DECREE
ON THE ORGANIZATION AND OPERATIONS OF INSPECTION ENTITIES OF
THE LABOR, WAR INVALIDS, AND SOCIAL AFFAIRS SECTOR
Pursuant to the Law on
Government Organization dated June 19, 2015;
Pursuant to the Law on
Inspection dated November 15, 2010;
At the request of the Minister
of Labor, War Invalids, and Social Affairs;
The Government promulgates a
Decree on the organization and operations of inspection entities of the Labor,
War Invalids, and Social Affairs sector.

This Decree provides for the
organization and operations of inspection entities of the Labor, War Invalids,
and Social Affairs sector; inspectors, specialized inspection officers,
inspection collaborators in the Labor, War Invalids, and Social Affairs sector;
responsibilities of agencies, organizations, and individuals in inspection of the
Labor, War Invalids, and Social Affairs sector.
Article 2.
Inspected entities
1. Agencies, organizations, and
individuals under the management of the Ministry of Labor, War Invalids, and Social
Affairs and the Departments of Labor, War Invalids, and Social Affairs.
2. Vietnamese and foreign agencies,
organizations, and individuals are obliged to comply with legal regulations in
the fields under the management of the Ministry of Labor, War Invalids, and
Social Affairs and the Departments of Labor, War Invalids, and Social Affairs.
Chapter II
ORGANIZATION, DUTIES,
AND POWERS OF INSPECTION BODIES OF THE LABOR, WAR INVALIDS, AND SOCIAL AFFAIRS
SECTOR
Article 3.
Inspection bodies of the Labor, War Invalids, and Social Affairs sector
1. State inspection bodies:
a) Inspectorate of the Ministry of
Labor, War Invalids, and Social Affairs (hereinafter referred to as the
Ministry Inspectorate);

2. Agencies assigned to perform
specialized inspection tasks (hereinafter referred to as specialized inspection
agencies):
a) General Department of Vocational
Education;
b) Department of Overseas Labor
Management;
c) Department of Labor Safety.
Article 4.
Position and functions of the Ministry Inspectorate
1. The Ministry Inspectorate is an
agency affiliated to the Ministry of Labor, War Invalids, and Social Affairs,
which assists the Minister of Labor, War Invalids, and Social Affairs
(hereinafter referred to as the Minister) in state management of inspection,
citizen reception, resolution of complaints, whistleblowing, and
anti-corruption; conduct administrative and specialized inspections; carry out
resolution of complaints, whistleblowing, and anti-corruption in in the field
of labor, people with meritorious service, and society nationwide in accordance
with law.
2. The Ministry Inspectorate submits
to the direction and management of the Minister and submits to the professional
guidance of the Government Inspectorate.
Article 5.
Duties and powers of the Ministry Inspectorate
In addition to the duties and
powers specified in Article 18 of the Law on Inspection and Article 7 of Decree
No. 86/2011/ND-CP dated September 22, 2011 of the Government on elaboration of
and guidelines for the Law on Inspection, the Ministry Inspectorate shall also
perform the following duties and powers:

2. Guide the application of
technical standards and regulations on working conditions, labor safety, and
labor hygiene.
3. Hold training and refresher
courses in specialized inspection, citizen reception, resolution of complaints,
whistleblowing, and anti-corruption under the management of the Ministry of
Labor, War Invalids, and Social Affairs in accordance with law.
4. Provide agencies and units under
the Ministry of Labor, War Invalids, and Social Affairs with guidelines for
implementation of laws on citizen reception, resolution of complaints,
whistleblowing, and anti-corruption.
5. Provide expert guidance to the
Minister in citizen reception in accordance with law when assigned by the Minister.
6. Submit a final report on
performance of inspection, resolution of complaints, whistleblowing, citizen
reception, and anti-corruption under the management of the Ministry of Labor,
War Invalids, and Society to the Minister and the Government Inspector-General.
7. Perform other duties and powers
as prescribed by law or assigned by the Minister.
Article 6.
Duties and powers of the Chief Inspector of Ministry
In addition to the duties and
powers specified in Article 19 of the Law on Inspection and Article 8 of Decree
No. 86/2011/ND-CP, the Chief Inspector of Ministry shall also perform the
following duties and powers:
1. Decide to conduct administrative
inspection, specialized inspection and establish an inspection team to perform
inspection tasks.

