INSTITUTION NETWORK OF 2021 - 2030 PERIOD AND VISION TO 2050

Pursuant to the Law on
Government Organization dated June 19, 2015; the Law on amendment to the Law on
Government Organization and the Law on Local Government Organization dated
November 22, 2019;
Pursuant to the Law on Planning

Education dated June 18, 2012; Law on amendment to the Law on Higher Education

Pursuant to Resolution No.
08/NQ-CP dated January 24, 2018 of the Government on the Government's Action
Program for the implementation of Resolution No. 19-NQ/TW dated October 25,
2017 of the 6th Meeting of the 12th Central Executive Committee on further
renovation of organization and management system, improvement of quality and
effectiveness of operation of public service providers;
Pursuant to Decision
No.209/QD-TTg dated February 17, 2021 of the Prime Minister approving the task
for developing Planning for higher education institution and pedagogy
institution network of 2021 - 2030 period and vision to 2050;
Pursuant to Decision No.
1705/QD-TTg dated December 31, 2024 of the Prime Minister approving Education
development strategy until 2030 and vision to 2045;
Pursuant to Assessment Report
No. 46/BC-HDTD dated October 9, 2024 of the Council for assessment of Planning
for higher education institution and pedagogy institution network of 2021 -
2030 period and vision to 2050;
At request of the Minister of
Education and Training.
HEREBY DECIDES:
Article 1. Approve
the Planning for higher education institution and pedagogy institution network
of 2021 - 2030 period and vision to 2050 (hereinafter referred to as
“Planning”) as follows:
I. PLANNING

II. DEVELOPMENT
PRINCIPLES AND OBJECTIVES
1. Development
principles:
a) Develop higher education
institution and pedagogy institution network in a manner compliant with
national development orientation, vision, socio-economic development strategy,
national general planning, and national land use planning; connected and
consistent with other relevant national planning.
b) Develop higher education
institution network in which pedagogy institution and teacher training facility
network plays an important role, combine with implementation of sustainable
development goals; rely on quality and effectiveness to gradually expand scale,
balance education structure, promote shift of economic sectors of individual
regions, increase accessibility to higher education of the general public,
serve life-long learning and development of learning society needs.
c) Develop unified higher education
institution network in a manner respecting diversity, openess, connection,
harmony between public institutions and private institutions, and research and
application orientations; deem higher education autonomy as the drive for
cooperation, competition, improve of strengths and effectiveness of individual institutions,
and optimize the system; encourage development of major higher education
institutions capable of international competition; consolidate or dissolve
underperforming, poor-quality higher education institutions and pedagogy
colleges.
d) Develop higher education
institution network as the center of science and technology organization
network; establish major higher education center to provide training for high
quality personnel, integrate scientific development, technology development,
innovation, and satisfy national, regional, local development needs.
dd) Mobilize resources in which
state budget acts as the primary resource for reinforcing, developing higher
education institution network to adequately exercise the role and missions of
higher education in national industrialization, modernization and international
integration; invest state budget in public higher education institutions to
achieve sectoral level and international level, especially in key, essential
fields; encourage investment and development of private higher education
institutions, especially nonprofit private higher education institutions.

b) Specific objectives and
indicators
- Achieve more than 3 million
learners, 260 undergraduates and 23 graduates per 10.000 people; number of
undergraduates per population in 18 - 22 age group reaches 33% of which such
percentage is not below 15% in any province and city.
- Structure training program in
accordance with knowledge economy and modern industrial development demands;
program for master’s degree (and equivalents) accounts for 7,2 %, program for
doctor’s degree accounts for 0,8%, pedagogy college program accounts for 1%;
science, technology, engineering, mathematics (STEM) programs account for 35%.
- Improve space for development and
improvement of higher education institutions enable 100% education institutions
to meet standards; upgrade and develop several higher education institutions to
meet sectoral and international quality and be capable of fulfilling objectives
of Education development strategy until 2030.
- Establish major higher education
centers for high quality, high-level education associated with scientific
research, technology development, and innovation in Hanoi, Da Nang, Ho Chi Minh
City, and Can Tho to act as development drive of key economic zones and Vietnam
in general.
- Increase contribution indices of
higher education in Sustainable Development Goals of United Nations (SDG 4.3)
and Global Innovation Index (GII); aim to be among top 10 Asian countries.
3. Vision to 2050
Develop consistent and modern
higher education institution network in accordance with sectoral and
international standards, capable of meeting higher education demands of the
general public in order to provide high quality personnel and lead to
scientific development, technology development, innovation of developed,
high-income countries. Number of undergraduates per population in 18-22 age
group reaches 45% to 50%; ratio of education program for master’s degree,
doctor's degree matches mean level of countries with similar development level.
Vietnam’s higher education system achieves advanced level worldwide, becomes
primary competitive edge of Vietnam, and development drive of Vietnam.
III. DEVELOPMENT

