CIRCULAR
ON PROMULGATION OF THE LIST OF
INFECTIOUS DISEASES, RECIPIENTS AND SCOPE OF COMPULSORY VACCINATION AND
BIOLOGICAL PRODUCTS
Pursuant
to the Law on Prevention and Control of Infectious Diseases No. 03/2007/QH12;
Pursuant
to Decree No. 42/2025/ND-CP dated February 27, 2025 of the Government on
functions, tasks, powers and organizational structure of the Ministry of Health
of Vietnam;
At the
request of the Director General of the Vietnam Administration of Disease
Prevention;
The
Minister of Health promulgates the Circular on promulgation of the List of
infectious diseases, recipients and scope of compulsory vaccination and
biological products.

Article 3. Scope of compulsory vaccination and biological
products
1.
Compulsory vaccination prescribed in the List in Article 1 of this Circular
shall be provided nationwide for children and pregnant women in the Expanded
Program on Immunization, except for Pneumococcal vaccine prescribed in clause 2
of this Article.
2. The
use of Pneumococcal vaccine shall comply with Resolution No. 104/NQ-CP dated
August 15, 2022 of the Government on the roadmap for increase in quantity of
vaccines in the Expanded Program on Immunization for 2021 – 2030 period.
3. The use
of compulsory vaccination and biological products as prescribed in the List in
clause 1, Article 2 of this Circular shall comply with decisions of People's
Committees of provinces/cities, and guidelines of the Ministry of Health based
on epidemic situations.
Article 4. Effect
1. This
Circular comes into force from February 15, 2026.
2.
Circular No. 10/2024/TT-BYT dated June 13, 2024 of the Minister of Health on
promulgation of the list of infectious diseases, recipients and scope of
compulsory vaccination and biological products ceases to be effective from the
effective date of this Circular.
Article 5. Reference clause
In cases
where the documents cited in this Circular are replaced, amended or
supplemented, the newer documents shall prevail.

Director
General of the Vietnam Administration of Disease Prevention; heads of units
affiliated to the Ministry of Health; relevant organizations and individuals
are responsible for implementing this Circular.
Authorities,
organizations and individuals shall report any issues arise during the
implementation to the Ministry of Health (Vietnam Administration of Disease
Prevention) for consideration and resolution./.
