QUYẾT ĐỊNH

PHÊ DUYỆT QUY HOẠCH PHÁT TRIỂN NGÀNH VẬT LIỆU NỔ CÔNG NGHIỆP VIỆT NAM ĐẾN NĂM 2015, ĐỊNH HƯỚNG ĐẾN NĂM 2025

Căn cứ Luật Tổ chức Chính phủ ngày 25 tháng 12 năm 2001;

Xét đề nghị của Bộ Công nghiệp (nay là Bộ Công thương) tại tờ trình số 3514/TTr-BCN ngày 27 tháng 7 năm 2007, 

QUYẾT ĐỊNH:

Điều 1. Phê duyệt Quy hoạch phát triển ngành vật liệu nổ công nghiệp (VLNCN) Việt Nam đến năm 2015, định hướng đến năm 2025 với nội dung chủ yếu như sau:

1. Quan điểm phát triển

- Vật liệu nổ công nghiệp là hàng hoá, dịch vụ hạn chế kinh doanh do Nhà nước thống nhất quản lý. Quy hoạch phát triển ngành vật liệu nổ công nghiệp phải phù hợp với quy hoạch tổng thể phát triển công nghiệp Việt Nam, quy hoạch phát triển kinh tế - xã hội các địa phương, đáp ứng yêu cầu của nền kinh tế quốc dân về vật liệu nổ công nghiệp và xuất khẩu trong khu vực.

- Xây dựng và phát triển ngành vật liệu nổ công nghiệp trở thành một ngành công nghiệp tiên tiến từ khâu sản xuất nguyên liệu cơ bản đến khâu sản xuất vật liệu nổ công nghiệp, cung ứng và phục vụ dịch vụ nổ hoàn chỉnh, đảm bảo các yêu cầu an toàn, tiện dụng, hiệu quả, bảo vệ môi trường sinh thái và đảm bảo trật tự an toàn xã hội.

- Đầu tư chiều sâu, khai thác tối đa năng lực hiện có của các cơ sở sản xuất vật liệu nổ công nghiệp và các Trung tâm nghiên cứu. Phát huy nội lực, kết hợp chặt chẽ với các ngành công nghiệp hoá chất và quốc phòng, các lực lượng khoa học và công nghệ của đất nước tham gia nghiên cứu để phát triển ngành vật liệu nổ công nghiệp.

- Mở rộng hợp tác quốc tế, nghiên cứu áp dụng công nghệ tiên tiến, hiện đại của thế giới trong lĩnh vực sản xuất, sử dụng và dịch vụ nổ công nghiệp.

- Kết hợp chặt chẽ kinh tế với quốc phòng, quốc phòng với kinh tế trong việc phát triển ngành vật liệu nổ công nghiệp, nhằm hoàn thành tốt cả 2 nhiệm vụ xây dựng kinh tế và bảo vệ Tổ quốc.

2. Mục tiêu phát triển

- Hoàn thiện, hiện đại hoá dây chuyền sản xuất thuốc nổ nhũ tương hiện có, từng bước loại bỏ dần các loại thuốc nổ truyền thống (trong thành phần có TNT) để sau năm 2010 chỉ sử dụng không quá 5% đến 10% ở những nơi có điều kiện cho phép, kể cả sử dụng vật liệu nổ công nghiệp tái chế từ vật liệu nổ phế thải quốc phòng.

- Đầu tư sản xuất thuốc nổ nhũ tương rời, nhũ tương an toàn chịu nước, sức công phá mạnh cho các mỏ hầm lò có khí Metan và bụi nổ. Nghiên cứu đầu tư sản xuất một số chủng loại thuốc nổ và phụ kiện nổ phục vụ ngành Dầu khí.

- Đầu tư sản xuất Nitrat amôn (NH4NO3) là nguyên liệu chủ yếu sản xuất thuốc nổ, chủ động cung ứng cho các cơ sở sản xuất thuốc nổ. Đầu tư sản xuất một số loại nguyên liệu khác để sản xuất phụ kiện nổ.