a) Nationwide higher education
institution and pedagogy institution network
- Upgrade and develop higher
education institution and pedagogy institution network as follows:
+ Public higher education
institutions account for approximately 70% of nationwide higher education and training,
exercise primary role in providing high quality personnel for national
development, and ensure convenient, non-discriminatory higher education access
for the general public;
+ Private and nonprofit private
higher education institutions account for approximately 30% of nationwide
higher education and training, exercise important role in diversifying higher
education services, flexibly satisfy demands of learners and labor market;
+ 50 to 60 higher education
institutions provide education programs for doctor’s degree approximately 50%
of which are developed towards research, exercise primary role in personnel
training, advanced training associated with scientific research, technology
development, and innovation.
- Direction for distribution of
education structure and number of higher education institutions by headquarters
in administrative divisions is provided under Schedule 1 and Schedule 2 of
Appendix I attached hereto. Higher education institution arrangement and
development plans:
+ Reinforce, arrange, and improve
capability of existing higher education institutions; terminate and dissolve
higher education institutions and campuses of higher education institutions
that do not meet standards or fail to establish legal positions as per the law before
2028 and 2030 respectively.
+ Arrange and cut down branches of
public higher education institutions; only establish new public higher
education institutions where necessary and in presence of favorable conditions
in case of: (i) establishment in regions with low access to higher education
institutions such as the Northwest Region, the South Central Coast, the Central
Highlands, the Mekong Delta; (ii) re-arrangement of training facilities
affiliated to ministries, central departments, central authorities permitted to
provide higher education; (iii) establishment under policies approved by
competent authorities and not expired before the effective date hereof.
+ Arrange and reinforce higher
education campuses; only establish new campuses of public higher education
institutions for the purpose of: (i) re-arranging a higher education
institution or transferring a campus to another higher education institution
licensed for operation; (ii) being acquired by universities or colleges whose
headquarters are located in other administrative divisions; (iii) expanding
development space of higher education institutions in adjacent administrative
divisions or administrative divisions requiring field-specific personnel in a
manner satisfactory to socio-economic development demands of the area and
region.

+ Encourage establishment and
expansion of private higher education institution network, campuses of private
higher education institutions, campuses of reputable foreign higher education institutions
where all requirements are met, especially higher education institutions
specializing in science, engineering, and technology fields.
- Prioritize investment in
upgrading, developing national and regional universities to match sectoral and
worldwide level, possess adequate capability to execute national strategic
tasks, sectoral development tasks, act as the center of nationwide higher
education institution network and in socio-economic zones, to be specific:
+ Develop Vietnam National University,
Hanoi and Vietnam National University, Ho Chi Minh City to be placed among
leading higher education institutions of Asia; develop Hue University, Da Nang
University into national universities. National universities are developed in a
research-intensive direction, focus on personnel training, high quality
training, and postgraduate training associated with scientific research and
innovation, exercise national strategic tasks; prioritize basic sciences,
engineering, technology, and other primary fields depending on each university.
+ Upgrade and extend development
space of Thai Nguyen University in the Northern Midlands and Mountains;
upgrade, develop additional universities in the North Central Coast, the South
Central Coast, the Central Highlands, and the Mekong Delta in a manner
revolving around Vinh University, Nha Trang University, Tay Nguyen University,
Can Tho University, and other universities depending on location; prepare to
develop Tay Bac University into regional university after 2030. Regional
universities focus on improving quality, scientific research, innovation, and
exercise regional development tasks; prioritize engineering, technology,
pedagogy fields and other fields depending on local development demands.
- Development orientation of
education structure and primary fields of national universities and regional
universities is provided under Schedule 3 Appendix I attached hereto.
b) Teacher training higher
education institution network
- Develop teacher training higher
education institution network capable of accepting 180.000 to 200.000 learners
of which approximately 85% are in university education and 15% are in college
education where approximate distribution in regions is provided for under
Schedule 4 Appendix I attached hereto; expect 48 to 50 higher education
institutions of which the structure is:
+ Primary teacher training higher
education institutions consisting of 2 leading pedagogy universities and 12
other higher education institutions affiliated to the Ministry of Education and
Training, national universities, regional universities, holding a core role in
the network, focusing on research and development of education science,
technology, high quality training, teacher training account for approximately
64% of nationwide teacher training, serve regional and national demands
(details are provided under Schedule 5 Appendix I attached hereto).
+ Higher education institutions
affiliated to provincial People’s Committees and other public higher education
institutions specializing in pedagogy education participate in teacher
education and training in several fields account for approximately 30% of
nationwide teacher training and primarily serve local demands.

