PROMULGATION
OF NATIONAL TECHNICAL REGULATION ON BUS STATION, NATIONAL TECHNICAL REGULATION
ON TRUCK STATION, AND NATIONAL TECHNICAL REGULATION ON WEIGH STATION
Pursuant to the Law on Road dated
June 27, 2024;
Pursuant to the Law on Road Traffic
Order and Safety dated June 27, 2024;
Pursuant to Law on standards and
technical regulations dated June 29, 2006;
Pursuant to Law on Product and Goods
Quality dated November 21, 2007;
Pursuant to Government’s Decree No.
127/2007/ND-CP dated August 1, 2007 on the implementation of certain articles
of the Law on standards and technical regulations; Government’s Decree No.
78/2018/ND-CP dated May 16, 2018 on amendments to certain articles of
Government’s Decree No. 127/2007/ND-CP dated August 1, 2007 on the
implementation of certain articles of the Law on standards and technical
regulations;
Pursuant to the Government’s Decree
No. 56/2022/ND-CP dated August 24, 2022 defining the functions, tasks,

promulgates a Circular on National technical regulation on bus station, National technical regulation on
truck station and National technical regulation on weigh station
Article
1. Promulgated together
with this Circular are the National technical regulation on bus station, the National
technical regulation on truck station, and the National technical regulation on
weigh station. To be specific:
1. National technical regulation on
bus station
No: QCVN 45:2024/BGTVT.
2. National technical regulation on truck
station
No: QCVN 114:2024/BGTVT.
3. National technical regulation on
roadside station

Article 2. Implementation clauses
1. This Circular comes into force
from January 01, 2025.
2. The following Circulars shall
cease to have effect:
a) Circular No. 49/2012/TT-BGTVT
dated December 12, 2012 of the Minister of Transport on National technical
regulation on bus station;
b) Circular No. 73/2015/TT-BGTVT
dated November 11, 2015 of the Minister of Transport on National technical
regulation on bus station - Amendment 1: 2015;
c) Circular No. 47/2023/TT-BGTVT
dated December 12, 2023 of the Minister of Transport on National technical
regulation on truck station;
d) Circular No. 48/2012/TT-BGTVT dated
November 15, 2012 of the Minister of Transport on National technical regulation
on roadside station;
dd) Circular No. 09/2024/TT-BGTVT
dated April 05, 2024 of the Minister of Transport on Amendment 01: 2024 QCVN

technical regulation on Roadside station
Introduction
QCVN 43:2024/BGTVT is written by the
Department for Roads of Vietnam, requested by the Department of Science,
Technology and Environment, approved by the Ministry of Science and Technology,
and issued by the Minister of Transport under Circular No. 56/2024/TT-BGTVT
dated November 15, 2024.
QCVN 43:2024/BGTVT replaces QCVN
43:2012/BGTVT issued under Circular No. 48/2012/TT-BGTVT dated November 15,
2012 by the Minister of Transport and Amendment 01:2024 QCVN 43:2012/BGTVT -
National technical regulation on roadside station issued under Circular No. 09/2024/TT-BGTVT
dated April 5, 2024 of the Minister of Transport.

This Regulation stipulates the technical
requirements to be complied with in the investment, construction, renovation or
upgrade of roadside station.
1.2. Regulated entities
This Regulation applies to
organizations and individuals involved in the investment, construction,
renovation, upgrade, management, and operation of roadside stations.

1.4. Interpretation of terms
1.4.1. Roadside station refers
to structures within the road infrastructure, provide services for road users
and vehicles participating in traffic.
1.4.2. Access road to the
roadside station refers to the road connected from the main road, slip road
or collector road to the roadside station.
1.4.3. Parking space refers
to area designated for road vehicles to park when vehicle operators and
passengers use services at the roadside station.
1.4.4. Information provision area
refers to the place where documents, books, newspapers, maps, and other
audio-visual equipment are placed for information dissemination.

II TECHNICAL REGULATION
2.1. General provisions
2.1.1. The connection of access roads
to roadside stations must comply with the regulations on road traffic
connection.
2.1.2. Roadside stations have these following
basic functions:
2.1.2.1. Provide free services for
vehicle operators, passengers, and road users. To be specific: parking spaces; restrooms;
rest areas; and information provision areas;
2.1.2.2. Provide assistance in
rescue, relief, and first aid in traffic accidents or other emergencies;
2.1.2.3. Provide commercial
services, such as fuel and energy supply; food and beverage services; product
introduction and sale for passengers, vehicle operators, and road users.
2.1.3. Construction and equipment of
roadside stations must be built and installed corresponding to the
classification of works prescribed in TCVN 4319:2012.
2.1.4. Power, water, lighting, and
communication systems of roadside stations must be synchronized, completed, and
comply with the regulations in QCVN 07:2010/BXD, TCVN 4319:2012 in order to
provide safe, continuous, and stable services to road users and vehicles
participating in traffic. The power system that provides power for electric
vehicle supply equipment must be synchronized and completed according to the
usage needs and investment stages.

