TCVN 4451:2012

DWELLINGS – BASIC PRINCIPLES FOR DESIGN

Foreword

The TCVN 4451:2012 replaces the TCVN 4451:1987.

The TCVN 4451:2012 is carried over from the TCVN 4451:1987 in accordance with Clause 1 Article 69 of the Law on Technical Standards and Regulations and Point b) Clause 1 Article 6 of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government elaborating the Law on Technical Standards and Regulations.

The TCVN 4451:2012 is compiled by Vietnam Institute of Architecture, Urban and Rural Planning, proposed by the Ministry of Construction, appraised by the Directorate for Standards, Metrology, and Quality, and published by the Ministry of Science and Technology.

1.1. This Standard applies to design or renovation of apartment buildings (flats), dorms built in cities, towns, city-level towns, or housing complex of agencies, industrial workshops, and schools.

NOTE: Flats of apartment buildings, dorms are hereinafter referred to as “dwellings”.

1.2. This Standard may be applied to old dwellings undergoing repair and under management of the Government, private dwellings built on plots located in cities.

1.3 Design and construction of dwellings in farm dwellings, forestry dwellings shall conform to regulations pertaining to living area, hygiene, and safety under this document. Area of auxiliary structures may adhere to specific regulations depending on local demands.

2. Referencing document

The following referencing document is necessary for the application of this Standard. If a reference document is mentioned together with its publishing year, only the referenced edition shall prevail. If a reference document is not mentioned together with its publishing year, the latest version and all its amendments and revisions (if any) shall prevail.

In this Standard, the following definitions are used:

3.1. Flat

Refers to living space of a household, a person, or a group of people, satisfies living demands of a family, a group, and each member.

3.2. Apartment building

Refers to a building of at least two storeys with walkways, staircases, and infrastructures for common use by multiple households, individuals.

3.3. Above-ground storey

Refers to a storey whose floor plane is at or higher than ground level of the building according to approved planning.

3.4. Basement

Refers to a storey with more than half of its height below ground level of the building according to approved planning.

Refers to a storey with half of its height located above or at ground level according to approved planning.

3.6. Attic

Refers to a storey located in the space directly beneath the pitched roof where a part or the entire vertical surface of the storey is created by roof pitches or gables while surrounding walls (if any) are not taller than 1,5 m from the floor.

3.7. Storey height

Refers to the distance from a floor to the floor of the next storey.

3.8. Clear height

Refers to the distance from a finished floor to the underside of load-bearing structures or finished ceiling.

3.9. Dwelling unit

Refers to rooms in a flat used as is or incorporated with other functions. Consists of sleeping units, common rooms, living rooms, study rooms, dining rooms, etc.

4.1. Dwellings shall be designed depending on classifications under regulations on classifications of civil construction [1].

4.2. Dwelling design shall guarantee rigidity, safety, convenience, conform to climate, natural conditions, traditions, customs, satisfy life and health safety requirements [2], ensure accessibility for people with disability as per the law.

4.3. If mechanical floor is located below floor of the first storey or the ground floor (in the basement), clear height of the mechanical floor shall not be lower than 1,6 m and mechanical floor shall lead directly outside via doors or wall openings with protectives of minimum dimensions of 0,6 m x 0,6 m.

4.4. If height of semi-basements, attics, and above-ground storeys from ground elevation to finished ceiling is not lower than 2 m, such storeys shall be considered storeys of the building.

NOTE: Ground elevation according to approved planning refers to kerb height and is considered grade plane for the purpose of calculating permissible building height.

4.5. Design of installation locations of air-conditioners and drying racks shall not affect vertical architecture of the building and environmental hygiene. Placement of air-conditioners shall be consistent in terms of location and sizes so as to maintain aesthetic.

4.6. Depending on practical demands, garbage collection rooms on storeys or garbage chutes shall be installed.

4.7. Building façade shall not use color or materials that affect vision or health of people. Ensure security, noise, visibility, scenery, and environmental hygiene requirements.

4.8. Advertising panels attached to apartment buildings shall conform to relevant regulations on advertising.

4.10. Methods for determining block coefficient and plan coefficient of dwellings shall be identified in accordance with Appendix B hereof.

