Is it possible to register license plates in any province in Vietnam?

According to the provisions of Clause 5, Article 3 of Circular 58/2020/TT-BCA as amended by Point b, Clause 1, Article 3 of Circular 15/2022/TT-BCA on the competent authority to grant license plate registration as follows:

5.Police Divisions of districts, towns, provincially or centrally-affiliated cities (hereinafter referred to as district Police) shall grant registration application and number plates to the following vehicles (except types of vehicles of agencies, organizations, enterprises, military enterprises and individuals specified in clause 3, 4 and 6 of Article 3 herein):

Cars, tractors, trailers, semi-trailers and other similar vehicles under the ownership of domestic agencies, organizations, enterprises, military enterprises or individuals whose offices or permanent residence addresses are located under their jurisdiction.

Cars, motorbikes (including electric bikes) and other similar vehicles under the ownership of domestic agencies, organizations, enterprises, military enterprises or individuals whose offices or permanent residence addresses are located under their jurisdiction; foreign agencies, organizations, individuals, projects or economic organizations in partnership with foreign entities that fall within their remit.

Conditions, authority and duration of completion of delegation of authority to grant vehicle registration and number plates of district-level Police Divisions shall be subject to clause 6 of Article 26 herein.

From the above provisions, it can be seen that the law stipulates that the agency competent to issue license plates is the agency in the place of permanent residence. Therefore, when you buy a car in another province where your permanent residence is registered, you must also register your license plate at your place of permanent residence and use the license plate number corresponding to the province of permanent residence.

License plate registration allowed to choose license plate?

Pursuant to Clause 1, Article 10 of Circular 58/2020/TT-BCA, there are regulations on registration and issuance of license plates for the first time as follows:

1. Initial issuance of vehicle registration and license plate:

a) The vehicle owner submits the required documents as prescribed in Articles 7 and 8 and show the documentation of vehicle owner as prescribed in Article 9 of this Circular;

b) The officer in charge of vehicle registration shall check the application and the vehicle in reality if all requirements are met;

c) Guide the vehicle owner to pick the license plate number randomly on the vehicle registration system;

d) The vehicle owner receives the appointment note to return the certificate of vehicle registration, pay the vehicle registration fee and receive the license plate;

dd) The officer in charge of vehicle registration shall complete the documentation and issue certificate of vehicle registration as prescribed in Article 4 of this Circular.

Thus, according to the above regulations, you cannot arbitrarily choose the license plate of the vehicle. The selection of license plates is done at random on the registration system.
