What is “Universalization of education” in Vietnam? Are primary schools considered as institutions of general education in Vietnam? Is it permissible for teachers to smoke at break-time?

What is “Universalization of education” in Vietnam?

I know about universalization of education in Vietnam. However, I want to know exactly how the Law promulgates universalization of education in Vietnam. Which document stipulates that? Thank you.

Answer:

Pursuant to Clause 8, Article 5 of the Law on Education in 2019 stipulating as follows: 

“Universalization of education” means organizing educational activities in the way that ensures all citizens of suitable age have access to education and acquire certain qualifications as prescribed by law.

Above is the definition of “Universalization of education” prescribed in the Law on Education in Vietnam.

Are primary schools considered as institutions of general education in Vietnam?

I'm a Bachelor of Education. According to current Law, which schools are considered as institutions of general education in Vietnam? Are primary schools considered as ones of them?

Answer:

Pursuant to Article 33 of the Law on Education in 2019 stipulating institutions of general education in Vietnam include: 

1. Primary schools;

2. Lower secondary schools;

3. Upper secondary schools;

4. Multi-level schools.

As regulations above, primary schools are ones of institutions of general education in Vietnam.

Is it permissible for teachers to smoke at break-time?

I'm in grade 11. I'm really annoyed at my Physics teacher for his smoking habit although he only smokes at break-time. Is there any regulation prohibiting teachers from smoking in schools?

Answer:

Pursuant to Article 22 of the Law on Education in 2019 stipulating prohibited activities in educational institutions in Vietnam as follows: 

- Disrespect of dignity and honor, committing physical assault towards teachers, staff, labour workers of educational institutions and towards learners.

- Distortion of educational contents.

- Cheating in learning, testing, examination, admission.

- Smoking; alcohol consumption; security and order disruption.

- Forcing students to take extra classes for money.

- Forcing contributions in cash or in kind in the name of educational sponsorship or support.

As regulations above, teachers are not permissible to smoke in schools even if at break-time.