2.2. Regulations regarding to
minimum work items
2.2.1. Roadside stations must have
at least the following work items:
2.2.1.1. Parking space;
2.2.1.2. Rest area (area with
roofing and green spaces with seating for road users, passengers, and drivers);
2.2.1.3. Break room for drivers;

specified in point 1.4.4 of this Regulation.

2.3. Regulations on minimum work

each type of roadside station:

classified into 4 types based on the area and minimum construction items. The
areas for each type are stipulated as follows:

2.3.1.2. Classification and scope of
each type of roadside station:
Scale and service capacity shall be
determined on the basis of the traffic flow and specific conditions of the area
where the roadside station is located to meet the needs of users.
2.3.2. Regulations on parking space
and parking aisle
2.3.2.1. Parking space: Parking
slots are designed to meet the parking needs of each type of vehicle, ensuring
safety and convenience.
2.3.2.2. The minimum area for a parking
space is 40m2 for a passenger automobile or a truck; and 25m2 for a small automobile.
Markings are used for delineating parking space. Separate parking space for
persons with disabilities must have a minimum area of 25m2 according to QCVN 07:2023/BXD
2.3.2.3. Roads within roadside
stations must have proper road signs, lane markings, and an appropriate turning
radius with a minimum radius determined along the road centerline not less than
10m according to QCVN 07:2023/BXD in order to ensure traffic flow safety within
the roadside station.
2.3.2.4. Parking aisles must be
suitable for traffic flow, minimizing conflicts between incoming and outgoing
vehicles and pedestrians.
2.3.3. Regulations on rest areas for
drivers, passengers, and road users
2.3.3.1. Break rooms for drivers
must be equipped with recliners, electric fans or air conditioning;

2.3.4. Regulations on restrooms
2.3.4.1. Restrooms must be located
in observable areas, convenient for users, and separate from dining and resting
areas; directional signs to restrooms must be clear, recognizable, and
convenient for users to locate; restrooms for persons with disabilities must be
arranged in accordance with QCVN 10:2024/BXD;
2.3.4.2. Restrooms must be designed
to prevent leaks, dampness, and odors, ensuring proper ventilation and airflow;
the walls, floors, and sanitary wares should be kept clean. The quantity and
quality of sanitary wares must comply with the regulations specified for each
type of construction according to TCVN 4319:2012;
2.3.4.3. Restrooms must have passive
ventilation systems; if the passive ventilation is insufficient, positive input
ventilation systems shall be installed in accordance with TCVN 5687:2024;
2.3.4.4. Floor and wall surfaces in
restrooms must be constructed using non-absorbent, dirt-resistant, and
easy-to-clean materials;
2.3.4.5. Restrooms must be equipped
with handwashing sinks, countertops, mirrors, and hooks.
2.3.5. Regulations on information
provision areas
2.3.5.1. Information provision areas
must be equipped with newspaper stands to provide drivers, passengers, and road
users with information on the local economic-social situation, local
specialties and culture; tourist destinations, natural resources; roadside
station and road networks; and other information as required by competent
authorities;
2.3.5.2. Information provision areas
must be located in a convenient and accessible place;

2.3.6. Regulations on product
introduction and sale areas
2.3.6.1. Furniture, shelves, and
sales counters must ensure both aesthetic appeal and spaciousness. The interior
design layout should be flexible and changeable when necessary;
2.3.6.2. The shopping area must be designed
to facilitate movement, viewing, selecting, trying on, and purchasing items.
2.3.7. Regulations on food and
beverage service areas
2.3.7.1. Food and beverage service
areas must be arranged in a separate area;
2.3.7.2. Food and beverage service
areas must have dining tables, seating, and trash cans for for environmental
protection.
2.3.7.3. Food preparation area and
passenger service area must be separated by a partial wall or designated as
separate areas
2.3.7.4. Floor of food and beverage
service areas must be made of easy-to-clean materials;
2.3.7.5. Food and beverage service
areas must have passive ventilation systems, cooling fans, and exhaust fans. Positive
input ventilation systems and air conditioners may be installed depending on
the circumstances in accordance with TCVN 5687:2024;

