DECISION
PROMULGATING NATIONAL STRATEGY FOR APPLYING AND DEVELOPING
BLOCKCHAIN BY 2025, ORIENTATION TOWARD 2030
THE PRIME MINISTER OF VIETNAM
Pursuant to the Law on
Organization of the Government of Vietnam dated June 19, 2015; the Law on
Amendments to the Law on Organization of the Government of Vietnam and the Law
on Organization of the Local Government dated November 22, 2019;
Pursuant to Resolution
No. 29-NQ/TW dated November 17, 2022 of the 6th conference of the 13th CPV
Central Committee on continuing to accelerate the industrialization and
modernization of Vietnam by 2030, with a vision toward 2045;
Pursuant to Resolution
No. 52-NQ/TW dated September 27, 2019 of the Politburo of Vietnam on several
guidelines and policies on proactive participation in Industry 4.0;
Pursuant to Resolution
No. 50/NQ-CP dated April 17, 2020 of the Government of Vietnam promulgating the
action program of the Government of Vietnam on the implementation of Resolution
No. 52-NQ/TW dated September 27, 2019 of the Politburo of Vietnam on specific
guidelines and policies on the proactive participation in Industry 4.0;
Pursuant to Resolution
No. 01/NQ-CP dated January 6, 2023 of the Government of Vietnam on key tasks
and solutions to the implementation of plans for socio-economic development,
state budget estimates, improvement of the business environment, and
enhancement of the national competitiveness in 2023;

HEREBY DECIDES:
Article 1. The National Strategy for Applying and Developing
Blockchain by 2025, with an orientation toward 2030, consists of:
I. VIEWPOINTS
1. Digital
infrastructures and digital technology industry: Blockchain is one of the top
technological trends of Industry 4.0; the development and application of
Blockchain provide important contributions to the development of advanced
digital infrastructures, ensuring the reliability and safety of data in the
context of national transformation and contributing to the establishment of the
platform for digital technology industry development and the industrialization
and modernization of Vietnam.
2. Control for
development: Maintain control of risks and regularly modify blockchain. Provide
guidelines on compliance with blockchain laws to promote the application and
development of blockchain in a safe and orderly manner.
3. Technology for value
increase: utilize technological advantages and the blockchain development
trend, such as digital space technology and Web 3.0 technology, to create new
experience space, stimulating new business models and new methods of developing
and advertising digital culture.
4. Promotion of
comprehensive digital transformation: with distinct non-centralized core
technical characteristics that ensure the integrity and safety of data,
blockchain stimulates new design mentality, promotes the innovation of
processes and models for providing services, and develops services in a
smarter, more transparent, and safer manner, contributing to the effective and
comprehensive digital transformation.
5. Orientation toward the
digital economy and digital society: in Industry 4.0, ownership no longer only
applies to physical assets but also to knowledge, intelligence, data, etc.;
blockchain ensures the ownership of assets through transparency and
non-repudiation and ownership is privatized, promoting the multi-ownership of
assets, aiming toward a transparent, safe, and sustainably developed digital
economy.
6. Development of
comprehensive blockchain for all people’s access: blockchain will be most
effective when implemented and disseminated to people. For the mentioned
objective, blockchain needs to be generalized and privatized for access to
other fields and occupations as well as the people.

Vietnam is a stable and
prosperous digital nation, being among the leading countries in the region with
an international reputation for researching, implementing, applying, and
utilizing blockchain and being able to master and apply blockchain to all
socio-economic fields.
III. OBJECTIVES
1. General objectives
To utilize the
technological advantages of blockchain and develop national blockchain
infrastructures; establish new development space for the digital technology
industry and promote innovation; gradually complete regulations and legal
corridors and create a competitive environment established under the ecosystem
of enterprises with the potential to go global; bring Vietnam to the group of
leading countries in the region and the world regarding blockchain application
and development.
2. Objectives by 2025
a) To establish a
blockchain development platform
- Establish Vietnam’s
blockchain infrastructure in compliance with cyber information security and
safety, cybersecurity, and personal data protection laws to service the
development, implementation, operation, and maintenance of blockchain
applications; provide support for the capacity for interaction, integration,
and sharing among blockchains; assist the state management of blockchain
application and development;
- Promote blockchain
research, development, and application at 3 national innovation centers;
- Develop and upgrade 10
research and training facilities to develop the strategy for developing
blockchain personnel; include blockchain in the training frameworks at higher
education establishments, colleges, vocational education establishments, and
research facilities.