- Tổ chức sản xuất vật liệu nổ công nghiệp, mạng lưới kinh doanh, dịch vụ nổ mìn có chuyên môn hóa cao, đáp ứng kịp thời đối với các hộ tiêu thụ, đảm bảo trật tự, an toàn xã hội.

- Đẩy mạnh công tác đào tạo nguồn nhân lực và hoàn thiện cơ chế, chính sách quản lý nhà nước đối với ngành vật liệu nổ công nghiệp.

3. Quy hoạch phát triển

a) Nhu cầu tiêu thụ vật liệu nổ công nghiệp năm 2007 khoảng 98.500 tấn; đến năm 2010 khoảng 120.000 tấn; từ năm 2015 đến năm 2025 tăng dần từ 150.000 tấn thuốc nổ/năm đến khoảng 180.000 tấn thuốc nổ/năm.

b) Mức sản xuất vật liệu nổ công nghiệp

Để đáp ứng đủ về số lượng và chủng loại vật liệu nổ công nghiệp cho nhu cầu trong nước với giả cả hợp lý và có một phần xuất khẩu, dự kiến mức sản xuất vật liệu nổ công nghiệp các năm như sau:

- Đến năm 2010: tăng dần đến khoảng 120.000 tấn thuốc nổ/năm.

- Từ năm 2011 đến năm 2015: tăng dần đến khoảng 150.000 tấn thuốc nổ/năm.

- Từ năm 2016 đến năm 2025: tăng dần đến khoảng 180.000 tấn thuốc nổ/năm.

c) Kế hoạch phát triển

- Giai đoạn 2007-2015: đẩy nhanh việc đầu tư sản xuất Nitrat amôn, thuốc nổ nhũ tương an toàn hầm lò, nhũ tương rời, vật liệu nổ cho ngành Dầu khí, nâng cấp chất lượng các loại thuốc nổ và phụ kiện nổ hiện có.

- Giai đoạn 2016-2025: đầu tư thay đổi công nghệ, nâng cấp chất lượng vật liệu nổ công nghiệp; quy mô và tiến độ đầu tư các dự án tuỳ theo tình hình thực tế của giai đoạn 2007-2015 sẽ được điều chỉnh cho phù hợp.

d) Vốn đầu tư

- Tổng vốn đầu tư phát triển ngành vật liệu nổ công nghiệp:

Ước tính nhu cầu vốn đầu tư đến năm 2025 khoảng 1.794 tỷ đồng, trong đó:

+ Giai đoạn 2007-2015 khoảng 1.294 tỷ đồng.

+ Giai đoạn 2016-2025 khoảng 500 tỷ đồng.

- Nguồn vốn đầu tư:

+ Vốn vay và các nguồn vốn khác để đầu tư theo danh mục các dự án được duyệt.

+ Vốn ngân sách nhà nước cho các công tác điều chỉnh Quy hoạch, nghiên cứu ứng dụng, chế tạo thử nghiệm và dự trữ quốc gia vật liệu nổ công nghiệp, thực hiện theo quy định hiện hành.

Điều 2. Tổ chức thực hiện

1. Bộ Công thương, với chức năng quản lý nhà nước về vật liệu nổ công nghiệp, có trách nhiệm chỉ đạo thực hiện Quy hoạch. Tổ chức danh giá việc thực hiện Quy hoạch, đề xuất điều chỉnh Quy hoạch cho phù hợp với tình hình thực tế; phối hợp với các Bộ, ngành liên quan nghiên cứu, hoàn thiện các văn bản quy phạm pháp luật và cơ chế chính sách để phát triển ngành vật liệu nổ công nghiệp.

Bộ Công thương phối hợp với Bộ Quốc phòng chỉ đạo các doanh nghiệp sản xuất vật liệu nổ công nghiệp đáp ứng đủ cho nhu cầu của nền kinh tế quốc dân; nghiên cứu, tiếp thu công nghệ để sản xuất vật liệu nổ công nghiệp phục vụ cho ngành Dầu khí.

