DECISION

PROMULGATING LISTS OF PRIORITY PROGRAMS, PROJECTS TO BE CONSIDERED FOR GOVERNMENT GUARANTEE

PRIME MINISTER

Pursuant to the Law on Organization of Government dated December 25, 2001;

Pursuant to the Law on State Budget dated December 16, 2002;

Pursuant to the Law on Public Debt Management dated June 17, 2009;

Pursuant to the Decree No.15/2011/ND-CP dated February 16, 2011 of the Government on issuance and management of Government Guarantee;

At the proposal of Minister of Finance,

Article 1. Issue together with this Decision the list of priority programs and projects to be considered for government guarantee (hereinafter referred to as the List) to guide the implementation of clause 2 of Article 6 of Decree No.15/2011/ND-CP dated February 16, 2011 of the Government on issuance and management of government guarantee.

Article 2. This Decision takes effect as from October 10, 2011.

Article 3. The ministers, heads of ministerial-level agencies, heads of governmental agencies, presidents of People's Committees of provinces and cities under central authority shall implement this Decision.

The investment programs and projects decided by the National Assembly or the Prime Minister on the investment policy and as the key projects, subject to the urgent deployment in all sectors.

The credit programs targeted by the State and implemented by the policy banks of the State in the field decided by the Prime Minister.

The Programs, projects financed by commercial loans attached to ODA capital in the form of mixed credits.

Investment and development of electricity sector;

Investment in oil and natural gas refineries;

Investment in mining alumina and aluminum approved investment policy by the National Assembly.

The programs and projects of the fields of construction, infrastructure development and infrastructure including:

Investment in aircrafts  team according to planning approved by the Prime Minister;

Investment in highway construction according to planning approved by the Prime Minister;

Investment in building bridges of national transport according to planning approved by the Prime Minister;

Procurement of rolling stock in the project investing in the national railway system approved investment policy by the National Assembly. Construction investment projects of the education and vocational training facilities likely refund.