- Select and establish at
least 1 center/special zone/area for blockchain experiments to establish a
national blockchain network; prioritize implementation at units with
experiences in implementing local blockchain networks;
- Establish the
“Blockchain+” ecosystem through blockchain application to fields and sectors
such as finance-banking, traffic-transport, health, education and training,
trade, logistics, post-delivery, industrial manufacturing, energy, tourism,
agriculture, public service provision, and other fields.
3. Objectives by 2030
a) To consolidate and
expand the national blockchain infrastructures for the domestic and
international provision of services; promulgate Vietnam's blockchain
application and development standards.
b) To make Vietnam one of
the leading nations in the region and the world in terms of blockchain
research, application, and development.
c) Develop 20 prestigious
blockchain brands regarding their platforms, products, and services on
blockchain platforms in the region.
d) Maintain the operation
of at least 3 centers/special zones for blockchain experiments at big cities to
establish the national blockchain network.
dd) Have representatives
in the ranking of 10 leading blockchain research and training facilities in
Asia.
IV. TASKS AND
SOLUTIONS

a) Review, research, and
assess the impacts of the current legal corridor on blockchain solutions and
applications.
b) Research and develop
policies and standards concerning blockchain platforms, products, applications,
and services to ensure the interconnection and openness of parties
participating in blockchain-based transactions.
c) Increase blockchain
guidelines and adjustments. Improve the effectiveness of laws in blockchain
management to promote safe and reliable blockchain development.
2. Regarding the
development of infrastructures and establishment of the blockchain industry
ecosystem
a) Develop Vietnam’s
blockchain infrastructure for multi-purposes, specifically:
- Develop Vietnam’s
blockchain infrastructure in compliance with cyber information security and
safety, cybersecurity, and personal data protection laws, meeting
multi-purposes and promoting blockchain application and development in Vietnam;
- Develop regulations on
the management, use, and development of platforms for managing and operating
Vietnam’s blockchain infrastructure;
- Develop made-in-Vietnam
blockchain platforms. Develop regulations on the operation, utilization,
management, and interconnection among types of blockchain networks operating
Vietnam’s blockchain infrastructure.
b) Establish the
blockchain industry development ecosystem, specifically:

- Accelerate the
integration of blockchain applications and other advanced technologies of
Industry 4.0, such as artificial intelligence, big data, Internet of things,
etc., while promoting the development and application of blockchain-integrated
products and services;
- Develop centralized
information technology areas and create the ecosystem for the development of
the blockchain industry and digital technology industry;
- Promote blockchain
application in services of state authorities;
- Promote the development
of centers for incubating and attracting investment in the development of
digital technology enterprises in blockchain. Implement solutions to the mobilization
of domestic and foreign investment in the development of blockchain enterprises
and brands in Vietnam;
- Gather Vietnamese
digital technology enterprises to develop blockchain platforms to promote the
sharing of information and enhance the competitive capacity against foreign
enterprises.
3. Regarding the
development of blockchain personnel
a) Direct educational
institutions and higher education institutions to review training programs for
additions to contents concerning blockchain in conformable majors. Prioritize
training for lecturers at the PhD level abroad specializing in blockchain.
b) Urge educational
institutions to intensify the provision of massive open online courses (MOOCs)
concerning blockchain.
c) Implement training and
advanced training programs for talents that lead high-level innovation,
especially in fields and sectors associated with the potential and strength of
blockchain, such as finance and fintech.

4. Regarding the
promotion of market application and development
a) Intensify blockchain
integration and application while promoting blockchain's role in increasing
data sharing, optimizing professional processes, reducing operational costs,
improving the effectiveness of inter-connected cooperation, and developing
reliable digital technology platforms and services.
b) Promote the
application of blockchain to the development of smart urban services and
research blockchain application capacity in the development of smart
infrastructures while improving the intelligence and efficiency of urban
management activities.
c) Provide services on
Vietnam’s blockchain infrastructure to accelerate the process of universalizing
the application of blockchain.
d) Develop experimental
sandbox mechanisms concerning blockchain in fields with potential for effective
application, such as fintech, transport, etc., to create a controlled and
convenient experimental space, promoting initiatives concerning new business
models serving Vietnam’s socio-economic development.
dd) Develop policies to
urge individuals, organizations, and enterprises to develop and apply
blockchain by including products and services subject to blockchain application
and development in the list of business occupations, list of key information
technology products and services, and list of information technology products
and services prioritized for investment, lease, and procurement using budget
sources.
5. Regarding the
promotion of research, innovation, and international cooperation concerning
blockchain
a) Prioritize
implementing scientific research topics and tasks with high applicability based
on blockchain utilization in socio-economic development fields and sectors.
b) Organize laboratories
and in-depth research centers concerning blockchain to determine directions and
solutions to blockchain development. Mobilize higher education institutions,
research centers, and research institutes to establish blockchain research
groups and intensify cooperation and association with them.