2. Bộ Kế hoạch và Đầu tư, Bộ Tài chính phối hợp với các Bộ, ngành liên quan nghiên cứu chính sách hỗ trợ, cân đối, bố trí nguồn vốn ngân sách nhà nước cho các công tác điều chỉnh Quy hoạch, nghiên cứu ứng dụng, chế tạo thử nghiệm và dự trữ quốc gia vật liệu nổ công nghiệp.

3. Bộ Khoa học và Công nghệ phối hợp với Bộ Công thương và Bộ Quốc phòng chỉ đạo hoạt động nghiên cứu khoa học công nghệ trong ngành vật liệu nổ công nghiệp, tiếp thu và tổ chức triển khai ứng dụng khoa học, kỹ thuật tiên tiến của khu vực và thế giới để phát triển ngành vật liệu nổ công nghiệp Việt Nam.

4. Bộ Công an phối hợp với các Bộ, ngành có liên quan chỉ đạo việc đảm bảo về an ninh trật tự, phòng chống cháy nổ trong sản xuất, kinh doanh, vận chuyển, sử dụng, bảo quản vật liệu nổ công nghiệp và chống buôn bán trái phép vật liệu nổ công nghiệp.

5. Bộ Lao động - Thương binh và Xã hội phối hợp với các Bộ, ngành liên quan nghiên cứu bổ sung, sửa đổi chế độ chính sách đối với người lao động trong ngành vật liệu nổ công nghiệp.

6. Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương, căn cứ Quy hoạch được duyệt tạo điều kiện cho hoạt động đầu tư sản xuất vật liệu nổ công nghiệp, thực hiện việc quản lý kinh doanh, vận chuyển và sử dụng vật liệu nổ công nghiệp trên địa bàn theo thẩm quyền.

Điểu 3. Quyết định này có hiệu lực thi hành sau 15 ngày, kể từ ngày đăng Công báo và thay thế Quyết định số 64/2002/QĐ-TTg ngày 23 tháng 5 năm 2002 của Thủ tướng Chính phủ.

Điểu 4. Các Bộ trưởng, Thủ trưởng cơ quan ngang Bộ, Thủ trưởng cơ quan thuộc Chính phủ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương và Thủ trưởng các cơ quan liên quan chịu trách nhiệm thi hành Quyết định này./.

DECISION

APPROVING THE MASTER PLAN ON THE DEVELOPMENT OF VIETNAMS INDUSTRIAL EXPLOSIVE MATERIAL INDUSTRY UP TO 2015 WITH ORIENTATIONS TO 2025

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Ministry of Industry (now the Ministry of Industry and Trade) in Document No. 3514/TTr-BCN of July 27, 2007,

DECIDES:

Article 1. To approve the master plan on the development of Vietnams industrial explosive material industry up to 2015 with orientations to 2025 with the following principal contents:

1. Development view points

- Industrial explosive materials arc commodities and services subject to restricted trading and unified state management. The master plan on the development of the industrial explosive material industry must conform with the national industrial development planning and local socio-economic development plannings and meet the national economys demand for industrial explosive materials and the export demand in the region;

- To make intensive investment and make full use of the existing capacity of industrial explosive material production establishments and research centers. To bring into play internal resources and involve the chemicals and defense industries and the countrys science and technology forces in carrying om research for the industrial explosive material industrys development.

- To expand international cooperation and study the application of world advanced technologies to the production and use of industrial explosive materials and industrial explosion services.

- To closely combine economic development with defense, defense with economic development in the industrial explosive material industrys development in order to well fulfill both tasks of economic construction and national defense.

2. Development objectives

- To complete and modernize the existing emulsion explosive production line, step by step eliminate kinds of traditional explosives (containing TNT), including industrial explosive materials recycled from defense explosive material wastes, so that after 2010, these explosives will be used at a rate not exceeding 5%-10% only in places where conditions permit.