- Arrangement and development plans
of teacher training institutions:
+ Upgrade and develop Hanoi
National University of Education and Ho Chi Minh City University of Education
to act as national leading universities in pedagogy, focus on research and high
quality training, and serve as the center and the lead of teacher training
higher education institution network.
+ Rearrange and reorganize sport
pedagogy universities, fine arts pedagogy universities by: (i) being acquired
by existing pedagogy universities or multidisciplinary higher education
institutions consisting of pedagogy facilities or departments or basic
sciences; (ii) being acquired, merging with each other or with education
institutions specializing in sports, fine art in order to form
multidisciplinary universities which consist of sports pedagogy and fine arts
pedagogy.
+ Rearrange and reorganize pedagogy
colleges by: (i) being acquired by pedagogy universities or multidisciplinary
higher education institutions that have pedagogy facilities or departments or
basic sciences; (ii) being acquired, by local or regional higher education
institutions; (iii) being acquired or merging with other local education
institutions.
+ Restructure and develop
technology and education universities into multidisciplinary higher education
institutions focusing on technology and engineering; continue to act as the
center in training teachers, vocational education lecturers satisfactory to
demands for development of vocational education and training facility network.
c) Higher education institution
network specializing in STEM majors
- Higher education institution
network specializing in STEM majors have more than 1 million learners, of which
7% attend master’s degree education (and equivalent) and 1% attend doctor’s
degree education. Prioritize investment and development of higher education institutions
specializing in research and development of STEM majors and fields associated
with development orientation of leading socio-economic sectors of regions as
follows:
+ Prioritize investment and
development of higher education institutions specializing in natural sciences,
life sciences in 4 core regions and at the Central Highlands to accommodate
development of manufacturing industries, high technology agriculture, medicine,
energy, environment, marine economy, and other economic fields.
+ Prioritize investment development
of higher education institutions specializing in computers, information
technology, electricity engineering, and media relation in 4 major cities and
the South Central Coast to accommodate development of software industry, semiconductor
industry, electronic, telecommunication, energy, and other economic fields.

