COOPERATION
PROCEDURES BETWEEN PEOPLE’S COURTS AND OVERSEAS REPRESENTATIVE MISSIONS OF
SOCIALIST REPUBLIC OF VIETNAM IN CIVIL PROCEEDINGS AND ADMINISTRATIVE
PROCEEDINGS IN FOREIGN COUNTRIES
Pursuant to Code of Civil Procedures dated
November 25, 2015;
Pursuant to Law on Administrative Proceedings
dated November 25, 2015;
Pursuant to Law on Overseas Representative
Missions of Socialist Republic of Vietnam dated June 18, 2009;
Pursuant to Law on amendments to a number of
Articles of Law on Overseas Representative Missions of Socialist Republic of
Vietnam dated November 21, 2017;
Pursuant to Decree No. 26/2017/ND-CP dated March
14, 2017 of Government on functions, tasks, powers, and organizational
structure of Ministry of Foreign Affairs;
Chief Justice of Supreme People’s Court and
Minister of Foreign Affairs promulgate Joint Circular on cooperation procedures
between people’s courts and overseas representative missions of Socialist
Republic of Vietnam in civil proceedings and administrative proceedings in
foreign countries.

GENERAL PROVISIONS
Article 1. Scope
1. This Joint Circular prescribes cooperation
between people’s courts and overseas representative missions of Socialist
Republic of Vietnam (hereinafter respectively referred to as “courts” and “representative
missions”) in following activities of civil proceedings and administrative
proceedings in foreign countries:
a) Transmit procedural documents to litigants who
are Vietnamese citizens residing overseas as specified in Point d Clause 1
Article 474, Point a Clause 6 Article 477, Clause 2 Article 479 and Article 480
of Civil Procedure Code, and Point d Clause 1 Article 303, Clause 2 Article 307
and Article 308 of Law on Administrative Proceedings;
b) Notify procedural documents to litigants residing
overseas who are Vietnamese citizens, foreigners, foreign agencies and
organizations as specified in Point d Clause 3 Article 474, Point c Clause 6
Article 477, Clause 2, Clause 3 Article 479 and Article 480 of Civil Procedure
Code, and Clause 3 Article 303, Clause 2, Clause 3 Article 307 and Article 308
of Law on Administrative Proceedings;
2. This Joint Circular does not apply to
transmission of procedural documents and documents on evidence collection
specified in Points a, b and c Clause 1 Article 474, Article 475 of Civil
Procedure Code, Points a, b and c Clause 1 Article 303 of Law on Administrative
Proceedings.
Article 2. Regulated entities
This Joint Circular applies to courts of first
instance, courts of appeals, representative missions, litigants and other
agencies, organizations and individuals related to civil proceedings and
administrative proceedings requested by courts to be implemented overseas by
representative missions.

1. “Transmission of a procedural document” refers
to an act in which a representative mission transmits a procedural document of
the court to a litigant who is a Vietnamese citizen residing overseas via
secure parcel delivery services.
2. “Notice of a procedural document” refers to an
act in which a representative mission posts openly at head office and uploads
on website of the representative mission a procedural document of the court to
notify an overseas litigant who is a Vietnamese citizen, a foreigner or a
foreign agency and organization.
3. “Procedural document transmission and notice
fees” refer to following payments: domestic postage, overseas postage, bank
transfer fees, fees for translation of procedural documents and authentication
of translators’ signatures.
4. “Domestic postage” refers to amount of money to
be paid to enable courts to send request for transmission or notice of
procedural documents to representative missions via secure parcel delivery
services.
5. “Overseas postage” refers to amount of money to
be paid to enable representative missions to transmit procedural documents and
send results of transmission of procedural documents or results of notice of
procedural documents to courts via secure parcel delivery services.
6. “Bank transfer fee” refers to amount of money to
be paid to banks when courts transfer overseas postage to representative
missions.
7. “Fees for translation of procedural documents
and authentication of translators’ signatures” refer to amount of money to be
paid to translate procedural documents and authenticate translators’ signatures
in case the procedural documents are notified to litigants who are foreigners
and foreign agencies and organizations.
8. “Secure parcel delivery services” refer to
services that receive, deliver and bring parcels to address of recipients; the
parcels shall be assigned with tracking number to enable tracking and
navigating during delivery process.
Article 4. Methods for
preparing and submitting request for transmission and notice of procedural
documents between courts and representative missions

