CIRCULAR
PRESCRIBING PERIODS
OF RETENTION OF RECORDS AND DOCUMENTS IN CULTURE, SPORTS AND TOURISM SECTOR
Pursuant to the Law on Archives dated June 21,
2024;
Pursuant to the Government’s Decree No.
43/2025/ND-CP dated February 28, 2025 defining the functions, tasks, powers and
organizational structure of the Ministry of Culture, Sports and Tourism;
At the request of the Chief of the Office of the
Ministy of Culture, Sports and Tourism;
The Minister of Culture, Sports and Tourism
hereby promulgates a Circular prescribing periods of retention of records and
documents in culture, sports and tourism sector.
Article 1. Scope
This Circular provides for periods of retention of
records and documents in culture, sports and tourism sector.

This Circular applies to agencies and units
affiliated to the Ministry of Culture, Sports and Tourism; Departments of
Culture, Sports and Tourism; Departments of Culture and Sports; Departments of
Tourism of provinces and central-affiliated cities; other related agencies,
organizations and individuals.
Article 3. Document and record retention periods
1. The periods of retention of records and
documents in culture, sports and tourism sector are specified in the Appendix
to this Circular.
2. Regulations on periods of retention of records
and documents in the Appendix to this Circular shall be applied as follows:
a) The retention periods are used to determine the
retention periods of records and documents in culture, sports and tourism
sector.
b) The determined retention periods must not be
shorter than those specified in this the Appendix to this Circular.
c) The retention periods of records and documents
created during operation of agencies, organizations and individuals not
specified in the Appendix to this Circular shall be equivalent to those of
corresponding groups of records and documents in the Appendix to this Circular
and other relevant laws.
Article 4. Implementation clause
This Circular comes into force from July 01, 2025.

1. Chief of Office of the Ministry of Culture,
Sports and Tourism, heads of agencies and units affiliated to the Ministry of
Culture, Sports and Tourism; Directors of Departments of Culture, Sports and
Tourism; Departments of Culture and Sports; Departments of Tourism of provinces
and central-affiliated cities; related agencies, organizations and individuals
are responsible for the implementation of this Circular.
2. Difficulties that arise during the
implementation of this Circular should be reported to the Ministry of Culture,
Sports and Tourism (through the Ministry Office) for consideration and
resolution./.
