministry of Industry and Trade of Vietnam for making it available to the public.

5. Calculate and include costs of maintenance of the black start system in the annual electricity pricing plan for making payments to black start power plants.

Article 10. Responsibilities of national dispatch body

1. Command the process of black start and restoration of the electrical system with a voltage of 500 kV.

2. Formulate the annual plan for black start and restoration of the national electrical system with a voltage of at least 220 kV and update or revise the plan in case where there are major changes in the power source and electrical grid which significantly affect the plan, and submit them to EVN for approval.

3. Make the list of black start power plants and add qualified power plants to the list in conformity with the plan for black start and restoration of the national electrical system; remove the power plants that have lost the black start capability and are considered unnecessary from the plan for black start and restoration of the national electrical system, and submit report on such removal to EVN.

4. Make reports and notify the blackout of the national electrical system according to procedures for response to incidents involving the national electrical system and regulations on electrical transmission systems promulgated by the Ministry of Industry and Trade of Vietnam.

5. Organize professional training and refresher courses in black start and restoration of the national electrical system, and organize drills in black start and restoration of the national electrical system for national dispatchers at least once a year.

6. Participate in inspection of drills in black start and restoration of regional electrical systems which are organized for:

a) Regional dispatchers;

c) Shift leaders or chief watch officers of 500 kV electrical substations or operation control centers for groups of electrical substations.

7. Play the leading role in convening relevant entities to analyze and find out causes of blackouts of the national electrical system and regional electrical systems and propose preventive measures.

8. Calculate settings of protective relays that automatically respond to blackouts of the national electrical system and regional electrical systems. Calculate settings of protective relays that serve the automatically black start, self-consumption off-grid or independent-generation off-grid of power plants under its control authority.

Article 11. Responsibilities of regional dispatch bodies

1. Command the control of frequency and voltage of the whole (or part) of the regional electrical system which is off-grid the national electrical system.

2. Command the black start and restoration of the regional electrical system under their control authority.

3. Participate in the formulation of the plan for black start and restoration of the national electrical system with a voltage of 220 kV under their control authority.

4. Formulate the plan for black start and restoration of the regional electrical system with a voltage of 110 kV and submit it to the national dispatch body for approval.

5. Make reports and notify the blackout of the regional electrical system according to procedures for response to incidents involving the national electrical system and regulations on electrical transmission systems promulgated by the Ministry of Industry and Trade of Vietnam.

7. Participate in inspection of drills in black start and restoration of electrical systems for:

a) Provincial distribution dispatchers affiliated to regional dispatch body;

b) Shift leaders of power plants or clusters of power plants under their control authority;

c) Shift leaders or chief watch officers of electrical substations under their watch control authority at electrical substations or operation control centers of electrical substations.

8. Play the leading role in convening relevant entities to analyze and find out causes of regional blackouts of the regional electrical system and propose preventive measures.

9. Calculate settings of protective relays that are automatically respond to blackouts of the regional electrical system. Calculate settings of protective relays that serve the automatically black start, self-consumption off-grid or independent-generation off-grid of power plants under their control authority.

Article 12. Responsibilities of provincial distribution dispatch bodies

1. Comply with command and dispatch orders of regional dispatch bodies to restore the load power of the electrical distribution systems.

2. Command the restoration of the electrical distribution system under their control authority.

4. Formulate the plan for restoration of the electrical distribution system under their control authority on the basis of restoration of load according to the capability of the national electrical system and in a manner that the electricity customers included in the list of critical electricity customers approved by the provincial People’s Committee will be prioritized over other electricity customers.

5. Make reports and notify the blackout of the electrical distribution system according to procedures for response to incidents involving the national electrical system and regulations on electrical distribution systems promulgated by the Ministry of Industry and Trade of Vietnam.

6. Organize professional training courses in restoration of the electrical systems under their control authority, and organize drills in restoration of electrical distribution systems under their control authority for provincial distribution dispatchers at least once a year.

7. Participate in inspection of drills in restoration of electrical distribution systems for:

a) District distribution dispatchers in the province;

b) Shift leaders of power plants or clusters of power plants under their control authority;

c) Shift leaders or chief watch officers of electrical substations under their watch control authority at electrical substations or operation control centers of electrical substations.

