Practicing certificates will be granted to Vietnamese individuals, overseas Vietnamese or aliens doing construction business in Vietnam if they meet the following minimum requirements:
- Having full civil capacity stipulated in law; holding residence permits or labor permits enabling their residence and work in Vietnam with regard to foreigners and overseas Vietnamese.
- Having professional qualifications gained after completion of training programs, past performance or experience in the type of work falling within the scope of activities mentioned in the application for practicing certificates, specifically including:
+ Grade I: Holding undergraduate degrees in relevant majors, accumulating at least 7 years of the past performance or experience in the type of work falling within the scope of activities mentioned in the application for practicing certificates;
+ Grade II: Holding undergraduate degrees in relevant majors, accumulating at least 4 years of the past performance or experience in the type of work falling within the scope of activities mentioned in the application for practicing certificates;
+ Grade III: Holding relevant academic qualifications. With regard to individuals graduating from undergraduate degree, associate or post-secondary education degree programs, they must accumulating at least 2 years and 3 years, respectively, of the past performance or experience in the type of work falling within the scope of activities mentioned in the application for practicing certificates.
- Passing the test for eligibility for practicing in the sectors falling within the scope of activities mentioned in the application for practicing certificates.
In addition, below are the following regulations related to practicing certificates:
- Practicing certificates will be valid for a maximum period of 5 years. In particular, the validity period of a practicing certificate granted to a foreigner will be determined to be the same as the one specified in his/her labor permit or temporarily residence card issued by a competent authority provided that it does not exceed 5 years.
- Below are construction sub-sectors permitted for application for practicing certificates:
(1) Construction surveying.
(2) Construction planning.
(3) Construction design.
(4) Construction supervision.
(5) Construction valuation or quantity surveying.
(6) Project management.
In addition to meeting the abovestated minimum requirements, each individual must satisfy particular requirements imposed in specific sub-sectors to be eligible for practicing certificates.
Notes: As for practicing certificates issued by foreign bodies or entities:
- If any foreigner or overseas Vietnamese already obtaining a practicing certificate issued by a foreign authority or entity does construction business in Vietnam for a period of less than 06 months, he/she will get a practicing recognition.
- If a person is practicing in the construction sector in Vietnam for a period of at least 6 months, he/she must apply for the permission for the conversion of his/her practicing certificate from a competent authority in accordance with laws.
