DECISION
PROMULGATING PLANS
FOR IMPLEMENTATION OF THE SCHEME FOR ENHANCEMENT OF VIETNAMESE LANGUAGE
EDUCATION FOR PRESCHOOL AND PRIMARY SCHOOL STUDENTS IN ETHNIC MINORITY AREAS
DURING 2016-2020, WITH VISIONS TOWARDS 2025
MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No.32/2008/ND-CP dated March
19, 2008 of the Government on functions, duties, rights and organizational structure
of the Ministry of Education and Training;
Pursuant to Decision No.1008/QD-TTg dated June
0, 2016 of the Prime Minister approving the Scheme for enhancement of
Vietnamese language education for preschool and primary school students in
ethnic minority areas during 2016-202, with visions towards 2025;
At the request of Directors General of
Department of Preschool Education and Department of Primary Education,
HEREBY DECIDES:
Article 1. This Decision is promulgated
together with the plan for implementation of the Scheme for enhancement of
Vietnamese language education for preschool and primary school students in
ethnic minority during 2016-2020, with visions towards 2025 (hereinafter
referred to as “the Scheme”).

General of Department of Preschool Education and Department of Primary
Education and Directors of relevant agencies shall take responsibility to
implement this Decision./.

mobilized in an efficient and practical manner.

to the Appendix issued thereto
III. Implementation
1. Ministry of Education and Training: the
presiding authority during the course of implementation of the Scheme
- Prepare plans for implementation of the Scheme
and issue documents giving instructions to local government authorities;
- Cooperate with relevant ministries in launching
the Scheme according to the plan and promote private sector involvement;
- Take responsibility to urge, check and supervise
local implementation to make sure the Scheme is carried out on schedule in a
practical and efficient manner.
2. People’s Committees of provinces and
centrally-affiliated cities having ethnic minority children
- Instruct Departments of Education and Training in
preparing and implementing the plan for implementation of the Scheme in
provinces

- Introduce necessary local policies, promote
private sector involvement and call for other legal funding sources in order to
gradually complete material facilities such as schools, classrooms, teaching
equipments, toys and learning material in preschools and primary schools,
especially in separate classes and teaching groups for enhancing the quality of
local education;
- Assist teachers of ethnic minority students in
learning ethnic minority language in the area where they come for teaching;
provide guidelines for provision of advanced training/training in Vietnamese
language education for teachers and education managers in ethnic minority
preschools;
- Provide guidelines for investment in material
facilities and teaching instruments depending on real conditions of preschools
and primary schools having ethnic minority children.
3. Departments of Education and Training of
provinces and cities having ethnic minority children
- Ask for advice from People's Committees about
preparation of the plan for implementation of the Scheme and closely cooperate
with other departments in performing tasks included in the Scheme on schedule
in an efficient and practical manner. Instruct divisions of education and
training to prepare plans and well perform tasks included in the Scheme.
- Send annual reports to the Ministry of Education
and Training on the date of school year report
IV. Funding
Funding for implementation of the Scheme shall be
provided by the State from sources of regular funding for education, other
legal funding sources and contributions from the community, enterprise and aids
from foreign countries and international organizations.
According to the plan, government authorities of
provinces and cities shall prepare details plans for implementation of the
Scheme and provide guidelines for, check, supervise and assess implementation
of Decision No.1008/QD-Tag dated June 02, 2016 of the Prime Minister on
schedule.