8. Play the leading role in convening relevant entities to analyze and find out causes of blackouts of the electrical distribution systems and propose preventive measures.

9. Calculate settings of protective relays that are automatically respond to blackouts of the electrical distribution systems.

Make reports and notify the blackouts of the electrical distribution systems under their control authority according to procedures for response to incidents involving the national electrical system and regulations on electrical distribution systems promulgated by the Ministry of Industry and Trade of Vietnam.

6. Organize professional training courses in restoration of the electrical systems under their control authority, and organize drills in restoration of electrical distribution systems under their control authority for district distribution dispatchers at least once a year.

Article 14. Responsibilities of electrical generation entities owning black start power plants

1. Ensure the availability of methods and equipment for successful black start.

2. Promptly take actions against failures of equipment of power plants, and transfer equipment for putting into operation in the shortest amount of time after the failure.

4. Implement the procedures for black start of power plants when a blackout event occurs, and ensure the availability of shutdown of power lines connecting the power plant with the national electrical system according to the command and dispatch orders of the national dispatch body vested with control authority.

5. Participate in the formulation of the plan for black start and restoration of the national electrical system or a regional electrical system.

6. Carry out periodical inspection and maintenance of direct current (DC) systems according to their own procedures, and ensure that the DC system will not fail in case of power loss in alternating current (AC) systems.

7. Carry out periodical inspection, maintenance and trial run of standby diesel power system according to their own procedures, and ensure that the standby diesel power system is in good operation to supply power for the AC system in case the generating sets are incapable of serving black start.

8. Carry out at least a trial operation of generating sets and major electrical equipment, and relevant auxiliary systems and equipment to check the black start capability of the power plant every 03 months.

9. Organize training courses for operation executives who are required to meet their relevant job position requirements when participating in the black start process.

10. Organize at least a black start drill on the scale of the entire power plant every year with the participation by dispatch bodies vested with control authority, including the following tasks: arrange operation executives, materials and equipment, and carry out the drill according to the predetermined scenario from the commanding stage to the performance of operations to black start the entire power plant.

Article 15. Responsibilities of electrical generation entities owning off-grid self-consumption power plants

1. Ensure the availability of methods and equipment for successful self-consumption off-grid.

3. Promulgate self-consumption off-grid procedures of the power plant after obtaining approval from the dispatch body vested with the highest control authority.

4. Implement the procedures for self-consumption off-grid of the power plant when a blackout event occurs, and ensure the availability of shutdown of power lines connecting the power plant with the national electrical system according to the command and dispatch orders of the national dispatch body vested with control authority.

5. Participate in the formulation of the plan for black start and restoration of the national electrical system or a regional electrical system.

6. Carry out periodical inspection and maintenance of DC systems according to their own procedures, and ensure that the DC system will not fail in case of power loss in AC systems.

7. Carry out periodical inspection, maintenance and trial run of standby diesel power system (if available) according to their own procedures, and ensure that the standby diesel power system is in good operation to supply power for the AC system in case of unsuccessful self-consumption off-grid.

8. Carry out at least a trial operation of generating sets and major electrical equipment, and relevant auxiliary systems and equipment to check the self-consumption off-grid capability of the power plant every 03 months.

9. Organize training courses for operation executives who are required to meet their relevant job position requirements when participating in the operation of self-consumption off-grid equipment. Organize at least a self-consumption off-grid drill on the scale of the entire power plant every year, including the following tasks: arrange operation executives, materials and equipment, and carry out the drill according to the predetermined scenario from the commanding stage to the performance of self-consumption off-grid operations for the entire power plant.

Article 16. Responsibilities of other electrical generation entities

Electrical generation entities whose power plants are not selected to perform black start tasks or are not equipped with self-consumption off-grid system shall perform the following tasks:

2. Promptly take actions against failures of equipment of power plants, and transfer equipment for putting into operation in the shortest amount of time after the failure.

3. Promulgate procedures for response to loss of power of the entire power plant.

4. Participate in the formulation of the plan for black start and restoration of the national electrical system or a regional electrical system.

5. Carry out periodical inspection and maintenance of DC systems according to their own procedures, and ensure that the DC system will not fail in case of power loss in AC systems.

6. Carry out periodical inspection, maintenance and trial run of standby diesel power system (if available) according to their own procedures, and ensure that the standby diesel power system is in good operation to supply power for the important electrical equipment in case of blackouts.

