CIRCULAR
ON PROMULGATION OF NATIONAL TECHNICAL REGULATIONS ON
TECHNICAL SAFETY, ENVIRONMENTAL PROTECTION, AND ENERGY CONSUMPTION OF MOTOR
VEHICLES; SPECIALIZED MACHINERY; MOTOR VEHICLE COMPONENTS; CHILD SAFETY
EQUIPMENT
Pursuant to the Law on Road
Traffic Order and Safety dated June 27, 2024;
Pursuant to the Law on
Standards and Technical Regulations dated June 29, 2006;
Pursuant to Decree No.
127/2007/ND-CP dated August 1, 2007, and Decree No. 78/2018/ND-CP dated May 16,
2018, of the Government on amendments to Decree No. 127/2007/ND-CP on
elaboration of and guidelines for the implementation of several articles of the
Law on Standards and Technical Regulations;
Pursuant to Decree No.
56/2022/ND-CP dated August 24, 2022 of the Government defining the functions,
tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the
Director of the Department of Science, Technology and Environment and the
Director of the Vietnam Register;
The Minister of Transport
hereby promulgates this Circular on national technical regulations on technical
safety, environmental protection, and energy consumption of motor vehicles;
specialized machinery; motor vehicle components; and child safety equipment.

1. This Circular comes into
force as of January 1, 2025, except as specified in Clause 2 of this Article.
2. The national technical regulation
on child safety equipment used in automobiles, Code: QCVN 123:2024/BGTVT, comes
into force as of January 1, 2026.
3. The following Circulars
shall cease to be effective as of the effective date of this Circular:
a) Circular No.
30/2009/TT-BGTVT dated November 19, 2009, of the Minister of Transport on the
national technical regulation on exhaust emissions of newly manufactured,
assembled, and imported motorcycles and mopeds;
b) Circular No.
45/2014/TT-BGTVT dated October 3, 2014, of the Minister of Transport
promulgating the national technical regulation on level 3 exhaust emissions for
newly manufactured, assembled, and imported two-wheeled motorcycles;
c) Circular No.
33/2015/TT-BGTVT dated July 24, 2015, of the Minister of Transport promulgating
the national technical regulation on level 4 exhaust emissions for newly
manufactured, assembled, and imported automobiles;
d) Circular No.
33/2020/TT-BGTVT dated December 23, 2020, of the Minister of Transport
promulgating Amendment 01:2020 QCVN 86:2015/BGTVT on the national technical
regulation on level 4 exhaust emissions for newly manufactured, assembled, and
imported automobiles;
dd) Circular No.
06/2021/TT-BGTVT dated April 6, 2021, of the Minister of Transport promulgating
the national technical regulation on level 5 exhaust emissions for newly
manufactured, assembled, and imported automobiles;
e) Circular No.
36/2023/TT-BGTVT dated December 13, 2023, of the Minister of Transport

25/2014/TT-BGTVT dated July 3, 2014, of the Minister of Transport promulgating
the national technical regulation on light alloy wheels for automobiles;
o) Circular No.
39/2010/TT-BGTVT dated December 31, 2010, of the Minister of Transport on
promulgation of three national technical regulations on road motor vehicle
components;
p) Circular No.
20/2024/TT-BGTVT dated June 3, 2024, of the Minister of Transport promulgating
the national technical regulation on motorcycle and moped frames;
q) Clause 2, Article 1 of
Circular No. 36/2010/TT-BGTVT dated December 1, 2010, of the Minister of
Transport on promulgation of four national technical regulations on motorcycle