- Invest in upgrading, developing 5
capable, reputable public higher education institutions in training and
research of key, leading engineering and technology fields, majors to become
national leading higher education institutions in engineering and technology of
quality and reputation equivalent to sectoral level in which Hanoi University
of Science and Technology is ranked among leading higher education institutions
of Asia. Primary higher education institutions specializing in engineering and
technology, national universities, and regional universities serve as the
center and core in high quality personnel training, research, development, and
innovation to accommodate development of high technology sectors, strategic
technology sectors, and national digital transformation. List of selected
higher education institutions and primary majors, fields is provided under
Schedule 6 Appendix I attached hereto.
- Continue to develop 3 top
universities established under intergovernmental agreements between Vietnam and
other countries (Vietnamese - German University, University of Science and
Technology of Hanoi, and Vietnam - Japan University) to research-intensive
higher education institutions with high level of internationalization revolving
around potential science, engineering, and technology fields. Invest and build
Vietnam Maritime University into a national leading education institution
matching development level of developed countries in the sector in respect of
science, engineering, and technology fields for marine economy development.
d) Higher education institution
network specializing in other leading fields
- Develop higher education
institution network specializing in healthcare fields, increase education and training
size from 180.000 to 200.000 undergraduates in order to fulfill demands for
doctors, physicians, nurses in combination with vocational education and
training system at a rate of 19 doctors, 4 physicians and 33 nurses per 10.000
people. Select and prioritize investment in 3 to 5 leading capable and
reputable public higher education institutions specializing in healthcare
research and training, several national universities, regional universities (of
which leading major is defined as medicine) to serve as the center of higher
education institution network specializing in healthcare and possess quality,
reputation equivalent to sectoral level.
- Establish and develop higher
education institution networks by leading fields according to national development
strategies, socio-economic sector development strategies, especially fields and
sectors requiring development priority in accordance with the Government's
action program for implementation of Resolutions of the Communist Party. Select
and focus investment in 1 to 3 leading capable and reputable public higher
education institutions specializing in research and training in each field,
several national universities and regional universities (of which leading major
is defined) to serve as the center of high quality personnel training,
research, development, and innovation in higher education institution network
specializing in corresponding field.
dd) Regional higher education
institution network
- Establish and develop higher
education institution networks by regions, sub-regions, in a manner revolving
around national universities, regional universities, and primary higher
education institutions, strengthening connection in the networks and connection
with research facilities, industrial zones, enterprises, driving socio-economic
development of the region and adjacent administrative divisions. Development
space of regional higher education institution network is primarily located
along economic corridors whose centers are major cities, to be specific:
+ Develop higher education
institution network of the Northern Midlands and Mountains of which the centers
are Thai Nguyen and Son La, prioritize network expansion in the Northwest
Region; invest and upgrade higher education institutions in the region to improve
university accessibility of the general public, provide training for high
quality personnel and scientific research for regional development specializing
in pedagogy, medicine, science, engineering, technology, manufacturing and
processing, agriculture, forestry, and tourism.
+ Develop higher education
institution network of the Red River Delta of which the centers are Hanoi and
Hai Phong; focus on high quality, highly qualified personnel training together
with scientific research, technology development, and innovation in leading
fields of the region and country, especially fields of high technology and
strategic technology. Invest in upgrading and expanding development spaces of
higher education institution in regions; expand, continue roadmap for relocating
higher education institutions in Hanoi center to new planning zones of the City
and Ha Nam Province, Hung Yen Province, Bac Ninh Province, and Vinh Phuc
Province.

(Buon Ma Thuot City) and Lam Dong (Da Lat City); invest and upgrade education
institutions in the regions to improve university accessibility of the general
public, provide high quality and highly qualified personnel training and
scientific research for regional development, specializing in pedagogy, medicine,
technology, manufacturing, processing, agriculture, forestry, and tourism.
+ Develop higher education
institution network of the Southeast Region of which centers are Ho Chi Minh
City and Binh Duong; focus on high quality and highly qualified personnel
training together with scientific research, technology development, and
innovation in all leading fields of the region and Vietnam, especial fields of
high technology and strategic technology. Invest in upgrading and expanding
development space of regional higher education institutions; expand and
continue roadmap for relocating higher education institutions in Ho Chi Minh
City center to new planning zones of the City and Binh Duong Province, Dong Nai
Province, and Long An Province.
+ Develop higher education
institution network of the Mekong Delta of which center is Can Tho; invest and
upgrade education institutions in the region to improve university
accessibility of the general public, provide high quality and highly qualified
personnel training and scientific research for regional development,
specializing in pedagogy, medicine, technology, manufacturing, processing,
agriculture, aquaculture, and tourism.
- Establish major higher education
institution centers by upgrading, developing, connecting higher education
institutions, urban higher education zones, higher education complex in 4 major
cities, to be specific:
+ Develop higher education center
of Hanoi urban zone of which centers are Vietnam National University, Hanoi,
Hanoi University of Science and Technology, other major higher education
institutions, primary higher education institutions, and other regional higher
education institutions; prioritize investment and development of urban higher
education zones, higher education complex along ring road 4 and 5 of capital
region and other regions of which planning has been developed; connect higher
education institution networks in Red River Delta and the Northern Midlands and
Mountains.
+ Develop higher education
institution center of Ho Chi Minh City urban zone of which the centers are
Vietnam National University, Ho Chi Minh City, major higher education
institutions, primary higher education institutions, and connected regional
higher education institutions; prioritize investment and development of urban
higher education zones, higher education complex along ring road 4 and 5 of Ho
Chi Minh City; connect higher education institution networks in the Southeast
Region and the Mekong Delta.
+ Develop higher education
institution center of Da Nang urban zone of which the centers are Hue
University, University of Da Nang, Duy Tan University, and connected regional
higher education institutions; expand development space of higher education
institutions in Da Nang City and Hue to new planning zones, prioritize
investment of centralized higher education complex in Da Nang City and Quang
Nam Province.
+ Develop higher education
institution center of Can Tho urban zone of which the center is Can Tho
University; expand development space and connect higher education institutions,
urban higher education zones, higher education complex in Can Tho City and
adjacent cities.
e) Digital higher education network