7. Organize training courses for operation executives who must be qualified to participate in the process of response to loss of power of the entire power plant. Organize at least a drill in response to loss of power of the entire power plant every year.

Article 17. Responsibilities of electrical transmission entities

1. Ensure quality of electrical transmission services.

2. Promptly take actions against failures of power lines and electrical substations, and transfer equipment for putting into operation in the shortest amount of time after the failure.

4. Carry out periodical inspection, maintenance and trial run of standby diesel power system (if available) according to their own procedures, and ensure that the standby diesel power system is in good operation to supply power for the important electrical equipment in case of blackouts.

5. Organize training courses for operation executives who are required to meet their relevant job position requirements when participating in the process of response to loss of power of the entire electrical substation. Organize at least a drill in response to loss of power of the entire electrical substation every year.

Article 18. Responsibilities of electrical distribution entities, electrical distribution and retailing entities

1. Promptly take actions against failures of power lines and electrical substations, and transfer equipment for putting into operation in the shortest amount of time after the failure.

2. Carry out periodical inspection and maintenance of DC systems of electrical stations with a voltage of 110 kV according to their own procedures, and ensure that the DC system will not fail in case of power loss in AC systems.

3. Provide lists of critical electricity consumers approved by provincial People’s Committees for provincial distribution dispatch bodies.

4. Notify suspension or reduction in supply of electricity for electricity customers according to regulations on conditions and procedures for suspension and reduction in power supply promulgated by the Ministry of Industry and Trade of Vietnam.

5. Participate in inspection of the transfer switch system that redistributes power from the national electrical grid to a customer’s backup source of power at the request of competent authorities.

6. Article 19. Responsibilities of electrical telecommunications service providers

1. Ensure uninterrupted, stable, safe and reliable operation of communication channels serving the dispatch and operation of electrical systems.

2. Promptly take actions against problems or anomalies in communication channels serving the dispatch and operation of electrical systems under their management. Promptly notify relevant entities of problems that affect or interrupt the flow of communication in the course of dispatch and operation of electrical systems.

3. Carry out periodical inspection, maintenance and trial run of standby diesel power system and UPS according to their own procedures, and ensure that these systems are always in good operation.

4. Organize training courses for their operation executives who must be qualified to take actions against against problems or anomalies in communication channels serving the dispatch and operation of electrical systems in case of power loss in the national electrical grid.

Article 20. Responsibilities of entities owning important electrical equipment

1. Equip transfer switch systems to redistribute power from the national electrical grid to a backup source of power in accordance with regulations of law, and ensure that important electrical equipment will be maintained in normal operation or will not fail in case of power loss in the national electrical grid.

2. Carry out periodical inspection, maintenance and trial run of standby diesel power system (if available) or UPS according to their own procedures, and ensure that these systems are always in good operation.

3. Organize training courses for their operation executives who must be qualified to respond to the power loss in the national electrical grid.

TASKS OF OPERATION EXECUTIVES

Article 21. Tasks of shift leaders of black start power plants or operation control centers of power plant clusters consisting of black start power plants

1. Command the start-up process of generating sets to supply power for the power plant’s self-consumption system.

2. Respond to the power loss of the entire power plant according to the power plant's black start procedures and procedures for response to incidents involving the national electrical system promulgated by the Ministry of Industry and Trade of Vietnam.

3. Make necessary preparations for shutdown of power lines connecting the power plant to the electrical system according to orders given by a dispatch body vested with control authority.

Article 22. Tasks of shift leaders of off-grid self-consumption power plants or operation control centers of power plant clusters consisting of off-grid self-consumption power plants

1. Command the control of power and voltage of generating sets that supply power for the self-consumption system of the power plant and support local load (if any).

2. Respond to incidents according to their internal self-consumption off-grid procedures and procedures for response to incidents involving the national electrical system promulgated by the Ministry of Industry and Trade of Vietnam.

3. Make necessary preparations for synchronization of the power plant to the electrical system according to orders given by a dispatch body vested with control authority.