4.11. Design of flats and dorms shall also adhere to TCVN 4450 and TCVN 9201:2012 in addition to this document.

5. Construction plot and general premise planning requirements

5.1. Dwelling construction plots shall satisfy basic principles below:

- Conform to approved construction planning;

- Consist of unified technical infrastructure and social infrastructure satisfying current and future development requirements;

- Not be located in areas where construction activities are prohibited; protective corridors of traffic, irrigation, embankment, energy structures, historical - cultural heritages, and protective zones of other structures as per the law; areas prone to landslide, inundation, contaminated by industrial waste, landfills, cemeteries.

- Ensure fire safety and environmental hygiene.

5.2. Design of dwellings shall take into account flexible use capability and, depending on structure of flats, position on construction plots, architectural space, conform to urban construction requirements [3].

- Flats with 2 and 3 rooms: a minimum of 1 room;

- Flats with at least 4 rooms: a minimum of 2 rooms;

Tenements (dorms): a minimum of 40% of dwelling units facing the outside.

NOTE:

1) Direction of facing wind is determined by natural climate parameters in construction [4].

2) In respect of dwelling units facing in appropriate direction, protective solutions shall be required.

6. Architectural design requirements

6.1. Floor elevation shall be at least 0,15 m above kerb height at the entrance.

6.2. Dwelling units shall be located on above-ground storeys. If dwellings are built close to property line, floor elevation of dwelling units shall be at least 0,5 m above kerb height.

- 30 m2 in case of social housing;

- 45 m2 in case of residential real estates.

6.4. Minimum living area standards in dorms for students and learners of universities, colleges, intermediate professional education, and vocational education and training institutions shall be 4 m2/person.

6.5. Dwelling units in dorms may be incorporated with other rooms such as lobbies, kitchens, restrooms.

6..6 Dorms may facilitate the same kitchens or restrooms for several dwelling units and up to 25 people. Public rooms serving cultural, study, sports, rest, dining, healthcare, administration purposes are required. Composition and area of rooms serving public purposes shall conform to design tasks.

6.7. Depending on occupancy and volume requirements of dwelling units in flats and dorms, height and width shall be designed accordingly.

- Minimum storey height shall be 3,0 m;

- Minimum clear height of rooms shall be 2,7 m;

- Minimum clear height of rooms in attics shall be 1,5 m;

6.8. Minimum clear height of auxiliary rooms shall be 2,4 m.

6.9. Height of mechanical floor shall be determined on a case-by-case basis depending on the type of equipment and system therein and operating conditions.

6.10. Maximum depth of dwelling units measured in the direction in which natural light enters the room shall be 6,0 m and twice the width of the dwelling units.

When necessary and for the purpose of increasing module dimensions, depth may be increased by no more than 5%.

6.11. Washing rooms, showers, toilets of upper storeys shall not be directly above kitchens, pantries, and food preparation places in the lower storeys.

6.12. Floors in dwellings shall be soundproofed.

6.13. Number of treads (a flight of stairs) shall not be lower than 3 nor greater than 18.

6.14. Minimum width of corridors between stairs or between stairs and beginning of the corridors shall be:

- 1,4 m if the corridor is up to 40 m in length;

6.15. Stairs and intermediate landings shall be fitted with enclosing structures and guardrails. In respect of dwellings for senile people and people with disabilities, wall-side guardrails shall be required.

6.16. Balconies and loggias of buildings of at least 3 storeys shall be of non-combustible materials.

6.17. Loggias and balconies shall not be fitted with glass to serve other purposes.

6.18. Dwellings of more than 6 storeys shall be fitted with elevators. Quantity and parameters of elevators shall be calculated in accordance with selected design solutions.

6.19. Width of elevator lobbies shall be:

- 1,2 m in case of passenger elevators of a load capacity of 400 kg;

- 1,6 m in case of passenger elevators of a load capacity of 630 kg and elevator car of a dimension of (2 100 mm x 1 100 mm);

- 2,1 m in case of elevator car of a dimension of (1 100 mm x 2 100 mm).