d) Support agencies and
organizations in the registration of invention patents in Vietnam and the world
to uphold Vietnam's role in the international market.
dd) Integrate the
application of blockchain into national programs and strategies for digital
transformation development, digital government, digital economy, and digital
society; science technology programs, e-commerce development programs, and
comprehensive financial development strategies.
e) Participate in the
organization and implementation of programs and projects on cooperation in
bilateral and multilateral scientific research on blockchain; efficiently
utilize Vietnam’s innovation network for the effective connection, attraction,
and use of blockchain resources for the development of the digital technology
industry, accelerating Vietnam’s industrialization and modernization.
g) Cooperate with other
nations in blockchain development and application. Facilitate the connection of
Vietnam’s blockchain network with the networks of other nations or other global
networks.
V. IMPLEMENTATION
1. Ministries,
ministerial agencies, governmental agencies, and People’s Committees of provinces
and centrally affiliated cities shall:
a) Within their
jurisdiction, concretize the Strategy by integrating the implementation tasks
into 5-year plans, annual plans, and schemes in sectors and fields under their
management.
b) Develop public
investment plans and state budget estimates to ensure the implementation of
objectives and tasks set in the Strategy within their management under the law.
c) Implement tasks and
solutions within fields under their management.

dd) Annually (before
December 15), submit reports on the implementation and results of the
implementation to the Ministry of Information and Communications of Vietnam for
summary and reports to the Government and Prime Minister of Vietnam.
2. The Ministry of
Information and Communications of Vietnam shall:
a) Take charge and
cooperate with relevant ministries and central authorities in researching and
counseling the development, requesting competent authorities to promulgate the
system of legislative documents on blockchain, and providing implementation
guidelines by each field.
b) Manage the report,
measurement, and statistical work concerning blockchain application and
development, ensuring the implementation of set objectives, tasks, and
solutions; instruct, monitor, and urge ministries, central authorities, local
authorities, enterprises, and organizations to implement this Strategy.
c) Cooperate with
ministries and central authorities in developing and completing the legal
corridor for blockchain application and development. Research and include
blockchain in the list of business occupations, the list of key information
technology products and services, and the list of information technology
products and services prioritized for investment, lease, and procurement using
budget sources.
d) Research, propose, or
promulgate policies to encourage enterprises to invest in and develop
blockchain infrastructures and products and services with applied blockchain
and promote blockchain industry development.
dd) Develop Vietnam’s
blockchain infrastructure in compliance with cyber information safety,
cybersecurity, and personal data protection laws and apply blockchain to
national digital infrastructures and national data integration axes to
intensify data safety. Promulgate policies on the management, connection, and
use of services and the promotion of the development and use of applications of
Vietnam’s blockchain infrastructure.
e) Disseminate and
universalize the contents of the Strategy on mass media and new communications
means in Vietnam and abroad, creating favorable conditions for society to
access Vietnam’s blockchain products and services.
g) Cooperate with the
Ministry of Science and Technology of Vietnam in proposing mechanisms for
prioritization and support for researching, developing, and mastering
blockchain; promulgate standards and regulations concerning blockchain.

i) Initiate and organize
the national blockchain forum to connect domestic and international
organizations, enterprises, and specialists and establish a network of blockchain
enterprises.
3. The Ministry of
National Defense of Vietnam shall:
a) Take charge and
cooperate with relevant ministries, central authorities, local authorities,
organizations, and enterprises relevant in researching and applying blockchain
to national defense.
b) Implement measures to
prevent and combat the abuse of blockchain to infringe on national sovereignty
in cyberspace.
4. The Ministry of Public
Security of Vietnam shall:
a) Take charge and
cooperate with relevant ministries in researching and applying blockchain to
national security protection and social order and safety maintenance.
b) Predict the situation
and implement measures to prevent and combat crimes using blockchain to
infringe on national security and social order and safety.
c) Take charge and
cooperate with relevant ministries and central authorities in researching,
experimenting, and applying blockchain to certain platforms developed by the
Ministry of Public Security of Vietnam, such as the electronic verification and
identification platform; manage and regulate data at the national data center.
5. The State Bank of
Vietnam shall:

6. The Ministry of
Planning and Investment of Vietnam shall:
Efficiently utilize
Vietnam’s innovation network for the effective connection, attraction, and use
of blockchain resources for the development of the digital technology industry,
accelerating Vietnam’s industrialization and modernization.
7. The Ministry of
Finance of Vietnam shall:
a) Take charge and
cooperate with the Ministry of Planning and Investment of Vietnam and the
Ministry of Information and Communications of Vietnam in allocating funding for
the implementation of state budget laws.
b) Based on the capacity
for balancing the annual state budget, allocate recurrent funding from the
central budget to ministries and central authorities for the implementation of
tasks set in the Strategy under the Law on State Budget and its guiding
documents.
c) Conduct blockchain
application and research in managerial operations and financial transactions.
Carry out a pilot blockchain implementation in VAT declaration and refund
operations for international tourists.
d) Research and propose
tax policies on digital property for operations relevant to private
transactions and trading transactions through centralized floors under IFRS
accounting standards.
dd) Research the
application of blockchain to the operation and development of carbon markets in
Vietnam
8. The Ministry of
Science and Technology of Vietnam shall:

b) Cooperate with the
Ministry of Information and Communications of Vietnam and the Ministry of

mechanisms for national innovation centers and mechanisms for incentives for
specialists, officials, and employees working at such centers.
9. The Ministry of
Education and Training of Vietnam shall:
a) Direct educational
institutions and high education institutions to review training programs for
additions to contents concerning blockchain in conformable majors. Prioritize
training for lecturers at the PhD level abroad specializing in blockchain.
b) Urge educational
institutions to intensify the provision of massive open online courses (MOOCs)
concerning blockchain.
c) Implement blockchain
research and application in education and training in the form of order
placement.
d) Research and apply the
provision and certification of diplomas using blockchain.
10. The Ministry of Labor
– War Invalids and Social Affairs of Vietnam shall:
a) Research and apply
blockchain to the management and sharing of data on vocational education
diplomas.
b) Utilize blockchain
applications to improve the efficiency and effectiveness of policies and
programs on social security.

12. The Ministry of
Agriculture and Rural Development of Vietnam shall:

blockchain to the management of cultivation areas and the origin tracing of
agricultural products, prioritizing key products and products with OCOP
certification.
13. The Ministry of
Industry and Trade of Vietnam shall:
a) Research and apply
blockchain to e-commerce and trade promotion operations.
b) Research and apply
blockchain to trade operations and management of supply chains and logistics
and seaport services.
c) Research and apply
blockchain to the origin tracing of products and commodities in industry and
trade.
d) Research and apply
blockchain to the prevention and combat against counterfeit goods and
commercial fraud and the protection of consumers' rights.
14. The Ministry of
Culture, Sport, and Tourism of Vietnam shall:

blockchain-based digital platforms to advertise and create favorable conditions
for Vietnam’s cultural heritage and value to be shared and recognized globally.
15. The Cipher Committee
of the Government of Vietnam shall:
a) Research and apply
blockchain to fields concerning cipher and civil service digital signatures.
b) Assist the Minister of
National Defense of Vietnam in researching elements relevant to civil codes in
products applying blockchain and submitting reports to the Government of
Vietnam on schemes to manage products applying blockchain used in the
protection of state secrets.
c) Research and propose
standards and regulations on codes for Vietnam’s blockchain infrastructure.
d) Develop information
safety and confidentiality standards in the implementation of public
blockchain, private blockchain, and API blockchain in cyberspace.
16. The Vietnamese
Fatherland Front, socio-political organizations, social-political-vocational
organizations, economic organizations, social organizations, and other
organizations shall:
a) Proactively and
actively implement the Strategy according to their functions and tasks.
b) Develop a diversity of
organizations providing blockchain platforms, applications, and services;
assist organizations, enterprises, and people in accessing and using blockchain
services conveniently at reasonable costs.