1. Respond to incidents according to procedures for response to incidents involving the national electrical system promulgated by the Ministry of Industry and Trade of Vietnam and independent-generation off-grid procedures (if any); proactively make adjustments to maintain the frequency and voltage within the permissible limits set out in regulations on electrical transmission systems and regulations on electrical distribution systems adopted by the Ministry of Industry and Trade of Vietnam.

2. Notify superior dispatch bodies of frequency oscillation and voltage for cooperation. Make necessary preparations for synchronization of the power plant to the electrical system according to orders given by a dispatch body vested with control authority.

Article 24. Tasks of operation executives of power plants, operation control centers of power plant clusters, electrical substations, and operation control centers of electrical substation groups

Operation executives of power plants (except black start power plants, off-grid self-consumption power plants, and off-grid independent-generation power plants), operation control centers of power plant clusters, electrical substations, or operation control centers of electrical substation groups shall perform the following tasks:

1. Respond to the power loss of the entire power plant or electrical substation according to procedures for response to incidents involving the national electrical system promulgated by the Ministry of Industry and Trade of Vietnam and the power plant or electrical substation’s internal incident response procedures.

2. Start up the standby diesel power system (if available), and enable the self-consumption system to receive power from the standby diesel power system and deliver power for important electrical equipment according to their internal procedures.

3. Make necessary preparations for putting equipment of the power plant or electrical substation into operation according to orders of their superior operation executives.

Article 25. Tasks of national dispatchers

1. Command the control of frequency and voltage of the off-grid independent-generation power plant connected to 500 kV voltage system; command the black start and restoration of electrical systems with a voltage of 500 kV.

3. Command the black start and restoration of the electrical systems under their control authority according to the approved plans.

4. Cooperate with regional dispatchers in restoring regional electrical systems or electrical systems under their control authority from regional electrical systems.

5. Cooperate with relevant regional dispatchers in restoring connections between regional electrical systems through 220 kV power lines.

6. Make reports and notify incidents according to procedures for response to incidents involving the national electrical system and regulations on electrical transmission systems promulgated by the Ministry of Industry and Trade of Vietnam.

Article 26. Tasks of regional dispatchers

1. Command the control of frequency and voltage of the off-grid independent-generation power plant connected to 220 kV or 110 kV voltage system; command the black start and restoration of regional electrical systems with a voltage of 220 kV or 110 kV under their control authority.

2. Command the process of response to the power loss of the entire power plant or electrical substation under their control authority according to procedures for response to incidents involving the national electrical system promulgated by the Ministry of Industry and Trade of Vietnam.

3. Command the black start and restoration of regional electrical systems under their control authority according to the approved plans.

4. Cooperate with national dispatchers in restoring the national electrical system or regional electrical systems from the national electrical system. Restore the load power of regional electrical systems at the request of national dispatchers.

Article 27. Tasks of provincial distribution dispatchers

1. Command the control of frequency and voltage of off-grid independent-generation power plants connected to a voltage of up to 35 kV; command the restoration of electrical distribution systems under their control authority according to the approved plans.

3. Restore the load power of electrical distribution systems at the request of regional dispatchers and in the approved order of priority.

4. Cooperate with regional dispatchers and other provincial distribution dispatchers in restoring connections between electrical distribution systems through power lines of a voltage of 35 kV or lower.

5. Make reports and notify incidents according to procedures for response to incidents involving the national electrical system and regulations on electrical distribution systems promulgated by the Ministry of Industry and Trade of Vietnam.

Article 28. Tasks of district distribution dispatchers

1. Command the restoration of the electrical distribution systems under their control authority according to the approved plans.

3. Restore the load power of electrical distribution systems at the request of provincial distribution dispatchers and in the approved order of priority.

4. Cooperate with provincial distribution dispatchers and other district distribution dispatchers in restoring connections between electrical distribution systems through power lines of a voltage of 35 kV or lower.

Chapter V

IMPLEMENTATION

Article 29. Implementation organization

1. The Electricity Regulatory Authority of Vietnam shall disseminate, instruct and inspect the implementation of this Circular; submit reports to the Ministry of Industry and Trade of Vietnam for publishing of the list of black start power plants.

2. EVN shall direct its member units to implement this Circular.

2. Difficulties that arise during the implementation of this Circular should be reported to the Electricity Regulatory Authority of Vietnam for consideration and resolution within its competence or reporting the Ministry of Industry and Trade of Vietnam for consideration./.