- Develop national digital higher
education system, make significant progress in completion of education scale,
quality, effectiveness increase goals; establish higher education networks by
primary fields and sectors on national digital higher education network. By
2030, 100% higher education institutions provide correspondence courses, online
courses; digital higher education comes an important element of higher
education system and accounts for 30% among higher education system (by number
of recognized credits).
2. Development
orientation of the network in vision to 2050
a) Develop network to remain
fundamentally stable in terms of quantity and spatial arrangement of higher
education institutions, reduce number of contact points of public higher
education institutions and increase number of private higher education
institutions, especially nonprofit private higher education institutions.
b) Upgrade, expand, and modernize
higher education institutions to meet international standards and be capable of
providing training for more than 3,6 million learners among which learners of
private education sector accounts for approximately 50%; percentage of learners
participate in education programs for master’s degree and doctor’s degree
matches average level of high-income countries.
c) Continue to prioritize
investment and development of national universities, regional universities,
primary higher education institutions into training and research centers of
worldwide level, especially in fields of science, engineering, technology, and
medicine.
d) Continue to prioritize
investment in upgrade and expansion of national digital higher education system
and conversion of operating models of major higher education institutions to
digital higher education model; increase percentage of digital higher education
programs to 50% of total higher education programs (by number of recognized
credits).
3. Investment
orientation of facilities and human resources
a) Upgrade and development of
technical infrastructures, facilities, and technology
- Review, plan, develop plans for
arranging, expanding premise, developing technical infrastructures, improving
facilities to meet standards, regulations, principles, orientation, and
development planning of higher education institution network by regions and
administrative divisions; by 2030, 100% of higher education institutions meet
land area and floor area standards applicable to higher education institution
standards.

- Simultaneously develop technical
infrastructures, implement convenient traffic connectivity, connection to
residential zones, industrial parks, scientific and technology development and
innovation zones; create harmonious ecosystem around higher education
institutions and areas where land planning for higher education development is
implemented.
- Develop digital infrastructures,
implement digital platforms for higher education, ensure security and safety
for cyberspace satisfactory to development demands for digital higher
education.
b) Development of lecturing staff
and managerial official of higher education institutions
- Develop lecturing staff in
adequate quantity, standardized qualification, expertise, and professional
capabilities, including proficiency in foreign languages, digital skills, and
application of education technology satisfactory to development demands for
higher education system. On average, increase the number of full-time lecturers
and number of lecturers holding doctor’s degree by 5% and 8% respectively each
year so that 110.000 full-time lecturers of which at least 40% hold doctor’s
degree are employed within the system.
- Develop managerial official team
of higher education institutions in a specialized, professional manner
prioritizing progressive mindset and ability to quickly adapt to changes during
higher education autonomy, digital transformation, and international
integration; ensure the ratio of number of managerial officials, officials for
training administration and research operations to number of full-time
lecturers in each public higher education institution to be at most 1/3.
4. Arrangement and
land use orientation
a) Allocate additional land fund to
enable all local higher education institutions to meet land criteria applicable
to higher education institution standards and applicable regulations on
establishment requirements of universities, campuses of higher education
institutions, comply with national land use planning and relevant law
provisions by 2030.
b) Develop land distribution and
zoning plans, land use planning in administrative divisions to satisfy demands
for relocation and expansion of development spaces for higher education
institutions on the basis of education and training capacity by 2030 under
Schedule 1 Appendix I attached hereto while taking into account reservation
factor of 1,5 to 2 for development under vision to 2050. Demands for addition
land fund allocation by 2030 and vision to 2050 in some regions and
administrative divisions are provided under Schedule 7 Appendix I attached
hereto. On the basis of this Planning, local governments and relevant parties
shall allocate land funding accordance with Land Law and other relevant law
provisions.
IV. LIST OF