3. Assist the Minister with the complaint
resolution process that falls under their jurisdiction by conducting relevant
investigations, verification, conclusions, and recommendations, and perform
other tasks in accordance with law on complaints.
4. Verify the whistleblowing
matters, make a verification conclusion, propose measures to address the
whistleblowing report under authority of the Minister when assigned, and
perform other tasks in accordance with law on whistleblowing.
5. Conduct the citizen reception in
accordance with law when assigned by the Minister.
6. Assist the Minister in
directing, urging, and checking the implementation of anti-corruption by
agencies and units under the direct management of the Minister.
7. Perform other duties and powers
as prescribed by law or assigned by the Minister.
Article 7.
Position and functions of the Department Inspectorate
1. Department Inspectorate is an
agency of the Department of Labor, War Invalids, and Social Affairs, which
assists the Director of the Department of Labor, War Invalids, and Social
Affairs to conduct administrative and specialized inspections, and resolve
complaints and denunciations, receive citizens, and conduct anti-corruption in
accordance with law.
2. Department Inspectorate submits
to the direction and management of the Director of the Department of Labor, War
Invalids, and Social Affairs (hereinafter referred to as the Department
Director); submits to direction on inspection and guidance on administrative
inspection of the Inspectorate of province or centrally affiliated city
(hereinafter referred to as province), and on specialized inspection of the
Ministry Inspectorate.

1. Investigate occupational
accidents and violations of labor safety and hygiene.
2. Guide the application of
technical standards and regulations on working conditions, labor safety, and
labor hygiene.
3. Propagate, guide, and inspect
the implementation of laws on citizen reception, resolution of complaints,
whistleblowing, and anti-corruption by agencies and units under the Ministry of
Labor, War Invalids, and Social Affairs.
4. Provide expert guidance to the
Department Director in citizen reception in accordance with law when assigned
by the Department Director.
5. Submit a final report on
performance of inspection, resolution of complaints, whistleblowing, citizen
reception, and anti-corruption to the Department Director, Chief Inspector of
Province; submit a final report on specialized inspection, resolution of
complaints, whistleblowing, citizen reception under the management of the Department
of Labor, War Invalids, and Social Affairs.
6. Perform other duties and powers
as prescribed by law or assigned by the Department Director.
Article 9.
Duties and powers of the Chief Inspector of Department
In addition to the duties and
powers specified in Article 25 of the Law on Inspection and Article 14 of
Decree No. 86/2011/ND-CP, the Chief Inspector of Department shall also perform
the following duties and powers:
1. Decide to conduct administrative
inspection, specialized inspection and establish an inspection team to perform
inspection tasks.

3. Assist the Department Director
with the complaint resolution process that falls under their jurisdiction by

Article 10.
Duties and powers in specialized inspection of the General Department of
Vocational Education, Department of Overseas Labor Management, Department of
Labor Safety
In addition to the duties and
powers specified in Article 10 of Decree No. 07/2012/ND-CP dated February 9,
2012 on specialized inspection agencies and
specialized inspection, the General Department of Vocational Education, the
Department of Overseas Labor Management, and the Department of Labor Safety
shall also perform the following duties and powers:
1. Carry out specialized inspection
in the fields under their management.
2. Submit a final report on
performance of inspection, resolution of complaints, whistleblowing, and
anti-corruption in the fields under the management of the Ministry
Inspectorate.

4. Detect, prevent, and address
violations of law within their jurisdiction, or refer these violation cases to
competent authorities for further actions as per the law.
5. Other duties and powers as per
the law.
Article 11.
Duties and powers in specialized inspection of the Director General of General
Department of Vocational Education, Director of Department of Overseas Labor
Management, Director of Department of Labor Safety
In addition to the duties and
powers specified in Article 11 of Decree No. 07/2012/ND-CP, the Director
General of General Department of Vocational Education, Director of Department
of Overseas Labor Management, Director of Department of Labor Safety shall also
perform the following duties and powers:
1. Decide to conduct specialized
inspection and establish an inspection team to perform inspection tasks as per
the law.
2. Oversee, urge, and inspect if
the inspected entities and relevant agencies, organizations, and individuals
abide by the inspection conclusion; oversee if the inspection team operates in
accordance with law.
3. Direct and inspect the
implementation of inspection, citizen reception, resolution of complaints and
whistleblowing, and anti-corruption within the scope of their responsibilities.
4. Other duties and powers as per
the law.
Article 12.
Advisory unit on specialized inspection affiliated to the General Department of
Vocational Education, Department of Overseas Labor Management, Department of
Labor Safety