a) Request for transmission of procedural
documents;
b) Request for notice of procedural documents;
c) Results of transmission or notice of procedural
documents.
2. In case systems for document management and
operation of a court and a representative mission are connected and bridged,
the court and representative mission shall prepare and send each other
documents specified in Points b and c Clause 1 of this Article in electronic
form bearing digital signatures.
Chapter II
PROCEDURES FOR PREPARING
AND SUBMITING REQUEST FOR TRANSMISSION AND NOTICE OF PROCEDURAL DOCUMENTS TO
REPRESENTATIVE MISSIONS
Article 5. Preparation of
request for transmission of procedural documents to litigants who are

1. Request for transmission of procedural documents
consists of:
a) Document requesting representative missions to
transmit procedural documents;

c) Domestic documents and files of the litigants
that the courts are requested to send to the litigants (if any);
d) Photocopies of invoices and certificates of bank
transfer of overseas postage.
2. The courts shall prepare the request for
transmission of procedural documents as follows:
a) Document requesting the representative mission
to transmit procedural document shall be made using Form 1 attached to this
Joint Circular;
b) In case the procedural documents need to be
transmitted to multiple litigants residing at different addresses or multiple
litigants residing at the same address, the request shall be prepared per
address of each litigant or per litigant;
c) Request for transmission of procedural documents
shall be made into 2 copies; 1 copy shall be sent to the representative mission
and 1 copy for storage.
Article 6. Preparation of
request for notice of procedural documents for foreign litigants
1. Request for notice of procedural documents
consists of:
a) Document requesting representative missions to
notify procedural documents;

c) Photocopies of invoices and certificates of bank
transfer of overseas postage.
d) Domestic documents and files of the litigants
that the courts are requested to send to the litigants (if any).
2. In case notified litigants are foreigners and
foreign agencies and organizations, the request for notice of procedural
documents shall also consist of translation of the procedural documents into
foreign languages bearing authenticated signatures of the translators.
3. The courts shall prepare the request for notice
of procedural documents as follows:
a) The document requesting the representative
mission to notify procedural document shall be made using Form 2 attached to
this Joint Circular;
b) The procedural documents must be translated into
the official language of the country whose nationality is claimed by the
litigants or where addresses of the litigants are specified or other languages
accepted by the country.
c) The courts shall assign the petitioners,
plaintiffs, requesters and appellants to do the translation and pay fees for
translation of procedural documents and authentication of translators’
signatures. The litigants must submit invoices to the court for storage;
d) Request for notice of procedural documents shall
be made into 2 copies; 1 copy shall be sent to the representative missions and
1 copy for storage.
Article 7. Deadline for
transfer of request for transmission and notice of procedural documents from
courts to representative missions

2. Within 3 working days from the date on which
request for notice of procedural documents in written form bearing digital
signatures is completed, the courts shall send the request to the
representative mission using methods specified in Clause 2 Article 4 of this Joint
Circular.
Chapter III
PROCEDURES FOR RECEIVING
AND HANDLING REQUEST FOR TRANSMISSION AND NOTICE OF PROCEDURAL DOCUMENTS AND
RETURN OF IMPLEMENTATION RESULTS AT REPRESENTATIVE MISSIONS
Article 8. Procedures for
receiving and handling request for transmission and notice of procedural
documents of courts
1. Within 5 working days from the date on which
request of courts for transmission and notice of procedural documents is
received, representative missions shall:
a) Examine documents and record in transmission log
and notice of proceeding documents;
b) Implement transmission and notice of procedural
documents as specified in Article 9 and Article 10 of this Joint Circular,
except cases specified in Clause 2 of this Article.
2. In case address of a litigant who is a
Vietnamese citizen residing overseas is found incomplete in terms of
information or unsatisfactory to regulations of the country where he/she is
living or working, the representative mission shall cease implementation and
inform the court via e-mail for replacement documents. After receiving new
documents from the court, the representative mission shall handle request for
transmission of procedural documents as specified in Clause 1 of this Article.
3. An address of a litigant who is a Vietnamese
citizen residing overseas considered incomplete or unsatisfactory to
regulations of the country where he/she is living or working specified in
Clause 2 of this Article means an address that lacks any information of the
litigant about country, state, territory, city, street, address number of
residence or working location, or postal address should the litigant only
receive documents and papers by this method only, or such address does not
exist, no longer exists or the address is transliterated into Vietnamese.