2. Investment following the
aforementioned list shall conform to the Law on Investment, the Law on Public
Investment, the Law on State Budget, and other relevant law provisions.
V. SOLUTIONS AND
RESOURCES FOR IMPLEMENTATION OF PLANNING
1. Solutions
relating to policies and regulations
a) Finalize legal system pertaining
to higher education autonomy, especially in terms of organizational structure,
policies, finance, and property in case of public higher education
institutions; create drive and promote cooperation and equal competition in
higher education institution network.
b) Review and finalize incentive
policies relating to land, credit, and tax applicable to higher education
institutions, ensure equality between higher education institutions with
varying level of financial autonomy, and encourage private sectors to invest in
higher education development.
c) Develop and finalize national
regulations, national standards on design and construction of higher education
institutions, urban higher education zones, technology infrastructures,
libraries, and common amenities in higher education institutions prioritizing
“green” factors.
d) Develop and complete standard
higher education institutions, standard training programs in all fields and
sectors; regulations and standards on quality evaluation, inspection of higher
education institutions, and quality evaluation, inspection of training
programs.
dd) Develop and finalize
regulations, policies; make groundbreaking progress in attracting and
developing excellent lecturing staff and managerial officials; encourage talent
transition between public and private sectors, industry and higher education.
e) Review and develop list of
public services utilizing state budget in education and training sectors;
improve methods for placing order, assigning tasks, supporting pedagogy
education, STEM fields and other key fields in an output-based manner.

pertaining to human resource development
a) Effectively utilize programs and
schemes for attracting, training, improving higher education lecturers and
managerial officials of higher education institutions in a manner prioritizing
key fields and sectors; review and integrate provisions pertaining to
attraction, training, and improvement of lecturers and managerial officials of
higher education institutions with human resource development tasks of relevant
programs and schemes.
b) Develop and implement
cooperation programs between higher education institutions in Vietnam and in
other countries in order to train source lecturers.
3. Solutions
pertaining to science and technology
a) Upgrade, develop, and
effectively utilize national database on higher education, synchronously
connect with other national databases; fundamentally renovate state management
solutions in respect of higher education and higher education institution
network based on big data and artificial intelligence.
b) Strengthen research into
science, technology, education management, quality improvement in planning,
forecast, information provision pertaining to higher education development and
human resource demand trends in order to adjust structure of profession and
training fields in accordance with employment and socio-economic development
demands.
c) Improve connection between research,
development, innovation and high quality human resource training in higher
education institutions, especially in postgraduate education and in all key
fields, sectors available in Vietnam.
d) Increase application of
artificial intelligence and advanced technology in training and research; carry
out pilot implementation of digital higher education model revolving around
national universities and key higher education institutions in priority fields
and gradually expand coverage to other higher education institutions and other
training fields.

healthcare and medical establishment network via forms of cooperation in
training, research, internship assistance, investment and construction of
hospitals in higher education institutions.

relating to education and communication
a) Communicate and raise awareness
pertaining to primary role of higher education in making one of three strategic
breakthroughs for Vietnam’s socio-economic development, nature of higher
education autonomy, and mobilization of investment sources and effectiveness of
investment in higher education development.
b) Announce and declare planning
via different means, communicate principles, goals, details, importance, and
impact of planning for higher education institution and pedagogy institution
network for development of higher education system.
c) Communicate, raise awareness,
and accountability of managerial officials, teachers, enterprises, and the
general public pertaining to implementation of planning for higher education
institution and pedagogy institution network.

a) Strengthen international
cooperation and experience learning from successful and unsuccessful practical
situations in implementation of planning, arrangement of higher education
institution network; study and adopt international practice standards in
development of national universities, regional universities, and key higher
education institutions.
b) Strengthen mobilization,
effective utilization, and combination of legitimate foreign aids as per the
law for investment and implementation of planning; increase promotion and
encourage reputable foreign higher education institutions to invest and build
campuses in Vietnam.
c) Increase bilateral and
multilateral cooperation in higher education between Vietnam and other
countries; gradually finalize standards and models in higher education in a
manner compatible with internationally common standards, models.
d) Increase and diversify
cooperation between Vietnamese higher education institutions and foreign
reputable higher education institutions, research institutions in training,
research, application of science and technology; between domestic education
inspecting organizations and foreign reputable education inspecting
organizations; promote implementation of bilateral agreements and treaties with
development partners for the purpose of renovating and improving quality of
higher education institutions that also act as science and technology
organizations in order to increase number of internationally ranked science and
technology organizations.
7. Solutions
relating to mobilization and allocation of investment
a) Develop and implement roadmap
for increasing percentage of state budget dedicated to higher education among
total state budget dedicated to education and training in a manner satisfactory
to planning execution requirements. Allocate investment budget for higher
education in a manner respecting competition, equality, effectiveness,
compliance with missions, goals, commitments, and capabilities of higher
education institutions.
b) Mobilize diversified investment
sources from state budget, ODA, concessional loans, grants, professional
development funds of higher education institutions, investment capital,
sponsors of organizations, individuals, and other legitimate funding sources
where state budget acts as the primary source for reinforcing, developing
higher education institution network; distribute and effectively use public
investment to attract social resources for investment and development of higher
education institutions.
c) Prioritize public investment in:
(i) expanding, upgrading, and strengthening national universities, regional
universities, and key higher education institutions; (ii) upgrading and
strengthening several higher education institutions specializing in key,
primary fields and higher education institutions located in economically
disadvantaged areas; (iii) Developing infrastructures for expansion, relocation
of public higher education institutions away from major city centers.