NOTE: Dimensions of elevator car are defined as width x depth.

6.21. If dwellings face strips or city squares, retailers, supermarkets, public food vendors, stores, shops, residential complex management, sports centers below 150 m2, public rooms can be located on the first storey (the ground floor) or basements and semi-basements. In his case, fire safety, soundproofing, and odorproof requirements shall be met in form of appropriate technical solutions. If stores or supermarkets are located in or adjacent to dwellings, entrance to the dwellings shall not be shared with goods loading entrance.

6.22. Dwellings must not contain:

- Pump stations and boilers;

- Electrical substations in or adjacent to buildings;

- Automatic telephone broadcasting stations, other than telephone broadcasting stations serving buildings;

- Headquarters of administrative authorities of all levels;

- Clinics, other than those for gynecology and dental health;

- Dining rooms and cafeterias of more than 50 seats;

- Public restrooms;

- Stores of construction materials, chemicals, general items that cause environmental contamination around dwellings;

- Stores selling combustible, explosive commodities;

- Public showers, saunas, chemical washing and bleaching facilities (other than item reception areas and self-serving washing facilities).

6.23. Spaces below dwelling units shall not accommodate:

- Water heaters of hot water supply systems;

- Cold rooms of industrial workshops specializing in business activities and public service.

6.24. Design of dwellings in areas prone to earthquake shall conform to the TCVN 9386-1-2012.

7. Technical system requirements

7.1. Water supply and drainage system design requirements

7.1.2. Distribution network of internal water supply pipes shall be placed behind walls or in technical ducts. Valves placed in trenches or technical ducts shall be accompanied by ports for inspection, management, and repair.

7.1.3. Water supply and drainage pipes shall not be installed uncovered below ceilings of rooms.

7.1.4. Wastewater treatment system shall be designed to meet wastewater quality under TCVN 6772:2000 prior to discharging wastewater into area drainage system.

7.1.5. Rooftop rainwater drainage system shall be designed so as to drain rainwater in all weather conditions. Rainwater downpipes must not leak, must be positioned in a way that does not affect architecture and aesthetic, and must be connected to building drainage system.

7.2. Ventilation and air-conditioning system design requirements

7.2.1. Natural ventilation shall be prioritized for dwelling units. Natural ventilation serving dwelling units shall not reach said welling units through kitchens, washing areas, showers, toilets, storage units. Design of ventilation and air-conditioning system shall conform to TCVN 5687:2010.

7.2.2. Toilets and showers shall receive mechanical ventilation in absence of natural ventilation.

7.2.3. Air-conditioners, gas and condenser outlets shall be installed at a position that does not affect other flats, aesthetic, and environmental hygiene.

7.3. Electrical lighting and electric appliance system design requirements

7.3.2. Natural lighting shall be prioritized in dwelling units, kitchens, sanitary areas, lobbies, stairs, common corridors, public rooms in dorms. Direct natural lighting is not required in showers, washing areas, toilets, storage units.

7.3.3. Ratio of area of light-transmitting openings in dwelling units and kitchens to floor area of these rooms shall not be greater than 1:5 and lower than 1:8.

7.3.4. Area of light-transmitting openings shall be calculated in accordance with Appendix C.

7.3.5. If lighting is facilitated via openings on exterior walls from gables, common corridor shall be 24 m in length and gables shall be 48 m in length.

If corridor length is higher than the aforementioned values, additional natural lighting shall be facilitated in form of light-transmitting compartments. Two light-transmitting compartments shall not be more than 24 m apart. A light-transmitting compartment shall not more than 30 m away from a light-transmitting opening at the end of the corridor.

If the corridor is below 10 m in length, lighting can be facilitated via stairwells or doors of rooms located along the corridor.

NOTE:

1) Width of light-transmitting openings shall be greater than 1/2 of depth thereof from exterior wall to the side of the corridor.

2) If additional lighting is facilitated by windows of stairwells, ratio of floor area of the stairwells shall be greater than 1/6.

