QUY ĐỊNH CHƯƠNG TRÌNH KHUNG TRÌNH ĐỘ TRUNG CẤP NGHỀ, CHƯƠNG TRÌNH KHUNG TRÌNH ĐỘ CAO ĐẲNG NGHỀ CHO MỘT SỐ NGHỀ THUỘC NHÓM NGHỀ KHÁCH SẠN, DU LỊCH, THỂ THAO VÀ DỊCH VỤ CÁ NHÂN

Căn cứ Luật Dạy nghề ngày 29 tháng 11 năm 2006;
Căn cứ Nghị định số 186/2007/NĐ - CP ngày 25 tháng 12 năm 2007 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ Lao động - Thương binh và Xã hội;
Căn cứ Quyết định số 58/2008/QĐ - BLĐTBXH ngày 06 tháng 09 năm 2008 của Bộ trưởng Bộ Lao động - Thương binh và Xã hội ban hành Quy định về chương trình khung trình độ trung cấp nghề, chương trình khung trình độ cao đẳng nghề;
Căn cứ kết quả thẩm định của Hội đồng thẩm định và đề nghị của Tổng cục Dạy nghề về việc ban hành chương trình khung trình độ trung cấp nghề, chương trình khung trình độ cao đẳng nghề cho các nghề: Quản trị dịch vụ, giải trí, thể thao; Quản trị du lịch Mice; Quản trị khu Resort;
Bộ Lao động - Thương binh và Xã hội quy định chương trình khung trình độ trung cấp nghề và trình độ cao đẳng nghề đối với các nghề trên như sau:

Điều 1. Phạm vi điều chỉnh và Đối tượng áp dụng:

Thông tư này quy định chương trình khung trình độ trung cấp nghề và chương trình khung trình độ cao đẳng nghề để áp dụng đối với các trường cao đẳng nghề, trường trung cấp nghề, trường đại học, trường cao đẳng và trường trung cấp chuyên nghiệp (sau đây gọi chung là Cơ sở dạy nghề) công lập và tư thục có đăng ký hoạt động dạy nghề các nghề được quy định tại Thông tư này;

Chương trình khung trình độ trung cấp nghề và trình độ cao đẳng nghề quy định tại Thông tư này không bắt buộc áp dụng đối với các cơ sở dạy nghề có vốn đầu tư nước ngoài.

Điều 2. Chương trình khung quy định tại Thông tư này bao gồm:

1. Chương trình khung trình độ trung cấp nghề, chương trình khung trình độ cao đẳng nghề cho nghề “ Quản trị dịch vụ, giải trí, thể thao” (Phụ lục 1);

2. Chương trình khung trình độ trung cấp nghề, chương trình khung trình độ cao đẳng nghề cho nghề “ Quản trị du lịch Mice” (Phụ lục 2);

3. Chương trình khung trình độ trung cấp nghề, chương trình khung trình độ cao đẳng nghề cho nghề “ Quản trị khu Resort” (Phụ lục 3).

Điều 3. Trách nhiệm xây dựng chương trình dạy nghề:

Căn cứ quy định tại Thông tư này, Hiệu trưởng các trường cao đẳng nghề, trường trung cấp nghề, trường đại học, trường cao đẳng và trường trung cấp chuyên nghiệp có đăng ký hoạt động dạy nghề cho các nghề được quy định tại Thông tư này tổ chức xây dựng, thẩm định, duyệt chương trình dạy nghề của trường.

Điều 4. Điều khoản thi hành:

1. Thông tư này có hiệu lực thi hành sau 45 ngày kể từ ngày ký;

2. Các Bộ, cơ quan ngang Bộ, cơ quan thuộc Chính phủ, Tổ chức Chính trị - Xã hội và Uỷ ban nhân dân các tỉnh, thành phố trực thuộc Trung ương, Tổng cục Dạy nghề, các trường cao đẳng nghề, trường trung cấp nghề, trường đại học, trường cao đẳng và trường trung cấp chuyên nghiệp có đăng ký hoạt động dạy nghề trình độ trung cấp nghề và trình độ cao đẳng nghề cho các nghề được quy định tại Thông tư này và các đơn vị có liên quan chịu trách nhiệm thi hành Thông tư này./.

