PROMULUGATING
REGULATION ON POSTGRADUATE TRAINING AND ADMISSION
Pursuant to the Law on Education No. 43/2019/QH14;
Pursuant to the Law on amendments to the Law on Education No.
123/2025/QH15;
Pursuant to the Law on Higher Education No. 125/2025/QH15;
Pursuant to the Government’s Decree No. 91/2026/ND-CP dated March 03,
2026 on elaboration and guidelines for enforcement of the Law on Higher
Education;
Pursuant to the Government’s Decree No. 37/2025/ND-CP dated February 26,
2025 on functions, tasks, powers and organizational structure of the Ministry
of Education and Training of Vietnam;

Article 1. Regulation
on postgraduate training and admission is promulgated together with this
Circular.
Article 2. This
Circular takes effect from June 30, 2026, applies to doctoral and master’s
program admission from January 01, 2027 and replaces the Circular No.
23/2021/TT-BGDDT dated August 30, 2021 and the Circular No. 18/2021/TT-BGDDT
dated June 28, 2021 of the Minister of Education and Training.
Article
3. The Chief of
Office, the Director General of Higher Education Department, heads of relevant
units under the Ministry of Education and Training; presidents of parent
universities, and academies, principals of universities, principals or
directors of other educational institutions engaged in higher education activities
and permitted to provide postgraduate training; and relevant organizations and
individuals shall be responsible for implementing this Circular./.

Chapter I
GENERAL PROVISIONS
Article 1. Scope and regulated entities
1.
This Regulation provides for doctoral and master’s training program and admission.
2.
This Regulation applies to higher education institutions and other educational
institutions engaged in higher education activities (hereinafter referred to as
“training institutions”), and relevant organizations and individuals.
3.
This Regulation does not apply to admission and organization of intensive
postgraduate training programs in the health field after which resident
physician and physician degrees are issued as specified in point d, clause 2,
Article 8 of the Higher Education Law No. 125/2025/QH15.
4.
Master's and doctoral training programs after which degrees are issued by
foreign higher education institutions operating in Vietnam shall be implemented
in accordance with regulations of law on foreign cooperation and investment in
the field of education and other relevant laws, and shall meet entry
requirements and learning outcome standards which are not less stringent
than those specified in this Regulation.
Article 2. Postgraduate training and admission principles
1.
The admission to master's and doctoral programs must be public, transparent and
objective; all candidates who meet the eligibility criteria shall have equal
opportunities according to requirements of the training program and the quality
assurance conditions of the training institution.

3.
Students who complete the training program and meet the prescribed conditions
shall be recognized for graduation and issued with degrees.
A
student who completes one or some units of study of a master's or doctoral
training program in accordance with regulations shall be issued with a higher
education certificate or have his/her academic results confirmed.
4.
Training institutions shall exercise autonomy and take self-responsibility
associated with accountability; and conduct admission and organize postgraduate
training in a public, transparent, objective and fair manner.
Article 3. Training forms, methods and duration
1.
Training institutions shall decide training forms and methods and the full-course
study plan for each training program, according to regulations of the Law on
Higher Education and training program standards and this Regulation.
2. Doctoral programs shall be provided in the full-time
training form. Research students shall be
subject to management, supervision, and assessment by the training institution
throughout the training process, and shall participate in professional,
teaching, and scientific research activities by the following manners:
a)
Studying and conducting research on a full-time basis at the training
institution in accordance with the full-course study plan issued by the
training institution; participating in professional activities of the training
institution, including working as teaching assistants, instructing practical
sessions, internships, and laboratory sessions; and not working on a full-time
basis at other agencies or organizations during the study duration.
b)
Spending sufficient study and research time at the training institution
according to the full-course study plan issued by the training institution,
including registering for at least 30 credits per academic year.

b)
Standard duration of a doctoral program shall range from 03 years (36 months)
to 04 years (48 months) as decided by the training institution and this
duration must be sufficient for the majority of research students to complete
the program; each research student shall have a full-course study and research
plan that takes place within the whole standard program duration and is
approved together with the research student recognition decision. The doctoral
training duration shall begin from the effective date of the research student
recognition decision to the time the student submits the dissertation to the training
institution prior to implementation of independent defense procedures;
c)
The minimum training duration for a training program must not be less than
two-thirds (2/3) of the program's standard training duration, and the maximum
training duration shall not exceed 2,5 times the program's standard training
duration;
d)
The full-course training duration in the flex-time training form must be
one-fourth (1/4) to one-half (1/2) longer than the standard training duration
of the same training program in the full-time training form.
dd)
The duration of performance of national or international tasks by students as
decided by the Minister or the Head of a ministerial-level agency for at least
three (03) months shall not be included in the training duration for students.
4.
Students who have not graduated upon the expiration of the maximum training
duration of the training program, including those who have been forced to leave
school, may re-apply. Academic and research results that remain their validity
in accordance with clause 6, Article 4 of this Regulation shall be considered
for recognition by the training institution when the students are admitted and
re-enrolled to continue their study and are assessed for graduation.
Article 4. Recognition of academic results and conversion
of credits
1.
Students shall be considered for recognition of academic results and conversion
of credits for certain units of study when they have taken part at training
institutions permitted to provide training at the corresponding levels and
fields, provided that these units of study meet the requirements for academic
load, content, and learning outcomes of the respective units of study.
2.
Total academic load recognized and converted shall not exceed 40% of total
academic load of the training program to which students are admitted, except
for the cases specified in clause 5 of this Article.
3.
A student currently taking part in an undergraduate program with
"good" performance or equivalent or higher may register to take
certain units of study of master training program in advance; the academic load
recognized and converted shall not exceed 40% of total academic load of the
master's training program within the same academic discipline.