2.3.8. Regulations on filling
stations and vehicle repair workshops
2.3.8.1. Design, construction, and
operation of filling stations shall be carried out in accordance with QCVN
01:2020/BCT;
2.3.8.2. Filling stations, vehicle
repair workshops, and vehicle washing areas must be arranged in separate areas,
with convenient access that do not impact traffic within the roadside station.
2.3.9. Regulations on water supply
and drainage systems
2.3.9.1. Water supply system for
roadside stations must ensure stable operation, providing an adequate amount of
water for usage needs of the roadside station;
2.3.9.2. The quality of water for
consumption and domestic use must meet all quality standards specified in QCVN
01-1:2018/BYT and corresponding local technical standards;
2.3.9.3. Drainage system of roadside
stations includes wastewater and rainwater drainage systems, ensuring no water
accumulation to disrupt the operation of the station and complying with
environmental protection regulations.
2.4. Regulations on fire and
explosion safety, environmental protection
2.4.1. Roadside stations shall
comply with environmental protection regulations stipulated in Clause 2,
Article 59 of the Law on Environmental Protection; have a centralized
wastewater collection and treatment system as required; and have a rainwater
drainage system.

2.4.3. Sufficient trash cans shall
be provided in all areas to ensure environmental protection.
2.4.4. Roadside stations with
maintenance and repair workshops must have a system for collecting, storing,
and treating hazardous waste in accordance with Circular No. 02/2022/TT-BTNMT
dated January 10, 2022 of the Minister of Natural Resources and Environment on
the implementation of certain articles of the Law on Environmental Protection; implement
measures to minimize air pollution, reduce noise, light, and heat emissions
that impact the surrounding environment in accordance with QCXDVN 05:2008/BXD.
2.4.4. Roadside station shall be
built and equipped with fire and explosion safety equipment and devices in
accordance with QCVN 06:2022/BXD.
2.4.5. Regulations on environmental
protection shall be published within roadside station areas.
III. REGULATIONS ON MANAGEMENT
A roadside station shall be put into
operation after the announcement of its operating unit in accordance with the
Circular of the Minister of Transport on the organization, management of road
transport by automobiles, and operations of bus stations, parking spaces,
roadside stations, and vehicle stopping points; procedures for putting bus
stations and roadside stations into operation.
IV. RESPONSIBILITIES OF ORGANIZATIONS
4.1 Responsibilities of the
Department for Roads of Vietnam
Organize the implementation of this
Regulation on road routes under its management, except as stipulated in point
4.2 of this Regulation.

4.3 Responsibilities of People's
Committees of provinces and central-affiliated cities
Organize the implementation of this
Regulation in provinces (excluding road routes and expressways under the
management of competent authorities mentioned in points 4.1 and 4.2 of this
Regulation)
V. IMPLEMENTATION
5.1. The roadside stations which
have been announced before the effective date of this Regulation shall comply
with the provisions of QCVN 43:2012/BGTVT and the Amendment 01:2024 QCVN
43:2012/BGTVT shall be reviewed and improved in accordance with this Regulation
before January 1, 2026; specifically, electric vehicle charging systems shall
be improved before January 1, 2027.
5.2. In cases where the standards,
regulations, legislative documents referenced in this Regulation are amended,
supplemented, or replaced, the amendments, supplements or replacements shall be
applied./.

This Regulation stipulates the
technical requirements to be complied with in the investment, construction,
renovation, management, and operation of bus stations.
1.2. Regulated entities
This Regulation applies to

1.3. Interpretation of terms
1.3.1. Access road to the bus
station refers to connecting road from the main road, slip road or collector
road to the bus station.
1.3.2. Passenger pick-up and
drop-off area refers to the parking area where passengers get on or off the bus
within bus stations.
1.3.3. Waiting area for vehicles
refers to the designated area for passenger vehicles to park while waiting to
pick up passengers.

2. TECHNICAL REGULATION
2.1. General provisions
2.1.1. Vehicles must travel between

2.1.4. Roads designated for motor
vehicles within bus stations must have road signs and road markings to ensure
safe traffic flow for all types of vehicles within the bus station areas.
2.1.5. Bus stations must be built as
single-level or multi-level facilities ensuring the minimum functions such as providing
services for vehicles entering and exiting the bus station; services for
drivers, onboard service staff, passengers, luggage, cargo, and vehicles.
2.1.6. Construction works, walkways,
and equipment of the bus stations must be built and installed corresponding to
the classification of construction works prescribed in Circular No.
06/2021/TT-BXD dated June 30, 2021 on the classification of construction works
and guidelines for application in the management of construction investment,
QCVN 01:2021/BXD, and QCVN 10:2024/BXD on ensuring order and safety for
passengers, cargo, and vehicles within the bus station areas, ensuring
accessibility for persons with disabilities.
2.1.7. Power, water, lighting, and
communication systems of bus station must comply with the regulations in QCVN
12:2014/BXD and QCVN 07:2023/BXD.

