DECISION
ON APPROVAL OF SCHEME
FOR DEVELOPMENT OF MARICULTURE TILL 2030, ORIENTATION TOWARD 2045
PRIME MINISTER
Pursuant to Law on Governmental Organization
dated June 19, 2015; Law on amendments to Law on Government Organization and
Law on Local Governmental Organization dated November 22, 2019;
Pursuant to Law on Vietnamese sea dated June 21,
2012;
Pursuant to Law on Fishery dated November 21,
2017;
Pursuant to Resolution 36-NQ/TW dated October
22, 2018 of 12th Central Committee of the Communist Party on the Strategy for
sustainable development of Vietnam’s sea-based economy by 2030, orientation
toward 2045;
Pursuant to Decision No. 339/QD-TTg dated
March 11, 2018 of the Prime Minister on the Strategy for development of
Vietnam’s Fisheries by 2030, orientation toward 2045;

HEREBY DECIDES:
Article 1: The Scheme for development of
mariculture till 2030, orientation toward 2045 (hereinafter referred to as
"Scheme") is herein approved. The Scheme shall, inter alia, include
the following contents:
I. VIEWPOINTS
1. Investment in developing mariculture into a
large-scale commodity production that plays a significant role in terms of
output, value, and structural transformation of fisheries sector, where
enterprises are the core force for investing in the development of
industrial-scale mariculture in remote sea areas.
2. Application of advanced, modern science and
technology, development of a high-quality workforce, and investment in
synchronous infrastructure are the foundations for making a breakthrough in the
development of mariculture.
3. Mariculture development linked with innovation
and the restructuring of production toward market orientation, developing
end-to-end value chains for each product or product group to increase
value-added; development of farming, harvesting, preserving, transporting, and
processing technologies to create high-quality products, increase value, and
meet the demands of the market.
4. Mariculture development by efficiently using
marine resources, proactively adapting to climate change; organizing production
in harmony with the activities of other economic sectors at sea; integrating
with the formation of a strong national defense and security position at sea,
participating in firmly protecting national sovereignty over the sea and
islands of the Fatherland.
II. OBJECTIVES

2. Specific objectives
a) By 2025
The area of mariculture reaches 280.000 hectares,
cage volume reaches 10,0 million m3; the aquaculture production
reaches 850.000 tonnes, where:
- Mariculture in inshore areas: 270,000 hectares (20.000
hectares of near shore areas; 250.000 hectares of mudflats and inland areas);
cage volume: 8,0 million m3; aquaculture production: 750.000 tonnes
(marine fish: 60.000 tonnes, lobster: 3.000 tonnes, other crustaceans: 57.000
tonnes, mollusks: 460.000 tonnes, and seaweeds and algae: 170.000 tonnes).
- Mariculture in off-shore areas: 10.000 hectares;
cage volume: 2 million m3; aquaculture production: 100.000 tonnes (marine fish:
60.000 tonnes, other crustaceans: 10.000 tonnes, mollusks: 20.000 tonnes, and
seaweeds and algae: 10.000 tonnes).
Export turnover: 0,8 – 1,0 billion US dollars.
b) By 2030
The area of mariculture reaches 300.000 hectares,
cage volume reaches 12,0 million m3; the aquaculture production reaches
1.450.000 tonnes, where:
- Mariculture in inshore areas: 270,000 hectares
(20.000 hectares of near shore areas; 250.000 hectares of mudflats and inland
areas); cage volume: 8,5 million m3; aquaculture production: 1.110.000 tonnes
(marine fish: 80.000 tonnes, lobster: 5.000 tonnes, other crustaceans: 75.000
tonnes, mollusks: 550.000 tonnes, and seaweeds and algae: 400.000 tonnes).

Export turnover: 1,8 – 2,0 billion US dollars.
c) Orientation toward 2045
Our country's mariculture industry will reach an
advanced level under modern management. The mariculture industry will become a
significant part of the fisheries sector, contribute over 25% of the total
production, and achieve an export turnover of over 4 billion US dollars.
III. CONTENTS AND
TASKS
1. Development and application of mariculture
science and technology
- Organizing research to improve the technological
process for production of feeds and high-quality breeds, solutions for disease
prevention and treatment, technology in farming, harvesting, and preserving
products in mariculture.
- Developing science and technology in the
supporting industry serving mariculture that focuses on cage production
technology, logistics services, automated environment monitoring devices, smart
feeding systems, and related techniques and technologies to promote production
development.
- Researching, developing, applying automation
technology, artificial intelligence, digital transformation, and developing
database for management, operation, and supervision of mariculture.
2. Synchronous development of infrastructure
systems serving mariculture