2. The advisory unit on specialized
inspection shall perform the following tasks:
a) Take charge and cooperate with
units and divisions under the General Department and Department in developing
inspection programs and plans to submit them to the head of the superior body;
b) Carry out scheduled inspection,
regular inspection, or surprise inspection when assigned by the head of the
agency;
c) Resolve complaints and whistleblowing
and conduct anti-corruption in accordance with law when assigned;
d) Summarize, evaluate, and report
the performance of specialized inspection; resolve complaints and
whistleblowing, and conduct anti-corruption;
dd) Assist the head of the agency in
monitoring, urging, and inspecting the implementation of conclusions,
recommendations, and decisions following the inspection within their authority;
e) Address violations of law within
their jurisdiction, or refer these violation cases to competent authorities for
further actions;
g) Perform other duties assigned by
the head of the agency or as prescribed by law.

Article 13.
Administrative inspection
1. Administrative inspection is
carried out by the Ministry Inspectorate and the Department Inspectorate in
accordance with law.
2. Subject matters of
administrative inspection: The compliance with legal policies and
performance of duties and powers by agencies, organizations, and individuals
specified in Clause 1, Article 2 of this Decree.
Article 14.
Specialized inspection
1. Specialized inspection is
carried out by inspection bodies of the Labor, War Invalids, and Social Affairs
sector specified in Article 3 of this Decree.
2. Specialized inspection is
carried out according to regulations from Article 51 to Article 56 of the Law
on Inspection, from Article 14 to Article 32 of Decree No. 07/2012/ND-CP.
Article 15.
Subject matters of specialized inspection on labor and occupational safety and
hygiene
1. The compliance with labor
regulations: Performance of obligations by employees and employers;
employment contracts; apprenticeship, on-the-job training; workplace dialogues;
collective bargaining, collective bargaining agreement; salaries and wages;
hours of work and hours of rest; labor discipline, material liability;
compliance with exclusive provisions applicable to female workers, minor
workers, and other types of workers; compliance with other labor regulations.
2. The compliance with regulations
on occupational safety and hygiene: Implementation of measures to prevent
and control dangerous and harmful factors for workers; measures to address
technical incidents that lead to safety and health hazards, labor accidents,
and occupational diseases; provide occupational safety and health protection
for certain types of workers; ensure occupational safety and health protection
for business establishments; operations of safety and hygiene service
providers.

1. The compliance with employment
laws by employees, employers and other agencies, organizations, and individuals
related to employment, including: policies to support job creation; labor
market information; evaluation and issuance of national vocational skills
certificates; organization and operation of employment services; unemployment
insurance.
2. The compliance with social insurance
laws by social security agencies, employers, and employees.
3. Inspect if employers, employees
and employees comply with the law on the responsibility for participation in
health insurance as specified in Clause 1, Article 12 of the Law on amendments
to the Law on Health Insurance and the insured people under the management of
the Ministry of Labor, War Invalids, and Social Affairs specified in Points d,
e, g, h, i and k, Clause 3 and Clause 4, Article 12 of the Law on amendments to
the Law on Health Insurance.
Article 17.
Subject matters of specialized inspection on Vietnamese guest workers
1. Inspect the compliance with
legal regulations on the organization of specialized division of an enterprise
or public sector provider that provides Vietnamese guest worker service.
2. Inspect the compliance with the
law on signing contracts related to Vietnamese guest worker programs; worker
recruitment; vocational and foreign language training for workers; providing
training for workers on the necessary knowledge before they go to work abroad;
execution of contracts related to Vietnamese guest worker programs; management
and protection of workers’ legal rights and interests and implementation of
regulations and policies for Vietnamese guest workers; liquidation of contracts
between enterprises/public sector providers of guest worker services and guest
workers; implementation of financial regulations on Vietnamese guest workers.
3. Inspect the compliance with
other legal regulations on Vietnamese guest worker services.
Article 18.
Subject matters of specialized inspection on vocational education
1. Inspect the compliance with the
law on the organization of vocational education institutions; policies for
vocational education institutions; finance and assets of vocational education
institutions in accordance with the law on vocational education.