2.3.4.1. The minimum area for one
parking slot for a passenger automobile is 40 m2. Markings are used for
delineating parking space;
2.3.4.2. Waiting areas for vehicles

garage and must comply with the regulations specified in QCVN 13:2018/BXD.

accumulation leading to disrupt the operation of the station and complying with
environmental protection regulations.
2.3.9. Regulations on fire
prevention and fighting
Regulations on fire prevention and
fighting and these following requirements must be ensured when putting the bus
station into operation:
2.3.9.1. Bus stations must be built
and equipped with fire prevention and fighting equipment in accordance with the
regulations in QCVN 06:2022/BXD and the Amendment 1:2023 QCVN 06:2022/BXD, TCVN
3890:2023 and other relevant regulations, suitable for the nature and scale of
the bus station;
2.3.9.2. Regulations on fire
prevention and fighting must be published in the bus station area.

3. REGULATIONS ON MANAGEMENT AND
IMPLEMENTATION
3.1. Regulations on management
3.1.1. A bus station shall be put
into operation after the announcement in accordance with the Circular of the
Minister of Transport on the organization, management of road transport by
automobiles, and operations of bus stations, parking spaces, roadside stations,
and vehicle stopping points; procedures for putting bus stations and roadside
stations into operation.
3.1.2. The bus stations which have
been announced before the effective date of this Regulation shall comply with
the provisions of QCVN 45:2012/BGTVT and the Amendment 01:2015 QCVN
45:2012/BGTVT shall be reviewed and improved in accordance with this Regulation
before January 1, 2026; specifically, electric vehicle charging systems shall
be improved before January 1, 2027.
3.2. Implementation
3.2.1. The Department for Roads of
Vietnam is responsible for organizing the implementation of this Regulation.

2.3.2.1. The minimum area for one
parking slot for a truck is 30 m2. Markings are used for delineating parking
space in accordance with QCVN 07:2023/BXD;
2.3.2.2. Roads within truck stations
must have proper road signs, lane markings, and an appropriate turning radius
with a minimum radius determined along the road centerline not less than 10m
according to QCVN 07:2023/BXD in order to ensure traffic flow safety;
2.3.2.4. Access roads must be
designed according to QCVN 07:2023/BXD, minimizing conflicts between incoming
and outgoing vehicles and pedestrians. Road signs, barriers, and other traffic
safety facilities must be designed and installed according to regulations in
QCVN 41:2024/BGTVT..
2.3.3. Regulations on restrooms
2.3.3.1. Restroom direction signs
must be clear, recognizable, and convenient for users; Restroom must include
facilities to serve persons with disabilities in accordance with QCVN
10:2024/BXD. The location should not impact the environment of other areas

to prevent leaks, dampness, and odors, ensuring proper ventilation and airflow;

This Regulation applies to
organizations and individuals involved in the investment, construction,
upgrade, renovation, management, operation, exploitation, maintenance, and
evaluation of the suitability of weigh stations on road.
1.3. Interpretation of terms
In this Regulation, terms below are
construed as follows:
1.3.1. Weigh station on road
(hereinafter referred to as “weigh station”): refers to a structure which is
constructed and installed an in-ground mounted dynamic weighing system to
automatically and accurately measure axle load, total weight of vehicles
participating in road traffic in order to collect, analyze, and evaluate the
impact of axle load, total weight of vehicles on the safety of the structure,
road traffic safety; detect and handle violations in accordance with the law;
1.3.2. Dynamic weighing system refers
to a weigh-in-motion system to automatically and accurately measure axle load,
total weight of vehicles participating in road traffic;
1.3.3. Zero chain age point of weigh
station on road (hereinafter referred to as “zero chain age point”) refers to
the starting point from which the area where the weigh station is constructed
and installed according to the chain age;
1.3.4. Weighbridge refers to an
area consisting of a load cell (where the weighing equipment is installed) and
ramps on both sides of the load cell;
1.3.5. Data collected from weigh
stations (hereinafter referred to as “weighing data”): includes the name of the
weigh station, chain age, lane, vehicle speed and time passed through the
weighbridge, information of vehicle owners, license plate number, images of the
license plate, weight of each axle, axle group, total weight of the vehicle,
vehicle type, total number of axles, axle structure, axle distance, curb weight
of vehicle, semitrailer, or trailer, maximum trailer weight allowed, maximum
permissible cargo weight for the vehicle, semitrailer, or trailer, maximum
passenger weight allowed of vehicle, comparison results of axle load, total
weight of the vehicle with regulations on load, and other necessary
information;
1.3.6. Information technology system
of weigh stations: includes a license plate recognition camera system, weighing
data processing software, communication systems to transmit data, computer
system, server, and other supporting software and devices.