- To invest in the production of loose emulsive explosives, waterproof safe emulsive explosives with high blasting power for use in mine pits where methane gas and explosion dust accumulate. To study and invest in the production of some kinds of explosives and explosion support devices in service of the oil and gas industry.

- To invest in the production of ammonium nitrate (NH₄NO₃) - the main material for explosives production - for timely and adequate supply to explosive production establishments. To invest in the production of a number of other materials for the production of explosion support devices.

- To organize the industrial explosive material production, trading network and explosion services in a professional manner, promptly meeting household demand while ensuring social order and security.

- To enhance human resource training and improve state management mechanisms and policies towards the industrial explosive material industry.

a/ Industrial explosive material demand

The demand for industrial explosive materials is estimated at 98,500 tons in 2007 and 120,000 tons by 2010; from 2015 to 2025, the demand will gradually increase from 150,000 tons of explosives/year to around 180,000 tons/year.

b/ Industrial explosive material production output

In order to meet the domestic demand for industrial explosive materials sufficiently in quantity and quality and at reasonable prices and export part of the output, the industrial explosive material production output is estimated as follows:

- To gradually increase to around 120,000 tons of explosives/year by 2010.

- To gradually increase to around 150,000 tons of explosives/year from 2011 to 2015.

- To gradually increase to around 180,000 tons/ year from 2016 to 2025.

c/ Development planning

- The 2007-2015 period: To boost investment in the production of ammonium nitrate, emulsive explosives for pit safety, loose emulsive explosives, explosive materials for the oil and gas industry, to improve the quality of existing explosives and explosion support devices.

d/ Investment capital

- Total investment capital for the industrial explosive material industrys development:

The investment capital demand is estimated at VND 1,794 billion by 2025, of which:

- Around VND 1,294 billion will be for the 2007-2015 period.

- Around VND 500 billion will be for the 2016-2025 period.

- Investment capital sources:

+ Loans and other capital sources for investment according to the approved list of projects.

+ State budget capital for planning adjustment, research and development, trial production and national reserve of industrial explosive materials, will be provided in accordance with current regulations.

1. The Ministry of Industry and Trade, in performing its function of state management of industrial explosive materials, shall direct the master plans implementation. To organize the evaluation of the master plans implementation, propose adjustments to the master plan suitable to practical conditions; to coordinate with concerned ministries and branches in studying and improving legal documents, mechanisms and policies for the industrial explosive material industrys development.

The Ministry of Industry and Trade shall coordinate with the Ministry of Defense in directing industrial explosive material production enterprises to ensure sufficient supply for the national economy; to study and obtain technologies to produce industrial explosive materials in service of the oil and gas industry.

2. The Ministry of Planning and Investment and the Ministry of Finance shall coordinate with concerned ministries and branches in studying policies to support, balance and allocate state budget funds for planning adjustment, research and development, trial production and national reserves of industrial explosive materials.

3. The Ministry of Science and Technology shall coordinate with the Ministry of Industry and Trade and the Ministry of Defense in directing the industrial explosive material industrys scientific and technological research activities, and obtaining and organizing the application of regional and world advanced technologies and sciences to the development of Vietnams industrial explosive material industry.

4. The Ministry of Public Security shall coordinate with concerned ministries and branches in directing the assurance of security, order, and fire and explosion prevention and control in the production, trading, transport, use and preservation of industrial explosive materials and in fighting the illegal trading of industrial explosive materials.

5. The Ministry of Labor, War Invalids and Social Affairs shall coordinate with concerned ministries and branches in studying adjustments and supplements to policies for the industrial explosive material industrys laborers.

6. Provincial/municipal Peoples Committees shall, based on the approved master plan, facilitate activities of industrial explosive material production investment and manage, according to their competence, the trading, transport and use of industrial explosive materials in their localities.

Article 3. This Decision takes effect 15 days after its publication in CONG BAO and replaces the Prime Ministers Decision No. 64/2002/QD-TTg of May 23, 2002.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, presidents of provincial/municipal Peoples Committees, and heads of concerned agencies shall implement this Decision.