CIRCULAR

PROMULGATING FRAMEWORK PROGRAMS FOR VOCATIONAL SECONDARY AND COLLEGE LEVELS FOR A NUMBER OF VOCATIONS IN VOCATIONAL GROUP OF HOSPITALITY, TOURISM, SPORTS AND PERSONAL SERVICES  

Pursuant to the Law on vocational education and training dated November 29, 2006;

Pursuant to the Government's Decree No. 186/2007/ND-CP on December 25, 2007 on defining the functions, tasks, powers and organizational structure of the Ministry of Labour, War Invalids and Social Affairs;

Pursuant to the Decision No. 58/2008/QD-BLDTBXH dated September 06, 2008 by Minister of Labour, War Invalids and Social Affairs promulgating regulations on framework programs for vocational secondary and college levels;

According to appraisal results of the Appraisal Council and at the request of the Director General of General Directorate of Vocational Training for promulgation of the  framework programs for vocational secondary and college levels in the following vocations: Recreation & Sports Service Management, MICE Management, and Resort management;

Ministry of Labour, War Invalids and Social Affairs provides for the following framework programs for vocational secondary and college levels for the said vocations.  

Article 1. Scope and regulated entities

The framework programs for vocational secondary and college levels provided for in this Circular is not mandatory for foreign-invested vocational training institutions.

Article 2. The framework programs provided for in this Circular consist of:

1. The framework programs for vocational secondary and college levels in “Recreation & Sports Service Management” (Annex 1);

2. The framework programs for vocational secondary and college levels in “MICE Management” (Annex 2);

3. The framework programs for vocational secondary and college levels in “Resort management” (Annex 3).

Article 3. Responsibility to set up vocational training programs:

Rectors of vocational colleges, vocational secondary schools, universities, colleges and professional secondary schools that have been issued certificates of vocational training activities with respect to the vocations prescribed in this Circular will, pursuant to regulations in this Circular, organize the formulation, appraisal and approval for vocational training programs of their institutions.

Article 4. Implementation

1. This Circular takes effect after 45 days as of the date on which it is signed;

+ Perform works relating to the advertising and promotion of recreation and sports services;

+ Draft some types of contracts and enter into contracts with providers of ancillary services (such as accommodation service, food and beverage service, transport service and security service) in course of provision of recreation and sports services; inspect and evaluate the quality of provided ancillary services;

+ Organize and manage certain contents in course of provision of recreation and sports services;

+ Anticipate and minimize unforeseen circumstances;

+ Analyze and work out measures for handling circumstances that arise in course of provision of recreation and sports services;

+ Ensure the compliance with regulations on hygiene, safety, security and environmental protection to meet customers’ demand;

+ Arrange works, work in small groups and coordinate with other staff related to assigned duties in working environment;

+ Carry out professional supervision of operation staff, providers of ancillary services and customers within the scope of training specialty;

II. COURSE LENGTH AND MINIMUM ACTUAL TRAINING DURATION:

1. Course length and minimum actual training duration:

- Course length: 2 years

- Duration for test preparation, test upon completion of each subject/module and graduation examination: 180 hours (including 30 hours of graduation examination).

2. Distribution of minimum actual training duration:

- Training duration for compulsory general subjects: 210 hours

- Training duration for vocational training subjects: 2340 hours

+ Training duration for compulsory subjects: 1665 hours; Training duration for optional subjects: 675 hours

+ Theoretical training duration: 666 hours; Practical training duration: 1674 hours

3. Duration of supplementary general education classes for graduates from lower secondary schools: 1200 hours

(The list of supplementary general education subjects and distribution of training duration for each subject will comply with regulations of the Ministry of Education and Training set forth in the framework program for professional secondary education.  Arrangement of subjects to be learnt must be pedagogically logic to ensure that learners will be able to acquire job-specific knowledge and skills in an effective manner).