2.3.1. Weigh stations must be
arranged in accordance with the actual terrain and traffic conditions on roads,
expressways, traffic gateways, focal goods sources, tollbooths, slip roads
connecting to expressways, and position before entering expressways where
vehicles must be weighted in accordance with actual traffic conditions.
2.3.2. Designs must include
solutions to prevent overloaded vehicles from entering expressways (such as
arranging exits for violating vehicles, setting up surveillance camera
systems); to control traffic on roads and to prevent vehicles from avoiding
vehicle weight.
2.3.3. Designs must include
solutions to ensure traffic safety and maintain distance between vehicles,
ensure that each vehicle pass through the weighbridge sequentially, and prevent
any obstruction of license plates or errors in weighing results.
2.3.4. Automatic weighing
instruments can automatically check the operational status of each weighing
sensor and detect the malfunctioning weighing sensor (if any).
2.3.5. Weighing data processing
software must include functions for data creation, transmission, and automatic
storage via the software of weighing instruments and camera system.
2.3.6. Weighing stations located in
tollbooth areas or areas with invested infrastructure systems and equipment
(concrete roads, camera systems, RFID automobiled readers, signage, gantries,
auxiliary equipment) must be designed to maximize the shared use of existing
infrastructure systems and equipment.
2.3.7. Illustrative diagrams of
weighing stations in Appendix A of this Regulation.
2.4. Requirements for technical
procedure design of construction of weigh station
2.4.1. Road signs must be installed
before and within the weighbridge to ensure appropriate vehicle speed, safe
distance between vehicles, and lane changing in accordance with road signs and
markings; and to prohibit unauthorized stopping and parking.

2.4.3. VMS, cameras, warning systems
including red rotating lights and alarms, directional arrow signs and weight
station staff (if any) shall be arranged after the weighbridge to guide
vehicles to follow traffic flow or to request, monitor lane movement out of the
expressway or into the processing area (if any) if they are overloaded.
2.4.4. The detection, collection of
images, and data as a basis for handling situations must be ensured when
vehicle operators fail to comply with vehicle weigh control. To be specific:
2.4.4.1. Cover the license plate so
that the license plate detector cannot read the license plate number;
2.4.4.2. Cover, dirty, or obscure
part of the license plate or take other actions resulting in incorrect
recognition.
2.4.4.3. Drive out of the lane or
drive at a speed faster or slower than the speed specified at the weighing
station;
2.4.4.4. Fail to maintain the
required distance leading to failure in license plate recognition or inaccurate
weighing results.
2.5. Requirements for infrastructure
structures of construction of weigh station
2.5.1. Weighbridge has a length of ≥
65 meters, including the area for installing weighing equipment with a length
of ≥ 5 meters, a pre-installation area with a length of ≥ 35 meters, and a
post-installation area with a length of ≥ 25 meters.
2.5.2. Weighbridge surface is made
of concrete, meeting the quality requirements for strength, roughness, and
flatness; flat surface (including load cell) must ensure a maximum deviation of
≤ 10 mm (as specified in DLVN 225:2015), meeting the requirements for stable,
accurate, and durable operation of the weighing equipment; areas installed with
weighing sensors and surrounding areas must have higher load-bearing capacity
than normal. The design load used to calculate the thickness of the concrete
road surface structure must be based on the forecasted level of overload on the
road with a very heavy traffic scale. Weighbridge surface may be made of
asphalt concrete if it meets the requirements and technical guidelines provided
by the manufacturer, ensuring load-bearing capacity and stable, accurate, and
sustainable operation of the weighing equipment.

2.5.4. Transition areas from the
asphalt road surface to the concrete road surface must be constructed ≥ 5 m
before and after the weighbridge to limit uneven settlement, which could affect
the alignment or deformation of the areas equipped with weighing equipment.
2.5.5. Weighbridge must meet
requirements for drainage to prevent water logging during rain and localized
flooding; ensure the accurate operation of the weighing equipment and and
enhance the effectiveness of the traffic safety system.
2.5.6. Road median:
2.5.6.1. Road median which separates
lanes designated for automobiles at weighbridge is marked by solid painted
lines (combined with reflective studs) or flexible reflective delineators or
median barriers to guide and mandate proper lane usage and ensure safety;
2.5.6.2. Road median which separates
lanes designated for automobiles and lanes designated for motorcycles and
bicycles is made using steel beam guardrails with flexible posts or solid
painted lines (combined with reflective studs) or appropriate solutions to guide
and enforce proper lane usage, ensure traffic safety, prevent collisions on
both sides to minimize danger to road users;
2.5.6.3. On the lane designated for
motorcycles and bicycles (if any), height restriction barriers are installed to
prevent various types of automobiles from entering.
2.5.7. Gantry:
2.5.7.1. Gantry No. 1: positioned in
front and at least 50 m away from gantry No. 2, equipped with lane separation
signs, vehicle type signs, minimum distance between vehicles, no parking and no
stopping signs, maximum speed, minimum speed allowed for vehicles passing
through the weighbridge;
2.5.7.2. Gantry No. 2: positioned at
least 15 m away from the starting point of the weighing equipment installation
area, equipped with signs indicating minimum distance between vehicles, maximum
speed, minimum speed allowed, no parking and no stopping signs, flashing yellow
lights, rear license plate reading camera, lane monitoring camera, and
lighting;