a)
The student currently taking part in an undergraduate program has accumulated
at least 70% of the academic load of the training program and has a “very good”
CGPA (cumulative grade point average) or equivalent or higher;
b)
The student currently taking part in a master's program has accumulated at
least 40% of the academic load of the training program and has a “good” CGPA or
equivalent or higher.
5.
Regarding an integrated training program, recognition and conversion of credits
shall be consistent with the design of the training program and regulations in
clause 2 of this Article shall not apply.
6.
Academic results and higher education certificates used for recognition and
conversion of credits shall only be valid for the maximum training duration of
the training program from the date of completion of units of study as confirmed
or from the date of issuance of certificates; foreign language certificates
used as evidence of meeting entry requirements and standards of learning outs
must be included in the list or portfolio of foreign language certificates
recognized by the Ministry of Education and Training.
7.
Training institutions shall elaborate procedures for recognition of academic
results and conversion of credits for students based on training programs and
levels, which must meet the requirements specified in clause 1 of this Article.
Article 5. Postgraduate joint training
1.
Domestic post-graduate joint training refers to cooperation among domestic
training institutions in admitting, teaching, and assessing students, and
issuing degrees in accordance with the provisions of law. To be specific:
a)
Training institutions permitted to provide master's and doctoral training are
institutions presiding over and taking primary responsibilities for admission,
training organization, students’ benefits, quality assurance, student
assessment, graduation recognition, and degree issuance;
b)
Cooperating institutions are higher education institutions or other educational
institutions engaged in higher education activities in corresponding levels,
academic discipline groups, or fields and having functions, tasks, and
sufficient capacity to participate in certain contents of the joint
training program;

2.
Regarding joint doctoral training, the presiding institution shall bear the
primary responsibility for training organization, provision of guidance for
research students, dissertation assessment, and academic quality assurance; the
cooperating institution shall participate in implementation of the training
program within its capacity and according to quality assurance conditions.
3.
The joint training shall meet the following requirements:
a)
Meet the requirements of the training program standards, the training program,
and the regulations of the presiding training institution;
b)
Ensure training quality, fulfill quality assurance conditions, and protect
students’ benefits;
c)
Clearly define the responsibilities of the presiding institution and the cooperating
institution for training organization, student management, quality assurance,
and accountability;
d)
The cooperating institution shall implement the joint training contents as
assigned by the presiding institution and in accordance with the joint training
agreement;
dd)
The presiding institution shall be directly responsible for at least 50% of
total academic load of the joint training program;
e)
The admission target of the joint program shall be included in the admission
target of the presiding training institution and the cooperating training
institution based on the ratio of participation by each party in accordance
with regulations of the Minister of Education and Training on determination of
admission targets of master's and doctoral training programs.
g)
Publicly disclose quality assurance conditions, joint training contents, and
responsibilities of relevant parties

a)
Foreign higher education institutions (the partnering and degree-issuing units)
must be established and lawfully operate in the host country; have
juridical person, and be permitted to provide training and issue degrees at
university level or higher;
b)
Foreign higher education institutions must be recognized as meeting higher
education quality standards by a competent education quality assessment
authority/organization in the host country or recognized by the Ministry of
Education and Training of Vietnam according to applicable regulations.
c)
Joint training programs must be those that have been conducted directly at the
main campus of the foreign higher education institution;
d)
The entry requirements and learning outcome standards of the joint training
program shall not be less stringent than those of the Vietnamese joint training
program in the corresponding level, academic discipline, or field of training;
dd)
Degrees issued by foreign higher education institutions to students in Vietnam must
be equivalent in terms of form, legal validity and the right to reach higher
education levels to those issued to students at main campuses;
e)
The foreign higher education institution must assign its own lecturers at least
25% of total academic load of the joint training program; teaching lecturers
must possess professional qualifications, academic titles and degrees meeting
the requirement of a doctoral level or higher, and foreign language proficiency
capable of delivering the training program content.
Chapter II
MASTER’S TRAINING AND ADMISSION
Article 6. Candidates and eligibility requirements

a)
Having graduated or being eligible for recognition as graduate at university
level or higher;
b)
Meeting the entry requirements according to regulations of the training
institution;
c)
Candidates who are foreign citizens, must meet requirements for language
proficiency used in the training program and academic conditions as prescribed
by the training institution.
2.
The training institution shall specify entry requirements for each training
program, which shall not be less stringent than those prescribed in training
program standards for the corresponding level, academic discipline, or field of
training, including:
a)
Appropriate qualifications;
b)
Requirements for academic capacity, academic results, and experience (if any);
c)
Requirements for foreign language proficiency appropriate to the training
program;
3.
Training institutions are permitted to impose entry requirements more stringent
than those prescribed in this Regulation; and to prescribe additional
requirements for units of study, knowledge, professional experience, or
research capacity in accordance with the objectives, learning outcome standards,
and quality assurance requirements of the training program.
Article 7. Admission

2.
The admission must be public, transparent, objective, fair and honest and the
candidate’s capacity must be accurately assessed.
3.
Training institutions are permitted to apply information technology to
organization of admission, provided that candidates are assessed in a reliable,
authentic and fair manner.
4.
The admission notification must be publicly announced on the training institution's
website at least 30 working days before the deadline for receipt of admission
dossiers, and must fully contain information on eligible candidates, admission
requirements, admission methods, admission targets, training programs, tuition
fees, students’ rights and obligations, and other necessary information for
candidates to register.
5.
Training institutions shall issue internal regulations on admission; organize
internal inspection and supervision; fully store admission documents and data;
and fulfill accountability in accordance with regulations of law.
Article 8. Recognition of admitted students
1.
The training institution shall recognize the admission of candidates who meet
the entry requirements of the training program and the prescribed admission
conditions, and who have completed their admission dossiers as required by the
training institution
2.
For integrated training programs, the training institution shall prescribe
training roadmap, training stages, and conditions for transfer among stages of
the program; the transfer shall only be made when students meet the conditions
prescribed by the training program.
Article 9. Lecturers of master's programs
1.
Lecturers of master's programs must satisfy the standards for university
lecturers as specified in the Law on Educators No. 73/2025/QH15, regulations on
professional standards for university lecturers, training program standards by
discipline and field, and other relevant laws.