- Investing in synchronous and modern technical
infrastructure for the development of offshore mariculture, including essential
infrastructure items for breed production areas for mariculture, sea areas for
mariculture, supporting industries serving mariculture, automated mariculture
environment monitoring systems, etc.
- Forming logistics vessel teams serving
mariculture with multiple functions ranging from transporting breeds and feed
to harvesting, processing, and preserving post-harvest products.
3. Development of producing of breed serving
mariculture
- Developing a research system that includes
physical infrastructure workforce for production of breed serving mariculture.
- Investing in building a system of production and
transfer of high-quality breeds for mariculture that meets the quantity and
quality demands, especially for economically valuable species with the
potential to expand commercial farming scale and market consumption (such as
microalgae, ornamental fish, ornamental organisms, etc.).
- Strict managing uses of natural breed source for
mariculture to ensure no harm to resources and sustainable development.
4. Development of feed production system for
mariculture
- Researching and developing feed formulas, feed
processing ingredients suitable for each species and stage of development,
especially in fingerlings/juveniles stages, offspring of the species raised by
mariculture.
- Building concentrated feed production areas
linked with logistics service areas for fisheries and concentrated mariculture
areas; moving towards proactive domestic production with sufficient quantity,
and ensuring quality to serve breed production and commercial rearing.

Development of mariculture in inshore areas
- Species: Prioritizing the development of species with
market demand and competitive advantages: Marine fish species; crustacean
species; mollusk species; algae species; ornamental organisms; and other
economically valuable species.
- Farming forms: Applying industrial farming and
prioritizing the development of multi-species farming models suitable for each
ecological region, carrying capacity of the environment, linked with resource
protection, development, and co-management in mudflats, coastal lagoon, and
coastal mangrove forests.
- Farming areas:
+ Provinces/cities from Quang Ninh to Ninh Binh:
Further developing the Hai Phong - Quang Ninh region into a mariculture center
linked with major fishing centers; focusing on the development of mariculture
in provinces linked with marine conservation and national tourism. Building
concentrated mollusk breed production areas to meet the demand for mollusk
breeds in the region and nationwide.
+ Provinces/cities from Thanh Hoa to Binh Thuan:
Developing mariculture linked with aquatic products processing, logistics
services, and the aquatic development infrastructure. Developing mariculture in
provinces with favorable conditions. Developing the concentrated production of
breeds of marine fish, seaweed, moss, and ornamental organisms. Building and
operating a co-management model for effective and sustainable management and
use of lobster breeds.
+ Provinces/cities from Ba Ria - Vung Tau to Kien
Giang: Focusing on developing mariculture in areas with favorable conditions;
harmoniously linking mariculture with services, eco-tourism, petroleum, wind
power, and balancing the development of mariculture with the development of
food processing industry.
b) Development of offshore mariculture
- Species: Focusing on developing the aquatic
species with competitive advantages and large consumer markets in offshore
areas; high-value marine fish species, mollusk species, and other economically
valuable aquatic species.

- Farming areas: Establishing offshore mariculture
zones in key provinces such as Quang Ninh, Hai Phong, Quang Ngai, Phu Yen,
Khanh Hoa, Ninh Thuan, Binh Thuan, Ba Ria - Vung Tau, Ca Mau, Kien Giang, and
some other regions with favorable natural conditions.
6. Developing processing and commercialization of
aquatic products
- Applying advanced technology in harvesting,
preserving, and transporting aquatic products to reduce losses and increase the
value of the products.
- Developing a modern processing system linked with
concentrated mariculture areas to produce value-added products, especially
high-value products such as: Pharmaceuticals, functional foods, etc., sourced
from species raised by mariculture.
- Developing the domestic and international market
for mariculture products through main distribution channels in key markets.
IV. SOME SPECIFIC
SOLUTIONS
1. Formulation of mechanisms and policies to
attract investment and assistance in development of mariculture
Effectively taking advantage of existing policies
to develop all stages of the mariculture supply chain; reviewing and amending
relevant policies so that they are aligned with the actual situation.

- Investment in essential infrastructure for
potential breed production zones for mariculture, including: Water supply and
drainage systems, wastewater treatment, pumping stations, surrounding dikes,
roads, primary electrical infrastructure, technical infrastructure for raising
aquatic species for breed production, technical infrastructure and equipment
for operation and management.
b) Assistance in mariculture development
- Formulating policies to attract businesses to
invest in offshore industrial-scale mariculture, supporting industries, and
product processing that applies advanced technology to create value-added
products.
- Formulating policies for assisting offshore
mariculture facilities and facilities for breed production for mariculture.
- Funding for purchasing insurance in fishery
activities in accordance with law.
- Supporting research, technology transfer, and
application of advanced technologies in offshore mariculture, harvesting,
preservation, and processing of aquatic products.
- Supporting procedures for enterprises to invest
in the development of large-scale, industrial, and long-term offshore
mariculture with economic development purpose; land leasing, water surface
leasing, sea area allocation in accordance with law.
- Supporting the conversion of scope of activities
from other economic sectors to offshore mariculture (with schemes, investment
plans, feasible and effective production organization).

