CIRCULAR
PROMULGATING
FRAMEWORK PROGRAMS FOR VOCATIONAL SECONDARY AND COLLEGE LEVELS FOR A NUMBER OF
VOCATIONS IN VOCATIONAL GROUP OF HOSPITALITY, TOURISM, SPORTS AND PERSONAL
SERVICES
Pursuant to the Law on vocational education and
training dated November 29, 2006;
Pursuant to the Government's Decree No.
186/2007/ND-CP on December 25, 2007 on defining the functions, tasks, powers
and organizational structure of the Ministry of Labour, War Invalids and Social
Affairs;
Pursuant to the Decision No. 58/2008/QD-BLDTBXH
dated September 06, 2008 by Minister of Labour, War Invalids and Social Affairs
promulgating regulations on framework programs for vocational secondary and
college levels;
According to appraisal results of the Appraisal
Council and at the request of the Director General of General Directorate of
Vocational Training for promulgation of the framework programs for
vocational secondary and college levels in the following vocations: Recreation
& Sports Service Management, MICE Management, and Resort management;
Ministry of Labour, War Invalids and Social
Affairs provides for the following framework programs for vocational secondary
and college levels for the said vocations.

The framework programs for vocational secondary and
college levels provided for in this Circular is not mandatory for
foreign-invested vocational training institutions.
Article 2. The framework
programs provided for in this Circular consist of:
1. The framework programs for vocational secondary
and college levels in “Recreation & Sports Service Management” (Annex 1);
2. The framework programs for vocational secondary
and college levels in “MICE Management” (Annex 2);
3. The framework programs for vocational secondary
and college levels in “Resort management” (Annex 3).
Article 3. Responsibility to
set up vocational training programs:
Rectors of vocational colleges, vocational
secondary schools, universities, colleges and professional secondary schools
that have been issued certificates of vocational training activities with
respect to the vocations prescribed in this Circular will, pursuant to regulations
in this Circular, organize the formulation, appraisal and approval for
vocational training programs of their institutions.
Article 4. Implementation
1. This Circular takes effect after 45 days as of
the date on which it is signed;

3. Duration of supplementary
general education classes for graduates from lower secondary schools: 1200 hours
(The list of
supplementary general education subjects and distribution of training duration
for each subject will comply with regulations of the Ministry of Education and
Training set forth in the framework program for professional secondary
education. Arrangement of subjects to be learnt must be pedagogically
logic to ensure that learners will be able to acquire job-specific knowledge
and skills in an effective manner).

VOCATIONAL TRAINING PROGRAMS:
1. Instructions for preparing
the list of optional vocational training subjects/ modules; training duration,
distribution of training duration and contents of study thereof:
- Total training duration for
optional vocational training subjects/modules is 675 hours, accounting for 28.8% of total minimum actual training duration for vocational
training subjects/modules (2340 hours);
- Determination of the training
duration for each optional vocational training subject/ module will also be
based on the duty analysis as that for a compulsory
vocational training subject/module.

- For preparing the list of optional vocational
training subjects/modules, vocational training institutions should base on
specific features of the training vocation and their actual conditions,
consisting of:
+ Learners'
demand (enterprises’ demand);
+
Qualifications of teachers/ lecturers;
+ Teaching
facilities and equipment.
- Vocational training institutions may select subjects/modules in the
abovementioned list of optional subjects/modules and the list of additional
optional subjects/modules so as to ensure that the training duration for
optional subjects/modules will be 675 hours, accounting for 28.8% of total
training duration for vocational subjects/modules (in which, theoretical
training duration will not exceed 270 hours).

Instructions for graduation examination:
Graduation
examination will be performed in accordance with regulations in the Circular No. 14/2007/QD - BLDTBXH dated May
24, 2007 by Minister of Labour, War Invalids and Social
Affairs. To be specific:
- Politics: set the written exam with the testing period of not exceeding 120 minutes or the multiple-choice exam with the testing period of
not exceeding 60 minutes;
- Vocational knowledge and skills: including theoretical test and
practical test. To be specific:

this professional practice may be classified into three groups as follows:
Learners may
practice at enterprises whose business activities include recreation and sports
services. In such case, learners need instructions by teachers or instructors
(who may be experienced or qualified ones working at said enterprises);
Learners may
practice recreation and sports service management operations (with instructions
by teachers) according to special subjects such as organization of recreation
service or organization of sports service;
Learners may opt
for combination of two said forms.
+ With respect to
selection of form and distribution of time of professional practice, each
vocational training institution will, based on their specific conditions,
decide either the professional practice at service providers or grouping of
learners for separate practice assignments but must ensure consistence with
duration, objectives and contents mentioned above./.

duration will not exceed 450 hours).