3.
According to the Circular on higher education training programs issued by the
Minister of Education and Training, regarding training programs in the fields
of arts, sports, teacher education, and health, the lecturer, without a
doctoral degree, is still eligible to teach, provided that he/she satisfies the
training program standards and have relevant professional capacity and
vocational experience. This applies to any lecturer holding one (01) of the
following titles: People's Artist, Meritorious Artist, People's Artisan,
Meritorious Artisan, People's Teacher, Meritorious Teacher, People's Physician,
or Meritorious Physician or lecturer who is a coach or athlete who has won
national, continental, or world championship, or achieved the national grandmaster
title.
Article 10. Organization of training and assessment of
academic results
1.
Training institutions must implement training programs at their main campuses,
branch campuses, and other training locations in conformity with the admission
targets determined for each respective location according to the regulations of
the Minister of Education and Training on determination of master's and
doctoral program admission targets, as licensed and approved, and in accordance
with quality assurance requirements.
2.
Practical activities, internships, research, and field experiences may be
organized/drawn outside the premises of the training institution, but shall not
exceed 30% of total academic load of the training program, unless otherwise
prescribed by the training program standards or specialized laws.
3.
Regarding training programs in the fields of health, arts, sports, and certain
other specific fields, the organization of practical activities, internships,
and training outside the premises of the training institution shall comply with
regulations of specialized laws, training program standards, and the
requirements of the training program.
4.
Training institutions are permitted to cooperate in implementing certain
contents of units of study of training programs with higher education
institutions, research organizations, practice facilities, enterprises, and
other organizations to mobilize and employ experts, use internship facilities,
laboratories, learning materials, technical infrastructure, and other conditions
serving training in accordance with the requirements of the training program.
5.
Formulation of plans for teaching, organization of training, registration of
courses, assessment, and processing of academic results shall comply with
regulations of the training institution, training program standards and this
Regulation.
6.
The training institution shall prescribe registration of courses by students
for each training program, including:
a)
Registration procedures;

c)
Conditions, principles, and procedures for registration of retaking of courses,
grade improvement courses, accelerated courses, parallel programs, and other
adjustments to the study plan (if any).
7.
The training institution shall prescribe cases where students who fail to
complete the training program within the prescribed maximum duration, or who
violate regulations on learning, research, and academic integrity are forced to
leave school in accordance with the law.
8.
The assessment and determination of grades for units of study in the master's
training program shall be similar to those in the undergraduate training
program, according to the regulations of the training institution and of the
Ministry of Education and Training.
9.
The training institution may organize online training and assessment when
meeting quality assurance conditions in accordance with applicable regulations
and the following requirements:
a)
The organization of online teaching and learning is appropriate for the
objectives, learning outcome standards, content, and methods of the training
program;
b)
The online academic load shall not exceed 30% of total academic load of the
training program, except for cases of natural disasters, epidemics, or other
force majeure events as stipulated by the competent authority;
c)
Online assessment must be authentic, reliable, fair, objective, and equivalent
to offline assessment;
d)
The organization of online training must comply with the regulations of the
Minister of Education and Training on the application of digital technology to
higher education.
10.
The training institution is responsible for maintaining fulfillment of the
requirements for assurance of quality, lecturers, facilities, learning
materials, and scale of students within its training capacity at its main
campus, branch campuses, or other training locations as stipulated by the
Minister of Education and Training on determination of admission targets for
master's and doctoral training programs.

1.
Regarding academic and research-oriented training programs, students must
complete master's theses to be recognized for graduation.
2.
The thesis shall be done as instructed by at least one (01) instructor who meets
the standards for lecturers of master’s programs as stipulated in Article 9 of
this Regulation and has scientific publications relevant to the instructed
field.
3.
The thesis shall be assessed by a council through an oral defense or by the
grading method in accordance with regulations of the training institution, in
an objective, fair, and transparent manner. The thesis assessment council must
be independent and take academic responsibility, and consist of an odd number
of members, (at least three (03) individuals). Each Council member must hold a
doctoral degree or higher, and be a lecturer within or outside the training
institution, scientist, or expert with relevant expertise, working for an
enterprise. Within a maximum period of three (03) months from the date the
student submits the draft thesis, the training institution is responsible for
organizing the thesis assessment.
4.
The thesis and its assessment dossier shall be managed, stored, and published
in accordance with the law, and maintain accessibility and verifiability for
examination, inspection, and the resolution of complaints and denunciations; if
they are classified as state secrets, regulations of the law on protection of
state secrets shall apply.
5.
The training institution shall organize a thesis appraisal, if necessary, to
serve quality assurance purposes, or when there are feedback, complaints, and
denunciations, thereby meeting the following requirements:
a)
The thesis appraisal council must maintain independence and objectivity, and
meet professional expertise requirements in conformity with the specific
research field of the thesis;
b)
The Council members who participated in the thesis assessment must not
participate in the thesis appraisal council.
Article 12. Organization of graduation in other forms
1.
Regarding professional and application-oriented training programs, the training
institution shall prescribe whether a thesis is required or not, and shall
organize implementation of a scheme, a project, a graduation exam, or graduation
in other forms appropriate for the objectives, learning outcome standards, and
educational orientation of the training program.

3.
Schemes, projects, graduation exam results shall be stored and published in
accordance with relevant laws; maintain accessibility and verifiability for
examination, inspection, and the resolution of complaints and denunciations; if
they are classified as state secrets, regulations of the law on protection of
state secrets shall apply.
Article 13. Recognition of graduation and issuance of
master’s degrees
1.
A student is eligible for recognition of graduation and is issued with a
master’s degree when meeting the following requirements:
a)
He/she has completed the training program and fulfilled the graduation
requirements specified in the training program, including standards of learning
outcomes in terms of knowledge, skills, autonomy and responsibility, language
proficiency, digital competence, artificial intelligence, and other
requirements (if applicable);
b)
He/she has fulfilled all student obligations as prescribed by the training
institution and is not suspended from study.
2.
The training institution shall organize the review and recognition of
graduation within 02 months from the date on which the student completely
fulfils the requirements specified in clause 1 of this Article; in case where
an appraisal is required, this duration may be extended up to three (03) months.
3.
The training institution shall issue the master's degree and update the degree
data in accordance with regulations of the Ministry of Education and Training
and relevant laws.
4.
The contents of degrees and degree supplements shall comply with the
regulations of the Ministry of Education and Training.
5.
Higher education institutions shall issue certificates or certify academic
results for units of study and academic load completed by students in
accordance with regulations.