- Restructuring production to align with the value chain,
from breeds, inputs, cage materials, and commercial farming to processing and
product consumption, where enterprises involved in purchasing, processing, and
consuming play a core role in linking and organizing the production chain.
- Restructuring small-scale and scattered
mariculture facilities managed with community participation, where focus is
placed on models of artels and cooperatives to enhance mutual assistance in
production, consumption, and environmental protection.

sea surface allocation for aquaculture, especially for foreign investors.
3. Aquatic breeds for mariculture
- Organizing the collection, import, storage, and
protection of original breeding stocks. Implementing research program applying
new technological advancements in domestication and selection to continuously
improve the quality of parent breeding stock. Socializing research and
technology application activities in breed production to produce and nurture a
sufficient quantity of offspring that ensure quality for commercial farming.
- Reviewing and formulating plan for prioritizing
research, selection and development of breeds for mariculture in alignment with
the overall national development plan, that focuses on high economic value
groups such as marine fish (grouper, sea bass, golden pompano, cobia, red drum,
tuna, cobia, short head croaker, etc.), mollusks (oysters, scallops, snout
otter clams, blood cockles, Asian green mussel, etc.), crustaceans (lobster,
mud crab, blue crabs, etc.), seaweed and algae production techniques
(golden-thread seaweed, cottonii seaweed, porphyra, algae, etc.), ornamental
organisms, and other entities serving offshore mariculture.

gas emissions, protect the environment, and promote green economy.
- Studying algae cultivation technology to produce
large biomass for the food, pharmaceutical, cosmetic industries, biofuel
production, and various aspects of daily life.
- Researching into harvesting, preservation,
processing techniques, extracting bioactive compounds from mariculture
products, by-products from mariculture, together with analyzing and assessing
market demands, consumer preferences of key markets, and potential markets to
develop suitable processing technologies and products.
- Establishing standards and regulations for
different farming areas and target groups toward safety and sustainability.

6. Environmental monitoring, proactive disease
prevention, and climate change adaptation
- Establishing and operating an environmental
monitoring and disease prevention system; investing and applying the
achievements of the Fourth Industrial Revolution in management and production
in concentrated mariculture areas to minimize risks, adapt to climate change,
and ensure sustainable production.
- Conduct environmental impact assessments,
carrying capacity for environment for mariculture
- Equipping communication system for all
mariculture activities to provide timely information in case of emergencies.
Cooperating with forces and activities at sea to evacuate people and rafts when
there are incidents at sea to ensure safety and minimize damage.
7. Supporting industry and services for
industrial-scale mariculture
- Collaborate with shipbuilding, petroleum,
chemical, and mechanical engineering industries to develop and improve the
technology for producing cages and pens suitable for each aquatic species,
capable of withstanding waves, storms, convenient for monitoring, caring,
managing, and harvesting.
- Prioritizing the development of technology and
fleet for transporting fresh aquatic products of high value to domestic markets
and international markets such as Hong Kong, Singapore, Japan, South Korea, etc.

8. Trade promotion and market development
- Using solutions outlined in Decision No.
1408/QD-TTg dated August 16, 2021, of the Prime Minister approving the plan for
development of the seafood processing industry for 2021 – 2030 period to
promote trade and develop the market for aquatic products.
- Integrating trade promotion activities for
mariculture products (fresh or processed) into the Program for trade promotion,
expansion of the market for seafood products nationwide.
9. International cooperation
- Organizing international cooperation activities
to transfer science and technology for cage and pen designs and materials;
technology of production of breeds, feed, commercial farming, disease
prevention, and climate change adaptation measures; training human resources
for management, research, and production in mariculture; promoting trade and
introducing Vietnamese mariculture products to regional and global markets.
- Participating in relevant international
organizations in the region related to mariculture activities to share
regulations and guidelines on environmentally sustainable and resourceful
mariculture practices.