7.3.7. Lighting systems in flats shall be protected by circuit breakers. Minimum quantity of sockets in rooms shall be 2 sockets. Sockets and junction boxes in showers and kitchens shall be fitted with circuit breakers and located at appropriate height. For safety purposes, all switches and sockets shall be protected by grounded circuit breakers.

7.3.8. Electricity meters shall be installed for each flat. Electricity meters shall be installed for each dorm room or each dorm block.

7.3.9. Lightning protection system shall be designed in accordance with TCVN 9385:2012.

7.4. Communication and telecommunication system design requirements

7.4.1. Design and installation of communication, telecommunication, broadcasting, television systems of dwellings shall ensure safety and convenience in operation, use, connection to service systems of service providers, replacement and repair capability, and separation distance to other technical ducts.

7.4.2. Design and installation of communication, telecommunication, broadcasting, television systems shall conform to relevant regulations.

7.4.3. Cables of communication and television system shall be placed behind walls. A junction box shall be located on each storey.

7.4.4. Radio broadcasting and television network from distribution panels to flats shall travel behind walls in technical ducts; lightning rods shall be protected by lightning protection measures.

Antennas, satellite discs for radio and television signals are allowed on roofs at positions that are allowed by urban authorities and guarantee safety and aesthetic. If necessary, television signal transmitters and receivers are allowed in attics.

7.5.1. If gas supply system is required in dwellings, the installation shall conform to the TCXDVN 377:2006 and TCXDVN 387:2006.

7.5.2. Design and installation of gas supply system shall satisfy technical specifications regarding pipelines, brackets, measuring instruments, safety equipment, regulations, installation space, and anti-corrosive measures for equipment and pipes.

7.5.3. Main supply pipes and standpipes shall not cross sleeping units, showers, toilets, or garbage storage units.

7.5.4. Kitchens where combustible gas is used shall be fitted with smoke outlets. Kitchen volume shall be sufficient for air during natural combustion.

8. Fire prevention requirements

8.1. Dwellings shall not exceed any limit pertaining to fire resistance category, number of storey, length, construction area under Schedule 1.

8.3. Total width of stairs, walkways on means of egress of dwellings, dependent on number of occupants on the most crowded storey other than the first storey, shall be:

- In respect of two-storey dwellings: 1,00 m in width for 125 occupants;

- In respect of three-storey dwellings or higher: 1,00 m in width for 100 occupants;

- If the number of occupants on the most crowded storey is below 125 occupants (in case of two-storey dwellings) or below 100 occupants (in case of three-storey dwellings or higher), the total width shall equal 0,9 m.

8.4 Width of each stringer on means of egress shall be equal to or greater than minimum width of stairs. Slope degree shall be lower than the maximum degree in Schedule 3.

1) Width of a flight of stairs refers to the clear dimension between the wall and closed stringers or between two walls or two closed stringers.

2) If width of a flight of stairs is at the lowest value, guardrails shall be located on the outermost side of the flight of stairs.

3) Width of intermediate landings and landings shall not be lower than 1,2 m in respect of regular stairs. Width of intermediate landings and landings shall not be lower than 2,1 m in respect of stairs with bicycle, motorbike loading ramps.

Appendix A

Area distribution in dwellings

A.1 Usable area of each flat means total living area and separate area for auxiliary purposes. In respect of multi-storey and multi-unit dwellings, usable area of each flat means area distinct to each flat plus area under common ownership shared by multiple dwelling units, proportionate to living area of each flat.

A.2 Area of rooms and usable sections shall be calculated in proportion to carpet area (other than thickness of walls, partitions, pillars, plaster layers but including thickness of baseboard materials).

NOTE: Garbage chutes, chimneys, vents, power tubes, water pipes, and other technical pipes placed in rooms or other sections shall not be included in area of said rooms and sections.

A.3 Usable area in dwellings means total area of dwelling units and auxiliary rooms and is calculated as follows:

a) Living area means total area of primary rooms serving accommodation purposes, including:

- Dwelling units (bedrooms, living rooms, work rooms, playrooms) in flats;

- Dwelling units, bedrooms in dorms;

- Wall cabinets, wardrobes, and cabinets opening towards the inside of dwelling units;

- Area of the underside of stairs in dwelling units of flats (if height from the floor to the underside of stairs is lower than 1,6 m, this area is not included).

b) Auxiliary area: means total area of auxiliary rooms or sections below:

- Guestrooms, living rooms, administration rooms in dorms;

A.4 Total usable area of rooms in dorms shall be determined by total area of dwelling units, auxiliary rooms, common rooms, loggias, balconies, porches. Where loggias, balconies, and porches are calculated in accordance with A.3b).