a)
Criteria, responsibilities, and powers of thesis instructors;
b)
The maximum number of students assigned to one (01) lecturer for simultaneous
instruction, ensuring that the lecturer fully performs their instruction
responsibilities in conformity with the academic load, standard working hours
of university lecturers, and quality assurance requirements of the training
program;
c)
Recognition and conversion of academic results and higher education

Chapter III
DOCTORAL TRAINING AND ADMISSION

1.
Candidate:
a)
Having graduated or being eligible for recognition as a graduate at master’s
level;
b)
Having graduated or holding bachelor's degree classified as very good or
higher, including specialized training programs; in case he/she graduates and
holds a bachelor's degree classified as good, additional requirements for
scientific research works or work experience must be met in accordance with the
training program's regulations.
2.
Eligibility requirements
a)
Meeting entry requirements of the training program, which are imposed by the
training institution and are not less stringent than those prescribed in
training program standards for the corresponding level, academic discipline, or
field of training;
b)
Regarding training programs taught and learned by a foreign language, meeting
the corresponding language proficiency requirements;
c)
Candidates who are foreign citizens, must meet requirements for language
proficiency used in the training program and academic conditions as prescribed
by the training institution.
3.
The training institution shall elaborate requirements for foundational
knowledge; units of study, academic load, or additional conditions; research
capability; foreign language proficiency; work experience; research
orientation, and other necessary requirements for candidates.
Article 15. Admission and recognition of research students

2.
Admission methods, including entrance exams, selection, or a combination
thereof, shall be decided by the training institution to ensure that assessment
of candidates’ knowledge and capabilities is transparent, fair, objective, and
honest.
3.
The training institution may conduct online admission when satisfying quality
assurance requirements equivalent to those for offline admission.
4.
The admission notification must be publicly announced on the training
institution's website at least 30 working days before the deadline for receipt
of admission dossiers, and must include all necessary information for
candidates to register, participate in the admission process, and attend the
training program, including requirements for eligibility, academic disciplines,
admission targets, admission methods and plans, training programs, tuition
fees, candidate support policies (if any), and other information in accordance
with the training institution's regulations.
5.
The decision to recognize a research student shall contain essential
information including: the research student's full name, training program,
training duration, and the academic department managing the research student;
the research student must complete his/her admission dossier and submit it to
the training institution when he/she is admitted.
6.
The training institution shall conduct internal inspection and supervision,
store dossiers, and be held accountable for the entire admission process in
accordance with the law and the training institution's regulations.
Article 16. Lecturers of doctoral programs
1.
A lecturer of a doctoral program must meet the following requirements:
a)
He/she is a Vietnamese citizen or foreign citizen meeting the requirements in
Article 29 of the Law on Higher Education No. 125/2025/QH15 and other relevant
laws;
b)
He/she holds the title of professor or associate professor or doctoral degree
in an academic discipline suitable for units of study of the training program;

2.
The lecturer who does not hold the title of professor or associate professor
must have at least 02 years of teaching or scientific research experience since
he/she is issued with a doctoral degree, and possess scientific research
results consistent with his/her assigned specialized teaching field as
regulated by the training institution, and have annual scientific publications.
3.
In addition to the lecturers prescribed in clause 1 of this Article, the training
institution may invite lecturers holding the title of professor or associate
professor, or possessing doctoral degrees, who are currently working at foreign
higher education institutions, and experts and scientists under the
Government-regulated Program for attracting foreign and overseas Vietnamese
experts and scientists, to participate in doctoral-level teaching in accordance
with the regulations of the training institution and relevant laws.
Article 17. Instructors
1.
Instructors must meet the standards for lecturers of doctoral training programs
as prescribed in Article 16 of this Regulation (including the lecturers
specified in clause 3, Article 16 of this Regulation), have research
instruction capability and scientific publications included in the Web of
Science (WoS) or Scopus database, or published books, or patents, or utility
solutions relevant to the research field within 05 years prior to the time of
doctoral student instruction, and concurrently satisfy the requirements under
the doctoral training program standards of the respective academic discipline
or field of training.
2.
In case an instructor does not hold the title of professor or associate
professor, he/she must satisfy the regulations in clause 2, Article 16 of this
Regulation and clause 1 of this Article
3.
Each research student shall be instructed by 01 or 02 instructors, including 01
instructor who is a full-time or co-full-time staff member of the training
institution, ensuring that their working time at the training institution is
consistent with the research student's full-course study and research plan
4.
A lecturer must not instruct a number of research students in any given
academic discipline that exceeds the maximum number prescribed by the Ministry
of Education and Training on determination of admission targets of doctoral
training programs; if a research student is jointly instructed by more than one
lecturer, it will be considered that each lecturer independently instructs 0.5
research student.
5.
Instructors shall:
a)
Provide guidance, give support, monitor, assess, and urge research students to
implement their study and research plans and academic tasks in accordance with
the training program;

c)
Confirm the research student's dissertation topic and recommend the Principal
of the training institution to grant approval within 18 months from the date
the research student is recognized as admitted;
d)
Propose the dissertation assessment at the academic department and the final
defense before the institution's dissertation assessment committee, when the
research student satisfies all prescribed requirements;
dd)
Comply with and instruct research students to comply with regulations on
research ethics, academic integrity, and scientific integrity; take joint
responsibility with research students for scientific works and products
published within the scope of co-author liability in accordance with the law
and the training institution's regulations.
6.
The training institution shall prescribe standards, rights, responsibilities,
and commitments to scientific integrity of lecturers, assessment of research
student instructors’ performance of tasks, and other relevant contents in
accordance with this Regulation.
Article 18. Organization of training and assessment of
academic results
1.
The training institution shall organize research student training following
either a research-oriented or an application-oriented training program, wherein
the research-oriented training program aims to increase independent and
creative research capacity, while the application-oriented training program
aims to resolve practical problems, projects, and applied topics.
2.
The research student must develop and implement a full-course study and
research plan approved by the training institution based on the instructor’s
recommendation; the training institution shall specify the contents and procedures
for developing, monitoring, assessing, and adjusting the full-course study and
research plan of the research student.
3.
Training institutions may cooperate in organization of teaching, research, and
provision of instructions for doctoral students, recognition of academic
results, and sharing of training and research resources on the basis of
cooperation agreements according to the quality assurance requirements of
training programs. The cooperation prescribed in this clause must not alter the
responsibility of the training institution for admission, student management,
training organization, academic result assessment, academic level recognition,
and degree issuance in accordance with this Regulation.
4.
The assessment and determination of grades for units of study in the doctoral
training program shall be consistent in the same manner as assessment of units
of study in the undergraduate training program, according to the regulations of
the training institution and of the Ministry of Education and Training.