Article 19.
Subject matters of specialized inspection on people with meritorious services
1. Inspect the compliance with
policies and laws on incentives for people with meritorious services to the
revolution: the implementation of regulations on eligible entities, eligibility
requirements, standards, and incentives for people with meritorious services
and their relatives; responsibilities of agencies, organizations, and individuals
in implementing policies and incentives for people with meritorious services to
the revolution and their relatives.
2. Inspect the compliance with
policies and laws on allocation, management, and use of funds to implement
incentive policies for people with meritorious services to the revolution and
resistance fighters under the management of the Department of Labor, War
Invalids and Social Affairs.
Article 20.
Subject matters of specialized inspection in the field of children and other
social policies
1. Inspect the compliance with
legal regulations on child protection and care policies within the scope of
authority and responsibility of the Labor, War Invalids, and Social Affairs
sector: implementation of the national action program for children; child
protection program; raising and nurturing children with special needs, and
other programs and plans on protecting, caring for, and educating children
within the scope of authority and responsibility of the Labor, War Invalids,
and Social Affairs sector.
2. Inspect the compliance with
policies and laws on poverty reduction and social assistance; the
implementation of the national target program on poverty reduction and social
assistance programs that falls within the scope of authority and responsibility
of the Labor, War Invalids, and Social Affairs sector.
3. Inspect the compliance with
legal regulations on gender equality; the implementation of the national target
program on gender equality that falls within the scope of authority and
responsibility of the Labor, War Invalids, and Social Affairs sector.
4. Inspect the compliance with
legal regulations on policies and solutions for prostitution prevention; drug
detoxification; post-detox management; support for victims of human
trafficking; organization and operation of Centers for Treatment - Education -
Social Labor; post-detox management facilities.
5. Inspect the compliance with
legal regulations for other matters related to the labor, war invalids and
social affairs sector.

1. No later than November 1 every
year, the Director General of the General Department of Vocational Education,
the Director of the Department of Labor Safety, and the Director of the
Department of Overseas Labor Management shall, based on the guidance of the
Ministry Inspectorate and their management responsibility, send an inspection
plan to the Ministry Inspectorate for consolidation, review, and report to the
Minister. Based on the inspection program orientation and instructions of the
Government Inspector - General and management responsibility of the Labor, War
Invalids, and Social Affairs sector and inspection plans of the General
Department of Vocational Education, the Department of Labor safety, the Department
of Overseas Labor Management, the Ministry Inspectorate shall the inspection
plans to the Minister for approval no later than November 15 every year.
The Minister approves the
inspection plan no later than November 25 every year.
2. Based on the inspection plan of
the Ministry Inspectorate, the Province Inspectorate and the management
responsibility of the local Labor, War Invalids, and Social Affairs sector, the
Department Inspectorate shall formulate an inspection plan and submits it to
the Department Director no later than December 5 every year.
The Department Director approves
the inspection plan no later than December 15 every year.
3. The inspection plan specified in
Clauses 1 and 2 of this Article is sent to the inspected entities and relevant
agencies and organizations.
4. For labor inspection, every
year, the Ministry Inspectorate and Department Inspectorate may request
enterprises to self-inspect their compliance with labor regulations to serve as
a basis for formulating the next year's inspection plan. The Minister of
Labor, War Invalids, and Social Affairs shall provide specific regulations of
self-inspection by enterprises.
Article 22.
Procedures for inspection in the Labor, War Invalids, and Social Affairs sector
1. Procedures for administrative
inspection of the Labor, War Invalids, and Social Affairs sector are carried
out in accordance with the Law on Inspection, Decree No. 86/2011/ND-CP.
2. Procedures for specialized
inspection of the Labor, War Invalids, and Social Affairs sector are carried
out in accordance with the Law on Inspection, Decree No. 07/2012/ND-CP, and the
provisions of this Decree.

a) The formulation of and approval
for inspection plans, communications of inspection plans, and formulation of
outlines of matters to be reported by inspected entities are outlined in
Article 18, Article 19, Article 20 of Decree No. 07/2012/ND-CP.
In case of consecutive inspections
with the same personnel in the inspection team and subject matters of
inspection, a single inspection plan is formulated to cover all these
inspections.
b) Notification of the announcement
of the inspection decision is carried out in accordance with Article 21 of
Decree No. 07/2012/ND-CP.
When there are grounds to believe
that advance notice will compromise the results of an inspection, or immediate
intervention is necessary to protect workers' rights, or prevent imminent
danger to workplace safety and hygiene, the inspection team or inspector
conducting an independent inspection may enter production, business, or service
establishments at any time of day or night without prior notice. Such
unannounced inspections must be approved by the head of the relevant authority
at the same level.
Inspections at night and outside of
business hours should be carried out with the coordination of relevant
authorities, police, and local authorities (if necessary). The Minister of
Labor, War Invalids, and Social Affairs presides over the development of a
coordination mechanism with relevant authorities.
c) Announcement of the inspection
decision
No later than 15 days from the date
of signing the inspection decision, the inspection team leader shall announce
the inspection decision to the inspected entity. The record of inspection
decision announcement is made together with the working record of the
inspection team.
d) Report on inspection results
Within 10 days of completing the
final inspection under the plan, the inspection team leader must submit a
report on inspection results.