1. Representative missions shall transmit procedural
documents to litigants by secure parcel delivery services.
2. Within 5 working days from the date on which
parcel delivery results are in, the representative missions shall report
implementation results using Form 1 (verso) attached to this Circular and send
together with postage invoices and parcel delivery results to the courts using
methods specified in Article 4 of this Joint Circular.
3. In case of not receiving parcel delivery results
after 1 month from the date of sending the parcel, the representative missions
shall demand reasons from postal organizations. Within 5 working days from the
date on which written response is received, the representative missions shall
report implementation results using Form 1 (verso) attached to this Circular
and send together with postage invoices and parcel delivery results to the
courts using methods specified in Article 4 of this Joint Circular.
Article 10. Notice of
procedural documents to litigants who are Vietnamese citizens residing overseas
and report of implementation results to courts
1. Representative missions shall openly post at
head offices thereof and/or upload on website thereof procedural documents for
the period specified by courts in request for notice of procedural documents.
2. In case practical conditions in receiving
countries do not allow upload of procedural documents on the websites specified
in Clause 1 of this Article, the representative missions shall:
a) Openly post the procedural documents at head
offices of the representative missions for 1 month from the date of posting;
b) Specify reasons for failure to upload the
procedural documents on the website in reports on implementation results.
3. In case litigants arrive at the head offices of
the representative missions to receive the procedural documents before the time
limit specified in Clause 1 or Clause 2 of this Article, the representative
missions shall hand the procedural documents over to the litigants. Handing
over and receipt of the procedural documents must be kept records by the
representatives missions bearing signatures of both parties.

Chapter IV
PROCEDURAL DOCUMENT
TRANSMISSION AND NOTICE FEES
Article 11. Litigants are
required to submit prepayment for procedural document transmission and notice
fees
Litigants specified in Article 152 of Civil
Procedure Code and Article 353 of Law on Administrative Proceedings must submit
prepayment for procedural document transmission and notice fees specified in
Clause 3 Article 3 and Article 13 of this Joint Circular.
Article 12. Opening of bank
accounts for management, payment and return of spare prepayment for procedural
document transmission and notice fees for litigants
1. Courts of first instance shall open foreign
currency accounts at commercial banks where the courts are based to manage, pay
and return spare prepayment for procedural document transmission and notice
fees to litigants.
2. Chief Justices of courts of first instance may
prepare documents authorizing judges to sign transaction records and
certificates relating to the prepayment for procedural document transmission
and notice fees with the banks on behalf of the account owners on a regular
basis
3. Chief Justices of the courts of first instance
shall inform the banks where the courts open their accounts in written form
about termination of authorization for implementation of tasks specified in Clause
2 of this Article in case authorized judges are mobilized, reassigned,
seconded, dismissed or discharged as per the law and other cases deemed
necessary by the Chief Justices.
4. Courts of appeals shall open bank accounts,
authorize and terminate authorizing judges to sign documents, transaction
records and certificates with banks as specified in Clauses 1, 2 and 3 of this
Article.