1. Instructions for preparing the list of optional vocational training subjects/ modules; training duration, distribution of training duration and contents of study thereof:

- Total training duration for optional vocational training subjects/modules is 675 hours, accounting for 28.8% of total minimum actual training duration for vocational training subjects/modules (2340 hours);

- Determination of the training duration for each optional vocational training subject/ module will also be based on the duty analysis as that for a compulsory vocational training subject/module.

1.2. Instructions for designing training programs for optional vocational training subjects/modules:

- For preparing the list of optional vocational training subjects/modules, vocational training institutions should base on specific features of the training vocation and their actual conditions, consisting of:

+ Learners' demand (enterprises’ demand);

+ Qualifications of teachers/ lecturers;

+ Teaching facilities and equipment.

- Vocational training institutions may select subjects/modules in the abovementioned list of optional subjects/modules and the list of additional optional subjects/modules so as to ensure that the training duration for optional subjects/modules will be 675 hours, accounting for 28.8% of total training duration for vocational subjects/modules (in which, theoretical training duration will not exceed 270 hours).

2. Instructions for graduation examination:

Graduation examination will be performed in accordance with regulations in the Circular No. 14/2007/QD - BLDTBXH dated May 24, 2007 by Minister of Labour, War Invalids and Social Affairs. To be specific:

- Politics: set the written exam with the testing period of not exceeding 120 minutes or the multiple-choice exam with the testing period of not exceeding 60 minutes;

- Vocational knowledge and skills: including theoretical test and practical test. To be specific:

Vocational training institutions should base on main contents included in the detailed outline of each subject/module to design detailed program for that subject/module. To be specific:

+ Subject/module objectives;

+ Main contents about professional knowledge, skills and attitudes that learners must acquire;

+ Distribution of training duration for each determined part/chapter;

+ Instructions for program execution.

- Instructions for giving test upon the completion of each vocational training subject/module:

+ Assessment form: Written exam, oral exam, multiple choice, practical assignment;

+ Testing period: Theory: Not exceeding 120 minutes; Practice: Not exceeding 8 hours

+ Each subject is comprised of at least 02 credits (each credit equals to 15 hours). A test will be given upon the completion of each subject (theory test);

+ Duration of a theory test: not exceeding 120 minutes;

+ Each theory test includes:

Multiple-choice questions, each of which should be done within 1-5 minutes;

Essay questions, each of which should be done within 15 minutes.

+ The professional practice is aimed at improving learners’ knowledge and learners may apply their acquired knowledge and skills to the real working environment;

+ Activities of this professional practice may be classified into three groups as follows:

Learners may practice at enterprises whose business activities include recreation and sports services. In such case, learners need instructions by teachers or instructors (who may be experienced or qualified ones working at said enterprises);

Learners may practice recreation and sports service management operations (with instructions by teachers) according to special subjects such as organization of recreation service or organization of sports service;

Learners may opt for combination of two said forms.

+ With respect to selection of form and distribution of time of professional practice, each vocational training institution will, based on their specific conditions, decide either the professional practice at service providers or grouping of learners for separate practice assignments but must ensure consistence with duration, objectives and contents mentioned above./.

- Skills:

After completing this training program, learners will have the following skills:
+ Make surveys and analyse collected information about demand for tourism in general and that for recreation and sports services in particular;

+ Make the master plan and detailed plans for the entire process of organization of recreation and sports services;

+ Make cost estimates for recreation and sports programs;

+ Set up service prices in conformity with the market price;

+ Draft contracts, and negotiate and conclude contracts with customers;

+ Organize advertising and promotion activities for the purpose of selling recreation and sports services;

- Politics: set the written exam with the testing period of not exceeding 120 minutes or the multiple-choice exam with the testing period of not exceeding 60 minutes;