VI. FUNDING FOR
IMPLEMENTATION OF THE SCHEME
- Implementation funding for the Scheme is covered
by the state budget in accordance with applicable regulations sourced from
enterprises' capital, capital funding, and other legitimate funds.
- Depend on the assigned tasks in the Scheme,
relevant ministries, central and local authorities shall formulate annual
activity plans and budget estimates for funding approval by competent
authorities in accordance with laws on the state budget.
- Local authorities shall allocate local budgets
and mobilize legitimate capital sources to carry out development activities,
promote mariculture development at the local level as prescribed.
Article 2. Implementation
1. The Ministry of Agriculture and Rural
Development shall
a) Take charge and cooperate with ministries,
central and local authorities in implementing the Scheme; actively integrate the
objectives and tasks of the Scheme with national target programs and schemes of
relevant ministries, central and local authorities in accordance with laws on
the state budget, public investment, and applicable regulations.
b) Formulate implementation plans and budget
estimates for funding approval by competent authorities in accordance with laws
on state budget and public investment.

d) Developing and proposing to competent
authorities for issuance the incentive policies and mechanisms to attract
investment in all stages of the mariculture production chain.
dd) Reviewing, completing documents, regulations,
standards, and national technical regulations to effectively manage the value
chain of mariculture production, aligning with practical conditions and
international integration.
2. The Ministry of Science and Technology shall
Take charge and cooperate with the Ministry of
Agriculture and Rural Development in formulating a plan to establish and
organize an appraisal council and announcing national standards in accordance
with applicable regulations; cooperate in planning, reviewing, amending, or
replacing or canceling national technical standards; take charge in the
appraising of draft national technical regulations as prescribed and according
to the contents of the Scheme. Prioritize allocating funds for science and
technology to implement activities related to research, application, and development
of technologies for mariculture.
3. The Ministry of Industry and Trade shall
Take charge and cooperate with the Ministry of
Agriculture and Rural Development in researching and implementing appropriate
policies and solutions to develop the market and address trade barriers for
mariculture products.
Cooperate with the Ministry of Agriculture and
Rural Development in researching and timely providing information on the needs
and consumer preferences of mariculture products in potential markets to develop
suitable directions in production, farming, processing, and export of
mariculture products for 2020 – 2030 period, orientation toward 2045.
4. The Ministry of Planning and Investment shall
Take charge and cooperate with the Ministry of
Finance, the Ministry of Agriculture and Rural Development in balancing and
allocating investment capital for projects under the Scheme in accordance with
Law on Public Investment and other regulations.

Take charge and cooperate with the Ministry of
Agriculture and Rural Development, Ministry of Planning and Investment, and
relevant ministries in summarizing annual recurrent expenditure estimate of the
central government budget to be submitted for approval by competent authorities
in accordance with the Law on State Budget and documents guiding the
implementation of the Project.
6. The Ministry of Natural Resources and
Environment shall
Take charge and cooperate with the Ministry of
Agriculture and Rural Development and local authorities in formulating the
National Marine Spatial Plan to be submitted for approval by competent
authorities; assess environmental impacts in mariculture; and assign sea areas
for mariculture activities in accordance with applicable regulations.
7. The Ministry of Labor, War Invalids and Social
Affairs shall
Take charge and cooperate with the Ministry of
Agriculture and Rural Development, People's Committees of coastal provinces,
centrally affiliated coastal cities in developing and implementing vocational
training programs, developing workforce for mariculture.
8. The Ministry of National Defense, Ministry of
Public Security shall
Closely monitor the implementation of projects,
programs for the development of mariculture in accordance with applicable
regulations; review security and order aspects during the licensing process for
foreign-influenced mariculture programs and projects; ensure security, order,
maintain peaceful environment, create favorable conditions for the development
of mariculture during the development and operation phases; disaster management
and search and rescue activities.
9. The Ministry of Foreign Affairs shall
Cooperate with the Ministry of Agriculture and
Rural Development in researching, proposing, and implementing activities
related to signing, accession, and implementation of treaties on fishery
cooperation, providing information on the issuance of conventions and
international agreements on fishery management in the field of mariculture in
the region and globally; cooperate in addressing issues related to offshore
mariculture.

Continue to direct credit institutions to
effectively implement current credit programs and policies supporting
agriculture, rural development, including mariculture, contributing to the
implementation of the Scheme.
11. People's Committees of provinces and centrally
coastal cities shall
a) Depend on the contents of the Scheme and local
practical conditions, direct the formulation of the Scheme implementation plan
to be submitted for approval by local competent authorities, and timely,
effectively organize the implementation.
b) Annually allocate funds from the local budget
and mobilize legitimate funding sources in accordance with regulations to
organize the implementation of the Scheme at the locality.
Review, reorganize mariculture activities in
inshore areas aligned with the contents of the Scheme, and ensure harmony with
the coastal economic activities of the locality.
12. Trade Associations shall
Cooperate with the Ministry of Agriculture and
Rural Development in propagating, educating, and disseminating to the business
community and coastal residents the regulations of Vietnamese and international
laws on farming, processing, and export of mariculture products; participate in
building the brand of mariculture products, engage in trade promotion
activities, stabilize and expand the consumer market; establish a network
providing market information to the business community; participate in
vocational training, technology transfer in mariculture; support organizations,
individuals investing in development, organizing mariculture production
according to value chains, with responsibility, quality, efficiency, and
sustainability.
Article 3. This Decision comes into force from
the date on which it is signed