1. Courts shall request litigants to submit
prepayment for procedural document transmission and notice fees in US Dollar.
The courts shall determine the prepayment for procedural document transmission
and notice fee to request submission from litigants as follows:
a) The courts shall request representative missions
to provide information on overseas postage as specified in Article 16 of this
Joint Circular. Based on the overseas postage provided by the representative
missions and sessions of procedural document transmission and notice, the
courts shall estimate first installment of prepayment to be paid by the
litigants. This prepayment amount must be sufficient to cover procedural
document transmission and notice fees including notice of acceptance of
lodgments, judgments, judicial decisions and notice on appeals for litigants
residing overseas;
b) If the first prepayment amount is exhausted or
insufficient for payment of transmission and notice of procedural documents,
including judgments, judicial decisions and notice on appeals in subsequent
request for transmission and notice of procedural documents, the courts shall
depend on procedural document transmission and notice fees of the previous
session to estimate the second prepayment to be paid by the litigants.
c) If a litigant not specified in Point a of this
Clause makes an appeal, the court rely on the procedural document transmission
and notice fees of the previous session to estimate prepayment amount to be
paid by the litigant;
d) Other cases in which the courts request the
representative missions to transmit and notify procedural documents according
to Civil Procedure Code or Law on Administrative Proceedings, the courts shall
rely on overseas postage provided by the representative missions and number of sessions
of transmission and notice of procedural documents to estimate amount of
prepayment to be paid by the litigants.
E.g. In case the courts request the representative
missions to notify procedural documents as specified in Clause 3 Article 474,
Point c Clause 6 Article 477 of Civil Procedure Code and Clause 3 Article 303
of Law on Administrative Proceedings, the courts shall request the
representative missions to cover overseas postage for 1 session of notice of
procedural documents. Based on amount of overseas postage provided by the
representative missions, the courts shall estimate amount of prepayment to be
paid by the litigants. The prepayment amount must be sufficient to enable the
representative missions to cover overseas postage when sending reports on
results of notifying procedural documents, including judgments, judicial
decisions and notice on appeals for litigations residing overseas.
2. The courts shall request litigants specified in Clause
1 of this Article in written form to submit prepayment for procedural document
transmission and notice fees as follows:
a) If the litigants reside domestically, the courts
shall issue the request using Form 3 attached to this Joint Circular;
b) If the litigants reside overseas, the courts
shall issue the request using Form 4 attached to this Joint Circular.

Article 14. Period for
issuance of court request for prepayments of litigants for procedural document
transmission and notice fees
1. Courts of first instance shall request litigants
in written form to submit prepayments for procedural document transmission and
notice fees in following periods:
a) Within 3 working days from the date on which
documents of representative missions on overseas postage or solicitation for
appeals of the litigations with respect to cases specified in Points a, c and d
Clause 1 Article 13 of this Joint Circular are received;
b) Within 3 working days from the date on which the
courts consider the first prepayment amount to be exhausted or insufficient for
payment of procedural document transmission and notice fees in subsequent
request for transmission and notice with respect to cases specified in Point b
Clause 1 Article 13 of this Joint Circular.
2. Courts of appeals shall request litigants in
written form to submit prepayments for procedural document transmission and
notice fees in following periods:
a) Within 3 working days from the date on which
documents of representative missions on overseas postage are received in case
the courts request the litigants to submit the first prepayments;
b) Within 3 working days from the date on which the
courts consider the first prepayment amount to be exhausted or insufficient for
payment of procedural document transmission and notice fees, including
judgments and judicial decisions in subsequent request for transmission and
notice.
Article 15. Payment of
domestic postage for submission of request for transmission and notice of
procedural documents to representative missions
1. In case litigants specified in Article 11 of
this Joint Circular live in Vietnam, courts of first instance and courts of
appeals shall request the litigants to pay postage in person when the courts
send request for transmission and notice of procedural documents to representative
missions. The litigants shall hand postage invoices over to the courts for
storage.

Article 16. Request for
information for transfer of overseas postage to representative missions
1. Courts shall request representative missions in
written form to provide information on overseas postage and bank accounts to
enable the courts to transfer the postage to the representative missions using
Form 5 attached to this Joint Circular.
2. Within 3 working days from the date on which
request of the courts is received, the representative missions shall prepare
documents providing information for the courts using form No. 6 attached to
this Joint Circular.
3. The courts and representative missions shall
send each other documents specified in Clauses 1 and 2 of this Article via
contact e-mail address of each entity.
Article 17. Transfer of
overseas postage, postage invoices and relevant documents between courts and
representative missions
1. Within 3 working days from the date on which
prepayment for procedural document transmission and notice fees submitted by
litigants is received, courts shall adopt procedures to transfer overseas
postage to representative missions via banks where the courts open their
accounts. The courts shall pay bank transfer fees from the prepayment for
procedural document transmission and notice fees submitted by the litigants.
2. Request submitted by the courts for banks to
transfer overseas postage to representative missions includes:
a) Documents requesting the banks to transfer
overseas postage to the representative missions using Form 7 attached to this
Joint Circular;
b) Photocopies of Point a Clause 1 Article 5 or
Point a Clause 1 Article 6 of this Joint Circular;