A.5 The following area is not included in total dwelling area: basement area serving ventilation, attics, attics fitted with mechanical system, mechanical floor, technical system outside of flats, staircase vestibules, elevator shafts, outdoor staircases.

A.6 Dwelling area is calculated by adding up area of all storeys limited by the inside of exterior walls, balcony and loggia area. Area of staircases and elevator shafts shall be included in area of said storeys.

A.7 Area of rooms in dwellings shall be determined by dimensions limited by walls (not including baseboards). Area of attics shall be calculated as follows:

- Ceiling height shall be 1,5 m if the ceiling is pitched at a 30o angle;

- Ceiling height shall be 1,1 m if the ceiling is pitched at a 45o angle;

- Ceiling height shall be 0,5 m if the ceiling is pitched at a 60o angle or higher;

A.8 Traffic area means total area of common sections of flats or dwelling units used for moving around inside dwellings. Area of sections below is included in traffic area:

a) Staircases, including intermediate landings and landings;

A.9 Structural area means total area of walls, pillars on plan view. Area of sections below is included in structural area:

a) Load-bearing and non-load bearing walls, partitions, pillars;

b) Door thresholds, window sills;

c) Chimneys, vents, power tubes, water pipes, other technical ducts, including the inside and the casing;

d) Wall niches, empty spaces between two rooms (without doors) with width below 1,5 m and height below 1,9 m.

NOTE: Structural area is determined by subtracting living area, auxiliary area, and traffic area from floor area of a storey. in case of the first storey (ground floor), this area is construction area less living area, auxiliary area, and traffic area.

A.10 Other area means total area of rooms or sections not serving accommodation purposes such as: dining area, retailers, parking spaces, hairdresser’s, public washing rooms, etc.

NOTE: Construction area equals the sum of living area, auxiliary area, traffic area, structural area, and other area of the first storey.

A.12 Building volume equals the sum of building volume at grade plane (for above-ground sections) and below grade plane (for underground sections).

A.13 Building volume of a dwelling, a storey, a flat means the product of construction area of the dwelling, floor area of a storey or a flat and height of the dwelling, storey, and flat. Height shall be calculated in accordance with 6.8 and 6.9 hereof.

A.14 Kitchens and sanitary areas that are shared or located outdoors shall not be included in dwelling area; area of these auxiliary sections shall be calculated independently.

A.15 Private area and common area in apartment buildings.

a) Apartment buildings mean dwellings with at least two storeys, with walkways, staircases, and infrastructures shared by multiple households and individuals. Apartment buildings consist of private sections of each household, individual, and common sections shared by all households and individuals therein.

b) Private sections in apartment building include:

- Area inside flats, including balconies and loggias associated with the flats;

- Other area in apartment buildings recognized as private area as per the law;

c) Common sections in apartment buildings include:

- Remaining area in apartment buildings other than those in Clause 2 of A.15;

- Space and load-bearing elements, technical equipment for common use in apartment buildings, including frames, pillars, load-bearing walls, exterior walls, separating walls, floors, ceilings, rooftops, corridors, staircases, elevators, means of egress, garbage chutes, technical boxes, parking spaces, power supply system, water supply system, gas supply system communication, radio, television system, water drainage system, septic tank, lightning rods, fire safety, and other sections not owned by any single flat;

- Outdoor technical infrastructures connected to the apartment buildings.

C.1 Area of light-transmitting openings shall be calculated as follows:

a) Equal to area of empty walls for window installation in case of windows;

b) Equal to area of light-transmitting glass section including mullions in case of doors;

c) Equal to clear space of perforations if perforation thickness does not exceed 10 cm. Or 2/3 of clear space of perforations if perforation thickness exceeds 10 cm.