2.5.7.4. Gantries must be designed
suitable to load-bearing capacity and stable operation of installed equipment. The
clear height of gantries is ≥ 5,5 m (measured from the the ground to the lowest
obstruction hanging on the gantry);
2.5.7.5. In cases where Gantry No. 1
or Gantry No. 3 is not placed, the equipment from those gantries shall be
installed on Gantry No. 2 or on columns, cantilevers to ensure the
functionality of the front and rear license plate reading cameras, panoramic
surveillance cameras, and other equipment (if any).
2.5.8. Electrical cabinet
installation columns, computer cases, data transmission systems, control
equipment hanging on columns, and VMS placed in road safety corridors or cantilevers,
gantries according to the approved project design.
2.5.9. There must be a design
solution to prevent overloaded vehicles from entering expressways; slip roads
must have appropriate road surface structures and road signs (including VMS,
red flashing lights, alarms) for overloaded vehicles to exit expressways to
rectify and handle violations in accordance with regulations. There must be a
suitable distance between slip roads and the end point of the weighing
equipment installation area, ensuring that overloaded vehicles can move onto
the exit ramp safely after receiving information from VMS while meeting the
minimum safe distance between two vehicles as required. Road signs must be
placed at the beginning and end of slip roads to ensure traffic safety.
2.5.10. The maximum use of existing
infrastructure and equipment at tollbooths or existing road works (concrete
roads, gantries, land division signs, camera systems, and auxiliary equipment)
must be considered during the design of the road surface structure.
2.6. Requirements for design and
placement of road signs at weigh stations
2.6.1. The design and placement of
road signs at weigh stations shall comply with QCVN 41:2024/BGTVT and this
Regulation.
2.6.2. “Weigh station ahead” sign: shall
be placed at least 01 km and 500 m (if there is no intersection) before the
zero chain age point of the weigh station. In cases where there is an
intersection within a distance of less than 1 km before the zero chain age
point of the weigh station, only one combination sign shall be placed after the
intersection. Combination sign shall be placed on a gantry, cantilever, or
column, including sign I.427(b) or sign IE.463 (for expressway), with the
content “WEIGH STATION” accompanied by sign S.502 “Distance to the sign
subject” in accordance with QCVN 41:2024/BGTVT.

2.6.3. Weigh station road sign: sign
I.427b or sign IE.463 (for expressway) in accordance with QCVN 41:2024/BGTVT shall
be placed at the zero chain age point of the weigh station on a gantry or
column, with the content "WEIGH STATION”.

2.6.4. Minimum distance between vehicles
sign: sign P.121 in accordance with QCVN 41:2024/BGTVT shall be installed on
Gantry No. 1 and Gantry No. 2 to control the minimum distance between vehicles,
ensuring the accuracy of the license plate recognition camera system. The
specific distance value depends on the requirements of each license plate
recognition camera system and regulations on the minimum safe distance between
two vehicles. Line 7.8 "Line determining the distance between vehicles on
the road” and sign P.121 “Minimum distance between two vehicles” shall be
placed at the beginning and end of weighing equipment installation area in
accordance with QCVN 41:2024/BGTVT.

2.6.5. Lane control sign: sign
R.412f "Lane for automobiles" and sign R.412g "Lane for
motorcycles and bicycles" shall be installed on Gantry No. 1 to divide the
lanes for automobiles, motorcycles (including mopeds), and bicycles (including
other types of non-motorized vehicles) to ensure that vehicles are in the
correct lane before entering the weighbridge. In cases where there is a
separate lane for trucks, sign R.412c "Lane for trucks" or other
appropriate signs according to QCVN 41:2024/BGTVT shall be used.

2.6.7. No stopping and parking sign:
Sign P.130 "No stopping and parking" shall be installed on Gantry No.
1 and Gantry No. 2 in accordance with QCVN 41:2024/BGTVT.