3. After transferring overseas postage, the courts
shall attach 1 photocopy of transfer certificates and invoices of the banks
together with request for transmission and notice of procedural documents to
the representative missions.
The courts shall store papers and documents
relating to transfer of overseas postage to the representative missions in case
files.
4. The representative missions shall send postal
invoices and reports on results of transmission and notice of procedural
documents and relevant papers to the courts as specified in Article 9 and
Article 10 of this Joint Circular.
5. The representative missions, the courts and the
litigants shall proceed with settlement of overseas postage according to
applicable regulations and law.
Chapter V
RESPONSIBILITIES OF
RELEVANT PARTIES
Article 18. Responsibilities
of Supreme People’s Court
1. Directing and instructing courts of all levels
to cooperate with the representative missions in transmitting and notifying
procedural documents as specified in this Joint Circular.
2. On an annual basis, taking charge and
cooperating with Ministry of Foreign Affairs in implementing following tasks:

b) Organizing examination at the courts regarding
cooperation with the representative missions in transmitting and notifying
procedural documents;
c) Organizing classes to enhance officials and
judges of the courts regarding transmitting and notifying procedural documents
as specified in this Joint Circular;
d) Organizing meetings to exchange information,
discuss and decide on measures to deal with difficulties arising from
cooperation between the courts and representative missions regarding
transmitting and notifying procedural documents.
3. Requesting Ministry of Foreign Affairs to direct
the representative missions to send reports on results of transmission and
notice of procedural documents in case time limits specified in this Joint
Circular expires without the courts receiving the reports from the
representative missions.
4. Providing Ministry of Foreign Affairs with list
of contact e-mail of courts of all levels to enable forwarding to
representative missions.
Article 19. Responsibilities
of Ministry of Foreign Affairs
1. Directing and encouraging representative
missions to cooperate with courts in transmitting and notifying procedural
documents as specified in this Joint Circular.
2. Taking charge and cooperating with Supreme
People’s Court in organizing classes to enhance officials of Ministry of
Foreign Affairs regarding transmitting and notifying procedural documents.
3. Cooperating with Supreme People’s Court in
performing tasks specified in Clause 2 Article 18 of this Joint Circular.

Article 20. Responsibilities
of representative missions
1. Cooperating with courts in transmitting and
notifying procedural documents as specified in this Joint Circular.
2. Promptly informing Ministry of Foreign Affairs
about difficulties arising from transmission and notice of procedural
documents.
3. Preparing and providing Ministry of Foreign
Affairs list of contact e-mail for receipt and exchange of information with the
courts during transmission and notice of procedural documents.
4. On an annual basis, reporting to Ministry of
Foreign Affairs on status and results of transmission and notice of procedural
documents as specified in this Joint Circular.
Article 21. Responsibilities
of courts of all levels
1. Cooperating with the representative missions in
transmitting and notifying procedural documents as specified in this Joint
Circular.
2. Providing fully, accurately and being
responsible for address of litigants who are Vietnamese citizens residing
overseas.
3. Uploading results of transmission and notice of
procedural documents on website of the courts.

5. On a 6-monthly basis or on demand, informing
Supreme People’s Court (via Department of International Cooperation) on status
and results of cooperation with representative mission in transmitting and
notifying procedural documents.
6. Preparing and providing Supreme People’s Court
list of contact e-mail for receipt and exchange of information with the
representative missions during transmission and notice of procedural documents.
Chapter VI
IMPLEMENTATION
Article 22. Entry into force
This Joint Circular comes into force from February
3, 2020.
Article 23. Organization and
implementation
Difficulties that arise during the implementation relating
to this Joint Circular should be reported to Supreme People’s Court (via
Department of International Cooperation) and Ministry of Foreign Affairs (via
Bureau of Consular Affairs) for timely explanation and guidance./.

This form has 2 sides where the recto is the
Official Dispatch of the Court and the verso is the Notice of transmission
results of procedural documents.
1. The recto
In sections (1), (3), (16):
Specify name of Court that is handling civil matters, civil case,
administrative case. For example: People’s Court of Hanoi City.
Section (2): Specify name of Representative
mission. For example: Vietnamese Embassy in the Netherlands. Note: Specify
Vietnamese Embassy in the country where litigant’s address is registered if
only Vietnamese Embassy is present in the host country. Where the litigant is a
Vietnamese national in Taiwanese territory, specify the Vietnam Economic and
Cultural Office in Taipei, Taiwan. Where both Vietnamese Embassy and Vietnamese
Consulate General are present in a country, depending on whether the litigant’s
address is within consular district of the Embassy or the Consulate General,
specify either the Embassy or the Consulate General.
For example: Consular district of the Vietnamese
Consulate General in San Francisco consists of 11 states in the Western and
Midwestern areas of the United States: California, Washington, Hawaii,
Oregon, Arizona, Utah, New Mexico, Colorado, Idaho, Wyoming, and Alaska. Where
the litigant’s address is located in any of the 11 aforementioned states, the
Court shall send documents to the Vietnamese Embassy in San Francisco.
Where information on consular district of the
Embassy or Consulate General is unknown, specify the Vietnamese Embassy in the
country.

