Article 4 of Circular No. 86/2026/TT-BGDDT prescribes the objectives of STEM education as follows:
(1) General objectives:
- To enhance students’ capacity to explore, mobilize, and creatively apply knowledge of science, technology, engineering, and mathematics to solve practical problems; contribute to the development of students’ qualities and competencies in accordance with the objectives and expected learning outcomes of the General Education Program; promote innovation and digital transformation and establish a STEM education ecosystem; and improve the capacity of educational institution managers and teachers to manage and organize STEM education activities in general education.
- To identify, encourage, and facilitate the development of students with aptitude and an interest in learning and research in the fields of science, technology, and engineering; strengthen career orientation and connections between general education institutions and higher education institutions, research institutes, and enterprises; and contribute to creating a pipeline of learners for the country’s key scientific and engineering disciplines and strategic technologies.
(2) Specific objectives:
- At the primary education level: To develop foundational competencies and the ability to connect and apply knowledge and skills to solve simple problems; enable students to observe, ask questions, propose ideas, assemble and create products, and initially become familiar with digital devices and visual programming; foster an interest in science, exploration, inquiry, and creativity; and develop problem-solving thinking as a foundation for subsequent education levels.
- At the lower secondary education level: To develop scientific inquiry and engineering design competencies; enable students to formulate hypotheses, conduct experiments, perform measurements and process data, apply the engineering design process, and undertake applied control programming; and, on that basis, help students identify career orientations to inform their selection of subjects at the upper secondary education level.
- At the upper secondary education level: To develop competencies in scientific and engineering research, innovation, and career orientation; enable students to appropriately access and apply embedded systems, the Internet of Things (IoT), data science, and artificial intelligence; and connect STEM education content with occupational requirements to guide their selection of fields of study at subsequent education and training levels.
