INTRODUCING
THE CURRICULUM FRAMEWORK FOR VOCATIONAL SECONDARY TRAINING DIPLOMA, AND FOR
VOCATIONAL COLLEGE TRAINING DIPLOMA IN 05 TRADES IN THE OCCUPATION
CLASSIFICATION OF HOTEL, TOURISM, SPORTS, PERSONAL SERVICE – PRODUCTION AND
MANUFACTURE – COMPUTING AND INFORMATION TECHNOLOGY
Pursuant to the Law on Vocational Education
dated November 29, 2006;
Pursuant to the Government's Decree No.
106/2012/ND-CP dated December 20, 2012 defining the functions, tasks, powers and
organizational structure of the Ministry of Labor, War Invalids and Social
Affairs;
Pursuant to the Decision No. 58/2008/QD-BLDTBXH
dated September 6, 2008 promulgating regulations on the curriculum framework
for vocational secondary training diploma and vocational college training
diploma;
Upon the request of the Director of the General
Directorate of Vocational Training;
The Minister of Labor, War Invalids and Social
Affairs hereby introduces the Circular providing for the curriculum framework
for vocational secondary training diploma, and for vocational college training
diploma in 05 occupations in the occupation classification of hotel, tourism,
sports, personal service – production and manufacture – computing and
information technology as follows:
Article 1. Attached herewith the curriculum framework for vocational
secondary training diploma and for vocational college training diploma in
trades, such as lodging and accommodation operation, housekeeping management,
tour operation, veston tailoring technique, computer-based electronic circuit
design, and network security, which is applied to public or private vocational
colleges, vocational secondary schools, universities, junior colleges, and
professional secondary schools, obtaining registration for the abovementioned
trades (hereinafter referred to as vocational training provider), but not
applied to foreign-invested vocational training providers.

2. The curriculum framework for vocational
secondary training diploma and vocational college training diploma in the trade
“tour operation” (Appendix 2).
3. The curriculum framework for vocational
secondary training diploma and vocational college training diploma in the trade
“veston tailoring technique” (Appendix 3).
4. The curriculum framework for vocational
secondary training diploma and vocational college training diploma in the trade
“computer-based electronic circuit design” (Appendix 4).
5. The curriculum framework for vocational
secondary training diploma and vocational college training diploma in the trade
“network security” (Appendix 5).
Article 2. Pursuant to provisions laid down in this Circular, the
rectors of vocational training provider that obtain registration for the trades
or occupations referred to herein shall conduct formulation, assessment and
approval of vocational training curricula of their own schools.
Article 3. This Circular shall enter into force from July 12, 2014.
Ministries, ministerial-level agencies,
Governmental bodies, socio-political organizations and People’s Committees of
centrally-affiliated cities and provinces, the Directorate of Vocational
Training, vocational training providers obtaining registration for 06 trades
referred to herein, and relevant entities, shall be responsible for
implementing this Circular./.

of Vietnamese people and workers, leadership roles and policies or guidelines
of the Communist Party of Vietnam in the era of domestic industrialization –
modernization;
+ Enable students to understand some issues
regarding corruption; causes and consequences of corruption; significance and
importance of anti-corruption practices; responsibilities of citizens for
getting involved in anti-corruption practices;
+ Enable students to understand and exercise rights
and undertake obligations of citizens of the Socialist Republic of Vietnam; be
aware of, preserve and promote traditional values of workers; inherit and
enrich the Vietnamese cultural heritage;

- Physical and national defence training:

knowledge and training methodology concerning sports and physical activities in
order to protect and improve their health, promote their physical resilience to
meet study or labor requirements in their occupations;
+ Enable students to express and practice basic
knowledge provided by the national defence and security course;
+ Develop self-discipline and voluntary habits in
assuming their national defence obligations.
3. Career opportunities:
- After completing the vocational secondary
training diploma, students shall be qualified to undertake different work

be learnt must be pedagogically logic, ensure that students will be able to
acquire job-specific knowledge and skills in an effective manner).

1.2. Instructions for designing the curriculum of
elective vocational training subjects and modules
- Apart from compulsory vocational training
subjects and modules referred to in Section III, vocational training providers
may either design elective subjects or modules at their discretion or choose to
use those defined in the curriculum framework stipulated by Section V,
Sub-section 1.1.
- Duration of elective subjects or modules must be
designed provided that the summation of total duration of elective subjects or
modules plus total duration of compulsory ones must be equal to or greater than
the stipulated actual training duration, but does not exceed the minimum
training duration stipulated in the training plan of the entire
course.