4. Conclusions of specialized
inspection
Within 15 days of receiving the
report on inspection results, the decision-maker must issue individual
inspection conclusions for each inspected entity, based on the report on
inspection results and any explanations provided by the entities.
The inspection conclusion adheres
to the content requirements outlined in Article 27 of Decree No. 07/2012/ND-CP.
Article 23.
Handling overlaps in inspection
1. When the Ministry of Labor, War
Invalids, and Social Affairs (MOLISA) or a Department of Labor, War Invalids,
and Social Affairs (DOLISA) finds its inspected entity and subject matter of
inspection overlaps with Vietnam Social Security (VSS) or a provincial Social
Insurance agency, the respective Minister or Director should take charge and
coordinate with the VSS Director General or provincial Social Insurance
Director to resolve the overlap.
2. The handling of overlaps in
inspection in other fields of the Labor, War Invalids, and Social Affairs
sector is carried out in accordance with law.
Article 24.
Re-inspection
1. At the Minister’s direction, the
Chief Inspector of Ministry may order a re-inspection of a case, under the
management of the Ministry of Labor, War Invalids, and Social Affairs, which
has been concluded by the head of a specialized inspection agency; or by the
General Director of VSS and President of the Provincial People's Committee, if
there are indications of legal violations.
2. At the Department Director’s
direction, the Department Inspectorate may order a re-inspection of a case,
under the management of the Department of Labor, War Invalids, and Social
Affairs, which has been concluded by the Provincial Social Security agency, if
there are indications of legal violations.

Article 25.
Reporting requirements in inspection
1. The Ministry Inspectorate shall
send reports on inspection, resolution of complaints and whistleblowing,
citizen reception, and anti-corruption to the Minister and the Government
Inspector-General within their scope responsibilities in accordance with law.
2. The heads of specialized
inspection agencies shall send reports on specialized inspection to the
Ministry Inspectorate for compilation and presentation to the Minister.
3. Department Inspectorate shall
send a report on performance of inspection, resolution of complaints,
whistleblowing, citizen reception, and anti-corruption to the Department
Director, Chief Inspector of Province; send a report on specialized inspection,
resolution of complaints, whistleblowing, citizen reception to the Chief
Inspector of Ministry.
4. Periodic reporting requirements
on inspection, citizen reception, resolution of complaints and whistleblowing,
and anti-corruption are carried out in accordance with law.
Chapter IV
INSPECTORS, SPECIALIZED
INSPECTION OFFICERS, INSPECTION COLLABORATORS IN THE LABOR, WAR INVALIDS, AND
SOCIAL AFFAIRS SECTOR
Article 26.
Inspectors of the Labor, War Invalids, and Social Affairs sector
1. Inspectors of the Labor, War
Invalids, and Social Affairs sector are officers of the Ministry Inspectorate
and Department Inspectorate who are appointed to the inspection rank to perform
inspection tasks and other tasks in accordance with law.

3. Inspectors of the Labor, War
Invalids, and Social Affairs sector are provided with inspection uniforms,
inspection cards, badges, shoulder straps, ranks and enjoy policy benefits in
accordance with law.
4. Inspectors assigned to
unexpected inspection tasks at night or outside of office hours are entitled to
respective benefits in accordance with the Labor Code.
Article 27.
Specialized inspection officers of the Labor, War Invalids, and Social Affairs
sector
1. Specialized
inspection officers of the Labor, War Invalids, and Social Affairs are
people on the payroll of a specialized inspection agency specified in Clause 2,
Article 3 of this Decree, approved by the head of this agency.
2. Specialized inspection officers
of the Labor, War Invalids, and Social Affairs must meet the qualifications and
conditions as prescribed in Article 12 of Decree No. 07/2012/ND-CP.
3. Specialized inspection officers
of the Labor, War Invalids, and Social Affairs are provided with uniforms,
specialized inspection officer cards and are paid remuneration when performing
inspection tasks in accordance with law.
4. Specialized inspection officers
of the Labor, War Invalids, and Social Affairs are entitled to impose
administrative violations in accordance with law on sanctions of administrative
violations.
Article 28.
Inspection collaborators of the Labor, War Invalids, and Social Affairs sector
1. Inspection collaborators of the
Labor, War Invalids, and Social Affairs sector are people who are not on the
payroll of the state inspection agency and are recruited by the Ministry
Inspectorate or Department Inspectorate to join the inspection team to perform
their inspection tasks in the fields of labor, war invalids, and social affairs
sector.