6.
The training institution shall organize, manage, and enable research students
to:
a)
Participate in academic, research, teaching assistance, and professional
activities that align with the training program and research orientation;
b)
Participate in academic exchanges, study, and research at higher education
institutions, research institutes, and science and technology organizations;
c)
Support and facilitate academic exchanges, learning, and research for research
students at foreign higher education institutions;
d)
Access scholarships, scientific research support, and learning and research
conditions within the capacity of the training institution;
Article 19. Recognition of academic results in integrated
training programs
1.
Integrated training programs are designed in a unified and interconnected
manner to enable students to accumulate academic and research results through a
continuous roadmap to be issued with degrees at the highest level of the
programs.
2.
Academic and research results, and other academic requirements fulfilled within
the integrated training program, shall be recognized throughout the entire
program and used to assess the completion of academic requirements for
subsequent stages in conformity with the program structure.
3.
Students are not required to retake units of study, re-conduct study and
research components, or re-fulfill academic requirements that have been
recognized within the integrated training program.

Article 20. Changes during the training process
1.
During the training process, research students may be considered for changes to
their dissertation topics, instructors, professional units, or training
institutions, in conformity with their study and research requirements.
2.
Changes must ensure that:
a)
The requirements of the training program are met;
b)
A corresponding adjusted study and research plan is formulated;
c)
The training duration must be consistent with this Regulation.
3.
A research student shall be forced to leave school in any of the following
cases:
a)
Failing to complete the training program within the maximum duration specified
in this Regulation.
b)
Committing serious violations against regulations on learning, research, and
academic integrity or the law.

5.
The training institution shall decide changes during the training process,
extension or reduction of study and research duration, dropping out, forced
leave from school, retention, and recognition and transfer of academic and
research results for research students.
6.
The training institution shall elaborate procedures, jurisdiction, and
conditions for changes during the training process as provided for in this
Article.
Article 21. Doctoral dissertations
1.
A doctoral dissertation is result of a research student’s scientific research,
which shows capacity for independent research, detection and resolution of
scientific or practical problems within the field of training; it must satisfy
the requirements for originality, academic quality, honesty, and scientific
integrity.
2.
The training institution shall specify structure, format, and academic
requirements for each doctoral dissertation in accordance with the standards of
the training program for the academic discipline or field of training.
3.
A doctoral dissertation may be prepared in the form of a monograph or based on
the research student’s scientific publications, in accordance with regulations
of the training institution and the standards of the training program.
4.
A research student shall be eligible for a dissertation assessment at the
academic department when satisfying the following requirements:
a)
He/she has completed the training program and fulfilled the requirements before
the dissertation assessment in accordance with regulations of the training
program and the training institution;
b)
The dissertation draft has been approved by the instructor for assessment by
the academic department;

d)
He/she commits to academic integrity and scientific integrity regarding
scientific publications, research results, or science, technology, art, and
sports products used in his/her doctoral dissertation.
5.
Scientific publications, research results, or products specified in clause 4 of
this Article must be directly related to the research content of the
dissertation and published or accepted by a competent authority/organization
prior to the dissertation assessment at the training institution, in one (01)
of the following cases:
a)
The research student is the first author or corresponding author of one (01) or
certain scientific publications belonging to one of the following categories:
scientific articles, scientific conference reports published in publications included
in the WoS or Scopus database; reference book chapters published by reputable
international publishers; articles published in domestic scientific journals
included in the list of national scientific journals (Category I) under
Vietnam's scientific standards, published annually by the Ministry of Science
and Technology;
b)
The research student is the author or co-author of research and
scientific/technological application results that have been granted a national
or international patent or utility solution patent;
c)
Regarding the fields of art and sports, the research student is the author or
co-author of works, projects, or professional achievements that have been
published or performed, or for which the research student competes or is
awarded prizes at national or international competitions, festivals, or
tournaments organized or recognized by competent authorities003B
d)
The specific number of scientific publications in point a of this clause,
research and scientific/technological application results in point b of this
clause, and works, projects, or professional achievements in point c of this
clause shall be specified in the training program standards of the
corresponding groups of academic disciplines, or fields of training.
6.
The dissertation assessment at the academic department shall be carried out in
the form of an academic seminar to assist the research student in finalizing
the dissertation before independent review and defense at the training
institution.
Article 22. Independent review
1.
Independent review is a process of independent and objective analysis and
assessment of the professional quality, originality, academic integrity, and
new contributions of the dissertation before it is defended before the
dissertation assessment council.

3.
The research student’s dissertation shall be sent to 03 independent reviewers
for their opinions, including at least 02 domestic or foreign scientists or
experts who do not work for the training institution; each independent reviewer
must meet the following requirements:
a)
Have expertise relevant to the dissertation topic and meet the standards
applicable to an independent instructor as specified in Article 17 of this
Regulation;
b)
Regularly participate in postgraduate teaching and have scientific research
capacity;
c)
Have no conflict of interest with the research student or the instructor;
d)
Have no family relationship (parents, spouse, children, biological siblings)
with the research student;
dd)
Have not participated in instructing or co-conducting research directly related
to the dissertation content;
e)
Do not violate academic integrity and scientific integrity;
g)
Be responsible for the independent assessment results.
4.
Independent review opinions must clearly conclude whether they agree or
disagree with the professional quality of the dissertation; the independent
review results shall be confirmed as follows:

b)
In case there is one (01) disagreeable opinion, the training institution shall
send the dissertation to seek an additional opinion from another (01)
independent reviewer as a basis for review and decision;
c)
In case there are 02 or more disagreeable opinions on the professional quality
of the dissertation, the training institution shall require the research student
and the instructor to revise the dissertation and shall conduct a second
independent review. The independent review must not be conducted more than
twice for the same dissertation.
5.
The training institution shall decide and take responsibility for cases where
the research student has scientific publication results related to the
dissertation content beyond the learning outcome standards of the training
program, and is thus exempted from the independent review process specified in
this Article, provided that all of the following conditions are fully met.
a)
Scientific publications comprehensively cover and are directly related to the
contents of the dissertation;
b)
The number of scientific publications in scientific journals included in WoS or
Scopus database and classified in quartiles Q1 or Q2 exceeds the standards of
learning outcomes of the training program by 02 articles or more.
c)
The research student is the first author or corresponding author of the
articles specified in points a and b of this clause;
d)
The research student shall commit to and take responsibility for compliance
with regulations on scientific integrity and academic integrity regarding
scientific publications related to the dissertation.
6.
The exemption from independent review must be considered and decided by the
science and training council or a competent professional council of the
training institution based on the criteria specified in this clause; bases for
the independent review exemption must be made public in the training dossier,
and the training institution shall hold accountability and be subject to
examination, inspection, and post-audit in accordance with the law.
7.
The training institution shall prescribe:

b)
Confidentiality of the identity and personal information of independent
reviewers during the review process; replacement and additional appointment of
independent reviewers;
c)
Processes, procedures, dossiers, jurisdiction over appraisal, verification, and
accountability for independent review exemption specified in clause 5 of this
Article;
d)
Responsibilities of research students, instructors, independent reviewers, and
relevant organizations and individuals during the independent review process;
dd)
Identification of conflict of interest, plagiarism control, management,
storage, and public disclosure of the dissertation, scientific publications,
and dissertation database for the management and post-audit purposes.
Article 23. Dissertation defense at the training institution
1.
A doctoral dissertation shall be defended before the dissertation assessment
council of the training institution when the following requirements are met:
a)
Do not violate regulations on scientific integrity, academic integrity,
copyright, and intellectual property; meet duplication control requirements as
specified by the training institution; comply with the training institution's
regulations on dissertation presentation format and citation and use of
research results from other organizations and individuals.
b)
Meet independent review requirements specified in Article 22 of this
Regulation.
2.
The training institution shall establish a dissertation assessment council,
meeting the following requirements:

b)
The council must have an odd number of members and have at least 05 members;
the number of external members must account for at least 40%;
c)
The composition of the council shall include a chairperson, a secretary, review
members, and other members, including at least 01 reviewer of the training
institution; reviewers must not be co-authors with the research student in
scientific publications related to the dissertation; 01 instructor of the
research student may participate in the council in the capacity as a member;
d)
The council Chairperson must hold the title of Associate Professor or higher,
have expertise relevant to the dissertation topic, and currently work at a
higher education institution or a research institute authorized to offer
doctoral training either domestically or internationally;
dd)
There is no conflict of interest with the research student and have no family
relationship with the research student as specified by the educational
institution;
e)
The council shall operate up to 03 months from the date on which the training
institution issues the establishment decision; upon the expiration of this
period, if the council has not organized the dissertation defense for the
research student, the training institution shall establish a new council.
3.
Within 03 months from the date on which the dissertation is confirmed that it
meets the independent review requirements, the training institution must
organize the dissertation defense. The time and location of the dissertation
defense and the dissertation brief must be publicly announced on the training
institution's website at least 15 days prior to the defense date, except for
dissertations classified as state secrets.
4.
The dissertation assessment council shall be organized in the following forms:
a)
It is organized offline when at least 80% of the Council members are present;
the Chairperson and the Secretary are not absent;
b)
It is organized online when 100% of the Committee members participate and in case
where the research student is a foreign citizen who has completely submitted
his/her doctoral dissertation and returned to his/her home country, or where
the instructor or any council member is a lecturer or scientist of a foreign
higher education institution or research institute. The online organization due
to natural disasters, epidemics, or other force majeure events shall comply
with the notification of the Minister of Education and Training.

a)
Carry out a comprehensive, objective, and in-depth assessment of the scientific
value, new contributions, and research findings of the dissertation, regardless
of the opinions of independent reviewers;
b)
Vote and resolve on the approval or non-approval of the dissertation, and take
responsibility for the voting results; request the research student to revise
the dissertation if necessary;
c)
Propose the organization of a re-assessment in case where the dissertation is

Determination of conflicts of interest regarding council members;
e)
Dossiers, storage, and public disclosure of dissertation defense results.
Article 24. Dissertation defense and training under the
confidentiality regime
1.
A dissertation containing content classified as state secrets, or restricted
from access or disclosure in accordance with the law or lawful research
agreements, shall be assessed, defended, managed, and stored under a regime
compliant with regulations of law.
2.
The organization of training, research, assessment, and defense of
dissertations under the confidentiality regime must meet requirements for
protection of state secrets, intellectual property, data security, and the
academic quality of the doctoral training program.
3.
Research students conducting dissertations under the confidentiality regime
must fully satisfy all requirements of the doctoral training program. In case
where research results are not permitted to be publicly disclosed according to
regulations of law, they may be substituted with scientific reports,
professional reports, or research products certified by the training
institution and competent authorities or organizations in accordance with the
law.
4.
The training institution shall elaborate management, storage, access,
procedures for access, use, publication, and defense of dissertations under the
confidentiality regime in accordance with the law.
Article 25. Re-assessment of dissertations
1.
In case where the dissertation is not approved by the dissertation assessment
council but a re-assessment is recommended, the training institution shall
establish a second dissertation assessment council and organize the
re-assessment within 06 months from the conclusion of the first defense. The
composition of the second dissertation assessment council shall consist of no
more than 50% of the members who participated in the first council. In case the
number of Council members is an odd number, the number of members who
participated in the first Council shall be rounded down to the nearest whole
integer. Members continuing to participate in the second Council must not hold
the same title that they previously held in the first Council, specifically the
Chairperson, Secretary, or reviewers.