Rector shall conduct design, assessment and introduction of the detailed
curriculum of elective vocational training subjects or modules for his/her
school.
- Example: 7 out of 11 subjects or modules defined

providers, such as room attendants, public area attendants, laundry attendants,
housekeeping clerks, supervisors, assistant executive housekeepers and chief
housekeepers, working for lodging and accommodation service providers such as
hotels, resorts or cruise ships, and instructors giving housekeeping practical
lessons to elementary housekeeping level students in hotel vocational
schools.

1.2. Instructions for designing the curriculum
of elective vocational training subjects and modules
- Apart from compulsory vocational training
subjects and modules referred to in Section III, vocational training service
providers may either design elective subjects or modules at their discretion or
choose to use those defined in the curriculum framework stipulated by Section
V, Sub-section 1.1.
- Duration of elective subjects or modules must be
designed provided that the summation of total duration of elective subjects or
modules plus total duration of compulsory ones must be equal to or greater than
the stipulated actual training duration, but does not exceed the minimum
training duration stipulated in the training plan of the entire
course.
- Duration and contents of elective subjects or
modules shall be designed by each school, and determined by taking into
consideration training objectives and specific sectoral, occupational or
regional requirements.
- On the basis of the curriculum framework, the
Rector shall conduct design, assessment and introduction of the detailed
curriculum of elective vocational training subjects or modules for his/her
school.
Example: 9 out of 12 subjects or modules defined in
the abovementioned list of elective vocational training subjects or modules may
be adopted to formulate the detailed outline of a training course, specifically

awareness of trades that they are learning, vocational training providers may
give students opportunities to pay field visits to, or study at, several
3-4-5-star hotels.

offer them opportunities to visit several historic, cultural and revolutionary
landmarks, and take part in social responsibility activities at local areas.

4. Other remarks
- The elective subjects and modules referred to in
this curriculum shall be chosen by taking into consideration the ratio of 30%
of theoretical training duration to 70% of practical training duration, but
otherwise determined to conform to actual facility, equipment and regional conditions
of vocational training providers.
- When applying this curriculum framework to
students who qualify for vertical transitions from the vocational secondary
training level, the general course plan (2 semesters) shall be adjusted. They
shall be required to learn additional unacquired knowledge and skills at that
level. Contents of graduation examination that these students have to
take shall only include advanced knowledge and skills required for the
vocational college training level.
- After deciding on elective subjects or modules,
vocational training providers may re-arrange the order of subjects or modules
in that curriculum to facilitate their administrative tasks.

shall meet the demands for training of essential knowledge and skills which are
relevant to particular sectoral, industrial and regional characteristics of
each local area.
- Apart from compulsory vocational training
subjects and modules referred to in Section III, vocational training providers
may either design several elective subjects or modules at their discretion or
choose to use those defined in the curriculum framework (for reference purposes
only) in their schools.
- Elective subjects or modules shall be identified,
based on the following criteria:

objectives of each trade;
+ Meet necessary workforce demands of each local
area (region or territorial area), or of specific enterprises;

- Vocational training providers may, at their
discretion, design duration and contents of elective subjects or modules to be
trained in their schools, or adopt or modify those suggested in this curriculum
framework in order to ensure compliance with training objectives and specific
sectoral, occupational or regional requirements at specific local areas.
- If vocational training providers refuse to accept
those suggested in this curriculum framework, they must proceed to design the
detailed outline of each lesson and chapter by using the form given in the
Section III, and then carry out evaluation and introduction of the detailed
plan for elective vocational training subjects and modules in their schools.
- Choose subjects and modules to the extent that
actual training duration requirements referred to the curriculum framework are
satisfied.

4.2. Instructions for distribution of duration
and contents of occupational practice in a service provider
- Occupational practice in service providers is
aimed at improving students’ knowledge, application of their acquired knowledge
or skills to the real occupational context.
- Contents of this occupational practice include
those that students have learned at school (this varies depending on different
practice assignments) with particular attention paid to those applicable to the
real work duties.
- Activities of this occupational practice shall be
classified into three groups as follows:
+ Students perform occupational practice
assignments at tourism enterprises or those enterprises that have jobs relating
to tour operation. In such case, teachers or instructors (who may be
experienced or qualified ones working for service providers) are needed;
+ Students perform their tour operation practice
(with instructors) at tourist sites or routes, or according to the travel
program;
+ Students may opt for combined practice forms.
- With respect to selection of form and distribution
of time of occupational practice at service providers, each vocational training
provider shall, based on their specific conditions, decide on either the
occupational practice at service providers or grouping of students for separate
practice assignments, but must ensure consistence with duration, objectives and
contents mentioned above.