3. The Minister of Labor, War
Invalids, and Social Affairs shall provide specific guidance on qualifications
for inspection collaborators, remuneration policies for inspection
collaborators in accordance with the characteristics of inspection conducted by
the Ministry.
Chapter V
RESPONSIBILITIES OF
INSPECTION ENTITIES OF THE LABOR, WAR INVALIDS, AND SOCIAL AFFAIRS SECTOR
Article 29.
Responsibilities of the Minister of Labor, War Invalids, and Social Affairs

arrange officers with professional competence, expertise, and ethical qualities
to do inspection; organize, direct, and ensure operating conditions for
inspection.
5. Perform other duties as
prescribed by law.

1. Organize, direct, and implement
the consolidation of the organizational structure, staffing, uniforms,
vehicles, technical equipment, and operating budget of the Department
Inspectorate at the request of the Department Director.
2. Issue regulations on
coordination of operations between the Department Inspectorate and police
agencies, market management agencies, other specialized inspection agencies,
People's Committees at all levels and relevant organizations in the province.
Article 31.
Responsibilities of the Director of Department of Labor, War Invalids, and
Social Affairs
1. Lead inspection operations
within the management scope of the Department of Labor, War Invalids, and Social
Affairs.
2. Direct formulation of and
approval for annual inspection plans.
3. Promptly handle inspection
conclusions and requests.
4. Strengthen the organization and
ensure funding and operating conditions of the Department Inspectorate in
accordance with their authority.
5. Promptly resolve difficulties
and problems related to inspection; handle overlapping issues in inspection
within the scope of its management.
6. Perform other duties as
prescribed by law.

1. The Ministry Inspectorate
coordinates with units affiliated to the Government Inspectorate; Inspectors of
ministries and branches; Vietnam Social Security; Vietnam General Confederation
of Labor, Vietnam Chamber of Commerce and Industry (VCCI); other representative
organizations of employers and employees; socio-political, socio-professional
organizations; General Department, Departments under the Ministry of Labor, War
Invalids, and Social Affairs, Province Inspectorate, Departments of Labor, War
Invalids, and Social Affairs and relevant agencies and units relevant to
inspection and resolution of complaints, whistleblowing, and anti-corruption.
2. Department Inspectorate
coordinates with Ministry Inspectorate; Province Inspectorate; specialized
agencies, Inspectorates of departments and branches of the province; Social
security agencies of provinces and centrally affiliated cities; Provincial
Labor Confederation, other representative organizations of employers and
employees; socio-political, socio-professional organizations; District
Inspectorates, Divisions of Labor, War Invalids, and Social Affairs, and
agencies relevant to inspection, resolution of complaints and whistleblowing,
citizen reception, and anti-corruption
3. General Department of Vocational
Education, Department of Overseas Labor Management, Department of Labor Safety
coordinate with relevant agencies, units, and socio-political, socio-professional
organizations within the scope of specialized inspection assigned in this
Decree, in accordance with law.
Article 33.
Coordination responsibilities of inspected entities
Agencies, organizations, and
individuals being inspected entities shall coordinate with inspection bodies of
the Labor, War Invalids, and Social Affairs sector; perform the rights and
obligations of inspected entities in accordance with the law.
Chapter VI
IMPLEMENTATION
Article 34.
Entry into force
This Decree comes into force as of
November 20, 2017, supersedes Decree No. 39/2013/ND-CP dated April 24, 2013 of
the Government on the organization and operation of inspection entities of
Labor, War Invalids, and Social Affairs sector.

Ministers, Heads of ministerial-level
agencies, Heads of Governmental agencies, Presidents of People’s Committees of
provinces and central-affiliated cities, and relevant entities shall implement
this Decree./.