2.6.8. Traffic lights: flashing
yellow lights shall be installed on Gantry No. 2 and on height restriction
barriers of lanes for non-motorized vehicles and motorcycles (if any) to warn
vehicles to reduce speed before entering the weigh station and encountering
obstacles.

2.6.9. VMS: include electronic signs
placed on gantries or columns or cantilevers beyond the weighbridge to provide
information on axle weight, total vehicle weight corresponding to the vehicle
license plate; guide vehicles to whether continue the route or exit the
expressway or enter the designated area for handling overweight vehicles. VMS
shall be placed at an observable location so that drivers can receive complete
information.

(1) License plate combined with the
single axle load n; (2) License plate combined with the double axle load n; (3)
License plate combined with the triple axle load n; (4) License plate combined
with the total vehicle weight.
2.6.9.2. Indicate appropriate
directions:
(1) In case there is no violation
occurring, VMS shall display the blue text “NO VIOLATION, KEEP MOVING”
(2) In case there is any violation,
VMS shall display the red text “VIOLATION DETECTED, EXIT THE EXPRESSWAY” or
“VIOLATION DETECTED, ENTER VIOLATION HANDLING AREA” and set up a warning system
including red rotating lights and alarms, display directional arrow signs to
guide the vehicle.
2.6.10. Notification in other areas:
2.6.10.1. Where lane control is
necessary, signs indicating lanes designated for each type of vehicle or group
of vehicles entering weighbridge shall be arranged on gantries, columns, or
cantilevers in front of the weighbridge based on the design of the weigh
station and according to QCVN 41:2024/BGTVT;
2.6.10.2. Direction signs, warning
signs, and prohibition signs shall be considered to be arranged on gantries,
columns, or cantilevers at intersection turning points and lane merging points
based on the design of the weigh station and according to QCVN 41:2024/BGTVT;
2.6.10.3. Directional arrows on road
surface shall be designed and painted in accordance with QCVN 41:2024/BGTVT.
2.7. Requirements for main equipment
system of weigh stations

2.7.1.1. Automatically and
accurately measure weight of each axle, axle group, total weight of the vehicle
participating in road traffic when passing through the weighbridge at a speed
ranging from 03 km/h to 120 km/h or a maximum speed suitable for the design
speed of the road;
2.7.1.2. Approve and inspect samples
with a minimum accuracy level of F10 according to regulations of law on
measurement for group 2 measuring instruments; ensuring the maintenance of
accuracy, stability, reliability, and sustainability during the interval
between inspection periods;
2.7.1.3. Automatically detect
vehicle type, axle structure, axle distance, vehicle speed, time, and location
when passing through the weighbridge;
2.7.1.4. Control vehicles passing
through the weighbridge to weigh axle loads ≥ 30 tons, calculate load-bearing
capacity to prevent damage caused by overloaded vehicles;
2.7.1.5. Have a minimum water
resistance rating of IP68 or higher, enable to operate 24/7 in all weather
conditions and operate independently when disconnected from the control center.
2.7.2. License plate recognition
camera system shall recognize both front and rear license plates (including
automobiles, tractors, semi-trailers, or trailers, straight trucks towing a
trailer); license plate recognition cameras and lane monitoring cameras with
24/7 operation must have a minimum water resistance rating of IP66 or higher.
2.7.3. Panoramic surveillance
cameras are 24/7 PTZ cameras with a minimum water resistance rating of IP66 or
higher, perform 24/7 security surveillance and traffic control within areas
under all weather conditions. The camera installation location must be
determined to achieve the maximum efficiency.
2.7.4. Weighing data processing
software system and license plate recognition camera system shall be integrated
into a system, integrated all information and data obtained; extract vehicle
registration information in the database on road traffic order and safety or
databases of competent authorities on vehicle registration; determine
parameters, data on weight, type, time, speed, location of the vehicle passing
weighing equipment or lane where the weighing equipment is placed; recognize
license plates; analyze images or signals to detect vehicles violating road
traffic rules, statistics, reports; meet the requirements for linking,
transmitting, exploiting, and using weighing data of entities charged with
managing weighing station and competent authorities; ensure the integrity, completeness,
and continuity of weighing data.
2.7.5. Lightning protection system
and grounding system for the entire work of weighing station must meet the
requirements of TCVN 9385:2012 and TCVN 9358:2012.

