In Vietnam, is it permissible to re-study 9th grade if a person was born in 2005? What are rights and obligations of learners in Vietnam? Can certificate of pedagogy be replaced by certificate of theory and methods of teaching English in Vietnam?

In Vietnam, is it permissible to re-study 9th grade if a person was born in 2005?

I was born in 2005. In the past, I only studied 9th grade for a few months before quitting. Is it permissible for me to re-study 9th grade in school year of 2021-2022?

Answer:

Pursuant to Clause 2, Article 4 of the regulation on school change and admittance of students to learn at lower and upper secondary schools issued together with the Decision 51/2002/QD-BGDDT stipulating as follows:

Students applying for re-study after a duration of staying away from school, who are still in the age group prescribed for each educational level.

Pursuant to Clause 1, Article 28 of the Law on Education in 2019 stipulating educational levels and age groups of general education in Vietnam as follows:

- Primary education lasts for 05 school years, from the first to the fifth grade. The entry age for the first grade is 06;

- Lower secondary education lasts for 04 school years, from the sixth to the ninth grade. Students must complete the primary educational programme before entering the sixth grade. The entry age for the sixth grade is 11;

- Upper secondary education lasts for 03 school years, from the tenth to the twelfth grade. Students must complete the lower secondary educational programme before entering the tenth grade. The entry age for the tenth grade is 15;

As regulations above, there is no promulgation on limit age to finish 9th grade. Therefore, you are permissible to re-study 9th although you were born in 2005. You can contact to the school, where you used to learn, for instruction.

Answer:

Pursuant to Article 83 of the Law on Education in 2019 stipulating rights of learners in Vietnam as follows:

1. Receive education and training so as to develop comprehensively and realize their potentials to the fullest.

2. Receive respect; equal opportunities in education and learning; to have their talents, gifts, creations and inventions developed; to receive full information concerning their own learning and training.

3. Have the possibility of leaping grades, shortening programme duration, learning at an age higher than regulated, extending programme duration or repeating class, be enabled to learn educational programmes as prescribed by law.

4. Learn in a safe and healthy educational environment.

5. Be awarded degrees/diplomas or certificates after completing educational levels, training qualifications or completing educational programmes as prescribed by law.

6. Participate in collective activities in educational institutions in accordance with the law.

7. Use infrastructure, libraries, equipment and facilities assigned to learning, cultural, sporting, athletic activities at educational institutions.

8. Submit, directly or through their legal representatives, to educational institutions measures for the improvement of educational institutions, to protect learners' rights and interests.

9. Benefit from preferential State policies in recruitment into State agencies upon graduation with excellent records and good conduct.

10. Elect representatives for school council as prescribed by law.

Can certificate of pedagogy be replaced by certificate of theory and methods of teaching English in Vietnam?

I've already have certificate of theory and methods of teaching English in Vietnam. Do I need to obtain certificate of pedagogy to teach English at upper secondary schools in Vietnam? Where to learn and obtain certificate of pedagogy in Vietnam?

Answer:

Pursuant to Point b, Article 72 of the Law on Education in 2019 stipulating standardized educational qualifications of teachers in Vietnam as follows:

Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training.

In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training.

However, according to the current Law, there is no regulation showing that certificate of theory and methods of teaching is equal to certificate of pedagogy. In addition, the Law also doesn't stipulate that both certificate are equal to each other. Therefore, you shall obtain certificate of pedagogy to teach at upper secondary schools in Vietnam.

About places for grant certificate of pedagogy. The current Law doesn't regulate specifically the list of schools or teaching organizations that grant certificate of pedagogy. You may look for information of pedagogy training course at pedagogy schools such as Training and Continuing Education Center of Hanoi National University of Education, National Professional Pedagogical Center, etc.