The first dissertation assessment council does not recommend a re-assessment;
b)
The dissertation has been re-assessed once but is not approved by the council.
3.
The training institution shall elaborate procedures, dossiers, jurisdiction,
and responsibilities of organizations and individuals involved in the
dissertation re-assessment in accordance with this Regulation, making sure that
independence, objectivity, and transparency are maintained.
Article 26. Recognition of academic levels and issuance of
doctoral degrees
1.
A research student is eligible for recognition of his/her academic level and is
issued with a doctoral degree when meeting the following requirements:
a)
He/she has completed the training program and fulfilled the foreign language
proficiency and digital capacity requirements and other requirements according
to regulations of the training program;
b)
His/her dissertation has been approved by the dissertation assessment council
of the training institution, and he/she has completed revisions to the
dissertation in accordance with the Council's conclusions (if any);
c)
His/her official dissertation has been checked and verified by the training
institution that it meets requirements for scientific integrity, copyright,
intellectual property rights, and other regulations of law before storage,
publication, and issuance of degree;
d)
He/she has completely submitted dissertation and related data in accordance
with the regulations of the training institution and the National Library of
Viet Nam; and takes responsibility for the accuracy, originality, and
completeness of the official dissertation approved by the dissertation
assessment council.

a)
Publicly disclose the full text of the dissertation on the website of the
training institution within at least 01 month (or 30 days), except for the case
where the dissertation is defended under the confidentiality regime or
restricted from access or disclosure in accordance with the law;
b)
Update dissertation data and training process data, including admission
dossiers, decision on recognition of the research student, decision on the
assignment of instructor, and academic, research, and dissertation defense
results, on the specialized higher education database system to serve
management, inspection, appraisal, and post-inspection;
c)
Inspect and verify the completion of the post-defense dissertation; store and
publish the dissertation, and take actions in accordance with the law and the
regulations of the training institution when detecting any violations against
regulations on plagiarism, academic integrity, copyright, or intellectual
property rights.
3.
Within 05 working days from the date of issuance of the decision to recognize
academic level and issue the doctoral degree, the training institution shall be
responsible for updating and verifying degree data and related data on the
specialized higher education database system.
4.
At the end of the course, including any extended duration, if students are not
eligible to be recognized at the doctoral level, they shall have their
accumulated academic and research results certified by the training
institution. Regarding integrated training programs, students who satisfy the
requirements for a master's degree according to the training program design
shall be considered for recognition and issuance of degrees accordingly, in
accordance with the regulations of the training institution.
5.
The training institution shall be responsible for managing, storing, and
preserving all dossiers and data on the training process, dissertation assessment,
academic level recognition, and doctoral degree issuance; maintaining
authenticity and integrity of data, and capability for post-inspection.
Article 27. Inspection and appraisal of the training
process and quality of dissertation
1.
The Ministry of Education and Training shall conduct inspections and appraisals
of training organization, dissertation assessment, academic level recognition,
and doctoral degree issuance according to state management requirements or when
receiving feedback, complaints, or denunciations in accordance with the law.
2.
The training institution shall be responsible for developing and implementing
internal inspection mechanisms; on a periodical basis or when detecting any
sign of violations, it must promptly review admission dossiers, training
processes, assessments, academic level recognition, and degree issuance, and
implement remedial measures in accordance with the law; and fully store all
records and documents to serve inspection, examination, appraisal, and post-inspection.

4.
Dossiers and data serving inspection and appraisal include:
a)
Admission dossiers; decisions on recognition of research students; decisions on
the assignment of instructors; academic and research results; dissertation
assessment dossiers at the training institution; academic level recognition and
doctoral degree issuance dossiers (if recognition and degree issuance are
completed);
b)
Doctoral dissertation; copies of published research results and other documents
related to the training and research of research students.
5.
Procedures for inspection and appraisal:
a)
The Ministry of Education and Training shall select subjects of inspection of
the training process or appraisal of the quality of dissertation based on
electronic dossiers and data updated by the training institution on the
specialized higher education database system;
b)
When necessary, the Ministry of Education and Training shall request the
training institution to submit additional dossiers, documents, and
clarifications to serve inspection and appraisal;
c)
The Ministry of Education and Training shall conduct the inspection and
appraisal and notify the training institution of the results within 60 days
from the date of receipt of sufficient information, dossiers, and documents to
serve the inspection and appraisal.
Article 28. Inspection and appraisal result processing
1.
Based on the inspection and appraisal result, it is considered satisfactory

b)
The dissertation meets the requirements for academic quality, originality, and
academic integrity of the doctoral level.
2.
If based on the inspection and appraisal result, it is considered
unsatisfactory, the training institution shall be responsible for providing
explanation and evidence, implementing remedial measures, and reporting to the
Ministry of Education and Training.
3.
When necessary, the Ministry of Education and Training shall organize, or
request the training institution to organize, a re-appraisal of the
dissertation quality through an independent appraisal council.
4.
The appraisal council must be independent and objective, and take academic
responsibility; its members must not participate in supervision, independent
review, or the dissertation assessment council.
5.
A dissertation shall be considered satisfactory when at least two-thirds of the
appraisal council members grant approval.
6.
In case the student has not yet been issued with a degree, the training
institution shall consider allowing the student to additionally fulfill the
conditions or organizing a re-assessment of the dissertation in accordance with
this Regulation.
7.
In case the student has already been issued with the degree, the revocation of
the doctoral degree shall comply with regulations of law.
8.
Within 60 working days from the date of receipt of the final inspection or
appraisal result, the training institution shall be responsible for reporting
to the Ministry of Education and Training on the processing of such inspection
or appraisal results, accompanied by evidence.