1.2. Instructions for designing the detailed
curriculum of elective vocational training subjects and modules
- Vocational training providers may, at their
discretion, design duration and contents of elective subjects or modules to be
trained in their schools, or adopt or modify those suggested in this curriculum
framework in order to ensure compliance with training objectives and specific
sectoral, occupational or regional requirements at specific local areas.
- If vocational training providers refuse to accept
those suggested in this curriculum framework, they must proceed to design the
detailed outline of each lesson/ chapter by using the form given in the Section
III, and then carry out evaluation and introduction of the detailed plan for
elective vocational training subjects and modules in their schools.
- Choose subjects and modules to the extent that
actual training duration requirements referred to the curriculum framework are
satisfied.
- In order to identify the list of elective
vocational training subjects and modules, particular human resource demands of
specific regions or areas, and actual conditions of each school mentioned
hereunder, must be taken into consideration as follows:
+ Demands of learners and enterprises;
+ Teaching staff’s qualification;
+ Training facilities and equipment.
- Vocational training providers may refer to 8
elective subjects or modules listed hereunder to ensure compliance with
regulatory duration requirements under the Decision No. 58/2008/QD LDTBXH dated
09/6/2008 of the Minister of Labor, War Invalids and Social Affairs: Total of
810 hours makes up 24.5% of total duration of vocational training subjects or
modules.

may either design elective subjects or modules at their discretion or choose to
use those defined in the curriculum framework stipulated by Section V,
Sub-section 1.1.

- Apart from compulsory vocational training
subjects referred to in Section III, vocational training providers may either
design several elective subjects at their discretion or choose to use those
defined in the curriculum framework (for reference purposes only) in their
schools.
- Elective subjects shall be identified, based on
the following basic criteria:
+ Ensure conformity with general training
objectives of each trade;
+ Meet necessary demands of each industry or local
area (region or territorial area), or of specific enterprises;
+ Ensure conformity with the stipulated training
timelength;
+ Ensure compliance with the regulatory ratio of
theoretical training and practical training activities.
- Vocational training providers shall arrange
training of elective subjects in semesters provided that the training duration
is proportionate to match the training schedule and characteristics of subjects
(this may happen in the second or third training year, depending on
characteristics of each subject).
- Vocational training providers may, at their
discretion, design duration and contents of elective subjects to be trained in
their schools, or adopt or modify those suggested in this curriculum framework
in order to ensure compliance with training objectives and specific sectoral,
occupational or regional requirements at specific local areas.
- With respect to the training duration, apart from
compulsory vocational training subjects and modules referred to in the said
Section, vocational training providers may either design elective subjects or
modules at their discretion or choose to use those defined in the curriculum
framework stipulated by Section V, Sub-section 1.1. The training duration of
elective subjects or modules must be calculated provided that total training
duration of elective subjects or modules plus total training duration of
compulsory subjects or modules is equal to or greater than actual minimum
training duration, but does not exceed the actual training duration defined in
the training schedule of the entire course.

3. Instructions for determining training
duration and contents of extra-curricular activities (arranged outside of the
training timelength) which aim to achieve comprehensive education
objectives
- In order to enable students to gain sufficient
awareness of trades that they are learning, vocational training providers may
give students opportunities to pay field visits to, or study at, several
computer manufacturing and repairing workshops, factories, telecommunications
trading companies; cryptography and network security companies; network
solutions consulting and supplying companies.
- In order to educate traditional values, enhance
cultural and social awareness and knowledge, vocational training providers may
offer them opportunities to visit several historic, cultural and revolutionary
landmarks, and take part in social responsibility activities at local areas.

4. Other remarks
- When applying this curriculum framework to
students who qualify for vertical transitions from the vocational secondary
training level, the general course plan (2 semesters) shall be adjusted. They
shall be required to learn additional unacquired knowledge and skills at that
level. Contents of graduation examination that these students have to
take shall only include advanced knowledge and skills required for the
vocational college training level.

order of subjects or modules in this curriculum to facilitate their