b) Renovate state management
relating to higher education in a manner respecting systematic, connectivity
characteristics and consistency with vocational education and training.
Renovate higher education institution management models in a manner reducing
the number of superior authorities, gradually shift higher education
institutions providing training in multiple fields and operating under central
authorities towards operating under Ministry of Education and Training.
9. Solutions
relating to organizing implementation and planning supervision, implementation
a) Organizing implementation
- Declare planning via different
means, generate high consensus among organizations, enterprises, investors,
higher education institutions, pedagogy colleges, and the general public
pertaining to implementation;
- Develop specific plans for
individual stages and individual years for implementing planning in regions and
administrative divisions; implement close cooperation between ministries,
central departments, and local governments in Planning implementation in a
manner ensuring consistency, effectiveness, harmonious combination between
higher education institution planning and provincial planning.
- Develop and implement programs,
schemes for arrangement and development, investment projects for higher
education institutions and pedagogy colleges, including schemes and projects
that have not been determined under development plans for higher education
institution and pedagogy institution network and list of priority investment
projects under this Decision.
b) Supervising planning
implementation
- Annually declare compliance of
higher education institutions with inspection regulations, standards and
evaluation results regarding fulfillment level of objectives, requirements set
under the Planning to enable state authorities, the general public, and society
to supervise.
- Increase frequency at which
Planning management and execution are examined, supervised as per the law;
enable the general public, individuals, organizations, enterprises,
socio-political organizations to exercise their role in supervising Planning
implementation; promptly detect, rectify, and take actions against violations
of the Planning and issues that arise during implementation of the Planning.

1. The Ministry of Education and
Training shall:
a) declare and publicize the
Planning in accordance with planning laws; develop and request competent
authorities to approve Planning implementation plans and guidelines.
b) take charge and cooperate with
ministries, central departments, local governments, and relevant authorities in
examining, supervising Planning implementation; periodically evaluate Planning
implementation, amend the Planning as per the law and report to the Prime
Minister.
c) review and finalize
illustrations, maps, database, dossiers of the Planning in order to stay in
line with this Decision; store documents, information, and data on the
Planning.
d) take charge and cooperate with
relevant ministries, central departments in guiding development and
implementation of schemes for re-arrangement, re-organization, and improvement
of higher education institutions and pedagogy colleges.
2. Relevant ministries, ministerial
agencies, and Governmental agencies shall, within their functions and tasks,
have the responsibility to cooperate with the Ministry of Education and
Training and provincial People’s Committees in developing Planning
implementation plans, allocating resources, proposing regulations and policies
in order to execute goals, contents of the Planning in a manner guaranteeing
effectiveness, consistency, and compliance with other relevant strategies,
planning; periodically consolidate and submit Planning implementation results
to the Ministry of Education and Training, report to the Prime Minister.
3. Superior authorities presiding over
higher education institution and pedagogy colleges shall take charge of
developing and implementing schemes for arrangement and development, investment
projects for affiliated higher education institutions and pedagogy colleges in
accordance with this Planning and other relevant planning. Competent
authorities approving or deciding investment guidelines shall be entirely
legally responsible for determining location, area, size, project capacity,
investment staging in a manner compliant with resource mobilization capability,
practical demands, and relevant law provisions.
4. Provincial People’s Committees
shall closely cooperate with the Ministry of Education and Training in
developing Planning implementation plan; prioritize allocation of land fund, local
budget and mobilization of resources for development of local higher education
institution network in line with development orientation dictated in the
Planning approved by this Decision and relevant law provisions.
Article 3. This
Decision comes into force from the date of signing.