Article 29. Rights and responsibilities of students
1.
A student has the rights to:
a)
Study, conduct research, and apply quality assurance conditions in accordance
with the training program;
b)
Fully access training regulations, training programs, study plans, assessment
results, and information related to the process of study and research; and
lodge complaints and recommendations in accordance with regulations of law and
regulations of the training institution;
c)
Be fully provided with information regarding the training program, and the
rights and obligations of learners;
d)
Have copyright and intellectual property rights over academic and research
results protected in accordance with regulations of law;
dd)
Provide feedback, and lodge recommendations, complaints, and denunciations in
accordance with the law.
2.
A student shall:

Comply with regulations on admission, training and regulations of the training
institution;

A lecturer participating in postgraduate training has the rights to:
a)
Participate in teaching, provision of guidance, and assessment of students, and
academic activities in conformity with the assigned expertise;
b)
Be provided with favorable conditions to conduct training, scientific research,
and supervision of students;
c)
Have copyright and intellectual property rights and other rights protected in
accordance with regulations of law;

Strictly comply with training regulations, professional standards, and codes of
professional ethics;

scientific research, and execution of theses, projects, or dissertations;
dd)
Be responsible for the truthfulness, reliability, and results of academic
certification of students under his/her instruction or assessment in accordance
with the training institution's regulations;
e)
The instructor of research student is academically responsible for the
instruction process, professional quality, and shall maintain the academic
integrity of the dissertation.
Article 31. Rights and responsibilities of training
institutions
1.
The training institution shall exercise autonomy in admission, training
organization, student assessment, academic level recognition, and degree
issuance in accordance with the law and this Regulation, and organize and
maintain an internal quality assurance system pursuant to the Law on Higher
Education;
2.
The training institution shall conduct self-inspection and self-review of
admission, training organization, assessment, academic level recognition, and
degree issuance; promptly detect, handle, and rectify errors and violations;
and be held accountable in accordance with the law.

a)
Maintain training quality and an internal quality assurance system as
prescribed;
b)
Accurately update the number and list of students admitted to the training
program, academic results, diploma supplements, and digital degrees of learners
by the admission year on the specialized higher education database system by
December 31st annually;
c)
Protect legitimate rights and interests of students;
d)
Maintain openness and transparency, ensure accountability, and manage data in
accordance with regulations;
dd)
Maintain academic integrity, control plagiarism, and take actions against
violations in accordance with regulations;
e)
Completely issue degrees within 06 months from the date students complete
schemes, projects, theses, or dissertations, except where they must be
re-assessed in accordance with regulations. In case the degree cannot be issued
yet due to an ongoing verification, appraisal, or handling of signs of
violation in accordance with the law, the training institution shall notify the
student in writing, clearly stating the reasons and the expected time limit for
issuance;
g)
Be held legally responsible for admission, training, assessment, academic level
recognition, and degree issuance; promptly detect and handle violations, and
fulfill accountability in accordance with regulations of law.

1.
Training institutions shall be responsible for promulgating, publicly
disclosing, and organizing implementation of their training regulations in
accordance with this Regulation and relevant laws.
2.
Training regulations shall provide for the following matters:
a)
Admission, organization and management of training;
b)
Assessment of academic results, projects, theses, or dissertations and
independent review;
c)
Recognition of academic results, conversion of credits and organization of
integrated training programs;
d)
Recognition of qualifications, issuance of degrees, and management of training
dossiers and data;
dd)
Accountability, handling of violations and maintenance of academic integrity.
3.
Fully disseminating training institutions' training regulations to candidates,
students, lecturers, instructors, and relevant organizations and individuals;
protecting students’ right to access information.
4.
Being accountable for and subject to the inspection and supervision of the Ministry
of Education and Training and competent authorities during the implementation
of this Regulation.

1. The training institution shall develop a data governance
model on digital platform to maintain connection and inconnection of data on
admission, training, scientific research, and degree issuance; manage, store,
and preserve admission and training dossiers and data for master's and doctoral
levels, making sure that data is complete, authentic, intact, safe, and
verifiable.
2. Training institutions shall fully, accurately, and
promptly update data on admission, training, theses, dissertations, degrees,
and related information on the specialized higher education database
system.
3. Training institutions shall disclose the following
information on their websites
a) Regulations on admission, training, assessment and
issuance of degrees;
b) Information on admisison, standards of learning
outcomes, forms of training, tuition fees, scholarships, and quality assurance
maintenance conditions of training programs;
c) Information on lecturers, instructors, theses, projects,
dissertations, and related academic information in accordance with regulations
of training institutions;
d) Status of admission, academic progress, and graduation
of students according to each training program;
dd) Other information according to regulations of the law
and training institutions.
4. Training institutions shall be responsible for the
accuracy, completeness, and updating of the disclosed and reported data and
information.

1. Training institutions may continue to organize training,
retain academic results, extend training duration, implement theses and
dissertations, conduct independent reviews, defend theses and dissertations,
consider recognzing graduation and academic levels, and issue degrees in
accordance with the Regulation promulgated together with the Circular No.
23/2021/TT-BGDĐT dated August 30, 2021 of the Minister of Education and
Training and the Regulation promulgated together with the Circular No.
18/2021/TT-BGDĐT dated June 28, 2021 of the Minister of Education and Training
for students who were admitted according to admission notification before the
effective date of this Circular and started training programs prior to January
1, 2027.
2. Training institutions may continue to apply regulations
of clause 2, Article 5 on standards for instructors of research students, and
points c and d, clause 1, Article 14 on requirements for research students
prior to the thesis asssment at academic departments, as stipulated in the
Regulation on doctoral-level admission and training promulgated together with
the Circular No. 18/2021/TT-BGDDT dated June 28, 2021 of the Minister of
Education and Training, until the Minister of Education and Training
promulgates the Doctoral Training Program Standards for the corresponding
groups of academic disciplines, or fields of training.
3. Foreign language certificates and proofs of foreign
language proficiency according to
entry requirements and standards of
learrning outcomes of master's and doctoral training programs, as specified in
the Appendix issued with the Circular No. 23/2021/TT-BGDDT dated August 30,
2021 of the Minister of Education and Training, and the Appendix issued with
the Circular No. 18/2021/TT-BGDDT dated June 28, 2021 of the Minister of
Education and Training shall continue to be used until the end of December 31,
2027.
4. During the period from the effective date of this
Circular to the date of application of this Circular to admission courses and
training organization from January 1, 2027, training institutions shall be
responsible for reviewing, amending, or promulgating training regulations;
reviewing and updating training programs; preparing quality assurance
conditions; publicly disclosing information; updating data, and complying with
reporting regulations as prescribed to organize admission and training in
accordance with the Regulation promulgated together with this Circular.
