Pursuant to Clause 8, Article 4 of the Decision 546/QĐ-TTg in 2022 stipulating responsibilities of Ministry of Education and Training of Vietnam in setting population coverage for health insurance in the 2022 - 2025 period as follows:
Implement regulatory provisions on health insurance schemes of beneficiaries under their management, ensuring that their health insurance participation rate will be 100%.