Instructions for graduation examination:
Graduation
examination will be performed in accordance with regulations in the Circular
No. 14/2007/QD - BLDTBXH dated May 24, 2007 by Minister of Labour, War Invalids
and Social Affairs. To be specific:
- Politics: set
the written exam with the testing period of not exceeding 120 minutes or the
multiple-choice exam with the testing period of not exceeding 60 minutes;
- Vocational
knowledge and skills: including theoretical test and practical test. To be
specific:
+ Vocational
theoretical test: written exam or multiple-choice exam with the testing period
of not exceeding 180 minutes, or oral exam in which each candidate will have 40
minutes for preparation and 20 minutes for giving answer;
+ Vocational
practical test: practical assignment on general skills for completing a product.
The testing period for each practical question sheet will not exceed 4 hours.

should base on specific features of the training vocation and their actual
conditions, consisting of:
+ Learners' demand (enterprises’
demand);

lecturers;

equipment.
- Each training institution may
select optional subjects/modules in the abovementioned list of optional
vocational training subjects/subjects provided that total training duration for
selected optional subjects/modules will be 540 hours, accounting for 22.8% of
total training duration for vocational training subjects/modules (2340 hours);
- E.g.: The management board of
the framework program for vocational secondary level selects 11 out of 14
optional subjects/modules in the abovementioned list of optional

signed with the partner.
- Contents of the professional
practice include those that learners have been taught at training institutions

attention paid to those applicable to the real work duties;

practice will be classified into three groups as follows:
+ Learners practice operations
at tourism enterprises that have jobs suitable for the MICE management
vocation. In such case, learners need instructions by teachers or instructors
(who may be experienced or qualified ones working at the said enterprises);

+ At least one month before the professional practice, the location of
the professional practice must be determined. Vocational training
institutions should make commitment with establishments where learners will
practice their professions to ensure that learners can practice their
professions under the instruction and supervision of teachers and instructors
of those establishments. Each learner must have practice diary. The instructor
will give daily comments on learner’s knowledge, skills and attitude;
- With respect to selection of
form and distribution of time of the professional practice, each vocational
training institution will, based on their specific conditions, decide either
the professional practice at service providers or grouping of learners for
separate practice assignments, but must ensure consistence with duration,
objectives and contents mentioned above./.

graduation examination:
Graduation examination will be
performed in accordance with regulations in the Circular No. 14/2007/QD -
BLDTBXH dated May 24, 2007 by Minister of Labour, War Invalids and Social
Affairs. To be specific:
- Politics: set the written exam
with the testing period of not exceeding 120 minutes or the multiple-choice
exam with the testing period of not exceeding 60 minutes;
- Vocational knowledge and
skills: including theoretical test and practical test. To be specific:
+ Vocational theoretical test:
written exam or multiple-choice exam with the testing period of not exceeding
180 minutes, or oral exam in which each candidate will have 40 minutes for
preparation and 20 minutes for giving answer;
+ Vocational practical test:
practical assignment on general skills for completing a product. The testing
period for each practical question sheet will not exceed 4 hours.

features of the training vocation and their actual conditions, consisting of:
+ Learners' demand and/or
enterprises’ demand;
+ Qualifications of teachers/
lecturers;
+ Teaching facilities and
equipment.
- Vocational training
institutions may select subjects/modules in the abovementioned list of optional
subjects/modules so as to ensure that the training duration for optional
subjects/modules will be 900 hours, accounting for 27.3% of total training
duration for vocational subjects/modules (in which, theoretical training
duration will not exceed 315 hours).
2. Instructions for
graduation examination:
Graduation examination will be
performed in accordance with regulations in the Circular No. 14/2007/QD -
BLDTBXH dated May 24, 2007 by Minister of Labour, War Invalids and Social

professional practice may be classified according to the following ways:
Leaners will
practise operations upon the completion of training program of the first or
second year at different departments (front office, housekeeping,
restaurant, cooking techniques, recreation and spa services) for 2 months;
They will have
in-depth professional practice upon the completion of training program of the third year according to their selected optional subjects for 3 months;
At least one month
before the professional practice, the location of the professional practice
must be determined. Vocational training institutions should make commitment
with Resorts to ensure that learners can practice their professions under the
instruction and supervision of teachers and instructors of selected resorts.
Each learner must have practice diary. The instructor at the Resort will give
daily comments on the learner’s knowledge, skills and attitude;
+ With respect to
selection of form and distribution of time of the professional practice, each
vocational training institution should base on their specific conditions and
operating conditions of Resorts to ensure that learners may practise their
professions at the best working environment for the purpose of assuring the
consistence with duration, objectives and contents mentioned above./.
