In Vietnam, are students fighting outside of the school classified as weak-grade conduct?

If the school finds out that a secondary school student fighting outside of the school, is that student classified as weak-grade conduct?

Answer:

Pursuant to Clause 4 Article 4 of regulation on Assessment And Classification Of Secondary Schools And High School Students (issued together with Circular 58/2011/TT-BGDDT) stipulating bases for evaluation and classification of conduct, weak-grade students are those who:

Not being obtained standard of medium grade or having one of the following defects:

- Having mistakes of the serious nature or repeated in the implementation of the provisions in clause 1 of this Article, be educated, but not taking remedy;

- Having impoliteness, hurting dignity, honor, or hurting the body of teachers, school staffs; hurting the honor and dignity of friend or others;

- Having fraud in the study, examination, contest;

- Fighting, disturbing order and security in schools or society; violating traffic safety; causing damage to public property or property of others.

As above regulations, students fighting in or outside of the school are all considered to be unacceptable acts, which students are not allowed to do. Students fighting in schools or society (outside of the school) are classified as weak-grade conduct for that semester. 

Can 8-grade students pass their grade if they have 10 days of absence?

Currently, I am an 8-grade student. I have already been off from the class with 3 allowed absence and 7 disallowed absence. Can I pass my grade at the end of the school year?

Answer:

Pursuant to Clause 2 Article 15 of regulation on Assessment And Classification Of Secondary Schools And High School Students (issued together with Circular 58/2011/TT-BGDDT) stipulating students of one of the following cases shall not be passed their grades:

- Off from class is more than 45 sessions in a school year (on leave allowed or not allowed, on leave continuously or several times combined);

- Learning capacity of school year reached Poor grade or learning capacity and conduct of school year reached Weak grade;

- After being reexamined a number of subjects, subjects assessed by scoring with GPA below 5.0 or the subjects assessed by comment ranked NS, to re-classify the learning capacity for school year but still not satisfactory medium grade.

- Conduct of school year reached weak grade, but not completing the training mission in the summer holidays so still be graded weak on conduct.

As above regulations, if you haven't been absent more than 45 sessions in a school year (on leave allowed or not allowed, on leave continuously or several times combined), you can pass your grade. However, you shall consider other regulations to determine exactly your situation.

Where to train students' conduct in summer vacation?

If my school year conduct is classified as weak grade, where can I have students' summer conduct training and how long does it take? Thank you!

Answer: 

Pursuant to Article 17 of regulation on Assessment And Classification Of Secondary Schools And High School Students (issued together with Circular 58/2011/TT-BGDDT) stipulating training conduct in summer vacation:

Students graded learning capacity of the school year from Medium or more but conduct of the school year graded weak, shall train more conduct during the summer vacation, the training forms shall be prescribed by the principal.

Task of training during the summer vacation shall be sent notice to the family, government, unions of communes, wards and townships (referred to as commune-level) where students reside. At the end of summer vacation, if students are recognized as completed the task by the commune-level People's Committee, the class teacher shall propose the principal to permit re-classification of conduct; if obtained M grade, shall be passed.

As regulations above, your school year conduct is classified as weak grade, you must have students' conduct training in summer vacation. The place to train is at unions of communes, wards and townships (referred to as commune-level) where you reside. After training, if the commune-level People's Committee cerfify that you have completed all the tasks, your school will re-classify your conduct. Therefore, the place where you reside is also the place where you have your conduct training in summer vacation.