in foreign country is available at:

Section (6): Specify either Mrs. or Mrs./Ms.
and full name; passport number, date of issue, issuing authority, expiry (if
available) of litigant who is a Vietnamese national in foreign country.
Section (7): Specify address of litigant.
Address of litigant must include: number, road, city, postal code, state (in
case of federal state), country.
For example: Where full name and address of
the litigant is: “Ông Trần Văn Thọ, địa chỉ: 22 Balmoral Avenue, Springvale,
Melbourne, Victoria (VIC), 3171, Australia” (Mr. Tran Van Tho, address:
22 Balmoral Avenue, Springvale, Melbourne, Victoria (VIC), 3171, Australia),
all information must be specified in full where “22 Balmoral Avenue” is
address; “Springvale” is the region, “3171” is postal code of
Springvale region; “Melbourne” is the city; “Victoria” is the
state; “Australia” is the country.
In order to inspect whether specified address of
litigant in foreign country is adequate, the Court may use Google as follows:
fill in litigant’s address onto the search bar of Google in quotation marks (“
”), for example: “22 Balmoral Avenue, Springvale, Melbourne, Victoria, 3171,
Australia”. Where any search result contains “22 Balmoral Ave, Springvale VIC
3171, Australia” below the map section, the address is accurate.
Sections (8), (9): Specify either of
the two laws.
Section (10): Specify full name of litigant
to whom procedural documents are to be transmitted according to Section (6).
Section (11): Specify title of procedural
documents and attachments thereof to be transmitted (if any). For example:
Notice of case acceptance; judgment, decision on suspension or temporary
suspension of case resolution, notice of appeal.
Section (12): Specify address of the Court.
For example: People’s Court of Tay Ninh Province, 80 Tran Phu, Ninh Son, Tay
Ninh.
Sections (13), (14), (15):
Specify telephone number and Fax number of the Court, contact email address
through which Representative mission can contact the Court.

Sections (29) through (36): Mark
transmission results in corresponding boxes. Note: do not tick all boxes at the
same time.
Section (37), (38): To be specified
by Representative mission.
Section (37): Specify to which regard the
address is insufficient. For example: the lack of any of the following
information: country, state, territory, house number, road where litigant
resides or work.
Section (38): “Other reasons” mean a
situation where the address no longer exists or the address is transliterated
into Vietnamese or the litigant is deceased or missing or imprisoned or
detained due to violations of the law of the host country (if known).
Section (39): Specify postage in currency in use of
host country based on post invoice for delivery of procedural documents to the
litigant and delivery of transmission results to the Court.
Section (40): Specify amount equivalent in US
Dollar converted from postage in currency of host country; conversion rate
between currency in use of host country and US Dollar.
Sections (41), (42): Specify the date
on which conversion rate between USD and currency in use of host country is
declared and the Bank that declares the conversion rate.
Sections (43), (44), (45):
Specify telephone number; Fax number; email address of Representative mission.

procedural document announcement results to the Court
The Court hereby requests Representative mission to
provide information on secure parcel postage (including taxes and fees, etc.)
of postal company that the Representative mission usually employs to send
notice of procedural document announcement results from headquarters of
Representative mission to address of the Court (9). For the purpose of
facilitating transfer, the Court hereby requests the Representative mission to provide
assistance in converting the aforementioned parcel postage into USD.

Section (10): Specify amounts (in USD) to be
transferred to Representative mission to settle postage for transmission of
procedural documents to the litigant and transfer of notice of implementation

Note: When requesting bank to transfer postage to Representative
mission to enable the Mission to transfer notice of procedural document
announcement results to the Court, specify as follows:

and the Ministry of Foreign Affairs (6), the Court must transfer postage
to Vietnamese Embassy/Consulate General in (7) to settle postage where
the the agency sends notice of procedural document announcement results to the
Court).