2.8.1. Server and storage system
must be able to process and store weighing data (such as weighing results, lane
surveillance video files, images of vehicles passing through the weighing
station) for a minimum of 1 year and meet the requirements of competent
authorities to serve post-inspection work; weighing data used for collecting,
analyzing, and evaluating the impact of vehicle load on road safety (excluding
images of vehicles) be stored for a minimum of 10 years. Computer software must
ensure information security in accordance with regulations, prevent
interference, alteration, or modification of data obtained from weighing device
systems, ensure the integrity, completeness and continuity of weighing data.
2.8.2. Lane control monitors (if any)
must be industrial computers with processing speed and stable operation in off-site
environments (such as temperature, humidity, dust, corrosion, rain, wind,
storms); computer configuration must meet the design requirements, ensuring the
integrity, completeness, and continuity of weighing data.
2.8.3. Data transmission system must
have a backup mode to ensure continuous operation and avoid incidents to the
weighing station equipment system; synchronize and share data with relevant
authorities.
2.8.4. Power supply system must
operate 24/7 and automatically transfer power sources. Power backup devices
serve to supply power to computers and other devices in the event of a power
outage and an external battery with adjustable capacity is required. The power and
capacity of the power backup devices are selected to meet the 24/7 operation
requirement of the aforementioned devices during backup power operation.
2.8.5. Technical cabinet is an
outdoor specialized cabinet with a minimum IP54 rating, thermal insulation
system, forced ventilation system, door lock, and remote alarm system when its
door is opened.
2.8.6. Weighing data exploitation
equipment system (computers, printers, and other devices used to manage and
exploit weighing data) must be connected for data transmission with the
weighing system software to exploit, process weighing data, and ensure
information security in accordance with regulations.
2.8.7. Information technology system
must meet the requirements according to cybersecurity levels; ensure data
access control, prevent interference, alteration, or modification of data
obtained from weighing device systems, including images captured by camera
systems.
2.9. Requirements for weighing data
2.9.1. Weighing data for each
operation is displayed in written form or in electronic data.

2.9.3. Evaluation results of
weighing data in a specific period or number of trials must ensure a minimum
accuracy of 93% (except in cases where the license plate is obstructed,
obscured, dirty, deformed, unidentifiable; the license plate is issued against
the law; the vehicle deviates from lane, fails to maintain a proper distance,
or fails to ensure the required speed at the weighing station; the registration
and inspection data of the vehicle cannot be accessed due to objective
reasons).
3. Regulations on management
3.1. Weighing stations must be
invested, built, and put into operation and exploitation in accordance with
this Regulation.
3.2. Declaration of conformity with
regulations:
3.2.1. Before putting a weighing
station into operation, the conformity of its system and equipment must be
declared in accordance with Clause 2.7 and 2.9 of this Regulation as specified
in Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of Minister of Science
and Technology on declaration of standard conformity and declaration of
technical-regulation conformity and method to assess the conformity with
standards and technical regulations, amended by Circular No. 02/2017/TT-BKHCN
dated March 31, 2017 on amendments to some Articles of Circular No.
28/2012/TT-BKHCN .
3.2.2. The declaration of conformity
with regulations must based on the results of certificate of conformity issued
by conformity assessment bodies designated by the Department for Roads of
Vietnam according to Circular No. 09/2009/TT-BKHCN dated April 8, 2009 of
Minister of Science and Technology on guidelines for the requirements,
procedures, and designation of conformity assessment bodies or recognized in
accordance with Circular No. 27/2007/TT-BKHCN dated October 31, 2007 of
Minister of Science and Technology on signing and implementation of agreements
for the mutual recognition of conformity assessment results.
3.2.3. Conformity assessment methods
applicable to weighing station are method 8 (specified in Appendix II of this
Regulation on declaration of standard conformity and declaration of
technical-regulation conformity and method to assess the conformity with
standards and technical regulations attached to Circular No. 28/2012/TT-BKHCN
dated December 12, 2012, amended by Circular No. 02/2017/TT-BKHCN);

4.2. Organizations and individuals
investing in, managing, operating the weighing station project shall:
4.2.1. Invest in construction,
upgrade, renovation, management, maintenance, putting into use and operation of
weighing station project in accordance with this Regulation;
4.2.2. Declare conformity of
weighing station system stipulated in Section 3.2 of this Regulation; assess
the cybersecurity of information technology system as required;
4.2.3. Connect and use vehicle
registration as per regulations;
4.2.4. Connect and share weighing
data with traffic command centers and other relevant authorities in accordance
with regulations.
4.3. Conformity assessment bodies
shall assess and issue certificates of conformity for weighing stations in
accordance with this Regulation.
5. Implementation
5.1. The phrase "Trạm kiểm tra
tải trọng xe" in the name of weigh stations invested in and put into
operation according to the regulations in QCVN 66:2024/BGTVT shall be replaced
with "công trình kiểm soát tải trọng xe" in accordance with this
Regulation. Both phrases mean "weigh station".
5.2. The Department for Roads of
Vietnam is responsible for organizing and inspecting the implementation of this
Regulation.
