CIRCULAR
INTRODUCING
THE LIST OF KEY INFORMATION TECHNOLOGY PRODUCTS AND SERVICES
Pursuant to Law on Digital Technology No.
71/2025/QH15 dated June 14, 2025;
Pursuant to Law on Radio Frequencies No.
42/2009/QH12 dated November 23, 2009; Law No. 09/2022/QH15 on amendments to
certain Articles of the Law on Radio Frequencies dated November 9, 2022;
Pursuant to Law on Telecommunications No.
24/2023/QH15 dated November 24, 2023;
Pursuant to Decree No. 55/2025/ND-CP dated March
02, 2025 of the Government of Vietnam defining functions, tasks, powers and
organizational structures of the Ministry of Science and Technology;
At the request of the Director of the Authority
of Information Technology Industry;
The Minister of Science and Technology hereby
promulgates the list of key information technology products and services.

The list of key digital products and services will
be reviewed, updated, and supplemented in each period in accordance with the
management requirements of sectors and fields.
Article 2. Regulated entities
This Circular applies to agencies, organizations,
enterprises, and individuals engaged in or relevant to the production and
provision of key digital products and services.
Article 3. Transition clauses
Projects investing in research – development and
production of key information technology products as prescribed in Circular No.
19/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and
Communications (Ministry of Science and Technology) on the list of key
information technology product are eligible to incentives policies and
priorities in research – development and production until the end of the
project duration.
Article 4. Implementation
1. This Circular shall come into force from January
01, 2026.
2. Circular No. 19/2021/TT-BTTTT dated December 3,
2021 of the Minister of Information and Communications (Ministry of Science and
Technology) on the list of key information technology product shall cease to
have effect from the effective date of this Circular, except as provided in
Article 3 of this Circular.
3. The agencies, organizations, enterprises, and
individuals specified in this Circular shall take responsibility for the
accuracy of the information on digital products and services to determine
whether they are key digital products and services as prescribed in this
Circular.

5. Any difficulties that arise during the
implementation of this Circular should be reported to the Ministry of Science
and Technology (Authority of Information Technology Industry) for consideration
and handling./.
